Farm families of Fillmore County put a large amount of effort into making the Fillmore County Fair a success each year. The Hopp family of Chatfield, Minn. is one of these families. Doug and Heather Hopp of rural Chatfield and their children put the rest of their lives on the back burner during the fair. In fact, the Hopp’s bring their camper to the fair for the week. The Hopp’s belong to the Root River Rabbits 4-H club and beginning in September, 2012 they will be the leaders of the club. Abby Hopp, age 14, shows pigs and dairy, as well as completing projects in other areas. Abby is also the 4-H Ambassador this year which comes with its own responsibilities. One of these
responsibilities is to help plan events for the year. Abby enjoys the fashion show on Thursday night where the 4-H members model their outfits in three categories: handmade clothing, purchased new clothing, and used clothing. Megan Hopp, age 11, shows sheep and dairy at the Fillmore County Fair, along with her other projects. Megan said her favorite part of the fair is “sleeping in the barn on Friday night,” where she can spend time with her 4-H friends. Sarah Hopp, age 10, shows pigs and dairy at the fair and also completes projects for judging. In addition to her 4-H duties, Sarah is also the Ambassador for the American Dairy Association and works in the malt stand at the fair as part of her responsibilities as Ambassador. Sarah’s favor-
ite part of the fair is the dance at the end of the week, saying, “It’s a lot of fun.” Eli Hopp, age seven, is a Cloverbud in 4-H, which means he cannot compete himself but can show animals with an older 4-H member giving him experience so he will be prepared to show on his own in the future. The Cloverbuds have their own separate show where the members can enter up to five projects. The age group for Cloverbuds is Kindergarten through second grade. In addition to all of their work at the fair with their animals and projects, every 4-H family, including the Hopps, work at the 4-H food stand on the fairgrounds in Preston, Minn. This year’s fair was another success, thanks in large part to hardworking farm families like the Hopps.

Brenda Pohlman, health educator, informed the county board at their July 24 meeting about a site located at 11048 Hwy 52, Mabel, that was identified this past February as a possible clandestine drug lab. She said the owner was unwilling to accept responsibility for testing the site which is the motel near Prosper. Pohlman said people that had lived there prior to February 10 had reported not feeling well. No one lives there currently. The building is posted. Sheriff Daryl Jensen explained that his investigator had found some components at this site back in 2006-2007. He confirmed later in the meeting that no cleanup had been done in 2006-2007. However, this earlier discovery does not pertain to what happened in February. It was noted that the property had been used for apart-
ments, which was inappropriate as the property is zoned commercial and not residential. Commissioner Duane Bakke said they won’t be allowed to rent out rooms on a long-term basis in the future. Chairman Tom Kaase questioned whether the property should be labeled as having a clandestine lab, when it may not have one. Bakke asked if the designation would be in the property abstract. Pohlman said it would be part of the process to note it in the abstract if the testing showed it to be a lab site. Also, with mitigation, that too would be noted in the abstract. Two weeks ago, after much back and forth debate, the city began to move forward seeking bids for the city hall project. At that time, City Administrator Steve Sarvi had stressed the importance of the council being in some accord over where funding for the project would be drawn from. Presenting four financing scenarios, Sarvi laid out the options for the coun-
cil this past Monday. Coming in with the highest recommendation from Sarvi, and likely the most flexibility for the city, is a loan from the USDA through the Minnesota Rural Water Association. The maximum amount sought would be $200,000 on a 40-year, 3.5 percent note. The USDA loan would allow for prepayment at any time, which the city already has in its sights. the cost of testing and any cost should be passed onto the property owner which could be recovered through property tax statements. He added that the property will need to be inspected by the Department of Health before it can be used for a motel. Amunrud asked if the testing is required under the county’s ordinance if there is no actual lab there. Pohlman said she was of the opinion that there was a lab there, certainly there were some components there. Bakke said there are too many unanswered questions. Jensen commented that if Public Health is concerned about health issues, we are also. Commissioner Randy Dahl said the building is obviously unhealthy and it shouldn’t have people living in it. Pohlman also had commented that there were plumbing issues. Jensen received an update from his investigator who said there was equipment to process the Sudafed and an LP tank which had been converted for anhydrous, but cleanup had not been required because no chemicals were on the site at the time. Kaase took that to mean that no manufacturing took place. No action was taken. Grants •The board approved the
expenditure of UCare grant funds for supplies not to exceed $6,352.16 and $500 for media. The media expenditure will help promote upcoming screening events and nutrition activities at farmer’s markets. Supply purchases will include supplies for cholesterol and diabetic screenings. Materials for education for My Plate (USDA model for nutrition) and school programs will also be purchased with the funds. •Approval was given for Fillmore County to act as the fiscal agent for an additional $2,500 in funding from the Minnesota Health Department for Fillmore and Wabasha Counties to participate in an emergency response preparedness exercise later this year with Olmsted County Public Health. •Public Health Nurse Tina Peters provided information about a Robert Wood grant for Shared Collaborative Services. She explained up to 18 public health teams will be funded. She noted the Minnesota Department of Health intends to apply for this grant. The state would be the lead in agency. Lantha Stevens described the effort to do sharing with other counties as a mini-redesign of Public Health. The grant is for cross-jurisdictional sharing involving health officials and elected officials that set policy. The funding is intended for training and technical assistance. The board by

Other Business In Brief •The board approved the Law Enforcement positions of Lead Dispatcher and Emergency Manager/Assistant Jail Administrator. Deputy Kevin Beck was appointed by Sheriff Jensen with the approval of the board for the Em Manager/ Assistant Jail Administrator position effective as of July 20. •Approval was given for Cristal Adkins to be the Assistant Zoning Administrator effective August 3. •Kristina Kohn, Human Resources, reported that the number two candidate for Highway Engineer had withdrawn. She said there are additional applications and there may be more interviews in a couple of weeks. •Jeff Cooper, Information Systems, requested the purchase of an upgrade to the Barrier 1 firewall. He explained the current firewall does not have enough interfaces. Cooper said the county’s technology needs have snowballed over the years. The request was approved. The upgrade will cost $4,300 the first year and $900 for the yearly renewal. •A five-year agreement with the state for the DNR use of tower space for an antenna was approved at the rate of $1,300 per year. •A proposal from Construction Management for con-

