New Chatfield convenience store will be built “Kwik” By Barb Jeffers

A new Kwik Trip will be built in Chatfield, Minn. in the near future, giving residents and visitors a more convenient Kwik Trip store to stop and top off their tanks. Mr. Hans Zietlow, Director of Real Estate for Kwik Trip, Inc. stated, “Yes, we are going to building a new Kwik Trip in Chatfield,” which means that a new store will be under construction in the coming months. According to Hans Zietlow, the company is “working through a couple issues with the D.O.T. and we should be ready to go,” he said. Mr. Zietlow stated that the public
should look for the store to go up in the Summer of 2013, so it won’t be long before residents and visitors of Chatfield will be stopping in to get those everyday items. The new Kwik Trip store will be located at the intersection of Highway 30 West and Highway 52/Main Street, which is where the Val A Lodge building currently sits. This new location will be very convenient for customers, delivery drivers, and employees for many reasons. Alicia Gady, Manager of Kwik Trip in Chatfield, has been employed by Kwik Trip for six years and became the Manager in the Chatfield store in October of 2012. Alicia says she is “absolutely excit-
ed” about the new store being built although she has not been made aware of the exact date that construction will begin. Alicia stated, “The community will have a better Kwik Trip to serve them,” and added that the new location will be “easier for older residents to get in and out,” which they will appreciate. Employee Mike Hanson, who has worked at Kwik Trip for two years, said the best part of his job is “the customers” and stated that he is “really looking forward” to having a new store. Mike said, “It will be really nice for the customers,” and more convenient for everyone. See KWIK TRIP Page 6
The Transportation Director of SEMCAC appeared before the Spring Valley City Monday night to discuss the possibility of increased transportation services in the Spring Valley area. Erlene Welshons is the Transportation Director for SEMCAC and she said that residents will be receiving a brochure that will identify unmet transportation needs in the Spring Valley area. According to Welshons, SEMCAC has received additional funding which could possibly provide an increase in opportunities to ride the SEMCAC in the area. There could be four hours per day three days a week of service. As for cost, that could be $2.00 in town and $2.75 outside the city. There will be a local match in addition to the funding from MNDOT. The survey being conducted by SEMCAC will assess the needs of the residents and then the local match will be determined. SEM-
CAC will also be hiring a CDL licensed driver who will line up volunteer drivers. The Council also approved a contract with Fillmore County to provide ambulance service in their designated area. •The contractor (Spring Valley) agrees to provide efficient and prompt ambulance service to all persons within their area of service in Fillmore County. •The Contractor shall have not less than one licensed ambulance in service and capable of rendering efficient services, fully equipped to meet the requirements of the State of Minnesota, Emergency Medical Services Regulator Board and equipped with mobile communications between the ambulance vehicles and law enforcement agencies. •The contractor shall keep and maintain the ambulance and equipment. •Contractor agrees to provide one driver and attendant to staff said ambulance on each call. Rushford puts halt to contract mowing for 2013 By Kirsten Zoellner After a lengthy process to determine potential cost savings of contracted versus public works mowing of the city’s 135 acres of land, the city will sit on the idea of contract mowing for this season. The idea, led by Councilor Roger Colbenson, could potentially pit the labor union against the city if the council were to proceed with an RFP (Request for Proposal) and the seeking of bids from outside contractors. If the city were to use contracted mow-
ing, they must show at least a 10 percent cost savings to labor management. In addition, a 120-day period of notice must coincide with the verification of savings. According to city attorney Terry Chiglo, he believes the city has already begun this 120 notice. However, the contract does not specify which must come first, the savings verification or the 120 period. Labor management, he argued, would likely insist that the notice must come after. item is not spelled out clearly, Chiglo believes the labor union would file a grievance if the city were to proceed. Arbitration would be a costly outcome for the city. “The language just isn’t there,” stated Chiglo. “It’s not a wise expenditure of city funds to pursue this. Realistically, the 2013 season is over.” City Administrator Steve Sarvi suggested the issue could be a part of upcoming discussions with labor management. “This might be an opportunity to look at it another way to achieve a result that’s favorable to all.” Councilor Vern Bunke referenced his repeated request for cost estimates of labor by Public Works. “We haven’t received it yet,” he noted. Bunke suggested that allowing public works to mow this season, now that the city is tracking the number of hours and knows equipment cost and overhead, the city may finally see those time and cost figures. “We’ll have to have that anyway,” he continued. “If we don’t push this, we’ll know the real employee cost and hours. Then, we can weigh the costs equally,” echoed Councilor Mark Honsey. “It’s just not worth it [to proceed] legally. What’s the sense of pushing it forward just to see that?” The city intends to discuss the issue through labor management negotiations before proceeding with any seeking of bids on contract mowing. It is unclear if they’ll pro-

ceed with a one-time, test mowing from a contractor, as suggested by Bunke. In related news, the city council has voted 3 to 2 to terminate the part-time, 36 hour per week employment of Curt Courrier within Public Works, effective March 29. Public Works had long lobbied for the council to make Courrier a fulltime position. The heated topic has been ruminating through the council for some time with Mayor Chris Hallum and Councilor Bunke on clearly opposite ends of the debate. “I still don’t believe we need another full-time person,” said Bunke. “I’m not totally convinced that there aren’t cost savings to be had using part-time, summer labor.” “Labor management has given us more than enough proof that they need him,” argued Hallum.

Hallum referenced a laundry list of items that Public Works has compiled showing significantly increased workload since 1995. “Staff makes a recommendation. Do you just ignore it? They come up with a plan and you reject it,” he added. “The responsibilities thrown on Public Works have grown exponentially.” “We have given them an alternative,” replied Bunke. “And we’ve never gotten any times associated with the list.” “This will tie our hands,” cautioned Hallum. “This will start the discussion,” responded Bunke, who led the motion to terminate Courrier’s position. The motion was supported by Robert Dahl and Roger Colbenson. The next regularly scheduled council meeting is Monday, March 11, at 6:30pm, at city hall. The public is encouraged to attend.

C ommentary Our current economic mess By Stan Gudmundson More than 30 years ago I watched a five-part special on the military that one of the big television networks ran. It was full of inaccuracies, misrepresentation, and outright lies. It was garbage, or as close to it as you can get. That was a tipping point. Col. Stan After a being Gudmunson constantly irritated by distortions and foolishness, I gave up watching the news. I haven’t watched any television news since, to include Fox. Also, I have gone to only one movie in the last 25 years. To check how “with-it” I am, I thumbed through the lastest issue of my wife’s People magazine to see if there were any people I recognized. In the 150-plus pages I recognized only five. Dr. Phil, Ellen Degenerate, Elton John, Miss Piggy, and Kermit the Frog. Moreover, I haven’t paid much attention to what politicians from either party say either. I feel a whole lot better. How then, do I try to under-
stand what is going in the world? I read. Mostly books and good journals and very little that shows up on the internet. Since I don’t listen to much of what politicians say, how do I make up my mind about them and positions they take? That’s the easy part. Mostly I watch what they do. And then I watch what those results are. That is why I am conservative and no longer a liberal. So, how are we doing? •FDR created Social Security 75 years ago. •Fannie Mae has been around for 72 years. •Medicare and Medicaid were started 45 years ago. •Amtrack was established 42 years ago. •Freddie Mac began 39 years ago. •Government has run the Post Office for 235 years. Any common theme here? Actually there are two. First, they are all government creations designed to make our lives oh so much better. Second, they are all broke or need huge taxpayer subsidies. In addition, LBJ initiated the War on Poverty 46 years ago. After spending trillions of dollars it has been a complete failure. It is now

