WELCOME! Welcome to the 2022 General Assembly of the Cooperative Baptist Fellowship! Whether you are among those gathering in Dallas for your very first in-person Assembly experience (or your first since 2019), or whether you are joining us virtually for our very first truly hybrid General Assembly, we are so glad you are here!

Through the worship services that are offered, the workshops that are conducted, the less formal opportunities to reconnect with old friends and make new ones, we pray that you will accept our invitation to “Come & See” all the ways Christ is at work in congregations, communities and the world through our life as the Cooperative Baptist Fellowship. When we come together for General Assembly we see most comprehensively, generously and actively who our Fellowship really is. We have never been an office in metro Atlanta, a single state or region, an individual congregation or a singular organization. We have always been a community­—a Fellowship drawn together for a mission that none of us can have on our own.

At its core, fellowship is not an informal gathering of people for food and fun.

It is the word the New Testament uses to describe the inner life of love of the Triune God that overflows in the world through people and congregations being remade by the Risen Christ. So as you come and see, we pray you will be encountered by a love that not only heals and forgives, but equips you for bold faithfulness and sends you out for God’s mission of the transformation of the world.

As you come and see, I hope you will recognize the ways our Fellowship is growing and changing. We are welcoming new congregations from other parts of the United States as well as Latin America and the Caribbean. Women and men are leading, young and old find a voice. While we still have a long way to grow before our Fellowship most fully embodies the beautiful and divinely designed diversity that characterized the church of Jesus Christ on the Day of Pentecost, we see signs of that transformation in our midst.

We gather in challenging, divided, broken times. We carry the weight of a deep-seeded exhaustion that has reached catastrophic proportions at the intersection of multiple pandemics. We come together seeking new ways to sing of God’s love, more faithful ways of extending Christ’s mission and a resurrection hope we can extend to one another and to our congregations. I hope as we come and see we will be touched by that hope and leave changed.

Let’s come and see what it really is to be a Fellowship!

GREETINGS! It is my distinct pleasure to welcome you to General Assembly and the return of some degree of normalcy, or at least the new normal, in the wake of the pandemic. Whether you are attending in person or virtually through the wonders of technology, I am happy you’re here. Welcome to Texas!

I hope you haven’t been like the pre-pandemic me, taking General Assembly for granted, expecting that just as in every June for more than 20 years, we would reconnect with old friends and make new acquaintances; we would share joyful worship; we would take care of important business; and we would leave General Assembly with our souls renewed. Sometimes we really don’t know what we have until it’s gone. I hope that I never take General Assembly for granted again.

Our theme for this year, Come & See, offers us a chance to reflect on God’s presence in our world and what we, as members of the Fellowship, have been able to do through the grace of God, notwithstanding a pandemic.

We have continued to advocate for racial justice; share the gospel with the un-churched; work with others to provide for the physical and spiritual needs of the displaced; collaborate with myriad partners to extend the work of the Fellowship; and so much more.

General Assembly is also a time to look ahead and imagine what God will do. I am optimistic that our future is bright because so many continue to give in so many different ways to the Fellowship. I appreciate how our staff has collectively begun to implement the Toward Bold Faithfulness process, restructuring the organization to best utilize the powerful gifts of CBF generously defined and to address urgent needs. I believe we have already started to see the fruits of their work as the Fellowship becomes more agile and better able to respond to a rapidly changing world while remaining faithful to core values of the Fellowship.

I am thankful for congregations and individuals who support the work of the Fellowship with prayer, time and, yes, financial gifts; for field personnel who continue to serve despite all the challenges; for partners who collaborate with CBF to supplement, complement and extend our work; and for volunteers who give generously of their time to serve on our various councils and committees.

And I am thankful for each one of you. I hope you find this year’s General Assembly educational, renewing and inspirational.

PLENARY SESSIONS 20 Opening Plenary Session

Wednesday Evening Worship

In worship guided by Psalm 66, we “come and see” what God has done in and through the Fellowship since we last gathered. Our sermon will be delivered

by Courtney Stamey, pastor of Northside Baptist Church in Clinton, Mississippi.

We will also celebrate communion as we re-connect as the body of Christ.

Let’s continue conversations from our time together Tuesday night as we gather around tables to talk about our local churches, impactful ministries and what’s next for churches. We’ll also briefly conduct business as a motion to amend the CBF Constitution and Bylaws is introduced.

Thursday Evening Worship

In John’s Gospel, Jesus invites the curious to “come and see.” In worship, we will be challenged to respond as we hear from Ralph West, pastor of Church Without Walls in Houston, Texas, and witness the example of chaplains, pastoral counselors and field personnel who will be commissioned for service.

