Chatfield mayor comments on swimming pool project By K aren R eisner
The Bible has many stories of people who were called to serve God in new and different ways. These believers were asked to take a “leap of faith” to answer the calling. This is also the case for two new pastors in the United Methodist Church, Pastor David Stoeger and Pastor Pam Seebach. They recently sat down to explain the calling they have answered to serve five Methodist congregations in Fillmore County. Pastor Stoeger explained that, “Wykoff was my field education for the last year. I was finishing up my seminary courses. So I served as a student pastor in Wykoff,… and this year I told our district superintendent that I’m going to need a little bit more, now that I’m graduated from seminary.” He said the superintendent looked at the map and realized that with several area pastors retiring, a five-point parish would be a workable solution. Pastor Seebach said that in April, when she was asked about partnering with Pastor Stoeger in this way, her reaction was, “Good, I like it!” Pastor Seebach gave an overview, stating, “Between the two of us, we have five churches. David has Wykoff, we share Harmony and Preston, and then I have Mabel and Newburg.” The Mabel and Newburg churches worship together, with alternating months worshipping at each church. She added that the change officially starts July 1, stating, “David and I will take over the pastoral duties, including leading worship. Preston and Harmony will each worship at 8:30, and then Wykoff

On June 29, bids for the construction of a new swimming pool in Chatfield will be opened. At the June 26 council meeting, Mayor Russ Smith explained he has heard from people within the community who are in favor of and who are against the construction of a new pool. Councilor Josh Broadwater was absent. Smith spoke of rumblings in the community from some who feel there was not enough notice of the special referendum for the pool, which was held on November 7, 2017. One individual says the vote was put through without advertisement.
Smith did some research to find out if people should have known about the referendum. He gathered information and articles which appeared in the Chatfield News and in the opinion section. Meetings were held on the subject. A survey was sent out to every address in the city last summer to be returned by late July. Twenty-eight percent of the surveys were returned with 57% of respondents favoring the option to build a pool estimated to cost $4.4 million. Sharon Goetzinger is the pastor retiring from Mabel and Newburg churches. Regarding his background, Pastor Stoeger said, “My roots are in the area. I started 10 years ago. I start-
ed at KFIL in Preston, and worked there five years. Then, Mabel and Newburg was my first appointment.” He said after a one-year hiatus doing missionary work in Chicago, he’s glad to be back in this area, adding that he and Pastor Seebach “have a heart for these communities.” Asked what challenges they anticipate, Pastor Seebach shared, “Well, we’re going to be busy, with five congregations to care for. At the June 26 Fillmore County Board meeting, Ronda Allis, District 6 planning director, gave an overview of the state’s 10-year construction plan, 2019-2028, in Fillmore County. Allis explained that projects through 2022 are funded. Planned projects from 2023-2028 do not have commitments, funding has not been identified, and plans will change. MnDOT is in a preservation mode, preserving the current system, not expanding it. This includes pavement preservation, bridges, safety measures, and in urban areas bicycle and pedestrian infrastructure. Less than $1 million over six years is targeted for expansion of the system. Allis said they will meet with communities where projects are planned for the out years, those where funding is not identified and plans can change. “We are interested in what you have to say about our 10-year plan. Even more important is to let us know what is missing.” In July and early August there will be meetings with communities about planned 2024 projects. In the plans for 2024 is the repaving of Hwy 52 from Hwy 80 to Fillmore County Road 5 and the replacement of box culverts over streams. Also in 2024 is the repaving of Hwy 80 from Hwy 16 to Hwy 52. Smith said, “I’m comfortable that it was advertised enough.� He acknowledged that events in the day to day lives of people could have interfered with seeing and responding to the survey at the time it was sent out. The city has operated the swimming pool since the 1960s. It costs money to operate the pool, which is open 60 to 65 days each year. Smith said expenses outweigh revenues each day it is open. The city contributes $30,000 to $40,000 each season to pay the difference between revenues and expenses. He added that with the new pool, that

contribution from the city for operational expenses will likely be more. A pool is something this community uses and will continue to use. It will cost the city money to keep it open. A new pool will be great for kids and the community, but it will never pay for itself. Councilor Paul Novotny later commented that he agreed with the mayor’s comments. He said it was unfortunate that there were no other elections on the day of the special referendum. He acknowledged that some people may have forgot about it or were busy. But, when something is going to cost money, you tend to keep tabs on it. Most everyone knew what was going on. Novotny noted the pool will be

the second largest expenditure for the city after the treatment plant. Councilor Mike Urban agreed that it was advertised and covered by several local newspapers. Other business in brief • Three construction easements for the Highway 52 project were approved. For $2,800 the city grants the state a temporary right to construct for highway purposes (block 11, parcel 45). For $1,000 Chatfield EDA grants the state the right to construct for highway purposes (block 19, parcel 51). For $500 the city grants the state the right to construct for highway purposes (parcel 46, public square). • Western Days Street Dance will be held August 11. Street closure of Second St. SW from
Main to the alley, and the alley from Second St. to the end of VFW property was approved as of 8 a.m. on the 11th. The sidewalk is to be kept open. The street is to be re-opened at 3 a.m. Sunday morning and cleared so the city can come in and sweep it clean. Affected businesses are to be notified of the closure. A temporary liquor license for the VFW Club to accommodate the street dance on August 11 was approved. An extension of Jac’s on-sale liquor license to include its back parking lot and the alley was approved for the street dance. • Jac’s on-sale liquor license was extended year-round to include an outdoor seating area behind the business. Bean bag tournaments
are to be held in that area on Wednesday nights, May 1 through August 31, from 6-10 p.m. • The state demographer reports the estimated 2017 Chatfield population at 2,858 and the number of households at 1,127. City Clerk Joel Young said this is a slight uptick from a year ago. • The advertisement for two more firemen was approved. • One-hundred cubic yards of wood fiber mulch for playgrounds will be purchased at a cost of $2,695. • A resolution was adopted regarding Melissa Burnett’s probationary status. She was given a positive performance review after six months as CCTV administrator.

