Nearly a month has passed since President Barack Obama visited Fillmore County, and people are still talking about this historic event. While most spectactors had a view from the sidelines of Highway 52, there was one Fillmore County resident who worked in the background to help protect the president. On Friday, August 5, Sheriff Daryl Jensen was notified that the president was going to be traveling through Fillmore County on Monday, August, 15. The Fillmore County Sheriff’s Office seldom interacts with the United States Secret Service, usually only when there is some sort of credit card fraud. When Jensen received a phone call from the U.S. Secret Service about the president’s visit, he knew there would need to be a tremendous amount of communication and coordination to provide the support needed to escort the president through Fillmore County. Sheriff Jensen recalled the last time he assisted with the motorcade escort of a U.S. president was when Bush came to Rochester. Since the U.S. Secret Service manages the security of the president at all times, they have very specific directives for all local law enforcement and supporting agencies. To prepare for the president’s visit, the U.S. Secret Service drove the route from Cannon Falls to Prosper, bringing up roughly 40 areas of concern. Every road and every driveway entering Highway 52 was viewed as a potential risk, and the U.S. Secret Service gave Jensen and his team the responsibility of securing those areas in collaboration with MnDOT, Olmsted County

There was a pretty big outreach of law enforcement support. Collectively, there were 60 officers securing the areas of concern throughout the entire stretch of Highway 52 in Fillmore County. As if there wasn’t enough excitement revolving around the president’s anticipated visit, on Thursday, August 11, Sheriff Jensen was notified that he would have the opportunity to personally escort the president from Cannon Falls to Prosper as part of the motorcade. “I worked closely with my Chief Deputy, Tom Kycek, to do most of the planning for this visit, and we had everything figured out by noon on Friday, August 12. Kycek was proud to be a part of that.” That day came on Monday, August 15, and Sheriff Jensen was up early and traveling to Cannon Falls. Jensen was then told he would be riding in the “pilot car,” which is the vehicle traveling right in front of the president’s black bus. “Our focus was on communications and monitoring the route between Cannon Falls and the state line,” said Jensen. C ommentary One Moment Please... Who will replace the mailman? By Jason Sethre Publisher of the Fillmore County Journal Cell phone: 507-251-5297 Unless you’ve been living in a cave for the past 10 years, surely you are aware of the haunting demise of the United States Postal Service. While it’s easy to point fingers at something like the Internet – and trust me, I have – because I think it has led Jason Sethre to the demise of many businesses and organizations. Here’s a short list with a long list of unemployment casualties as a result of the Internet: bookstores, movie stores, and public libraries. We still have a Barnes & Nobles in Rochester, but Amazon.com appears to be doing everything it can to push book stores to the precipice. A July 19, 2011, Wall Street Journal article recently begged the question, “What, if anything, can save brick and mortar bookstores?” Borders closed its doors this year, releasing over 10,700 workers into the masses of the unemployed. How many empty Hollywood Video and Blockbuster stores are as empty as a blank VHS tape? Netflix and Hulu brought them to their knees. How many young people have ever used a card catalog? Good luck finding this relic in your local public

library. They’re probably collecting moisture and mold down in the dungeon. Libraries actually measure their circulation now by how many items they check-out, including movies and music – not necessarily books! I think this is a last ditch effort to keep people coming to a historic edifice with a fading sense of purpose in today’s society. When was the last time you went to your local library? Ok, when was the last time you used Google? Recent studies have even indicated the Internet has hurt the porn industry. I’m sorry, but I just don’t think anybody should be able to hop on the Internet and see everything made available without parental control. And, there are many parents who don’t know how to set up online browser blocking tools to prevent children from innocently or even curiously landing on something inappropriate. In addition, how much sales tax is lost with online purchases made via e-commerce that would otherwise be recognized in a brick and mortar environment? While state laws require residents to report and pay taxes from online purchases, people usually do not report their online shopping and it is nearly impossible for the state to track. Well, we can dwell on things like the Internet and pin the tail on that donkey all day long, but I don’t think our society is prepared to revert back to 1950 any time soon. So, when faced with uncontrollable challenges, I always ask myself,

Instead he is going to stick with outdated, polluter-friendly standards left over from the Bush administration.

It can and will affect Minnesota too. How can protecting our environment, our air, our land, hurt our economy? “What can we control?” In my frank opinion, the United States Postal Service needs a common sense reality check. 1. The Postmaster General, Patrick Donahoe, makes way too much money. With a $5.5 billion shortfall, it sends a bad message to the rest of the employees and our nation when the top dog is reeling in over $850,000 per year with nearly $600,000 of that coming in bonuses. Wouldn’t it be great to receive a bonus for losing money? 2. The USPS is inefficient, which costs them money. When I drive through Rochester and see those boxy little truck-vans (I don’t know what to call them), I think about how much money is wasted on gas. Back in Platteville, Wis., as I was serving as President of the local Rotary Club, we had our local postmaster give a presentation at a weekly meeting. I asked her about the mileage on those little USPS truck-vans. She didn’t know the answer, but eventually got back to me after the meeting with some information: a steep 6 miles-pergallon. A little fuel efficiency can go a long way. 3. Part of the recent cash flow crunch is coming from a 2006 law requiring the USPS to pay an average of $5.5 billion annually for 10 years in order to finance retiree health costs for the next 75 years. Wow! Who had this bright idea? That’s like signing up for a 30 year term home mortgage and then having your mortgage company call you to say that you need to pay it off in 10 years. You would experience a major adjustment in your personal cash flow. Undoubtedly, the USPS ness, which will be a bigger cost than maintaining clean air and safe soil. Protecting our environment will also help to create jobs, which is something this country needs desperately. Another plus would be less healthcare costs. Remember you will be the loser. Eliminating USPS locations does make sense “on paper.” And, there will probably be some immediate savings from these cost-cutting measures. But, the flipside of that coin relates to the demographics of the consumers who will be experiencing a reduction in services. Small towns in our rural areas are often recognized as retirement communities based on the average age being quite a bit older than the national average -- proven time and time again by U.S. Census data every 10 years. So, most of the loyal elder postal patrons are the ones using the services provided by small town post offices. The local post office is almost like a local coffee shop in these small towns. Everyone stops in to get their mail every day, often catching up with friends and neighbors with some small talk. Now, that meeting place and the

