Will the county be compliant? If not what will be the cost to become compliant? Howard said there is a committee putting together the Performance Measures that will be adopted and administered by the DHS. Some of the Performance Standards are known already. They will be made official on December 15, 2012, and will be enforceable on January 1, 2013. Amunrud acknowledged that Fillmore County provides a more minimal amount of services and this could be a problem in meet-

ing the Performance Standards, if we don’t become part of something bigger. Howard acknowledged that an SDA could be formed without Olmsted County. However, he insisted, “In order to achieve economics of scale, you have got to have scale.” Part of the problem is that all the counties don’t agree as to the extent of services that they need to provide. Howard suggested this will be a problem in the 12 county scenario in the area of governance. Counties have differing philosophies and standards. Commissioner Duane Bakke said Fillmore County provides more services than required by statute. Commissioner Randy Dahl stated we are basically looking at how to provide bet-

ter services for less money. He maintained the county’s source of funding is property tax. Amunrud asked where to draw the line on how much is more services. The line could be to provide services that are compatible with state law. Counties with larger metro areas provide some added services that may not be necessary in smaller more rural counties. Bakke said the county contracts out for services now that we don’t provide. Howard insisted with the implementation of the SDA, it will eventually become what the SDA is offering for services, not each individual county. He added that if the counties can’t See SDA MODEL Page 6 

Joshua Thomas Mitchell, age 20 of Lanesboro, appeared before Judge Robert Benson at the Fillmore County Courthouse on April 17, 2012. Police attempted to stop the car, and eventu-

ally found the car empty. They later found Mitchell in a truck with some other people. He allegedly had been drinking, and the cops found a can of beer in the truck. On April 30, 2012, Jesse Cole Julian of Chatfield also made a first appearance before Judge Benson. Julian was charged with burglary in the third degree, which has a maximum penalty of five years in jail, $10,000, or both. He was also charged with three counts of theft, each of which carries the same maximum penalty. The charges stem from an incident in which Julian allegedly stole an ATV worth

$5,000 from someone’s home. The ATV was reported missing, and later Julian admitted he had taken it, as he was stranded and needed to get back to Chatfield. Julian was released on his own recognizance with $10,000 unconditional bail, and must not be on the victim’s property. His next court appearance is May 21, 2012. Nakeita Nicole Thomas, 40, of Des Moines, Iowa appeared before Judge Benson for sentencing on April 11, 2012. Thomas was found guilty of check forgery with intent to defraud. She was sentenced to the Department of Corrections in Shakopee for 13 months. The sentence was stayed for five years. C ommentary The problem with solutions By Andrew Kingsley All problems began at some point and have some reason for continuing to exist. When we recognize the source(s) of our problems, that is where solutions can be found. It seems our problem with those solutions is that they usually aren’t what we want to hear. The Truth is the Truth, whether we recognize it or not. To ignore or deny it changes nothAndrew ing, other than Kingsley to make us ignorant. You may believe gravity doesn’t exist with all your heart, but that won’t keep you from falling when you jump from the top of a tree. Being that we can’t change the Truth, why would we not choose to know what It is? Without It, we could be idiots and just too dumb to see it. I’ve been scared of that my whole life. But honestly, why run from the answers? Nature always checks her-

needs to solve its problems. On the national level, we’ve got President Obama and the democrats campaigning about things like “paying your fair share” with the Buffet Rule. It would raise some 5 billion dollars a year over the next ten years. That will solve some serious problems. I mean, we only add almost 4 billion dollars a day to the debt and we only spend several thousands of billions of dollars a year, so that annual 5 billion dollars in increased taxes will do a lot for us. That’s just the kind of contrast to the government/spending loving republicans I was hoping for. The problem isn’t republicans or democrats. But if either the “Christian” republicans or the “humanitarian” democrats were willing to practice what they preach, they’d still be doing the exact same things as each other, but the opposite of what they’re doing right now! They’d be helping those in need instead of expecting government to take care of it, in their highly efficient ways. They’d be freeing people from their dependency and slavery to government by helping them be independent. They’d be shrinking government dramatically and quickly to root out the greedy and

