Little Lending Libraries have been popping up all over the United States in the past few years and the Fountain Study Club has added another to the list of locations. Joan Clement, with the Fountain Study Club, thought it would be a good idea for the city of Fountain to have a lending library to make books available for area children and adults. She talked with the rest

of the group and they all agreed that area residents could benefit from a lending library. Clement states “I thought it would be a good thing for us to do here in Fountain because we don’t have the bookmobile anymore and we don’t have a library” so this would give area residents the opportunity to obtain books without having to leave Fountain. Clement attended a Fountain council meeting and received approval to place the lending library in the city park near the Come Enjoy

beginning of the Root River State Trail. Phillip Eickhoff, owner of Eickhoff Construction, donated the materials and his labor to construct the charming lending library that he and his son Michael placed in the city park. Phillip says he spent a Saturday building the library and the Fountain Building Center donated the hinges. Clement says “Phillip has always been one of our donors” and the group appreciates his See LIBRARY Page 2 

generosity. Eickhoff has already offered to build a second lending library to be placed by the Fountain City Hall. Once the lending library was in place Fountain Study Club member Lynn Larson placed several books inside that she donated to begin filling the library. The club will keep the lending library stocked throughout the year for anyone to use and Clement notes that the group

has members with younger children so they can keep the library stocked with books for all age groups. People can take a book and bring it back, bring back a different book, or just keep the book; it’s that simple. The lending library is to promote reading says Clement, stating that there is “no check out system or anything” explaining that the books are there for anyone that would like them. Clement comments that “we all love to read and we all have books” so why not share them with others. Clement and Larson complimented Eickhoff on the lending library he built, saying “he did a really nice job - it’s really cute!” as it is barn-shaped and painted red. the group and they are always looking for new members. The club sponsors other projects in Fountain, including bringing the Easter Bunny and Santa Claus to town and the treats that are given out at those events. There is something special

about reading an actual book as opposed to using electronic media. Area residents now have an additional way to embrace their love of reading and to carry that tradition on to the next generation thanks to the Fountain Study Club and Phillip Eickhoff.

Western Days Stampede hits the trail Runners in the 2015 Chatfield Western Days Stampede will find the scenery a little different this year — the race is moving to the Lost Creek Hiking Trail. “Trail races are becoming more popular,” race director Chris Frye said. “The Stampede has been a road race for 20 years, so we thought this would be a good year to mix things up a bit and try something new. And the Lost Creek trail provides not only a challenging course but some truly beautiful scenery.” The Stampede will still feature 10K and 2-mile races, plus a free one-mile fun run. The 10K and 2-mile races will be on the trail point-to-point races, with runners being transported to the start lines out on the trail and finishing in Groen Park. Staging and finish line for all races will be in Groen Park. Online registration is now

open at stampede.zapevent.com. The race will once again offer four-person team competition in addition to individual competition. Distinctive horseshoe trophies will be awarded for top finishers, and race T-shirts will be dri-fit. The Stampede is scheduled for Saturday morning, Aug. 8, during Western Days. The starting gun for the 10K race will go off at 8 a.m., with the two-mile race at about 9:30 a.m. A free one-mile fun run follows. The registration fee allows a runner to compete in either or both of the 10K and 2-mile races, as an individual and on a team. No registration is necessary for the fun run. Team competition will be open (no age groups) and will be in three classes — male, female and co-ed — in both the 10K and 2-mile races. Each team must have four runners. Each team member runs the full distance of the race (it’s not a relay). The team with the lowest combined time of its four entrants wins. Runners on a team register as individuals but also indicate their team name on their entry form (all members of a team must spell their team name exactly the same or the computer database won’t recognize them). Entrants will be scored individually and with their team. There is no additional entry fee for the team competition. Individual competition for the Stampede will remain unchanged, with runners competing in the Stampede 10K