services provided at those locations will become extinct as we know it today. I fear online bill paying and e-mails will become more appealing to a once loyal “snail mail” customer base, perpetuating further challenges down the road. 5. Most importantly, I believe, a simple S.W.O.T. (Strengths, Weaknesses, Opportunities, Threats) analysis would show that the ability to deliver mail to every address in the United States is the USPS single greatest advantage over any private sector competitor such as FedEx or UPS. The USPS should raise postage rates. Obviously, that would require an amendment to the 2006 decision to limit the USPS from increasing postage rates more than the rate of inflation. Something needs to change, though, because 2006 was the last year the USPS made a profit. If the USPS cannot sustain, who will replace the mailman? Nobody.

Henry “Hank” Cheney Henry “Hank” Cheney, age 66, of Austin died Wednesday, September 7, 2011, at St. Mary’s Hospital in Rochester, Minnesota. Hank was born August 17, 1945, in Oelwein, Iowa to Henry, Sr. and Donna (Van Sickle) Cheney. He graduated from the Spring Valley High School in 1964. He served in the United States Navy from 1965 until 1969. On August 14, 1971 he married Joan Hanson at the Bethel Lutheran Church in Rochester. He worked for Crenlo for several years and then Hormel in Austin for 26 years. He was a member of the Masons, the Shriners, the American Legion, and the Eagles. He enjoyed old cars, crossword puzzles, and his dog Sheba. Hank is survived by his wife Joan of Austin; a daughter Christina Bain of Spring Valley; a son Michael of Austin; six grandchildren; Joshua, Justin, Richard, Katarina, Christopher, and Haylee; one great-grandchild L.J.; a sister Janice (Freeman) Welch; two step-brothers Russell (Charlotte) Wilson of Birmingham, Alabama, and A.G. (Audrey) Wilson of Gillette, Wyoming; and several nieces and nephews. He was preceded in death by his parents; a step-father Alford Wilson; and a step-sister Ann Durst. Funeral services were Monday, September 12, 2011, at the Scheie Lutheran Church in rural Mabel with the Rev. Mary Waudby officiating. Burial was in the Scheie North Cemetery with military rites by the American Legion. Mengis Funeral Home in Mabel was in charge of arrangements.

1913, on a farm near Wykoff, MN to Emil and Julia (Affeldt) Witt. She was baptized and confirmed at St. John’s Lutheran Church in Wykoff and Graduated from Wykoff High School in 1932. On April 2, 1934, she was united in marriage to Erwin George Hintze and together they farmed near Spring Valley all their lives. Erwin died in 1975. Amanda was later united in marriage to Frank F. Buss in February 1984. He died in August of 1996. She was a member of the flower club and the WELCA ladies group at Our Saviors Lutheran Church. She was also known for her gardening. Amanda lived on the Hintze farm near Spring Valley until she moved to the Spring Valley Senior Living Apartments 5 years ago where the staff remarked about her memory and the stories of her life. At 97 she still knew many of the people in the Spring Valley and Wykoff area and where they lived. She is survived by her children Helen (Bob) Fenstermacher of Champlin, MN and Harold (Donna) Hintze of Big Stone City, SD and a daughter-in-law Marion Hintze of Spring Valley, seven grandchildren, three step-grandchildren, 10 great grandchildren, five step-great grandchildren, and a sister-in-law Lenora Hintze. She was preceded in death by her parents, her husbands, her son Lyle in August of 2011, one brother Orville and one sister Edna. Funeral services for Amanda B. Hintze-Buss were held Friday September 9, 2011, at Our Saviors Lutheran Church in Spring Valley with the Rev Dennis Timmerman and Rev Laura Fladten officiating. Burial was in the church cemetery.