C ommentary Leadership is important, but our future will be determined by those who follow orders which are carried out by his employees. They don’t vote on it. In Washington, the President makes a proposal which is then voted on by 435 members of Congress. Being in business in no way prepares a candidate for the process of governing. Business is motivated by profit. Government is non-profit. The President is in office as a servant to the people. Business and government are opposite in motive and process. The only way they can be aligned is where there is a dictatorship. To his credit Romney has been quite clear about his “vision” for our country. He supports de-regulation on wall street, deregulation of corporations and industry. He is for outsourcing jobs. He would seek to expand the military, cut funding for education, cut funding to protect our environment, and cut funding for FEMA (he refers to FEMA as an “entitlement” program!).
By Yvonne Nyehnuis I was nineteen. It was Autumn. My Father and I were raking up the pears that had fallen. He appeared to be absorbed, mulling over some problem. He confessed he was not satisfied with his job. Yvonne He felt that Nyenhuis he was not fairly compensated for the work he did. “Why don’t you get the men you work with together and demand more from the company?” I asked. He hesitated then answered, “If I did that I would be fired.” Then he added, “There are leaders and followers in this world, and I my dear, am a follower.” As the years fell away, it occurred to me that “leaders” wouldn’t get very far without “followers.”
President Bush talked about leadership. He wore his leadership like the suit he put on when he got dressed in the morning. He was a cartoon character struggling to be what he imagined the Leader of the Free World should be. He and the Vice President thought of our country in terms of Empire, dominating and controlling the world. “You’re either with us or against us!” They considered diplomacy and restraint a sign of weakness. “We have the most powerful army in the world. Do not invoke our wrath!” President Obama’s administration represented a change of trajectory in International relations. He reached out to other world leaders with respect. “We must become partners with other countries, if we hope to combat terrorism. We need to share resources, information and search for areas where we can agree.” For this he was rewarded with the Nobel Peace Prize.
Republicans in Congress don’t like to be reminded that during the Bush administration, the financial crisis on wall street, accelerated outsourcing of jobs, two wars and a drug program for seniors created a huge deficit that sent our economy spiraling out of control! Before President Obama moved into the White House they began a plan to destroy him and his administration. They seized on the filibuster in the Senate as a way to derail the Presidents proposals. They launched a campaign generously funded by corporations, wall street and insurance companies to inundate the media with lies and distortions designed to discredit every initiative he tried to make. By the time the 2010 election rolled around, Republicans had successfully framed the President’s performance as lack-luster. They sneered at his accomplishments as being inconsequential
and railed endlessly about his “faults.” The result was a landslide of Tea Party candidates taking over the House. They didn’t come to Washington to govern, they came to protest! In the two years they have been in Congress they have done nothing to create jobs! As the 2012 election draws closer, the Republicans are celebrating their success in obstructing the President’s plans to grow the economy. They crow gleefully, “See that he’s failed!” With some reluctance, and “zillions” of dollars, (Corporations are People my Friends!) the Republican party has embraced Mitt Romney. Governor Romney assures us that we need a “businessman” in the White House. He will straighten out the economy in no time! In football the quarterback designates a play. The team carries it out. They don’t vote on it. In business the employer gives
Letter about frac sand moratorium To the Editor, What Moratorium? The definition of this term we read is: mor-a-to-ri-um. n, a suspension of activity. My wife and I attended the July 18 Fillmore County Board of Commissioners Meeting having been told that frac sand mining regula-
tions were being drafted and that the one year “moratorium” was being side-stepped. We thought the only movement on this subject during the moratorium was to be investigative in nature; the history and effects of existing operations in other regions, the potential of the same in Fillmore County and, more importantly, whether to become complicit
with this extreme and destructive technology at all! Our informant was correct. The county is drafting mining regulation changes leading to the assumption that the only concerns being addressed are of an operational nature, not ethical or moral and certainly nothing in the realm of legacy. We think the price our children and all future generations will pay tomorrow for today’s extreme oil extraction methods are already too high. We are unashamed proponents of: “The needs of the many outweigh the wants of the few, assuring a future for all filled with abundance.” Oil is running out. This generation’s efforts, resources and vision need to be funneled into alternative energies and 100 mpg vehicles now to make oil the secondary energy source it is