and 2-mile races in the following age groups: 9 and under, 10-14, 15-19, 20-29, 30-39, 40-49, 50-59, 60-69, and 70 and above. Horseshoe trophies will be awarded to the top male and female finishers in both the 10K and 2-mile races, and to the members of each winning team. In addition, medals will go the top three male and female finishers in each of the nine different age groups. While online registration is preferred, paper registration forms can also be obtained by e-mailing Frye at westerndaysstampede@gmail.com or calling him at (507) 696-3500. “But we’d really appreciate it if entrants would register online, because it eliminates a lot of manual paperwork and reduces registration congestion on race day,” Frye said. Advance registration, which goes through 6 p.m. Friday, Aug. 7, is $25 with a Stampede T-shirt and $15 without a shirt. Registration the morning of the race is $30 with a T-shirt and $20 without. Youths age 15 and under receive a $5 discount. There’s a family maximum of $50 for a family of four or more immediate family members. T-shirts are not included in the family registration base fee but are available for $10 per shirt. Same-day registration for all races opens at 7 a.m. at Groen Park. There are no refunds or transfers allowed. Proceeds from the event go to the Chatfield High School cross country team.

The FCJ reaches over 13,000 households each week.

C ommentary How is my community unique? By Alexis Jorgensen My home town is honestly the most welcoming and gorgeous place I have ever been to. From the rolling bluffs and breathtaking waterfall to the quaint shops and friendAlexis ly people, Jorgensen Lanesboro is truly a one of a kind town. Lanesboro is known throughout the state for its beautiful scenery, various activities, and fun atmosphere. No matter what the season, Lanesboro always finds a way to amaze its visitors with its beauty. In the

fall, shades of yellows, oranges, and reds completely cover the hills with the changing of the leaves. Hungry hunters fill the restaurants of Lanesboro after a long day searching for that prize buck. The smell of crisp and cool air is all around as guests stroll through town. As the town turns from autumn and heads into winter it is an exciting time. The streets are swarmed with snowmobilers and the trails with snowshoe walkers and cross county skiers. When walking on main street on a lovely snowy night, one can look up on the bluffs and see a great big Christmas tree lit up for the whole town to see. When I see this it makes me fell warm and fuzzy inside just knowing that

my town truly sets the standards for how pretty it is. The spring graciously brings warmer weather and pretty little flowers all over the town. The river that runs through the town is now unfrozen and ready to be taken on as summer comes into view. When summer arrives it brings the tourists along with it. The tourists almost more than double the size of my tiny town. The stores become flooded with people anxiously waiting to buy their products, which helps the local businesses out a lot. Many people who come to Lanesboro do so for our summer activities. Just a few of these activities include camping, canoeing, tubing, kayaking, shopping, biking, jogging on the trails, and staying in our famous bed and breakfasts. During the summer Lanesboro

Keeping Houston County informed and involved By: Justin Zmyewski Commissioner District #2 Is public input a part of Houston County decision making, you decide… Provided it is done well, public participation leads to better decisions and in my opinion the Houston County Board of Commissioners should view it as valuable to their mission. Public involvement is far more likely Justin Zmyewski to improve the quality of decisions to be made than to undermine them, because citizens often have knowledge about local issues that could be crucial to the analysis of the decision. In addition, the intent of public input is to ensure the spirit of cooperation and trust between Editorial Cartoon

the constituents and the commissioners. Public participation must include the promise that the public’s contribution will influence the decision giving legitimacy to the decision in the eyes of those who are affected, which is contrary to the decision Commissioners Schuldt, Storlie, and Walters made as they voted down a ban on industrial frac sand mining, while public input clearly showed a majority of the constituents were in favor of a ban. On Tuesday June 23, I moved to conduct a county wide survey among the constituency regarding three “major” controversial issues that are at the doorstep of the commissioners, the issues being a ban on industrial frac sand mining, a proposed multi-million dollar county highway shop and what to do with the old jail building that is now defunct. My

motion was meant to promote public participation regarding these controversial issues as well as to gather solid numbers to serve as a guide for the Board of Commissioners as they would be provided with data that would reflect the will of the people. Commissioners Schuldt, Storlie, and Walters voted against my motion for a county wide survey seeking public input. One week earlier (June 16), Commissioners Schuldt and Storlie voted against my motion for a public hearing regarding the proposed multimillion dollar county highway shop, Commissioner Walters overturned her own vote, as she originally voted no to this public hearing multiple times before as did Commissioners Schuldt and Storlie. Is county wide public input a part of Houston County decision making?