W. Victor Montgomery W. Victor Montgomery, age 90, of rural Wykoff, MN died Friday morning, September 2, 2011, at his home. Victor was born December 14, 1920, in Tama County, Iowa, the son of William and Frances (Alcorn) Montgomery. He served in the US Navy during WW II from March 1944 through June 1946 in San Diego, CA as a fire fighter. He started farming in 1946 in Tama Co., Iowa. He married Hilma Beason on August 27, 1947, in Iowa City, Iowa. The couple made their home in Tama Co., moving to Wykoff in 1965 where he continued to farm for the rest of his life. Victor was a member of the Wykoff United Methodist Church. He enjoyed fishing, trapping, playing cards, traveling (especially to Las Vegas), and visiting with friends and family He is survived by his wife of 64 years, Hilma; four sons, Thomas (Linda) of Rosemount, Daniel (Denise) of Wykoff, Brian (Lynee’) of Rochester, and Randall of Wykoff; four daughters, Janice (Douglas) Brick of Spring Valley, Linda (Kim) Gutenkunst of Ballwin, Missouri, Vickie (Kevin) Howard of Stewartville and Jennifer (Lawrence) Benjamin of Palm Beach Gardens, Florida; 19 grandchildren; eight great-grandchildren; one sister, Violet Speirs; and one sister-in-law, Minnie Montgomery. Victor was preceded in death by one son, William; one brother, Kenneth Montgomery; and sonin-law, Allen “Mike” Frank. The funeral was Monday, September 5, 2011, at Faith United Methodist Church in Spring Valley with Rev. Amanda Larsen of the Wykoff United Methodist Church officiating. Burial with military graveside rites was in the Wykoff Cemetery. Gary James Pratt Gary James Pratt, 67, of Granger, died Tuesday, September 6, 2011. Gary was born January 27, 1944, in Winona to Regina and Irvin Pratt. Gary attended school in Winona. He worked as a dredge operator most of his life.Gary was a woodworker, welder, and a hard worker his whole life. In his short retirement he enjoyed gardening and spending time with his family on their hobby farm, along with driving around with his Amish friends. Gary is survived by a wife, Diane, and daughter, Jessie. He will also be missed by his children Melanie Knutson (Todd), Sharon Foss (Mike), Curtis Pratt (Geri), Geri Johnson (Kevin), Jenny Hagen, and Melissa Phillips (Ross), and his step-children Terri Livrance (Matt), Tammy Mensink (Preston), Tricia Runningen (Matt), and Tina Darr (Bruce). He was a grandfather to twenty-four grandchildren and step-grandchildren. He is also survived by a brother David Papke (Dori) and a sister, Sandy Peterson (Randy). Fillmore County Sports First full week of high school sports action By Paul Trende Deja Vu? Last year, Lanesboro made it all the way to the 9-man football state title game. The run wasn’t without a couple early season bumps though. One came against Mabel-Canton in the season opener. To begin the 2011 season, history seemed poised to repeat itself. The Cougars, through three quarters, were the only team on the scoreboard. Gabe Lind’s 50-plus-yard gallop, and subsequent 5-yard touchdown run (in the second quarter), had been the best offensive strikes in a 7-0 slugfest. But the Burros kept punching, getting a 1-yard score from their biggest hitter, 250-pound fullback Brandon Hongerholt, early in the 4th quarter. QB Garret Boggs subsequently hit Cory Strom for a two-point conversion and the visitors led 8-7. The Cougars fumbled (their third) on their next possession, and Lanesboro took advantage (albeit, not without a little tension). With the down fourth and the distance goalto-go, Boggs was nearly sacked in the backfield, but somehow managed to avoid two would-be-tacklers, out-race two other pursuers, and find himself on the business end of a pivotal 8-yard TD scamper. It gave Lanesboro a 14-7 lead. The Cougars had one chance, and then two. The first went by in a flash; four plays and out. Then came a gift fumble. However, with a minute to go, a 64-yard drive would’ve been asking a lot, particularly from a squad with one pass completion up until that point. Lanesboro held and prevented a repeat of 2010. Lind finished as M-C’s horse, (unofficially) racking up in the neighborhood of 90 yards. Sophomore Niko Anderson propelled the Burros, accumulating over 100-yards total offense (around 90 rushing, 32 receiving). The Beginning of Something Skare? A sophomore starting at quarterback is usually an uncertain deal. The future is definitely bright, but how many lumps will there be along the way? After one game, there were no lumps for Chatfield signal caller Nate Skare, just 7-9 passing for 180 yards, 4 touchdowns, and a huge part in leading his team to an emphatic 41-8 victory over St. Charles. Amazingly, Skare might not have been the Gophers biggest star. Senior tailback Jake Peterson did his best Marshall Faulk-circa-2000 impression. Peterson ran for two touchdowns in the first quarter, and then caught second and third quarter paydirt strikes, racking up over 100 yards total offense. Justin Viss chipped in, leading the team in rushing with 87 yards. Jesse Julian (58 yards) and Jake Neis (34

yards) hauled in Chatfield’s other scores. Cole Small was St. Charles’ best weapon (20 carries for 82 yards). The Saints only score came on a third quarter Alvaro Lange to Travis Paape 12-yard hook-up. Chatfield next faces defending state champion Caledonia. Gopher’s Dig In Early It’s always good to start a season quickly. Chatfield volleyball currently sits in that ‘good’ area. After dispensing with non-conference foe Medford in week one, the young ladies of the Chosen Valley then hosted Pine Island. Chatfield began the match by handily prevailing 25-13, propelled by an 11-point (consecutive) scoring barrage with Erin Kammer serving. In the second set, they fell behind 11-6, but PI struggled returning serves, leaving the Goph’s to tie the game at 12. With the help of three straight aces by sophomore libero Alex Duxbury, they jumped to a 22-17 advantage, ultimately prevailing 25-19. In set three, the home squad fell behind again, but too far to recover (though they pulled to within one on four separate occasions). The Panthers narrowly prevailed 25-22. In the fourth set, the Gopher’s silenced any Panther comeback hopes, jumping ahead early (2-1), widening their lead midway through the set (18-10), before coasting to a 25-15 (3-1) victory. Duxbury had 13 assists, 12 digs, and 5 aces. Underclassmen hitters Brooke Irish (Fr) and Gabrielle Salisbury (So) each had 8 kills. A pair of nights later, in the same gym, the conference season opened. Rushford-Peterson (1-1) came to town. Chatfield controlled the first half of set one, but R-P fought back to take a 19-17 lead. The Gophers then rattled off five straight points (four with Kammer serving again), a spurt that proved the difference in spurting them to a 25-21 victory. Set number two wasn’t so back-and-forth. Chatfield got the first point and stayed ahead throughout, winning 25-20. Down two-zero in the match, the Trojans rallied in the third set. They took the lead at 3-2 and, at one point, led 22-18. A side out later, Chatfield’s good luck server thus far on the season, Kammer, again took her spot behind the inline. Five straight points later, the Gophers led by two (24-22). A few minutes later, the comeback and straight-sets victory was complete, 26-24. Duxbury (20 digs), Salisbury (13 assists), and Kenna Moechnig (6 kills) helped lead a balanced Gopher attack. R-P got double-digit kills from Kenzie Lind (13) and Amy Todd (11), double-digit digs from Mariah Mueller (11) and Cody Manfull (10), and 28 assists from Emily Culhane.

