The Two Sides of Social Media Whether or nor you like it, social media is here to stay. For those who may not know it, social media sites are where people interact with one another freely, share and discuss information about each other and their lives using a mix of personal words, pictures, videos and audio. There are lots of well-known sites such as Facebook, LinkedIn, MySpace, Twitter, YouTube and many others. I use Facebook to share my photos, let my friends know about important events and to let them know what is coming up in the next edition of Delaware Fire Service News. The Delaware Fire Service News Facebook page is “liked” by almost 1,000 fans. Our purpose is to remind our readers of events that are happening in the fire service. We share photos and brief stories that we will be covering at length in our next paper. We thank the people who are working hard to make their department look good. What can be bad with this? Social media is a wonderful tool, but it needs to be continuously monitored for inappropriate posts. Unfortunately, the risk of misinterpretation presents problems. Occasionally, someone will twist a post or misinterpret a photograph and offer negative comments that provokes a firestorm of comments that occasionally get out of hand. You must remember that what you write could be viewed as a slanderous comment if you make a comment or statement that is not true. The answer to preventing this from happening is simple. Send a private message to the person who makes a statement you do not agree with and offer your feelings. Posting controversial or antagonistic statements creates problems for everyone. This is why departments, and even your jobs, are creating social media policies that could result in termination if your posts are deemed inappropriate. A new job interview question that comes up from time to time refers to your social media sites. Can you open your social media page and share it with the person who is interviewing you? Don’t put yourself in a bad situation. Keep things positive and use social media properly and intelligently. And remember, even if you delete a post, it is still floating in cyberspace and can come back to haunt you at a future date. As for Delaware Fire Service News, we enjoy utilizing this tool. It is an extension of our purpose, which is to promote the fire, rescue and emergency services in a positive light. Keep up the good work and offer positive comments that make all responders proud of the job they work so hard at to keep our communities safe. - Dennis

HOSE CONNECTIONS

Duty Crews by Steve Austin A welcome and important trend in fire protection is the growing number of duty crews being established across Delaware fire companies. Innovative chief officers recognize that fire departments are all risk agencies that are expected to answer all types of calls day and night. The demand for service requires at the very minimum an engine company and an ambulance be on duty 24/7. A response time of less than six minutes for fire and EMS is next to impossible if the crew has to respond from home. What makes this challenging is the fact that most firefighters on duty crews are volunteers who are programmed to set their own schedules balancing work, home life and time at the fire house. Increasingly, they are being asked to donate a big block of time on a regular basis to staff a shift. For many it is a change in culture that impacts family at home. Chief John Salka (FDNY retired) writing in the current edition of Firehouse says, “Sacrifice is to give.The typical firefighter spends a lot more time in the fire house than is expected or required. They often sacrifice time they could be spending with their families to spend more time at the fire house.” Good leadership is sensitive to the commitment these members make. Providing some incentives that a member can take home such as movie passes or gift certificates demonstrates that the department appreciates the sacrifice a member makes when serving on duty crew. Recognition of those who make a sacrifice of precious time at home to ensure their neighbors are protected is something a family member can understand and be proud of even if they would rather have their firefighter/EMT at home with them. Some of the best volunteer departments have figured how to make duty crews work while lessening the burden. Crews can be made up of “live ins,” members

who reside in other areas and travel to the station along with local members and career staff. Ride alongs, especially in college towns, are another option. The demographic mix of members may include an older seasoned veteran as a driver, a young junior officer and some aggressive interior firefighters. Splitting shifts so that members don’t have to be away the entire night is another option to lessen the burden on the family. The management of these teams is the responsibility of the fire chief. This is yet another reason why volunteer leaders must understand how to motivate people so that the mission of the department to protect life and property is achieved whil,e at the same time, protecting the department’s greatest resource: the members. It is a lot to ask of a member who in many cases must be away from home all night. A weekly commitment to stay all night at the fire house, leaving the family at home, isn’t easy, especially when the spouse works and there are young children.Members who step up to serve on a duty are special and reflect a real commitment to serve. As alarms continue to escalate there will be a need for more crews. In the future, duty crews will become the norm not the exception for volunteer fire company staffing.

