Commissioner Tom Kaase was elected chairman for 2012 at the board’s January 3 meeting. Commissioner Randy Dahl was elected vice-chairman. Kaase thanked the board for the vote of confidence. Kaase, beginning his fourth year as a county commissioner, said that he has observed past chairmen and learned from them over the years. He wanted to start the year as Commissioner Duane Bakke had a couple of years ago by detailing a list of items for the board to continue to work on or start to work on during the coming year. At the end of the year
Kaase expects to reflect on their progress. First, the board should continue their efforts to make a Veterans Cemetery to be located on the county farm a reality. Kaase thanked Commissioner Chuck Amunrud for his work toward that end. Second, the mining of silica (fracking) sand is becoming an issue and Bakke and Zoning Administrator Chris Graves have been looking into that. Third, the county has made some strides in redesign and he expects that effort to continue in the future. Redesign, or the restructuring of local government, is an effort to become more efficient, accessible, and effective in serving the public.
Fourth, there is the ongoing change over to narrow band radio as mandated by the Federal Communications Commission (FCC) by January 1, 2013. Kaase said he believes the county and Sheriff Daryl Jensen have gone about this the right way, saving the county a lot of money. Fifth, the board should take a look at court room security making sure it is safe. Sixth, Kaase wants to maintain and improve public accessibility. He suggested the board consider broadcasting on cable TV or with a live video stream as See COUNTY Page 3

During the Preston City Council’s January 3 meeting, the council approved a threeyear contract (2012- 2014) with the Preston Public Employees Association (PPEA). Councilwoman Kay Spangler, Councilman David Collett and Public Utilities Commissioner Heath Mensink served on the Labor Committee which worked on the contract details with the PPEA. The Utilities Commission also approves the contract. The Cost of Living Adjustment (COLA) will have increases of 1.5 percent in 2012, 1.75 percent in 2013, and two percent in 2014. Changes that were approved by the council include but are not limited to a reduction in the electric lineman apprentice program to four years instead of five years, and the elimination of the requirement that employees take five
consecutive days off per year. After some discussion, the requirement to take five consecutive days off was also eliminated for the non-union office staff. The requirement will be eliminated for all Preston employees. The COLA adjustments were approved for non-union employees at the same levels as they were for the PPEA. Other adjustments were approved as recommended by the Labor Committee. A new Paid Time Off policy was approved as recommended by the committee to be offered as an alternative to traditional sick leave and vacation policy. Participation in this new program will be a requirement for those hired after January 1, 2012.