corrupt “rigged game” economy caused by it so that we might save our nation for future generations. The problem is that the republicans and democrats make sure to monopolize the power in government, that we may not have the choices listed above as an option from either of them, for it would threaten the very power they so cherish. The solution will not be found it government. Who among us would be so imprudent to trust government any longer and who so selfish as to trade their own temporary comfort for our children’s future? The solution can only be found in you. They cannot control you without your permission or your dependency on them. They have nothing without you. Just as our money has no value without our confidence, so too is their power built on a house of cards. And when our monetary system is crushed by their inflicted inflation, they too may come to know that consequences always find us, even when we fight to delay them. The longer we stave-off reality, the harder it will check us. The problem with our solutions is that our actions have made all of them painful.

And, this is within the local economy. Those dol- long-term survival of that business. If

anything, the best thing coming out of the cash mob is the publicity it generates to encourage people to buy local and support small, locally-owned businesses. I was speaking with an EDA director from one of our small communities in Fillmore County a few weeks ago, and this person informed me that another grocery store in a community just outside of Fillmore County was on the brink of closing their doors. Through working with the EDA, they found a way to stay open. As the local grocery store owner indicated, if every person in town spent just $20 per week in their store then that grocery store would be able to survive. I know I sound like Sally Struthers when I say this, but for just $20 per week the people of that town could keep their local grocery store open. Something people need to keep in mind is that when your town loses a business, that business may never come back again. And, as you lose one business, you run the risk of losing more businesses. It’s a domino effect. Imagine downtown business districts full of empty storefronts. Imagine every person living in Fillmore County having to drive to Decorah, Winona, La Crosse or Rochester for employment. Imagine having to drive to the bigger cities to do all of your shopping. Imagine your residential property taxes increasing because of a lack of business-funded tax base. All of the small town local businesses support 4-H, booster clubs, postprom parties, churches, and other non-profit organizations within the local communities. Losing small town businesses hurts those organizations, too. If you don’t use your local businesses, you’ll lose them. Where are you going to spend that $20 in your purse or wallet?

self in the end. Sometimes we prevent it from happening temporarily, but that is only how long the Laws of Nature can be bound. The most ironic part is that the consequences always come, whether we choose them by choice or inaction. Who out there is too foolish to recognize that we have a serious problem with out-of-control government? It has just become too big for the people to balance or limit any more. Along with its growing size always follows the massive bureaucracy and budgets, followed by increasingly power hungry, greedy politicians with the special interests, big corporations, and lobbyists looking to cash-in, followed by the inevitable corruption caused by the conflicts of interest of those voracious souls mixing personal gains with the “public good”…..as in good for themselves with the public’s goods. What is the solution? All of our problems within our control today are the result of massive, corrupt government. All the endless dependencies on the government they cause to ensure their lasting power, the illusion of choices with

One Moment Please...

What would you do with $20? By Jason Sethre Publisher of the Fillmore County Journal & Olmsted County Journal Cell phone: 507-251-5297 jsethre@fillmorecountyjournal.com I think we all need a friendly reminder from time to time. We need to be reminded of the fragile foundation of our small town economies. I know because I hear directly from local business owners. I know of longtime business owners who don’t take a paycheck and haven’t taken a paycheck for quite some time. They go about their daily routine serving customers without taking home a single penny. Jason Sethre While the general public thinks they are rolling in the dough, they are actually just struggling to make the small-townbusiness-equation work in their favor. I know of local business owners who have borrowed up to $50,000 against the value of their home so they can stay open for business. To the average person, this might seem like insanity. For those who work at a place of business where they get a guaranteed paycheck without the worries of cash flow, they don’t understand. They have guarantees, as far as they know. Interestingly, most of these local business owners probably would have never taken on the challenge of owning a business in our small communities had they known of the challenges that lay ahead. All of these thoughts immediately flooded my cranium as I saw a post on Facebook shared by Gabby Gatzke.