There will be extra rooms this year, so make your reservations now while the rooms are still available. Delaware Volunteer Firefighter Day: April 8, 2014, will be Delaware Volunteer Firefighter Day at Legislative Hall. All available Firefighters, EMTs, Ladies Auxiliary and Fire Police are asked to don uniforms and come to Legislative Hall in Dover to meet the Governor and your Legislators. Let’s pack the hall with a sea of blue uniforms. Recruitment Day Open House: April 13, 2014, are the Recruitment Day Open Houses. This will be a major promotional campaign, including live broadcasts, for recruiting new volunteers. The DVFA Recruitment and Retention Committee is asking that all Fire Stations be open

on this date from 1000 to 1400. Please have your recruiters and membership committees, including ladies auxiliaries, there to show potential members around. You can use this day for many other things: fire prevention, fire and rescue demonstrations, community awareness, promoting your upcoming fund raisers, etc. Show them who we are and how we help their community. CFSI Dinner: The Congressional Fire Services Annual Dinner is May 1, 2014. This year, we owe the CFSI a special thank you for the work they did on Capitol Hill on the Affordable Care Act issue. It was our federal partners, like CFSI, and our federal legislators who worked hard to exempt volunteer firefighters from this act. We need to show our support to the CFSI by attending this annual dinner. Names for new officers: Please send in your contact information for your new officers. by Richard Toulson, President, DVFA It has been a busy four months since I was installed as President of the DVFA. I hope all of you and your families had a wonderful holiday and I wish you the best in this new year. The General Assembly’s EMS Task Force is just about wrapping up their meetings. A lot has happened in these meetings, and it has been educational. I want to sincerely thank all the fire service members for participating in this most important project. Once the report is finalized we will be presenting it to the Joint Finance Committee. We will need to fill the committee meeting room with uniform firefighters on February 18 at 1300. See you in Dover. The SAFER Recruitment and Retention Grant is up and running with a full head of steam. Earle Dempsey and his committee are doing a great job. Look for the recruitment ads on billboards, in publications, on YouTube, on the Internet, in the Guide, on the radio, in movie theaters and many other places. They are also planning on being at job fairs, the state fair and a number of other events. If you are interested, they could surely use more help with attending these events. Recruitment is one of our most important objectives. You can help. If you know someone you think would make a good member, ask them to join. Our work is

essential to the safety of our communities. Find someone and have them be like you and “Make a Difference.” I want to tell you about two very special days. The first is April 8, 2014, Delaware Volunteer Firefighter Day. We are planning a special day at Legislative Hall for all members of the volunteer fire companies and ladies auxiliaries. The governor and General assembly will be on hand to present resolutions saluting the Delaware Volunteer Firefighter and to help us kick off a “Special Recruitment Day.” We are asking for as many of you to wear your uniforms and come to Dover on April 8. Let’s have a great showing to support this event. The next special day is the Special Recruitment Day on April 13. We are asking every volunteer fire station in the state to hold an open house that day. Show the public who you are and what you do and maybe they will want to join and become part of our tradition. So mark your calendars for April 8 and April 13.

The Obamacare issue, which caused us major concern for the last four months, seems to be resolved. We are waiting to read the final ruling but it is to exempt volunteer firefighters from being considered as full-time equivalent employees. I want to offer a special thanks to Senator Chris Coons, the CFSI, the NVFC and the IAFC. Senator Coons was involved in the issue from the moment we notified his office of our concerns. He and Senator Carper and Congressman Carney were working with the Treasury Department to exempt us from the Affordable Care Act. When that didn’t seem to be working, Senator Coons co-sponsored legislation to remove us from the act. The other three organizations that played a major role in lobbying for our exemption were the CFSI, the NVFC and the IAFC. We owe a debt of gratitude to all our federal partners who helped with this issue. I want to also offer a special thank you to all the Delaware people who worked many hours with our federal partners to make this happen. Good job by all involved. I want to thank all for the support and kindness shown to my family in our time of loss. I want to tell you how much I appreciate your hospitality and your invitations to your banquets and ladies nights. It has been my pleasure to attend as many of these events as I can. Thank you.

