In 1966, 12 firefighters were killed at a fire on 23rd Street in Manhattan. At the time I was 13-years old. The reason I remember this fire was because I was old enough to observe and understand the feelings my firefighter father had for the incident; he had to break the news to Firefighter Tommy Rey that his brother Dan had perished in the collapse. Sadly, on August 24, 2006, another FDNY probationary firefighter was killed. Probationary Firefighter Mike Reilly, along with Lieutenant Howie Carpluk, were trapped in a floor collapse in the Bronx. Sadly, both perished. Recently, tragedy struck again when Captain Matthew Renaud, along with three other firefighters, was killed in a collapse at a Texas fire. Among the dead was Probationary Firefighter Anne Sullivan, who had just graduated from the department's training academy in April. In all these incidents, it was fate and not training that let these firefighters down. So, what's the point of this editorial? I carried the first two stories with me throughout my career. As an officer in the fire service, whenever I trained a probationary firefighter, I took the job seriously. My reward was when one of my probies had the line on a nasty basement fire and came up to me afterwards. He said, “I want to thank you for breaking my chops.” I looked perplexed. He said, “I always thought you didn’t like me until tonight. Just about when I was ready to run out of the fire, I heard your voice yelling at me to stay low and to talk to the rest of the guys on your line. I did that and calmed down. Tonight, my training came together.” What about the photo? I know the two firefighters that are backing up the probie, they are the best of the best! I hope all probies read this editorial and understand that all firefighters learn from their brothers and sisters. Whomever or wherever you are, know and benefit from the fact you are learning from the best - firefighters who have “been there, done that.” While we certainly cannot control fate, we can control many facets of what it takes to “run in when everyone is running out.” Never let it be said that your training let you down. Train as if your life depends on it … because someday it may. - Dennis

FASNY’s ‘Is There a Fire In You?’ Ad Campaign Wins National Industry Award

Campaign Aimed At Increasing Volunteer Recruitment Takes Home Prestigious ‘People’s Telly’ Award

Pictured from left: Jamie Leszczynski (Account Manager ABC Creative), David Quinn (FASNY Chief Administrative Officer), James Burns (FASNY President), Travis Bort (Owner ABC Creative), Tom O'Hara (FASNY Volunteer Programs Coordinator) The “Is There a FIRE In You?” advertising campaign, created for The Firemen’s Association of the State of New York (FASNY) to help boost the number of volunteer firefighters and emergency responders statewide has won a prestigious People’s Telly award. The “Tellys” are a nationwide advertising industry awards program which recognizes the year’s best creative campaigns. The statewide campaign, which features actual volunteer firefighters Jessie Roland-Bystrak of the East Aurora Fire Department and Jeff Burkhart of the Oriskany Fire Department, was shot at the Clay Fire Department in Syracuse and demonstrates the dual role played by most volunteer responders — working or attending college by day and firefighting by night. “On behalf of FASNY I would like to say how proud we are to have won this award, especially since it supports a campaign that aims to protect lives,” said FASNY President James Burns. “Since these advertisements have aired, we have seen an increase in the number of firefighters joining our ranks. Clearly, this campaign is working.” The “Is There a FIRE in You?” campaign is comprised of broadcast, cable, cinema, digital and social media ads and was launched by FASNY in 2012 in an attempt to recruit more than 15,000 volunteer firefighters and EMS personal across New York State over a span of three years. Every year the Telly Awards highlight the best advertising and marketing campaigns across the country. Select judges review the submissions and render decisions. However, the People’s Telly winner is selected by the public through online voting. The advertising campaign was made possible by a United States Department of Homeland Security Staffing for Adequate Fire and Emergency Response (SAFER) grant awarded to FASNY in 2011. Syracuse-based advertising and marketing agency ABC Creative Group created the campaign. “We are always happy to be recognized for our work, but this is an extra special award not only because of the nature of the campaign, but that it was a people’s choice winner,” said owner of ABC Creative Group, Travis Bort. To view the award-winning ad visit fireinyou.org About FASNY Founded in 1872, the Firemen's Association of the State of New York (FASNY) represents the interests of the more than 92,000 volunteer firefighters and emergency medical personnel in New York State. Wildland Firefighting: Everyone Goes Home Lessons from the Survivors of South Canyon Fire that Killed 14 Firefighters Wildland Firefighting: Everyone Goes Home, a video produced by the National Fallen Firefighters Foundation, is a story that honors friends and can save the lives of others. Wildland firefighters including members of the U.S. Forest Service, crew chiefs and managers share their story and the pain that many have carried for nearly 19 years. Fourteen elite wildland firefighters, including hotshots, smokejumpers and two helitak firefighters didn’t come back from the July, 1994 South Canyon Fire on Storm King Mountain. The stories of those who did return provide a compelling story. It also shows how organizations are forced to reevaluate their culture in the light of overwhelming evidence that change must occur. Filmed in Boise, Idaho by Rob Maloney of CoolWater Multi Media, Wildland Firefighting: Everyone Goes Home shows the impact of this devastating blow to the wildland firefighting community. Veteran wildland firefighters explain the changes that came in the aftermath of the fire and newer forest service firefighters tell how this loss of life is shaping their careers. “We must continue to learn from the incidents that take the fire services greatest resource, our firefighters,” said Ron Siarnicki, NFFF executive director. “The lessons in this film help ensure those 14 firefighters are not forgotten and that their sacrifice was not in vain.” The video can be viewed at youtu.be/uazsVOxBSn8. The video is not for sale but may be downloaded at no cost by going to everyonegoeshome.com/wildland/. Wildland Firefighting: Everyone Goes Home, was made possible by a FEMA Fire Prevention & Safety Grant and partnerships with the Wildland Firefighter Foundation and the US Forest Service.