the republicans and democrats, and the destruction of our currency for their gains now and even greater gains when it collapses and we’re left with even more need for help; right where they want us…needing them. Where else could such a senseless and freedom-depriving power ever be derived than from government making its people “need” it more and more? Take Minnesota’s government as a tiny example. The democrats and republicans give us real choices here. Any and all solutions from the democrats require increasing government and its role. Yeah, that makes sense, solve the problem by making it bigger. And those dirty, government cutting, tax cutting, human/environment-hating republicans offer a great alternative. People like Representative Davids and Senator Miller insult even the most mild intelligence by bragging about balancing the budget without raising your taxes. They don’t mention that under their control Minnesota had its biggest spending budget in history last year, nor do they mention that all of our property taxes went up directly because of them. That’s just the kind of hugely contrasting choices a society serious. Mabel just lost their grocery store. Last year, Fillmore County saw many economic casualties. We saw hardware stores close in Spring Valley, Preston, and Chatfield. In addition, we saw lumber yards close in Preston and Rushford. These types of businesses are critical to each community. I know that the owner of Willie’s Grocery and Locker in Fountain, Willie Cambern, delivers groceries to many home-bound, elderly people in the

steep decline. We could keep teachers, firefighters, police, and infrastructure workers helping us, but no, instead we pay them unemployment, food stamps, Medicaid, and all to do nothing. Of course we can foreclose on some of their homes while we’re at it. Interest rates are at all time lows and employees available at reasonable rates. This would be a tremendous bargain for taxpayers, but ignorance rules the day. While feckless Democrats offer little, the true stab in the back to our nation comes from the Republicans. The Republicans have made it clear that their main goal is to retake the White House and what better way than to sabotage our economy? The Republicans will not allow the spending we need to reverse poverty and homelessness. The Republicans will not allow a rise in taxes on the wealthy even though their tax rates are at alltime lows. In short, the Republican leadership has chosen a cruel path in their quest for more power for themselves and their rich benefactors. A return to progressive taxation would be a good first step to reverse the insidious worship of money and power that is hollowing out the soul of America. Greg Rendahl Ostrander, MN

Tschumper endorsed by DFL in 28B Former State Representative Ken Tschumper, from La Crescent, was endorsed on April 29 by Democrats in Fillmore and Houston counties to run against Rep Greg Davids in this fall’s Legislative race for District 28B. “I really appreciate the endorsement by my fellow Democrats in our new House District,” Tschumper said. “They represent a broad cross-section of residents in our two counties. What this indicates is that most Independents and many moderate Republicans will feel comfortable voting for me in the fall election.” Tschumper, a dairy farmer, defeated Davids in 2006 and served in the 2007-2008 Legislature. Davids then defeated him in the 2008 race. Both contests were decided by small margins. “I am running again for the House of Representatives because I want to make government work for all of us,” Tschumper stated. “In the last two months, Greg Davids and the Republicans have made state government dysfunctional, catering to powerful special interest groups with extreme positions on taxes and a focus on divisive social issues. Where are the jobs they promised in the 2010 election?” Tschumper said that if elected

again, he would work to create a fair tax system with a modest increase in taxes on the wealthiest Minnesotans. “I pledge to voters that I will

continue to work for the broad public interest where government meets the needs of everyone not just s special few.” Tschumper concluded.

Journal Writing Project

Moving On By Bailey Hanson May is finally here, prom season is in full swing, and Memorial Day is right around the corner. Now my English teacher always tells me not to write about the cliché things people always say about graduation, but I just can’t help it, so here goes. Graduation is fast approaching for everyone, not just Bailey Hanson high school seniors. College students are about to graduate, parents are preparing for graduation parties, and grandparents are proud of their grandkids that are graduating this year. It’s just a fun time of year. The excitement that comes with graduation is unparalleled. Its an unbelievable feeling to know that after so many years of school, homework, tests, projects, and all those assignments you’ve done, you’re about to move on to even bigger and better things. “Moving on” seems to be the thing that saddens people at the time of graduation. For students it’s leaving life-long friends and the familiar setting

