ANNOUNCEMENTS
From the Editor’s Desk Dennis Whittam, Editor
A Picture is Worth a Thousand Words, But… Thank you to everyone who called or e-mailed about my July editorial. I had some great discussions that made me think that our editorials are generating positive thoughts. Fire News is dedicated to promoting the fire service and honoring you, the first responder. One of the goals of our newspaper is for our subjects to be proud of who they are and of what they do exemplified by the spectacular photos that are taken by our national array of photographers. The hard part is choosing a photograph that doesn’t leave Fire News open to criticism by its always vigilant and eagle-eyed readers. I can’t tell you how many photographs we turn away because they are politically incorrect, show scenes that are too horrific for public viewing or simply don’t make the cut for a number of other reasons. When you look at our photographs, we hope they make you feel — or at least replicate the feeling — of being on a call. The photographs tell a story, but as with all stories there can be different variations and interpretations about the event. Does the photo show a glass half empty or a glass half full? This is where “interpretation” comes into play and may distort exactly what happened when the image was taken. Did the firefighter forget to wear gloves? Or was the photo taken just before the gloves were being but on? Is the firefighter too close to the flame or is the depth of field in the image creating the illusion of proximity. Only the firefighter knows for sure what he or she did at the time the photo was taken. Rest assured there is not a chance we are advocating not wearing the appropriate equipment at any time. Last month, I viewed 1716 photographs for our six nationally-read editions. We choose photographs that we consider best depicts what happened at the call described. When Fire News arrives in your hands we know the photos are carefully studied by you, our readers. Occasionally, the firefighters may appear to be out of gear and not be wearing all their personal protective equipment and, yes, they may be out of gear. It is up to all responders to remember that the world is watching what you do. If a photograph is worth a thousand words, please let them be kind words. Wear all of your personal protective equipment so that you can go home without an injury. …Dennis

Amityville Battles Fully Involved Structure Fire Recently, the Amityville Fire Department and Babylon Central Fire Alarm received numerous calls for a house fire on Prospect Street. Chief of Department Scudlo and Assistant Chiefs Waegerle, Erath and Greey arrived and encountered a 1-1/2 story house, as well as a Toyota SUV in the driveway, fully involved. The occupant of the home was forced to jump out a first floor window to escape and suffered burns and smoke inhalation. The patient was transported to the hospital by Copiague Rescue. Engine 1-1-2 laid in from a hydrant down the street as the radiant heat made the hydrant in front of the house unusable. Two lines were stretched and put into operation in order to knock down the heavy fire before responders could push into the house to extinguish the remaining fire, which was brought under control in about an hour. Ladder 1-1-5 conducted searches and was assisted in laddering the house by the crew from Copiague 1-3-8, who was the RIT unit. The North Amityville Fire Company sent one engine to the scene and was put to work to relieve the crews from 1-1-2 and Engine 1-1-3. The crew from Amityville Ambulance 1-1-11 and Lindenhurst Ambulance 1-6-7 set up rehab for the firefighters. Two firefighters were treated for heat exhaustion at the scene. The cause of the fire is under investigation. -Fire News photos by Paul Mazza

Westhampton Beach Battles Early Morning Blaze
Recently, the Westhampton Beach Fire Department responded to an early morning house fire on Tanners Neck Lane in Westhampton. The department sent two engines, a ladder truck, a tanker and their heavy rescue vehicle. The first units on scene found the house partially engulfed in flames. Fortunately the fire had burned a hole in the roof, which allowed much of the toxic smoke to vent. Interior firefighters were able to knock down the flames quickly. Westhampton Beach was assisted by units from Quogue and Eastport. The Westhampton Beach Ambulance Association was also on scene to monitor the firefighters. The three departments were at the scene for approximately two hours. Fire marshals were called to the house to investigate. Incident Commander Assistant Chief Bo Overton praised all responders for their timely and professional response. The house, which was under renovation, was unoccupied at the time of the fire and there were no injuries to any volunteers. -Fire News photos courtesy of the Westhampton Beach Fire Department

