Preston to proceed with plans for Twenty-14 Project By K aren R eisner karen@fillmorecountyjournal.com
Stantec engineer Brett Grabau explained at the public hearing for the Twenty-14 Project that the proposed project will involve about one-third of the city’s streets and underlying utilities. A resolution was adopted later during the September 3 city council meeting to order plans and specifications for the project. The project is to include the Fire Hall area bordered on the west by Washington and Winona Streets, on the north by Spring and North Streets, on the east by St. Paul Street and on the south by River and Main Streets. The second project area is referred to as the South Hill area and includes
Judy Lane, Matthew Street and Russell Street. The reconstruction project will include both reconstruction of the streets and the underlying utilities. The estimated total project cost is $3,295,754 of which about $2 million is for street improvements. The balance will be for water main, storm sewer, sanitary sewer, and utility service improvements. The assessed portion of the street improvements is expected to be about $790,000. The assessed portion of the utility service is about $95,000. Assessments will total about $855,617 or 26.9 percent of the total project cost. The assessments will be figured according to the city’s assessment policy which was put into place in 2007.
Grabau estimated that residents would be assessed $60 to $65 per assessable frontage foot and about $1,100 to $1,200 per sanitary sewer service. The assessment policy allows for a minimum of 60 foot and a maximum of 150 foot to be assessed per property. The expected start date for the construction project is May 2014 with a substantial completion date of October 2014 and a final completion date of June 2015. The public asked a variety of questions. The Fillmore County Board’s goal is to get the levy increase for 2014 to zero. County coordinator Karen Brown at the board’s September 3 meeting announced a proposed budget increase of about $178,000 or 2.11 percent after the recommend adjustments by the board over the past several weeks were made. These numbers included additional cuts or added revenues from most department heads. Towards the end of the meeting, county engineer Ron Gregg added significant additional budget reductions from his department totaling $98,039. The highway department savings included postponing the replacement of the department’s 2007 Backhoe for one more year. Brown noted that some departments reported that they didn’t know where they could cut further or find more revenue. Commissioner Duane Bakke
maintained that even with a zero percent increase in the levy, some property owners will still see a tax increase while others will see a decrease. Brown said in her interpretation of the state law, the debt load would be included in the levy limit. Last year the county used $320,000 of fund balance to keep the levy increase lower. Bakke added that if fund balance is used to allow the levy increase to be zero, it would be much less than that which has been used in recent years. Auditor/treasurer Shirl Boelter insisted all the department heads are being thrifty. We have been trying to cut all along. Brown recommended they take one final look and do some research on the state mandate to see if it is being interpreted correctly. Chairman Randy Dahl asked about the rate of inflation. Brown noted the Consumer Price Index (CPI) was up 1.1 percent in April. See COUNTY Page 12

Merchants Bank acquires Associated Bank locations in Rushford and Lanesboro of our area’s economic development, and we look forward to serving all the financial needs of these important customers.” Merchants Bank is also acquiring a small pool of agricultural loans and related deposits from the Associated branch in Red Wing, Minn. C ommentary Tales of the White Front: Part 3 By Yvonne Nyenhuis As dawn creeps into the valley, I step out on the cement apron under the canopy of the White Front. There is a stillness, a quiet beauty. The last stars twinkle and are gone. A translucent turquoise invades the sky and dispels the geometric shapes of the neighboring houses. Windows fill with light and the promise of a Yvonne new day. Nyenhuis I imagined myself as the narrator in the play “Our Town” watching Grover’s Corners wake up and come to life. To me our restaurant was always a stage. Our customers appeared, spoke their lines and performed reliably each day. There was Jim Peterson ready to see the humor in life, Everett Johnson, in his red overalls, his white hair covered by a baseball cap, Andy Drake who was blond and handsome, Jim Wagner who often looked tired and Al Vogen, who was slight of build, wiry and intense, his voice low, his
words forced through thin lips with a suggestion of a smile as he exchanged pleasantries with the others. Most of our days were evenly measured and had a dependable rhythm as our customer’s behavior was governed by their habits. Every day at ten-past eleven, “Ore Borgen” came through the door and took his place in the third booth. He ordered a glass of water and a bowl of soup. When he finished his soup, there was a tapping sound as he knocked loose the old ashes from his pipe. Soon the aroma of fresh tobacco filled the room. It takes an old man steeped in tradition, who has time and is unhurried, to smoke a pipe. Another gentleman in his 90s came at noon, sat in the first booth with his back to the window, which faced the street. We wondered why it was that the sugar container at his table needed to be refilled each day after his visit. This mystery was solved at last. We saw him dump one third of the container into his soup. Most amazing, this day he was having clam chowder! It seems that the sense of taste is often dimmed as we grow older.
For him, sugar was a way of regaining flavor in his food. At 6 a.m we turned on the lights. There was a deafening roar as we started the exhaust fan over the fryers and KNXR played the National Anthem. While the days began in a reliable fashion the events of the day were often full of surprises. It was a stifling hot, humid Sunday morning in July. We were enveloped in a misty vapor where there should have been air. There was a throng of tourists and locals: one sweating mass of humanity. One of the waitresses came running to me, her eyes wide with excitement as she spilled out the words. “There’s a truck going down the street without a driver. There’s no one behind the wheel!” I followed her to the doorway in time to see the back of a green pick-up truck. It veered to the right and coasted into a utilities pole. In that moment the lights went out. Outside was dark grey gloom, heavy clouds hung low. With a ladder you could reach out and touch them. A light rain was falling. Inside there was total darkness. Everything stopped. Silence reigned. The deafening noise of the exhaust fan
“Better Be” To the Editor, In “Be Better” on September 2, 2013 Eric was uneasy as to how his remarks about the Anniversary of the Civil Rights March would be received. Bill O’Reilly was incensed. He claimed that Republicans
were not invited to participate in the Commemoration of the March that took place 50 years ago. To his credit he apologized when he found out that Republicans in Congress had been in invited and all of them turned down the invitation. I have always thought that Civil Rights are an “American” value and that Martin Luther King is an “American” hero. “The greatest love that has ever been” To the Editor, When the August 12 issue arrived, my first reaction was shock and then sadness to see this front page article. My first thoughts were: Have I ever seen a Christian marriage make the front page and if so, how long has it been? My next reaction was sadness to think that our nation is departing more and more from the Christian principles on which it was founded. The Holy Bible speaks clearly on this matter of homosexual behavior. Starting in Genesis