we’ve known for so long. Parents are losing a child that will no longer live at home. But why are people so sad? I think people should be happy for those who are graduating! The word commencement means the beginning or start of something, as in the beginning of life as an adult, which is definitely something to be happy about. Many people will leave this area for college or work, maybe they’ll join the military, or they could study abroad and see the world. Whatever future plans may be, graduates are making them, and it’s a very exciting time. I know I have greatly enjoyed my time at Mabel-Canton High School with my classmates, and to be graduating in less than one month from now is the most exciting thing I can imagine. I would like to thank everyone who has helped me over the years because you’ve made me who I am today. Although M-C will be greatly missed, the class of 2012 is ready to face the world! Bailey Hanson is a student at Mabel-Canton High School. She is one of 8 area students participating in the Journal Writing Project, now in its thirteenth year.

A View From The Woods By Loni Kemp ©SallyKeating2011

The Elusive Morel I left the house as the air began to warm, after a night of rain, determined to check on every acre of our forest. With an onion bag in my pocket, I was going to train my eye, stay focused, and walk around every dying tree. I have been skunked on my morel hunts the last couple of years. This followed nearly three decades of always finding a nice meal’s worth or two every year. I must admit that I’ve never found the mother lode that many hunters tell stories about—the day they filled grocery bags on one particular hillside or pasture. Yet my optimism had prevailed through several hikes this spring which had turned up nothing. On this day I started slowly, searching for a color the same as the buff leaves on the forest floor. I searched for a texture somewhat similar to bedstraw and maid-

enhair fern. I moved down the hill, and lo and behold, I spied a little gray morel. Just one and no more. I left it alone, partly as a good luck charm, and partly because I wanted to return for a few days to watch it grow. A credible source wrote that, contrary to opinions that the gray morel is a different species, he observed the gray morel growing over the course of several days into a full sized buff colored one. Buoyed with hope that I still had what it takes, I continued on. Along the creek, up the hill, along the ridge, down the valley, along the wooded floodplain. On and on. Nothing. I must have circled a hundred dead trees. Success one year tells you almost nothing about the future. While the morel mycelium, yellow rootlike fibers, might be growing for

Morels in Cream

a hundred years nearly anywhere, the mushroom itself only pops up after a mysterious trigger. Rain and warmth and sun are part of it, but newly dying nearby tree roots are often considered to be a factor. Morels have not been tamed or cultivated successfully by humans. They are one of the few foods, like wild salmon and maple syrup, that just aren’t suitable for farming. Hence the mystique and the passion of our annual morel hunts. I saw them for sale at the Decorah Co-op for $29 a pound last week, and their earthy, meaty flavor is well worth the price. As I neared home at a faster pace since I was late for dinner, I thought I’d check one more tree with no leaves appearing yet. I hooted and grinned as my eyes fixed on one beautiful morel, then another and another. My heart was pounding as I collected maybe two pounds around that one tree. I tromped victoriously up the hill to the house, where my husband was happy for us too. We cooked up a dinner of leftover chicken with morel sauce that was truly memorable.

Rinse well, but do not soak, halved morels and dry for an hour on a clean towel. Melt some butter in a large frypan and gently sauté some garlic, or ramps (wild leeks) if you have them. Cut the morels into large pieces and cook until the juice appears and then disappears. Do not crowd the pan or your mushrooms will be boiled. Pour in a quarter cup of heavy cream and let it reduce. Add salt and pepper and serve as an appetizer on small toasts, or alongside scrambled eggs or steak for a great meal.