Cougars Take Own Tourney Saturday the 3rd was a good day for Volleyball in the sleepy berg of Mabel. Seven teams, Winona-Cotter, Houston, Spring Grove, Alma (WI), Brainerd, Rushford-Peterson, and the host Cougars convened, producing a day of endless bumps, sets, and spikes. It began with pool play. M-C traipsed through unscathed (6-0), defeating Cotter (25-9, 25-14), Brainerd (2523, 28-26), Alma (25-13, 25-13), and Houston (25-8, 25-17), whilst getting tiebreak (least points given up) victories over Spring Grove (23-25, 25-11) and Rushford-Peterson (2518, 23-25). The Trojans went 5-1 in pool play (losing to M-C), beating Brainerd (28-26, 25-15), Cotter (2519, 25-17), Houston (25-14, 25-15), Alma (25-17, 25-15), and Spring Grove (25-15, 23-25). It set up a rematch between R-P and M-C, the two Fillmore County schools, in the championship. The Coug’s prevailed two-zero (25-12, 25-21), moving their season record to 8-0. Tournaments leaders for the victors were the sophomore triumvirate of Belle Sand (69 kills, 70 digs), Carly McCabe (127 assists), and Lydia Geving (27 ace serves to go with 62 digs and 46 kills). only produce $18,000 which would not go far toward street improvements. Collett questioned the increase in support for the National Trout Center. There was some concern about setting the levy without more cushion. Once the preliminary levy is set, it can be lowered but not raised and will be the number reflected on resident tax statements. However, Hoffman said he was pretty confident with the numbers in the budget and the city has a good reserve along with $40,000 in the contingency fund which is used for unplanned expenses. He acknowledged the city will not be able to show a decrease every year, but this time increases in property taxes won’t be the city council’s fault. EMSRB City Attorney Dwight Luhmann updated the council regarding the Emergency Medical Services Regulatory Board (EMSRB) stipulation and order which would stay the suspen-

sion of the city’s ambulance service license. At the last council meeting it was decided to have Luhmann negotiate the terms of the stipulation and order. However, the proposed language changes were denied. The same agreement as before was offered with a minor change correcting an error. The ambulance service has since resolved the scheduling problems that lead to the EMSRB action. Luhmann recommended the council take no action at this time. He felt a contested case proceeding will be filed soon. The city can get an attorney that is experienced in this kind of action at no cost to the city as part of their insurance through the League of Minnesota Cities. Luhmann will still be involved in the process. Luhmann felt it was unlikely that the city would get a less favorable ruling than the current language in the stipulation and order. He acknowledged that the EMSRB could suspend the ambulance service license, but felt that was unlikely. The council approved the outside attorney through the League of Minnesota Cities to represent the city as the lead attorney in this case. There was a consensus to not sign the current stipulation and order as presented, but there continues to be an interest in negotiation.

Other Business In Brief •The closing of Main Street to vehicle traffic on Saturday September 17 from 9 a.m. to 2 p.m. as requested by Dustin Arndt for the Kids Health and Safety Day was approved. •Hoffman explained that after a Minnesota Supreme Court ruling in 2010 that made it more difficult for cities to grant variances, the legislature passed a new law that restored the ability for cities to grant variances. The council approved changes to the city’s ordinances to conform to the new state statute. •Planning and Zoning recommended approval after having held a public hearing with no objection from the public to the changes in the ordinances. The language of undue hardship is removed and replaced with practical difficulties. Conditions for permitting variances are spelled out. •The council set a public hearing for December 6, 2011, 6:05 p.m. in the Preston City Council chambers to allow the public to ask questions and comment on the city’s budget and levy for 2012. •A resolution was adopted for a National Moment of Remembrance on the tenth anniversary of September 11, 2001. It calls for all citizens to take a moment to Stop and Remember at noon on September 11, 2011.

Lanesboro approves levy and sales tax By Jade Wangen The Lanesboro City Council approved the preliminary budget and levy for 2012 at their regular meeting on September 6. The levy was set at $435,306, the same amount as last year. City Administrator Bobbie Vickerman said the MHVC (Market Value Homestead Credit) would no longer be available to cities. She explained that when the city sets a levy every year, the MVHC would take a percentage off the top, depending on their formula, and distribute it amongst the taxpayers. “This is now gone,” said Vickerman. “If we keep the levy exactly the same as last year, there will be an increase for taxpayers of about seven percent.” She added that this was a higher increase than they had planned. Vickerman’s recommendation was to keep the levy the same, as it is only the preliminary. They cannot increase the levy any before the final budget is set in December, but they can decrease it. Council member Tom Dybing said he doesn’t believe the increase will be quite that high for taxpayers, but could be a little higher for non-homestead commercial businesses. He said they won’t really know until the Truth and Taxation notices come out the end of November. Vickerman said the LGA (Local Government Aid) remained the same as last year, which is a good thing for the city. Sales Tax The sales tax ordinance and resolution were both approved at the meeting. Vickerman said the ordinance will become law once it is published in the newspaper. The sales tax, which is onehalf percent, will not come into effect until January 1. According to Vickerman, they have to have all the paperwork in to the state by October 1. There was some question about whether the sales tax applies to businesses in the 55949 zip code, or only in Lanesboro city limits. Whalan is also in the 55949 zip code. There are also businesses in nearby townships that would be in the same zip code. Manion did some research and discovered the state will go by the nine-digit zip code, in which case it would only be Lanesboro. Whalan and