in the kitchen was stilled. The radio was mute. The hum of the refrigeration was no more. In the dark interior of the kitchen a gas flame could be seen burning under the grill and the burners on the stove. A lone shadowy figure was moving about, my husband, who was laughing at the absurdity of the scene! “Now what do I do, cook with a flash light? Light a candle?” The customers were making jokes as we all searched for a response to our dilemma. How to play out this hand which fate had dealt? It was a whole new set of rules. Do we serve cold coffee or heat it on the stove? Toast was “out.” Cinnamon rolls were “in.” Thoughts tumbled over themselves in my head, like stones being polished. How long would we be without power? Refrigeration was a major concern. We could ladle up ice-cream in soup bowls! Were we in danger of a major melt down where the meat in the freezer would thaw and turn into a soggy mess? The truck had knocked out a transformer. An emergency crew arrived from the electric company. We kept an eye on their progress. In an hour power was restored. By then the customers had filtered
out, returning to their individual pursuits. In general, Sundays took on characteristics appropriate to that day. At that time it was tradition to come to the White Front after church for coffee or a late breakfast which often included pancakes that famously covered a dinner plate. Olive Haugan explained to us when we took over: “First come the Catholics, then the Lutherans, followed by the Methodists!” Every one made themselves at home. The women cheerfully served coffee to their friends, helping out the busy waitresses. There was a buoyancy to the spirit of the room and the sound of laughter. Also at that time Sunday dinner was in vogue.We served marvelous beef and pork dinners with mashed potatoes and gravy. Farmers in the country side came to town to enjoy a break in their routine. We were open seven days a week. Sunday we closed at two. We considered this our “day off.” I asked Glenn if he ever missed getting out into the world? He replied, “Hell no, the world comes to me!”

Friends, it is time to take a stand for the Christ who died a cruel death on the cross because he loved us more than we can ever imagine. The first commandment is to Love the Lord with all your heart, soul, and mind. The second is to
love your neighbor as yourself. It is because of this love that I write today concerning this matter. If we don’t speak out for Christ and what He stands for, it won’t be long before we may lose the privilege of our freedom of speech and our freedom to worship as we know it today. Lifelong education By Jason Sethre Publisher Fillmore County Journal Cell: 507-251-5297 jason@fillmorecountyjournal.com By now, a fleet of students have descended upon college campuses throughout America. And, when I say “fleet,” I’m serious. According to the National Center for Education Statistics, a record number of 21.8 Jason Sethre million students are expected to attend colleges and universities in the fall of 2013, up 6.5 from 2000. That’s a lot of tuition! I truly do wish them well, BUT I do have some advice. 1. A lot of money is spent on education each year, and the ratio of financial resources invested doesn’t always match

up well with the human capital investment. A lot of students simply “take up space,” and I’m not referring to Astronomy. Of course, higher learning institutions are never going to turn off the faucet and tell you to stop investing in your education. But, how much is too much? Don’t waste time and money. What do I mean? I have known a lot of very educated individuals who lacked common sense. People with Bachelor’s, Master’s, and PhDs in various areas of study, and they can’t land a job anywhere because they are not willing to start from the bottom and work their way up the ladder of responsibility and compensation. I have hired individuals who did not present the same academic credentials as others but had the desire to learn and grow with the company, because they didn’t present themselves as a
prima donna. There is a limited amount of room in the workplace for those who think they are better than others and think they deserve special treatment. In other words, your work ethic can outweigh your education. Sorry to burst any bubbles. 2. An education doesn’t guarantee you anything. I have worked with some very smart people who were horrible team players. If you lack people skills, positive attitude, teamwork, or selfless motivation, then you probably need to find yourself a good self improvement program or accept that you will never live up to your full potential. 3. You are competing among your peers. As you enter the workforce, whether at the age of 18 or 22, you are jockeying for position. The quicker you “grow up” and take your job seriously, the more highly your employer will think of your performance, and the more likely you’ll get a glowing reference for the next phase of your career opportunities. The younger you are when you figure this out, the better off you’ll be. 4. Every job is important.
Whether it is your first job in high school, and you detest the work you do, or it is the job you currently hold today at the age of 45, consider yourself fortunate. Take every job serious. Employers are paying you to take care of your company and the customers. If you don’t start taking your responsibilities seriously, then why should anyone else take you seriously? Step up to the plate and do what is expected of you. If you want a raise, then do MORE than what is expected. It is pretty simple, but some people don’t get it. Those who do get it should pounce on the opportunity. Some may call that “brown-nosing.” I call it “raising the bar.” 5. Beyond college or any higher learning experience, you should never feel as though you’ve arrived at the top of the mountain. We all have opportunities to learn from the people we interact with every day for the rest of our lives. Some people are full of themselves and think they know it all. Observe them too, but ignore a discrete percentage of what they