Fillmore County Sports Much to their Lemay By Paul Trende It’s only a coincidence “Lemay” is a combination of the words lament and dismay. It’s only a coincidence. For Fillmore Central/Lanesboro softball, Wabasha-Kellogg’s Sophie was a bringer of both words. W-K’s chief hurler shut down the FC/L’s bats, relinquishing only two hits. Lemay was in trouble just once. W-K scored first. Madyson Main dribbled an infield single to third in the first inning. She stole second, and then advanced the final two bases via past balls. In the second, FC/L had their chance. Taylor Case and Steph Erickson each walked. Victoria Peterson then popped a hit over the second base-person’s glove. It left the bases juiced with nobody out. But Lemay got back-to-back K’s, followed by a 1-3-putout. She got out of the jam. Her team added a run in the top of the 3rd and won by that 2-0 count. Lemay recorded the win (7 IP, 0 R, 2 H, 10 K, 2 BB). Morgan Malley got the loss (7 IP, 2 R, 5 H, 3 BB, 4 K). Case had FC/L’s other hit (1-2, SB). Five W-K batters each notched singles. One Big Hit… It’s what a baseball game can hinge upon. It’s what 5-2 Chatfield needed in their match-up with 7-1 P-E-M. The Gophers had their chances. They put their own backs against the wall. The Bulldogs scored the first two runs of the game in the top of the 5th, courtesy of a leadoff single and then a couple in-field Gopher errors. In the bottom of the 6th, Chatfield racked up three singles, loading the bases with two outs. But Bulldog P Brady Rahman struck out Justin Viss (the side). In the bottom of the 7th, the Gophers again threatened. Ultimately, Jake Neis stepped to the plate with the bases loaded, two outs, and his team still trailing 2-0. He authored a 3-unassististed ground (his third of the game), giving 1st place P-E-M the victory. Tyler Lund was 2-3, James Burke the same for PEM. Sam Ruth had the game’s only RBI. Rahman (7 IP,

aper par2x2 work ning main your

0 R, 6 H, 4 K) got the ‘W’, Jason Kappers (5 1/3, 2 R, 1 ER, 3 H, 2 BB, 3 SO) the ‘L.’ …One Good Pitcher After a tough loss to PEM, Chatfield baseball trekked to Lewiston looking for a two-fold redemption. On top of getting back on a winning track, the Gophers needed to rectify an April 16th 4-0 loss to Zach Nelson and the Cards. Chatfield managed just an infield hit in that game. Nate Skare, Chatfield’s talented pitcher, was dealt his first (and only) loss. Skare did his part in meeting #2. The sophomore right-hander gave up three hits and one earned run (four runs total) thru six innings (4 K’s, 2 BB’s). More importantly, the Gopher bats solved Mr. Nelson to the tone of 9 hits (14 total). Chatfield built a 7-0 lead, countered three L-A runs in the 6th, with three of their own in the 7th, and procured a 10-4-payback victory. The win moved Skare’s record to 5-1. Sophomore classmate Jake Neis was a big help. He pitched a scoreless 7th and went 4-5 (2 2B’s, 2 RBI’s). Mitch Narveson had a couple hits, a couple RBI’s. Chatfield moved its record to 6-3. Whalan Stand Still Parade On Saturday, May 19, at 11:00 the Whalan Stand Still Parade is on the move again. Meet Vincent, the Gypsy horse, bred to pull the colorful, historic Gypsy vardos (wagons). He is handsome, strong and gentle and will bring along some folks to tell you about himself, his origins and travels. This year Whalan pays special tribute to the American Farmer. Perhaps you are one, know one, or would like to meet one. At 10:55, emcee Phil Dying will introduce Arden Pederson, Grand Marshal, and long-time local farmer. At

11:00 the Parade commences and stands still until 12:00 noon. As always, interesting old tractors will be in the Stand Still Parade as well as antique cars and numerous other entries for you, the moving part of the parade, to investigate. At 12:00 noon the “Solid Gold” band returns to the Whalan stage. If you were here last year you will surely want to hear them again. Enjoy classic rock, emphasizing the ‘60s. At 1:30, while you may be eating any number of delicious foods sponsored by The Whalan Lutheran Church, the contestants