Screaming box beside my bed, Tones so loud, could wake the dead. 3:00 a.m. on Sunday morn, Finds me naked and unadorned. Pull my pants above my knees, Find my shirt, my socks, my keys. Stumble down the long dark hall, Out the door, to the call. Empty road, pitch black night, Blue lights ablaze, the only light. Those lights confirm, that I'm awake, It's not a dream, there's lives at stake. Speed along, with any luck, Fast enough to make the truck.

As safety officers we are aware of our needs which includes training, education, equipment, and a strong dedication and commitment to the fire service. The safety and wellness of our first responders is and must continue to be our highest priority. The Authority Having Jurisdiction (AHJ) has to make a tough choice; should they be reactive or proactive? What that means is should the AHJ institute a strong safety program after the injury or fatality or before? The AHJ should have a fat budget line similar to a fire prevention line, showing the whole world that they are interested and concerned with the safety of our first responders. Safety should be a priority. There should be a fast track to the equipment and procedural requests from the safety officers or your safety committee. Safety meetings should be ongoing and someone from the AHJ should be in attendance at these meetings. According to (Dodson, 2007), “Creating and funding a total Incident Safety Officer (ISO) response system may seem expensive, but the costs of not funding such a program can be extraordinary if a department experiences an injury or fatality, especially if the loss could have been prevented by an aggressive ISO.” Insurance companies look favorably when quoting insurance to departments that have things such as driver training programs, SOPs, safety officer programs and safety committees. Why Do Firefighters Do Stupid Stuff? Firefighting has always been regarded as an honorable profession and calling that should be aspired too. I have been a volunteer firefighter for 38 years and it never fails to amaze me when I see accident reports, the covers of the fire service publications, or photos passed around the fire station of some of the stupid stuff we do. Before you try to run me out of town on a rail, lets look at the facts. Please look at The Secret List website and you will know that I am right. How many photos do you see of firefighters who are not wearing the correct PPE, no SCBA or the videos of fire trucks responding at what appears an unsafe speed and getting into accidents? How often do we see a photo of firefighters entering a structure that is fully involved with an insufficient hose line and no backup line in place? Now before you say anything, I too did those crazy things and if I checked through the photo archives, I might be able to find some photos to prove it. But that does not make it right. Today's fires are burning hotter and faster. Today's buildings are built to fall down around us and staffing in the career and volunteer fire services has been cut. Firefighters are getting hurt at a higher rate then ever before even though the rates of structure fires are down. The fire service has been operating under NFPA 1500 since 1989. Have we really made progress towards firefighter safety and health? As a practitioner of safety and health I believe we have made some progress, but we have not finished the race. Everyday we must strive to get the message of safety out to everyone. Every member must drive safely to alarms. You must wear your seat belt every time you get on your apparatus. It's important that you wear the appropriate SCBA, even during overhaul. We must understand building construction, fire dynamics, water supply and firefighting techniques. To do less is a recipe for disaster; it takes every member of every department to ensure that we operate as safely as possible at every alarm and training evolution. “Stay safe out there.” Richard C. Maddox is the current President of the Suffolk County Fire EMS Safety Officers Association; he also serves as the Vice-Chairman of the Fire Department Safety Officers Association. North Babylon Goes to Work At 1530 on June 9, 2013, the North Babylon Fire Company received a call for a detached garage fire on Independence Avenue. First assistant Chief Robert Cabano instructed the first engine to pull the 2-1/2 inch line for its initial attack line. A second 1-3/4 inchline was also deployed. The 20 x 40 foot, four-car garage was fully involved and the side of the main residence was showing heat damage. Two cars were still inside the burning structure. As the fire was suppressed by deuce and a half line, the officers decided to change to a foam operation, as it was determined that volatile liquids were in the back of the structure, behind the two automobiles inside and still on fire. Chief Thomas Jordan, also requested a mutual aide from Babylon and Deer Park. The homeowner stated he was working on an engine when the fire started and had tried to extinguish it with a garden hose. The homeowner and his wife were transported to Good Samaritan hospital for an evaluation. The exact cause was still under investigation. -Fire News photos by Stephen Schaefer