C ommentary Carrying the banner By Eric Leitzen Hokah, MN Let’s face it: 24-hour “news” isn’t news. It hasn’t been news for a while now. When you turn on the local stuff, or when you crack open a local paper, you’ll see Eric Leitzen what you’d actually describe as news: the most important stuff that’s happening that affects you. The stuff running 24/7? That’s entertainment: celebrities, cruise ships, missing planes, red carpets, blah blah blah... and that’s not even getting into the propaganda stuff. Think to yourself: when was the last time you felt like the big news was delivering news and not the equivalent of snack food? What’s the point of having a 24-hour news cycle when so much of it is closer to reality TV than actual reality? Like I said before, it’s entertainment. Just look at the mega-corporations in charge of your news: Comcast, Viacom, Disney own NBC, CBS and ABC respectively. The newly created Frankenstein’s monster of AT&T/Time Warner owns CNN. Do you really think those companies want to bring you the hard news? Hard news makes people sad, and it makes people mad, but most importantly hard news makes people mad in a way that makes them want to get out into the streets, and people out in the streets don’t buy things. So it’s better to get them outraged about things that don’t actually matter than to actually show them what’s bubbling below the surface in Editorial Cartoon
this New Gilded Age... because the truth is, a 24-hour news cycle isn’t all that necessary. Wow, Eric, real hot-takes here: “24-hour news is bad.” What’s next, airline food? The DMV? Hear me out. The biggest news stories, the ones that matter to you, in your home, in your neighborhood... not only are they not getting reported on the nightly, but they haven’t really changed in 40 years. That’s eight years longer than I’ve been alive. Wages aren’t where they should be, the rich have too much of our money and it’s strangling economic growth, we’re focused more on short term profit than long term gain, our food’s not fit to eat, our water’s not fit to drink, people are working longer hours for less money that won’t buy them (or rent them) a decent place to live. To top it all off, we’ve got a government where a few thousand can essentially buy a congressperson for a corporation who then makes millions back from policies that hurt, you guessed it, folks where we live. None of this is new, none of this is all that shocking, so you really shouldn’t need more than an hour every night to tell you that yep, things are really tough for the vast majority of Americans. All the rest of that stuff is just useless junk thrown at you in the hope that you won’t realize the ship is sinking, like bringing out caviar on the Titanic. We could all be doing better. We should all be doing better. But as long as we keep listening to the talking heads who tell us everything is fine and this is just how the world should be and it must be your fault they
shipped your job somewhere that pays a nickel an hour, things won’t get better... and the first step is turning off that 24-hour noise-fest and maybe checking out the local rags. Now I know this is rich coming from someone who writes for the paper, but I’ll be real for a second. I don’t agree with everything said by the management here at FCJ, and they probably don’t like a lot of what I say, too. That’s the beauty of local media: when it’s someone who can drive over and chew you out (or send angry letters as I get from time to time) it means you have to be held accountable. Last time I checked, that’s what America was all about. Heck, argument was a SPORT in the house where I grew up, so we learned early on that you can fight with someone and fundamentally disagree, but when the chips are down that person is your family... and guess what? We’re all family. Bluff Country, Minnesota, Rural Americans as a whole, we’re a whole famn damily. We may disagree and have it out over tater tot hotdish, but if we also don’t turn around and have each other’s backs, if we’d rather listen to the bobbleheads on TV tell us what the problem is rather than see what’s happening right in our own backyard, we deserve to fall apart.

Back in 1984, when I was 10 years old, I started delivering the Rochester Post-Bulletin to 125 homes spanning 17 blocks in a neighborhood in Northwest Rochester. I’ve been working ever since. I learned a lot from my first business venture at such a young age. Probably the most important thing I learned related to work ethic and the commitment to deliver what was promised to paying subscribers six out of seven days each week. Yes, just like our USPS, as a newspaper carrier I only had one day of rest -- Sundays. I’m still in the newspaper business, 34 years later, and I’m so glad I don’t have to worry about the distribution process. As a former circulation director, coordinating upwards of 800 newspaper carriers to deliver daily newspapers to tens of thousands of homes, I can appreciate the challenges facing our USPS. For the Fillmore County Journal, the USPS is our circulation department. And, in our significantly ruralbased communities, most residents know who delivers their mail. There is a more personal first-name-based connection. So, when you are thinking about how your mail magically arrives in your mailbox each day, think about the people who make it all happen. And, if you sincerely appreciate their six-day commitment to the methodical process for which we may often take for granted, this would be a wonderful opportunity to express your gratitude.

C ommentary Of Karst and Catalpa Eric Luoma Fountain, MN We have had many customers ask why we named our business “Karst,” to which we answer by explaining the geological term. But it’s more than a term... it’s the land upon which we live and our best hope for a vibrant, sustainable future. The well-attended, passion- Eric Luoma ate and civil engagement in Mabel of those concerned about our Karst topography, environment and rural life is encouraging. While we share the concern of many regarding the environmental risks presented by 5,000 hogs producing a manure output equivalent to a city of 20,000 in the land of 10,000 sinkholes, we have an equal fear regarding the long-term economic risk this project poses for our area. Families have been leaving this wonderful rural landscape for years, and most of those which remain are led by parents who commute out every day to make ends meet. We need a new business model for a vibrant, rural, and family-friendly economy in Fillmore and Houston Counties, and it’s all around us in the form of karst. That model is one that values a local, sustainable, karst-friendly business. Karst, the predominate topology of the driftless area, is what sets Southeast Minnesota apart from the rest of Minnesota and, arguably, the rest of the United States as well. By acting upon values that embrace, protect, and relish our karst topography rather than those that ignore or attempt to engineer it away, we will lead ourselves into a more sustainable economy that will bring families back to the rural landscape. The proposed Catalpa project is an escalation in a decades-long economic assault that has been driving out the family farm and other rural families along with it. If and where these projects do acknowledge karst, it’s often only to engineer it away. While we love human engineering solutions in many situations, Nature is a dangerous place to try. Nature has been “engineering” for millions of years and we must learn to yield to the environment in which we live by
embracing and working with it rather than against. While many family farms may have felt forced to expand in the past to survive, that model has proven to only delay their demise by one generation, maybe two. Therefore, the solution to bringing several generations of families back to our rural economy is to diversify away from the corporate, commodity driven model upon which the Catalpa project is based. While these models won’t and cannot be eliminated entirely, we must raise our environmental expectations and say no to these projects that threaten our water, our landscape and — very clearly — one of the best prospects we have for rural family vibrancy: our karst. How do we do this? First, by recognizing why people come here... or step outside anywhere for that matter. People come to our business, and to Lanesboro, and Preston, and Harmony, and Spring Grove to trout fish, canoe, bike, explore caves... then to shop, dine, and buy stuff. They do not come to smell manure and swat flies of which 5,000 hogs will produce and distribute far beyond their confines. We have family farms trying to create value in new ways — diversifying away from only row crops to include hops and vegetables and vineyards and orchards. We have families making a go of pasture-raised heritage beef and pork as well. Heck, Amish families make furniture from the land — the best furniture you can buy raised on sustainable family farms! But it’s not about furniture or beer or apples — it’s just that the time is ripe for a vibrant grow/create/consume/buy local economy that embraces and protects our karst landscape. Continuing with ever increasing confinement operations will kill these sustainable and economically viable alternatives just as it has done to so many family farms. We love this landscape, its people who have embraced it for generations, and the respectful, albeit passionate civic engagement on display in the wonderful area of karst to which we have returned. May others return — and all of us continue — to engage with passion, to love and care for this land and its people as well. That’s why we named our business “Karst.”

