The Cedars
I’ve been asked many times over the years about how I became involved in the housing and community development business and looking back it makes perfect sense. My father was an architect and I grew up in a household where blueprints and drawings spread over the dining table were the start of family discussions about design, livability, how buildings should both stand on their own yet fit their surroundings and create communities. Places where people want to be, to live and play while bringing those people together in a way that reflects the community’s values.
When I first saw the natural surroundings of what would become The Cedars, I knew that this was an unbelievable and unique opportunity to do exactly that. The incredible views and sun, almost unlimited trail network and unspoiled Provincial Park next door seemed the perfect location to create a neighbourhood reflecting the outdoor nature of everything that is Fernie. I love a neighbourhood where you don’t need a car to be lost in nature within two minutes, where kids play road hockey, people can walk their dogs or cross-country ski, all in a quiet, safe location within minutes of Fernie’s historic downtown. A place built with my own family in mind.
It’s a great feeling to see all the families that now call The Cedars home feel the way our family does. Sometimes it feels a world away from the crisis facing the world today and now, more than ever, the benefit and charm of small-town living has captured the attention of many families looking to prioritize their health and safety. This past year we have seen an influx of families building in The Cedars who are taking advantage of the opportunity to work remotely while still having many of the same amenities that you would find in a city. A Guide to Building in Fernie

Undertaking a reno or new construction can be a stressful process. Doing your research and pre-planning can help make the process smoother and ensure that your efforts are focused on a project you would be allowed to undertake.
The City of Fernie regulates and issues development permits, building permits, wood burning appliance permits, and plumbing permits. Electrical and Gas permits are handled by Technical Safety BC (technicalsafetybc.ca/permits).
Here are a few questions to consider as you begin the process.
1. What zone is your property in? (fernie.ca/zoning)
2. Is what you want to and where you want to do it permitted in that zone (section 4 ) or in the general zoning regulations (section 3)?
a. Typical issues we see are uses that aren’t permitted of buildings/additions located in setbacks.
b. Uses
3. Is your property within any development permit area identified in the Official Community Plan (section 9-C)? (fernie.ca/ ocp)
a. If so you will need a development permit before you can apply for a building permit. b. Look to the requirements for the development permit area your property is within and design your project to conform with them. c. Some types of development are exempted from needing a development permit (section 9-C.i)
4. Does your property title have any restrictions, covenants or rights of way that would be affected by your project? (ltsa.ca)
a. Title encumbrances such as private architectural controls, covenants, and statutory rights of way can all impact what you want to do.
5. Where is your property line?
a. Many people assume that the sidewalk or edge of curb is their property line, this is rarely the case. Finding your pins is ideal but can be tricky. The City cannot locate property boundaries for you.

With your preliminary research complete and having received a development permit where required, you are ready to apply for a building permit. Detailed requirements for all building permits are included in the Building Bylaw; however, here is a more general list of what is required in most cases:
1. Completed Building Permit Application 2. Certificate of Title 3. Site Plan or Survey
a. If you are within the floodplain this must include accurate existing and design grades. b. Identify any new driveway access
4. Two complete sets of detailed plans drawn to scale that demonstrate compliance with BC Building Code.
a. Include details on the floor and roof systems, beam locations, and point loads.
Most permits allow you six months to start work so applying early will help you keep on schedule. Processing times vary based on the complexity of a project and how many permits are ahead of yours in the queue. Additional information can be found on the City’s website by clicking apply for a building permit under the “I want to…” tab.