Well, another presidential election is upon us in a little over three months. Or, shall we call it a popularity contest? I certainly wish that the voting process put more weight on the Jason Sethre popular vote than the electoral vote, but I know I am only one of about 235 million U.S. voters who feel the same way. Yes, the coverage of the presidential election might as well be the weekly cover of People Magazine, since it seems to be a celebrity affair. To me, I could care less about debate over Voter ID and gay marriage. There are only three things that really matter: jobs, the economy and healthcare. All the rest is simply filling a void of back-and-forth conversation. Forget foreign affairs for a moment. We have people in our own nation who need assistance. Let’s clean up our own backyard before we try to fix problems around the world. I said this along time ago in a newspaper far, far away, that the presidential election process is merely a public pendulum. Since we are adamantly opposed to anything but a two-party system, the question always comes down to public perception and whether it will be four or eight years of control by that particular party. The Republicans maintain control for four or eight years until people are convinced through media and marketing efforts with the help of Democrats that we need a new president. And, likewise, when the Democrats maintain control, the Republicans do everything they can to defame the Democrats until they are voted out of office. Can’t we all just get along? Yeah right! Historically speaking, Roosevelt is the reason our nation established no more than a two-term limit for the office of president, serving more than 12 years in office. So, if your party isn’t in control at the moment any time in the near future, don’t worry. History shows that either political party will be in control again at some point. We are simply following the continuum of the swinging pendulum. Whomever is in office is always the target of our nation’s inadequacies. It comes with the
turf. Right or wrong, it is what it is. And, I do believe that just like Rome, the state of our economy wasn’t built in a day. It takes years for the evolution of an economy. Stimulus packages are mere blips on the radar. And, even when we think they will have an immediate impact, they don’t. We don’t see the expense of those endless shopping sprees in the immediate future. Yes, truth be told, many presidents take credit for success and blame for demise for things of which they cannot control. Decisions made 10 and 20 years ago will impact the outcome of today. And, likewise, decisions made today will impact a future yet to be had. Public perception is everything in this celebrity fit club of the presidential campaign. How many houses does the candidate have? What are their religious beliefs? Where were they born? How many children do they have? What are their ages? What have they done for a living? How rich are they? Do they like cats or dogs? The interview for president is a human resource manager’s
nightmare. I can just hear HR saying, “You can’t ask that!” We dive into the personal lives of all of our candidates, looking for moral fiber imperfections. And, really, we should. We should be looking for ghosts in the closets of all candidates from Senate to Congress to Supreme Court Justice to President. If it is a position of power, it deserves ultimate magnification. In the end, the incumbent always has the upper-hand. Even with a dismal approval rating, they have already had an opportunity to demonstrate they can “act presidential.” They have had the opportunity to show what they would do if they were president – for real. They’ve been there, done that. So, the question will be answered yet again in the November election as to who will be our next president. But, in case your presidential hopeful ends up falling short, don’t worry. Your party will come again some day. It’s the pendulum at work. But, really, can a president solve our problems? Look for my answer to this question next week.

amount was financed, would be roughly $9,400 per year through a once a year payment. The loan would originate with the Rural Water Association, but would, in standard practice, be sold to USDA. However, Sarvi was cautious to note that even though the city would potentially seek $200,000, only the actual amount of the project estimate and bid would need to be financed. In addition, should the city receive the USDA loan pre-approval, it can decline the loan should the project be deemed too expensive or alternate funding be found. The second scenario involves either a micro or midi-loan through the Rural Water Association. While Sarvi noted the likely lower interest of this type of loan, the term would be either seven or 15 years and would allow no early payment until either three or five years. Higher payments would occur with this scenario. A third scenario, debated in the past, is existing internal funding by the city. This drawing
down of reserves is a risk for the city and is not recommended by Sarvi. The last scenario, also deemed not effective due to the small scale of the project, would involve putting the issue before the voters on a referendum. Following recommendations, the council dug into the details of a potential USDA loan. “We would work with city staff to find a way to accelerate payments and mitigate overall impact to the citizens,” noted Sarvi. This could be done two ways; either through aggressive budgeting with the Capital Improvement Fund or using EDA funds, which were noted as being “robust.” “It’s somewhat political,” continued Sarvi, when asked how the budgets could be massaged to have a zero impact. “Do we raise taxes or cut spending? Maybe a little of both. We have to keep squeezing the turnip to get all of the blood out of it, but sometimes, all that’s left is the turnip.” “We need to get this out to bid. It’s been going on for far too long,” stressed Councilor Mark Honsey. Mayor Chris Hallum agreed. “We decided this long ago. Are

The city has also decided to move forward on two other small projects. The first is a $7,500 water feasibility study from BDM Engineering for the north portion of the city, near Riverbend Electronics and Good Shepherd, but also affecting potential growth in the Himlie Business Park. The water pressure and fire suppression issues were discovered in an earlier study, but further detailing and problem-solving scenarios will need to be looked at and refined. The second is a storm water issue in Brooklyn, which will deter water from coming entirely into a catch basin and saturating certain properties. 144 linear feet of 14-inch, elliptical pipe will be installed and will drain the water away to the new levee drainage system. Doing the work in-house, through the city’s Public Works Department, savings of at least $7,000 are expected in the $20,000 project. In other news, police chief Sam Stensgard will be retiring after 30 years with the Rushford Police Department. His tenure ends effective September 1. The city will meet with labor management to discuss filling the vacancy. The next regularly scheduled council meeting is Monday, August 13, at 6:30pm, at city hall. Fillmore Central ready for new school year By Jade Sexton The Fillmore Central School Board met on July 24, 2012. Dean of Students Chris Mensink said the asbestos removal is done at the elementary school and they are ready to start the new year. They have moved a few classrooms around, and now all preschool rooms are located downstairs. The board discussed several changes in personnel for the 20122013 school year. A resignation from Lisa Sackreiter, Vocational Ag/ FFA teacher at the high school was approved. A new hire was approved in her place, Jennelle Thorman. It was approved to hire Bryan Lee as a paraprofessional at the Root River Program. Melissa Simonson was also approved for a therapist position at the Root River Program. Director Micki Breitsprecher explained that the contract with Zumbro Valley Mental Health Center will be up October 1, and that is when Simonson’s contract will begin. She also explained that Simonson is currently short eight credits from getting her professional license, and she will need a supervisor at .2 FTE until she finishes. Breitsprecher suggested the district help with expenses to allow her to finish her education, and Simonson will forgo pay raises to make up for that expense. Special Education Service Contracts were approved for Autism Consultant Services with Laurie Rogers and Visual Impairment instruction with Austin Public Schools, both for the Root River
Program. Maternity leave was approved for Carrie Mathison, high school art teacher, for 19 days. Harmony Transit Contract The contract with Harmony Transit was approved. Keith said they talked with Mark Scheevel and have decided a way to reduce one whole route, which will save the district $18,000 a year. They are also going to be monitoring the shuttle service to see what can be cut from that route. Keith informed the board of some upcoming expenses, including a new radio for the buses, due to the state mandated changes in bandwidth. The district will be sharing the cost for those. Other Business The board approved a request for early kindergarten start for a child whose birthday is October 2. Olstad was confident it was the right decision for this child. The online store was approved, so parents can pay for many things online. Parents can also pay school lunch accounts online, and there are family accounts now instead of individual student accounts. The board also approved the following items: •The handbooks for K-6, 7-12, Root River Program, and Coaching •Membership in the Minnesota School Board Association (MSBA) •Budget for the Food Service, with an increase in lunch prices as regulated by the USDA