Spring Valley mulls banning ATVs By Rich Wicks The Spring Valley City Council discussed the banning of ATV (“four-wheeler”) usage within the city. Present at the meeting on June 25 were Todd Jones, Mayor Jim Struzyk, Jessy Betts, Mike Hadland and city administrator Deb Zimmer. Tony Archer was absent. Betts and Hadland said they’ve gotten many complaints from citizens regarding ATV usage within Spring Valley, especially within the past month. They said there is currently no city ordinance against this. They also said the recent complaints are about the speed, noise and unsafe driving patterns. Betts pointed out that the vehicles in question are not allowed by state statute to travel on any county or state highways, so Hadland pointed out this means Tracy Road is really the only legal path these vehicles can currently take into or out of town. Betts added that state statutes allow only Class 1 and Class 2 “side-byside” style ATVs to be licensed for usage on state or county roads, but that is not the type of ATV that Spring Valley is concerned about. Hadland also pointed out that the term “fourwheeler” is misleading because there are three-wheeled ATVs in the city that he is concerned about as well. The council chose to hold a public hearing on July 25 to consider whether to prohibit “non-side-by-side” style ATVs. The council discussed a request from Greg Melartin for Spring Valley to allow an automotive “burnout competition” as part of the Fins & Films event on July 7. The request was for Spring Valley to allow the closing of N. Vine Alley as the venue for the competition, but said if that were not allowed, Melartin would hold the competition on his lot at 121 E Jefferson, and he asked if Spring Valley would allow the closing of a portion of Jefferson (for a staging area) from 12-4 p.m. on that day. The council voted to deny the request to have the competition on N. Vine Alley, but approved the request to close East Jefferson from Broadway to Section, from 12-4 p.m. Jones asked if this will be a problem for the food shelf, but Zimmer said it closes by noon, so that should not be an issue. The council heard from John Fenske regarding parks department events and status. Fenske then added, “Now it’s the bad news. The pool’s losing water, and it’s losing lots of water… Now, losing water is not a big deal. doesn’t know where the leak is, but could have Roto-Rooter come to determine where the leak is, and what can be done about it. Mayor Struzyk suggested closing the pool to make the needed repairs, saying that any significant ongoing leak will eventually cause washouts underground, which might result in major problems. Fenske said the pool sold more season passes than ever before, so if it closes down, there would be a lot of money to refund. The other option is to do a “bandaid” repair until the pool could be fixed next spring, hopefully before the pool season opens. The council chose to take no action until the leak location and options are determined. Todd Jones spoke up, voicing his concerns about an abandoned house at 801 S. Washington that has “critters” living in it. Approval has been given for live trapping
to remove the animals. Jones also shared his opinion that, “I take pride in my town. I think we’ve got one of the greatest towns around… So we should take pride in everything we do.” He encourages citizens to keep this in mind when mowing, trimming, and performing any maintenance or upkeep of homes, grounds, and businesses in town. Mayor Struzyk also spoke up, asking residents to keep up with mowing, and to comply with the city’s “junk ordinance.” The board reviewed a draft of a proposed ordinance to prohibit dogs in South Park. No action was taken at this time, because a public hearing will be held in July on this issue. Sarah Engels was appointed to fill a vacancy on the Zoning Board. The meeting adjourned at 6:45 p.m. The next regular meeting of the council will be Monday, July 9 at 6 p.m. As always, the public is welcome.

