Prominent members of the Rushford’s council, the Rushford Area Chamber of Commerce, the Economic Development Authority, and the Rushford Area Branding Council were among the 30 gathered this past Monday to hear the results of “The Rushford Question.” As an area survey conducted by the Rushford Area Branding Council (RABC), “The Rushford Question” was a questionnaire mailed to a random 536 of 1700 households in the Rushford, Rushford Village, and Peterson areas. Intended as a way to generate buzz among social circles, those receiving the packet were asked to keep the question secret. Begun in December of 2011, the survey was concluded to tabulate results this past February. The
response to the survey was better than anticipated, with 25 percent of the total sample responding, when 3-10 percent is considered good on an average return. The presentation was led by Carolyn Dunham, who had conducted the survey efforts. According to Dunham, the single, open-ended question methodology was intended to seek input from residents for an area brand, as well as to encourage residents to begin talking and thinking more positively about their community. “It’s so essential to get some positive buzz going,” noted Dunham. “My approach is that of social capital; a capital that comes from the people. A community can’t depend solely of financial resources to flourish. Request for County to be fiscal agent for Greenleafton sewer By K aren R eisner kreisner@fillmorecountyjournal.com
Sheila Craig, Southeast Minnesota Wastewater Initiative, explained the community’s request at the board’s April 3 meeting to have Fillmore County act as the fiscal host for the Greenleafton Sewer Project. Craig said there has been an ongoing effort to have a community sewer system in Greenleafton started late in 2009. York Township had applied for and received a grant of $25,000 to study the current septic conditions in the community. A report was issued. Three current septic systems pose an imminent
threat to public health, several more are non-compliant. The township has also applied for a Total Maximum Daily Load grant which could cover up to 50 percent of construction cost. The deadline to apply for 2012 funding is past. Greenleafton was also eligible for a Small Community Wastewater Treatment Program grant which would pay another 25 percent of the cost. A loan would be necessary for the final 25 percent. A Subordinate Service District (SSD) has been established so only those residents within the district who would benefit would be charged. York Township supervisors
decided early this year to “not continue with the sewer project, feeling that it is too large of a project for them to be able to handle.” Therefore, the the community has requested the county act as the fiscal agent. The fiscal agent must be an elected government entity in order to accept state funds. If the county were to take over the project, they would be responsible for reapplying for grants and applying for the loan, overseeing the engineering and construction, and would own and operate the system. The Preston City Council at their April 2 meeting seemed to be in agreement that there are numerous streets needing repair or reconstruction in the city. City Administrator Joe Hoffman had asked Stantec Consulting Services (formerly Bonestroo) to put together a proposal for the completion of a pavement management plan. Stantec would evaluate roadway surfaces, drainage facilities and rate them along with providing estimates on construction and maintenance costs. Utilities will also be evaluated. These eval-

uations will help the city with long and short term planning. Hoffman explained that most of the city’s capital outlay is for street improvements. He acknowledged that they have had a lot of complaints from the public. Hoffman added they can only do so much patching, adding they know the streets are in tough shape. The only way to repair or reconstruct the streets is to increase the levy. Property owners may pay up to one-third of the cost in assessments. For the next three years the city is paying off existing debt at about $140,000 per year through 2014 and will finally pay off that debt in 2019. Councilman David Collett said we can’t wait that long. Mayor Kurt Reicks said it will cost more if we wait.

Hoffman noted that the city’s water and sewer rates are the lowest around and even if there was a 20 percent increase, they still would be the lowest rates in the area. Stantec will charge up to $7,500 for their engineering services to develop a management plan, if the council accepts the proposal. The council took no action this day. A representative from Stantec will be invited to the next meeting. The proposal will also be presented to the Utility Commission. C ommentary Knowledge without wisdom By Andrew Kingsley Do you think that in order to have the right to breathe air in this country, you should be required to purchase something from the government? Is there anything you do in your life that doesn’t in some way affect your health or the risks to it? There begins a slippery slope. After all, anything you do may add a risk to your health and may potentially cost the government more. What will they Andrew not have power Kingsley over? Lastly, do you think a bill that would affect us so greatly should be rammed through without having even one single politician read its 2,700 pages before voting on it? Like Nancy Pelosi told us with a photogenic smile, “We’ll have to pass it to see what’s in it.” That sounds reasonable. I have faith in our Constitution and know that requiring us to buy something in order to live here is so blatantly unconstitutional, it’s laughable. But when I hear talk of a “swing vote” on the Supreme Court and how political they’re making this, I begin to worry. They talk about the Court as though it’s a republican/democrat thing. Their job is to interpret the law, not make it or change it. The judicial branch is one of our last hopes in preventing the executive branch from swallowing the entire nation. Obama keeps saying to overturn his healthcare mandate would be judicial activism. News flash: upholding the Constitution is not activism, but rather a matter of duty. You know Mr. Obama, the Constitution, that thing you and the Supreme Court justices swore an oath to uphold when you so willingly took your offices. If you and some liberal justices detest Editorial Cartoon
our Constitution so much, than you were dishonest and deceitful in swearing that oath and taking your offices to begin with. And if the constitutions of other nations are so much better as you folks seem to think, no one is stopping you from moving. Hmm, but none of those better, more socialist countries that they love so much are the most prosperous, nor the most charitable nation on earth. We are. Mr. Obama believes that the way our country is set up doesn’t work and that it never has. How does he think he became president then? He’s soooo smart though. I would challenge Mr. Obama to find one shining moment in all of human history that wasn’t brought about by the same freedom he dislikes so much. I would then ask why he seeks to increase government’s role in every facet of my life. He’s not as smart as he thinks he is, for if he were, he would not treat us as subservient idiots. If he were wise, he would know that he is equal to you and me. It is amazing that in an age of unprecedented knowledge, we would cherish and exercise wisdom so little. Virtually all man knows is accessible at our fingertips. But it seems our knowledge has only led our leaders in politics, religion, and academia to new heights of arrogance, smothering any wisdom that could come from it. Many in science today maintain that all we have come to know about our universe is proof of no creator, essentially nullifying religion. Yet, our growth in knowledge leads to even more new questions than those it answers. Many in religion refuse to accept scientifically documented fact, delegitimizing themselves. Maybe this is good. Much of what many religions have become is bad. Most religions don’t even follow their very own teachings. Perhaps society’s need for religion is dwindling, but I say our need for Spirituality has never