Rescue 42 Product Growth Prompts Relocation to Larger Facility New location quadruples floor - allows for huge expansion Rescue 42, Inc. recently relocated its offices and factory to accommodate the planned manufacturing expansion for both the rescue product division and the new VAULT product line. The new building, located at 370 Ryan Avenue, was once a Fleetwood Motorhome manufacturing plant. Rescue 42's portion of the facility encompasses nearly 20,000 square feet of manufacturing floor and 3,000 square feet of office space. In business since 1995, Rescue 42 has undergone numerous moves as the company continues to expand production of its popular fire/rescue tools including the TeleCrib Stabilization System and Shark Collapsible Cribbing. The last facility was custom built for the company five years ago, but was quickly outgrown. "We are astounded at how much growth Rescue 42 has experience over the years," said owner Tim O'Connell. "With every move we've doubled or tripled our space, and outgrown it within just a few years forcing us to lease secondary warehouse spaces offsite." This move, once again, brings all of Rescue 42's operations under one roof and gives everyone a bit of elbow room. "We had people and equipment piled up to the ceiling in both the factory and in the office," said O'Connell about the old building. "We had simply run out of room to increase the volume of our current rescue products and could not begin production on our new VAULT line". The expansion of the production lines will be executed in stages to minimize down time, but several upgrades to the existing system

were executed during the move. New power systems were installed to support the machinery and welding stations, while the compressed air and vacuum systems got a much needed upgrade. Future plans include adding more manufacturing machinery and expanded welding and assembly stations. Production on the new VAULT Mobile Solutions line is expected to begin shortly. As a tight-knit, family-style operation, everyone at the company pitched in to help pack, run new wiring, assemble furniture and make countless truck laden drives between the two locations (which were only about two miles apart). Despite all their hard work, the employees made sure to have fun with it too. "We had a very rainy November/December in Chico, so before the move, we set up some cones in one of the empty shops and let our kids ride their bikes for a few hours," said Sales and Marketing Manager Lydia Agurkis. "The kiddos were very disappointed when we moved a whole bunch of equipment into their race track!" Because of the enormous size of the overall property, as Rescue 42 continues to grow, more space can be acquired on site, hopefully eliminating the need for another move in the future. Visitors are welcome to stop by for a tour of the new facility at 370 Ryan Avenue, suite 120 near the Chico Airport. Please call Lydia Agurkis, Sales and Marketing Manager at 888-427-3728 for additional information or to request a tour.

A Word from Patricia A. Daglio, ESIP Benefits Program Manager Going into burning buildings, major accidents, flood waters, and other dangerous locations when all others are running away from the danger, shows the heroic nature of the personnel involved in all aspects of emergency service. Those selfless actions are respected and admired by the victims and communities involved in such tragedies. What we neglect to think about is the financial impact those heroic deeds may have on the families and communities of those emergency workers. Emergency service organizations and municipalities insure their vehicles, equipment, and buildings, but sometimes fall short on their most important asset - their emergency personnel. The death or severe injury of a member can affect the lives of all of the members of the fire departments or ambulance workers, not just the families. When volunteers are working for their local department, and become injured or die, they cannot collect Workers’ Compensation benefits offered through their employers because they are not “at work” for that employer at the time of the injury or death. Some states do not mandate Worker's Compensation coverage for Vol-unteer firefighters or Ambulance Workers be carried by those departments or municipalities. Life Insurance and Accident policies can be purchased to cover the needs of our volunteer departments. Group Life Insurance offers 24 hour life protection no matter what the cause of death. Additional benefits such as Accidental Death and Dismemberment and Line of Duty Death benefits can be added to that policy. Accident policies offer comprehensive coverage for the members of departments for injuries and illnesses contracted during emergen-