surrounding townships have a different nine-digit zip code. Landscaping Project Vickerman updated the council about the DNR’s decision regarding the landscaping project bids. The DNR checked the quarries for the right kind of rock, and found only one. They recommended the council seek out the lowest bidder and ask if they can get rock from that quarry for the same price they originally bid. Vickerman said they have already started the process. Public Utilities Council member Joe O’Connor said the Public Utilities Commission went over the policies and procedures for sewer assessments, as the insurance company had recommended they do. He also mentioned there are people working with Power Plus Engineering out of LaCrosse to help identify power loss in the city. Vickerman said the city is losing even more power than they are aware of, whether through the ground or the air. Vickerman added the street lights are going in right now, and reminded the council they were paid for, along with the Community Center repairs, by the tax abatement approved several months ago. Other Business The council passed a resolution to have a moment of remembrance at 12 noon on September 11 for the tenth anniversary of the terrorist attacks. There will also be a free memorial service in Lanesboro on September 11 at 4pm at the gazebo in Sylvan Park. The council also approved a police contract with the BCA (Bureau of Criminal Apprehension). This will allow City Attorney Tom Manion and Police Chief Matt Schultz to be authorized users with the ability to connect to data, and have access to information they may need. It was approved for Lanesboro to be a part of MNWARNthe Minnesota Water/Wastewater Agency Response Network. This is a statewide response to emergencies involving water and sewer. A liquor license was approved for the Fire Department’s annual member steak dinner.

to receive $619,071 from the state later this year for the 2011 market value credit. It will loose this source of revenue in 2012. In order to just stay even in 2012 the county would have to reduce its budget from 2011. On your next property tax statement “market value credit” will now be listed as “market value exclusion.” The amount of the exclusion is figured on a formula depending on the value of the homestead. A home valued at $116,000 will have an exclusion of $26,800, reducing the taxable market value by that amount. However, this will result in a reduction in overall tax capacity causing the net tax for property owners to be increased. The taxing jurisdictions will get significantly less from homestead property, since they will no longer get the MVHC payment for the property from the state. Commercial, non-homestead properties and agricultural land owners will pay more for the same value of property and a higher share of the levy due to the overall reduction of tax capacity with the exclusion. Blagsvedt said this is a shift in tax revenue and there are so many variables involved that we won’t know until we see the proposed taxes. County Coordinator Karen Brown noted that the MVHC payment from the state has been

used to help maintain the county’s fund balance which is now at about 45 percent. MN Statute 273.13 subd. 35 “The homestead market value exclusion provides a tax reduction to all homesteads valued below $413,800 by shifting a portion of the tax burden.” With the exclusion, “the cost of providing relief to homeowners is shouldered relatively evenly among all types of property.” However, many homesteads may also pay more more depending on various factors. Generally, with the exclusion there will be a lower tax capacity on some homesteads which will require higher taxes on other properties. “Each home contributes a smaller amount to each taxing jurisdictions tax base.” However, “the tax rate tends to be a little higher because of the reduced tax base, which is why taxes increase for other types of property.” The law provides exclusion benefits for disabled veterans, a surviving spouse, or a primary family care giver of a disabled vet. Other law changes will effect seasonal residential recreational properties which are not used for 250 days per year, located in a township with a population under 2,500 which contains a portion of a DNR state trail. The class rate for these properties will be 1 percent for the first $500,000 and 1.25 percent for over $500,000.

County Budget The latest numbers find the proposed 2012 budget has been whittled down with a possible levy increase of 3.58 percent. The proposed levy had been decreased even more with permanent fund balance transfers from the Sanitation Department and the EDA. Brown noted that staffing reductions in Social Services will result in $100,000 less in staffing expenses. A further reduction in Public Health of $70,000 had been figured in. Chairman Marc Prestby insisted he would be more comfortable with a 2.5 percent levy increase. That approximate figure can be reached with an additional $100,000 taken from the fund balance. The fund balance (reserves) is at 45 percent currently. Commissioner Duane Bakke explained that the fund balance was at 51 percent 10 years ago, and he didn’t feel it would be irresponsible as long as the fund balance could be maintained at about 40 percent. Commissioner Randy Dahl expressed his concern that many potential expenses have been put into the General Fund, expenses that could happen, but may not. Bakke says he has no apologies for the increase (16.5 percent) in the Highway budget, insisting “we have to.” The county plans to purchase equipment next year to replace equipment that has been passed over for replacement to reduce expenses for several years. Brown commented that the state

law changes regarding market value still present an unknown. County Program Aid is expected to remain constant. Most of the commissioners seemed comfortable with taking $100,000 out of the fund balance to lower the levy increase to around 2.5 percent. Other Business In Brief •The board adopted a “National Moment of Remembrance” resolution to mark the tenth anniversary of the terrorist attacks committed against the United States on September 11, 2001. For one minute at noon on September 11, first responders, houses of worship, towns and others throughout the country will sound sirens and bells to signal each of us to Stop and Remember the tenth anniversary of the tragedies of September 11, 2001. •Tim Penny, President and CEO of the Southern Minnesota Initiative Foundation, reviewed the organization’s mission to promote regional economic opportunities and collaborations with a focus on entrepreneurs and early childhood development. The foundation serves twenty southern Minnesota counties and has been in existence for 25 years. The foundation invests in emerging businesses and early childhood development. Penny acknowledged that budgets are tight and appreciates cities and counties keeping the foundation in their budgets. He added the county gets $10 to $15 back for every $1 raised in the

county. •The Harmony JEM Theater was discussed along with the ongoing efforts to raise money for the updated equipment which will be required for the theater to continue. The theater is one of a very small number of familyowned single screen theaters left in the country. •Chuck Eidenschink and Lolly Melander, Peterson, explained that the city of Peterson would like to purchase county owned property near where the county shop is located. The triangle shaped (approximately one half acre) piece of property is zoned commercial and is near the dike. The city wants to build a pole building on the property for their city shop. The board directed the county coordinator to have staff gather necessary information to present to the Highway Committee for their consideration. •The board approved the amendment to the Fillmore County Zoning Ordinance as recommended by the Planning and Zoning Commission to change the language for granting variances to conform to a recent state statute change. Planning and Zoning had held a public hearing with no negative comments from the public. The standard for granting variances now will be “practical difficulties.” Bakke noted the Board of Adjustment hears the variance requests which are mostly involving setback requirements.