Johnson family recognized as a 2012 “U of M Farm Family” Jerrold Tesmer, Extension Educator for Fillmore/Houston Counties LeRoy and Darleen Johnson (Johnson’s Rolling Acres) of Peterson has been named Fillmore County’s “2012 Farm Family of the Year” by the University of Minnesota. LeRoy and Nora (Darleen) were married in 1949 and have actively farmed for 60 plus years. They were blessed with Jerrold Tesmer six sons and seven daughters. In 1979 they officially started Johnson’s Rolling Acres. This included LeRoy and four of his sons. Three years later, LeRoy Jr. began farming on his own and Jeffrey joined the family operation (he died
in a car accident shortly thereafter). James left in 1985 to pursue another career. LeRoy officially retired from actively farming and he and Darleen took on the role of management. Gerald Eide (son-in-law) and Richard entered the business in 1985. The Johnson’s have always been diversified with dairy, hogs and crops. Currently, they are milking 750 dairy cows, expanding to 1000 cows this fall. They also have hogs with 4-1000 head finishing barns, looking at 10,000 hogs sold a year; and 2300 acres of corn and hay. The family members involved with the farming operation include Mark and Cindy, Bradley and Kari, Richard and Pam, LeRoy and Darleen, Gerald and Ellen Eide, Trinity and Emily, Lee and Zachary. Mark and Trinity deal with herd health
and all dairy related issues. Gerald takes care of the nutrition and components for feeding. Bradley maintains the hog entity and the nutrient management practices. Richard oversees all operations (currently the construction of the new dairy barn). Lee keeps the machinery and equipment running, and Zachary deals with the agronomy. New round of historical and cultural heritage grants awarded in dozens of MN communities Important Minnesota stories will be preserved and shared thanks to a new round of Minnesota Historical and Cultural Heritage Grants awarded by the Minnesota Historical Society with funds from the Legacy Amendment’s Arts and Cultural Heritage Fund. Fifty-nine new grants have been awarded in 29 counties across the state (see list below). Demand remains high for MHCH grants as the second and final year of this biennium begins. Over the past year, the Society received 481 applications requesting approximately $10.5 million and awarded 253 for approximately $5 million. “We’ve reached 71 of 87 counties at the halfway point of this biennium compared to 56 of 87 in the last biennium,” said David Grabitske, manager of Outreach Services for the Minnesota Historical Society. “A truly diverse number of eligible applicants have demonstrated compelling reasons to preserve the state’s history, one of our most valuable non-renewable resources.”

The families will be officially recognized in a ceremony Thursday, August 9 at the annual Farmfest near Redwood Falls, MN. Families receiving honors were selected by their local county Extension committees and have demonstrated a commitment to enhancing and supporting agriculture and agriculture production. “The 2012 Farm Families

Historic Preston Overlook being restored By Jade Sexton The Preston Overlook is a spot in Preston that is driven by hundreds of times a day. Since the 1930s, people have been stopping there to rest during a long drive, or just to enjoy the view of Preston. Right now the overlook is undergoing a large construction project that will be going through September. The goal of the project is to restore the site to maintain its historical value. Kathryn McFadden of the MN Department of Transportation is the Historic Properties Program Manager and the design manager for this project. “The planning began over two years ago,” said McFadden. “We joined together with the historic scenic byway group and put together an application for a Scenic Byways grant for the project.” According to McFadden, the site is going to be exactly the way it was constructed in the 1930s. Since it’s on the National Register of Historic Places, they are mandated to restore them as they were originally made. The large stone retaining wall, the driveway going through it, and the flagstone will all be restored. McFadden noted that one exciting thing is that many of these that were constructed in the ‘30s were covered in concrete, and a person had to cut out the concrete to get to the stone below. There is no covering on this one. “They will also be restoring the vegetation and opening up the views so people can see more,” said McFadden. While the total cost of the project won’t be known until completion, the estimate is around $600,000. “There is a lot of discovery involved in a project like this,” shared McFadden. “But
we have a bit more than that from the grant.” Getting the Scenic Byways federal grant was a long process of writing and waiting and finally being happy with the results. They were awarded $787,000, as well as a 20 percent match from MNDOT District 6. McFadden said the grant was very competitive. “An inventory of historic sites was done in the late ‘90s,” said McFadden. “And it was updated in 2005. We have roughly 110 historic sites, and 56 are nationally registered or eligible.” McFadden explained that sites like the Preston Overlook are Class 4 safety rest areas, meaning they do not have restrooms, but were built for travelers to take a rest from driving and continue safely along the road. “They are just a place to stop off and look at the scenery,” she said. “We maintain them for historic reasons, but also for safety reasons. They are part of the road, the infrastructure, and part of maintaining a safe road system. They are beautiful, and they benefit the road and the community in terms of bringing people in.” Some people have questioned the state spending such a large amount of money on something like the overlook instead of other things. Preston’s City Administrator Joe Hoffman believes it is very beneficial to preserve what historic assets there are. Hoffman said if some of the historic sites are not recognized and maintained, they will be lost. “We are very fortunate to have such a treasure here, and that the state recognizes it. We are very excited by the opportunity to preserve the overlook.”