has its annual Buffalo Bill Days celebration in August. This is where artists, food vendors, and local distributors gather in the park to share their talents and products. Lanesboro also hosts a parade on the last day of the celebration. This parade is filled with anything from fire trucks and clowns to motorcycle daredevils who do tricks in the parade while riding their bikes. This is a true entertainment for anyone who comes out to join the fun. As you can see, Lanesboro is an amazing town with various components that all come together to make it the timeless town we all know it to be, and I think that’s pretty unique. Alexis is a graduate from Lanesboro high school and is the 2015 Fillmore County Journal Scholarship winner.

C ommentary One Moment, Please... Scholarships, never too early By Jason Sethre Publisher Fillmore County Journal Cell: 507-251-5297 jason@fillmorecountyjournal.com In today’s issue of the Fillmore County Journal, you’ll see a name you’ve seen in this newspaper before. Alexis Jorgenson, a graduate of Lanesboro High School, has been selected as the recipient of the Fillmore County Journal scholarship. Since 2010, Jason Sethre our newspaper has awarded over $3,000 in scholarships to the following students: Abby Stocker (Lanesboro), Kevin O’Donnell (RushfordPeterson), Jennifer Quanrud (Fillmore Central), Mitchell Walbridge (Lanesboro), Cody Hendrickson (Fillmore Central), and Abigail Hanson (Mabel-Canton). To become eligible for the Fillmore County Journal scholarship, students need to participate in the Journal Student Writing Project during their senior year of high school. And, students in any of the high schools in our coverage area are eligible to participate in this annual program which starts in October and runs until early June. Of those students that participate in the annual writing project, they need to apply for the scholarship and write a piece answering the question “How is my community unique?” At the end of the year, we look at the grades of our candidates along with applications, and we make a decision. This year, Alexis Jorgenson presented high school transcripts boasting a 3.956 GPA for her senior year along with a cumulative 3.770 GPA. After looking at Alexis’ long list of nothing but A’s for every course during her senior year, it was apparent she was deserving of our scholarship. Congratulations to Alexis Jorgenson for taking the initiative to apply for this scholarship, write a piece about her community of Lanesboro, and finish her senior year of high school with great success.

Never too early While we are now in the middle of summer, soon-to-be seniors should start thinking about their life after graduation. I know it seems early, but it is never too early. For graduating seniors, think of it this way. You are competing with all others students in your class and other schools for the same pool of scholarships. Some students may have parents who are members of the local American Legion or VFW, and these organizations offer scholarships. So, ask your parents if they are members of any organizations. You may be eligibile for opportunities based on that criteria. Ask your parents if they have any suggestions. Be proactive. The longer you wait (don’t be a procrastinator), the more scholarship money will slip away. And, don’t assume that you don’t have a chance of earning certain scholarships because you know of another student applying for that scholarship who you think will have a better chance of being awarded that opportunity. You won’t know unless you try. If you miss scholarship application deadlines, there is no turning the clock back. Opportunities will pass you by while you are standing still. According to www.collegescholarships.com, there are 103 scholarships just for the state of Minn. That doesn’t take into consideration every locally-supported scholarship in our region. Scholarship money is like free money to support your education. There are many companies and organizations that support an investment in our local students. They want to help you succeed. But they can only help you if you put forth the effort to let them know you are interested in pursuing a higher education.

Letter about Linder quote... what? says: How about the sports. Making the kids that r in sports practice and work out in the summer. If they don’t come in they get in trouble. Just remember what happened in stewartville to the volleyball coach. Maybe we should turn in the RP coaches doing this