costing us over $1 trillion a year. 33 years ago Carter gave us the Department of Energy. Its principle goal was to help decrease the country’s dependence on foreign oil. It too has failed completely. But it still has 16,000 bureaucrats employed on a $24 billion annual budget. Great track record isn’t it? Now liberals want us to believe that Obamacare will save money and also provide better health care. But there are still left-wing kool-aid drinkers out there who believe every one of our country’s problems is caused by conservatives. I recently read an editorial in another newspaper that is classic. It starts with, “trash-talking, haphazard-acting neoconservatives are still trying to frustrate liberals.” He also says, “Does it help that conservatives ignore America’s monetary problems?” This guy hasn’t taken just a sip or two of toxic leftist mind-altering kool-aid, he’s drunk gallons of it. Conservatives obstructionists to our fiscal problems? Really? In spite of a law requiring that a budget be passed every year, the Senate hasn’t passed one in over 1300 days. There is little evidence that Democrats in the Senate have even tried. Moreover, budgets submitted by Obama can’t even get any Democrat votes. Consequently we go from one continuing resolution crisis to another. But Democrats and the press as well demagogue Republicans for their failure to compromise. How can the House of Representatives compromise with the Senate if the Senate doesn’t pass its version of the budget? The House can’t compromise when Senator Greed provides only nasty partisan hot air as a basis for passing a budget for the president’s signature. Under these circumstances it is literally impossible to get a budget passed. It makes great press to skewer and bully Republicans, though. In addition,
it serves to hide what this administration is doing with revenues they get. Further, these crises provide opportunites Democrats never want to waste. Compromise does not mean Democrats get their way while Republicans don’t. That writer also said that “America’s monetary problems... began with the Bush tax cuts, and are now responsible for half of America’s deficit.” This is childishly ridiculous. In believing that, the author reveals an unbelievable level of ignorance about economics and the appalling effect of government social engineering in the housing market. Read Tom Sowell’s Housing Boom and Bust for a grim description of what happened. When you are done with that, let me know because I have a long list of other books for you that provide even more detail about the folly of liberals effort to put people in houses they could not afford or pay for. I once heard of a banker who had a simple three-part approach for approving loans. His first rule was, can the person pay me back? Second, will they pay back? And third, if not paid, can I recover all of my money? If the answer was no to any of these three questions, he wouldn’t approve the loan. In

In large measure, our current economic mess was caused by government insisting that banks not follow all of these tenets. Not only were banks forced to ignore one or more of these rules, at one point government insisted that all three be ignored. Gotta get everyone a house you know. If you don’t or refuse to understand this, your kool-aid intake was very likely intellectually terminal. In other words you are a lowinformation voter who likely will never ever be a high-information voter. Or you could be just a slow learner transplant from Pennsylvania.

C ommentary One Moment Please...
Challenging conventional wisdom By Jason Sethre Publisher Fillmore County Journal & Olmsted County Journal Cell: 507-251-5297 jason@fillmorecountyjournal.com I tend to gravitate toward nonfiction, informational reading and multimedia content, and I have recently taken an interest in articles and videos about organizational culture and education sys- Jason Sethre tems. This past week seemed to be a mixture of both. Chess Club In late 2012, I found out that the Fillmore Central Chess Club needed some coordinators to keep the momentum moving forward for the sake of developing young minds. Well, I grew up playing chess, learning from a grade school friend who would some day become the best man in my wedding. So, I volunteered to be one of the instructors. My reasons for wanting to be involved in coordinating the Fillmore Central Chess Club revolved around my own children. I have played chess against my daughter, so she has known how each piece moves on the board. But, I felt that if she could play against other children that would be a greater challenge. And it was. We had 15 children in the Fillmore Central Chess Club this year, ranging from Kindergarten to sixth grade. So, every week, there were opportunities for younger kids to learn from older kids, beginners learning from more experienced players. To me, it really wasn’t about whether they won the game. It was more about learning the game. And, really, just like many things in life, it’s all about trial and error. The more games each student plays, the more they will learn. And, I should mention that the co-coordinator for this year’s Fillmore Central Chess Club was Tyler Grundman, who is also the sharpest web developer in Fillmore County. He happens to work for SMG Web Design, an affiliate of the Fillmore County Journal. With my sporadic schedule bouncing back and forth from Preston to Rochester, we were fortunate to have Tyler leading
the way in my absence a number of times. In short, the children amazed me with how they grasped the game and excelled week after week. Conferences This same week in which the three month long Fillmore Central Chess Club season came to an end, my wife and I attended parent-teacher conferences for our children, Olivia and Landon. With conferences, I am always interested in learning about how our children compare to standardized testing benchmarks. And, of course, I am curious about social interactions and behavior. As I observed the testing requirements for our teachers and what they need to focus on to help our children achieve certain metrics, I started to realize how challenging their job must be. Teachers can only do so much. What if a parent isn’t reading books with their child each night? What if a parent isn’t practicing math flash cards with their child each night? What if the parents are not truly engaged in the learning process? There is a reason kids have schoolwork and homework -- to keep the brain churning. Well, I will get off of my parental responsibility soapbox for a moment. Trust me. My kids are not perfect, and neither am I. But, parents need to support giving their child the best chance at success. Sorry, I got on the soapbox again. I’m off now. But, parents play just as much of a role as do teachers in the learning process. Cursive? As an adult, how often do you use cursive? I pretty much only use it when I have to. My handwriting is horrible. And, the biggest reason my handwriting is so bad is because I type on a keyboard more often than I pick up a calligraphy pen. I remember starting to learn keyboarding in 10th grade. Today, my daughter is in second grade and she is learning basic keyboarding. She’s already eight years ahead of me in that regard. In 2012, the Kansas State Board of Education questioned whether cursive should continue to be taught in our schools. Is cursive a lost art form or a lost cause? From what I see quite often, we are all writing more like doctors. How many signatures can

you distinguish and translate correctly? I’m not saying I have the answer to these questions. I am just saying that we are learning things that we use less and less as we become adults and join the workforce. Maybe handwriting will be taught as an elective language arts class some day? I’m not saying that I want to see cursive fall to the wayside. But, I do think we need to look at what our workplace demands for skills and talents, and work backwards in the education process to determine what is best suited to support that outcome. It is definitely a paradigm shift. Beyond the numbers I recently watched two compelling videos. One was titled “We Need Schools... Not Factories,” in which educator, scientist, and professor Sugata Mitra spoke to an audience at TED 2013, an annual event dedicated to sparking ideas worth spreading. “We need a pedagogy free from fear and focused on the magic of children’s innate quest for information and understanding,” shared Mitra. With a large captive audience, Mitra talked about how children used to learn versus how they learn today. He even talked about how teachers used to teach, and now children seek information via the Internet. For example, how excited do children get about learning how to calculate tangent angles? I know I wasn’t too excited back in the day.
However, ask children a question of relevance and they will seek to find the answer. “There is a meteor heading towards Earth. Where will it land? How close will it land to were you live?” This is one of the questions Mitra posed to children, and they went into personal discovery mode. If you search the Internet for “We Need Schools... Not Factories,” you’ll find the article and video associated with Sugata Mitra’s presentation. In another video, I saw interviews with Bill Gates, Mark Zuckerberg, and a cast of recognizable Silicon Valley tech savvy leaders. What all of the leaders in the industry pointed to was the fact that technology is not about binary code, diodes and capacitors. It’s all about serving the needs of humans. In this video titled “What most schools don’t teach,” they talked about learning how to write code. There is more demand for programming than there are people to fill the positions. What a great problem to have if you are a techie. While my daughter is taking keyboarding today in second grade, my future grandchildren may some day be learning how to write code in second grade. Yes, our world is changing. What’s most interesting to me is the conflicting messages between our changing world and how our education plays a role in our personal development to best equip