He was a member of the Lanesboro City Council as well as the Utility Board. Jerry was an avid car enthusiast and enjoyed working on them. He knew the make and model of every car he passed. He was a jack of all trades could fix anything! He enjoyed golfing, collecting guns, spending time with family, and hunting pheasants with his son. He also found enjoyment in car and gun shows. Jerry was known by everyone in the tri-county area because of his “gift to GAB”! Jerry is survived by his wife Dorothy of Lanesboro, a son, Scott (Annette) of Harmony; two daughters, Dawn (Jerry) Steffes of La Crescent and Heidi (Bill Fishbaugher) Evenson of Canton; four grandchildren: Khala and Angel Funke and Brandy and Ryan Steffes, two step-grandchildren, Michael and Hanna Fishbaugher; two grand-dogs, Finn and Sam; three sisters, Carolyn (Bob) Eidenschink, LeAnne (Dave) Kingsley, and Brenda (Lyle) Kurth, and a brother, Robert (Chris) Evenson. Memorial services were held at 11 a.m. on Wednesday, June 27 at Elstad Lutheran Church, rural Lanesboro, with Pastor Luther Mathsen officiating. Burial followed at Elstad Lutheran Church Cemetery. On November 5, 1976, he was united in marriage with Kristi Hatleli at Rushford Lutheran Church. M. Richard T h rou g h Hall his career, Rich worked as a farmer in Lanesboro, was a human resource manager at Hubbard and Land O Lakes; sales manager at Thern in Winona, Minn.; and was a vice president and pharmacy manager at Witt’s Pharmacy in Rushford, Minn. Rich was passionate about music and was an accomplished drummer who toured with the All American High School Band. He also played all genres of music with many local bands. Rich loved the outdoors and enjoyed hunting, archery, fishing, hiking, water skiing, and snow skiing. He was so proud of his children and was an avid follower of all of their activities. Rich had numerous accomplishments, including being a certified ski instructor and raising a grand champion hog in his 4-H club. He was also generous with his time by giving to his community as a Cub Scout leader, Booster Club board member, Rushford Electrical Board member, elementary girls basketball coach, and videographer. Rich touched the hearts of many with his genuine smile, kind heart, and sense of humor. Rich is deeply loved by his family and is greatly missed. Leonard Carlton Halverson Leonard Carlton Halverson was born July 31, 1932, in Spring Grove, Minn., the son of Clifford and Mildred (Storlie) Halverson. Leonard attended the Kelly Country School, and Leonard finished his Halverson education at the Mabel High School. After graduation Leonard stayed on the farm and helped his father with the farm work. In 1952 Leonard was drafted to the Army and was sent to Fort Riley, Kans. Leonard was then stationed in Korea, where he drove a dump truck, hauling gravel and sand. In 1956 Leonard bought the family farm, north of Mabel. On August 16, 1958, Leonard married Loretta Gail Hoff. The two of them lived on the farm for 43 years and raised there four children. 2001. During retirement Leonard worked for the local farm co-op, and continued to help his son on the farm. Leonard also served on the Preble Township board from 1986 to 2001. Leonard was an active member of the Scheie Lutheran Church, where he spent 18 years on the cemetery board. Leonard was a avid reader, enjoyed traveling, restoring older tractors, spending time with his family and friends, and especially enjoyed his grandchildren. He also enjoyed talking about family and local history. Leonard passed away at home on Thursday June 21st, 2018 at the age of 85. Leonard is survived by his wife Loretta of Mabel; four children: Lynne Groves (Scott) Reichmann of Rochester, Neil (Lois) Halverson of Mabel, Sharon (Perry) Letizio of Prior Lake, and Lori Stahnke (Scott Parfitt) of Rochester; eight grandchildren: Sean (Kazanna) Groves, Bryan Groves, Laura (Joe) Gudgeon, Ryan Halverson, Marissa and Corey Letizio, Nicholas and Ashlyn Stahnke; one great grandchild: Zachary Gudgeon; two siblings: Keith (Joanne) Halverson of Spring Grove and Lorraine (Darryl) Rud of Dorchester, Iowa; several nieces, nephews, and in-laws. Donald Lee Keyes On June 20, 2018, at the age of 97, Donald Lee Keyes of Wykoff, went to his Heavenly Home, after a short stay at Ostrander Care Center. Don was born in Strongs Prairie, Wis., and in his Donald Lee late teens Keyes following the dream of “Go west young men.” He made it all the way to southeastern Minnesota, where he met his future wife. As many other young men of the time, he served his country in WWII. He spoke often of his experience as a LINK trainer and his passion for airplanes continued throughout his life. In 1945, he married his sweetheart Helen, to whom he had courted by mail. During their 73 year marriage, they raised their large family on a dairy farm outside of Wykoff. Retirement for Don and Helen meant a move to
town, where Don’s enjoyment of growing things continued as he gardened well into his 90s. Don is survived by his wife Helen (Kohlmeyer), children: Ellen Collett (Minn.), Sarah (Mike) Zachow (Mich.), Tim (Cindy) Keyes (Ill.), Peter (Marci) Keyes (Minn.), Lois (Rob) Deyonker (Calif.), Joe (Karen) Keyes (Minn.), Mary (Steve) Flachs (Mich.), Ben (Theresa) Keyes (Minn.), Danelle (Mike) Keyes-Condra (Mich.), sister Judy Lewis, sisters-in-law: Evelyn Keyes, Ruth Grabau, and Dorene Vomhof, 26 grandchildren, 44 greatgrandchildren, nine great-greatgrandchildren, and numerous nieces and nephews. Memorial service for John Tienter was held at John Tienter 1 p.m. Tuesday, June 26, 2018, at Valley Christian Center in Spring Valley, with Pastor James Leonard officiating. Marvin was born on March 6, 1937, to Francis and Velma (Meade) Wilt in Paxico, Kans. He enlisted in the U.S. Air Force in July 1954 and served until January 1958. He attended Bemidji State College for two years and graduated from Moorhead State College. He started teaching band in 1962 in Borup, Minn., and also taught in Welcome, Minn. It was during Marvin’s time in college that he met a beautiful girl, June Beaudry. The two were married May 23, 1964. They had two daughters, Rebecca and Andrea. Marvin and June moved to Harmony, Minn., in 1966 where he taught band for the Harmony schools and eventually Fillmore Central schools until May 1996 when he retired from teaching. He was a beloved band teacher and made an impact on thousands of students throughout his career. Marvin was a communityminded individual. He served on the Harmony, Minn., City Council from 1977–1980. He was then elected mayor of Harmony and served from January 1981 – December 1992. Marvin is survived by his wife of 54 years, June; children Rebecca (Mark Clodfelter) of Greensboro, N. C., and Andrea (Eric) Wood of Minneapolis, Minn.; three grandchildren: Jensen (17), Cecilia (13), Zachary (11), also of Minneapolis. He loved having his grandchildren visit and was equally happy to see them go back home. A Celebration of Life concert is being planned for July 21 at Greenfield Lutheran Church. Bergan was born on October 15, 1948, in Austin, Minn., to Curtis and Dorothy (Enfield) Bergan. He was raised in rural LeRoy, Minn., and was a 1966 graduate of LeRoy - Ostrander High School. On March 4, 1967, he was united in marriage with Linda Harrington at the Marshall Lutheran Church in Adams, Minn. Doug received his Bachelor’s Degree in Business Administration from Mankato State University. He farmed for several years in the LeRoy area until moving to rural Lanesboro in 1986, where he also farmed. In addition to farming he also worked for Plunkett’s Pest Control for 25 years. Doug’s passions included horses, cattle, western collectibles, and everything involving his grandchildren. He is survived by his mother, Dorothy of LeRoy, Minn.; two children: Brett (Brenda) Bergan, and Sarah (Gary) Brown, both of Peterson, Minn.; grandchildren: Jessica (Tom) Thompson, Jordan and Jackson Bergan, Jerad (Megan) Brown and Josh Brown; two great-grandchildren: Jaycee and Lincoln; one sister, Diane Lukavsky; one sister-in-law, Sharon; and by many nieces and nephews. vice,… or a confirmation class, if it works out.” Pastor Stoeger said the main advantage is, “We get to work together and back each other up.” Regarding the transition and getting to know their flocks, Pastor Stoeger said, “A big part of the pastoral role is to recognize gifts, and develop those gifts, and then put those gifts where they are most effective… equipping disciples to be disciples in their community.” Pastor Seebach shared that she spent 20 years working as a social worker in the Federal Bureau of Prisons in Rochester, so she’s really looking forward to this new challenge and sharing the love of God with people. She added that so far, all of the feedback she’s heard from the congregations regarding the upcoming transition has been very positive. Pastor Stoeger said rural communities are changing quickly, and he added, “One thing to note… this is not a merger… we’re just serving (the five churches) collectively.” Both pastors stressed that every congregation has a unique personality, and they are eager to learn about each church’s people, traditions, needs and strengths.

Celtic Music concert coming to Harmony’s Selvig Park Laura MacKenzie, an award winning Celtic musician, will be performing a solo concert in Harmony, Minn., at 7 p.m. Friday, July 6, 2018, at Selvig Park’s gazebo. The event is locally hosted by the Harmony Public Library and the City of Harmony Arts Board. This promises to be a delightful evening in the park. Min-
nesota Public Radio has called Laura MacKenzie the “High Priestess of Celtic Music.” Her traditional music is a real treat. You are invited to come enjoy the magic of Celtic music. Ask a Trooper By Sgt. Troy Christianson Minnesota State Patrol Question: I have a short box pick-up. A friend wanted me to carry two 12-foot aluminum boats he had purchased. Being as they would have extended far past my Troy H. seven foot Christianson or less truck bed, I declined, thinking it was too long to be legal. Was I correct? What is the length limit for loads off the rear of a pick-up? Answer: According to Minnesota state law, no single vehicle may exceed 45 feet in overall length, including load, and front and rear bumpers. There is an exception for mobile cranes, which may not exceed 48 feet in overall length. If the items extend to the rear four feet or more beyond the bed or body of the vehicle, a red, yellow or orange flag or cloth not less than 16 inches square is required in daylight hours. During nighttime hours or reduced visibility, projecting cargo needs a lighted red lamp(s), in addition to the vehicle’s rear lights.
Anything that is sticking over the left side of the vehicle beyond the line of the fender, and anything more than six inches beyond the line of the fenders on the right side is illegal in Minnesota. Remember that no vehicle shall be driven or moved on any highway unless its load is secure. Please make sure that whatever you are hauling is tied or strapped down so it will not shift over the sides or rear of the vehicle within the legal limits or fall onto the road. repaving of Hwy 16 from I-90 to Tracy Rd. in Spring Valley. In 2021 there will be the repaving of Hwy 250 north of Lanesboro/ rural. In 2022 there is the reconstruction of Hwy 30 in the urban section of Rushford. In 2023 the repaving of Hwy 43 from Hwy 44 near Mabel to Hwy 16 near Rushford is on the latest 10 year plan, but not funded yet. Currently, MnDOT is doing a repaving of Hwy 52 southeast of Preston to Harmony. There were questions about the shoulders and use by the Amish. Allis said this is a category they are looking at going forward; the shoulders could potentially be paved wider at a future time. Commissioner Duane Bakke described the unsuccessful effort to get MnDOT to pave the shoulder on a short section (about a quarter mile) along Hwy 16 between the campground and Whalan for safe bicycle passage. Allis suggested it could be looked
at as a stand alone project. Commissioner Randy Dahl said this was frustrating that MnDOT could not come up with the funding for this small project. County fairgrounds Doug Lind, Aaren Mathison, and Mike Fenske of the Fillmore County Ag Society thanked the commissioners for their past support. Lind listed a number of improvements including electrical upgrades, fans in barns, updated toilets, additional outlets for campers, conversion of old beer barn, trees planted, an added exotic animal display, and the repainting of the roof on the big barn. This year working with the Southeast Minnesota Drug Task Force there will be a display, Hidden in Plain Sight, for adults only to help parents/care givers learn what to look for in a teenager’s bedroom. This year there also will be a bounce house free of charge, an amateur radio display, and additional open class shows. Lind said they are looking at a project that needs to be done that