Formerplayer2k15 says: To whom it may concern summer legion games, open gym, AAU basketball tournaments, and football passing games have never been mandatory or affect playing time in season. Our coaches put a lot of time into making sure we have opportunities to be together as a team and get better as an individuals. I’ve read the articles about the Stewartville coach and none of our coaches are doing anything like that. Just a few thoughts from a 14-15 season athlete. Thanks for taking the time to read this Maybe? says: Maybe I would have more empathy for Jon Peterson's case if there wasn't the underlying theme of protecting his land equity. I have a problem with farmers complaining about their struggles when so many receive tax breaks and subsidies. Fillmore County farmers received nearly $17 million in subsidies in 2012. Where does that money come from? The answer... the rest of us. Check it out for yourself: http://farm.ewg.org/regionsummary. php?fips=270456485 james1952 says: It seems to me that most of the folks that have made comments on the letter haven't even argued the facts that Mr. Peterson sources. It is true that Mr. Linder did tell a legislative committee, and it is recorded and on the internet for those that want to listen, that,"the school did not flood, but the community did." Mr. Peterson also sources some audits done by CLA. Has anyone that has commented and bashed Mr. Peterson even thought to look at his sources? Or is it that the people that are for the new facility are right and the one's against are wrong without regard to the facts? Honestly, from an outsider's point of view, who knows people who are for and against it, those of you who commented and called Mr. Peterson a liar or that he makes the community look like idiots, you make yourselves look like idiots. And for those of you who say,"stop whining, we passed it, it's over with ect...," if I remember correctly, haven't you been whining for 15 years?

Maybe? Do you realize that when a building referendum for a new school passes that the farmers pay for 75% of the cost? You as a homeowner might balk and cringe when your property tax to pay for a new school goes up by maybe $200 year. What do you think a farmer does when his property tax bill goes up by a hundred times that amount? If you were facing an increased property tax bill of $20,000 plus, you would be doing what Mr. Peterson and others tried to do in shooting the referendum down. While it is true that farmers in Fillmore County received $17 million in “subsidies” from the Federal Government, the farmers in Fillmore County and elsewhere aren’t just sitting on that money and only represents a small percentage of their yearly income. For an example, my brother farms roughly 500 acres of land, with 400 of that being cropland-mostly corn with some soybeans and hay. In 2012, he received approximately $9000 in subsidies. For 2012, the gross income from the crops sold that year was approximately $250,000. So the $9000 in subsidies was 3.6% of the income for the year. That $9000 didn’t stay long in his account as farming requires expenses that most city people are unable to comprehend. That $9000 paid for some of the diesel fuel we use on a yearly basis. Most crop farmers are going to be losing money on this money’s crop as the price received for the corn and soybeans are under the cost of production. Farmers don’t set the price they receive-the prices for commodities are set by people in Chicago and New York who have never seen a field of corn in their lives. I’m not trying to play the “woe is me” card.

Recycling 101 By LaVerne C. Paulson, Recycling Education Coordinator As many of you know, Fillmore County held a Free E-Waste Collection on June 4. Fillmore County, in partnership with the Minnesota Pollution Control Agency and LaVerne C. more County residents, free of charge. Nearly two semi trailers were filled with the items that were dropped off. Televisions that were perhaps old enough, and big enough, to have been used to watch the Beatles in the sixties were donated, along with numerous models from the past thirty years. Many of the people dropping off their items couldn’t remember when many of the TVs had last been used. They had just stored them in the basement or an out building. These televisions, along with the monitors and other equipment, will now be dismantled and different metals, plastics, and glass will be recycled.

How much stuff was collected? Items from one hundred, fifty nine households totaling six hundred, twenty-five pieces of equipment were loaded into the trailers. Most people dropped off one or two items, but many residents donated more than ten items to the cause. The average number of items was four per household. The people I spoke with that day were more than glad to get rid of the equipment they brought to the Resource Recovery Center, and of course, the price was right. Much of this e-waste had been collecting dust for many years. These unwanted electronics were taken to LaCrosse to be processed and

sent on from there to be recycled into new products. Fillmore County had a very successful collection day. These televisions, computers, and monitors are now where they are going to be disposed correctly. This certainly makes for a cleaner environment to be enjoyed by each of us. The previous rural containers in Chatfield, Spring Valley, and Cherry Grove have been replaced by up to a dozen dumpsters. Even though you will find numerous dumpsters at each of these sites, they are all meant for recyclables only. None of them are to be used for landfill garbage. As before, plastic bags are not to be placed

Page 7

in the dumpsters. Please empty the contents of plastic bags into the container and take your bags home to use again. Now, instead of hauling the containers back and forth to Preston to deposit the contents at the recycling center, the containers will stay on site and will be dumped into a large truck that can pack recyclables from many dumpsters into one load. The recyclables will still be brought to Preston to be shipped to Rochester and beyond. At this time, the Peterson, Amherst, and Canton containers will not be replaced with the newer models, however, I would assume that they will be in the not-so-distant future.