us for the future. Maybe our view of education needs to change. We have established a metrics-based system. Everything relates to points. Now, I have to say that I am always fine with change as long as it doesn’t affect me. That’s a joke (kind of). But, seriously, who likes change that challenges our conventional wisdom? What’s next? I don’t know. I really don’t know. Those MCA test scores have literally consumed my brain. For the sake of our readers, I have crunched numbers for every grade in every school in both Fillmore County and Olmsted County. Based on memory, I can pretty much tell you which grades in each school are doing well per MCA-tested subject compared to their local peer schools and the state averages. But, education isn’t strictly about numbers. Sure, we need to have benchmarks. But, we need to also inspire innovation and teach children how to seek answers on their own. I’m not saying we (as a society) don’t do a great job. I think our teachers are wonderful, and I am grateful for all that our school system has to offer. I am just wondering if our entire education system is keeping pace with the changing world around us. And, I say all of this while not wanting to necessarily compromise conventional wisdom.

The Kwik Trip that will be built in Chatfield will have all of the items customers are used to purchasing at the current store such as bananas, milk, and bread, and will also have room for some added conveniences. According to Manager Alicia Gady, the new Kwik Trip will also “be able to service diesel fuel,” which will be welcomed by truckers who live in the area and those who are passing through town as well. The new Kwik Trip store in Chatfield will not have a car wash, according to Hans Zietlow. Kwik Trip, Inc. is owned by the Zietlow family and the very first Kwik Trip store opened its

Although Kwik Trip, Inc. has grown to be a very large business, the family-owned business continues to give back to the communities responsible for their success. MINING UPDATE Continued from Page 1
a new Ordinance 736 to specifically regulate industrial mining. Since that time, five applications for industrial mining have been submitted, including the expansion and conversion of the John Rein Quarry to industrial sand mining and four new industrial mine applications for property owners in the Pilot Mound area. Minnesota Pollution Control Agency and Minnesota Department of Health both have recommended a much more rigorous Environmental Impact Statement (EIS) for two Winona County proposed mines citing the need to look at cumulative effects. The two proposed mines would be close to each other and close to the four proposed mines in Pilot Mound Township, Fillmore County. An EIS will take considerable more time and expense to complete than the relatively uncomplicated Environmental Assessment Worksheet (EAW). The city of Red Wing recently adopted a resolution on February 11 in support of a state-wide study. Also in the same general area near St. Charles, there is the proposed location for a large scale sand processing plant by Minnesota Proppant. The probability that this plant will be built is in some question. The city of St. Charles is considering annexing the property located in St. Charles Township where the proposed plant is to be built. There has been resistance to the proposal and considerable opposition to the development of the property for this purpose by the township and concerned residents of the city. Fillmore County Zoning Administrator Chris Graves noticed on February 21 that the “three proposed frac sand projects in Pilot Mound Township are on hold.” Operator Rick Frick, Minnesota Sands LLC, informed Graves that they are voluntarily planning to complete an EIS instead of an EAW. Since then a fourth property owner in the Pilot Mound area has started the application process. All the Pilot Mound proposed mines and also proposed mines nearby in Houston and Winona Counties are to be developed by Minnesota Sands. State Hearing Senator John Marty (DFLRoseville) suggested in an inter-

view with Minnesota Public Radio prior to the hearing that the state will look at who should regulate the industry. He maintained local governments don’t have the staff to monitor the industry, adding there is a lot of learning to do. The impact the industry will have on the environment and the health of residents in Minnesota communities needs to be studied. He continued insisting we should study the impacts as quickly as possible and protect the interests of the public. Southeast Minnesota residents attending the hearing asked for an in-depth study to establish standards for permitting. David Williams, Preble Township supervisor, noted mining supporters argue issues can be resolved without involving the state. He insisted, “They’re wrong.” Mine operators insisted mining businesses have been operated responsibly over a long period of time while providing jobs. Supporters of the industry argue more regulation will be a barrier to increased job production and this opportunity to participate in the “energy revolution.” Just days after the joint committee hearing Senator Matt Schmit (DFL-Red Wing) introduced a bill calling for a study on February 25. On February 26 that bill was approved by an eight to six vote by the Environment and Energy Committee. The committee had also voted in favor of an additional amendment for a state-wide moratorium until March 1, 2014, on new industrial sand mines. Schmit’s bill includes a requirement for a generic Environmental Impact Statement. The Senate bill goes next to the Senate State and Local Government Committee. A companion bill that doesn’t call for the moratorium and is not as far reaching has not yet been heard by a House committee. Rep. Rick Hanson (DFL-South St. Paul) introduced the House bill. Rein EAW The EAW thirty calendar day comment period for the existing Rein Quarry, Highland, ended February 20. Reilly Construction operates the mine in Section 35, Holt Township. Reilly Construction, Inc. applied for a permit to expand the existing mine to 50 acres and to convert it to an industrial silica sand mine. The mine would then be regulated under Fillmore County zoning ordinance 736, rather 721. Comments and questions concerning the EAW were submitted from Fillmore County residents Paul and Rita Leduc, Dale Forster, David Williams, Bonita Underbakke, Karen Swanson, Roy House, Donna Buckbee, Beth Hennessy, and Loni Kemp. The Leduc’s expressed concerns about the probable presence of sinkholes and the existence of springs that feed Nepstad Creek (a trout stream). Williams objected to the proposed alternate hauling route to New Albin, Iowa. He was most concerned about the use of CR 12 and the bridge over the South Fork Root
Monday, March 4, 2013 River in Preble Township, which is a “prime angling recreational area.” He points to the fact Allamakee County has a moratorium in effect. Forster, Swanson, Buckbee, Hennessy, and Kemp call for an EIS to study the long-term environmental effects that are not dealt with in the EAW. Underbakke also calls for an EIS citing questions about cumulative environmental impacts affecting water quality, air quality and associated health risks. Buckbee expresses concerns over the potential for lost property values. House notes many of the same concerns for nearby creeks, ground water, and health concerns that need to be addressed for a mine that could operate for twenty years. Forster insists the EIS should be filed “after the state of Minnesota has put into place stringent standards to govern air monitoring.” MnDot lists its proposed construction projects for 2013 that could be impacted by trucks hauling sand. Houston County weighed in on the possible use of their county roads. The county currently has a moratorium in place, which is expected to be extended up to one year. They also point to stormwater runoff impacts that could affect the Root River, the South Fork Root River, and groundwater. Ric Zarwell, President of the Allamakee County Protectors, objected to the planned hauling route, stating that two portions of the route would be on county highways, not state highways. They point to the fact that the destination, the processing plant at New Albin, Iowa has only been proposed. The Allamakee County Board of Supervisors has placed a moratorium on silica sand mining and processing in Allamakee County as of February 4, 2013. Similar comments were provided by Allamakee County Zoning Administrator Thomas Blake. Comments from the Minnesota Department of Health concerned ground water quality, air quality, truck traffic, and a health assessment impact. It was recommended that the reclamation plans be revised, wells be monitored, and an initial baseline sampling be completed of nearby wells. Both the Minnesota DNR and the MPCA commented. The MPCA suggested there was a need for additional information and detail to evaluate potential cumulative effects citing other mining projects in Winona and Fillmore Counties. It should be noted that most all of the comments concerning the hauling route or destination were on the route to New Albin, Iowa, which is a secondary destination. Currently, the destination for product from the existing mine is Winona. All comments can be reviewed in their entirety at www.co.fillmore. mn.us/ Click on Departments, Zoning, and EAWs. Graves said the zoning office will type up answers and get them back in the near future. The EAW summary suggested there would not be a detrimental

