City Administrator Joe Hoffman reported at the July 16 meeting that the city hall remodel project had begun and that they were on budget at this point. The council had accepted a quote from H and J Construction to do the remodel at their March 14 meeting. The total project cost with furnishings was expected to be less than $45,000. The city’s share was to be about $26,000 with the balance being paid by the Utility and the ambulance service. Hoffman asked about a possible addition to the project; additional carpeting. After some discussion the council approved replacing the carpet in the entry way and hallway. The carpet is 16 years old. The new carpet will be consistent in the hallway and the council chambers. The additional carpet will cost $2,000.
Chimney Swift Tower The council gave its permission in early May for the building of a Chimney Swift Kiosk contingent on an agreement being drafted between all the parties involved. The tower/ kiosk is to be built near the restrooms of the Trailhead Inn. Funds had been raised for the project. Hoffman said the city attorney had drafted an agreement as the council directed. However, the Zumbro Valley Audubon Society (ZVAS) wasn’t receptive to being responsible for maintenance and liability and has asked that the city accept those responsibilities. He suggested they invite ZVAS to the August 6 meeting. Hoffman also suggested if the city accepted the responsibility for maintenance, then maybe they should have more input in the design. Three had been interviewed and the committee recommended hiring Lynn Scheevel. Scheevel is a seasonal employee currently doing park maintenance. He is a veteran and has experience in the work areas required.
The council hired Scheevel, who will be holding two different positions at two different wage rates. One position is seasonal and refilled annually by the Park Board, and the custodial position will be a permanent part-time position (each 20 hours). Lanesboro School Board raises lunch and breakfast prices By Mitchell Walbridge Lanesboro School Board members met briefly on Thursday, July 19th for the regular monthly meeting. All board members were present at this meeting along with Superintendent Jeff Boggs. A few important items were on agenda and were for discussion between board members. First, the board looked at bread and milk bids. After reviewing the bids, board members entertained a motion to accept a bid from Sara Lee to make the company the bread supplier for the 2012-2013 school year. Second, the board entertained a motion to accept a milk bid from Ziebell’s for the 2012-2013 school year. Next, the board continued discussion with the district’s food service finances. Superintendent Boggs passed on that the federal government recommended raising lunch and breakfast prices five cents. The board looked at the prices from last year and agreed to raise lunch and break-

fast prices for all students Kindergarten through twelfth grade by five cents. Now breakfast will cost $1.20, elementary lunches will be $1.85, and high school lunches will be $2.15. All adult prices for lunch and breakfast will remain the same. Also, all annual juice and milk prices will remain the same.
Finally, the board addressed that 3 seats on the Lanesboro School Board this fall. In order to be placed on the ballot as a contender for one of the seats, requirements must be met. The filing time window to be on the ballot for the autumn election is July 31st, 2012 to August 14th, 2012.

C ommentary Denying climate change will be more costly By Karen Reisner One of the most often heard arguments against reducing the use of fossil fuels to fulfill our energy requirements is how more costly it will be. However, it has been estimated that extreme weather events in 2011 cost Karen Reisner $100 billion and thousands of lives. I’m not arguing that all of these events are the result of human influenced climate change, but the intensity of many of the events have likely been increased by the production of greenhouse gases. Isn’t it about time that we acknowledge that human influenced climate change is a reality? Once we face the facts, we can work together to limit the damage. There is a consensus among well over 90 percent of climatologists that human beings substantially contribute to global warming. Allowing ourselves to believe those that endeavor to undermine the science may make it easier to dismiss any concerns, but even “rose colored glasses” can not change the numbers. It is a fact that over the last twelve months recorded temperatures in the United States have
been warmer than anytime since records were first kept in 1895. According to the National Oceanic and Atmospheric Administration (NOAA) we have experienced since the year 2000 nine of the ten warmest years globally. Chris Field, director of Carnegie’s Institution’s Department of Global Ecology, declared, “As we change the climate, we’re shifting the odds for extreme weather.” On July 10, NOAA reported that 2011 was a year of extreme weather. We are on track for a similar designation in 2012. In the United States so far this year over 2 million acres have been burned in the West by wild fires. Nearly two thirds of the lower 48 states are in drought. High temperature records were surpassed in record numbers in June. The Agriculture Department has declared natural disaster areas in over 1,000 counties located across 26 states. Corn prices increased 45 percent over the last month due to the hot, dry weather. Field suggests we may be experiencing extreme heat much more often, rather than every twenty years or so. Field insists, “Increasingly, we are loading the dice towards these very damaging extremes.” The extremes he refers to include high heat, heavy precipitation and floods, droughts, and higher sea levels. Some parts of the world may
experience cooler temperatures rather than warmer, wetter rather than dryer. Michael Oppenheimer, a climate expert and professor of geosciences and international affairs at Princeton University, recently said, “What we see now is what global warming really looks like.” He surmised, “The frequency of hot days and hot periods has already increased and will increase further. What we’re seeing fits into the pattern you would expect.” Martin Hoerling, a research meteorologist specializing in climate dynamics at NOAA’s Earth System Research Laboratory, says he believes that heat waves aren’t caused by man made climate change, but that they are made more intense. Record high temperatures are occurring at a higher rate than can be expected. For decades the issue of climate change has been a political issue centering on the economy and cost. Perhaps the cost of staying the course is the truly economically costly way to go. We have always had extreme weather events which are costly, but what is the added cost due to intensity and duration. Climate is effected by a variety of factors, but the evidence that human activities can intensify or accelerate climate change is too much to ignore.