I’m a busy, friendly kitty cat girl who likes a lot of attention. After all, I’m such a cutie that you’ll want to spend lots of time petting me and dangling string toys for me to pounce on. When I was found on a farm, the tips of my ears had been frostbitten off. I lived in a foster home before coming to the shelter, so I know how great living in a home is. I love canned food, and I also like to be brushed. Can I be your Kiki kitty? Can I, huh, can I? Adoption fee $100 + microchip fee $15 + tax

After fifteen years of operation, the Habberstad House Bed & Breakfast in Lanesboro transitioned to new owners on June 30, 2015. The previous owners, Dave and Nancy Huisenga, originally came to Habberstad as guests in June of 2000 for their anniversary. enjoy living here”. The Huisengas leave behind an impressive legacy for the venerable B&B: during their time as owners, an architect from the Minnesota Historical Society approved built-on additions for the property, as well as a repainting of the 1897 house to a traditional color scheme. For the first two years, Dave was tasked with the house’s entire operation while Nancy was employed in the Cities. Under the Huisengas, Habberstad expanded from three rooms to six, along with the addition of a replica carriage house designed by Dave from the house’s original layout. Dave and Nancy also requested that their thanks be passed on to many of the local artisans and craftsmen who helped expand and maintain the house over the years. In fifteen years of operation, Habberstad attracted a fiercely loyal following, with some guests visiting the lodging between fifteen and twenty times. During that time, Nancy performed with the local Commonweal Theatre and Community Theatre, and wrote a book detailing their lives as small town innkeepers. Their time at the Habberstad House saw a great change in the style of inkeeping, going from penciled calendars and black-and-white brochures to high-tech online reservation systems, credit cards, and challenging dietary requirements. Dave and Nancy described their leaving of Habberstad House as “bittersweet”, and looked back fondly on their time as innkeepers, stating that they want to keep involved with the goings on in town, but are “ready for the next chapter”. Habberstad House opened its new chapter on June 30 under new owners Mark & Elaine Edwards.

Highway 52 accident under investigation

On June 29, 2015, at approximately 10:53 a.m., the Fillmore County Sheriff’s Office Communications Center recieved notice from State Patrol’s Communications Center of a semi crash on Hwy 52, just south of Fillmore County Road 17. This location was in the Preston City limits, on Hwy 52, south of County Road 17, and just north of the Hwy 52 wayside rest. Fillmore County Communications dispatched Fillmore County Deputies, the Preston Police Chief, Preston Fire & Rescue, and Preston Ambulance. State Patrol was also dispatching State Troopers. The accident was found to be a single vehicle (tractor/trailer combination) accident, in which a semi was traveling south on Hwy 52, and that the vehicle had left the roadway on the opposite side of the roadway. The driver, who was identified as 28-year-old Peter Burhite of Isanti, Minn., was transported to St. Mary’s Hospital for injuries. His condition was unknown at the time. MN DOT workers were also on scene assisting with accident scene management. The accident is being investigated by the MN State Patrol. Photo submitted

Gail Heil passed away in May, 2013 leaving an amazing musical legacy. She came upon Old Time Country Music when she was in her late twenties, learning first to play backup guitar and sing in a string band. Within a few years she had mastered banjo, autoharp, dulcimer and, ultimately, fiddle, the most difficult and engaging of the traditional instruments. After moving to Minn. in 1979, Gail was involved with starting the Monday Night Square Dance. That dance, as well as the Lanesboro Barn Dance which she began in 1995, continue to thrive. She taught scores of students to play fiddle, banjo, guitar, autoharp, and dulcimer, call square dances and clog dance. Performing professionally from 1980 on Gail played from the Festival of American Fiddle Tunes in Port Townsend, Wash. to Merlefest in N.C., the Winnipeg Folk Festival, San Diego Roots Festival, Ozark Folk Center, and many other large venues. But she also did shows in hundreds of schools, introducing a new generation to