effect on nearby Grebbin and Nepstad Creeks, including quality, quantity, and temperature. No hazardous materials will be introduced to pollute ground water. Admittedly, there will be an increased probability of sinkholes with the removal of most of the St. Peter Sandstone. But, it was suggested that measures can be taken to minimize sinkhole formations. Pavement impact fees will be assessed to offset wear of roads. At present, mining and transport of materials have not been shown to be a public health concern. Known health effects from airborne silica have been shown in settings where exposure is concentrated. Next Step An EAW is prepared to determine whether an EIS is necessary. Fillmore County is the responsible government unit (RGU) concerning the Rein Quarry. After the zoning office responds to comments and questions, the

county board has to make a declaration that an EIS is or is not required. Board of Adjustment The Board of Adjustment met for the first time in 2013 on February 21. Gary Ruskell was elected chairman and Brad Erickson was elected Vice-chairman. Meetings will continue to be scheduled at 7:00 p.m. on the third Thursday of the month. The board granted the request from Larry and Margaret Miller for a 40-foot variance to construct a replacement shop/office nearer to the center line of the road than county zoning ordinance Section 604.05 (2) (b) allows. The ordinance requires a 73-foot setback from the center of the road. The property is located in Section 35, Canton Township and is zoned Ag. Larry Miller said the old building will be removed to build the new 60-foot by 80-foot building. He added that the township was OK with the variance.

Obituaries Arthur (Sonny) Boyum Athur (Sonny) Harris Boyum Jr. 76, went to be with the Lord very peacefully February 25, 2013, with his family by his side. He was born November 16, 1936, in Rushford, Minn. to Arthur Sr. and Helen (Johnson) Boyum. He is survived by his three children Jamey (Tina) Boyum and son Nathan, Longview Tex.; Randy Boyum, Denver, Colorado; and Kristin Boyum; sons Damian and Dimitri, Boca Raton, Fla.; and his children’s mother Donna Boyum, Avon Colorado; his siblings Ross (Sharon) Boyum, Nancy (Dean) Brown and his niece, Michelle, and nephew, Daniel. He is preceded in death by his parents, nephew Brian, and his companion Christine Furticella. Art’s early years working on the family farm eventually gave way to life as a salesman, and he could probably sell water to fish. Except that all fish feared him because of his relentless hobby as a fisherman. So he decided to make money by going into seed corn sales. After all, he grew up with corn. The seeds eventually landed him in Colorado where his love of the land and water led him to Jeep trails and days of skimming across the water on skis and on skates. He eventually became a supreme roadside chef, serving roasted corn and baked potatoes to thousands

of people in locations throughout the midwest and southern United States. He hadn’t sold an ear in years, yet some still ask about him about his corn even now. His love of sports cars was only matched by his love of his Australian Shepherd Andy who spent many hours as his co-pilot. His later years with Christine were filled with travel from the Gulf Coast to Minnesota, stopping often to toss coins into slot machines, to wonder at the flight of eagles, and to eat many fried pickles. Art was a farmer, a salesman, an entreprenuer, and a better father than he ever realized. Memorial Services were held Wednesday, February 27, 2013, at Hoff Funeral Home. Burial was at Arendahl Cemetary followed by lunch and fellowship at Arendahl Church. Memorial contributions may be given to the family. Alta Lucille McCarthy Alta Lucille McCarthy entered Eternal Life on February 24, 2013, at the age of 70. Resident of Glendale, beloved daughter of the late Arthur and Lucille Simonson, loving and devoted wife of Alta McCarthy the late John M. McCarthy, dear sister of Janice (Charles) Winch
and James (Rita) Simonson, and sisters-in-law Maxine Simonson and Joyce Simonson. Further survived by nieces, a nephew, other relatives and many good friends. She was preceded in death by her two brothers, Jerome Simonson and Lyle Simonson. Alta was a 1962 graduate of Luther College, a member of the Delta Kappa Gamma and a longtime member of the Glendale Women’s Club. Alta had a true love for life; it was always evident through her contagious and unsurpassed laughter. She was a dedicated educator whose influence went far beyond the classroom. Alta loved her students and made a point of always staying in touch with them as years went on. She loved to coach in the school sports programs and enjoyed being involved in directing the school variety show. Alta believed in what she did, she was a strong advocate for teacher rights, serving many years as a negotiator for the Whitefish Bay Teachers Association. Alta was always up for broadening her horizon, traveling and learning about the different parts of the world helped make life complete. Her numerous adventures and stories of her travels gave her much to share. She was an avid sports fan and was always up for cheering the Brewers and Packers onto victory. Alta would go the extra mile for anyone in need; she was a true gift to this world. She will be deeply missed, forever