Election Day. Minnesota has 0 percent documented voter fraud. According to the non-partisan League of Women Voters, 11 percent of eligible Minnesotans do not have state-issued ID showing their current address. Many would face barriers of money, transportation, and sufficient time to obtain a copy of their birth certificate to apply for the “free” ID. This proposed constitutional amend-
ment would limit voting by many who are elderly, nondrivers, adoptees, returning soldiers who do not have permanent housing, and college students and others who move before Election Day. Simply a Precaution Even if you still insist that there isn’t man made climate change, can’t we agree that it is prudent not to take the risk? We do not expect our house to burn down, but we install smoke detectors and carry fire insurance. We take that precaution. If your home is the only home you can ever have and it can’t be rebuilt, wouldn’t you take every precaution to protect it? The livability of this planet is it for us, there is no other. Each breath we take and the ability to produce the food we need to sustain us is largely taken for granted. Perhaps climate change skeptics would be more responsive to the argument that a reduction in greenhouse gases will be a boon to the economy. Natural Resources Defense Council (NRDC) has estimated the cost due to global warming could be as much as 3.6 percent of gross domestic product. The high costs are due to hurricane damage, real estate destruction, higher energy and utility costs, water expenses, food prices, and so on. Researchers from the University of Maryland’s Center for Integrative Environmental Research conclude no part of the economy will be spared. There will be impacts on water and electricity costs, impacts on tourism, higher seas along coastal states, agricultural impacts leading to elevated food costs,
pressure on available water resources, shipping impacts, real estate damage, and effects on human health. What has more value than the planet we live on that sustains our every breath? Climate change skeptics argue that reducing the use of fossil fuels will drive up energy and utility costs. It is very possible that these increased costs would be only a fraction of the total costs outlined above that are likely with the status quo. The financial cost associated with ignoring the science may well be more than the cost to implement methods of energy production and its use that will reduce carbon dioxide emissions. Our concern for economic growth in the present may drive down the possibility of any growth in the future. The United States needs to lead as it will take collective action by world governments to slow climate change effectively. Politicians aren’t likely to address this issue seriously without the public demanding action. Again, isn’t it about time that we acknowledge that the human influence on climate change is a reality? We need to work together to limit the damage by being more responsible in our energy usage. More importantly, we should take this issue into consideration when we go to the polls in November.

Mining ordinance revisions continue By Karen Reisner It has been nearly five months since the Fillmore County Board put a moratorium into place on 721 Excavation of Mining of Materials and Minerals. The committee tasked with revising the ordinance continued to refine the wording at their July 18 meeting. An over flow crowd filled the board room and many added their suggestions or posed questions. The committee has been open to discussion and participation from concerned citizens attending the meetings. Committee members including Zoning Administrator Chris Graves, County Attorney Brett Corson, and David Williams worked on the ordinance as directed by the committee to better define terminology and clean up the language since the June meeting. Working from that work product, the sand committee with most the members of the Planning Commission in attendance made their way through part of the ordinance again. Discussion •Brett Corson said that digging wells should be segregated out of the current language so a CUP wouldn’t be needed to drill a well. He insisted the state, DNR, controls water removal with a water permit. The concern was if “subsurface water from any source” was included then anyone drilling a well would need a CUP. Graves explained they were just including water
as a “material.” Corson repeated you are proposing the need for a CUP for everyone removing material, including water. He asked if Ag use should be an exception. Duane Bakke noted some dairies may be using 10,000 gallons per day. Steve Duxbury noted dairies are permitted. Bakke added we don’t want to require a CUP to dig a well. David Williams suggested an exception for Ag and residential wells. Emily Spende suggested they add the phrase “relating to excavation or mining” after “subsurface water from any source.” It was decided to add the wording as she suggested and also to include Ag and residential wells under Exceptions where a CUP is required. •Rita Leduc suggested there be a limitation for mining on property with a CER (crop equivalent rating) of 65 or higher. She insisted one of the interests of this ordinance is to protect farmland in Fillmore County. Graves said a mound could be 65 CER or higher and still not be farmable. Bakke noted they will need to discuss this later. •The wording in the ordinance clearly states a prohibition of the use of any chemicals or toxic substances for washing. Bakke asked if it would be possible under the current wording in the ordinance to apply for a washing or transfer station that is not part of a sand pit. David Williams asked about the com-