Approval of Consent Agenda Motion by Thompson, and seconded by Kunert and unanimously carried to accept the consent agenda. Water distribution modeling— Rick Engstrom—Jimmie has brought up low water pressures on the East side of Ostrander. Motion by Thompson, and seconded by Start and unanimously carried to move ahead to get this modeling done at $2,500. Ostrander celebration, 2012—planning committee Resolution for appointing a resident to fill out the unexpired term for Frances King—Pat Nesler. Motion by Thompson, and seconded by Kunert and unanimously carried to pass this resolution #201243. County Street Repairs—Rhonda spoke to Brent Kohn. The County street repairs won’t be for a year or two. Fillmore County is working on a 5 year plan; this gives the city time to prepare for this. Rhonda has called Roto-Rooter to look at the videos of the sewer lines on Main and Center Street to see if they need to be replaced during this construction. Scott from RotoRooter has gotten back to me and says he doesn’t see any concern as of now. There are a few tree roots, but no major issues with the lines. He dropped off a copy of the video on a flash drive and hard copy. Rhonda has been working with Alliant Energy for a custom rebate

Rhonda also spoke to Dick Wetzel w/ Ferguson Waterworks about water meters, since ours are a discontinued model and will need to be replaced in the future, he suggested putting a small fee on the water bills to make it easier for residents to pay for the new meter, but also residents can be given the option to pay for the meter outright, their preference. Rhonda has also gotten a couple proposals on software that will work with the radio read meters and has spoken to a couple different companies about the radio read meters. Levy money for EDA?? 2003— $1,300 / 2006—nothing (missing info for years in-between). Motion by Kunert, and seconded by Thompson and unanimously carried to Levy money for the EDA. Election Judge—Janice Schwinefus is not interested in being an election judge this year. Rhonda has sent out a few letters, Linda Niemeyer has accepted. Rhonda has included a resolution appointing election judges, for council approval. Motion by Kunert, and seconded by Thompson and unanimously carried to pass this resolution #2012-3. We should try to figure where we would like to put the two bike racks (one behind the bleachers and one on the north end of the tennis courts) and Frisbee golf baskets purchased (with grant money) last year (put them somewhere by the back ball field)—Jimmie and Rhonda can work on this. Alliant will put a security light on the pole and maintain it for $9.74/ month. Motion by Thompson, and seconded by Kunert and unanimously carried to put in the security light. Fire Dept Application approval— Darrell Becker—Darrell has decided not to join We are short one person on the Planning Commission. Is there anything else that should be on the application?? I will include it in the June water/sewer bills. Go ahead and send out the application in the water/sewer bills. OTHER Forgot to let you know, Rhonda got a $350 grant towards her third year training conference so it only cost the city $60 Ace Communications Group on June 15 will be adding Disney, Jr. (channel 21) to its expanded video

Trophies will be awarded to the top male and female finishers in both the 10K and two-mile races. 2012 Public Works projects and purchases By Karen Reisner David Morrill, McGhie and Betts, reported to the Chatfield City Council at their July 23 meeting that they had received six bids for the 2012 Water Distribution Improvements. The low bid was from Zenke, Inc. of La Crescent with a bid of $116,261.50.
Councilors Josh Thompson and Dave Frank were absent. Councilor Paul Novotny inquired about an easement. Morrill said he had spoken with the property owner who seemed OK with the concept, but the easement has not been completed. He added that the bid is good
for 30 days. Novotny wanted to wait until the easement was in place before awarding the contract and Mayor Don Hainlen agreed. Morrill advised the council to let the contractor know of their intent to move forward while the easement detail was worked out. Superintendent of City Services Tony Lammers recommended the low quote of $4,195 from B and D Sealcoating to sealcoat the Library parking lot, the parking area around the water tower and the booster station, and the walking path on Hillside Drive. The low quote was accepted by the council. Lammers explained the city’s locator equipment needs to be replaced as it is old and doesn’t work very well. The cost of new updated equipment will be $3,600 and be expensed from the Water Fund. The purchase of the equipment was approved as recommended by the Public Works Committee. Lammers described how a handheld GPS device would aid in more precise mapping in utility infrastructure elements including hydrants, water valves, manholes, and catch basins. The coordinates through GPS software result in a map which will be used by public works personnel. Lammers said they wouldn’t need to buy software. The purchase of the device was approved at a cost of less than

$600. Over time the public works crew will build a database. Other Business In Brief •The quarterly financial report was accepted. Kay Coe noted in her report that the funds and general fund departments are on track for this time of year. •A public hearing will be held on August 27 for the consideration of the nomination of the Chatfield Center for the Arts property as a Local Heritage Landmark. The Chatfield Heritage Preservation Commission (HPC) plans to recommend to the city council that the Center for the Arts receive that designation. The nomination has been submitted to the State Historic Preservation Officer for review. City Clerk Joel Young noted the designation will help the property to qualify for grants. The designation will create a new set of zoning rules for the property. Building permits will have to go through one more step in the process including the HPC. •Novotny reported that there had been complaints by businesses about Main Street parking. The Public Services Committee is considering going back to no overnight parking on Main Street. •Young reported on the results of televising sewer lines. Many of the six inch lines are full of root balls. He said it would cost about $1,200 to contract out the work to clear about 1,660 feet of sewer lines. Approval was given to contract the work out.

