MARKET OVERVIEW Steady foundation

The economic backdrop sets the stage for steady market activity and moderate price growth throughout 2025. Expected interest rate cuts should improve affordability, attracting a broader range of buyers to drive price growth.

ECONOMIC FORECASTS

Amidst conflicting news reports, the latest economic forecasts from HM Treasury provide a modest improvement for both the economy and the housing market in 2025. Economic growth is expected to be slightly stronger over 2025 (+1.2%) compared with 2024 (+0.8%). Meanwhile, inflation is forecast to sit just above target rates at 2.7%, but significantly better than the high rates seen in 2023 and early 2024, and likely not high enough to stop the Bank of England from cutting interest rates. In the latest Monetary Policy Committee meeting, interest rates were reduced from 4.75% to 4.5%, marking the lowest level since June 2023, positive news for home buyers. Rates are forecast to drop from 4.5% currently to 3.75% by the end of 2025. While much of this is already priced into fixed mortgages, there could be some further downward shifts in these rates. This economic backdrop should amount to a solid year for transaction activity in the housing market, with prices likely to grow by a similar level to 2024.*

DEMAND

Demand continues its upward trend observed since April 2024. Gross mortgage lending rose to £21.4bn in December, up from £20.8bn a month earlier, while mortgage approvals were 28% higher year-on-year (Bank of England). Transaction levels were also up, reaching 96,330 in December, an 18.7% rise compared to a year earlier (HMRC).

PRICING

The average house price rose to £289,707 in November, a 3.3% year-on-year increase (ONS). This is the strongest annual rate of growth since February

2023. Pricing correctly still remains key; a recent poll of agents suggested that 62% of offers are currently being accepted up to 5% below asking price, with a further 22% over 5% below asking prices.**

HOUSEBUILDING

Just over 225,000 new homes were built in the year to the end of Q4 2024. Although completions rose 10% quarter-on-quarter, they are still 6% lower than in the year to Q4 2023 and the rate of housebuilding has a long way to go to meet targets (MHCLG). The Home Builders Federation says that to meet the government’s target of building 370,000 homes annually, approvals must increase by over 150%.

PRIME MARKETS

In the prime market, the average price of a property is £1,163,705, having moderated slightly by -7.6% yearon-year; however, Scotland is showing positive annual growth of 4%.

In 2023, there was a particularly strong presence of cash buyers; 34% of property sales in England and Wales were for cash, compared to the 28% average over the previous five years. However, in 2024, as mortgage rates began to decrease and affordability improved, the trend largely reversed. Mortgages accounted for a higher proportion of sales, while cash purchases fell to 31%, returning closer to the typical status quo. With further interest rate falls expected in 2025 and resulting improvements to affordability, mortgages should continue to account for an increased proportion of sales. A greater range of active buyers should help drive the modest uplift in prices that is anticipated this year.***

Forward contract

A forward contract allows you to secure a current exchange rate for an international payment on a specified date in the future, without needing to have all your funds available. This ability to secure the exchange rate for your property purchase between making an offer and completing makes it a popular tool to protect against currency movement, as demonstrated by this quick example:

After finding your dream property in France, the pound sits at €1.17, meaning your €800,000 property costs around £683,760. Your currency specialist suggests locking in this rate with a forward contract due to currency volatility. Three months later, the rate drops to €1.12, saving you £30,500 compared to the current rate had you not secured the forward contract.

It is worth noting, however, that if the rate improves in your favour, you will not be able to take advantage of that movement.

Market orders

If you have flexibility in your budget, it is worth considering market orders. With market orders, you can set target rates above (limit order) or below (stop-loss order) the current market level. A limit order ensures a higher rate for nonurgent payments, while a stop-loss order prevents the market from dropping below a certain level. You can also combine these tools to plan for various budget scenarios.

HANDFORD JOINS 10TH ANNUAL SLEEP OUT FOR THE FINE & COUNTRY FOUNDATION

For the past ten years, The Fine & Country Foundation has remained steadfast in its mission to combat homelessness. One event in particular has become a powerful symbol of that commitment – the Annual Sleep Out. In 2025, Jonathan Handford, Interim Managing Director of Fine & Country, once again braved the cold to raise vital funds and awareness for those in need.

What began as a grassroots initiative in Leamington Spa has grown into a movement. Over the past decade, these Sleep Outs have raised more than £10,000, with funds contributing to The Foundation’s broader efforts of collectively surpassing £1,000,000 in donations to homelessness charities across the UK.

Reflecting on the very first Sleep Out, Handford recalls: “Ten years ago, I spent a night sleeping rough on the streets of Leamington Spa. At 2am, the police rightly asked us to move along from the bandstand – we hadn’t planned it officially or done a risk assessment. But that night marked the start of something incredible.”

This year’s milestone 10th Annual Sleep Out took place on Saturday, 1st February, at the bandstand in Leamington Spa, with proceeds going to The Esther Project, an

organisation dedicated to supporting vulnerable women facing homelessness and crisis situations.

The event provided the participants with a stark insight into life on the streets. Armed with little more than a cardboard box and a waterproof sheet, they spent the night exposed to the elements.

For Handford, this year’s Sleep Out was particularly poignant. During the night, a young homeless woman approached the group, asking if she could stay with them to feel safe. “It was a stark reminder of why we do this. She was vulnerable, scared, and had nowhere else to go. That experience will stay with me forever and reinforces just how crucial these funds are.”

by Lianne Kirkman, The Esther Project provides essential support for individuals experiencing homelessness, mental health struggles, domestic abuse, poverty, addiction and isolation. The project offers safe accommodation and guidance, helping women rebuild their lives.

“The reason I keep coming back?” Handford reflects. “It’s the overwhelming generosity of others and seeing lives transformed. I’ve met people who’ve overcome addiction, found stability, built careers and – most importantly – now have homes and families. Everyone deserves a place to call home. Every penny counts.”

As The Fine & Country Foundation continues its mission, this year’s Sleep Out serves as a reminder that small acts of compassion can create lasting change.