The sisters are played by Commonweal Resident Ensemble Members Adrienne Sweeney and Stef Dickens, along with visiting New York actress Jackie Wolter who was featured in last season’s “The Philadelphia Story”. The role of the mother will be played by Resident Ensemble Member Catherine Glynn. Rounding out the cast are Scott Dixon and Jeremy van Meter as the male counterparts to two of the sisters. Bailey Otto serves as stage manager and leads the production team consisting of designers Kit Mayer (sets), Annie Cady (costumes), Woo Chen Khoo (lights), Daniel Stock (sound), and Ana Hagedorn (props). Ask lots of questions and try to learn from their mistakes so you can avoid those paths. 6. What defines your success? Well, that’s simple, I think. Can you make a living doing what you enjoy the most -- something that brings you pride and self-worth? Find the answer to that question and hopefully you’ll find your success. Both resolutions were approved by a unanimous vote. Budget/Levy Hoffman reported that insurance costs for 2014 will increase 11.3 percent. The 2014 proposed budget includes $21,000 for the Twenty-14 Project. Without that addition the levy increase would have been 2.24 percent. The preliminary levy is set at $708,803. The final levy to be set in December can be lowered, but not raised. The final budget and levy meeting to allow the public to comment was set for Monday, December 2 at 6 p.m. at the city council chambers. If a continuation is needed, it would be held on December 16. Fillmore County Sports By Paul Trende The first full week of high school football competition was just that, at least for the four county squads facing off against each other. In Rushford, Fillmore Central took on the Trojans. The game came down to the final thirty seconds. On the 9-man scene, and just down the road in Houston, Lanesboro hooked up with the ‘Canes. The game came down to the final three seconds. At the onset of the 9-man (non-conference) opener, it didn’t look like it’d come down to the very end. Lanesboro built a 21-0 early second quarter lead. Senior RB Gabe Decker started the scoring with a 73-yard sprint. The Burros took advantage of a pair of Christian Sires interceptions to post their other two scores, a 47-yard Garret Boggs to Niko Anderson pass, and a 32-yard Anderson run. Sires got the ‘Canes on the board with a 2-yard TD run in the second quarter. A couple series’ later, Sires went for 20 yards, and then finished things off from a yard out, getting Houston back into the game at 21-14. To end the first half scoring, Boggs found Decker from 7-yards away. At halftime, Lanesboro led 29-14. Early in the second half, Sires’ third rushing TD (18 yards) again moved Houston close (2921), but Lanesboro immediately
replied. Niko’s third TD of the game (48-yard run) put the Burros ahead 36-21. Early in the fourth, Houston got a 52-yard Dylan Lee TD run, but they failed to convert the PAT, keeping it a two-possession game at 36-27. With just over 2-minutes to go, the score remained the same and the Burros seemed on the brink of victory, but things were about to get wild. Sires notched his fourth rushing TD (4 yards) of the game with 0:44 left, making the score (after PAT) 36-34. The ‘Canes on-sided and recovered, only to suffer an 11-yard sack on their very first play. Sires then found Lee deep on the next play, and after a scrum and a ball handler change, the play netted 43 total yards to the Burro 15! Suddenly, with ten ticks left, Houston was looking for the win. After a Sires 5-yard run, it all came down to three seconds and one play. Sires dropped to pass, was flushed left, thru across his body only to be intercepted in the end zone by Boggs, thus putting a crazy cap to a crazy 9-man affair. After racking up 271 firsthalf yards, Lanesboro had just 61 in the second. They went three-and-out on five of six possessions. Meanwhile, Houston racked up 363 secondhalf yards including 14 first downs. Turnovers did them in (4-0). Anderson (19-112, 2 TDs rush-