been greater. I say that truly, all we have come to know in this world is as much proof of a divine source as against. I will not pretend to have attained knowledge or wisdom. I am just barely smart enough to know how much I really don’t know. Nevertheless, I do know we all have something inside of us that is not tangible nor understood by our knowledge. We have something that allows us to be moved, without us knowing why or how for sure. That is the voice we must listen to. That is the voice that tells us to help someone up who has fallen down, or to offer a hand to someone in need, or simply hold the door open for someone else. Every day, in every situation, we are given the choice as to how we will act and react. We decide how we will treat one another and like it or not, we are sharing this life together. We do not need to tell each other what to do. Nor do we need more laws telling us what to do. There has never been a law that actually stopped what it outlawed anyway. Our example to one another is much more powerful. Bearing witness to the good deeds of others has inspired much more in me than being told what to do or following “rules” ever could. Say you force your child to give “X” dollars to a charity every week. Of course they will do it, but regretfully and with contempt for you forcing them. What more than “X” dollars will that person probably ever give? Say you teach and demonstrate the power of giving to your child and watch, as one day you see them giving “Y” dollars, by choice and with joy. What limit will ever be put on what someone might give who believes in the power of giving. The first way wasn’t giving, it was taking. It took not only “X” dollars, but also took the Spirit away from the child. This is the difference between those who believe government should do our bidding for us and those of us who believe it must be “WE” who do our own
bidding. We all have the knowledge that we require food/water, shelter, and clothing to survive. But how many of us have the wisdom to recognize our need to be capable of independently providing those needs? “Give a man a fish, feed him for a day. Teach a man to fish, feed him for a lifetime.” The part I’ve always wanted to add is that if we keep giving people fish, why would they ever want to learn how to fish? What value would they see in learning to take care of themselves if they never thought they would have to? We know enough to not hand wild animals food, lest they become dependent on it and their population out of balance because of us. Yet, those who view themselves as righteous have no problem indefinitely enslaving huge portions of our society to their handouts. Are you really helping someone if you make them dependent upon you, or just making yourself more powerful over them? We undoubtedly should give our neighbor food if they are hungry, but if we really care about them, would it not be more beneficial to teach them to provide for themselves as well? We know how to talk with someone across earth using satellites in space, but have forgotten how to talk to each other. We can cure almost any illness, but don’t know how to care for one another. We can make a fortune without even leaving our office chair, but don’t even know how to provide the basic necessities for ourselves. We can text and tweet and facebook, but we can’t look each other square in the eyes. We have plenty of time and money to keep up our churches and their fancy gold belongings, but we rely on government to do

We added a little slogan “Where Fillmore County News Comes First” that signifies a big Jason Sethre promise. I live, work, do business and pay property taxes in Fillmore County. My children attend school in Fillmore County. For me, personally, we have something special here. Placing that slogan on the front page of our newspaper is like a declaration of our commitment to serving the communities that truly breathe life into the pages of this newspaper every week. Faith & Worship Over the past few years, we have added the Fillmore County Church Directory, listing all of the churches, their addresses, and their worship hours, every single week. Most newspapers
require advertising sponsorship of a feature like this, but as a churchgoer myself I know how much our local churches are struggling to make ends meet. Hence, we provide this feature free of charge. Along with the church directory, we have launched Faith & Worship pages that run periodically to give a tremendous amount of attention to specific church events, the history of a church or anniversary celebrations. We have 64 churches, big and small, in Fillmore County, and we need to support them. Patriotism Another thing that is important to me is sharing our patriotism. A few years ago, we started publishing the United States Flag in the Fillmore County Journal for respective relevant dates of recognition throughout the year. This has been received very well. We have had many readers call to see when the next flag is coming out in the newspaper. Some of our readers have complained that their flag has faded from hanging it in their window, and they want a new flag. Well, guess what? We have another one coming soon. Something for children You’ve probably also noticed that we’ve added coloring contests and weather art. I remember, almost in sync, receiving a

number of e-mails from mothers of young children requesting thatt we provide some opportunities for their children to get involved in the newspaper. So, we added coloring contests and weather art. Both have proven to be a joy for our staff and our readers. Sports I have to say that the Lanesboro Burros high school football team run for the state tournament back in 2010 really set the bar for our local sports coverage. Up until Paul Trende took the role of sports reporter, we had never had any representation of local sports in the Fillmore County Journal. And, then Paul came along and rescued us. He took nothing and turned it into something. Today, we receive regular comments indicating Paul is providing the best local sports coverage of any newspaper for the six school districts in Fillmore County. I cannot thank Paul enough for his commitment. He is a crafty and entertaining writer, and a database of statistical local sports talent references. Real Bites And, while I haven’t written a Real Bites article in quite some time, I still have people asking me when I am going to write my next one. To be honest, I had to take a break for two reasons: 1) my waistline was expanding, and 2) I had literally eaten at every restaurant in Fillmore County. But, with that said, we do have some new ones that have opened up in Lanesboro and Rushford, so I will be taking a stab at those with fork, knife and pen in hand. As a matter of fact, check out my Real Bites in next week’s paper. More color Interestingly, I had someone recently ask me why we no longer publish two separate sections. They thought we had cut back in our news content, which couldn’t be further from the truth. Actually, the only reason we ever went to two sections was because our printer could only publish 16 pages of full color in any single section. I believe everything looks better in color, and we have pushed the limits with color and our press capacity. Oh, what a relief it is to not have to publish two separate sections now. Honestly, it was like putting out two newspapers in the same day, based on layout parameters, every single frenzied Friday. Now, our new printer can print up to 48 pages with full color on every page. So, we may never have to split the newspaper into two sections. I should mention that switching to the new printer has modified our advertising deadlines.