cies and other fire and ambulance activities. Additional benefits are offered to help the family deal with the problems associated with a severely injured firefighter or ambulance worker: daycare expenses, transportation to/from burn units or specialty hospitals, lodging, meals and other expenses that only add stress to a family’s budget. Disability income can be included in the policy to offset lost income to the members while working for their local department. Benefits such as these are no longer a luxury, but a need. Our local firefighters and ambulance workers enter into dangerous situations to prevent loss of life and property for our communities. Our world is changing and the situations are becoming more hazardous. Meth labs, bombings, natural disasters — they go in as we go out. Doesn’t it make sense to protect them in ways that make sense in return for protecting our communities? Patricia A. Daglio, ESIP Benefits Program Manager Patricia has over 30 years of experience in the Industry. She is currently with McNeil and Company and manages the benefits division for the ESIP Program. She began her career working for Columbian Mutual Life Insurance Company and has worked for both insurance agencies and insurance companies. Most recently, Patricia worked for Zurich North America in their Benefits Division and joined McNeil and Company in 2010. She resides in Endicott, NY and has served the emergency service market for over 19 years.

The International Code Council’s Fire Code Action Committee Successful with Code Change Proposals to the International Fire Code The International Code Council (ICC) Fire Code Action Committee (FCAC) (www.iccsafe.org/cs/FCAC/Pages/default.as px) was appointed by the ICC Board of Directors to review the 2012 I-Codes and develop code change proposals for the next edition (2015 I-Codes) for any matters of concern to the fire service; with specific responsibility to review the fire safety chapters in the International Building Code (IBC), the entire International Fire Code (IFC), the International Wildland-Urban Interface Code (IWUIC) and International Performance Code. The FCAC Roster includes ICC members from the International Association of Fire Chiefs (IAFC) - Fire and Life Safety Section Executive Board, the National Association of State Fire Marshals (NASFM), National Volunteer Fire Council (NVFC) and other fire service representatives, building officials and industry code experts. Under the leadership of Chairman Adolf Zubia and Vice Chairman Andy King, with administrative support by ICC staff from the Government Relations and Technical Services Departments, the FCAC generated 64 code change proposals for the 2015 International Fire Code. The FCAC was assisted by four Regional Work Groups (RWGs) that met in person and worked by conference call. These RWGs are comprised of fire service representatives from the IAFC Divisions, NASFM and members appointed by ICC. The RWGs are charged with submitting recommended code changes to the FCAC based on regional issues of concern and also address specific topics as assigned by the FCAC. The FCAC held three meetings in Chicago in 2012 to complete its work and will meet three more times this year to see their proposals all the way through the code development process. The FCAC ultimately developed and submitted 64 code change proposals for the Group B code cycle for the ICC Committee Action Hearings held on April 21 thru April 28, 2013 in Dallas. The FCAC was very successful; with 54 of their proposals approved by the Fire Code Technical D e v e l o p m e n t Committee to move forward to the Public Comment Hearings scheduled for October 2nd thru 10th in Atlantic City, NJ. Issues covered by the successful propos-

als included: • Fire protection in vacant buildings • Notification to the fire code official for fire protection systems taken out of service • Addressing prevention of nuisance fire alarms and fire ignitions • Automatic fire alarm verification (when approved by the fire chief) • Firefighter (in-building) Breathing Air Systems • Fire protection for historic buildings • Safety for roof-top Assembly Occupancies • Training requirements for Crowd Managers • Requirements for Liquid Carbon Dioxide Soda Systems • Requirements Prohibiting the “cleaning” of pipe with a flammable gas • Requirements for Emergency and Standby Power Systems • Requirements for outdoor stages and other temporary structures • Requirements for the installation of Solar Photovoltaic (PV) Systems • Requirements for safe storage of new and used cooking oils (inside and outside) The FCAC also worked collaboratively with the Building Code Action Committee (BCAC) to submit code change proposals to the International Residential Code (IRC) that directly improve firefighter and occupant safety. Those include: • Requirements for draft-stopping in concealed spaces (limiting smoke and fire spread in walls and/or ceiling ("truss-lofts") spaces • Requirements to provide for protection to wood-floor assemblies when the house is not protected with an automatic residential fire sprinkler system (related to preventing early floor collapse; especially with basement fires) • Requirements to improve the thermal