Sires (19-38, 338 yards, 0 TD’s, 3 INT’s passing; 24-94, 4 TD’s rushing) carried a heavy load for Houston. He got a lot of help from 6’2” senior WR Mason Drake, who caught eight balls for 223 yards with an incredible six receptions over 25 yards. Dylan Lee was also a big factor (4-61, TD rushing; 5-68 receiving). Houston played without senior RB’s Tyler Hoskins and Peter Jergenson. They played with a female kicker. Alee Boelter was on par with the boys, making 4 of 5 PAT’s, though missing a 24-yard FG. Lanesboro kicker Lucas Rogers was 2-3 on PAT’s. Meanwhile in Rushford, it came down to the kicking game. And R-P can be thankful they have a blossoming freshman talent. Fillmore Central was the first to hit paydirt. Good field position led to a 6-yard Tom Henry TD run making it 7-0, the only score of the first half. Enter Trojan freshman Noah Carlson (ye of two 75-plus yard scores versus Southland in week zero). The freshman got R-P on the board early in the third quarter. Taking a hand-off going left, the 155-pounder shook off a tackle, kept his balance, and then darted into the end zone from 11-yards out. A PAT tied the game at 7. Carlson was back at it later in the quarter. Immediately following a Charlie Krambeer interception, Carlson took a handoff going right and found a different gear then everyone else on the field. The 38-yard TD run put R-P 14-7. The Falcons answered a couple series later (early in the 4th). Junior QB Bryce Whitehill’s pass was thrown into a trio of players. Collin Bennett (not in the trio) wound up with the ball via tip-drill for the 28-yard TD reception. The PAT failed, keeping R-P up 14-13. Late in the fourth, the Trojans were at the FC 26 with just over 2:00 left, but an Alex Vix fumble (Josh Jones recovery) gave FC one last chance. A McKinnen Stone halfback pass (his second of the game) to Masters was helpful (29 yards). FC pushed the ball to the R-P 14, suffered a few setbacks, only to again get to the Trojan 14. On 4th and 10, coach Chris Mensink went for the game-winning field goal with 0:20. But Zach Ansell emphatically blocked Collin Bennett’s 31-yard attempt, cementing the Trojan win. By a final of 14-13, R-P edged FC in a Blue Division battle. Carlson paced R-P (10-78 yards, 2 TD’s rushing all in the 2nd half ). The rest of the Trojans combined for just 130 yards (on 30 plays), as FC’s defense held All-Conference players Cole Kingsley and Vix to a combined 20 carries for 62 yards. Logan Masters, FC’s
5’7” senior WR, was explosive when he got the rock (5-95 receiving; 4 punt returns for 58 yards). Tom Henry led FC on the ground (10-55, TD rushing). The Trojans upped their Blue Division record to 2-0. Cougars Win Own Labor Day Tourney Heading into it, the 5th ranked Mabel-Canton Cougars were odd-on favorites to come out on top of their own Labor tournament. But, the tourney wasn’t necessarily about who came out on top. It was about good early season competition, a full day of endless volleyball repetition. M-C wasn’t the only squad that got plenty of work. Rushford-Peterson, Houston, Cotter, Eastern Allamakee (Waukon), Brainerd, and Spring Grove all took part. The county schools composed three of the top four finishers. M-C’s path to the title was workmanlike, with a bit of intrigue. They blew through the pool play segment with a 6-0 record, beating Eastern Allamakee (25-6, 25-13), Cotter (2521, 25-13), R-P (25-18, 25-16), Houston (25-14, 25-7), Spring Grove (25-9, 25-18), and Brainerd (25-10, 22-25). The Warriors offered up the only hiccup. The Cougars remembered that lost set when the two teams met each other for the title. M-C jumped out to 15-2 and 13-2 leads in the finals against AAA Brainerd. They won going away 25-9 and 25-8. Belle Sand (48 kills, 11 aces), Christine Lee (60 digs), Carly McCabe (134 assists), Sara Lind (13.5 blocks), and Lydia Geving (11 aces) were M-C’s tournament leaders. The wins moved M-C’s record to 9-0 on the season (2-0 in the SEC). Lonnie Morken’s career win total moved to 499. Meanwhile, R-P and Houston were like every other team

Houston, on top of losing to M-C and R-P, fell to Brainerd (15-25, 22-25), and Eastern Allamakee (25-23, 16-25). They beat Spring Grove (25-23, 26-28) and Cotter (1725, 25-14) to go 2-4, but won enough sets to match up with R-P in the 3rd place game. There, R-P downed Houston 2-0 (25-17, 25-22). Set number two wasn’t without its excitement though, as the Trojans led 18-9 at one point, only for the ‘Canes to tie things at 18. Tri-County Electric Cooperative joins 11 other electric cooperatives in signing agreement to acquire Alliant Energy Territory RUSHFORD, Minn. – TriCounty Electric Cooperative joined with 11 other electric distribution cooperatives serving Minnesota to form Southern Minnesota Energy Cooperative (SMEC) as the single point of contact for the purchase of electric service territory in southern Minnesota from Alliant Energy. SMEC today announced that it has reached a definitive agreement to acquire territory from Alliant Energy. The transaction is contingent
the 12 SMEC member cooperatives combined. “This acquisition will give SMEC’s 12 member cooperatives new economies of scale to spread our fixed costs over more member-owners,” said Brian Krambeer, president and CEO of Tri-County. “Keeping rates stable is more challenging these days with the cost of environmental compliance, integrating renewables, declining energy sales, and general inflation
upon regulatory approval. Assuming the acquisition is approved by regulators, it is expected to close in 2014. For Tri-County the combined territory would serve approximately 13,000 members. The acquisition will add approximately 43,000 electric accounts to the systems of all of

All rates for electric cooperatives are set on a cost-of-service basis to provide the highest quality service at the lowest practical cost. While the 12 participating cooperatives have slightly different rates, services, billing options and programs, each is committed to seeing that this transaction provides a long-term, economies-of-scale benefit to both current and new member-owners. “Adding the Alliant Energy customers through this proposed acquisition of territory will grow and increase the efficiency of each cooperative,” added Krambeer. “This once-in-a-lifetime opportunity helps all of us continue to provide our electric cooperative memberowners with high-quality service at a competitive cost.” Should the acquisition receive all the requisite approvals, Alliant Energy customers will become memberowners of one of the 12 electric cooperatives and enjoy the benefits of cooperative ownership including voting rights, board representation and the opportunity for patronage capital refunds – the margins of a cooperative that are returned to member-owners over time. m m -m u Y This dessert recipe is over 30 years old, but a great one to fix ahead. I got it from my sisterin-law (I have five) while we were living in Bismark, North Dakota. The most I ever made at one time was eight. Our youngest son was a senior in high school and had invited the football team over after a game
one night. It was early fall and still warm. The swimming pool was heated and the hot tub was full. What a fun time they had. I don’t think there was any “Fruit Pizza” left over.
Fruit Pizza
Buy one roll of sugar cookie dough. If you are making many, make your own sugar cookie dough. Using a round pizza tin, cut dough into slices and lay the slices beside each other pinching the dough together to form one large cookie Bake: 350 for 12 minutes – then cool Frosting: Mix with an electric mixer 8 oz. softened cream cheese 1/3 C powdered sugar 1 tsp. vanilla Prepare fresh fruit- what ever is in season; strawberries, raspberries, blueberries, kiwi, green and purple grapes, cantaloupe & watermelon. Cut them in half or small pieces & decorate. It is fun to do. If you have the fruit ready, your grandchildren age 8+ would enjoy making a smiley face or large 5-point star. Don’t forget...brown sugar won’t get hard if an apple slice is placed in the container