We used to have a deadline of noon on Thursdays for advertisements, and that has now changed to noon on Wednesdays. Our commitment At the end of the day, Fillmore County news comes first to me and our entire team. But, that doesn’t mean I believe we are doing the best job we can do at all times. 143267 Bowl Drive, Peterson, MN ~ (507) 452-0622 Church/Pre-School ~Pastor Wade Davick January - April Worship Service 10:30 AM ~ Sunday School 9:30 AM Visit website for new schedule beginning in May - www.highlandprairielutheranchurch.org The Highland Prairie Lutheran Church mission statement: “Unified in Christian faith, we strive to be a loving and caring community, sharing our gift of Christ’s love in a compassionate way.” Highland Prairie Lutheran Church had its beginning in 1854 with Pastor U.V. Koren. The arrival of Rev. and Mrs. U.V. Koren provided Norwegian Lutherans their first resident pastor in six counties of Iowa and two adjoining counties in the then territory of Minnesota. This area had become the oldest permanent Norwegian settlement on the western side of the upper Mississippi. Our first church was built in 1865 with N.E. Jensen serving as pastor. In 1869 Rev. Kristian Magelssen was called as pastor. During his ministry, Highland Prairie membership grew to number more than 1200. In 1896, a new church with a seating capacity of about 500 was completed late in the year, just in time for Christmas services. Around 1914, during the pastorate of Rev. N.S. Magelssen (Rev. Kristian Magelssen’s son), many outstanding improvements were made to the surrounding church properties. The church park was enlarged and the plot surrounding the bowl was purchased. The congregation was supportive in making improvements on church property to such an unusual degree that visitors from far and near have exclaimed over its beauty and uniqueness. A large and stately parsonage was erected in 1916. In the early morning hours of Easter Sunday in 1973, a fire of unknown origin swept through and destroyed the 1896 church building. In the traditional moving-forward spirit, the congregation rallied, voted to rebuild and on September 22, 1974, worshipped in their new church building. In 1987, a Sunday school addition was completed that accommodates our 80+ children. Along with our beautiful country setting, Highland Prairie Lutheran Church sits on the edge of a song bird-filled park. The park is a landcaped plot of natural beauty bordered on the west by a native forest of oak trees. Beyond the white pergola entrance of the park, stands the Pioneer Memorial and not far from that is the bandstand. It is shaped like a huge flower and is nestled beneath an oak tree. Both of these structures are the artistry of Mr. Tarkjel Landsverk. Equally beautiful is the ladies’ building with its cozy porch and not far from there is the Pioneer cabin that was transported log by log from its original founation. A picnic shelter with k,itchen and a once-lighted ball diamond draws people to come and enjoy what once was. In the far northwest corner of the park is an amphitheater or “the bowl.” The bowl is actually a sinkhole and was the brainchild of Rev. N.S. Magelssen. The sides were terraced and seating put in place. The bowl has been the setting for many weddings, concerts and pageants. There are usually three worship services in the bowl during the summer where the acoustics are almost perfect. Those service times will be announced soon with the names of the groups who will be featured for those praise services. Today, on the site of the first two churches, there now stands a wayside chapel, a small-scale replica of the second church. Using salvage brick and held-over stained glass, the chapel was contracted in 1978-79. Over the course of our 158 years, we have shared a pastor with Elstad Lutheran Church. As a two-point parish we have been served by 14 pastors either as full-time or interim Pastors. Presently, Pastor Wade Davick serves the two churches and will be retiring at the end of June. Highland Prairie Lutheran Church is blessed to have an active and vibrant Sunday School with over 80 children in preschool through high school. Each year the children delight us with their Christmas program, country kids worship service and singing and playing the bells for various worship services. We have a Lutheran Youth Organization that is involved in the Feed My Starving Children project. They also assist with the annual meatball dinner, Lenten soup suppers and help with the church park and grounds maintenance. Organizing an Easter egg hunt for our youngest members and participating in the sunrise Easter service is a wonderful contribution as part of our Easter celebration. The women of the church have monthly circle meetings with a fellowship and Bible study time. The women work throughout the year sewing and assembling 100+ quilts for Lutheran World Relief. A quilt is sewn and given to each graduating high school senior as a token of love and affection from the church. Celebrating birthdays at the Good Samaritan Lutheran Home and honoring our older members with a summer celebration are held each year. Providing alter flowers and baptismal blankets are done month after month. Their biggest and most important fund raiser is the annual meatball dinner held in April. The entire congregation and everyone comes together to make it a success. We invite everyone to come and visit Highland Prairie Lutheran Church. Come and worship with us and admire the wood carving work of Halvor Lansverk that adorns the sanctuary. Walk around the park and grounds. Hear God speaking to you in the song of the birds and the whisper of the old oaks. It has been given to all of us.