Emergency Incident Rehabilitation (REHAB) Just Do It……. We readily accept certain inherent risks in this profession, failing to take care of ourselves should not be one of them. During the week of July 15 - July 20, 2013 the Heat Index was over 100 degrees for most of the week. These conditions are especially dangerous for firefighters and EMS providers in Suffolk and Nassau Counties, as the vast majority of our emergency responders are volunteers. Career firefighters and EMS providers have an advantage in that they can acclimate themselves to extreme heat index and employ strategies to pre-hydrate themselves while on duty waiting for the alarm to sound. Unlike their career brothers and sisters, volunteers usually respond from home, work, or recreation when duty calls. Under these circumstances, there is no time to acclimate to extreme weather conditions or to pre-hydrate. The medical complications associated with dehydration are serious. The routine and regular maintenance of Rehab Sectors and rest/rehydration must be integrated in all fireground operations, in accordance with the guidelines and recommended practices detailed in NFPA 1584 - Standard on the Rehabilitation Process for Members During Emergency Operations and Training Exercises. Education of the membership is the most important element and a good place to start. Responders need to understand the importance of maintaining adequate hydration all day and every day. It is too late to start replacing fluids after you are already dehydrated. Normal activities during high temperature weather can result in a lose of three pounds of water weight, which does affect your heart rate and ability to meet the demands of emergency response. Drinking things like soda, tea, coffee, alcohol actually causes your body to dehydrate further. Drink water, water, water…. And plenty of it! Having an effective rehabilitation policy in place is not only required, but it is a smart, easy and a cost-effective thing to do. But just having a plan in place doesn't mean it will work effectively, we all need to "practice like we play." Simple things, like having a case of bottled water on each rig goes a long way to ensuring that your members will be hydrated. Don't forget that when you drill outdoors in personal protective equipment, make sure provisions are made to ensure hydration for members that are participating. We need to create a culture where rehab becomes just as prevalent as wearing full bunker gear. All members that operate on the fireground should be mindful of the heat index as excesses in the ambient temperature worsen the situation of an already-taxed body attempting to cool itself in the confines of full personal protective equipment. In extreme heat, consider more frequent rest breaks, plenty of fluids, and increase reliance on mutual aid to ensure adequate rotation of crews in prolonged operations. For more information and training on Emergency Incident Rehabilitation, contact the Suffolk County EMS Division. -Fire News Safety Bulletin by Bob Delagi 3rd Division Director Suffolk County Fire & EMS Safety Officers Association
Near Miss-Near Hit We respond to the incident, put out the fire, extricate the victim, etc. Slap each other on the back, high fives all around; we accomplished what we set out to do. Did we discuss the ladder was on the wrong exposure, the vehicle responded with no one wearing a seat belt, or the vehicle was parked on a hill and no chocks were used. To me these are near misses. We don't have to discuss them because mission accomplished. However had there been a need for an immediate escape from the second floor, the responding vehicle in an accident, or if the apparatus rolled down the hill, a report would have been made and, fingers would have be pointing, names mentioned and then corrections made. Multiple Occupants Escape Wantagh Blaze
A Hawthorne Drive West home sustained heavy damage on July 5, 2013, from a fire which started in a first floor room. The call dispatched at about 2315, brought all units of the Wantagh Fire Department to the scene. Two police officers were removing a woman from a first floor roof as three Wantagh firefighters who lived nearby arrived. Police informed them that someone was still missing. Firefighters Tom and Dan Brandon and exChief Jeff Lindgren took a ladder and found the male owner on a roof in the rear. They
threw the ladder up and Dan assisted the man down. He informed them of a missing dog. In the meantime a young man escaped on his own through a basement window. Tom retrieved a sledge hammer from his car and broke in the front door. He attempted entry but heavy smoke drove him back as firefighters arrived. Two hose lines were taken inside and two additional hose lines were readied. Engine 7 encountered heavy smoke, but found the fire in a rear room. It was quickly extinguished but not before it had extended further
into the first and second floors. The dog was later found on the second floor hiding under a bed. He was quickly brought outside and given oxygen by medics and slowly recovered. The two homeowners were taken to NUMC for smoke inhalation by police ambulance and there were no injuries to firefighters. The Seaford Fire Department provided a FAST unit to the scene. Bellmore and North Bellmore relocated into Station's 1 and 2. -Fire News photos by Harry Loud