A highlight of Assembly each year are reports from CBF Executive Coordinator Paul Baxley and other elected CBF leadership reflecting on the impactful work of the Fellowship. Joining us on the stage this year will be former CBF Executive Coordinators Suzii Paynter and Daniel Vestal. We’ll also vote as a Fellowship on the CBF budget, leadership and Constitution and Bylaws amendments.

Pastors often enter local church ministry with a desire to lead worship, offer pastoral care and engage in mission and ministry. What they often discover is that leading churches also requires a significant focus on administration and finances. These can be areas where pastors feel very inadequate and unprepared. This seminar will offer universal best practices for how pastors can lead effectively in these areas. Issues such as transparency, taxation and others will be discussed. The workshop will be led by James Jordan, a practicing CPA who also serves as an adjunct professor at the Candler School or Theology.

Baptist Women in Ministry will host its Annual Gathering at Wilshire Baptist Church. The event begins at noon with a luncheon honoring the 2022 BWIM award winners and will be followed by a worship service at 1:15 p.m. The preacher will be the Rev. Dr. Gina Stewart, pastor of Christ Missionary Baptist Church in Memphis, Tenn., and president of the Lott Carey Baptist Foreign Mission Society.

In the fall of 2021, the Cooperative Baptist Fellowship and Public Religion Research Institute worked to survey CBF clergy and membership on issues of diversity and racial reconciliation. This workshop highlights important findings from the survey and provides a snapshot of how CBF clergy and members are feeling about racial justice and racial reconciliation, what their churches are doing, what they wish the churches would do, and what they would like to see in the future.

Churches are places where both spiritual and business leadership is needed. Yet often pastors and lay leaders feel ill-equipped to lead well when it comes to business and financial affairs. This workshop will offer an overview of some of the most basic financial management best practices which are most important for the local church setting and that, when implemented, can lead to greater transparency, confidence and increased financial support from congregation members.

Kasey Jones serves as Associate Coordinator for Outreach and Growth for CBF. Rev. Jones approaches her work with the belief that the church has a role to play in God’s transformative work in the community.

CBF Response to the Afghan Refugee Crisis

Friends of Justice emerged as a coalition of defendants families and other concerned citizens who fight for defendants being prosecuted on faulty evidence. Because of the work of Friends of Justice, the Texas Legislature passed the Tulia Corroboration Bill, which has led to the exoneration of dozens of innocent people by raising the evidentiary standards for undercover testimony. In 2019, Friends of Justice was honored with CBF’s inaugural McCall Racial Justice Trailblazer Award.

Since the crisis in Afghanistan in August 2021, CBF field personnel have been working to help Afghan Refugees who have been unexpectedly displaced, finding themselves in the U.S. and other countries. Come hear the stories of the Afghan refugees these field personnel have met and how they are working in different ways to give them hope.

Discuss ways to help Afghans in your city and around the world.

Thriving churches have healthy conversations. Churches and Christians struggle to engage in healthy conversation because so many of the issues faced today are polarizing. Disagreement occurs among the best of Christians and the best of friends.

At the heart of the Fellowship is our work together as we embrace our calling to support the thriving of congregations, participate in Jesus’ mission and offer a Christian public witness. Come & Connect with the mission and ministries of CBF and witness stories of impact when we invite each other into relationships of equipping as we seek God’s transformation of the world.

This workshop is designed to model good conversation practices as it offer guidance for participants to both model in their personal conversations and teach to others in their congregations. Helping participants to address difficult, even contentious issues, can contribute to congregations becoming safe places for conversation. Spiritual Care: Exploring Ambiguous Loss in Uncertain Times Based on the theory coined by Dr. Pauline Boss, we will define ambiguous loss and examine the ambiguous loss experienced in our own lives in order to acknowledge these losses and seek out the support needed in community with others. We have an opportunity to acknowledge the ambiguous losses experienced individually and collectively from the catastrophic (enslavement, war, climate change and natural disasters) to those more personal (immigration, addiction, divorce and aging family members). By acknowledging these losses personally and globally, we can also identify and acknowledge experiences of ambiguous loss in our homes, places of work or ministry, and in our faith communities.

Stock and QCD gifts are some of the smartest ways to give and they are trending up. These gifts benefit the donors while supporting the ministry causes they care about. Yet many people are unaware of the how donating stock and giving through one’s QCD can save them on paying taxes.

Many churches also face the challenge of having limited resources to support receiving such gifts. This workshop will highlight the benefits of stock and QCD gifts for donors and the churches they support, along with introducing a turnkey online platform that churches can use today to begin receiving these gifts.

Finding Joy on Death Row Death Row’s walls are not strong enough to constrain joy, nor are the prisons we construct for ourselves. This is the story of a broken preacher’s transformative experience of learning about joy from those incarcerated on Death Row, along with dramatic and insightful hand-written responses from those currently sentenced to die.