Obituaries Laura Hatleli Laura Hatleli passed away on Sunday, April 1, 2012, at the age of 102 years, at the Woodbury Care Center in Woodbury, Minn. Laura D. Kramer was born on June 15, 1909, in Norwood, Minn., the daughter of Herman and Bertha (Buckentine) Kramer. She was baptized and confirmed at St. John’s Lutheran Church, Young America, Minnesota. Laura attended school at St. John’s Lutheran in Young America and Central High School in Norwood, Minnesota. She graduated from St. Olaf College in Northfield, Minn. in 1932. Laura was united in marriage to Ordean Cyrus “Cy” Hatleli on March 25, 1938. A daughter, Elizabeth “Betty” was born on May 22, 1940, in Rushford, Minn. Laura taught in many schools in Minnesota. She taught English and served as librarian in Rushford, where she taught for many years, and directed many school plays. In 2006, at the age of 97, she spoke at the Rushford Class Reunion where she said, “There are no bad children. You have to find the good in them.” This was her philosophy in teaching. Laura’s interests included traveling, reading, cooking, rosemaling and many other crafts. She and Cy traveled to western and mid-western states as well as Alaska, Mexico, Canada and Norway. After their retirement, Laura and Cy spent 21 winters in McAllen, Texas. She was preceded in death by her parents, husband Cyrus, and daughter Elizabeth. Laura was also preceded in death by brothers, Harold Kramer, Hilton Kramer, and sister, Olga Halvorson. She is survived by a sister, Helen Huser of Waconia, Minn.; sisters-inlaw; Ruth Kramer of Waconia, and Thora Hoiseth of Rushford; brother-in-law, Gordon(Betty) Hatleli of Rushford; two grandchildren; great-grandchildren; two great-greatgrandchildren; and many nieces and nephews. The funeral service was on Thursday, April 5, at Rushford Lutheran Church with the Rev. Roger Michaelson officiating. Burial was in the Rushford Lutheran Cemetery. Marguerite B. Richardson Runkle Marguerite passed away peacefully, Thursday, March 29 at the Winneshiek Medical Center Hospice in Decorah, Iowa at the age of 93. Marguerite was born November

October 22, 1930 in LaCrosse, WI to Theodore Ukkestad and Julia Oleson Ukkestad and was the youngest of five children. He grew up in Rushford and was baptized and confirmed at the Rushford Norwegian Lutheran Church and graduated from Rushford High School in 1948. During and after high school he worked on areas farms and later for Tri-County Electric Association. On January 16, 1951, he enlisted in the Marine Corp and served during the Korean War and was honorably discharged January 26, 1954. During that time he served aboard ship during the Suez crisis. While in Africa he marched in the Inaugural parade of President Tubman in Monrovia, Liberia. On June 22, 1956, he married Rachel M. Witt of Houston, MN at the Houston Presbyterian Church. For over 39 years Mush worked for the Minnesota Department of Transportation in the areas of surveying, construction, bridges and maintenance, retiring in 1991. Mush was also a member of the Masonic Lodge for 48 years and was a member of First Presbyterian Church, Rushford. Mush was preceded in death by his parents, sisters, Ruth Ukkestad MacKimm, Anna Ukkestad Killham and Elenore Ukkestad Killham. 22, 1918, in Cresco, Iowa to Carl and Hazel (Turnmire) Richardson. When she was 16 she moved to Canton, Minnesota with her parents, and has resided there since. She became a member of the Canton-Scotland Presbyterian Church in 1939. Her church and church family were very special to her. Marguerite married James Theodore Runkle in 1939 and divorced in 1943. They had James Theodore, Jr. She said her greatest accomplishment was raising her son as a single parent. She is survived by her son James Theodore Runkle, Jr. and daughterin-law Alice Runkle of Willis, Texas; two grandsons Mike and Mark Runkle; brothers Gene Richardson of Harmony, Minnesota, Russell Richardson and Gaylon Richardson both of Canton, and Mike (Bonnie) Richardson of Eden Prairie, Minnesota; and many nieces and nephews. She was preceded in death by her parents Carl and Hazel Richardson and a brother Carroll. Marguerite loved flowers. She would always be in a hurry to find that perfect basket or two to hang at her windows each spring. They gave her great joy. She also enjoyed crocheting, reading and good chocolate. The celebration of life was Tuesday, April 3 at the Canton –Scotland Presbyterian Church in Canton. Fellowship followed the service in the church basement. Private family burial be in the Bristol Center Cemetery.