Monday, July 2, 2018 is expected to cost $15,000 to $20,000. The concrete apron and a portion of the inside floor of a building is in poor shape. This building is rented by Rochester City Lines 11 months of the year for bus storage. Lind noted they have $7,000 of the project cost and are looking to the county board for help. County Engineer Ron Gregg will be asked to look at it. Lind said we should do the work before winter. Other business in brief • Sheriff Tom Kaase reviewed the 2018 jail inspection report. Most of the corrective actions were changes in process by the staff and have already been corrected. The need for a staff member to work on programs and activities raised some questions involving the union, whether the sheriff should assign the extra duty, and compensation for the additional responsibility. This was referred to the Personnel Committee. The state wants a plan to remodel or expand the current facility to provide space for physical exercise and recreational activities inside and outside when weather is appropriate. The jail was reduced to a 90 day facility in February 2017. The report listed several improvements which have been made to the facility over the last year. • County Attorney Brett Corson and Zoning Administrator Cristal Adkins updated the board on enforcement of subsurface sewage treatment systems

(SSTS). There currently is litigation with four Amish litigants. The county has brought a motion asking the court for the opportunity to go to these properties. Many have incoming water to the house, either gravity or motor fed. The county is asking to look at drains and out houses/privies. The Amish want to use a mulch or peat moss system which is not approved by the MPCA. Corson said two cases are finished and four are pending. Bakke noted some have come into compliance without going to court. The land transfer policy was discussed concerning required inspections of SSTS with sale and transfer of property. Adkins admitted it slows down the recording process, but the 10 day compliance for recording is still being met. Corson added the paperwork also should be filled out for septic systems that are within a city limits. Adkins noted over 400 parcels within city limits have septic systems. • A promotional upgrade offered by Pictometry International Corp. to enhance the aerial imagery for the spring 2019 flight to six inches at no additional charge was approved. The enhanced imagery will be about 50% better than current images. County Recorder David Kiehne said it doesn’t change our contract. • Social Services Manager Kevin Olson requested the renewal of telecommuting agreement for

The agreement was renewed. • The hauler agreement with Winneshiek County Area Solid Waste Agency was approved from July 2018 through June 2019. • Staffing changes to the coordinator, zoning, veteran services, and extension offices were recommended by coordinator Bobbie Vickerman. The changes were approved as recommended and will save the county about $11,000. • There was a lengthy discussion about Managed IT Services and a related backup option for technology data. Marco has proposed two options for complete Managed IT services: 24/7 coverage or 8/5 coverage (eight hours for five days per week). Chairman Mitch Lentz noted the choice is between complete Managed Services versus on site services with our own team. Commissioner Marc Prestby said he wanted to look at it for another week. These items were tabled until the next meeting. • The following policies with updates were approved: AED policy, Code of Ethics policy, Tobacco Free policy, Fleet Vehicles policy, Grievances policy, and Mileage and Travel policy A request to retire from Kenneth Rislov, shop foreman, was approved with thanks effective no later than October 31. • Katie Isenberg was hired as full-time account tech in the sheriff’s office effective June 29.