by Saralee Stevens, President LADVFA Time seems to be passing quickly as I have been busy traveling to many meetings, installing officers, and attending banquets up and down the state. Thanks to everyone for your invitations. Ray and I have truly enjoyed our visits with many great friends. Here are some upcoming events to put on your calendar: April 8, 2014 - Volunteer Day at Legislative Hall. I hope to see representatives from all the ladies auxiliaries showing your support for our association. April 27 - LADVFA Seminar on Fundraising at Delaware State Fire School. May 1 - CFSI in Washington, D.C. Also, May is the memorial service at each of the ladies county meetings. Please make sure you honor your deceased members by providing all the

information your county requests. The Life Safety Committee did an outstanding job this year with the judging and awards to the winners for their pictures and essays. The state awards ceremony was held at the Hartly Fire Company on January 5, 2014. Congratulations to all of the winners for a job well done. The DVFA and LADVFA conference committee held their first meeting on January 20, 2014, to begin planning for Conference 2014, which will again be held at Dover Downs Hotel and Casino September 8 to 13, 2014. We look forward to another great conference. I close this letter with great sadness and a heavy heart. The LADVFA lost a special lady on January 12, 2014. Ms. Catherine Jenkins was a life member of the Mill Creek Fire Company for

67 years, a pastPresident of the LADVFA (1966-67) and the current State Ladies Chaplain. Ms. Catherine was a lady of great faith and it was ever present in the prayers she gave. She always had some little thought for the day or some words of wisdom that made you stop and think about your faith and your life. I leave you with her last words of wisdom: “Before you try and put someone in their place, try putting yourself in their place.” - Amish Proverb.

Volunteer Fire Service Exempted From Affordable Care Act Delaware’s Fire Service Leadership Help Secure Exemption from the IRS

Thanks to a concerted effort by the Delaware Volunteer Firefighters' Association and the office of US Senator Chris Coons, America’s volunteer fire companies have been exempted from the Employer Shared Responsibility Provision of the Affordable Care Act. This exemption means that volunteer fire and EMS personnel will not be classified as employees for the purposes of adhering to the coverage mandate in the healthcare act. On Monday, January 13, DVFA President Richard Toulson and Senator Coons held a joint news conference at the Elsmere Fire Company in New Castle County, DE, announcing the decision by the Treasury Department and citing its positive impact on volunteer fire and EMS providers in Delaware and across the nation. DVFA President Toulson applauded Senator Coons’ swift action,

“This is probably one of the shortest battles I’ve seen fought in Washington of late. We contacted the Senator’s office in November and here it is the first part of January and we have some sort of a resolution.” Senator Coons said, “More than anything, I just want to say that this is a victory! A victory for volunteer fire companies, for our communities, for our state. I’m grateful for all the fire service leaders who stand beside me, for all they do in a non-partisan, non-political way for the communities of Delaware, day in and day out.” - DFSN Story and photos by TomMitten

FISCAL YEAR 2014 OMNIBUS FUNDING BILL RELEASED; INCLUDES FUNDING FOR FIRE SERVICE PROGRAMS On Wednesday, January 15, 2014, the House approved H.R. 3547, the “Fiscal Year 2014 Omnibus Spending Bill.” The $1.1 trillion spending package funds the federal government through the end of the fiscal year. Included in the bill are funds for several programs of importance to the nation’s fire and emergency services. The Assistance to Firefighters (FIRE) Grant Program and the Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program are each funded at $340 million in the bill. This is an increase of $2.5 million for each program over the Fiscal Year 2013 level. The bill also funds the United States Fire Administration (USFA) at $44 million, the same level as in Fiscal Year 2013, and rejects a proposal by the Administration to transfer the State Fire Training Assistance Grant from USFA to the Rescue System is funded at $35.18 million in FIRE Grant Program. The Urban Search and the spending measure, also the same amount the program received in Fiscal Year 2013.

“The willingness of the House and Senate Appropriations Committees to maintain funding for these important programs, and in the case of FIRE and SAFER grants increase funding, shows the commitment of our Congressional allies to America's firefighter,” said Bill Webb, CFSI’s Executive Director. “Because of the collective efforts of the nation’s fire and emergency services organizations, these programs continue to be successful and provide our first responders with the resources they need.” Currently the federal government is operating on a continuing resolution (CR) which funds the government through January 18, 2014. The omnibus spending bill now goes to the Senate, where it is expected to be approved before the CR expires. CFSI will continue to provide updates throughout the budget process.

House Fire in Clayton

The day after Christmas 2013, Station 45 and Tanker 51 were dispatched for a house fire on Blackston Church Road. Assistant Chief Hurlock, who was in the area, arrived ahead of the engine and found a vacant farmhouse with smoke coming from the roof area. Engine 45-3 took the first-due assignment. Trailer Fire in Greenwood

On January 4, 2014, at 0833, Station 78, Station 72, Station 47, and Units Responding: 78-Command, 78-4, 78-2, Tanker-78, Amb-78, Medic 107 were dispatched to a trailer fire on Greenhurst Farm 78-8, Fire Police, 47-2, and 47-3, FM-10, 72-9, and Tanker 72. - Submitted by Deputy Chief Mark Anderson Road. Upon arrival, the trailer was fully involved. Sta. 72 was reassigned to a stand-by at Sta. 78, and Sta. 47 assisted at the scene.