I mentioned my dad in my last article and how he worked at the Canton Nursery before he married my mom. Dad had a milk route for many years. He hauled the milk in the old cans and before my folks had us kids mom would ride along on the weekends. Eventually he stopped and got a job with the Canton elevator hauling feed. This he did for as long as I can remember. Dad also did many “odd” jobs during those years. One thing he did a lot of was shearing sheep. Several times I got to go with and help. There wasn’t much “inventory” involved. Just an electric shearer with one end that plugged into a socket, a board for tying the wool and some twine. Some of the old barns use to have an electric light bulb that hung from the ceiling with one plug-in attached to it. This is where dad would plug in his shearer. The farmer would bring in the sheep, one at a time, to dad and he would buzz off all the wool. The board was made so that the four sides could be brought together to form a square box. You laced the twine across the boards so that when the four sides were brought up together you could grab the twine and tie the wool into a nice square bale. The job of placing the twine strings across the board was my job. Dad had a huge roll of twine and an old pocket knife for cutting off the lengths. You didn’t want the twine strings too short or too long. Too short and you couldn’t tie them together and too long was a big waste of twine!

After many bales I got the hang to it just right! Dad would throw all the wool onto the board, I would bring all four sides together and then tie all the twine strings together to form one big knot. Grab the bale, toss it aside and restring the board for the next pile of wool. Sometimes dad got the wool for his pay and sometimes he got cash. If dad didn’t get any of the bales he would at least get a big handful to take home. This was saved for when any of us kids got an earache. Dad had an oil that he would drop in our ears and then pack the wool into our ear. This kept the oil warm so it could do its job and also kept any cold air out. This usually worked! We didn’t go to the doctor unless we had the earache for more than four or five days. I have to admit that helping dad with the shearing wasn’t the worst job I ever did and it was fun watching how fast dad could move that shearer over those sheep! I just felt bad as to how “naked” those poor sheep had to feel when it was all done. Of course, dad said if he didn’t remove all that wool those poor sheep would die of heat during the hot summers. Guess this is just another one of those good childhood memories! This recipe came from my coworker, Judy. It is a good way to use up those end-of-summer cucumbers.

CUCUMBER DIP

2 – 8 oz. packages of cream cheese ½ cup of mayonnaise or Miracle Whip Several pinches of garlic salt, pepper and salt 2 to 3 cucumbers ½ cup of finely chopped onion Assorted crackers or pretzels Cream together the room temperature cream cheeses and mayonnaise. Set aside. Peel the cucumbers and cut them lengthwise into 4 long strips. Scoop out the seeds and chop the cucumbers into fine pieces. Place the chopped cucumbers on wax paper or paper towel and let dry out. Squeeze out the moisture if you need to so there is no excess moisture. Dump the chopped cucumbers and onion into the cream cheese mixture and add the seasonings. Mix well and chill for a short time. Serve with the crackers or pretzels or even raw vegetables.

She has been working on her current garden since she moved to the country with her husband Fred six years ago, and it has grown and spread each year. She loves flower gardens even more than the vegetable gardens, and she is outdoors whenever she can be, pulling weeds, potting plants in her potting shed, or working on a new garden. “Working in the garden is not work to me,” said Pfremmer. “It’s play. When I’m in the house, I just want to get outside.” The gardens that have a path through them are filled with perennial flowers that are hearty enough to take a lot of sunshine and wind. There are black-eyed susans, sunflowers, and autumn joy, and joe-pye weed, as well as many others. And along with the flowers come a wide variety of birds, butterflies, bees, and snakes to enjoy them as well. “It’s a bird heaven here,” said Pfremmer. “We have some bluebird houses, but I don’t know if they use them. We also get lots of hummingbirds and orioles.” The springtime is the time of the hardest work for Pfremmer and her husband, as she has to mulch the gardens and get the soil ready for the plants. The flowers come back every year, so she doesn’t have to plant them, but she does haul in manure for fertilizing. She also lays down wood chips to keep the moisture in, keep the weeds down, and add compost to the soil. “I don’t usually have to water them,” said Pfremmer. “I just let the rain do it. Let nature take its course.” The vegetable gardens take more work than the flowers, as they need more weeding. Pfremmer only grows enough vegetables for her family to eat and freezes a few things. Her husband has built some raised gardens for her vegetables and herbs. Not only does Pfremmer enjoy spending time in her garden working and relaxing, she has devoted each section to a person that was dear to her. There is a special section named after her mother that has pink flamingos in it, because that’s what she always had in her garden. There are stepping stones throughout the garden for each of her grandchildren. These decorations, and others, add a personal touch to the natural beauty of the flowers.

Ultra-violet rays of winter sun can do as much damage to unprotected wood as can the summer sun by causing it to crack, blister, flake, and peel. Homeowners can guard against winter damage by staining or re-staining wood surfaces to keep them protected and looking new. However, homeowners should keep in mind that improper preparation can prevent the stain from bonding with the wood- resulting in cracking and peeling. “In their zest to prepare gardens and landscaping for the winter freeze, many homeowners neglect their outdoor wood surfaces,” said Gary Finseth, of The Flood Company, manufacturer of wood care products. “Many homeowners are surprised to learn that fall is actually the ideal time to stain or re-stain the deck. But before beginning, keep in mind that new decks, old unfinished decks and old finished decks all have to be treated differently.” Finseth recommended wood cleaners that are specially designed for unfinished decks to remove dirt and natural contaminants. This cleaning process not only prepares the surface for staining, but also brightens it. For a deck that is already stained, first remove the old finish so the new one can properly adhere to the wood. Choose products that will rejuvenate the look of an old deck while offering optimal protection. The best results are achieved by using the right prep product in combination with the right finish product. Once the deck is prepared, homeowners also will want to make sure that other exterior areas

receive proper care and attention. Vinyl furniture will need to be washed and stored indoors. Inspect wood furniture for damage and do any necessary repairs before it is covered or stored for

