Lanesboro hears from local frac mining group By Jade Sexton jsexton@fillmorecountyjournal.com

Several people showed up at the Lanesboro City Council meeting on August 6, 2012, to express concerns about the frac mines potentially coming to the area. Andrew Batstone spoke for the group, saying their biggest concern is the large number of trucks that could be going through town every day, doing damage to the roads, causing a safety hazard, and affecting the

town in a negative way. The group asked to have the city pass a resolution asking the county do a study on the potential impact on the economy of Lanesboro, as well as the surrounding communities. “If an ordinance goes into effect, they could build things into it restricting where they can go,” said Batstone. “The question is, where do you route those trucks?” The potential damage of 200See lanesboro Page 9 

Art becomes a ‘super power’ for Preston By Jason Sethre jsethre@fillmorecountyjournal.com

Super art! Super salon! Super tourism! Super Sally to the rescue! Sally Gibson’s artistic talents serve the community in many ways. She’s crafty with a pair of scissors or a paint-filled brush! In the past several years, she has taken her artistic talents to the streets of Preston, presenting an interactive experience for locals and tourists. Always trying to add a picture-perfect moment for Trout Days, she has created life-size, hand-crafted, wooden cut-outs. Sally’s most recent creation stands watch out in front of her shop, Sally’s Hair To Dye For, at 100 Main Street SW in Preston. You can become Wonder Woman or Captain America in as quick as it takes to press the

button on a digital camera. A lot of people probably wonder how these two super heroes landed on Main Street in front of Sally’s hair salon. Well, this year’s post-prom party, as with every year in the past, the parents of the junior class were responsible for putting together the post-prom party for the seniors attending prom. This year’s theme was “Super Heroes,” which is how Wonder Woman and Captain America arrived at Sally’s doorstep. She served on the post-prom decorating committee with other parents, and she offered to put her artistic talents to use with the creation of this cutout. Sally says she really doesn’t get a chance to do this type of artwork on a regular basis, so it becomes a good outlet for her. Since the post-prom party and associated events took place

in May 2012, the timing was perfect to put this cut-out on the streets of Preston for the rest of the locals and tourists to enjoy during the Trout Days celebration. On any day of the week or weekend, you’ll see people snapping shots of friends and family poking their heads through the two available holes. In 2011, Sally put together a cut-out for the Preston Fire Department that replicated a fire station for kids and parents to get their picture taken during Trout Days. What’s amazing is how she takes the artwork from paper to a life-sized structure. She skillfully cuts the silhouette along with all of the holes with her saw and then paints with such attention to detail. Seriously, check out the super

Sheriff Daryl Jensen recommended Anthony Webber to be his Chief Deputy at the county board’s August 7 meeting. Webber will be replacing the retiring Thomas Kycek as of September 1. Webber has been with the county since 1990 and Lieutenant since 2005. The Sheriff is an elected position and the Chief Deputy serves at the pleasure of the Sheriff. Therefore, if a different Sheriff were elected, that Sheriff wouldn’t be obligated to retain the same Chief Deputy. For this reason an agreement was approved whereby Chief Deputy Webber would have the option of returning to his previous position as a Lieutenant if he was terminated as Chief Deputy and is in good standing. The contract was approved by the union. The board approved the appointment and set the salary. Sheriff Jensen recommended Brian Miner who is currently a Patrol Sergeant (since 2005) to fill the soon to be vacant

Lieutenant position effective September 1. Miner has been with the county since 1994. The board approved the promotion. Approval was given to post internally for a replacement to fill the Patrol Sergeant position. Leroy Eickhoff who has been with the county since 1998 will take over the responsibilities of Lead Dispatcher effective August 17. No vacancies were created with this promotion. Joel Johnson was recommended to fill the vacancy as the Spring Valley contract deputy effective August 17. This vacancy was created recently when Kevin Beck was named Emergency Manager/Jail Administrator. The last two changes were as a result of the recent retirement of Mike Ask. 2013 Budget Commissioners looked at proposed 2013 departmental budgets from the surveyor, sanitation, facilities maintenance, highway, court administrator, attorney, assessor and auditor/ treasurer which included seven See COUNTY BOARD Page 3 
