Planning Commission gives OK to camping cabins By K aren R eisner kreisner@fillmorecountyjournal.com

At the Planning Commission’s June 7 meeting, amendments to zoning ordinance 711 were approved which will allow camping cabins including park model campers on a limited basis. The changes to the ordinance will next go to the county board for their consideration. Zoning Administrator Chris Graves explained that the discussion to allow camping cabins started when an application for a Conditional Use Permit (CUP) was received for camping cabins.

During the public hearing, Vernon Crowson, Pilot Mound, said he was appearing on behalf of himself. He had been asked to read a letter written by Rita LeDuc. She felt there were two problems with the proposed changes. LeDuc said most campgrounds are located along a river and she was concerned about additional runoff during a flooding event due to the concrete slabs required for the camping cabins and park models. Secondly, most campgrounds are in remote locations and the cabins will change the appearance of the agricultural neighborhoods. She suggested

that no new campgrounds be allowed beyond two miles of an existing city. Gary Ruskell said the camping cabins will not be allowed in a flood plain and they are only allowed to be 400 square feet. He added her concerns are noted, but that the number of cabins allowed will be limited. The definition of a camping cabin in the proposed amendment reads: “A building or structure that has been constructed or located in a permitted campground for use as an alternative to tents and recreSee CABINS Page 23 

First theatrical play of active murder investigation debuts in Spring Valley By R achel H ammer rachel@olmstedcountyjournal.com

Jodi Huisentruit, a 27-yearold KIMT-TV news anchor of Mason City, Iowa, disappeared on June 27, 1995. It is thought she was abducted from her apartment complex parking lot while on her way to the news station at 4:30 in the morning. Jodi was never found; her abductor was never identified. The case remains open to this day, without suspects, without a body, but not without hope. On the seventeenth anniversary of Huisentruit’s disappearance, director and playwright, Debi Neville, with findjodi.com co-founder Gary Peterson of Brave Community Theater in Spring Valley, Minnesota bring this compelling story to the stage with their production “Fade to Black.” To Neville’s knowledge, this is the first play ever written about an open murder case. Creating

a drama from an active murder investigation presented the producers with several ethical and legal issues. They have had to exclude details that are still sensitive to the legal proceedings. With approval from Huisentruit’s family, Neville and Peterson proceeded to navigate the evidence, incorporating actual tapes, reports, excerpts from Jodi’s journal, and findings available to the public from the investigation into the play. “Once you get into this story, it is a very multi-layered, unusual abduction,” said Neville. “I’ve never heard a story like this. There are so many strange, inexplicable elements that you really scratch your head.” Neville described her careful consideration to write the play making sure not to lead people to any automatic conclusion. The complexity of storylines and possible suspects is meant to The cast of “Fade to Black” starring Sarah Kohn as Jodi Huisentruit.