Fillmore County Sports All-State Selections Highlight “Ball” Awards By Paul Trende Three county softball players and one baseball player have been named All-State. All-Conference softball is Chatfield Gopher heavy. AllConference baseball is highlighted by four Gophers and four R-P Trojans.
“All” Softball Selections
In the Three Rivers, Chatfield and Cotter tie for The Trende Report a league high five All-Conference picks for softball. The top two girls in the Gophers Paul Trende order, standouts Lexi Chase and Belle Berg each make the list for a third straight season. The sophomore pitching ace Chase led the Gophers to an 18-4 season. She went 14-2 with 185 strikeouts, just eight walks, and a .287 earned run average over 96 1/3 innings pitched. Included was a seven-inning perfect game (Caledonia/SG) and a no-hitter (PEM) backto-back in the play-offs, plus nine (variable inning) complete game shut-outs. Chase struck out 10 or more nine times including tallies of 14 twice, 15 twice, 16, 17, and a season-high 19 (versus Southland). Offensively, she hit over .400 with two home runs, 12 doubles (tied for team high), 18 RBI, and 22 runs scored. After being named All-State Honorable Mention as an 8th grader, and 2nd team AllState last year as a freshman, she is 1st team All-State this year. Chase is also Post Bulletin’s softball Player of the Year. Belle Berg’s forte was to play a mean short and hit home
runs. The junior shortstop hit near .500 with eight long balls. Of area players, only Hayfield’s Kate Kruger and Kyal Heydt were known to hit as many (eight each also). Berg also led Chatfield with 32 RBI and 33 runs scored. Belle’s 12 doubles tied her with Chase for team lead. For her efforts, she was named 2nd team All-State and made PB’s 1st Team All-Area. Belle (unofficially) has 21 career high school home runs. Fellow Gophers Britney Fretland (senior 2B), Shelby Isensee (junior C), and Carlie Berge (sophomore P/1B) join their teammates on the All-TRC team. Carlie B. hit over .400 with 11 doubles, 12 RBI, and 15 runs scored. She also tossed 40 innings, going 5-2 with 37 strikeouts and an ERA just over 2.00. Fretland, the Gophers only senior, had an excellent last season, hitting near .350 with a team-second-best 19 RBI plus 14 runs scored. Isensee had five doubles, a home run, and 10 RBI. Berge and Isensee repeat as All-TRC. The Gophers’ five All-TRC players are more than the rest of the county combined. FCLMC has one selection in Makaila Eickhoff. The senior pitcher tossed 40 2/3 innings (2-6) with 32 strikeouts. She hit .300 with a home run and 6 RBI. GMLOK has one selection in Liz Jacobsen. The junior catcher caught every inning for the Bulldogs, hit .319, and was named team M.V.P. In the Southeast Conference, Houston’s Amber Chapel is All-SEC for a third time. The senior centerfielder also is honored 2nd team Class A All-State while making PB’s 1st Team All-Area. Stats for the ‘Canes weren’t comlpete, but Chapel hit around .400 while leading the team in home runs (4), RBI, and runs scored.
She was a fearless area-covering centerfielder. Teammate Becca Lee is Houston’s second All-SEC pick. Lee platooned short while also checking in at the lead-off spot, posting an average near .350 with a pair of home runs. Chapel and Lee were each at least three year starters. Alyssa Rostad (junior C) is All-SEC Honorable Mention. Mabel-Canton also gets two All-SEC picks in Maddy Michels (junior C) and Kenidi McCabe (freshman SS). Michels repeats as All-SEC. She hit .414 with a team high 16 extra base hits (three home runs, three triples, ten doubles). The junior had a team third-best 21 RBI. McCabe hit a teambest .481 while racking up thirteen extra base hits (teamhigh-tying four HRs, seven doubles, and two triples). She had team-second-best 24 RBI with 20 runs scored. McCabe made PB’s 2nd Team All-Area. Lexi Thorson (junior 2B) was notably A-C Honorable Mention (.375 average, six doubles, six triples, three home runs, team-high 25 RBI, 26 runs). Also of note, Hannah Snell (junior 3B) tied for the team lead with four home runs and led M-C with 31 runs scored. led MC with The Cougars had an offensive year in posting their second consecutive good season (15-8). Ten girls scored ten or more runs, seven had ten or more RBI (three with 20-plus), and they had 15 total home runs.
“All” Baseball Selections
The Three Rivers All-Conference baseball list is littered with county players. Eleven of the 13 players are seniors. Section 1A champion RushfordPeterson and Chatfield each get four selections. Gopher Ben Ihrke heads the cast. The senior (CF/P) repeats as AllTRC while getting honored as 2nd Team Class AA All-State.
Irhke hit .457 with team-highs in home runs (3) and RBI (16) while scoring 12 runs. He had seven multi-hit games. On the mound, the Division II Augustana (South Dakota) signee tossed 29 1/3 innings, going 4-1 with a 2.39 ERA and 24 strikeouts. Over his three-year varsity career (59 games), Ihrke hit .388 with 28 extra base hits and 42 RBI. Teammates Jake Mandt (senior P/3B/C), Robert Crouch (senior P/3B), and Max Aug (freshman P/SS) are also AllTRC. Mandt is a repeat selection. He hit .271 with 12 RBI and 13 runs scored. On the mound, Mandt pitched 24 2/3 innings, going 2-2 with a 1.14 ERA and 21 strikeouts. Like Irhke, Mandt was a three-year starter. Crouch hit .383 with a team second-best 14 RBI. On the mound, he pitched 17 2/3 innings, going 2-2 with a 1.98 ERA. Aug, just a frosh, burst onto the scene, leading the Gophers offensively with a .489 average. He hit a home run and had a teambest six doubles, scoring 15 runs with 8 RBI. For Rushford-Peterson, seniors Dawson Dahl (OF), Ben Ansell (SS/P), Shawn Marg (P/1B), and Payton Hahn (OF/P) are All-TRC. Dahl, a four-year starter, hit a team-best .470 with 20 RBI and a team-high tying 27 runs scored. The centerfielder had eight threeplus hit games. Thirty-three of his 39 “goods” were singles, though he did hit a home run. His leaping catch may have saved the Section Title game and his run won it. Ansell, another four-year starter and repeat All-TRC pick, hit .385 with seven doubles and 23 runs. The 6’5” righty tossed 29 1/3 innings, going 2-2 with and save, recording 26 strikeouts. Marg was the Trojans pitching ace, recording two post-season wins and a save. The lefty tallied a team-best 53 1/3 innings, going 6-3 with a 3.68 ERA, notching a teambest 52 strikeouts. Offensively, Marg hit .458 with
19 RBI and 16 runs scored. He had seven doubles and a home run. Hahn hit .425 with three triples and a teambest-tying 27 runs scored. He tossed 30 innings, going 3-1 with a save, notching 27 strikeouts. R-P hasn’t had four All-TRC baseball picks in the Fillmore County Sports era. Of note, junior Carter Weidemann (catcher) hit .412 with a team-best 14 extra base hits (eight doubles, four triples, two home runs) and a team-high/county-high 31 RBI. GMLOK’s two senior four-year starter Zachs are AllTRC. Zach Myhre (P/OF) led the team in average (.435), triples (3), RBI (15), and runs scored (13). Myhre hit safely in all but three games. It’s his second All-TRC pick, as he was selected as a sophomore in 2016. Zach Bubany (SS/P) hit .326 with a home run and 12 RBI. He tossed a teamhigh 38 1/3 innings, going 3-5 with 42 strikeouts and a 3.29 ERA. FC/L’s two picks are senior Logan Corson (SS/P) and junior Carson Schwichtenberg (OF/P). Corson hit a team-best .415 while also leading the Falcons in RBI’s (10) and runs scored (12). He pitched 20 1/3 innings, striking out 18 though going 0-3. From the shortstop position (and pitcher), he had a .957 field percentage (two errors). Schwichtenberg hit .277, scoring eight runs. In 21 innings pitched, he went 2-2 with a 4.33 ERA. In the Southeast Conference, Mabel-Canton’s Drew Wyffels threepeats as All-SEC. The Cougars (by far) top player hit over .600 while doubling as a primary pitcher. The junior pulls the rare dual-sport, same-season, All-Conference selection. He made All-SEC in track and field as well. He is the only Cougar or Houston Hurricane to be named purely All-SEC in baseball. MabelCanton’s Logan Richardson (senior P/3B/SS) and Houston’s Damon Carrier (senior 3B) are All-SEC HM.

