Whose water is it anyway? Proposal to repeal law allowing Asheville to use water revenue headed to House Finance Committee
T
he House Finance Committee will hear a proposal Tuesday to repeal a law allowing Asheville to use some water revenue for road and other infrastructure repairs related to its water system. House Bill 252, sponsored by Rep. Tim Moffitt, R-Buncombe, would reverse a 2009 law that allowed the city to use 5 percent of its water revenues for infrastructure related to water repairs, such as fixing torn-up streets and sidewalks. The fight over water in the Asheville area dates back to the 1920s. A succession of laws, known as the Sullivan Acts, was passed to restrict the city’s control of its water system and to clarify the relationship between the city and surrounding areas. The city is not allowed to charge suburban users higher water rates than city users pay. Still, city and regional leaders
have long been at odds over the management of the system. Rep. Susan Fisher, D-Buncombe, sponsored the 2009 measure. She says H252 may be related to efforts to take possession of the water utility away from the city and give it to a regional authority. Legislation to accomplish that task is expected to filed in the next couple of weeks by Moffitt, who represents areas outside the city of Asheville. “It is not a consensus bill. It is another effort by Rep. Moffitt to govern Asheville from Raleigh, and it has to do with this longstanding opinion – not currently based in reality – that the city of Asheville is using water revenue to support its general budget, which is not true,” Fisher said. Fisher says other cities in North Carolina are allowed unrestricted use of water funds for water-related infrastructure repairs.
The 2009 law allowed Asheville to use up to 5 percent. She says repealing it will hurt Asheville’s efforts to finish the Azalea Road soccer complex. Fisher says it’s representative of legislation seeking to curb cities’ power across the state. “It’s just a very threatening atmosphere for cities,” she said. “I hope cities all over the state are getting the picture that this isn’t just Asheville. It could happen to anybody, anywhere in North Carolina.” “It’s a slow taking of assets,” Fisher said. “It’s a real power trip.” She says Asheville’s chief financial officer and other officials would be in the audience to answer questions at Tuesday’s meeting. is where AliExpress comes in. Launched in 2010, AliExpress is one of the newest portals from the Alibaba stable. It had previously been a transactions-based platform where small business sellers from China could sell a wide range of consumer products at wholesale prices but not wholesale quantities. At present, AliExpress reportedly has 110,000 merchants selling 50 million products in over 40 categories, boasts 3.6 million registered buyers across 200-plus countries, and gets some 38 million page views per day from vendors across the world. However, on March 26 of this year, it was officially announced that AliExpress would transform from a wholesale exporting platform into a shopping center for overseas consumers. Immediately after the declared shift in focus, AliExpress broadened its product offerings from the traditional 3Cs (computers, consumer electronics and communications) to including apparel, accessories, jewelry, watches, shoes . . . you name it. If that does not speak volumes for the Group’s global expansion ambitions, nothing does. So, do Amazon and eBay need to lose sleep over losing out to Alibaba or AliExpress in the United States? And what does the emergence of something like AliExpress mean for the American consumer, and Asheville consumers in particular? The answer to the first question would have to be in the negative – for now – because these are early days yet. To answer the second question, American consumers – at the very least – will have more choice. And if they exercise their choice in favor of lower prices – as they so often have – the repercussions for American business could indeed be profound. Backed by its global reputation, if AliExpress can successfully convince Americans over a period of time, through strict quality control measures, that they will not have to worry. company that provides software for sweepstakes gambling parlors says it is pulling out of North Carolina following a state ban on the operations earlier this year. International Internet Technologies sent a letter last week to law enforcement agencies saying it is ceasing operations in the state. The company is one of several that partnered with stores in Buncombe County to provide the sweepstakes games, said Lt. Randy Sorrells of the Buncombe County Sheriff’s Office. But the pullout of IIT from the state will have limited impact here because law enforcement agencies have been cracking down since a new ban on video sweepstakes machines went into effect Jan. 3, Sorrells said. “From our standpoint, they are definitely shut down,” he said. Earlier this month, officers arrested three Asheville business owners and seized money, gaming machines and documents. The raids came after an undercover investigation into complaints about the operation of illegal machines. The charges against the business owners are misdemeanors, and they are subject to fines. A second offense results in a felony charge. Buncombe County once had hundreds of sweepstakes gambling machines. Law enforcement officials have said unregulated gambling operations spawn fraud and corruption. IIT is owned by Chase and Kristin Burns, an Oklahoma couple who are among 57 people indicted in Florida in relation to a chain of sweepstakes cafes affiliated with Allied Veterans of the World. Prosecutors say only about 2 percent of the $300 million raised through the charity actually went to help veterans. Because of this disparity, legislators have been working around the clock to create legislation to deal with the issue. John Smith and Mary Jones, both Democrat and Republican, have worked in a bipartisan effort to craft legislation that eliminates corruption.

n this installment of our “Meet Your Neighbor” series, Neighbor Call asked John Parker to submit a brief introductory paragraph about himself. He and his wife Mary were high school sweethearts who share an impossible love story. They live in South Asheville and have three children, Parker Emma, 16; Noah, 5; and, Luke, 2. A lifelong lover of animals, is the Community Programs Director at the Asheville Humane Society, where he serves as the voice of dogs and cats searching for local homes. Here is his story… I’m the seventh son of a seventh son. I was born on the Ides of March. My oldest and youngest children were both born on January 22nd, fourteen years apart— how weird is that? Let’s see… my wife is German and her maiden name Kragenbrink means either “the guy with a broken neck” or “the executioner.” We’ve never been able to find out exactly. I
grew up in Southern California, Tustin, and I still have a lot of family back there. We moved to Asheville about six months ago, and we all love it here. We love the climate, and we especially love the neighborhood. We live at Oakbrook Terrace. I am teaching my kids tennis, and we are actually looking for other kids who want to play with them. By the way, if anyone is looking for a pet, they should come by the Humane Society sometime during the week, when I am working. We have many animals who are looking for a home. Currently, there are about three beagles, four collies, and even a couple of dachshunds, which are very hard to come by. We are very gratified that our adoption rate is one of the highest in North Carolina. on average, I would say that our animals are here about three weeks before they are placed. That’s a great feeling.