Minnesota Primary Elections will be August 14th, 2012 in Fillmore County. The Fillmore County Auditor/Treasurer’s office will be providing absentee balloting services to the Fillmore County residents for the Minnesota Primary Election beginning June 29, 2012 through 5:00 p.m. August 13th, 2012. The Fillmore County Auditor/Treasurer’s Office will be open Saturday August 11th, 2012 from 10:00 a.m. through 3:00 p.m. for absentee balloting.
mercial district outside of the city of Canton. Bakke concluded it could be possible in a commercial district in the Ag zone. Loni Kemp asked if they could just out right prohibit washing. Bakke said there already is washing going on for sewer rock, cement, and so on. She asked if it could be limited to a smaller scale. Bakke questioned whether the county could legally limit the number of gallons used. Only materials excavated on that site can be washed onsite unless the materials come from continuous properties. Vern Crowson was concerned about five or six landowners up and down a ridge concentrating mining operations in a particular area. Paul Leduc asked if they could limit new operations to avoid really large concentrations of mines. Andy Batstone noted that an operator could potentially acquire a lot of land. Operator Richard Frick protested saying you would be taking away the opportunity for someone to mine because his neighbor mines. Frank Wright, Lanesboro, maintained there needs to be a balance, saying people have a right to make money, but not the right to make everyone else’s life miserable. The more operations in a concentrated area, multiplies the trucks hauling. Someone asked if the combined impact of several continuous operations could require an EIS. Corson asked which would be worse for the environment, one wash site for several owners or four smaller wash sites. •Julie Kiehne, Lanesboro Chamber of Commerce, asked that the committee consider the preservation of the county’s scenic beauty. She noted it is the number one reason people visit the area. Kiehne maintained that the hospitality and tourism industry brings in $18.7 million. Frick insisted there isn’t a farmer out there that gets a dollar off of tourism. Roy House said only a few will profit from sand and thousands will suffer from it.

•Bob Johnson wanted permitted mining sites to be less than 150 acres, adding that the larger the acreage, the greater the intensity of the operation. Bakke remarked that there needs to be more discussion on density, transportation, and CER soil rating. He said he was open to lowering the total size of an operation. An EIS is required for 160 acres or larger and an EAW is required for 40 acres or larger. Johnson suggested they can start smaller and add more later. Duxbury noted it has taken Big Springs about a century to get to the 56-acre size it is now. Williams said they might solve the concentration issue by reducing the cap on the number of acres. Loni Kemp suggested the acreage limitation is the single most important item. She noted that with the feedlot ordinance it was capped at a moderate size. Kemp maintained setting a modest size will send a message that operators can’t go really big. Frick remarked, “Why fix something that ain’t broken.” Johnson said they should keep in mind the end result, the contamination from the fracking process and the potential for water contamination all over the United States. Duxbury suggested setting it so the total permitted acres could only be twice the actual working area. Corson said he was concerned about making it too small; it should be big enough so they can operate over a number of years. He suggested making the operational area smaller, but not the surveyable boundary. Gary Ruskell commented that 80 acres for the surveyed boundary and 40 acres for the operational area was doable.

The 80-40 is where it was left at for now. It had been 150-50. •Donna Rasmussen explained that six SWCDs met and recommended some additional guidelines for sand mining plans. She suggested several pre-mining conditions that could be part of the application requirements for a CUP, including the assessment of soil type and depth of top soil, hydrology, vegetation cover and species, wetlands, and wildlife habitat. It was the SWCDs group suggestion to set up a Technical Evaluation Panel made up of people from P& Z, SWCD, DNR, Highway Department, and BWSR (if there are wetlands involved). The applicant would be responsible for any fees if there were any. The panel would also evaluate the reclamation plan. Rasmussen said the end use of the land post-mining has to be considered; post-mining conditions should be equal to or better than before. Bakke commented that the burden of reclamation is for environmental protection. Williams noted that many of these mounds are not farmable, but can be brought back to some use. •Dale Forster, Lanesboro, maintained there should be a baseline road survey to document the condition of the roads pre-mining. Bakke suggested any road impact fee for a particular industry would be challenged legally. He continued saying truckers will be paying for their use through the fuel tax and licensing. Batstone suggested most of the fuel tax goes to the state and federal governments. Bakke noted Fillmore County’s allocation is fairly high because See MINING Page 15