He suggested they should set the levy at the rate of inflation. The consensus of the rest of the board was to keep it at zero. Bakke said they should give Brown the flexibility to use up to $178,000 from the fund balance to keep the levy at zero. This statement was made prior to Ron Gregg’s savings of about $98,000. Dahl said he was hearing that zero percent was the desired levy increase. He asked about the 1.5 percent wage increase figured into every department’s budget for non union employees. After

Fillmore County offers a $40 per diem for people serving on committees, which is the lowest among area counties that use the per diem for compensation. Commissioner Marc Prestby noted that it has become harder and harder to find people willing to commit to serve on committees. Dahl said that many are professional people and they often are committing a half a day of their time. The board directed Karen Brown to figure a $5 increase to the per diem in the budget which would be approximately a $3,000 increase in the total amount spent on per diems per year. Annual Financial Report. •The purchase of a ditching bucket for the highway department’s excavator was approved from Ziegler Cat at a total cost of $6,946.88. Gregg noted the attachment increases the excavator functions, including salvaging gravel out of ditches. Additional office equipment for the Highway Administrative Office was approved at a cost of $1,057.34 from Beckley’s Office Products. •An access permit was approved for Donald and Penelope Redalen to CASH 21, Section 3, Carrolton Township. The new access on the south side of the property will provide access to tillable land that is currently being accessed through the ditch. •The hire of Michele Gatzke RN was approved for Community Services-Public Health effec-

Tim was born October 10, 1915 in Yucatan Township, Houston County, Minn. She was the second of five children born to Theodore and Julia (Oleson) Ukkestad. Tim attended Ferndale Country School and Rushford High School where she graduated from in 1933. On September 4, 1937, she married James Eggen. They were later divorced. On November 27, 1948, she married Earl Anderson. Earl died January 1, 1996. Tim lived in Florida and Colorado as well as Minnesota. She was employed for many years at the First National Bank in

Rushford and later at Camera Art in Lewiston, Minn. and also Rushford Public Schools. She was a member of Rushford Lutheran Church and RLC Women, Rushford American Legion Auxiliary, Order of Eastern Star and Good Shepherd Auxiliary. She loved dogs, shopping, traveling, spending time with friends, and following the activities of her family. She also enjoyed playing golf and Bridge. Tim was preceded in death by her parents; husbands; sisters- Ruth Ukkestad MacKimm, Anna Ukkestad Killham and Elenore (Arnie) Ukkestad Killham; brother- Glenn(Mush) Ukkestad; and nephew- Thomas Killham. She is survived by her niecesDianne Killham(David) Vachon, Colorado Springs, Colo.; Elizabeth Ukkestad (Allen)LaFleur, Rushford; nephew- Carl L. Robert (Bob) Eugene Linden Robert (Bob) Eugene Linden passed away on September 3, 2013 at Grand Meadow Healthcare Center. He was born on March 15, 1954 to Eugene and Gertrude ( L op e z ) Linden in Savanna, Ill. Robert (Bob) He graduated Eugene Linden from PrestonFountain High School in 1972. He worked for Burlington Northern Railroad after graduation. Bob was a Jack of all Trades over the years. Bob’s first marriage to Jean Conway created two wonderful children Jonathan and Jodi. He was a LPN for many years, working in the geriatric field. He retired from nursing in 2009 after being diagnosed with prostate cancer. Bob and Eileen (Tienter) were married in October 1994. After a nine year courtship - neither one wanting to rush into anything. They made their home in Preston, Minn. Both sharing a love of family, friends, civil

She married Mar- Darlene Esther vin “Buddy” Meyer Meyer on June 22, 1947, at St. John Evangelical Lutheran Church in Wykoff, Minn. They enjoyed 66 years of marriage together. Following their marriage they made their home on the Meyer family farm in Forestville Township. Together they dairy farmed and worked the land for 46 years before moving to Spring Valley in 1993. Darlene enjoyed cooking, playing cards, dancing and camping with their Hiawatha Valley camp group. She was well known for her gracious entertaining as she always had enough food for all. But most of all, she loved family gatherings and watching her grandchildren and great-grandchildren. She is survived by her husband; five children, Marsha (Roger) Winch of Stewartville, Minn. when. As for the trees on the boulevards, the city can remove them, but it’s up to the property owner to replace them. It will be discussed with the owners before removal. There will be some trees coming to the park to replace a few that will need to be removed. The David Drake Memorial Fund is paying for trees and they are requesting the city pay for the
planting. The trees, which will be 18 feet high, cost between $295-325 per tree. The cost of planting is around $130 per tree. City Administrator David Todd came up with two options for the city to spend the money, which comes to $3,400. The first option is to purchase nine trees, which is around $3,000 plus tax, and the city will pay for the planting. The second option is to purchase six trees for $2,833 and pay for the planting with the remaining fund money.
Monday, September 9, 2013 Councilor Tom Smith asked if the planting could be done by city staff to save money. However, the two-year warranty on the trees would be void if Winona Nursery didn’t plant the trees they are selling. Drake said there is $1,500 in the street budget that was earmarked for stump removal, and the city could use that for the planting. A motion was made by Councilor Tom Dybing to purchase nine trees with the money from the memorial fund, especially in light of the discussion about