FARMINGDALE FIRE DEPARTMENT RECEIVES FEDERAL AFGP GRANT The Farmingdale Fire Department has been awarded a $208,000 under the Federal Assistance to Firefighters Grant Program (AFGP) in the amount of $208,000, according to Tom Devaney, a spokesman for Long Island based “Grant-Guys” who prepared the application on behalf of the Village Fire Department. The FEMA funding will be used to purchase Self-Contained Breathing Apparatus (SCBA) which allows firefighters to enter into dangerous smoke and heat filled environments. “The award couldn’t come at a better time as a new national standard is set to be unveiled regarding SCBA's in September of 2013”, according to Devaney. National SCBA standards are developed by NFPA, the National Fire Prevention Association. “Although the main priority of any fire department is the protection of its residents, homes, visitors, and small business owners within the jurisdiction; it is gratifying that FEMA recognizes the regional responsibilities that all Long Island fire departments bear. The Farmingdale FD is in close proximity to Republic Airport, Farmingdale State College, the NY State Police Barracks, the Morrelly Homeland Security Facility,
the new Farmingdale Reserve Center, and the American Airpower Museum. In a densely populated region like Nassau County, all fire departments must work together and share the responsibility and expenses of this protection. Most of these institutions, although part of the fabric of the community, do not directly contribute to the local tax base which supports the Village fire department. And we are glad that the Federal Government is beginning to recognize that”, concluded Devaney. The Farmingdale FD also provides emergency services to the Bethpage State Park which hosts major golfing events of the PGA such as the US Open and Barclays Tournament. Although final figures are not yet available it is estimated that the award will be capable of ultimately funding the purchase of over 30 pieces of SCBA including the unit, two bottles, and the individual firefighter's face-piece. The application was prepared by Williston Park based JSKInc, the Grant-Guys, and represents the first Nassau County AFGP award from the 2012 application cycle.

SCBA Locking Systems As technology changes in the fire service so does the equipment we use. Although many components perform the same job, the way they do it is safer and more efficient. If we as an industry could slow down and understand why and how these changes are made we would recognize the overall importance and take the time to do things right. Self Contained Breathing Apparatus (SCBA) has been placed in the interior of truck cabs for as long as I can remember. Whether it’s pushed into place, strapped or clamped, securing a pack should be a common ocurrence. Yet most firefighters do not take the time to understand that the equipment we use is only as good as the people who are using it. (Secure All SCBA Locking Systems from H.O. Bostrom) Let's look at some common problems that can easily be addressed. The size of the cylinder sometimes varies as they are upgraded. When not done properly the difference in not readjusting fixed brackets will result in the pack ending up on the floor of the cab. High pressure hoses caught in the top cap cover are quick and simple fixes but are often overlooked. The brackets on these systems are easily adjustable, all adjustments use similar hardware and adjustments can be made with one tool. When placing a pack into position, the butt of the bottle needs to be in the base securely and flush. As the top cap cover locks over the cylinder, always lift the cover adjustment arm and push the cap to a secure fit over the top of the bottle. This will allow you to make sure the straps and hoses are not caught or pinched and will give time to inspect for any damage. Because these systems are a push-in-place style we often forget to readjust or check to see the seat is free from debris. Although these systems are made to fit all U.S. and International SCBA brands and sizes, you must make sure that the basic adjustments are made to fit your departments system leaving only a quick hand adjustment to secure the pack. Whatever system it is, understand that it is never a set-it-and-forget-it system — all systems need to be inspected readjusted and maintained at all times to be ready for the next run. Daniel Peluso is a 27-year veteran in the volunteer fire service. He is the vice president of the Long Island Association of Emergency Vehicle Technicians. Dan has worked in the automotive field for 30 years and is ASE certified. He has worked on fire apparatus for the last 10 years and has written multiple publications for many trade magazines throughout the fire service and the automotive industry.