A family, a fair By Barb Laganiere For the Nelson family of rural Wykoff, Minn., showing animals at the Fillmore County Fair is a family effort. Bruce and Annarae Nelson have three daughters, two of which show animals at the fair, with the third daughter being too young to enter thus far. Kira Nelson, age nine, (almost ten!) shows horses, sheep, and rabbits with the Carimona Cruisers. New this year, Kira is also entering a poster on the topic of gun and fishing safety. Kira says her favorite part of showing animals at the fair is
when she gets to “take a break and have a smoothie.” Kira says the hardest part of showing animals at the fair is keeping track of time with so many animals entered. Kira has a rabbit by the name of “Cocoa” this year. Last year she and her rabbit won Junior Showmanship Grand Champion. Courtney Nelson, age eleven, shows horses, sheep, and rabbits. A new entry for Courtney this year is a flower. Courtney says the best thing about showing animals at the fair is “working with the animals and feeling proud when I win a ribbon.”
Courtney says, “It is hard work, especially with the sheep because they are stubborn.” Courtney is showing a horse named “Crackerjack” at this year’s fair that she has not previously shown. She has been training the horse for the last two years and feels it is now ready to show. Courtney’s rabbit’s name is “SFT” which stands for State Fair Trip, which is where she hopes the two will go to compete. The girls follow in the footsteps of their Mother, Annarae, who was involved in 4-H her entire childhood. Annarae says she treasures her memories of her 4-H family growing up, and See NELSON Page 9

school year and through the harsh Minnesota Winters. 4-H is a time commitment for the Nelson’s between regular meetings, special fair meetings and fundraisers, but it is worth it to them. Kira and Courtney are involved in “Tip Night” at Pizza Ranch in Stewartville, where they bus tables and the tips they receive go to 4-H. The entire family puts forth a large amount of effort each year for the girls to show their animals, but they wouldn’t have it any other way, saying they “would never want to live in a big city.” The farm life may not be for everyone but it is quite obvious that it is perfect for the Nelsons.
Houston County Fair seeks talent show contestants The Houston County Fair is seeking individuals and groups to showcase their talents at the annual talent competition held on Wednesday, August 15 at 6:30 PM in the Entertainment Tent on the fairgrounds. Contestants may be entered in one of three catagories: Preteen, Teen and Open. Each entry must pay a $2 fair membership. Three winners will be named in each category and cash prizes will be awarded. The top winner will have the opportunity to compete in the State Fair Talent

The Leiding family ready for a busy week at the fair By Jade Sexton Twin sisters Haely and Kayla Leiding, age 15, have literally grown up with animals and 4-H. They live outside of Fountain with their parents, Todd and Stacy. Their mother, Stacy, also grew up on a farm and was very involved in 4-H. The girls are showing cattle in both the Olmsted County Fair
and the Fillmore County Fair at the same time this year. They will also be showing at the State Fair, which they have done for many years. According to Haely, they are showing a total of 12 cows this year. “We joined 4-H in second grade, but we have been showing since age two,” shared Haely. The girls are showing cows in
almost every class there is, in a range of ages. The youngest one was one of Kayla’s that was born in March. We are taught from a young age to be modest and considerate of those less fortunate than us so, in my opinion, it is like a tug-o-war to pull good news out of some people. Have you ever complimented someone and when they say Thank You the next words are a “but” statement? Like when I compliment-
ed an acquaintance on how nice her outfit looked and her reply was, “Thanks, I don’t even like this blouse BUT I didn’t have anything else clean.” Give compliments, accept compliments graciously, and then give another compliment! I came across this little gem when sifting through my grandma’s recipe box to put together a cookbook for an upcoming reunion. 1. Mix the following ingredients like pie crust and spread in a 9 x 13 greased pan. Bake 15 minutes at 375 degrees. •½ C. Butter •1 C. Flour •½ C. Pecans 2. Blend the next three ingredients well and spread on the crust when it cools: •1-8 oz package cream cheese •1 C. Powdered sugar •1 C. Cool Whip 3. The final layer is the following ingredients mixed well until thick and spread on top of second layer: •2 small boxes any instant pudding mix (chocolate, coconut cream, pistachio are good) •2 ½ C. cold milk Top with more Cool Whip and sprinkle with coconut or finely chopped nuts if you wish. What has been accomplished in the last couple of years that was not already part of a project underway and moving towards completion? If your ‘plate’ isn’t full, with plans for the future growth of the city and with ways to expand the tax base, you may not be doing your job as a city governing representative,” concluded Hart. The city will continue to wait as the council works to find a suitable resolution to both the city hall and library issues. In other news, the plans for a new Brooklyn Park are underway. The former park was uprooted due to massive utility work following the flood of 2007 and upgrades will need to be made to the site per guidelines. The neighborhood group, spearheaded by Heidi Halverson, has been working diligently with
the city on a plan for the site and has a tentative design in place. Working cooperatively with the neighborhood group, the city has approved a plan for the playground with the stipulation that all of the funding for the project is in place prior to any construction start. The city will offer site preparation, insurance, and maintenance of the park, as well as $5,000 in funding, which was set aside for the project at the end of 2011. The projected cost to the new park and play structure is expected to be just under $31,000. The neighborhood group has already conducted fundraising of its own, but grant writing, with approval from the council, will need to be done to seek the remaining funds. Carolyn Dunham will do the grant writing on behalf of both groups. The next regularly scheduled meeting is Monday, July 23, at 6:30pm, at city hall. The public is encouraged to attend.