The Official Legal Newspaper for Fillmore County

for the pie-eating contest will be eating pie from Whalan’s Aroma Pie Shop. At 2:00 “The Has Beens” take the stage until 4:00 for two more hours of great music, mostly blues and rock. The band of five is made up of two fathers, their two sons and Terry McKinley from “Solid Gold” on drums. For the kids, there are free rides on the “ Little Blue Choo,” sponsored by Ace Communications and Tri County Electric. Seek out the petting zoo, children’s games with prizes, balloons, and bed races. The kids can spin the wheel of bicycle safety to test their knowledge of bicycle safety and

win prizes for correct answers. Check the schedule when you arrive. Jill and Deane Johnson, authors of “Little Minnesota” will be on hand for book signing and conversation. Whalan is featured in this nostalgic look at 100 small Minnesota towns. Many arts and crafts demonstrations will be in town along the bicycle trail. Other things to see in Whalan include Mike Gabrich with his 1855 Hi-Wheeler, Ernie’s restored 1917 Gas Station, and Stan’s Still making moonshine. Robin’s Upholstery and Antiques in Whalan will provide vintage clothing to wear for the

“Stand Still in Time for the Photographer.” Look for Robin’s shop in the old bank building, between the old post office and the pie shop to find this fun opportunity for the whole family. Bring your appetite to town for Lefse, Rommegrot, Egg McWhalans, brats, hot dogs, rhubarb/apple and other desserts, popcorn, coffee, pop, and water. The proceeds are shared by the Whalan Lutheran Church and the Village Hall Restoration Project. On Sunday, May 20, at 10:30 a.m. Whalan Lutheran Church invites the public for an outdoor church service in the gazebo.

May is Youth Beef Show to be held in Preston By Jade Sexton From June 8-10, many people are going to gather at the Fillmore County Fairgrounds in Preston for the Youth Beef Show. Young people up to the age of 21 will be there to show their beef cattle and be part of a judging competition. According to organizer Paul Bartsh, the show has been held in Rochester in recent years. This is the first time it will be in Preston. “The people doing it the last few years wanted to get away from it and do something different,” said Bartsh. It somehow landed with Bartsh, who has been raising purebred Limousin cattle in Rushford with his parents for ten years.

Bartsh said the show consists of all breeds of cattle, and they are shown by age. There is a Skill-a-thon, and a judging contest. The youth are usually also involved in 4-H and FFA, and they come in all different ages. “I have seen kids as young as four or five showing cattle before,” shared Bartsh. Youth from Minnesota, Iowa, and Wisconsin are all welcome to join the show and get some practice. Awards and prizes will be given for the contests. Bartsh said they had 170 head of cattle last year. “We are hoping to get there,” he said. “We’re not sure what the numbers are going to be this year.” The youth will be judging

the cattle in many categories, and is very good practice. They can bring as many head of cattle as they want, and cattle will also be brought in from all over the tri-state area. Bartsh said the judge will be Shane Lindsey from Prairie City, Iowa. “The University of Minnesota is bringing their cattle show on Sunday,” he added. “There will be two shows in one weekend.” Bartsh describes the show as a learning experience for the kids. “It will be good practice for the kids,” he said. “It keeps them busy. It helps them get ready for the State Fair and county 4-H projects.” There are many sponsors that make a show like this possible. Bartsh said AgStar is a big sponsor and supporter. “We are also trying to bring business to the community of Preston,” he explained. “We are using the IGA for food, and Oak Meadow Meats. Local businesses have been a huge support to us.” Bartsh is hoping to make this show an annual event. “It will be a good time,” he said. “It’s good to get the kids out to meet people. I have been showing for many years, and it’s all about meeting the people.” More information and entry forms can be found at www. minnesotajrlivestockshow.com