•Filing for the upcoming election will be from July 31 to August 14. Three council seats and the mayor’s position are up for election. •Mayor Hainlen said that eight candidates were interviewed for part-time police officers. The hiring of five part-time officers was approved. Three are licensed and can move into service immediately. The part-time officers are called to fill in when there are open shifts. •Fire Chief Keith Bradt had requested that 10 pagers be purchased for a total cost of $5,250. An application to the DNR for a $2,500 grant has been made for partial reimbursement of the cost. Young noted that the old pagers will not work after the end of this year when the narrowbanding rule goes into effect. •Summer intern Jordan Boysen reviewed his work and experiences while working for the city for the last couple of months. He said it was a very good experience and thanked the city for having him here.

i have some family farmland and my family wants me to do a pre-nup. Aren’t i just planning for divorce?
No. There are a variety of reasons to enter into a pre-nup, also referred to as an ante-nuptial agreement. A hopefully more likely scenario is that you will be happily married until one of you passes away. Without proper planning, property could pass in a way that you don’t intend. For example, normally your interest goes to your spouse upon your death. If your spouse gets remarried and fails to properly plan, their new spouse may get your family’s property. Even if you specifically give property to someone other than your spouse in your will, the spouse has statutory rights that can only be waived through an ante- or post-nuptial agreement. This can become a concern if you have children from a prior relationship. If you have family farm land or this will be a second marriage, an ante-nuptial can be a valuable addition to your estate planning. how often should i change my fuel filter? steve majerus For high mileage vehicles, replacing the fuel filter annually for preventative maintenance is a good idea for two reasons. By the time a vehicle is six or seven years old, there can be a fair amount of rust and debris in the fuel tank. Rust can be formed by moisture and condensation, and debris can get into your tank anytime you add fuel. So changing in on a periodic basis can help minimize the risk of plugging. Gasoline is supposed to be filtered at the pump. But it sometimes isn’t. What’s more, the fuel you put in your tank may be contaminated with water from leaky underground storage tanks, improperly mixed alcohol blends, or even watered-down by an unscrupulous operator who’s trying to make a fast buck. So there are no guarantees. Replacing the filter periodically for preventative maintenance is simply insurance that reduces the risk of it plugging up. Given enough time, every filter will eventually reach the end of its service life. Even the filter in a brand new vehicle right out of the showroom floor is at risk if the owner happens to get a dirty tank of fuel.

Lately on my visits to local repair shops (Herman’s in Fountain, McCabe’s in Preston & Hanson Tire in Preston) I see a lot of tough looking vehicles getting major repairs done to them. As we have discussed before, a person must look at the whole picture before committing big dollars to a repair or a vehicle upgrade. After fixing an engine or transmission there are still many other problems that can occur. On a lot of older vehicles rusty undercarriages can mean gigantic expenses. If brake lines are rusty that can be a very time consuming fix. Are the steering components tight? In the same breath, is the vehicle you’re looking to purchase have any of these same issues? Raw Treats I have a serious weakness for cookies, as I have probably mentioned before. I have found so many delicious recipes the past few years that I love to make and share with other people. But I really do not want to turn my oven on in this weather. And who does? Even with the air conditioning running, it still makes for a very hot kitchen. These days most treats come in pre-made storebought form. I have been eating way too much packaged food full of preservatives and excess sugar, sodium, and fat. I can tell when I start to feel sluggish and gross. I miss the clean, pure feeling of eating fresh food, clean food. I have experimented with raw foods a lot over the last few years, trying recipes from the Internet and raw food cookbooks. It’s hard to imagine all the amazing things that can be made out of raw foods. People get really creative. It’s not just plain raw fruits and vegetables. You can do delicious things with nuts, seeds, and sprouts as well. One time I made a fake “cheese” spread out of soaked cashews, and it was delicious on crackers. Speaking of crackers, I once made the most delicious crackers of my life using
raw foods and a dehydrator. All I did was blend things like onions, flax seed, peppers, spices, and water, spread them on the tray and let them dry. Raw proponents rave about the health benefits of eating food that hasn’t been heated. The fresh food keeps all of its enzymes, and is more easily digested by the body. Cooking foods can diminish the nutritional value considerably. I could personally never eat a diet that was 100 percent raw (you cannot make me give up coffee), but I do believe that people need to eat more raw foods than we currently do. One of the best tools for making raw meals and treats is the food dehydrator. As long as the dehydrator does not get the food above 118 degrees, the food retains its raw benefits and the enzymes are not destroyed. The downside to eating raw, in my opinion, is the cost. Some of the recipes are filled with raw nuts and dried fruits, which can be pricey. There are also other ingredients used that are hard to find and expensive. There are many ways to get around this, though. I like to

2 cups almonds 1/2 cup unsweetened dried coconut (or coconut flour) 1/4 cup chia seeds 1/3 cup agave nectar or raw honey 1/3 cup grape seed oil (or any other oil) 1 tsp. vanilla Pinch of salt 5 strawberries, pureed Place almonds in food processor and process until finely ground. Add powdered coconut and chia seeds and pulse to combine. Add remaining ingredients and pulse until well combined. Roll into a small ball. Flatten and indent the center with your finger. Place on dehydrating screen and fill indentation with strawberry purée. Dehydrate for 6 to 8 hours at 115. Makes 2 dozen cookies.

drator, it usually takes several hours, which means planning ahead, something I am not too great at. But it can be done easily, especially if you set the dehydrator to dry overnight. I admit that most of the raw foods I have created were desserts. But they are healthy desserts. Some of the most delicious food I have ever eaten was so simple. I like to buy ripe bananas when they are marked down at the grocery store, slice them, and dehydrate them. When they are done, they taste like the sweetest treat, and they are just bananas. It is a great snack for kids – actually any dried fruit is. I have made my own fruit leather by pureeing fruit with applesauce and drying it. The kids love it, and there is no added sugar or preservatives. I found the recipe for these cookies at www.rawmazing. com. If you are interested in trying some unique, healthy, and delicious recipes, there are many other web sites out there with thousands of free recipes. Eating healthy doesn’t have to be boring. You don’t have to munch the plain raw veggies anymore and moan about how bland they are. Don’t ever waste time on food you are not excited about, if you can help it. Try something new, buy a new ingredient, use a new spice, and do something good for your body.