This event in Lanesboro, Minn. draws musical students and enthusiasts from all over the country. This year the Bluff Country Gathering is sponsoring a fiddle contest in Gail’s honor. It will be held in the Community Center in Lanesboro, Minn. on Saturday, July 18. Minnesota ffa announces top award recipients and elects leaders for upcoming year ST. PAUL – During the final session of the 86th Minnesota State FFA Convention, six FFA members from across Minnesota were elected to serve as the 2015-2016 Minnesota FFA Officers. These six members will spend the next year representing Minnesota throughout the state and nation, advocating for the agriculture industry. Elected to represent the over 10,000 FFA members of Minnesota and voted on by the delegates were: sentinel, Sam Johnson of the Glenville FFA Chapter; reporter, Madison Taylor of the Randolph FFA Chapter; treasurer, Travis Troendle of the Lanesboro FFA Chapter; secretary, Mariah Daninger of the Forest Lake FFA Chapter; vice president, Morgan Krause of the Buffalo FFA Chapter; and president, P.J. Aarsvold of the Plainview-Elgin-Millville FFA Chapter. President P.J. Aarsvold is a freshman at the University of Minnesota –Twin Cities where he is studying mathematics. The son of Paul and Val Aarsvold, P.J. has had the opportunity to serve the FFA as a chapter officer numerous times, and most recently completed his term as a region president. Aarsvold attributes much of his personal success to the experiences he obtained through the FFA. “Through FFA, I gained the

self-confidence necessary to contribute in life,” said Aarsvold. “[FFA] has given me a broader perspective on life and a lot of issues that arise day-to-day.” Vice president Morgan Krause will be attending the University of Minnesota – Twin Cities next fall, where she plans to study agricultural education. Krause is the daughter of Charles and Robyn Krause, and also has completed her term as a Region President. Being in FFA has shown Krause what it means to be a true leader. “I believe that the definition of a true leader is someone who can help somebody else reach their full potential, which they could not do on their own,” said Krause. “My experiences in FFA have helped me become a person who can and is willing to be the difference in someone else’s life.” Secretary Mariah Daninger is a freshman at the University of Minnesota –Twin Cities where she is studying agricultural education. Daninger is the daughter of Patrick and Sharlene Daninger, and has held numerous chapter offices. Daninger has also served as her region secretary, and she looks forward to the day she can one day serve an FFA chapter as an adviser and agricultural educator. “It would give me incomparable satisfaction to be involved in the lives of agricultural educa-

tion students and FFA members by being an agriculture teacher,” said Daninger. “Knowing that I could make a direct impact on hundreds of youth is a surreal thought.” Treasurer Travis Troendle will be attending Iowa State University next fall to pursue a degree in agricultural engineering. Troendle is the son of Patrick and Christine Troendle, and has served his chapter and region in numerous ways, including recently completing his term as region treasurer. Troendle recognizes the growth he has seen within himself since becoming an FFA member. “I have gained unique skills from these experiences, and (my) participation has molded me into a better person and leader,” said Troendle. Reporter Madison Taylor is a freshman at the University of Minnesota, where she is pursuing a degree in agricultural education. Taylor’s parents are Dean and Sara Taylor, and she served as her chapter president in 20132014. Taylor says FFA has made her think deeper about herself and her goals. “FFA has taught me to think on so many higher levels and encouraged me to push myself to set and reach goals,” said Taylor. “My desire to pursue agriculture as a career truly came together through my involvement in the

FFA program.” Sentinel Sam Johnson is studying agricultural business and leadership at South Dakota State University, with dreams to one day attend law school. He is the son of David and Sandra Johnson and recently completed his term as a Region President. Johnson says FFA has made him into the growing professional he is today. “FFA has helped me grow into an outgoing, self-driven and professional individual,” said Johnson. “I have been able to gain experiences in public speaking that have helped me better express myself in a professional manner to business professionals as well as my peers.” Career development events During the final session, Career Development Event (CDE) winners were also named, allowing the top chapters throughout the state to advance to the national competition in Louisville, Ky., October 28-31. Competing in these events allows students to grow within the agriculture industry and to meet with peers, creating a community they can flourish in for years to come. CDEs are competitive activities that tests students’ skills in all areas of their respective competition. The supporters listed below sponsor scholarships and events. National chapter awards