May is What does it take to earn a living on the farm? Jerrold Tesmer, Extension Educator for Fillmore/Houston Counties Each year when the adult farm management data becomes available, Gary A. Hachfeld, Extension Educator for Ag Business Management, University of Minnesota Extension, updates the statistics. It is designed Jerrold Tesmer to let nonfarm (and some farm) folks know what amount of land or the number of head of livestock it takes to earn a living from the farm. There are some surprising numbers in the document. Agriculture is an integral part of Minnesota’s economy. Collectively the production, processing, marketing, and distribution of agricultural products accounts for approximately $16 billion dollars of state revenue. Minnesota is the seventh largest

agricultural producer overall in the US. Over 40,000 jobs are directly or indirectly associated with agriculture in Minnesota. Surprisingly, only 19 percent of all agricultural employment is at the farm or production level. All other agricultural employment is in processing, marketing, ag services whole sale and retail trade. As input costs increase and commodity prices farmers receive fluctuate, profit margins change over time. As these changes occur, farmers have had to change their businesses. Some farmers have gone out of business. Some are farming parttime and work off the farm to supplement their income. Others have gone to alternative farming methods in order to remain in farming. Yet others still farm full-time and they have increased the size of their farms or looked to alternative enterprises in order to remain profitable. Whether we agree or disagree with these changes, the changes are a function of the changing agricultural industry.

The following data is presented not to justify or support the changes in agriculture. Rather, it is put forth as one approach to quantifying and explaining what is happening. The numbers presented are real numbers from several hundred real farm families throughout the southern one-third of Minnesota. These families have kept records on their farm business as well as their household and personal expenses. As you study the data, it becomes clear that agriculture is changing. Appearing in the data are more negative returns for enterprises reflecting very slim or negative profits. Note: The data listed is an average of all the farm families reporting. Keep in mind that there are farm families performing above as well as below the numbers shown here. In 2011, a total of 343 of the 1,207 farm families from the MnSCU South Central/Minnesota West/Riverland Adult Farm Business Management Program kept household and personal expense records. Their average household and personal expense for the year was $96,315 with an average family size of 3.0 persons. This MnSCU Adult Farm Business Management Program data includes farm business numbers from farm families in 36 southern Minnesota counties. Calculations include actual numbers reported by farm families. The chart below illustrates how many acres of crop or number of livestock units needed to earn the 2011 average family living amount of $96,315. The calculations are based upon five year average net return values for the crop and livestock enterprises listed. The net return values are dollars remaining after all farm expenses are paid, excluding a charge for labor and management. The numbers are an average of all farm records included in the MnSCU South Central/ Minnesota West Adult Farm Business Management Program for the 2007-11 years. Also, there are three assumptions relat-

ed to the calculations. The first assumption is that all income to earn the family living amount would come from one enterprise. The second assumption is that all family living income would come from the farm and there is no off-farm income included in the calculation. The third assumption is that the net return values for corn, soybeans, and alfalfa hay are for cash rented land (most producers rent more land than they own) and the crop values include government payments where applicable but do not include a charge for labor and management. (incl. govt. pmts.) $ 144.00: 669 Acres Note: If a farmer plants a 50/50 corn and soybean rotation, here is the approximate number of acres required to meet family living expenses. Using the net return numbers and the 2011

family living cost of $96,315, a farmer would have to have approximately 292 acres of corn and 292 acres of soybeans or a total of 584 acres to earn the family living amount. •Alfalfa Hay/Acre $ 224.41: 429 Acres •Farrow to Finish Hogs/Head -$ 1.54: ? ? ? Jerrold Tesmer We plan to continue the tractor training for youth eligible to work on farms