Frick noted that MnDot says if the roads are built right and legal weights are maintained (80,000 pounds or less) the roads will hold up. Bakke explained that MnDot has for about 10 years had 10 ton standards. He asked

Frick said they had completed one in Houston County looking for the possibility of a burial site. He said the landowner didn’t have to do it by law, but did it anyway. In a handout from the LACC it was noted that the “LACC believes the mining of frac sand has the potential, if done on a large scale, to adversely impact the quality of life in Fillmore County and the City of Lanesboro.” They ask for the ordinance to set “reasonable limits and mitigate the adverse impacts of large scale mining of sand.” Concern is expressed for the county’s natural beauty, water resources, truck traffic, density and clustering of mines, and health due to exposure to silica sand dust. To assure restoration and preservation of the

land for the future, the chamber encourages phased reclamation. However, wounded veterans need more than just recognition, and that is why River Rats Outfitters is continuing its Wounded Veteran’s Flea Market for the second consecutive year. The flea market began last summer by River Rats owner Ken Soiney. Items sold at the flea market are supplied by community donations. This year organizers of the sale are actively seeking donations as the number has been down since last year. Most serviceable items are welcome. However, electronics such as computers and television sets are not accepted. Item donations can be made directly by dropping for-sale merchandise
off at the sale location. Like last year, the proceeds that are raised from this Wounded Veterans Benefit Flea Market will be donated to charities that help those who have served our country such as the Wounded Warrior Project, a charity that aids military families with medical expenses and psychological counseling costs. This flea market is hosted at the River Rats Outfitter business location in Lanesboro, Minnesota on the northwest corner of Parkway Avenue. River Rats Outfitters is at the intersection of Parkway Avenue and Ashburn Street. This is right next to the Hubbard Feed Mill. The sale is expected to run on Saturdays through October if the weather is permitting. During the 2011 summer sale there was around $1500.00 raised and donated to the Wounded Warrior Project in the name of Master Sergeant Merlin K. Soiney. This year any money raised will be donated in the name of Lyle Peterson.

Obituaries Geraldine Lotero Geraldine Frances (Egge) Lotero age 84 passed away March 15, 2012. She was born July 6, 1927, in Lacrosse, Wisconsin to Christian and Ruby (Skrukrud) Egge. She was a graduate of Lanesboro High School and the Methodist-Kahler School of Nursing. She also received Geraldine her degree Lotero in Community Mental Health from UCLA. She married Antonio M. Lotero on April 20, 1972, in San Francisco, CA. She then moved with Mr. Lotero to his home in Bogota, South America, where she was a homemaker. He preceded her in death November 24, 1981. Mrs. Lotero worked many years at Worrall Hospital in Rochester. Geraldine was Director of Nursing at Town Hall Estates until her retirement. She was an active member of Zumbro Lutheran Church and the Women’s circle. She was a member of the Methodist-Kahler Nurses Alumni Association, Lanesboro Historical & Preservation Association. She also was involved with the many activities at Fontaine Towers where she lived the past 10 years. She was preceded in death by her parents, her husband, one brother and two half brothers. Her passing leaves a void in the Egge and Lotero families which she was such an active part of, her smiling face and words of inspiration and lively spirit will be missed at family gatherings. A memorial service honoring her life and what she meant to so many was held Saturday July 21, 2012, at Zumbro Lutheran Church. Inurnment followed in the church columbarium. Harland C. Schoppers Harland C. Schoppers, age 83, of rural Preston, Minn., passed away Tuesday morning, July 17, 2012, at Rochester Methodist Hospital after a short bout with pancreatic cancer. Harland Curtis Schoppers was born October 31, 1928, in Forestville Township, Fillmore Co., the son of Harry and

Rena (Hebrink) Schoppers. He attended the Old Stone country school and was a 1947 graduate of Preston High School. He was employed at Vanderbie Hardware Store in Lime Springs, Iowa, before entering the US Army in 1951 and serving until 1953 as an electrician/trainer. He married Selma Jorgenson September 25, 1953, at Saetersdal Lutheran Church in rural Lime Springs. Together they bought a farm in Carimona Township where they lived and farmed to the present. Harland was a lifelong member of the Greenleafton Reformed Church of rural Preston. He was a past president of the Fillmore County Farm Bureau and had served on the Greenleafton Cemetery Board for a number of years. He enjoyed snowmobiling with his grandchildren, playing cards and dancing with friends. He is survived by his wife of 59 years and 10 months, Selma; his daughter, Pamela (Eugene) Timmerman of Rochester; son, David (Tammy) Schoppers of Spring Valley; grandchildren, Traci (Henry) McHenry of Pittsburgh, Penn., Terry Timmerman of Spring Valley, and Klarissa and Klysen Schoppers of Spring Valley; great-grandchildren, Prestyn Timmerman and Bentleigh Schoppers; sister, Bonnie (Lyle) Thomas of Preston; and many nieces and nephews. He was preceded in death by two brothers, Don and Keith; and a sister, Lillian Dornink. The funeral was Saturday, July 21, 2012, at the Greenleafton Reformed Church with Rev. Roger Lokker officiating. Burial with military graveside rites was in the Greenleafton Cemetery.