The top ten chapters in the state were: Kerkhoven-MurdockSunburg, Howard Lake-WaverlyWinsted, Forest Lake, Sleepy Eye, Academy for Sciences and Agriculture, Chatfield, Springfield, Hutchinson, Martin County West, and Dassel-Cokato. By Sgt. Troy Christianson Minnesota State Patrol Question: I have a question regarding electronic proof of auto insurance. I no longer receive a paper printout of my proof of auto insurance, is this acceptable if a person is required to show it on a traffic stop or crash? Troy H. A n s w e r : Christianson Yes, as long as the driver or registered owner can show the current auto insurance electronically (mobile phone or other means electronically). Every driver, including a motorcyclist, must have proof of insurance and display it on demand of a peace officer. Proof of insurance may be presented electronically pursuant to Minn. Stat. sec. 60A.139, subd. 2. Failure to display proof of insurance is a misdemeanor or a gross misdemeanor if it is a third violation within 10 years pursuant to Minn. Stat. sec. 169.791, subd. 2. “Delivered by electronic

means” includes, delivery to an e-mail address at which a party has consented to receive notices or documents or posting on an electronic network or web site accessible via the internet, mobile application, computer, mobile device, tablet, or other electronic device, together with separate notice of posting, which must be provided by electronic mail to the address at which the party has consented to receive notice or by any other delivery method that has been consented to by the party. If your electronic device is not working (dead battery on your phone, website not accessible, no service, etc.), you could be cited for “no proof of insurance”. I recommend that you print a copy of your insurance card, in case your electronic equipment is unable to display your proof of insurance, and keep it in your vehicle. If you have any questions concerning traffic related laws or issues in Minn. send your questions to Sgt. Troy Christianson – Minnesota State Patrol at 2900 48th Street NW, Rochester, Minn. 559015848. Olmsted Medical Center and OMC regional foundation welcome new board members

Fillmore Central Schools – mini grant program

Rochester, MN—Olmsted Medical Center (OMC) and OMC Regional Foundation (OMCRF) welcomed new volunteer board members and appointed new volunteer board leaders in 2015. OMC’s Board of Trustees (BOT) provides oversight of OMC’s management and operations. The board’s 16 members are eligible for two three-year terms and are a combination of OMC caregivers and members of the communities OMC serves. OMC’s President Kathryn Lombardo, MD, is an ex-officio member of the BOT. OMC’s Chief Executive Officer, Tim Weir, and Medical Vice Presidents (James Hoffmann, DO, and Randy Hemann, MD) also attend BOT meetings. New OMC board trustees in 2015 are: • Dan Christianson (F & M Community Bank), Preston • Hal Henderson (Hammel,

A “mini grant” program has been continued for the nineteenth straight year by F & M Community Bank in Preston, First State Bank of Fountain, and First Southeast Bank in Harmony for the Fillmore Central School District. Grants of up to $500 each have been made available to classroom teachers for the 2015/2016 school year so they can implement a variety of innovative ideas and projects where funding is not always readily available. The goals of this program include funding projects where other means are not available and making it as easy and simple as possible. Since it began for the 1996/1997 school year, the banks have pledged and paid over $183,400 in the form of “mini grants”. When the program began, the banks pledged $ 7,650 toward the program. As interest increased in obtaining funds, the banks made additional monies available so that $10,500 is now available

OMC Regional Foundation’s Board of Directors (BOD) mainly is comprised of people representing the communities OMC serves. Other members include the chair of OMC’s BOT, OMC’s president, OMC’s chief executive officer, and an OMC clinician. New OMCRF board members in 2015 are: • Ken Brown (Spring Green Lawn & Tree Care), Rochester • Mike Malugani (Smith, Schafer & Associates, Ltd.), Rochester • Michael Tuohy (Tuohy Furniture), Chatfield The BOD also appointed John Doyle (Merchants Bank),