The 30th annual Antique Engine and Tractor Show By Barb Laganiere The Root River Antique Historical Power Association, Inc. had an emotional start to its 30th Annual Antique Engine and Tractor Show on Friday, July 20, 2012. The opening ceremony was concluded by James Bartlett ringing the bell that his Father, Keith Bartlett, donated last year. Keith Bartlett has since passed away and was greatly missed at the show this year. Keith Bartlett was from Sergeant, Minn. and was a large supported of the show, donating money and a tractor. Chrissy Vrieze, 18, of Racine, Minn., this year’s Ambassador of the show, was on hand promoting the show and performing her duties as Ambassador. This year’s show highlighted the Massey family of tractors and equipment. Numerous events were held through the three day Antique Engine and Tractor Show which concluded on Sunday, July 22. The stars of the show, of course, are the tractors. A tractor parade was held each day of the show, with many antique tractors in the line-up , along with a Model A and other vehicles. David Morrison, “The Announcer Guy,” is excellent as the emcee for the tractor parades. It seems that David knows every detail about every tractor, barely stopping long enough to take a breath in between explanations of the tractors in the parade. Visitors could also buy raffle tickets for a chance to win an antique tractor or a cash prize of $1,500 in lieu of the tractor. For motorcycle lovers there were vintage motorcycles for visitors to view. The show included tractor pulls, a kid’s power pedal tractor pull, a truck pull and a horse pull. Several musical acts performed on the stage throughout the weekend, which many people enjoyed watching while sitting in lawn chairs or golf carts. 2012 Emergency Haying and Grazing Fillmore County has been approved for Emergency Haying and Grazing of Conservation Reserve Program (CRP) acreage due to drought conditions. Haying and grazing cannot begin until after the primary nesting season which is August 2, 2012. Tracing Abe Lincoln’s Springfield, IL, footsteps This story is the first in a five-part series about Gerri Nielsen’s trip to Springfield, Illinois. By Gerri Nielsen Remember the saying, “Be nice to nerds--someday you’ll be working for one”? Our 16th President was a nerd--a 6’-4,” book-readin’, rail-splittin’, 6-inches-too-shorttrousers-wearin’ doofus. He also was somewhat of a loser--he lost jobs, a fiancee, his possessions in a bankruptcy bugaboo, the race for state senator, and a seat in Congress two times. He even lost 3 of his 4 sons to illness and lost face in hundreds of vicious political cartoons during his reign as leader of the country. Abraham Lincoln is also known as one of our greatest Presidents. He is honored and revered in the
town he made his own--Springfield, Illinois. I am incredibly grateful to have had the experience of learning the highlights and lowlights of Honest Abe at the Horace Mann “Abe Across America” Fellowship in Springfield July 9-13. I won the honor by submitting an application through facebook. Ten teachers earning the most votes were automatically accepted as fellows; the other 40 teachers were selected on the merits of their written application essays. I fit in the latter category. The group was split into two sections, the first meeting in June. We were thrilled to hear presentations from some amazing historians, researchers, curators, and librarians. We also got to tour

the amazing Abraham Lincoln Presidential Library and Museum (ALPLM), the Lincoln-Herndon Law Offices, the old state capitol building, Lincoln’s home, and the village of New Salem, where Lincoln’s life in Illinois started. The following is a journal reflecting what we did as Abe Lincoln Fellows. MONDAY: We began with an excellent introduction to all things Lincoln with a presentation called “Lincoln’s Illinois,” presented by Bryon Andreasen, Research Historian at the ALPLM. Lincoln was born in Sinking Spring, Kentucky, on Feb. 12, 1809, when Thomas Jefferson was ending his term as President--the Founding Fathers were still in charge of the states during Lincoln’s birth and younger years. Andreasen explained that as Lincoln matured, there were two popular political views in America. In Jacksonian America, people followed Andrew Jackson’s ideas that character and traits are innate--no outside people or geography can influence who a person is. Your personality comes from whom you yourself are. Jacksonians felt every man should be able to own his own farm and grow what the family needed; then people could have real independence. These people branched off Thomas Jefferson’s ideals of an agrarian nation with power belonging to the states: they were

They wanted to save time for moral improvement at home. They wanted to buy their cloth ready-made instead of making it themselves to make more time for leisure pursuits, including reading poetry. They wanted to send their sons to academies.
Alexander Hamilton wanted a national bank with high tariffs on input from Britain. He didn’t want to be beholden to the British for their goods. These people became the Whig party, following the Great Compromiser Henry Clay. Lincoln, idolizing Henry Clay, followed the Hamiltonians. He See LINCOLN Page 26

was a hard worker, a wrestler, a fantastic storyteller. He wanted time to read and improve himself. According to several statues all around the city and several figures inside the Museum, Lincoln was never without a book in his hand. His favorites included Aesop’s Fables, Pilgrim’s Progress, and several Shakespeare plays. He was a lifetime student. As a youth, he often thought his father, Thomas, gave up too easily when faced with a challenge. In 1816, when Abe was only seven, officials came around and told Thomas that he actually didn’t own the Kentucky land he was living on and would have to pay some large fees to maintain his residence. Thomas packed up the family and moved to Indiana to avoid the confrontation (he also was worried about Kentucky’s status as a border state: he was against slavery). Young Abraham was upset that his father would just walk away without putting up a fight--without educating himself on what the law really was--for his rights. Jumping ahead a few years, when Abe was 21, his family escaped a second bout with the “milk-sick” disease that had swept their area in Kentucky and now infested Indiana; the family moved to Macon County, IL, in 1830. Abe now decided to venture out on his own. He was hired by New Salem, IL, store owner Denton Offut to pilot a flatboat down the Sangamon River and sell the goods. He and two other boys would each earn fifty cents a day, plus $20 at the end of the trip if all went well. Near the village, the boat got stranded on a mill dam. Lincoln rolled up his pant legs, stood on the dam, and rocked the boat trying to free her. He finally succeeded after readjusting all the weight to the front of the craft, popping it up, and draining out the water. This predicament led to Abe’s invention of installing pontoons to inflate a flatboat allowing it to sail over sandbars and dams in shallow seasons. Lincoln applied for and received a patent in Washington, D.C., for his invention. As a tinkerer and a