It’s been a long time. It’s way overdue.” People who farm know that so much depends on the weather, and they know that some years are not going to be as good as others. “You have to expect it once in a while,” said Hellickson. “But that’s the reason we don’t have any irrigation out here. Mother Nature usually takes care of us.”
The Official Legal Newspaper for Fillmore County Richard Eichstadt is the General Manager of POET Biorefining, the ethanol plant in Preston, and they are also working with high corn prices. “In general for the industry higher corn prices are a challenge because it increases operating costs,” said Eichstadt. “This is not the first time we have seen high corn prices.” Eichstadt said they have seen a lot of ups and downs in corn prices since the plant opened almost 15 years ago. “It does require us to do things differently, and that’s what we’re doing now,” he said. “We are really sympathetic for the corn producers; we like to see them do well.” Weather is always a challenge,
On the look out for Japanese Beetles in Fillmore County By Shelly Skindelien, Fillmore County Extension, Master Gardener intern The Japanese beetle has made its arrival in Minnesota. This is a serious pest of turf and ornamental plants. Grubs feed on the roots of grass and adults feed on the foliage of more than 300 plants species including some trees. Adult beetles are about 3/8 of an inch long with a dark metallic green head and metallic tan wings. Identifying marks are two white rear and five white lateral “tuffs” of white hair. The life cycle of a Japanese beetle begins with adults emerging from
the soil in early July, feeding during the day, mating and laying eggs back into the soil in the evening. This usually occurs over a 60 day period. The grubs grow rapidly in the soil chewing off grass roots, and will burrow deeper in the soil over winter, only to start feeding on grass roots again in the spring. Japanese beetles feed in full sun at the top of plants, moving downward as the leaves are consumed.

Fillmore County received between one and two inches on Wednesday evening, which certainly helped a lot of people sleep better that night. These beetles can fly long distances. As Fillmore County Master Gardeners, we are interested in seeing how many of these pests are in our county. R-P looking at phased new facility By Kirsten Zoellner After losing out on various state funding for its New School Initiative for a new pre-K-12 facility, R-P is leaving no stone unturned looking at alternative options. This includes an option for a twopart phased construction of the facility instead of a one-time construction. A proposal by Dean Beeninga and Eric Anderson of ATS&R and Gary Benson of ICS Consulting has given the district new material to digest that begins with a “Phase One” facility that would house either pre-K-4 or pre-K-5. With the phased scenario, the district is could be looking at a 2013
construction and 2014 occupancy. Once a plan is selected, a five-month design time is needed before the district can go out for bidding. First, however, the community would need to back the $14 million project through a referendum. The project would allow for flexibility at the facility, including pre-K programs, with three rooms designated for pre-K and kindergarten levels, and two rooms, plus an extra “swing room” for each grade 1 through 4. The merits of having fifth grade students with either the older or younger grades is up for debate, as is the need for retrofitting the current elementary facil-
ity to serve older students. The middle school students would essentially move into 11 of the elementary rooms, as well as some shared spaces with the high school students, but the current elementary facility is geared towards younger students and some areas would need upgrading. “If the masterplan is leaving, it’s tough to put money into the facilities,” noted Beeninga, who did acknowledge that upgrades would have to be made. “The community cares what happens to these buildings,” countered board member Beth Stanford. “Over the years, you’ve moved into every corner, every New crop of apples coming soon!

The district will have its principals conduct a work study to see how the big picture of a middle school to elementary facility move would fit together. An estimate on retrofitting costs will also need to be known. A special meeting for August 8 at 5:30pm, has been designated to allow the board to completely analyze the various options and impacts. As to when a possible referendum could show up on a ballot for the community, it appears the majority favor late 2012. According to ICS Consultant Benson, only a 10-12 week referendum campaign is needed to get the word out in the community. “At this point, it really shouldn’t come as that big of a surprise,” he noted. “It’s critical that we have all our ducks in a row,” responded Ehler. “I like a November vote,” responded Stanford. “People are waiting for the other shoe to drop. people are out voting because of general elections.” According to Ehler, a November ballot is unrealistic since the DEED funding for which the district has applied for won’t be known until at least September and notification of a referendum on a ballot would need to be in by August 20. Board members Greg Smith and Angela Colbenson, along with Ehler, felt a December referendum would be doable, but no final decision has been made. “What is your backup plan if it doesn’t pass the first time,” questioned Beeninga. “I don’t think we should even discuss failing,” responded Metz. “We’re going for it and that’s it.” “I agree,” added Stanford. “This decision is based on task force recommendations and public surveys from the community that said to go for it.” It is expected that the district will make its decision on a referendum date at the special meeting August 8. The public is encouraged to attend. The next regularly scheduled board meeting is Monday, August 20, at 5:30pm, in the high school biology room.