North Babylon Recognizes Heroic Act

In the early hours of May 30, 2013, the North Babylon Fire Company was alerted to a structure fire on Scott Avenue off of Deer Park Avenue. On arrival command assessed the scene, checked for occupants, located the fire and extinguished the blaze. During our investigation it was learned that if not for the heroic actions of a young man residing at that location, this incident may have ended with a significant loss of life. Domenic Cappellino, a 12-year-old boy, alerted his family to the fire as a result of the sounds of the smoke detector. Domenic woke the entire family up, made sure of their exit and removed the family pets as well. It is believed that had he not taken these actions the seven children, two adults and several family pets would not be alive today. Chief of Department Thomas S. Jordan honored Domenic at the North Babylon Fire Department on June 17, 2013 during their monthly meeting at Hale Road Fire Headquarters. The place was packed with family, members and the Town of Babylon officials. Supervisor Richard Schaffer with Councilmen Thomas Donnelly, Lindsay Henry and Antonio Martinez attended the presentation. Supervisor Rich Schaffer also presented Dominic Cappellino with an award for his heroism and named June 17, 2013, Dominic Cappellino Day in the Town of Babylon. -Fire News photos by D. Thomas

Obituary Dan Dzenkowski Mourned in East Marion

The dates August 5, 1927 to May 12, 2013 will soon be engraved on Dan Dzenkowski headstone. While they mark the beginning and the end of his life, what is more important is what happened between them. Dan grew up on a family farm, one of nine children. After graduation from high school, World War II was still in progress so Dan enlisted in the Navy and was sent to Japan at the age of 17. When the war was over, Dan returned to the family farm. He was a bayman, a lobsterman and finally a commercial

fisherman. Dzenkowski was proud of his service to his country and community. He soon went to work at Seps Farm and he joined the East Marion Fire Department where he became the Chief of the Department and eventually a commissioner. Dan was also a member of the North Fork Volunteer Firefighters Association. Dan spent 63 years in the department. Sadly, Dan lost his battle with cancer. Dan Dzenkowski will be missed by all that knew him. -Fire News photos by Myron Goldstein

The Red Knights NY 25 would like to thank everyone who participated in this year’s ride and donated to support the Burn Center. The event was a success. I thank all the members who helped put this ride together and made it all happen. Thanks also for the generous support of all our sponsors. A special thank you goes out to the North Sea Fire Department for the use of their field and buildings. To Sag Harbor, Shelter Island and Southampton; thank you for your ladder trucks. And thanks especially to the South Fork Fire Police whose coordinated efforts blocking traffic kept all the riders safe during this event. Sincerely, Doug Williams, President of the Red Knights NY 25

Locust Valley Fire Department Celebrates 120th Anniversary

The Locust Valley Fire Department has been servicing their community for 120 years and celebrated their anniversary (1893-2013) at the Milleridge Inn Cottage in Jericho on May 18, 2013. It was also their Installation and Awards Dinner for Department and Line Officers. Newly installed Chief Brian Nolan said he was honored and excited about serving as the next chief during the 120th anniversary year. He said, “I am humbled and grateful for the support in which you have entrusted me.” He continued, “The assistant chiefs and I are proud of the selfless service that each and every one of our members gives on a daily basis. Our mission could not be achieved without your efforts.” The evening was filled with awards and recognition of dedicated community service. Ex-Chief William Eliseo, Sr., was given an award for his decade of service as a Locust Valley Fire District Commissioner. Paramedic Carmine Petruzziello was awarded the LVFD EMT Responder of the Year. The Jack Turner Fireman of the Year Award was presented to Firefighter Chris Pellici from Hose Company No. 1 and Firefighter Chris Scaperotta from Hook & Ladder Company No. 1 for acts of heroism in the rescue of a man who was overcome and unconscious from carbon monoxide poisoning in 2012. One of the highlights of the evening was the celebratory cake with 120 candles. Chief Nolan asked five of the senior members of the department to come to the podium to blow out the candles. Honorary Chief Iver Roslund, ex-Chief Peter Turner, ex-Captain and former Fire Commissioner Pat Eliseo, ex-Chief Peter Sedlak and ex-Chief John Suttie were chosen for their lengthy years of service ranging from 60 to over 75 years. The entire department and guests gave these members a standing ovation for over five minutes. The evening was a resounding success for the newly installed chiefs: Chief Brian Nolan, First Assistant Chief Peter Greenfield, Second Assistant Chief Kevin Barry and Third Assistant Chief Andrew Akapnitis. Chief Nolan asked Chief Rodney Leftwich from Glen Cove Fire Department to the podium to receive a celebratory axe for their 175th Anniversary. Many of the surrounding community chiefs and their assistants were in attendance for this historic dinner. All in attendance had a wonderful evening. -Fire News story by Dr. Peter W. Olson