Shrinking attendance, deferred maintenance and vast amounts of unused space have become major burdens for modern congregations. At the same time, some churches are doing amazing things by re-imagining their property and facilities as an asset. In this workshop you will hear the stories of CBF partner churches and the creative work they have done with their property and facilities. You will also be introduced to a new CBF resource focused on this subject.

Making Christians: A Guide for Pastors, Parents, and Other Pilgrims This workshop examines the loss and recovery of the historic practice of Christian catechesis, which is the ancient practice of instruction in “the basic teaching of Christ” (Heb 6:1-2). In this seminar, participants will learn how for centuries Christians passed on the basic teaching of Christ, and explore how retrieving the lost practice of catechesis might equip the church to be more faithful and effective in following the call to make disciples.

NEW CBF FIELD PERSONNEL Elket Rodríguez is a newly-appointed Cooperative Baptist Fellowship field personnel serving the communities and the migrants in the U.S.-Mexico border, a region comprised of four U.S. states (Texas, Arizona, New Mexico and California) and six Mexican states (Tamaulipas, Nuevo León, Coahuila, Chihuahua, Sonora and Baja California). Elket encourages churches along and across the U.S. and Mexico border to engage with migrants, asylum seekers and the vulnerable in their communities. He is also working so that churches in Mexico can be trained in providing pastoral, grief and trauma care to asylum seekers.

Elket hosts workshops in the U.S. and in Mexico to educate migrants, asylum seekers, pastors and churches on the biblical foundations of welcoming the stranger and loving our neighbor. From that perspective, Elket also addresses the misinformation that shapes unproductive border policies and contributes to increased migration at the border.

Elket provides legal aid to asylum seekers and advises pastors and churches on how to assist migrants in their communities. He also shares stories from immigration issues to raise awareness around the plight of immigrants, refugees and asylum seekers.

Elket coordinates CBF’s immigration advocacy efforts and leads CBF’s Advocacy Action Team for Immigrants and Refugees. The group cultivates a network of active advocates by providing resources, being informed about current legislation and trends, and encouraging direct policy advocacy at critical moments alongside and on behalf of immigrants and refugees.

Elket’s ministry goals center on connecting migrant families along the U.S.–Mexico border to resources such as shelters, food pantries, medical and legal assistance services, job opportunities, sponsorship programs and transportation, among many others. He is also focused on advocating in Washington, D.C., and in Mexico for the implementation of sensible and prudent immigration policies that strike the balance between the safety of the border communities and the humanitarian compassion migrants deserve.

“COME & SEE” OUR CBF NEWLYENDORSED CHAPLAINS AND PASTORAL COUNSELORS What an honor it has been to journey with our Council on Endorsement to invite 32 new clergy into the CBF Chaplaincy & Pastoral Counseling Ministries family as CBF-endorsed chaplains and pastoral counselors! This past year we endorsed clergy to serve as chaplains, chaplain educators and chaplain administrators in healthcare settings, including hospitals, hospice and long-term care facilities. Some were endorsed as chaplain residents, serving in healthcare settings completing a training program of Clinical Pastoral Education, as they further their clinical education and gain experience. Others were endorsed to serve in the U.S. Army and State National Guard. Still others were further equipped to continue their ministry, as we updated their endorsement to new specialized settings. We are excited to continue to grow in diversity, with newly-endorsed chaplains representing African American and Asian heritage, further enriching the sacred ministry our chaplains and pastoral counselors offer to embody our beloved community, living out their call to care for all persons.

I continue to be uplifted by the passion our CBF-endorsed chaplains and pastoral counselors have for ministry in their specialized settings. The skill, compassion and love displayed as they walk alongside others truly demonstrates their commitment to meet others where they are in their physical and spiritual journeys, as our chaplains and pastoral counselors offer emotional, spiritual, and pastoral care to others during sacred life moments.

I invite you to use the CBF Prayers of the People publication as a guide to pray daily for our CBF-endorsed chaplains and pastoral counselors who serve under the blessing, support and commissioning of the Cooperative Baptist Fellowship, representing an extension of the ministry in our local congregations and communities. When I have asked our chaplains and pastoral counselors how their CBF family can best support them, the number one answer continues to be, “Pray for us.” Our prayers for them, their families and their specialized ministry is a powerful demonstration of God’s transformative work through CBF as we partner to renew God’s world.

CBF GOVERNANCE The Cooperative Baptist Fellowship is managed under the direction and authority of the Governing Board, which provides fiscal and legal oversight to the Fellowship. The Missions Council and Ministries Council serve as advisory bodies to the CBF Governing Board. In this role, the Ministries Council collaborates with individuals from throughout CBF to identify, develop and deploy the assets of the Fellowship, and the Missions Council provides vision and strategy to CBF’s missions enterprise.