By Jade Wangen Fall is almost here, and this time of year many people start getting their homes ready for winter. However, many people out there are not able to afford to get their homes ready, or to fix safety and code issues. There are people who are not able to get a loan from a bank to do the necessary work, and SEMCAC Community Action Agency is there to help. SEMCAC helps people in six counties. In 2010, there were 880 households in Fillmore County alone that received Energy Assistance. With this program, applicants receive grant money that pays for a percentage of their heating bill during the winter. The grant is sent directly the heating

company. People can also ask to have 30 percent of it sent to their electric company. According to Sue Thompson from SEMCAC, qualification is determined by a few different factors. “It depends on the number of people in the household, as well as income for the previous three months before applying.” Thompson added that it also depends on the type of heating the house has. The grant pays a percentage of what it cost to heat the house the year before. Families that qualify for heating assistance are automatically screened for the Weatherization program. This is a federally funded program that helps people do home improvements

that will improve the energy efficiency in their homes. Things like exterior wall and attic insulation, as well as windows, are worked on to improve efficiency and therefore help save energy costs during the winter. Priority is given to homes with at least one senior citizen, someone with a disability, or a child in the home. Another program that helps families in need to keep and improve their homes is the Housing Rehab program. Cindy Vitse of SEMCAC explained the loan is funded through the MN Housing Development. The loan has a few stipulations. “It’s income-based, according to the number of people that live in the household, said Vitse. “They have to own the home and live their six months prior to applying. They have to be current with their payments, be current with their property taxes, and have insurance on the house.” Another stipulation is that people must have less than $25,000 in assets, which does not include the house and one car. They receive a 15-year mortgage against the property, or 10 years for a mobile home in a mobile home park. There are no monthly payments, and the loan is forgiven if they remain in their homes for the time of the mortgage. “A lot of people use this program,” said Vitse. “It’s not a remodeling program; it rehabilitates homes that need health, safety and code updates.” Vitse said they do roofs, as it affects the safety of the structure of the building, as well as siding and getting rid of lead-based paint. This program has been very helpful and very successful for many people. “The majority of people I work with could not get loans at the bank to do these type of repairs,” said Vitse. Another program available through SEMCAC, the Fix-Up fund loan program, give people a loan at 5.99 percent interest to do remodeling to their homes, build a garage, siding and roofs. Applicants must have good credit to receive this loan. Anyone struggling to keep their home up-to-date, or anyone who needs

Soil test to reduce fertilizer expenses Jerrold Tesmer Extension Educator Fillmore/Houston Counties High fertilizer prices appeared a couple of years ago and have not left us. This past week I was talking to truck driving hauling potash. He understood the potash he was hauling was about $150 per ton higher than last spring! Soil testing is the first and best step you can take to reduce fer- Jerrold Tesmer tilizer costs. Producers who are concerned about high fertilizer

costs and who are not soil sampling are not really serious about saving money. Nitrogen credit for previous legume crops is one of your great bargains in a crop rotation. A first year nitrogen credit of 40 lbs. /acre for soybeans, 150 lbs/acre with 4 or more alfalfa plants/ft.sg., 100 lbs. /acre if 2-3 alfalfa plants/ft.sg., and 40 lbs/acre with one or fewer plants/ft.sg. Red Clover has first year credit of 75 lbs/acre. Although the research is currently being replicated, the generally accepted standards for nitrogen credits in corn planted two years after the legume are 75 lbs/ acre with 4 or more alfalfa plants/ ft.sg., 50 lbs./acre if 2-3 alfalfa

to pay all or part of the capital costs of improvements to City streets and utility systems and the betterment of City municipal buildings (collectively, the “Improvements”), all as described more fully in the Resolution adopted by the City Council on February 7, 2011. (B) The Minnesota legislature has, by the laws of Minnesota for 2011, chapter 7, article 4, section 13, authorized the city to impose an additional sales and use tax within the City to provide revenues to pay all or part of the costs of the Improvements. Authorized expenses include, but are not limited to, paying construction and equipment costs related to the Improvements and paying debt service on bonds or other obligations issued by the City to finance the Improvements. The amount of revenue from the tax imposed that may be used to finance the Improvements and any associated bond costs or other obligations is limited to $800,000. The city approved the act in accordance with applicable law. §12.02 DEFINITIONS. The words, terms and phrases used in this chapter shall have the meaning ascribed to them in Minnesota Statutes, Chapter 297A, except where the context clearly indicates otherwise. In addition, the following definitions shall apply: ACT means the laws of Minnesota for 2011, chapter 7, article 4, section 13, or as may be amended. CHAPTER means this chapter in its present form and as subsequently codified in the city code. CITY means the City of Lanesboro. COMMISSIONER means the commissioner of revenue for the state acting under the authority of an agreement entered into between the city and the state pursuant to the act, or such other person or entity designated to administer and collect the city’s sales and use tax. DIRECTOR means the Administrator of the City. RETAILER MAINTAINING A PLACE OF BUSINESS IN THE CITY OR ANY LIKE TERM means any retailer having or maintaining within the City, directly or by a subsidiary or an affiliate, an office, place of distribution, sales or sample room or place, warehouse or other place of business, or having any representative, including an affiliate, agent, sales person, canvasser or solicitor operating in the City under the authority of the retailer or its subsidiary, for any purpose, including the repairing, selling delivering, installation, or soliciting of order of the retailer’s goods or services, or the leasing of tangible personal property located in the City, whether the place of business or agent, representative, affiliate, sales person, canvasser, or solicitor, is located in the City permanently or temporarily, or whether or not the retailer or subsidiary is authorized to do business within the City. LANESBORO SALES AND USE TAX means the sales and use tax imposed and collected pursuant to this chapter. §12.03 SALES AND USE TAX. Except as otherwise provided in this chapter, there is hereby imposed an additional excise tax in the amount of onehalf of one percent of the gross receipts from the sales at retail, and the storage, use, distribution or consumption of goods or services which are taxable, pursuant to Minnesota Statutes, Chapter 297A and occur within the City of Lanesboro. The imposition, administration, collection and enforcement of this tax shall be governed by the provisions of Minnesota Statutes, Chapters 297A, 270C, and 289A. §12.04. SEPARATE STATEMENT; COLLECTION FROM PURCHASER, ADVERTISING NO TAX, MINIMUM UNIFORM TAX COLLECTION METHODS. The Lanesboro sales and use tax shall be stated and charged separately from the sales price or charge for service insofar as practical, and should be a debt from the purchaser to the seller recoverable at law in the same manner as other debts. In computing the tax to be collected as a result of any transaction, any amount of tax less than one-half of one cent may be disregarded and amounts of tax onehalf cent or more may be considered an additional cent. If the sales price of any sale at retail is ninety-nine cents or less, no tax shall be collected. §12.05. EXEMPTION CERTIFICATES. A fully completed exemption certificate taken from a purchaser to the effect that the property purchased is for resale or that the sale is otherwise exempt from the application of the tax imposed by this chapter will conclusively relieve the retailer from collecting and remitting the tax. A person who has obtained from the Commissioner an exemption certificate pursuant to the Minnesota Statutes, Section 297A may use such exemption certificate for the purposes of the sales tax imposed by the City. §12.06. PRESUMPTION OF PURPOSE OF SALE. For the purpose of the proper administration and enforcement of §12.03 of this chapter, it shall be presumed that all retail sales for delivery in the City are for storage, use, or other consumption in the City until the contrary is established. §12.07. COLLECTION OF SALES AND USE TAX AT TIME OF SALE. (A) Any retailer making deliveries within