All too often, survivors may be forced to postpone or abandon their educational goals because of limited financial resources. Since 1997, the National Fallen Firefighters Foundation’s (NFFF) Sarbanes Scholarship Programs has offered the loved ones of the fallen financial assistance to help them fulfill their educational dreams. Recently, the NFFF and its partners awarded $246,468 in scholarship money to 78 children, two stepchildren and two spouses of fallen firefighters for the 2013-2014 academic year. Of the 82 recipients, 55 previously received scholarships and 27 are new awardees. They represent 29 different states and will attend institutions in 35 states to prepare for careers ranging from nursing to aerospace engineering as well as fire science. “Because the firefighter who died in the line of duty was often the primary earner, many families are grappling with significant financial hurdles,” explained Chief Ron Siarnicki, executive director of the NFFF. “The National Fallen Firefighters Foundation and our generous partners are very pleased to be able to provide this important financial assistance to these deserving men and women so that they can pursue their educational dreams and achieve their career goals.” The Motorola Foundation generously awarded $213,468 to the 82 recipients. In addition, ICMA-RC awarded $15,000 to 13 individuals, Global Health and Safety awarded four $2,000 scholarships and National Association of State Fire Marshals awarded $1,000 scholarships to 10 recipients. The Sarbanes Scholarship Program is named in honor of U. S. Senator Paul S. Sarbanes of Maryland, who was a strong supporter of education and America’s fire service family. Senator Sarbanes authored the legislation that created the NFFF in 1992. Since the program began in 1997, the NFFF has awarded over $2,205,000 to applicants while the foundation's partners have awarded $618,390 since 2001. The scholarship program provides assistance to spouses, life partners, children and stepchildren of firefighters honored at the National Fallen Firefighters Memorial. Scholarships are awarded for undergraduate and graduate studies, vocational-technical training, and certification and job training programs. They may be used for study at in-state or out-of-state public and private schools. To be eligible, children must be under age 30 presently and have been under age 22 at the time of their firefighter’s death. All applicants must have a high school diploma or equivalency, or must be in their final year of high school. For more information about the 2013-2014 Sarbanes Scholarship and previous recipients, go to www.firehero.org.
Safety Corner...Continued from page 21 Many times we achieve our goal and some of the near misses are not realized or even discussed at the post incident critique. As a safety officer we must look for the near miss also, make corrections immediately and discuss the incident. According to (Dodson, 2007 p 309) "close calls or near misses should also be investigated. Technically speaking the term near miss and close call are interchangeable. We must learn from these events to prevent future injuries." According to the accident triangle there is one injury for every 600 near misses. In Don Zimmerman, Firefighter Safety and Survival, he discusses the 16 Life Savings Initiatives (LSI), developed from the Life Safety Summit 2004 and supported by the International Association of Fire Chiefs (IAFC) and the National Volunteer Fire Council (NVFC). Initiative #9 broken down by (Zimmerman 2012) says, "numerous industries have identified the advantages of examining a near-miss. Some refer to the event as an incident with potential (IWP). In an Article addressing medical mishaps and near misses, British Medical Journal authors suggest one distinct advantage to using near miss data is as a learning tool. Near miss reports are an excellent training tool for our training committee. Rather than concentrating on unfavorable events (injury or death) a successful near miss program commits all its resources. Ex-Chief Jeff Bailes President Brookhaven Town Safety Officers Association

Suffolk County’s Newest Member
Accelerant Detection K9 Tiana was born on June 19, 2010, in Port Jefferson and trained as a guide dog in Smithtown. She was found to be a bit too inquisitive, a bad trait for a guide dog but a good trait for a detection dog. She was tested at the Guide Dog Foundation and accepted by the ATF. She was relocated to the ATF Canine training facility in Front Royal, Virginia. Tiana spent approximately 12 weeks training in odor recognition before being assigned to Fire Marshal Don Lynch on November 2, 2012. Together, the new team spent the next six weeks training seven days a week before being tested and then graduating on December 8, 2012. She passed her test with a perfect score. Don and Tiana went into service for Suffolk County on December 11, 2012 and have worked several cases of note, including the Manorville fire that occurred on March 13, 2013, which resulted in the death of a woman and injury to a man. In addition to regular duties, Tiana and Don look forward to meeting you at future department fire prevention events. -Fire News photos by Dennis Whittam

Halesite Holds 112th Inspection The Halesite Fire Department held its 112th Annual Inspection Dinner on May 4, 2013, at The Huntington Crescent Club. One of the biggest galas in years, Halesite welcomed new Chief Dan McConnell, and gave its heartfelt thanks to outgoing Chief Andy Magerle. In honoring ex-Chief Magerle, Chief McConnell recognized him for his many achievements during his tenure, including his calm and steady leadership during last year's Superstorm Sandy. Halesite also honored ex-Chief Walter Sammis for 50 years of service. By achieving this milestone, Walt joins his father, Al, as the only father and son to reach 50 years of service in Halesite. Walt was presented with a special 50 year department badge as well as a gold service pin.
During the ceremony, Chief McConnell introduced a new award. Known as the “Spirit of Halesite” award, this recognition was bestowed on two people from the Island Park Fire Department who developed a strong friendship with Halesite in the months following the aftermath of Sandy. The new award is intended to recognize the loyalty and friendship of nonmembers towards the Halesite Fire Department. This year’s recipients were ex-Captain Russell Waters and his son Owen. Other award winners were Wayne Jeno and Stephen Medici for Rookie of the Year, Captain Kate Kuntz for Rescue Person of the Year, and ex-Chief Andy Magerle for Firefighter of the Year. -Fire News photo by Kate Kuntz