Variance granted for new home near trout stream By Karen Reisner Gary Gibson, Holt Township, was granted a variance at the Board of Adjustment’s July 19 meeting to build his home 167 feet from a designated trout stream. Ordinance 612.05 requires a 250 foot setback from a trout stream. Gibson explained that they had purchased the property in 1975 and had resided there for 10 years before moving to the Twin Cities. They had always intended to retire on this property. Due to a long and very steep driveway his insurance carrier denied coverage for fire and wind at the old building site claiming the site was not accessible for emergency vehicles especially during the winter. Gibson was applying as a hardship as the bottomland site is the only building site possible. Zoning Administrator Chris Graves agreed it was the only feasible site. Brad Erickson asked if the site was out of the floodplain. Graves assured him that it was according to a FEMA map. Gibson said they would build
the house up a foot or two and that there will not be a basement. Erickson said the power line should be moved prior to construction. Gibson stated Tri County will move the power line. Graves noted that a notice had been sent to the DNR for comment and there had been no comment. There was also no comment from the township or the general public. The 83 foot variance was approved for the 60 foot by 24 foot home. Since this was the first meeting of the Board of Adjustment this year, officers were elected. Brad Erickson is Chairman and Steve Duxbury will serve as Vice-Chairman. Planning Commission •Rick and Kelly Brown, Arendahl Township, applied for a CUP for a 400 watt generator. The total height of the tower and rotor is 29 feet. It more than meets all property setbacks and dwelling setbacks. Rick Brown explained it is off the grid and serves to charge batteries to supply power for

By Wendy Wilson Wood chips scatter across the table like droplets of water skipping from a fountain, spilling onto the floor. Tom Severson looks at a piece of wood, envisioning it in another form. Severson, 56, an IBM retiree living in Rochester, is a member of the Rochester Senior Center Woodcarvers club. The group’s participants range in age from 55 to 85 years old. They meet inside the center’s craft room to carve and swap ideas Tuesdays from 9 a.m. to noon. “They have an excellent facility,” Severson says. “We get great support from the senior center and the staff for the woodcarving program.” Severson began working with wood 15 years ago, learning carving skills through classes offered by Rochester Community Education. “Probably what got me started in wood carving is just taking a piece of wood and imagining what’s inside that piece of wood and cutting away the outside to reveal what’s hidden in there,” Severson says. “All these pieces were just plain blocks of wood at one time. Inside that block of wood there is an ornament waiting to come out or a spoon or this special design.” Severson bases many of his creations upon Scandinavian patterns like the acanthus style he employs in some of his wooden plate, spoon and ornament designs. “Those that are familiar with Rosemaling – it’s also a Scandinavian style decoration,” Severson said. “It’s the same kind of flowers and leaves and designs.” Severson showed the steps involved with carving a Christmas ornament, transforming the small piece of wood into a complex design. “It’s a chance to create something new and different from what others have done in the design or creation,” Severson says. “You may start with a pattern and then you modify it to your own view or your own interest.” He held up an intricately designed piece of wood carved into a small circle called an Irish Claddagh. Upon closer observation, one can see the circle is actually comprised of tiny arms carved into the wood. “In Ireland, this is good luck,” he says with a smile. “This is arms that come around and you can see that this is the white cuffs of a suit jacket and these are the hands and then this is a
heart with a crown on it.” The piece will be made into a photo frame. “This is something you would give to somebody for an Irish wedding present,” he says. Severson gives most of his carvings away as gifts. “Most people really enjoy receiving hand-made, hand-created, unique pieces,” he says. “I

don’t sell any of my work. It’s for my own fun and my own gifts.” Many members of the senior center’s woodcarvers club also belong to the Rochester Woodcarvers club which first formed in 1976. The group meets monthly from September through May. “It’s really an educational program where we bring in speakers and they talk to us about their carving techniques and experiences,” Severson says. An active senior, an active citizen By Barb Laganiere Muriel Hanson of Preston, Minn. is a woman on the go. She is involved in many activities, both socially and through volunteering. When asked her age, Muriel said she is 79, and then added, “Can I be that old?!” Looking at her schedule, you would never guess Muriel is nearing 80 years of age. Muriel worked for Preston Utilities for 28 years and retired 16 years ago. After retiring, and the death of her husband,
Muriel wanted to stay active. This reporter was lucky to catch Muriel in between trips to St. Paul and South Dakota, one of many trips that Muriel has taken. Some of the places Muriel has visited include Norway, Ireland, Alaska, Italy, Hawaii, Germany, France, and Belgium. Muriel’s activities include volunteering at the Tourist Center in Preston, volunteering in her church office, an active member of the VFW in Preston, drives
people to appointments using her own vehicle (Muriel was a volunteer driver for Semcac for over 12 years and recently retired from there), takes trips with the F & M Bank Summit Club, attends coffee club, attends Friday night supper club, and goes to dances regularly. When asked what her secret is to staying young-at-heart Muriel said, “I don’t like to stay home,