losing the ash trees. The money for planting will come from the street budget. The park board will decide on a variety of types of trees to purchase. Budget The council approved the preliminary budget and levy for 2014. The final must be decided in December, and the amount can be reduced, but not increased before that time. The proposed levy was approved at $503,747. The estimated tax rate is 99.4 percent, which is higher than last year’s 86

percent. City Administrator David Todd explained he had been working on the budget and levy for the past six weeks with the help of Mike Bubany from David Drown Associates. He said they need to build up reserves that have been depleted. The items on the budget, he added, are not wish-list items, but operational items. With this rate at 99.4 percent, there are still four or five cities in the area that are operating at a higher rate. Todd added that health insurance costs are going to increase drastically. Bubany guessed anywhere from $10-20,000. The police contract with Preston increased eight percent, plus onethird of the cost of a new squad car. Councilor Tom Smith said there are many items they need to take a hard look at, including the police contract, which has been increasing every year. “I’m all for having police protection, but this cost is getting out of hand,” he said. Dam Update Todd said there will be Senators touring Minnesota to look at potential projects that could go on the 2014 bonding bill.

The city is trying to get the dam project on the bonding bill, but the Senators will not be visiting Lanesboro on this tour. Todd said he will be giving a presentation to the Capital Investment Committee at Winona State University on October 8. He is hoping to be able to share with them how important this project is to the city. Ambulance There are currently 20 members on the ambulance crew, with another person taking the EMT class this fall. The new ambulance is scheduled to arrive in October. Lee Peterson is happy with the employment agreement for parttime ambulance director. The council approved his contract for $22,000 a year. Councilor Smith asked where the salary came from. Todd explained the original contract was for $20,000, but Peterson will be receiving no benefits other than the PTO
(Paid Time Off) and PERA the city is required to pay. He will also not be receiving on-call pay, run pay, and will not be paid for his trainings. There will be an increase in fees to help offset the costs of a part-time director. The council approved the ambulance department use of the west side of the Bass Pond parking lot for Saturday, October 5. They will be providing CEVO (Coaching the Emergency Vehicle Operator) training in Lanesboro that day. Blacktop Proposal Jan and Lynn Haugen are planning to blacktop their driveway on Whittier Street, and approached the council about the city finishing the blacktop on the street at the same time. Mayor Steve Rahn said it is an area that has been washed out by rain before and should be finished. The estimate from Rochester Sand and Gravel was $2,766.85 for the city’s part. Councilor

Other Business The council approved Todd’s request to attend the LMC Regional meeting on October 29 in Zumbrota, Minn. The meeting will be about health care reform and how it will impact the city. The council also approved assessing past due utility charges of just over $6,000 to a resident’s
property taxes. The lease for the Lanesboro Museum was approved. The building will be needing exterior maintenance soon, and the city is responsible for the cost. The fire department thanked the council for their support with the Leather and Pipes event, which had a great turnout. The Truth in Taxation meeting will be held on December 2 at 5 p.m., before the regular council meeting.

Ryan, 66, of Stewartville, Minn. died on Thursday August 29, 2013 of an apparent
heart attack at his home. David was born on April 5, 1947 in Preston, Minn. to Donald and Marie (Pederson) Ryan. He grew up on the family farm, attended area schools, grad- David M. Ryan uating from Harmony High School in 1965. He entered the U.S. Army in 1966, serving one year overseas in Vietnam. Following his discharge in 1968, he lived in Winona, Minn. for a few years. Dave was married on June 14, 1974 in Brownsdale, Minn. to Barbara A. Darnell. Following their marriage, the couple

Dave was employed as a metal refinisher at Crenlo Corp. in Rochester, Minn. for over 30 years until his retirement in 2004. Barb has been employed as a nurse at St. Mary’s Hospital in Rochester for 24 years. He was a longtime member of St. Bernard’s Catholic Church and its Men’s Club. He was a member of the United Auto Workers, the Stewartville American Legion and served on the Riverview Greens Townhome Association Board. Dave was an outdoor enthusiast and enjoyed rendezvousing and camping and was a member of the Root River Rifleman Club. He also enjoyed hunting, fishing, and visiting with friends. He loved time spent with family and following his retirement was able to help with daycare for his grandkids - Jacob and Ashley. Dave is survived by his wife, Barb; his daughter, Carrie (Andrew) Anderson of Stewartville and son, Joseph of Rochester; two grandchildren, two sisters and one brother, Carol (John) Lewis of Cresco, Iowa Joan(John) Broadwater of Winona, Minn. and John