and added onto their property tax statements. The board seemed reluctant to take over the project. Commissioner Duane Bakke was concerned that they would be obligating the county for decades. The loan for capital costs would probably be satisfied in 20 years. However, a second charge on Greenleafton resident tax statements for operation and maintenance would be ongoing. A separate account would have to be maintained for these funds. Bakke was also concerned about the precedent this could set for other similar communities within the county. Karen Schmidt, Greenleafton, explained the lots are too small for drain fields. She asked about alternative systems (advanced treatment systems) which could be installed in a small lot. Schmidt noted this type of system is not currently allowed in the county. She asked that they consider allowing the alternative systems. The systems would require a plan and regular inspections to maintain. They cost between $10,000 and $12,000. Otherwise, the community system is their only option. Residents can’t even sell their homes due to the non-compliant systems. Commissioner Randy Dahl suggested helping the community with the sewer project fits

into the county’s mission of protecting public health and safety. Commissioner Chuck Amunrud remarked “These homeowners are stuck.” He said, “I don’t know if we have any choice; these homeowners are residents of Fillmore County.” Amunrud insisted this is why a subdivision needs to be attached to a city. Bakke maintained we would be voluntarily taking this on. Chairman Tom Kaase said maybe York Township should reconsider. Craig noted this would be a closed system. Bakke said no additional homes can be built in the community. It was suggested a meeting be scheduled with the township supervisors and community residents at the Greenleafton Church to further discuss the issue. Section 8 Program Gerry Krage, Bluff Country Housing Rehabilitation Authority (BCHRA), discussed Section 8 (housing assistance payments) vouchers. In 1992 the Southeast Minnesota Multi-County Housing and Rehabilitation Authority (SEMMCHRA) was authorized to administer the program for Fillmore County. SEMMCHRA asked the six counties including Fillmore to reimburse them for administrative shortfalls earlier this year. BCHRA could administer the program with the help of Semcac. However, Krage said changing HUD vouchers is hard to

Other Business In Brief •Bakke explained that the payment to Dodge-Fillmore-Olmsted Joint Powers (DFO) is to be doubled in 2013. It is currently $180,000. He said the increase would require a two percent increase in the levy. Reserves were used to help pay increased costs in 2012. Fillmore County has about 300 to 400 residents on probation. Amunrud asked if the county numbers have increased. Bakke said they have actually gone down. The probation officers are Olmsted County employees. Sheriff Daryl Jensen commented that they are very good at what
do. The public housing authority in this case is SEMMCHRA. SEMMCHRA has threatened to discontinue services to Fillmore County if they don’t fund the shortfall. Krage said there are no more vouchers available. Current vouchers go with the Section 8 holder if they move. If a voucher is given up, SEMMCHRA could give it to someone in or outside the county. The bottom line is the county could loose a few vouchers. Kaase said SEMMCHRA is compensated for administrating the vouchers and for whatever reason chose to bill the counties for additional funds. Krage said they could provide the same or better service and remain transparent as possible. There is a redundancy, since most that are eligible for vouchers are already clients of Semcac. Semcac provides administration for BCHRA. Krage said if HUD is willing to make the transition, we are ready to take the administration of the vouchers on. Bakke said Fillmore County is not a member of SEMMCHRA. Amunrud suggested they find a way to eliminate the redundancy. He said all we get from SEMMCHRA is a bill, no reports, and that concerns him. Dahl remarked that SEMMCHRA has morphed into a many-faceted organization over the years and he didn’t know if he wanted to be a part of it. He said he wants to know our money is used to administer vouchers and not for
they do. Bakke added they might not have any choice but to pay the increase, but that there needs to be an explanation. There was some discussion about getting the service through the Department of Corrections, which in the past had proven to be more expensive. Commissioner Marc Prestby said even with the increase we will still be paying a lot less than counties similar to us. The DFO board has three members from Olmsted, two from Fillmore, and two from Dodge County. •The low quote of $2,580 from Whv was approved to update the boilers at the courthouse bringing them up to code.

Five Knowledge Bowl teams advance to state Chatfield, Dover-Eyota, Houston, Northfield, and Rochester Mayo move on! The 2012 Senior High Knowledge Bowl Regionals were held on March 16 and 20, 2012, at the Southeast Service Cooperative in Rochester. The following area teams competed after advancing from Sub-Regionals. A total of 82 teams (30 in Tier AA and 52 in Tier A) participated in the SubRegionals held at Rochester Community and Technical College on March 13 and 14, 2012. •March 16—Tier AA Regional consisted of teams from: LaCrescent-Hokah, Northfield (2 teams), Plainview-Elgin-Millville,
Red Wing (4 teams), Rochester Mayo (2 teams), Stewartville and Winona. •March 20—Tier A Regional consisted of teams from: Caledonia, Cannon Falls, Chatfield, DoverEyota, Fillmore Central, Grand Meadow, Houston, Kingsland, Lanesboro, Pine Island, RushfordPeterson, and Triton. Awards went to the following teams. The top five placing teams received a trophy for their school as well as medallions for individual team members. During the contest, teams of students compete in written and oral rounds by answering questions related to all areas of learning, typical of secondary educational programs. Questions test students’ recall, problem solving, and critical thinking skills. This competition provides a format for student growth centered around academics. Teams consist of five students (five competing in the written round and four competing in each oral round). The Regional Knowledge Bowl event is sponsored by the Southeast Service Cooperative in Rochester.