Obituary
One of New York State’s Oldest and Longest-Serving Volunteers Answers His Last Alarm George Kopp, who died on May 20, 2013, at the age of 96, joined the fire department in his hometown of Bellmore, Long Island in 1946 after serving in the Army in WWII. After serving his time with Hose Company 1 he transferred to the Fire Police, rising to the rank of Captain. Throughout his 67 years with the Department, George was an active and enthusiastic member, and although age eventually prevented him from attending fire calls he was made an Honorary Life Member and remained a regular visitor at the firehouse. He was honored in 2011 with a 65 years of service award. At meetings of the Bellmore Volunteer Exempt Firemen's Benevolent Association he had his own corner by the bar where, with his customary Manhattan was within reach, and he would 'persuasively' sell $2 chance tickets to raise funds. John Scalesi, Jr., a member of the Bellmore Fire Department remembers George as a great storyteller. "He was an interesting man and had a great sense of humor. He would tell stories of his old war days in a medical unit, and he was very precise and thorough in their telling." As well as the memories of his colleagues, one of George's most enduring legacies is the department's antique rig. A hand pulled and operated hose wagon dating from 1895, it was
Bellmore's first fire apparatus, and George was an enthusiastic member of the team responsible for its restoration and participation in parades and shows. At one point, during a trip to Great Britain, he scoured the country for antique candle-powered carriage lamps to fit to the rig. Many readers of Fire News will remember George through his company, Sunset Printing & Advertising, which he set up in 1959, bringing giftware to fire departments across the US. Back then, with most departments in the area being volunteer, he saw the need for gifts of appreciation to the members for their valuable time and efforts put into volunteering. Up until the last show he attended, LI Fire & Safety Expo at the Nassau Coliseum in March of 2013, he was a familiar figure at shows and conventions in New York State, his booth filled with imprinted mugs, glasses, plates and fire prevention material. The business remains in the family, run by his daughter Diana and sonin-law Frank. George is survived by his loving family, daughter Barbara and husband Alan, and daughter Diana and husband Frank, along with five grandchildren, Daniel, Jenny, Gavin, Jackie and Steven. George survived his loving wife, Peggy by
almost 15 years. He was laid to rest beside her at Holy Rood Cemetery in Westbury. Barbara, Diana and their families would like to thank the Bellmore Fire Department and Exempt Benevolent Association for their outstanding support, kindness and caring during this difficult time. They truly gave him a great send-off! One to be proud of! Kopp leaves behind him an enduring legacy, not just in his business that continues on, but in the memory of a man who embodied the principles of duty, comradeship and dedication, and the spirit of the volunteer firefighter, wherever he or she may serve.

Babylon Town Chiefs Association Awards Scholarships
On June 19, 2013 the Babylon Town Fire Chiefs Association held a ceremony prior to their regular meeting to award 11 college bound students a financial scholarship. Each year the chiefs association conducts an educational seminar open to all firefighters to further their training and raise money for the scholarship program. The North Babylon Fire Department has been gracious enough to allow the Babylon Town Chiefs the use of their main hall to con-
duct the seminar for many years and we thank the chiefs and the board very much. Babylon Town Chiefs President Jim Harrington and scholarship committee chairman Chief Bob Kutch presented scholarships to the following winners: Tiffany Licata of Copiague, Cullen Coughlin and Thomas Goemans of Deer Park, Jessica Leeb and Megan Nicholes of East Farmingdale, William Kienle of Lindenhurst, Daniel Yzagugirre of North Babylon, Thomas
Mc Ardle, Stephanie Formes and Jacuelynn Nolan of West Babylon, and John Legutko of North Lindenhurst. Town of Babylon Supervisor Rich Schaffer and Town Councilman Antonio Martinez (Deputy Supervisor) also attended the ceremony to congratulate the winners. Babylon Town Hosts 6th Annual Wounded Warrior Ride
On July 19, 2013, the Town of Babylon hosted the 6th Annual Wounded Worrier Project Soldier Bicycle Ride. Over 1000 riders rode all types of bicycles on this extremely hot day over a 25-mile course that started at Babylon Town Hall and ran through the town into West Islip and over the Captree Bridge to Cedar Beach. Volunteers from Babylon and Islip Town Fire and EMS provided many different services to honor our Wounded Warriers. Flag arches were staged throughout the course. The riders were provided with a barbeque at the finish line cooked by the volunteer fire departments from Babylon Town and West Islip. Volunteer EMS were coordinated and staged throughout the day which included numerous ambulances and hydration points. The new county MERV unit, cooling and triage tents were provided by SC Health Services. SCFRES provided the Command Unit where a unified command of Babylon Town Fire and Rescue, Suffolk and State Police and Babylon Central Fire Alarm coordinated the event. Good Samaritan and Southside Hospitals provided personnel as well as the American Red Cross and SC CERT. There were many organizations at the event who all worked together to make it a resounding success. Supervisor Schaffer announced that $105,000 was raised as a result of the ride that will benefit both the Wounded Warrior Project as well as the victims of last fall’s Superstorm Sandy. -Fire News photos by Brad Maier