I like to stay busy.” Muriel exercises regularly at the Fitness Center in Preston, which helps her to stay active as well. Muriel shows no signs of

Chatfield discusses possibility Lanesboro City Council has of a fifth kindergarten teacher joint meeting with EDA Chatfield School Board members met on Tuesday, July 17, 2012, for the regular monthly meeting in the high school library. There were a few issues discussed that will affect the coming school year and the district’s future. One of the items of discussion was the size of the Kindergarten classes for the 2012-2013 school year. Currently, the district has four Kindergarten teachers. This year the elementary is expecting to have roughly 90 students in the Kindergarten class. There was possible discussion that if any more students were to register with the Chatfield district for Kindergarten this summer, it is possible that a fifth teacher may need to be hired. For now, the board decided to continue with the recommendation to proceed with only four instructors. In each section there would be about 23 students.
Superintendent Ed Harris had a few points of discussion during the meeting as well. Harris recognized the school’s MDE School Finance Award that the district has received for consistent error free fiscal years. Harris also mentioned that the school’s bullying programs and policies are being reviewed to make sure that they are currently up to date. The summer months are the ideal times for making staff alterations. Five elementary staff positions have been filled by Tiffany Wilkie, Mary Catherine Johnson, Bryan Crowson, Meredith Keefe, and Jayna Harstad. 7th and 8th grade volleyball coaches for this year will be Deen Narveson and Nikki Ostby. Stacy Hogberg was hired for a part-time English position along with a part-time online instructor position filled by Mitch Lee. The years of service from Julie Gloss were also recognized as she resigned from the Spanish instructor position this month. Before concluding the meeting, the next board meeting was announced for August 20, 2012, at 7:00 pm.
By Jade Sexton The Lanesboro City Council held a joint meeting with the Lanesboro Economic Development Authority (EDA) on July 18, 2012, to discuss the Lanesboro 20/20 plan. They also held a special meeting to discuss storm sewer and sewer line repairs. Hal Cropp of the EDA led the joint meeting, and said they were very pleased to meet with the city and discuss the 20/20 plan, as well as the Community Sustainment Initiative. He asked if anyone had any comments or observations about the 20/20 plan. Council member Ceil Allen said it was a good document, and she was very happy that it was put together, as it was a lot of work for the committee. “The real issue is how do we get to what the plan is?” Mayor Steve Rahn said that some of the things in the plan are wishes that may or may not ever take effect, but are something to hope for, such as a development company coming in to build houses. Allen said there are things that the city can do, and that the Chamber is already doing, to help bring people to Lanesboro. Julie Kiehne from the Chamber of Commerce said the new website has an area under the community tab called Business Opportunities, and there is a list of businesses and buildings that are available to rent or buy. They could expand it to include more details. Keith Baker of the EDA commented on the effort that the Chamber put forth to market Lanesboro as a cool place to live and do business, and that a lot of things they do are in the 20/20 plan. “If people move here, a lot of those things will follow,” he said. “I think what you’re doing is very exciting.” City Administrator Bobbie Vickerman noted that the school is a major factor in community sustainment, as are other facets of the city. “I think we should find out how we can get everyone to work together to move forward. forward. After a brief EDA meeting, the City Council held a special meeting. Dillon Dombrovski, engineer from Yaggy Colby and Associates, was there to discuss sewer line replacement options for the city. There have been many issues with the sewer under the levy, including a leak recently, and the line was televised. According to Dombrovski, they had trouble getting through, and the pipes are in bad condition. The price to repair the line with open cutting and replace is with 12-inch PVC plastic pipe is going to be $86,201, which was the low bid from Blitz Construction. Vickerman said the Public Utilities Commission would be paying for the repairs out of their Capital Improvement fund. The reason it came before the council was to get it approved so work can be done on it as soon as possible. Dombrovski said they would be replacing 1,000 feet in pipe and four manholes. Mayor Rahn said they have tried to put off the work because of the cost, but it can’t be put off any longer.

There is also storm sewer repair that needs to be done underneath the Riverside on the Root. Dombrovski said there are two catch basins on the southeast corner of that intersection, then it’s a straight shot under the building to the river. The pipe is made up of different types of metal, clay, and concrete, as it has been patched together over the years. Dombrovski said the metal parts are rusting. They sent out for quotes from pipelining companies, and the low bid was $41,607.81 from Municipal Pipe Tool Company LLC. Dombrovski explained that since it’s a small job, the rate per square foot is higher than if it were a larger job. They are only working on 300 feet of pipe. The other option would be to try to make an alternate route for the pipe, instead of under the restaurant. Dombrovski felt that would cost more than the estimate to fix it. Mike Charlebois, owner of Riverside on the Root, suggested an alternate route they could look into. Blitz could also do the work for that if the city chose to do that. The city authorized Dombrovski to check with a drainage engineer. They will also be checking with the state to see if they could help with the cost, since it is part of the state highway as well.