Harmony Blood Drive collects 61 units The blood drive held in Harmony on April 3, 2012, succeeded in collecting 61 units of blood. There were 62 donors that presented and three firsttime participants. Congratulations to these eight donors who reached the following milestones:

A Checkup for Our Land When strolling in our woods, I often wonder about what story the land is trying to tell me. What has changed over time? Does evidence remain of past logging, clearing and grazing? Are current farming activities sustainable? What should the meandering course of the river tell me about erosion and flooding? Is wildlife thriving in harmony with the forest? As a professional environmentalist, I am pelted daily with news about climate change, invasive species, water pollution and soil degradation. Everyone enjoying this spectacularly beautiful but unprecedented early spring has to be a little uneasy about what it means. I want to know, is our hundred-acre Garden of Eden real, or am I merely blind to incremental damage? On a beautiful spring afternoon, I had the opportunity to walk our land with two conservation experts. This is a free service, of which anyone can avail themselves, courtesy of the Fillmore County Soil and Water Conservation District. Rick Grooters and Ryan Thesing agreed to tell me of any problems or opportunities that could be addressed. I know from my professional policy
work that there are multiple programs available for technical and financial assistance. We started at the sheep pasture on the hilltop where our garden is. Our neighbor needed more pasture for his sheep and we needed the field mowed once in a while, so a mutually beneficial arrangement resulted. The field and a pathway through the woods to his own pasture is carefully fenced in with electric tape. He monitors the grass so it doesn’t get overgrazed, and his son applied a nice layer of manure this winter, which already shows up in the vigorous green new growth. A former thicket of invasive wild parsnip is gone. No problems here. Next we walked down through the woods to the “pumpkin patch,” a five acre field we rent to a farmer who rotates pumpkins and corn. The conservationists observed that the field was flat, last year’s corn residues were adequate to protect the soil, and the wooded buffer along the stream appears to be preventing runoff.
Easy Spring Soup
3 tablespoons butter or olive oil 1 onion, chopped 3 cloves garlic or wild leeks, minced 4 cups stock—vegetable, chicken, or water with bouillon cubes 2 cups of your choice of watercress, sorrel, asparagus, or lettuce, chopped 1/2 teaspoon sea salt 1/2 pound potatoes (about 2 medium sized), peeled and diced 1 cup milk or cream 1 egg yolk A grating of nutmeg Heat butter in a soup pot over medium heat. Cook onion and garlic gently for 4 minutes. Add stock and greens and cook for 10 minutes. Add potatoes and salt, bring to a boil and then simmer, covered, for 20 minutes. Turn off the heat and let soup cool a bit. Combine egg yolk and flour into a paste, whisk into the milk, then whisk into the soup. Sprinkle with nutmeg. Reheat, but do not boil. If you like, blend until smooth and serve hot or cold.
Monday, April 9, 2012 After being duly impressed by some very active beavers who had gnawed halfway through some two-foot trees, felled others and created several dams, we looked across the creek to another dozen acres we rent out. These corn-bean farmers use no-till, possibly the best soil conserving practice for commodity crops, because all residues are left on the land without any disturbance in order to protect the soil from fall to spring, when seeds are again tucked into the soil. The land too is flat, well buffered with natural vegetation to protect the creek. No problem there either. We tromped further on into the forest, entering a gorgeous sunlit wooded floodplain. On this late March morning, the valley floor was covered in lush tufts of wild leeks, with flowery false rue anemone and justemerging coils of ostrich fern. I encouraged the guys to taste the leeks, as our footsteps released the telltale odor of onions. We looked across an old fenceline to an adjacent area of wooded floodplain on additional acreage we purchased recently. There the trees were smaller and the vegetation was mostly creeping charlie. I’ve heard that the former owners grazed pigs there many decades ago, and the staff mentioned that grazing can be very damaging to a forest. My biggest concern was up ahead, where the high banks of the creek had slumped and eroded after the 2007 floods. The whole length of the creek is deeply incised, with the water flowing over a stony bed ten to fifteen feet down from the banks. The creek is actively meandering, cutting away the banks on the outer side of the curves and depositing silt on the inner flattened banks. We trudged up and down an abandoned creek bed where the creek long ago broke through a loop and changed its course. The professionals felt that the creek was flowing on bedrock now and wasn’t cutting any deeper. The eroded bank was partly due to natural freeze-thaw cycles that make the saturated soil slump off of the nearly vertical surface. A meandering stream is a rare thing, given farmers’ tendency to cut ditches to get rid of water quicker. Meandering is nature’s way of slowing the water down, thus reducing erosion during floods. We are lucky to have this land where previous dwellers and owners have all, like us, left the river to run naturally. On our trek back to the car, we see a couple of deer bounding away, and catch the gobble of a wild turkey. It has been a day of good news for our land. The three farmers we work with are doing a great job. The forest and the creek that weaves through it are also performing the wondrous functions of nature, ensuring healthy soil, water, vegetation and wildlife.