Alternative Learning Program to be added to Lanesboro school district By Hannah Wingert On the agenda for the Lanesboro School Board meeting on June 21 were several items regarding the creation of an Alternative Learning Center at the Lanesboro school. The center would be operated by the Hiawatha Valley Education District, of which Lanesboro is already a member. Currently, the only other Alternative Learning Center in the Hiawatha Valley Education District, or HVED, is located in Kellogg, which means that all schools in the district have to send their students there, with some traveling farther than optimal distances. If that center were to close for any reason, there would not be an alternative learning program or ALP available at all for the students in HVED and certain targeted services within each district would also no longer be an option. The Lanesboro ALP would
include an in-building Autism Spectrum Disorder program. “We happen to have the need coming up to have an ASD type of program,� Superintendent Matt Schultz pointed out. He was able to work with HVED to coordinate an ASD program that would work in Lanesboro. “We happen to have the ability to offer some time from our full-time employees to offer the time to staff that (the proposed ALP),� Schultz said. He recommended that the board approve an agreement to sell 0.17 FTE of social studies time, 0.17 FTE of math time, and 0.15 FTE of administrative time to HVED for the operation of the ALP and the ASD program. The teachers’ and administrators’ contracts would remain with the Lanesboro district during that agreement. Learning Program, Schultz also presented a proposed agreement to allow the program to use facility space at Lanesboro up to one classroom size in square footage in which to operate the ASD program. “What I like the most about it is that it benefits the kids,� Board member Dave Lawstuen said about the proposed ALP. The rest of the board concurred with Lawstuen and the agreements with HVED for the Alternative Learning Program were approved. Lanesboro Public Library intern Katie Patyk was present at the meeting. She is working with the teen programming at the library this summer and is looking for ways to get teens interested and involved in the library. She asked the board to consider working with the library towards that goal. She also asked if a link to the library could be added to the community page on the school’s website. The board was amenable to collaborating with the library. The board reviewed and approved the 2018-2019 budget. “Our proposed budget will be our adjusted budget as of today, which puts us at about $148,000 expenditures over revenue,� Schultz said. “I’m expecting though that over the next three weeks, we’ll generate more special education revenue that we haven’t received yet.�

The board approved the hiring of Kyle Blahnik for .5 FTE social studies and .5 FTE physical education. Kaci Goldsmith was hired for a part-time position in the child care center. A resignation from child care center worker Amelia Cronk was approved. The board also approved the retirements of Kim Charlebois, Sheila Vogen, and Linda Hennessey. The Facility Committee met with the architecture firm HSR on June 18 to go over the proposed project plans. During the meeting, they worked on narrowing the scope of the project to the higher priority items. Among the projects that are on the top of the list are renovating the main entrance to be more secure, adding a tiered presentation hall, commons area, cafeteria, and second gym, mechanical system upgrades, new lighting fixtures, safety and security upgrades, increased classroom security, classroom renovations, new lockers, etc. The committee has been able to keep everything
within the originally estimated costs. “We’re in the process now of prioritizing what’s most important for our students and what really needs to be done,� board and committee member Steve Snyder said. Another community meeting will be held once the committee has made its final recommendation to the board. Dorsey and Whitney, LLP was approved for the district’s bond counsel. The elementary and high school student student handbooks were reviewed and approved. “We’ve been very pleased, and the results show it,� Snyder commented about Superintendent Schultz’s work at the school and his recent employee review. “We recommend to the board that we offer a three-year contract to Mr. Schultz.� The board thanked Schultz for his work and approved his contract for three years. The next Lanesboro school board meeting will be held on July 19 at 7 p.m.

Fillmore Central approves playground upgrades By Hannah Wingert A playground committee consisting of community members and school staff recently met with Midwest Playscapes to discuss upgrades to the elementary school playground areas. Their plans and proposals were presented at the June 26 Fillmore Central School Board meeting. The main K-6 playground is outdated and the surface along with some of the pieces do not meet current safety regulations. The committee’s proposal included new playground equipment with fewer tower structures than the current set to allow for more inclusive play. The surface would be redone with a 12” depth wood fiber material that would make it easy for wheelchair users to move about the playground. The other playground area is the new fenced-in space at the end of the old football field that will have one space for kids between two and five years old and another for toddlers. The preschool age area would have a wood fiber surface just like the elementary playground and the toddler area would have a poured rubber surface with a concrete base to accommodate children who are still crawling. The focus for both the elemen-
tary playground and the early childhood playground would be on maximizing movement, strength, and agility, as well as being inclusive for all children. A total of $200,000 has been budgeted for the playground upgrades. The board approved the plans. A $500 donation from MiEnergy Cooperative’s Operation Round up Trust Board to be used for the early childhood playground was approved by the board with their thanks. High school principal Heath Olstad reported that out of the 2018 Fillmore Central graduates, 29 are planning to attend a fouryear college, 18 are planning to attend a two-year college, two are joining the military, and three are entering the workforce. With the high school’s dual credit program, 437 total college credits were earned by the juniors and seniors in the past year. “I want to thank the teachers who put in the work to teach dual credit courses,” Olstad commented. Brown, ninth grade boys basketball coach and varsity girls softball coach Tris Tollefson, and varsity baseball coach Keith Larson were approved by the board. A resignation from high school building secretary Jane Sagen was approved as well. “Thank you to her for all her wonderful years here,” board member Jim Love said on behalf of the whole board about her 23 years of service. Special education service contracts were approved with Mary Kautto for Orientation and Mobility Services and the Southern Minnesota Consortium for emotional behavior disorder services for the 2018-19 school year. Tenure status was approved for teachers Karn Friedges, Pam Jackson, and Duane Ledin. The Title I Funds for the 201819 school year will be increased by approximately $80,000 and so the district would like to hire an additional full-time Title I teacher. Sara Neimeyer was suggested for the position which means that her spot as a third grade teacher in the coming year will be filled by Diane Keith instead. Daron Wiltgen will be hired as the new second grade teacher to replace Keith. Heidi Brown was hired as a special education teacher in the high school, and Amy Means as a teacher assistant in the 3-4 year old daycare room. Melissa Simonson was hired as the eighth grade volleyball coach, Tris Tollefson as the seventh grade football coach, and Corey Whalen as the volunteer football coach. The community education and custodial wages were reviewed and approved for the 2018-29 school year. Up to 30 hours of tech assistance was approved during the month of June for Aaron Janssen to assist with technology related issues. Open enrollment requests

from a Kingsland student and a Mabel-Canton student were approved by the board. The #9 school van will reach the end of its use date in December. A quote from Nelson Auto for a new Ford Transit to replace the van was approved by the board. A quote from Torgerson-Ostby was approved to replace the carpet in the elementary music room. Another quote was approved from Andy Yoder to remove the stage floor in Harmony and replace it with plywood which would then be painted black by school staff. Music teacher Duane Ledin presented quotes for a percussion workstation, folio cabinet, and timpani set. The current timpani set is 50 years old and two of the four drums are broken. A new set would last about 40 years. The board approved the purchases. Two quotes from Scheevel & Sons were approved for the Harmony baseball field grading project and the grading and installation of the new parking lot at the field. As the parking lot will be used by the City of Harmony as well, it is contributing $25,000

towards that project. Memberships with the Minnesota Rural Education Association and the Minnesota School Board Association were renewed by the board. The district is required by the government to increase food prices for breakfast and lunch by a minimum of $0.05 annually in an effort to reach the established federal per-meal prices. The prices for milk, milk break, and healthy snack cart will not increase. The student activity fees, admission fees, and sports season pass costs were also approved for the upcoming school year. The pay for the 2018-19 school year was set for substitutes as well as the pay scale for van drivers. A maintenance agreement with the City of Harmony was approved for the new parking lot next to the Harmony community center. The city will be responsible for snow removal and the school will take care of striping and sealcoating. The next Fillmore Central School Board meeting will be held on July 24 at 6:30 p.m. in the elementary meeting room.