the City, any retailer maintaining a place of business in the City, or any other retailer otherwise doing business within the City, upon making sales or any items described in §12.03 which are not exempted from the sales tax imposed under that section and which are to be delivered or caused to be delivered within the City to the purchaser, shall at the time of making such sales collect the sales and use tax from the purchaser. The tax collected by such retailer shall be remitted to the Commissioner on behalf of the City. (B) Any retailer required to collect the Lanesboro sales and use tax and remit such tax to the Commissioner pursuant to this section shall register with the Commissioner and provide such other information as the Commissioner may require. §12.08. AGENT OF RETAILER. When in the opinion of the Commissioner it is necessary for the efficient administration of the tax, the Commissioner may regard any salesman, representative, trucker, peddler or canvasser as the agent of the dealer, distributor, supervisor, employer or other person under whom such salesman, representative, trucker, peddler or canvasser operated or from whom the tangible property is being sold is obtained, and may regard the dealer, distributor, supervisor, employer or other person as a retailer for the purposes of this chapter. §12.09. EFFECTIVE DATE, TRANSITIONAL SALES. Except as otherwise provided herein, the Lanesboro sales and use tax authorized by this chapter shall apply to sales made on or after January 1, 2012 and shall be in addition to all other taxes now in effect. The Lanesboro sales and use tax shall not apply to the following: (A) The gross receipts from the purchase or lease of tangible personal property made under an enforceable contract entered into before January 1, 2012, provided that delivery or possession of items is taken on or before March 1, 2012. (B) The gross receipts from the purchase of taxable services made under an enforceable contract entered into before January 1, 2012 and for which payment was made before January 1, 2012, provided that the services were provided before March 1, 2012. (C) The gross receipts from the purchase of construction materials used to complete a lump sum or fixed price construction contract that was signed and enforceable before January 1, 2012, and that does not provide for an allocation of future taxes, provided that the construction materials are used exclusively in performing the contract and the materials are delivered before July 1, 2012. (D) The gross receipts from the purchase of utility services if the utility bill includes charges for services furnished before January 1, 2012; however, the Lanesboro sales and use tax shall apply to all utility bills for periods beginning January 1, 2012. §12.10. COLLECTION AND ENFORCEMENT. The Lanesboro sales and use tax imposed by the City pursuant to this chapter shall be subject to the same interests, penalties, and other rules as are applicable to the State general sales tax imposed by Minnesota Statutes, Chapters 289A and 297A. The Lanesboro sales and use tax imposed by the City pursuant to this chapter may be collected by the State on behalf of the City as provided by an appropriate agreement with the Minnesota Commissioner or Revenue. §12.11. TAX CLEARANCE; ISSUANCE OF LICENSES. The City may not issue or renew a license for the conduct of trade or business in the City if the Commissioner notifies the City that the applicant for such license owes delinquent Lanesboro sales and use taxes as provided in this chapter, or penalties or interest due on such taxes. For the purposes of this section, the following terms have the following meanings: (A) Lanesboro sales and use taxes include sales and use tax as provided in this chapter including all penalties and interest due on said sales and use taxes. (B) Delinquent taxes do no include a tax liability if: (1) in administrative or court action which contests the amount of validity or the liability has been filed or served; (2) the appeal period to contest tax liability has not expired; or (3) the applicant has entered into a payment agreement and is current with the payments. (C) Applicant means an individual if the license is issued to or in the name of an individual or the corporation, partnership or other entity if the license is issued to or in the name of a corporation, partnership or other entity. (D) A copy of the notice of delinquent taxes given to the City shall also be sent to the applicant taxpayer. In the case of renewal of a license, if the applicant requests a hearing in writing, within thirty (30) days of the receipt of the notice of delinquent taxes, then a contested case hearing shall be held by the Commissioner under the same proce-

dures as provided in Minnesota Statutes, Section 270C.72 for the State sales and use tax imposed under Minnesota Statutes, Chapter 297A, provided that if a hearing must be held on the State sales and use tax, hearings may be combined.