student of many topics including geometry, Lincoln was able to get himself out of many a jam. His river trip eventually brought him down the Mississippi River all the way to New Orleans. Here Lincoln witnessed for the first time a slave auction, an event that would change and guide the rest of his life. Lincoln’s success on the river journey led him to settle in Offut’s town of New Salem and work for him in his store. He spent 6 years here. He practiced moral and honest values as Offut’s chief clerk; if he made a mistake with a customer’s order, he corrected it as soon as possible. He also became the town’s postmaster and deputy county surveyor. He became well known for his storytelling and was always the center of his social circle. He met a girl named Ann Rutledge, who had been engaged to another man (he left for work and never returned). The two of them decided they’d both go to college. Before they could even register, a typhoid outbreak took Ann’s life, and Abe was crushed. Later newspapers documented this relationship, and editors tried to smear Lincoln’s political campaigns claiming “Lincoln is a wreck after Ann’s death.” He decided to dip his toe in the political pool at age 23, running for state legislature and losing. He ran again two years later and won. Lincoln continued his passion for reading, and encouraged by Springfield lawyer John T. Stuart, Lincoln studied and immersed himself into law. Lincoln often made the 20-mile trip to Springfield to borrow law books from Stuart. He took the bar exam, passed, and partnered with Stuart in their Springfield law office. He was also re-elected for state senator and served eight years. After being introduced to Lincoln’s beginnings in the Presidential Library classroom, our group walked across the street to experience the Abraham Lincoln Presidential Museum. Before I left for this trip, several people told me I’d love the Museum, and they were correct. Journey 1 starts with a re-creation of Lincoln’s KY log cabin where 7 people shared one room-

Continuing on in the journey I saw a dire depiction of a slave auction like the one Lincoln had observed on his river trip. I walked through a replica of the Offut store where Lincoln worked, interfered with a courting session between him and Mary Todd, faced a scene of his Galesburg, IL, debate with Stephen Douglas, read a timeline of his wins and losses through his lifetime, and laughed at him reclining in his law office where his two young sons were wrecking havoc. I watched a creative news reel featuring the late Tim Russert moderating the heated Presidential race of 1860, and then I waved President-elect Lincoln and his family off as they left Springfield for Washington, D.C. Across the large plaza of the Museum, I entered Journey 2: the White House years. I walked through the door of a large White House facade and was greeted by First Lady Mary wearing a gorgeous gown and floral headpiece. She’s surrounded by replica gowns of her social rivals who could never accept her for her extravagant ways. I traipsed through a funhouse-style room called the “Whispering Gallery” filled with skewed political cartoons that were very unflattering to the President and the First Lady. I heard rumors whispered in the slave kitchen where the stove was hot, and more whispers in Lincoln’s cabinet room where he presented his first draft of the Emancipation Proclamation to skeptical cabinet members. I was hounded by video images of all the naysayers from both north and south who doubted Lincoln’s decision to free the slaves. I saw Lincoln standing alone debating the issue while voices hovered over him showing their displeasure with his views. I saw colorful paintings and displays covering the Civil War. I sat down for an amazing video called “The Civil War in 4 Minutes” showing the running total of casualties and the shifts of control weekly as the battles broiled on. I wound my way past more paintings and timelines to end up in Ford’s Theater to witness the Lincolns watching the great Laura Keene perform on stage while a dastardly John Wilkes Booth entered the door behind them intent on ending the President’s life. Next, I viewed a map showing the route of Lincoln’s funeral tour--25 percent of the population paid their respects to Lincoln at one of the funeral tour stops. Finally, I sauntered through the last room in Journey 2: a re-creation of the Old State Capitol’s Senate chamber where Lincoln had served. For three days in April 1865, this room was completely draped in black crepe and filled with white flowers as thousands of mourners came to pay respects to Lincoln. Our group got a special treat in the Museum: a behind-the-scenes tour of the Ghosts of the Library show. We saw how magic is made to create a Union soldier’s narration of Civil War life and what secrets are held in the documents

The project area/site is the designated Slum and Blight Target Area and a targeted area for owner occupied housing. In addition, pursuant to the National Historic Preservation Act, comments on the identification and treatment of historic properties of the project area are welcome. Compliance with the following laws and authorities will take place once properties within the target area have been identified, but prior to the commitment of funds: historic properties, floodplain management/Flood Disaster Protection Act requirements and HUD environmental standards for hazards. Compliance documentation on the aforementioned laws and authorities will be in each individual property file, and copies will be available, once established at CEDA. A small portion of Lanesboro’s housing target area is in the 100 year floodplain and floodplain insurance will be required for these projects. Rehabilitation of historic properties will be done in accordance with the Secretary of the Interior’s Standards for Rehabilitation in consultation with MnSHPO. Public Comments on Request to Release Funds Any individual, group or agency may submit written comments on the ERR to CEDA. All comments received by August 6, 2012, will be considered by the City of Lanesboro prior to submission of a Request for Release of Funds. The City of Lanesboro will undertake the project described above with Block Grant funds from DEED, under Title 1 of the Housing and Community Development Act of 1974. The City of Lanesboro is certifying to DEED that the City of Lanesboro and Steven Rahn, in his official capacity as Mayor, consent to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making and action; and that these responsibilities have been satisfied. The legal effect of the certification is that with approval, the City of Lanesboro may use the Block Grant funds, and DEED and HUD will have satisfied their responsibilities under the National Environmental Policy Act of 1969.