Habitat for Humanity will break ground on its 1st home in Harmony April 12 HARMONY, Minn. – Habitat for Humanity-Winona Fillmore County is pleased to announce the start of its 47th home. The 1,400-square-foot, four-bedroom home in Harmony will be purchased by Bryna Kohn and her three children, Dyllon, Devan, and Dolten. Community members are invited to join us at 5:15 p.m. on April 12th for a brief groundbreaking ceremony at 165 Niagara Court, Harmony to mark the beginning of this great partnership between the Kohn family and the local Habitat affiliate. “We are so happy that we can celebrate the start of the first house in Harmony. The Harmony Steering Committee has been working hard over the past two years anticipating this day. Through their work the Habitat affiliate was able to purchase the property to build an energy efficient, affordable home in Harmony,” said Megan Grebe, Fillmore County
Coordinator. Habitat for Humanity builds with Insulated Concrete Forms, a concrete-and-foam wall system that results in a very air tight, very well insulated home. Inside the walls, the homes incorporate energy efficient appliances, low-allergen flooring, and low-flow plumbing fixtures; all in addition to a rigorous homeowner education process that includes home maintenance and energy conservation. As a result, third party testing found each home to be 50 percent more efficient than a standard new home! Habitat homeowners in similar homes built by Habitat for Humanity Winona-Fillmore Counties have seen an annual utility savings up to $400 over the MN average! To qualify for a Habitat home, families must currently live in substandard housing, be unable to
obtain a conventional loan from a bank, have the resources to pay a monthly mortgage and be willing to partner with Habitat for Humanity. Before moving into a Habitat home, families must contribute 300 hours of “sweat-equity” to the building of the home and must make a modest down payment. Habitat for Humanity WinonaFillmore Counties built its first home in Winona County in 1994. Since then, forty-four homes have been built. In addition to the twenty-five homes within the city of Winona, Habitat has built homes in Lewiston, St. Charles, Minnesota City, Altura, Stockton, and Rushford. Lanesboro Arts Center Receives $100,000 Capital Grant from McKnight Foundation

Lanesboro, Minnesota: Lanesboro Arts Center has been awarded a grant of $100,000 from the McKnight Foundation to provide capital support for the development of the Lanesboro Arts Campus, which includes the Lanesboro Arts Center gallery building, the St. Mane Theatre, art in public spaces, and community collaborations. “This is very exciting news and an incredible endorsement for our vision from the McKnight Foundation. This grant was made possible in part by the City of Lanesboro’s support for the arts over the past decade. Jerrold Tesmer, Extension Educator for Fillmore/Houston Counties Whether or not you enjoyed college basketball’s “March Madness,” you can’t help but be awed by our ‘mad’ March 2012 weather. Record-high late-winter temperatures awakened alfalfa and other perennial forages across much of the upper Midwest before spring’s official onset Jerrold Tesmer March 20. The lack of snow cover during much of this past winter raised questions about potential impacts on perennial-forage winter-survival. A cold spell in mid-January caused some alarmingly low soil-temperatures, raising additional concerns. To-date, however, a limited number of observations across MN indicate that alfalfa green-up is looking good. Perennial forage stands should be monitored closely every couple weeks during the next ~6 weeks. All fields need to be walked for an accurate assessment. A few representative legume plants per field should be dug up for root- and crown-health assessment. There are good online resources for assessing alfalfa stand health and managing winter-injured stands at www. midwestforage.org, www.extension. umn.edu/forages, and www.uwex. edu/ces/crops/teamforage. The fact that uniformly thick stands are needed for high yields is certainly not rocket science. This can most often be achieved by seeding mixtures, but fields optimally adapted and managed for monocultures of alfalfa or reed canarygrass can produce impressive yields. Walking individual fields multiple times as spring progresses is important because the situation can change for better or worse. Assessing alfalfa green-up and root health early is helpful, but an additional assessment of stem density is most accurately done after average stem height has reached 6”. Also, stands that show good initial green-up can still ‘go south’ if their below-ground health is mediocre coming out of winter. Perhaps most importantly for alfalfa this spring; plants that have pulled completely out of dormancy early are at significant risk for freezing damage. Alfalfa plants that have greened-up well early could be severely injured by a hard mid-spring freeze. Consult the online resources mentioned earlier and be thorough in your spring assessments so you can be ready to make informed decisions in a timely manner. Stand/stem density is a key issue. Unless high-quality forage inventories are low, thin stands are usually best terminated in light of the high fixed costs of harvest and storage, and the nitrogen value in rotations. Inter-seeding thin stands works sometimes, but only with certain fast-establishing species and cooperative weather. It’s probably
too late to expect much success with frost (broadcast) seeding, but no-till inter-seeding species such as red clover, Italian ryegrass, perennial ryegrass, and/or small grains could enhance yields of thin stands this year. With new forage seedings, determine your goals and best options for short- and long-term yield and quality. Use adapted, proven species and varieties. Buying quality seed, though more expensive up-front, provides greatest return. Consider more diverse legume/ grass mixtures for reduced risk, and nurse crops for better initial cover
and yield. If you seed your perennial forages in tilled seedbeds, it’s a great time to incorporate manure; synthetic fertilizers are helpful, but no substitute for manure. Established stands worth keeping should respond well to appropriate fertilization this spring. Grass-dominant stands benefit from manure or N and possibly S fertilizer applied at green-up. Legume-dominant stands respond well to manure or K fertilizer applied immediately after 1st cutting. Traffic during legume green-up can damage young shoots and reduce 1st-cutting yields and stored reserves. city of preston 2011 Drinking Water Report The City of Preston is issuing the results of monitoring done on its drinking water for the period from January 1 to December 31, 2011. The purpose of this report is to advance consumers’ understanding of drinking water and heighten awareness of the need to protect precious water resources. A copy of this report is available at your request. You can stop at the Preston Public Utility Office, 210 Fillmore St. W., Preston, MN 55965 to pick up your copy. This report is also made available