until new regulations tell us otherwise! While in Washington DC last week, I talked with both Senator Franken and Representative Tim Walz’s office about concerns related to the proposed new regulations. We’ll just have to wait and see the; who, what, when, where, of any new Department of Labor regulations. We’ll than make changes as necessary. a.m. and will end at 2:30 p.m. each day. Colby Lind, RushfordPeterson Ag Instructor has offered to host the training at R-P High School, Rushford. Instructors include Ag teachers: Tim Willette, Lanesboro High School; Dennis Rud, Mabel-Canton High School; Brad Harguth, Caledonia High School; Jerrold Tesmer, Extension Educator Fillmore/Houston Counties; and others may be joining us. Classroom instruction, videos, safety demonstrations, and actual tractor driving are key parts of the course. Students must be at least 12. There is a $10.00 charge to cover the cost of the certificate and materials. Students are asked to bring a sack lunch. Beverages are provided at a nominal cost. If you have any questions, please contact one of the Ag Instructors or the Extension Office. To enroll a student, contact the Fillmore County Extension Office at 507765-3896. Although this is not a competition, many of the youngest students become very discouraged when they are unable to do the same things as those students only a year or two older are able to do very well. Parents need to give considerable thought to whether or not their child is ready to operate a tractor! Youth ages 14 and 15 employed on a farm need a Tractor Safety Training Course, and have a “Certificate of Training” in accordance with the Child-Labor Requirements of the Fair Labor Standards Act. Minors under age 16 working for their parents are exempt from this law. However, if your son/daughter age 12 and up, operate tractors or other equipment on your farm, we encourage them to participate in the tractor safety training. Please register by Monday, May 21.

File before June 5 to run for SWCD supervisor water quality, soil erosion, feedlots, grazing management and nutrient management,” noted Donna Rasmussen, District Administrator with the Fillmore SWCD. “Serving as a supervisor is a terrific opportunity for people who want a voice in how we manage our environment,” she said. SWCDs are special purpose units of government that manage and

direct conservation programs, such as the state Cost-Share Program and the Local Water Management Plan. An elected Board of Supervisors governs each of Minnesota’s 90 SWCDs. This year, the Fillmore SWCD has three Supervisor positions up for election. SWCD candidates appear on the ballot for the general election which will take

UMN designs promote Preston’s National Trout Center

“The designs were key in securing the Senators’ interest in this project,” said Joe Hoffman, Preston City Administrator. “I have no doubt that the visuals played a critical role. Their eyes lit up when we brought out the boards.” “We were delighted that the University of Minnesota could turn this around so quickly,” added Dr. Spangler. The Southeast Regional Partnership, also known as the Experiment in Rural Cooperation, is led by a Citizen/University board that links University of Minnesota resources with community-identified projects in local foods, sustainable agriculture, natural resources, rural community development, renewable energy, and tourism. www. rsdp.umn.edu The Center for Rural Design (CRD) is an award winning, multidisciplinary research studio that empowers communities to find innovative solutions to problems in rural areas in Minnesota, the Midwest, and globally. http://ruraldesign.cfans.umn.edu/

Individuals concerned about water quality and soil erosion in Fillmore County should consider filing by June 5 to run for the position of Supervisor of the Fillmore Soil and Water Conservation District (SWCD). “Supervisors play an important role in how our community deals with a wide variety of resource management issues, including wetlands,

Preliminary architectural designs of a proposed permanent home for the National Trout Center in Preston were presented to legislators last month and earned inclusion in the Senate’s current bonding bill for $1M. The designs were made possible through collaboration with the University of Minnesota Southeast Regional Partnership, which connected the UMN Center for Rural Design to the project and provided a grant to cover costs for its professional design work. The National Trout Center (NTC), created in 2009 in Preston - “The Trout Capital of Minnesota” - has operated an environmental learning center for the past two years from a temporary address in downtown Preston. The NTC’s mission is to “conserve our natural and cultural heritage of trout and their cold water environments by engaging the public through educa-

tion, practice and awareness.” The architectural renderings of the proposed NTC building, exhibit areas, classrooms, flowingstream aquarium, community center, landscape and other special features, will be valuable in presentations to prospective philanthropic contributors and for a future capital campaign. The proposed site is on the Root River flowing through Preston. NTC Board Chair, Dr. George Spangler, UMN Professor Emeritus, Department of Fisheries, Wildlife and Conservation Biology, explained, “When we presented to the Senate Capital Investment Committee, we emphasized the economic value of cold water fisheries to the region: $1.1 B per year to local communities in the fourstate driftless area. This represents a 25-to-1 return on every dollar spent on stream restoration.”