Elaine was born to the late James and Elsie (Bigalk) Johnson on May 19, 1932, in Harmony, Minn., and lived in the Harmony area throughout her life. She attended Harmony High School and married Gordon Michel on November 11, 1948. In her young adulthood, Elaine was a farm wife and mother. Later in life she enjoyed collecting dolls and reading, particularly history and biography books. She researched her family genealogy and organized boxes of family historical documents and photographs. Family was very meaningful to her, and she will be remembered for all her handwritten letters, cards, and thank you notes. Elaine was enthusiastic about her grandchildren’s school activities, and eagerly followed her grandson’s and great-grandson’s wrestling events. Elaine is survived by her sister, Shirley Petri of Owatonna; four children, Susan (Paul) Dye
of La Mesa, Cal.; Michael (Janna) Michel of Rochester, Minn.; Patricia Berg of Cresco, Iowa; and James (Deb) Michel of Rochester, Minn. She is also survived by 13 grandchildren, 16 great-grandchildren, and many nieces and nephews. She was preceded in death by her parents, James and Elsie Johnson, her husband Gordon on May 17, 1972, her significant partner James Johnson, and her sister Evelyn Eddy. A memorial service was held at the Harmony Manor where she resided for the past 10 years on Sunday, March 3, 2013. Nina Helen Miller Nina Helen Miller, 85, of Rushford, died Friday, February 22, 2013, at Gundersen Lutheran Medical Center in La Crosse. The ninth child of eleven siblings, Nina was born November 6, 1927, in La Crosse to Simon and Inga (Almus) Christianson. Nina Miller She attended school in Mindoro, WI. On December 30, 1950, she married Warren “Bud” Miller. Nina was a member of the Rushford Lutheran Church and American Legion Auxiliary. Fillmore County Sports Wrestlers represent By Paul Trende With the Chatfield wrestling team already heading to state as Section 1A’s representative, it only figured the Gophers would have multiple wrestlers challenging for individual state births. Given, L-A/R-P, FC/L/M-C, and GM/LO/K each have individual studs in their own right, it only figured the squads representing Fillmore County (and their respective schools) on the mats would be well represented at state. Figures were correct. No less than 13 countylinked athletes fought their way to fight again on Minnesota’s biggest prep wrestling stage. Naturally, the Section champion Gophers were the best represented. Joel Viss and his assistants were
busy men on Saturday the 23rd. The Gophers had individuals reach the semifinals at each of the first seven weights. Nine total Gophers (of 14 weights) made their semifinals. Winning section individual titles were the Friederichs boys, Hank, the 120-pound champ (sophomore, 42-1 record), and Harvey, the 132-pound champ (junior, 41-2). Joining them was the coach’s son, Justin Viss, the 195-pound champ (senior, 32-7). That trio wrestled in eleven matches, recording nine pins (Hank and Justin won their finales 6-3 and 5-3). Those two were state qualifiers a year ago, finishing 5th (at 106) and 6th (195) respectively. Jared Goldsmith (106), Alex
Fillmore County District Court On February 11, 2013, Mallissia Kaye Carlson, 40 of Chatfield, appeared before Judge Robert Benson at the Fillmore County Courthouse. She was charged with two counts of Deprive Another custodial/ parental rights- conceal minor, two counts of Deprive Custody/parental rights- refuse to return minor, and two counts of Deprive Custody- cause child being runaway, each with a maximum penalty of four years, $8,000 or both. She was
also charged with giving tobacco to a person under 18 and obstructing the legal process. In October, a woman reported her 14-year-old son missing. She later allegedly received a phone call from Carlson, who allegedly told her that her son was safe and being taken care of. The mother told police she believed Carlson had her son at her house. Carlson had allegedly been keeping him at her home. Carlson was released on her own recognizance with
Haffner (138), Ryan Meeker (145), and Cody Bly (170) each made it to their respective finals. Goldsmith (sophomore, 37-5) lost 8-4 to K-W’s Jared Clawiter. Haffner (junior 39-2) lost 3-2 to Z-M’s Mitchell Watkins. Meeker (sophomore, 30-12) won a pair of OT decisions leading up to a 3-1 loss to Lake City’s Shane Siewert. Bly (junior, 37-4) lost 2-1 in 3 OT’s to FCLMC’s Niko Anderson; the third meeting between the two. Anderson won two previous exchanges both 5-3 (once in OT). He owns three of Bly’s four defeats. Goldsmith and Meeker were crowned section runners-up without having to wrestle another match. Haffner beat K-W’s Trent Brossard 3-2, and Bly pinned Z-M’s Dillon Downes, in true 2nd place matches, to earn their
trips to state. Haffner was a state qualifier last season. Finally, A.J. Riley (126) took the longest route to state. He (junior, 41-3) lost a 3-1 OT affair in the semis (to Goodhue’s Kyle Drehmel), and then notched three straight wins (7-0, 7-1, 6-1), the last in the true 2nd place match, to secure a state seat. Of the nine Gophers semifinalists, only Ty Van Sickle (113) didn’t finish 1st or 2nd (earn a trip to state). He finished 4th. Anderson (junior, 34-1), Connor Hanson (132), Tom Henry (160), and Monty Holm (182) made the semis for FCLMC. Anderson, via a couple close decisions (3-1 in semis over Downes, the 2-1 3-OT affair with Bly), was crowned 170pound champ. He is the first FCLMC state entrant since Blaine Coyle (2009). Hanson and Henry
each took 3rd. Holm took 4th. Viss is the only senior of the county Class A state qualifiers. In Class AA, L-A/R-P will send three wrestlers to state. Jordan Theede (junior, 25-1), whose career wasn’t a certainty at the season’s onset per concussion issues, is the 1AA 160-pound champ. He pinned his way to the finals and then downed WEM/JWP’s Brady Ayers 7-2 for the title. It’s Jordan’s second consecutive, and third overall, state trip. Greg Johnson (senior, 30-7) also fought his way to a repeat state appearance. He made the 182-pound final, but lost 12-4 to Byron’s Brian Bertram. It put him in a true second match with familiar foe, GMLOK’s Wyatt Richardson. The wrestlers each beat one
$8,000 unconditional bail, and she must not go within 200 feet of the child’s school or residence. Angela Lynn Stewart, 28 of Spring Valley, also appeared before Judge Benson. She was charged with Burglary in the 3rd Degree- steal/theft- take/ use/transfer movable property with no consent, which has a maximum penalty of five years, $10,000 or both. Stewart was allegedly part of an incident in which she and two men broke into a shed and stole a variety of tools from someone. She was
released on her own recognizance with $10,000 unconditional bail. Brett Michael Alderman, 22 of Harmony; Annie Laurie Ellis, 30 of Spring Grove; and Robert Blake Hughes, 32 of Harmony; were all charged with Cemeteries- Damages/destroys/mutilates or injurs human burials or burial grounds, and Cemeteries- without consent disturbs ground or removes human remains, both of which have a maximum penalty of five years, $10,000, or both. They were also charged with Cemeteries-
removes tombstone, monument or structure public or private, which has a maximum penalty of one year, $3,000 or both, as well as Damage to Property in the 3rd Degree- trespass/found on premises. The charges stem from an incident in which all three were said by an anonymous caller to have been seen at a cemetery where they allegedly tipped over a gravestone and damaged some plants and ornamental figures. They were released on their own recognizance with $10,000 unconditional bail.
Root River program to get new Occupational Therapy services

but that has ended. They are currently looking at options to acquire services elsewhere. The Autism Specialist they currently have is also an Occupational Therapist, so they have extended her contract for now. They have checked with Stanley Jones and Associates in Rochester, and

Personnel The board approved the resignation of Ryan Scheevel as the Summer Rec. Director. They also approved the resignation of Christina Bothun as the ECFE (Early Childhood Family Education) Parent Educator, and Jaslyn Kramer from One Block at a Time daycare. Additional spring sports coaches were approved. Head coaches had been approved at a previous meeting. David Broadwater will be coaching B-squad baseball, Kyle Rundquist 8th grade baseball, and John Holger 7th grade baseball. For softball, Mensink said there are good numbers this year, with 16 signed up for grades 9-12. Travis Malley was approved for 8th grade softball, and Jessie Powell for 7th grade softball. Aaron Mensink will coach Junior High boys golf. The board approved an open enrollment request for a student living in Wykoff. Jackie Whitacre was also approved as the spring play director. Principal and Dean Reports Dean Chris Mensink reported that Katrina Bergey tied for
15th in the individual round at the Math Wizards competition. There was a Father-Daughter dance on Feb. 11 that had over 100 girls attend, and the 1st graders had their VIP lunch on Feb. 15. February is I Love to Read month, and the students have been participating in many reading activities. Principal Heath Olstad said the seniors are getting close to their trip, and the senior raffle went very well. He gave thanks to the community for their continued support. Board member Sue Sikkink commented that the basketball fundraiser for Alex Scrabeck was amazing, and thanked the people who were involved from the community and even surrounding towns. School Calendar Superintendent Richard Keith presented the board with a proposed calendar for the 20132014 school year, which is much

like the calendar for 2012-2013, with the exception of beginning school after Labor Day. There was some discussion about possibly changing the staff development times. Right now they have one Friday each month the kids are released early to allow for three hours of development time. Keith mentioned that some schools have a onehour late start each Wednesday instead, but the faculty was not in favor of the idea. Board member Emily Ellis said she has received comments from parents who were concerned there were too many early outs in one month, and Keith said they would work to make sure those days off were staggered throughout the year.