on our website: preston@prestonmn.org. Source of Water The City of Preston provides drinking water to its residents from a groundwater source: three wells ranging from 222 to 420 feet deep, that draw water from the Jordan aquifer. Firm capacity is 600 gpm or 396,000 gpd, which meets “Ten State” and “Water Works Operations” standards. Total capacity of the three wells is 1250 gpm or 1.8 million gpd Well # 1 is located in the treatment plant building, at the intersection of Ridge Road and Cottage Grove Avenue. It was constructed in 1951, and is equipped with a vertical line-shaft pump. The total depth of this well is 252 feet, which a 10 inch inner casing extending to a depth of 220 feet. The output of sand free water is currently about 325 gpm. Well # 2 is located in the treatment plant building near the intersection of Franklin and Kansas Streets. It was constructed in 1957, and has been upgraded with a submersible pump equipped with a variable frequency drive. The total depth of Well # 2 is 327 feet, with an inner 16-inch casing extending to 327 feet. This well is currently producing 275 gpm. Well # 3 is located in the treatment plant building located in the industrial park south of the Ethanol Plant. It was constructed in 1999. The total Depth of Well # 3 is 420 feet, with an inner casing extending 330 feet. This well is currently producing 650 gpm. Currently, Wells # 1 and # 2 are operated as a lead pump and lag pump rotation. Normally they are rotated on a monthly basis so both wells share about the same amount of water pumped. According to the records that were available, it appears water levels have not changed very much since 1973. Well # 1 is a flowing well and changes very little. Well # 2 varies from 6 feet to 26 feet over this 20 year time period. Well # 3 static water level is 106 ft. to 125 ft. below ground level. The essentially stable population outlook for Preston means that construction of new well capacity will probably be required only if it becomes necessary to replace one of the existing wells. These wells should continue to perform satisfactorily well into the future. Well # 1, with a capacity of 325 gpm, could supply peak day flow to a population equivalent of over, 2,500 at Preston’s per capita water usage rate. Well # 2, with a capacity of 275 gpm, can supply peak day flow to the existing population and thus serves as a backup to Well # 1. However, if population were to grow substantially in the next 20 years, Well # 2 would no longer be able to supply peak day flow, and this backup capacity would be impaired. Well # 3 has a capacity of 650 gpm. Preston’s existing water storage facilities have adequate capacity to serve current domestic needs and any conceivable future domestic needs within the next 20 years. Although the existing reservoirs have sufficient volume to serve considerable additional residential development, they are unable to serve potential development in areas on the north and south sides of the City due to their elevation. The existing reservoirs are situated too low to provide proper pressure to these areas. These areas, which we call “high level service areas,” would have to be served either by new gravity reservoirs or by booster pumping stations and hydro pneumatic tanks. A small area at the south end of the system is at an elevation too high to be served by the ground reservoirs. A booster pump station containing two 60-gpm pumps, a 300 gpm pump, and a 1000 gallon hydro pneumatic tank serves this area. The hydro pneumatic tank provides a very limited amount of storage and serves to maintain more uniform water pressure. The capacity of this booster station and hydro pneumatic tank is insufficient to provide fir flows to the area served. The water provided to customers may meet drinking water standards, but the Minnesota Department of Health has also made a determination as to how vulnerable the source of water may be to future contamination incidents. Results of Monitoring No contaminants were detected at levels that violated federal drinking water standards. However, some contaminants were detected in trace amounts that were below legal limits. The table that follows shows the contaminants that were detected in trace amounts last year. (Some contaminants are sampled less frequently than once a year; as a result, not all contaminants were sampled for 2011. If any of these contaminants were detected the last time they were sampled for, they are included in the table along with the sate the detection occurred.) Key to abbreviations: MCLG-Maximum Contaminant Level Goal: The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety. MCL-Maximum Contaminant Level: The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology. MRDL- Maximum Residual Disinfectant Level. MRDLGMaximum Residual Disinfectant Level Goal. AL--Action Level: The concentration of a contaminant, which, if exceeded, triggers treatment, or other requirement, which a water system must follow. 90th Percentile Level- This is the value obtained after disregarding 10 percent of the samples taken that had the highest levels. (For example, in a situation in which 10 samples were taken, the 90th percentile level is determined by disregarding the highest result, which represents 10 percent of the samples.) Note: In situations in which only 5 samples are taken, the average of the two with the highest levels is taken to determine the 90th percentile level. pCi/l—PicoCuries per liter (a measure of radioactivity). ppm—Parts per million, which can also be expressed as micrograms per liter (mg/l). ppb—Parts per billion, which can also be expressed as milligrams per liter (mg/l). nd- No Detection N/A—Not Applicable (does not apply)
with service lines and home plumbing. City of Preston is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead. Some contaminants do not have Maximum Contaminant Levels established for them. These unregulated contaminants are assessed using state standards known as health risk limits to determine if they pose a threat to human health. If unacceptable levels of an unregulated contaminant are found, the response is the same if an MCL has been exceeded; the water system must inform its customers and take other corrective actions. In the table that follows are the unregulated contaminants that were detected: Compliance with National Primary Drinking Water Regulations The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include: Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife. Inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining or farming. Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses. Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial
public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water, which must provide the same protection for public health. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline at 800-426-4791. Some people may be more vulnerable to contaminants in drinking water than the general population. Immunocompromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium are available from the Safe Drinking Water Hotline at 800-426-4791. Publish 9