MFBF president testifies before house agriculture subcommittee

In testimony presented to the U.S. House of Representatives Committee on Agriculture Subcommittee on General Farm Commodities and Risk Management, MFBF President Kevin Paap commented on the financial health of farm country. “Financial stress – it is here, it is real and it will be challenging for many,” said Paap. “With significantly lower commodity prices and our direct and overhead costs of land rent, seed, fertilizer, etc. not coming down, farmers are losing $50 to $100 dollars per acre. We are spending our cash on cash flow losses, we are burning our working capital.” “I believe you can best describe the financial health of farm country in two words, ‘it depends,’” said Paap. “Agriculture is comprised of varying sectors where some face good years, and others more challenging.” President Paap stated that the effects of avian influenza on Minn. poultry farmers is devastating and has rippling effects on the economy outside of the farms. But there are still bright spots in other areas. The weather this spring has allowed farmers to have timely planting with rainfall and sunshine. Paap also addressed the need to help beginning farmers. eginning 7/5/2015 “As a fourth generation farmer

and father, I cannot help but think about the next generation,” said Paap. “Generational sustainability is critical to agriculture. Farmers are an aging population. We need the tools to help our beginning farmers, and the most effective tool for young farmers is risk management.” Paap concluded recognizing the many opportunities ahead for farmers. “Farmers must be able to see the train wreck ahead of us and be ready to manage the things we can manage,” said Paap. “There will be many opportunities ahead, all we need to do is hold it together through this current financial stress.” Minnesota Farm Bureau – Farmers • Families • Food is comprised of 78 local Farm Bureau associations across Minn. Members make their views known to political leaders, state government officials, special interest groups and the general public. Programs for young farmers and ranchers develop leadership skills and improve farm management. Promotion and Education Committee members work with programs such as Ag in the Classroom and safety education for children. Join Farm Bureau today and support efforts to serve as an advocate for rural Minnesota, www.fbmn.org.

Rochester, as board president. Additionally, OMC’s Board of Governors recently announced the following new department chairpersons: • Mark Wilbur, MD, is physician chair of OMC’s 10 branch clinics • Peter Arndt, MD, is physician chair of OMC’s pediatric medicine department Olmsted Medical Center (OMC), a not-for-profit organization, has been southeastern Minnesota’s hometown healthcare provider since 1949. OMC’s 160 clinicians and 1,000 healthcare professionals serve at 18 locations, including two outpatient multi-specialty clinics, a Level IV trauma hospital with 24-hour emergency room, two walk-in FastCare retail clinics in Rochester Shopko stores, a Skyway clinic in downtown Rochester’s 318 Commons Building, and 10 community branch clinics. OMC has more than 20 specialties and is best known for its convenient, quality personal primary care.

through the “mini grant” program. This year the faculty submitted 30 grant requests. Some examples of the requests approved by the committee are: educational field trips; reading level books; novels, science and Spanish books; mathematical, writing, science, food science, welding, art, and Spanish materials; annual subscription for IXL web based math program; Interactive software for iPad apps and reading curriculum; materials for the driver’s education program; microphones and portable sound system; funds for a presenter to speak for family night; materials for Falcon Fun Day and “I Love to Read” program. There have been many other classes, equipment, travel expenses, etc. funded by the “mini grant” program over the past 18 years. Hopefully it has helped the Fillmore Central School faculty as they provide the very best learning opportunities and experiences for our children!

The 2015 Legislature enacted amendments to the Minnesota law which governs mortgage foreclosure by advertisement. Those amendments appear in Chapter 14 of the 2015 session laws. They are effective on July 1, 2015. Most importantly, a new statute was added (§580.033) that specifies where a notice of foreclosure should be published, something that was ambiguous under prior law. This statute also requires that affidavits of publication issued by a newspaper must contain certain language related to the published foreclosure notice. The affidavit of publication form includes (in paragraph 5) the language called for by the new statute. The form also complies with the general requirements for affidavits of publication found in Minnesota Statute, §331.07. The form is drafted so that it can be used for any published notice, not just mortgage foreclosure notices; in other words, you don’t need to use a different form for other kinds of notices. Beginning July 1, affidavits for mortgage foreclosure by advertisement must contain the new language on this form. As always, please don’t hesitate to contact MNA if you have any questions.