For GMLOK, Lucas Roe (senior, 38-2) headlined the mat action by being crowned 1AA champion at 152. He survived his semifinal match with K-M’s Andy Bigelow 1-0 (before getting a pin in the finals). Roe returns to state (he did not place last season). GMLOK had four semifinalists. Richardson took 3rd. Jace Bunne (a non semifinalist at 126) and Parker Hale (138) each finished 4th. Semifinalist Blake Olson (132) took 6th. Girls Sub-Sections It’s not March, but it’s getting close. That naturally means the ‘madness’ of post-season basketball. Every game means so much more. A loss means the end of the road. And after just quarterfinal action, two-thirds of the county’s girl’s basketball teams were turning in gear. Fillmore Central and Lanesboro had to play their way into the final eight in Sub-Section 1A. The 7thseeded Falcons (6-19) hosted 10th seed Houston (5-18). FC put up a season-high 82 points (21 better than their previous best, 61 versus W-K). That was enough to
best the Hurricanes, 82-72. Four Falcons reached double figures. Senior Jordan O’Connor, in her last home game, had a seasonhigh (career-high) 23 points (5 of 9 three-pointers). Morgan Malley added 18 and Sammi Bakke 13. Eighth grader Kenzie Broadwater stuffed the stat sheet (11 pts, 7 rebs, 7 stls, 4 assists). Eighth seeded Lanesboro (7-18) used its inside play to take down 9-seed Schaeffer Academy (6-18) 58-48, their third win over the Lions this season. SA had little answer for Burro post players Olivia Haug and Alisa Warnes. Haug (a sophomore) had the game of her young career (20 pts, 14 rebs). Warnes played well in her last home game (18 pts, 7 rebs). Lanesboro had 17 offensive rebounds and 23 second-chancepoints. Senior PG Johanna Bearson had 10 points, 6 rebounds, and 5 assists. Those two teams got the SubSection’s top two seeds. RushfordPeterson (#1, 13-12) thumped Lanesboro (#8, 8-18) by a final of 73-22, ending the Burros season at 8-19. R-P got contributions from everywhere. Amy Todd (16), Mariah Mueller (14), and Kendra Crawford (11) all reached double figures. Seven Trojans had six or more. Haug and Bearson each had six for Lanesboro. The score would’ve been worse had the Trojans not made just 13 of 34 FT’s. FC (7-19) got the same kind of treatment from 2-seed Spring Grove (20-6). The Lions used balance (five in double figures) to down FC 69-30, SG’s 13th win in a row. Morgan Malley (7 pts and 8 rebs) led the Falcons. They finish the season with a 7-20

In other news, long-time R-P teacher Craig Colbenson has tendered his resignation, following the completion of the school year. Colbenson, the Minnesota Association of Soil and Water Conservation District 2009 Teacher of the Year and Minnesota FFA Hall of Fame member, has been instrumental at the district, particularly with Ag and
FFA. He has taught in the public school system for more than 37 years. Art teacher Cherlynne Krueger has also resigned at the end of the 2012-2013 school year, primarily due to her recent engagement. “It’s sad to see those members who have made such an impact

retired as a supervisor on March 15, 1998. In her spare time, she enjoyed sewing, baking and decorating cakes, and playing bridge with her friends on Tuesday afternoons. Nina enjoyed spending time with her family, especially grandchildren and great-grandchildren. Nina is survived by her sons, Bill (Joyce) Miller of Rushford, Bob Miller of Minneapolis, and David (Tiffany) Miller of Isanti; six grandchildren and three stepgrandchildren; two great-grandchildren; sister, Evelyn Gilbertson; brother, Manley Christianson; sister-in-law, Marilyn Davis; and many nieces and nephews. She is preceded in death by her parents; husband, Warren in 2005; four sisters; and four brothers. Memorial service was held on Tuesday, February 26, 2013, at Rushford Lutheran Church. Reverend Roger Michaelson officiated. A private graveside service will be held in the spring in Rushford Lutheran Cemetery. Laura Joanne Zeccardi Laura Joanne Zeccardi, 28, of

Minneapolis, passed away peacefully Sunday February 24, 2013, at the University of Minnesota Medical Center in Fairview. Laura was born to parents, Alan V., and Linda J. Zeccardi in Poughkeepsie, New York on January 5, 1985. Laura moved to Chatfield in 1988, attended Chatfield Public Schools, and graduated from Chatfield High School in 2003. She graduated from Macalester College in 2007 and New York University in 2009. Laura worked at the Minnesota Historical Society as a Program Specialist for the History Day Program. Laura loved her family. She loved her friends, she loved education, she loved her work, and she loved exploring, teaching, and preserving moments in history. Laura was an originator and a caretaker. She loved cultivating plants and raising animals while absorbing, engaging, and capturing the seasons she treasured at her homes. She loved to be in the kitchen. Laura loved to knit endless skeins of yarn for her and others to sense the enthusiasm, kindness, and warmth of something made with her mind, her hands,

Her soul mate, Andrew Marzoni, of Minneapolis, survives Laura. Cousins, Lisa Tyler, Matthew DePaolo, and Edward, Joseph, and Deborah Zeccardi also survive Laura. Her maternal grandparents, Charles and Eleanor DePaolo, her paternal grandfather, Americo Zeccardi, and uncle, Robert Zeccardi preceded her in death. A Remembrance and Honoring of Laura’s Life was held Sunday March 3, 2013, at Chatfield Lutheran Church in Chatfield. Riley Funeral Home in Chatfield was in charge of arrangements. Past participants expressed that they have benefited from the useful, research-based, and timely information the University of Minnesota Extension brings to these meetings and the open discussion format designed to encourage audience participation. This program targets crop management information for producers and Ag professionals. Registration is $25 which includes lunch and handouts. USDA is actively involved in research on the long-term impact of climate change, to develop adaptation mitigation strategies. These issues are also high on Minnesota Farmers Union’s legislative agenda.

Time flies when you’re having fun By Kirsten Ruen All my high school career leading up to this year I have heard multiple graduates say, “Senior year goes by in a flash. Make sure you cherish every single moment!” I didn’t think it was true. How could nine months fly by in a snap? Every other year of school Kirsten Ruen seemed to pass at a steady pace. Little did I know that what they have all been saying was actually true. I look back to September and October of this year. The days seemed to pass by normally to me: first and second hour classes drug on, followed by a quicker third, fourth, and fifth hour. After lunch, the last three hours seemed to ease by, just like every other year. I kept thinking to myself that the “speedy senior year” was a figment of their minds. On the opposing, this year seemed as if it was going slower than usual. The next few months passed in parallel; but then February hit. The school days started to pass by in a blur. I couldn’t remember what happened on which day, where the hour had gone—I then realized that their analogy was true. I find myself starting to daydream about elementary and junior
high years; all of the hilarious memories, awkward moments, and classroom discussions. Everything about this school, my classmates, the teachers, they all have such a great sentimental value to them now. This place is where we all grew up, who we grew up with, and who helped us grow. It is hard to believe that I have spent thirteen years with most of my classmates. From the KTTC field trip in second grade to the greatly anticipated sixth grade class trip to the State Capitol in St. Paul with Mrs. Peterson, we all have grown so much. And six years later, we are about to depart on our Senior Class trip to Washington, D.C. We will create more memories that will last us a lifetime. These last few months at LHS will be the final time our Class of 2013 will be together. No matter what, someone won’t be able to make it to a class reunion, whether they be busy with new jobs, starting families, or just simply cannot attend. Graduation will be the final day we will all be together as a class. I will savor every moment I have with my classmates from here on out, no matter what may come our way. Kirsten Ruen is a senior at Lanesboro High School. She is one of 8 area students participating in the Journal Writing Project, now in its fourteenth year.
Katelyn Ristau 2013 Minnesota Simmental Queen
The Minnesota Simmental Association is excited to present Katelyn Ristau, daughter of Doug and Deb Ristau of Preston as the 2013 Minnesota Simmental Queen. She was crowned at the 40th annual MN Simmental Banquet held on February 22 in Rochester, Minn. She was selected as the new Queen on the basis of a speech entitled “It’s an Exciting Time to Be Simmental,” her poise and personality, and knowledge of the Simmental breed. Katelyn will be representing the MN Association by attending cattle shows and fairs, and acting as a spokesperson to promote the Simmental breed and to educate the public about beef in general throughout the year. Katelyn is a very active and enthusiastic about the beef industry. She is involved in the commercial production of Simmentals on her family farm and enjoys showing. Katelyn has been active in 4-H and FFA by participating and mentoring in the beef project. Katelyn is a member of the Minnesota Junior Simmental Association. She exhibits cattle at