Rochester, Minn. (which he did for two years) and drove school bus for Spring Valley schools (for 16 years). For more than 24 years Glen worked for Fillmore County DHIA, while also owning and operating a skid loader business as well as township road maintenance part time. After DHIA Glen worked full time as the owner and operator of a township road maintenance business, including mowing and cutting trees. He did this work until only months prior to his passing. He was always busy and enjoyed his work. On November 13, 1965 he married Stella Hager of Modena, Wis.; and on January 1, 1967 they were blessed with the birth of their daughter Ginger. On August 4, 1990 Ginger married Jonathan Zierdt; and Glen never missed an opportunity to boast about his daughter and son-in-law. He enjoyed tractors, especially International Harvester and also Oliver, on which both he did many restorations. He loved to bring back life to something that sometimes seemed hopeless. If he wasn’t working on tractors, he was researching them. He especially enjoyed being around people that shared his interest. Glen is survived by his wife Stella, daughter Ginger (Jonathan) Zierdt of Mankato, Minn. a brother Harry Eugene (Elaine) of Fort Dodge, Iowa; and a niece and two nephews. Glen was preceded in death by his parents, an infant brother and a sister. A Memorial Service was on Friday September 6, 2013, at Faith United Methodist Church in Spring Valley, with Pastor Dave Leider and retired guest Pastor and friend Norm Witt officiating.

‘Energy’ Series documentary film: ‘Home’ to show at the St. Mane Theatre LANESBORO, Minn. – ‘HOME’, a documentary film, will show at the St. Mane Theatre on Friday, Sept. 20 at 7:30 p.m. Tying into the ‘Energy’ theme this season, the film is part of the Third Friday Film Series, an educational series sponsored by the Lanesboro Arts Center in partnership with volunteers. One such volunteer is Kitty Baker, who tirelessly researches and previews films. “The film is an artful cross between sweeping cinematography and environmental consciousness-rais-
ing,” says Kitty. “This stunning documentary is shot almost exclusively from aerial views, capturing the awesome patterning of agriculture, industry and nature. Filmed above 54 countries around the planet, it visually documents humankind’s impact on the place we all call Home. The film ends with insights on where we go from here.” The

Rushford Village selects engineer for road work By Kirsten Zoellner Following several months of discussion revolving around road issues, and a request for proposal from four firms, the city has contracted with Bolton & Menk, Inc. The purpose of the collaboration is to head off potential stumbling blocks on work proposed for County Line Road, as well as seeking professional recommendations on sealcoating and road widening. Three firms responded to the request with two coming in with similar numbers. Bolton & Menk came in with the low proposal, a $10,000 not-to-exceed base price and lower additional per hour rates. CAD plans will be developed with public GIS information. “We’ve got a good understanding of what you want,” said Brian Malm, of Bolton & Menk, in reference to an onsite review of the road. There are currently no major maintenance issues that the engineer can see that would hinder the
project, but work on drainage and shoulder, as well as prepping a good base, to settle over the winter, are key. Project completion will not be done in 2013, due to unavailability from the proposed contactor, but some prep work will be done this fall. It was noted that any work done after October 15 is a risk anyway. “High quality density is the key to a good asphalt project,” noted Malm. Some seal-coating could be done, but it depends on the quality of the road. “With sealcoating, you want to do it in the beginning of the road life to preserve it. Once you’re over that, you’re just throwing good money over bad.” Bolton & Menk will prep the project, to get it ready for bidding, but it’s unlikely that any bidding will take place before the end of the year. There is no benefit for the city to take early bids with contractors having to project material prices so far in advance.
Recycling 101 By LaVerne C. Paulson, Recycling Education Coordinator Recycling at the Fillmore County Fair was very successful again this year. It has been estimated that somewhere between 6,000 and 7,000 beverage bottles LaVerne C. and cans were Paulson collected and recycled. A greater number of visitors to the fair each year are using the clear plastic containers to dispose of their recyclables rather than simply throwing everything into garbage cans.
This shows that Fillmore County residents are indeed concerned for the environment and recycle whenever the opportunity arises. The Beer Barn sold beverages in aluminum cans this year which accounted for a rise in the number of containers, as well. The chilly, October-like evenings we encountered in midAugust reminded us that the celebration of the Fall Household Hazardous Waste Day is drawing closer. The date is Tuesday, October 1, from noon until 5p.m. I would like to remind you once more, that in the fall, HHW Day is always the first Tuesday of October. It

Once target roads are selected, bonding will be done in 2014 with a potential spring/summer timeframe for road completion. It was noted by Mayor Dale Schwanke, however, that a slight bonding issue could arise that would require a second public hearing. According to consultant Mike Bubany, who is working with the city on the project, only the roads and sections laid out in discussion during the August 19 public hearing can be included in project bonding. Should the city opt to add additional segments to particular areas, a second hearing will be needed. The city limited bonding for the projects at $550,000. “We can always take away, we just can’t add,” said Schwanke. If project areas are lengthened, the city may pay for it with other means. If bonding is done this year, the city will have to draw down $50,000 before December 31. The city is also moving for-
ward with the issuance of an interim use permit for TriCounty Electric Cooperative to install a 40 kilowatt solar array at its headquarters. With no zoning objections, the project is an exciting one for both the city and the company. “It’s an experiment for us to learn how it works,” noted TriCounty Electric Vice President of Marketing & External Relations, Ted Kjos. “We’re hoping to gain knowledge and see how the energy would perform at our location.” One of the key bits for Tri-County is how the solar energy can be captured and injected into their current system, potentially offsetting peak energy times and lowering overall wholesale cost. “It’s advantageous. It’ll depend on member interest and engagement. Those members that participate will share in our success.” “We’ve worked this out with cooperative organizations to make it profitable, reducing the total project cost,” said
Tri-County Electric representative Ted Kjos. Members will be able to purchase capacity for solar energy, but the cost is still unknown. A 25-year project, the array warrantied for the length of the program and Tri-County is still considering manufacturer quotes. The array will not be the conventional pedestal model, but a low-profile option with a floating framework that is described as, “waist high.” It will be located on the west side of the headquarters, located between Highway 16 and 30 on Cooperative Way. Total production values are still unclear. Tri-County’s timeframe for the project is this fall, but the project could be pushed back to spring of 2014 if needed. “This is a demonstration project, too,” added Kjos. “We’ll have signage in the area. There is the public aspect and people will come and look, we hope.” The next regularly scheduled council meeting is Tuesday, September 17, at 7 p.m., at city hall. The public is encouraged to attend.