Mabel-Canton board to meet with city councils By Rich Wicks The Mabel-Canton School Board held a regular meeting on June 26. Mark Weidemann, Chris Miller, Business Manager Aimee Lake, Board chair Cristal Adkins, Superintendent Gary Kuphal, high school secretary Lynette Donald, Chris Loppnow, Diane Wilder and Liz Hershberger were present. Jason Marquardt and Principal Michelle Weidemann were absent. No student board representative was in attendance, and no members of the public had requested to address the council. The board gave public thanks for recent donations from individuals and groups. Superintendent Kuphal explained that the city councils of Mabel and Canton have expressed interest in meeting with the school board. The main challenge is settling on a date and time that works for everyone, so Kuphal was encouraged to set a meeting, and hopefully most will be able to attend. The board settled upon Tuesday, July 24 at 6 p.m. for this special meeting, at the M-C Media Center. The board approved the purchase of a 2019 Ford Transit van, for just under $27,000 as well as a Cub Cadet mower (from Hammell Equipment) for $5,350 (after trade-in). The board discussed who to contract with for technology support. Kuphal explained that M-C previously used Marco, but also has a bid from Ed Midwest, adding that regarding the bid from Ed Midwest, “It actually is a bit cheaper than Marco.” Kuphal said that he and Principal Wiedemann are recommending the board approve the agreement with Ed Midwest. The board voted to do so. Superintendent Kuphal gave a legislative update. He said the state has allocated $25 million statewide for a Safe Schools initiative, of which half is targeted in the metro (Twin Cities) area, and the remaining half is for the rest of the state. Criteria for applications will be released July 16, and applications will be accepted on August 29. Regarding the process, Kuphal said, “Nothing is a given at this point,” but he stressed that Mabel-Canton fully intends to apply for a share of the funds. Superintendent Kuphal shared with the board that he had met separately with the superintendents from North Winn and Decorah schools earlier in the day, to start laying the groundwork for cooperation regarding students who attend school

from outside the district borders. Chris Miller and Kuphal will schedule a meeting with interested families from the North Winn district. The board voted to approve the 2018-2019 school calendar, including a couple of changes suggested by the superintendent. Kuphal said that overall, the calendar is, “Fairly consistent with last year,” but he suggests that any early-out days
dismiss at a standard time of noon. He also suggested that graduation be slightly earlier (7 p.m. instead of 7:30 p.m.). Kuphal also said he feels that the board should be setting the school calendar roughly two years in advance, so to catch up and get onto that timeline, he plans to ask the board this fall to approve a calendar for the 20192020 school year, and then in the spring to ask the board to
approve the calendar for 20202021. The board discussed and reapproved services through Hiawatha Valley Mental Health Center for students in need. Kuphal explained that although the services were previously provided at no cost, they are starting to charge, and the cost will be approximately $2,750 per year for services one day per week. There are currently eight students receiving these services, so Kuphal and Principal Wiedemann recommended approval.
Business manager Aimee Lake summarized the preliminary 2018-2019 budget. The board approved it as submitted. The board also approved a price increase of ten cents for breakfast and lunch. The board approved moving forward with steps to develop a Strategic Plan. Diane Schwinghammer will be helping Mabel-Canton in this process. The meeting adjourned at 8:35 p.m. The next regular board meeting will be Tuesday, July 17 at 6 p.m. in the Media Center. The public is welcome.

gest a low-height planting of some sort at the intersection of Highway 43 and Highway 16, on the side adjacent to Pam’s Corner Convenience and another planting on the side adjacent to Kwik Trip. Also mentioned by City Clerk Kathy Zacher was the planting of trees by the Grahamowned building, housing State Farm Insurance, to mitigate vehicles cutting through the parking lot boulevard area. The inclusion of some sort of perennial planting was also suggested. “It all depends on people who are able to do maintenance after,” cautioned Zacher. Public Works Department isn’t able to add care of significant planting areas to its current work schedule. It was also suggested by state landscape designers to move the Welcome to Rushford sign at the south Highway 16 entrance to the city somewhere nearer to north side of the Root River Bridge. “It will all help soften the entryway into our city,” noted Councilor Terri Benson. The city will also continue planning for next year’s plans, in anticipation of the continuing agreement. Several ideas for downtown hardscaped areas have been suggested by the state and may include removal of some concrete areas to allow for tree planting. If it happens, the city will be responsible for the costs related to removal of concrete sections. In other news, the city council discussed plans that continue to evolve for services related to the return of remains of Rushford native Joseph Morris Johnson. The navy seaman served on the USS Oklahoma and was killed in action at Pearl Harbor, December 7, 1941. Johnson’s remains were recently recovered and are being returned to his family in Rushford. According to Zacher Johnson’s remains will be flown into Minneapolis Friday, July 6. That evening, at the I-90/Highway 43 south interchange, a motorcycle brigade, led by the American Legion Riders, will provide an escort into the city. A patriot honor guard and naval color guard will attend the remains. Rushford’s own color guard will act as ceremonial pallbearers. Saturday, July 7 a service is scheduled to take place at the new Veterans Memorial Park, weather permitting. Representatives from the U.S. Navy and The Office of Veterans Affairs will be present for the service. Following the service, a memorial service is expected to be held, at 1 p.m., at Rushford Lutheran Church, with burial immediately following at the church’s cemetery. A portion of Highway 30 may be temporarily closed for the burial. “We’re looking at 1,000 people being here,” said Zacher. “There are a lot of details they’re still working on, but they’re getting a handle on it. There will be a fellowship at Creekside [Park] after the service. There may be more than 100 motorcycles.” Pub-

lic Works, the Rushford Police Department and Rushford Fire Department, as well as Emergency Medical Services, are expected to be involved in the day’s events. The city is anticipating a formal itinerary to be out soon. The city is also planning ahead for this year’s Bluff Land Triathlon event. Now in its fourth year, the event is slated to be held Saturday, October 13, beginning and ending at Creekside Park. The event benefits the Foundation for Rushford-Peterson Schools. According to Councilor Sally Ryman, who is involved with the event, routes have been changed from previous years. The hike portion of the triathlon will be a 1.4 mile trek up the groomed Magelssen Bluff trails. The new trail route will take participants out to the new overlook and down the stair climber route. Following, a 14.2 mile bike ride will head from Rushford

and out past Peterson, before returning to Rushford. The 5K walk/run will head east from Rushford, along the Root River Trail towards Houston and loop back to Rushford. This year, the events will be done in specific order because of new electronic chip timing that is in place. Also new this year is a Junior BLT (Bluff Land Triathlon). Geared for kids aged 10 and under, the event will kick off around 9 a.m., at the Niggle Field Sports Complex of Rushford-Peterson Schools. Participants in either the main triathlon or the junior event may take on just one of the three events or all three. Family pricing is included. The public is encouraged to attend.