the Fillmore County fair as well at the Minnesota State Fair. Katelyn is a sophomore at South Dakota State University, Brookings, pursuing an Ag Business major, and involved on campus with the Block and Bridle and Little International organizations. The Minnesota Simmental Association is comprised of producers around the state as well as those close to our borders. The 40th Annual meeting was held Friday followed by the Junior Association meeting and banquet. Weekend activities culminated with the sale of Simgenetics on Saturday at the Olmsted County fairgrounds. Breeders from across the state offered sixty lots that were auctioned off. This year’s sale featured exceptional bred females, show heifers, herd bull prospects, several embryo packages, flushes, as well as the Pick of Brandt Farm Bred Heifers. •Contractor shall provide ambulance service on a 24-hour basis 7 days a week. In the contract there are insurance requirements with limits of not less than one hundred thousand for bodily injury or death of one person, and five hundred thousand for bodily injury or death resulting from any one accident and for the sum of at least fifty thousand for damages to property from any one accident. Under the terms of the agreement, the county will make one payment for a total of $4,500.00 for the period through December 31, 2013. The county will also furnish a 24-hour answering service and dispatch service through the Sheriff’s Office. Coming on the heels of the approval of the contract with Fillmore County was a letter sent to the City Council from Ambulance Director Jim Cooper. He stated, “Our scheduling problems have continued to grow.” He cites the fact that they have 25 people on the roster, 15 who work out of town, and eight who live out of town. “Our current EMT classes will only have one person who lives in town and one person who lives out of town.” Cooper is propos-
ing a First Responders course to fill in the times 6:00 AM and 9:00 AM and in the afternoons from 3:00 to 6:00. The training for the course is approximately 60 hours and there is a “much easier examination process.” The council approved Cooper’s request to train and hire four first responders. Mark McBroom of Chatfield sent a letter to the council offering to sell a piece of property adjacent to the city’s property. The legal description of the property is “CC THAYER & COS ADDITION LOT-004 W 13 ¼ R OF LOT 4 CC &CO ADD.” It is situated north of Park in SW Spring Valley near the creek. McBroom offered to sell his lot to the city for $3,000.00. Under current policy, the City is restricted to the assessed value of $1,300. A motion was made to make the counter offer of $1,300.00. Librarian Dianne SwensonSikkink presented numbers to the Council on use of the library. In 2012 there were 31,011 users and 2,695 borrowers. 1,435 came from the City and 1,112 from the County. The number of e-book checkouts was placed at 1,443. Computer use is at 7,317, 4,325 from the city and 2,168 from the county. 824 visitors made stops to the library. During my travels to Rushford, I always feel like I am entering a village in the foothills of Switzerland. Truly picturesque! Well, on Tuesday, January 15, 2013, I had the pleasure of meeting up with Peggi Redalen for lunch at The Creamery in Rushford, Minn. Peggi coordinates all of the advertising sales and marketing efforts for Rushford, Rushford Village, Peterson, Houston, and Winona for the Fillmore Coun-
ty Journal, Visit Bluff Country Magazine and Daytripper. Since Peggi is involved in the Rushford Area Chamber of Commerce, the Rushford Branding Committee, and the very popular ExpoCulinaria, I always appreciate gaining her perspective on how our newspaper can better serve the region. While we conversed, I ordered the daily special, which was an enchilada partnered with a salad covered in a raspberry vinaigrette dressing. It’s right next door to the Historical Society and it has been “an eye sore” according to City Administrator Deb Zimmer, and was recently torn down. Howard had approached the council to see if he could replace the garage at its current location within the next five-year time period. According to Zimmer, he could have rebuilt it if he would have left part of it standing. The council approved the five-year window in rebuilding the garage but will need approval on the project. “You thought raising chickens in the city limits was going to be an easy task, didn’t you? Well, there has to be some regulation to keep in the tradition of ‘red tape.’” The city council will be holding a public hearing on the proposed Chicken Ordinance. I thought you would enjoy refreshing your memory on what all the clucking is about. First of all there has to be definitions. Most of us know farm animals but did you know that this included cattle, horses, mules, sheep, goats, swine, ponies, ducks, geese, turkeys, chickens, guinea hens and honey bees? The principal player is; “a chicken.” This definition is pretty easy. A chicken is well known for their pizzas, I am always interested in trying the daily special at most any restaurant. My meal arrived along with a welcoming smile from the waitress. As I enjoyed my enchilada in the backroom of the dining area, I was reminded of the first time I dined at The Creamery. Back in 2009, that backroom of The Creamery had a full house with locals coming to see the Minnesota Twins Caravan. Since I grew up going to Twins games with my father, becoming a very proud Twins fan back in 1987 and 1991, it was a memorable experience to meet with rookies and retirees from the Twins organization at The Creamery -- something I’ll never forget. And, I’ve been there many times since, primarily because owner Deb Kitchens runs a wonderful restaurant. They have great food, outstanding customer service, and an authentic experience. In this historic building dating back to 1915, The Creamery and the adjoining Nordic Lanes can best be described as a centerpiece for Rushford. They provide something for everyone with both a restaurant and a bowling alley, which offers a spectacular family fun experience as well as a great place for a couples night out on the town. On this cold day in January, I enjoyed a great conversation coupled with great food. Rushford has a lot going in their favor. The Creamery is one of those bright spots. means a domesticated bird that serves as a source of eggs or meat. Other definitions include “Brooding, coop, run, and a clear separation between a hen (a female chicken) and a rooster, (a male chicken).” There are regulations that define “keeping.” This means you can’t keep or harbor any animal not in transit except farm animals that are kept in an agriculture designated area. Now the chickens have rights too, such as the stipulation that you can’t put your chickens in a show, let them march in a parade, or to keep them for scientific purposes. The fenced-in area restricts chickens to a four-foot height and are not allowed to “trespass” by being driven or walked over any grass, turf, boulevard, city park, cemetery, garden or lot without specific permission from the owner. For those animals in transit, they have to be confined in a cage and restrained by means of bridles, halters, ropes or other means of individual restraints. Of course, we’ve all seen chickens wearing bridles. Now, we get into the paragraph labeled “Chickens Limited.” This makes it unlawful for any persons to own, keep or maintain hen chickens in the city unless the property is in the rural resident zoning. The ordinance does not

permit chickens in the R3 or R4 zoning areas. The R3 and R4 is for multiple housing. Zoning certificates are a necessary piece of paper to have. No zoning certificate shall be issued for more than six hen chickens or one chicken per 1,800 square feet of lot size. There are no provisions in the ordinance for roosters. The red tape gets higher. You need a permit to own, keep, harbor or have custody of any live chickens. To get the permit, you need to have a scaled diagram with the location of the chicken coop or run (refer to definitions) on the property, distance from the coop or run to adjacent buildings not located on the property and a completed application which includes written consent of one hundred percent of the owners or occupants of privately or publicly owned real estate that is located adjacent on the outer boundaries of the premises for which the permit is requested, or in the alternative, proof that the applicant’s property lines are one hundred fifty feet or more from any house. Mayor Struzyk indicated that he had read the proposed ordinance three or four times and was wondering why pheasants weren’t included. The council will be soliciting input from the public in the form of a public hearing to get the ordinance explained.