It is a day set aside each year for each of us to think about the need for better recycling and how each of us can improve our recycling habits. You can be assured that plastic bags, rural containers, number 5 plastic, and styrofoam will most likely be on the list. The Salvation Army containers are still with us and we ship a lot of clothing, shoes, belts, purses, small rugs, curtains, and bedding to Rochester , Minn. each week. A protective “roof ” has recently been constructed in the area where the containers are kept. The roof is meant to keep the local, resident pigeons from decorating the covers of the containers, and it is working quite well. Please keep in mind that we accept torn and stained materials. 9/11 commemorative flag raising at Farmers Co-op Elevator Company As the nation and world look towards the 12th anniversary of the 9/11 attacks, the Rushford American Legion and Farmers Co-op Elevator Company invite the public to a flag dedication ceremony to remember and honor the thousands of innocent men, women, and children killed when terrorists hijacked four planes and crashed them into the World Trade Center in New York City, the Pentagon in Washington and
a field near Shanksville, Penn. The flag dedication will be held at 6 p.m. on September 11 at the Farmers Co-op Elevator South Fork grain site in Rushford. The ceremony will honor those who gave their lives in 2001 and those who we have lost in the continuing war on terrorism. Lanesboro Gun Club hosts Houston School Board looking second annual Youth Fun Shoot at speech therapy service September 14, 2013 - 1p.m.4p.m., Lanesboro Gun Club. Stillwater Jim (aka Jim Martin), a member of the Cedar Valley Vigilantes, will give a demonstration of single-action cowboy shooting. Cowboy Action Shooting is a multifaceted amateur shooting sport in which the contestants compete with firearms typical of those
used in the taming of the Old West, like single action revolvers and lever action rifles. The Single Action Shooting Society members agree to live the “cowboy way.” Think of Gene Autry, Roy Rogers, Lash LaRue and John Wayne. All members must have a “handle”, so plan to attend the Fun Shoot and bring your handle.

By Angie Rodenburg Houston Public Schools held a school board meeting on Tuesday, September 3. The board discussed changing their meetings from twice a month to once a month. Some school board members wanted to make sure they would have adequate time to research the different subjects that they are required to vote on. No decision was made at the meeting. Instead they will discuss and vote on the possible change this January. The board also discussed a speech therapy service contract with Speech Partners, an online speech therapy company. The school has been unable to get a speech pathologist to fill Chalet Sperbeck’s position
and the Board has decided to hire Speech Partners for the 2013/2014 school year. Speech Partners will bill the school only for the time used, at a rate of $78.00 per hour. Superintendent Bartleson proposed to the board that his contract be revised by reducing his work days by one day per week. Bartleson feels that he needs to spend more time at home helping and caring for his wife, who was diagnosed with stage 4 cancer. The board was sympathetic to Bartleson’s situation but decided to table discussion and voting. They will vote on the subject at their next meeting, so they can further look into Bartleson’s contract and benefits. In the
meantime, the board encouraged Bartleson to take the time that he needs to care for his wife, having full confidence that Bartleson will continue to accomplish his work. The district is required to hold a truth in taxation meeting, which the school board has scheduled for December 3, 2013 at 6 p.m. at the Houston High School Library. Those interested in sending comments or wishing to review a copy of the proposed budget/levy for 2014 are welcome to do so at the Houston Public School’s District Office. The school board held a closed meeting after the evening’s meeting to discuss negotiation strategy. The next school board meeting will be held on September 17, 2013 at the Houston High School Library at 5:30 p.m.

Are you an aspiring writer? Are you graduating from a Fillmore County high school in 2014? This might be the PERFECT opportunity for you! The Fillmore County Journal is offering a scholarship program for juniors and seniors of Fillmore County area schools in conjunction with the annual Fillmore County Journal Writing Project. Students will be selected from area high schools to write for the Journal Writing Project. The Journal Writing Project will be on a rotational basis with all selected students contributing written content for the Journal in print and online throughout the 2013/2014 school year. Students will be paid $15 per completed weekly project. At the end of the 2013/2014 school year, one student will be selected from the Journal student writers to receive a $500 scholarship to be put towards his or her continuing education. To apply for this writing opportunity and scholarship, prospective participants should complete a scholarship application and meet eligibility requirements which are available at the Fillmore County Journal office in Preston, Minn., or online as a downloadable PDF at www.fillmorecountyjournal.com. Completed applications should be submitted no later than the deadline of October 31, 2013.