Three FFs Injured in Hartly Collapse

Seaford Double Extrication

On December 13, 2013, the Dover Fire Department was dispatched to provide mutual aide for a working house fire on Brittney Lane in Hartly. Engine 2, under the direction of Deputy Chief M. Carey arrived on scene. Crews immediately assisted Hartly VFC units with suppression efforts. Shortly after gaining access to the room, there was a structural collapse of the B side of the structure, trapping two Dover firefighters. A Mayday was immediately sounded. After a few tense minutes, the two firemen were able to free themselves and make their way through the debris. Both were taken to EMS on scene for evaluation. Another fireman was also taken for burns received while attempting to get to the downed firemen. On December 4, 2013 the Seaford Fire Department was alerted for an accident at the intersection of Stein Highway & Chapel Branch Road. While en route Sussex EOC advised units that they were responding to a head on collision with the drivers of both vehicles trapped and one car on fire. Command requested a rescue truck and ambulance to assist from Sta.71 Blades. Crews were able to free the drivers in about 20 minutes. Both patients were transported in serious condition to Nanticoke Memorial Hospital for treatment. The roadway was shut down for 2 hours during the alarm. - DFSN photo by Wayne Barrall

2 Injured in Rehoboth Beach MVA

Two people were transported to Beebe Medical Center in Lewes after a three-vehicle accident on Coastal Highway and Shuttle Road near Rehoboth Beach at approximately 1300 on November 28, 2013. Multiple Companies Respond To Lewes Blaze

A smoky structure fire damaged the Red Mill Inn on Coastal Highway, north of Lewes, on December 5, 2013. Fire crews from Lewes, Milton, Rehoboth Beach, Slaughter Beach, Indian River and Bethany Beach responded to the fire, which was placed under control in about an hour. The Delaware State Fire Marshal investigated the blaze which had no reported injuries. Crews were on the scene for over two hours. - DFSN photos by Chuck Snyder

Firefighters Rally for Breast Cancer

On December 26, 2013, the Wilmington Fire Department presented a check to the Fire Fighter Cancer Foundation, a Wilmington-based non-profit organization that supports and assists first responders and their families as they recover from cancer related illnesses. The donation is a result of profits from the sale of breast cancer tshirts produced by Public Safety Sportswear and purchased by Wilmington area firefighters. The fundraising efforts supported by Wilmington Fire Chief Anthony Goode, Wilmington Fire Fighters from IAFF Local 1590 and Elsmere Fire Company #1 will fund a variety of

breast cancer resources not covered by insurance. Resources such as breast prostheses and accessory items including wigs, turbans, hats, scarves, headliners, swimwear, bras, and sleepwear make a difference in the quality of life for men and women battling breast cancer. On January 4, 2014, members of the Wilmington Fire Department and Police Department took to the ice to raise money for the B+ Foundation, which raises money for assistance to families of children with cancer and for childhood cancer research. It was a tough game for the WFD which lost 3 to 5 in this annual matchup against the WPD. Goals for the WFD were scored by Matt Marsella, Mike Stears, and Sean Castagna. Wilmington FFs Operation Warm

On December 23, 2013, the Wilmington Firefighters Association Local 1590 provided new winter coats to 100 Wilmington school children in partnership with Operation Warm, a national non-profit dedicated to warming the hearts, minds and bodies of children in need. This is the first year Wilmington firefighters have participated. They plan to make this outreach annual. Beyond Wilmington,

Responder Safety Shoots New Video

In November, the Responder Safety Learning Network (learning.respondersafety.com) completed a video shoot for its newest Traffic Incident Management training module, entitled “TIM Training & Resources for Emergency Responders.” The module includes guidance on the training techniques and methods used in TIM including: multiagency, multidisciplinary training; tabletop exercises; situational awareness practice; after action review; and use of online training modules. All online training provided by the Responder Safety Learning Network is free. For the module, the Responder Safety Learning Network filmed a roadway response tabletop exercise and a practice session for setting a proper cone taper. The Delaware City Fire Company graciously provided the location for the shoot, and personnel from multiple local agencies provided representatives to participate in the taping. This fall has been extremely busy for the Responder Safety Learning Network, with a series of new modules in traffic incident management released over the last few months. Each of these modules is correlated to learning objectives in the National TIM Training offered in coordination with the Strategic Highway Research Program 2 (SHRP2). The TIM Training &