I received a bottle of wine for Christmas from the Four Daughters winery. I was able to choose between white or red. Selecting the wine choice brought back an old memory from years gone by. Many years ago when my husband and I lived in Silver City, Iowa, and I worked for the Treynor Iowa School District. I was the secretary for the High School Principal, the Guidance Counselor, and the Athletic Director. I worked 9 ½ months out of the 12-month year. I got my summers off and I loved it!! I ended up taking a parttime job during those summer months working as a waitress for a small but elegant supper club in a nearby town. The supper club
(the owner preferred the words supper club over restaurant) had a small six-seat bar with a beautiful waterfall in one corner. I usually worked Thursday, Friday, and Saturday nights. We were closed on Mondays and Tuesdays but would do private parties upon request. Instead of a salad bar we served a “relish/ cracker” platter. It held several kinds of raw vegetables with homemade veggie dip and also homemade cheese pate spread for the assorted crackers. This plate was followed by the soup of the day, a dinner salad and then the main entrée. Desserts were also offered. One particular Monday evening, the owner asked if I

We were informed ahead of time that wine would be requested with each course so I needed to brush up on the wine selections and remember which wine goes best with which entrée. We arranged the tables so all the priests could see and visit with each other. The tables were set up very formally with all the necessary glasses and silverware and our best linen tablecloth and napkins! We polished the silver buckets that would be holding the bottles of wine and iced them down. We were ready to go!! Once everyone had arrived and was seated, I began serving the glasses of ice water. Immediately after that I passed out the dinner menus and explained what the special of the evening was. I then asked them if I could bring them a bottle or two of wine for them to enjoy while

they were reading the menus. The priest, who was in charge of the party, spoke right up with, “Yes, that would be lovely. We would like two bottles of Blue Nun.” I looked at him and without thinking replied, “Yeah right, and I would like a Purple Jesus!” There was dead silence as all the eyes in the room, including the owner’s, were on me and then suddenly the entire room erupted into laughter!! The owner casually took my arm and ushered me into the kitchen area. He looked at me and said, “Blue Nun is the most EXPENSIVE wine there is! It is not on the menu because most people can’t afford it!” My jaw dropped down, my face turned beet red, and I said “You have got to be kidding!!” No one had every told me about Blue Nun!! I just thought the priest was being funny!! As the owner got the two bottles of
Blue Nun opened and I let the red color fade from my face, I got myself ready to go back out to the dining room. I didn’t know what I would say or what those priests would say to me after my spontaneous remark! I carried out one bucket and the owner carried out the second. As we sat them down on their silver pedestals I cautiously looked up and all the priests were looking at me and grinning from ear to ear!! The priest in charge said, “Honey, we haven’t laughed that hard in ages! Thanks!!” I guess they thought my remark was very funny! Thank goodness!! The rest of the night went smoothly and they ended up leaving me the biggest cash tip of my life!! One of my co-workers brought in this recipe and we have all been trying it.
Burger ‘n Fries Pot Pie
1 ½ pounds of lean ground beef (at least 80% lean) 1 large chopped onion (about 1 cup) 2 T flour 1 can (14.5 oz) undrained diced tomates 1 cup shredded cheddar cheese 1 cup shredded mozzarella cheese 2 cups frozen crispy French-fried potatoes Heat oven to 450 degrees. In a skillet brown the beef and onion over medium heat, stirring occasionally, until beef is thoroughly cooked; drain off any excess grease. Sprinkle the flour over the beef and cook about 1 minute, stirring constantly. Stir in the tomatoes with juice and heat to boiling. In an ungreased 1 ½ quart casserole, spread the beef mixture. Sprinkle with all the cheeses. Arrange the frozen potatoes evenly in single layer on top. Bake uncovered for about 20 minutes or until potatoes are golden brown. Let stand 5 minutes before serving.

During these 3 – 4 days, refrigeration cases will be moved and NEW energy efficient refrigerated display cases will be installed for deli, packaged meat, dairy and milk. At times there will be loud noises for short periods and limited availability of fresh foods including produce, dairy, milk, packaged lunch meats and smoked meats on display. Our staff will do the best we can to have temporary locations for best-selling items. We understand this greatly reduces our ability to serve you in the way we’d like and apologize in advance and ask for your patience. Other updates….. New Handicap Accessible Restrooms – Available for use currently as they finish installing fixtures. Lanesboro School Board hears about Texas/Mexico trip By Mitchell Walbridge Lanesboro School Board members called to order their regular monthly meeting on February 21 at 5:30 P.M., a change from the regular schedule to accommodate the girls basketball tournament game with Rushford-Peterson. In addition to regular business of approving the January minutes and the typical assessment of the district’s finances, board members also had some unique items on the agenda. On the agenda, board members approved the staff seniority list, which is done annually. Superintendent Jeff Boggs explained how, in recent years, changes to the way the list was composed have encouraged staff to continue their education to high levels such as a master’s degree. Although negotiations occur, steps on a scale of one to fifteen are utilized to determine a teacher’s salary. Higher steps can be attained with a higher educational degree. Besides a
focus on the pay scale, board clerk Steve Snyder pointed out the importance that a well-educated staff can offer students, which is a high-quality education. In other business Superintendent Boggs read a resignation letter from high school choral instructor Robin Scheu. Scheu

Monday, March 4, 2013 has been part of the Lanesboro School district for the past five years after she arrived in the fall of 2008. She has taught senior high choir and elementary music classes. She will be moving to Madison, Wisconsin with her fiancée this summer. The board unanimously approved her resignation and expressed their gratitude for what she has brought to the Lanesboro School system and the students she has taught throughout her tenure.

summary of minutes February 12, 2013 County Board Meeting The Fillmore County Board met in regular session at the Courthouse in the City of Preston. All members were present. Also present were the Office Support Specialist, Sr./ Clerk pro-tem, and other department heads and staff, citizens, and two members of the press. The following resolutions were adopted by the Board: RESOLUTION 2013-005: Bluff Valley Riders Snowmobile Club 2013 trail grant RESOLUTION 2013-006: MN Housing & Finance Agency Family Homeless Prevention and Assistance Program application. The Board approved the following agenda items: • the amended agenda. • the following amended Consent Agenda: 1. January 22, 2013 County Board minutes. 2. February 5, 2013 County Board minutes. 3. Overnight stays for Auditor/Treasurer and Finance Officer to attend regional Auditor & Treasurer’s meeting in Morton, MN. 4. Overnight stay for Property Appraiser to attend MN Association of Assessing Officers agricultural committee meeting in St. Cloud. 5. Regular status for Heidi Knepper, Property Appraiser. 6. Resignation of Richard Dahly, Intermittent Part-time Deputy Sheriff. • decrease in hours for Public Health Nurse, Lead, from full-time to .08 FTE on a temporary basis. • membership payment to Southeastern Minnesota Association Regional Trails. • Board Chair signature of Conditional Use Permit application for Veterans’ Cemetery when ready. • re-zoning application and fee to City of Preston for Veterans’ Cemetery. • Change Proposal #19 with Schwab, LLC for Highway Remodeling project. • advertise for bids for Chatfield Township Bridge Replacement Project #SAP 23-599191. • advertise for bids for bridge replacement on CSAH 15, Project #23-615-013, Carimona Township.