Resources for Emergency Responders module filmed in Delaware City will be available in December 2013. Even more modules are already in production for release in 2014, including “Move It or Work It” and “Emergency Lighting at Roadway Incidents.” The Responder Safety Learning Network delivers free training modules and downloadable resources in various aspects of safety related to traffic incident response. These modules and resources proceed from the basis provided by the National Unified Goal for Traffic Incident Management, which promotes coordinated and consistent response protocols across all agencies with jurisdiction of traffic incidents. Content is also in alignment with any associated standards and requirements that apply to an individual module or resource topic. The testing and documentation available for module completion assists emergency responders in keeping a training record that can assist with meeting continuing education requirements. Primary funding for the Responder Safety Learning Network is provided by the Department of Homeland Security’s Assistance to Firefighters Grant Program for Fire Prevention & Safety. Fire Officer Training Weekend Recently, the Cumberland Valley Volunteer Firemen’s Association (CVVFA) had the opportunity to be part of the 2nd Annual Fire Officer Training Weekend in Sissonville, West Virginia. CVVFA members, Candice McDonald and Erin Drumheller, offered a course on Reputation Management to a diverse group of officers, firefighters and junior department members. During this full-day course they challenged attendees to take a closer look at the behaviors threatening the integrity of the fire service and how to implement best practices to safeguard their firehouse. Participants walked away with helpful techniques to reduce the risk of a threat, how to identify red flags, and methods for keeping the trust of the public should something occur. The foundation for the course, the Fire Service Reputation Management White Paper, can be found by visiting www.firefighterbehavior.com. The weekend came to a close with one of CVVFA’s ResponderSafety.com experts, Greg Yost, facilitating a Traffic Incident Management course.

Those attending his course learned lifesaving skills for responding to incidents, clearing the incident scene and restoring traffic flow. Course participants were offered knowledge on emergency vehicle placement, human behavior during traffic incidents, traffic flow management, “rapid clearance” and the need for a multiple discipline perspective on traffic incidents. Report from CVVFA President Jim Watson The CVVFA kicked off its 113th Year with the annual Board of Directors meeting in Halfway MD. Twenty five members and guests attended. The Board approved the annual budget. The budget includes an increase in support to the National Fallen Firefighters Foundation plus an additional scholarship to be awarded this year. Second Vice President Hoby Howell unveiled a new Challenge Coin for undertaking this endeavor and creating a very nice collectible item for the Association. A review of the Firefighter Reputation Management Project was provided. Reports concerning the activities of the CVVFA Emergency Responder Safety Institute activities were received.

Ground Breaking for Clayton Fire Company With snow falling, approximately 50 people attended the ground breaking for the new addition and renovations to the existing station of the Clayton Fire Company. The $2 million project will take about a year to complete. The addition will include a new engine bay, a meeting/training room, offices for the chief, president and other line and administrative officers, boardroom, gym, and other support rooms. The existing station will have sprinklers installed. The ground breaking was held on December 8, 2013. - Submitted by Skip Carrow

DVFA Honors Poster and Essay Award Winners

On January 5, 2014, the Delaware Volunteer Firefighters Association held its annual Fire Prevention Poster and Essay Awards Program. The event was hosted by the Hartly Volunteer Fire Company. Children kindergarten through Grade 3 prepared a poster on their assigned fire prevention topic. Children Grades 4 through 8 completed essays. Once being judged, a first place winner at the county level the posters and essays moved on to the state level where they were awarded first, second or third. Some 250 people were in attendance at the awards program and included guests such as State Fire Commission representatives, DVA officers, representatives from the State Fire School, Fire Marshal’s Office and the school districts the children represented. - Submitted by Michael Lowe

On December 7, 2013, members of the Dover Fire and Police Departments and members of the Clayton Fire and Police Departments met on the gridiron for a charity football game. It was a hard fought battle with Dover prevailing. The event benefited the USMC Toy for Tots campaign as well as the National Fallen Firefighters Foundation. Five overflowing large boxes of toys were gathered as well as a sizable cash donation made to the NFFF. Heater Ignites Natural Gas in Pike Creek
