Do You Know How CFSI Helps You? Fire News recently learned that under current law, contributions into certain LOSAPs (Length of Service Award Program) cannot be guaranteed to volunteers, meaning that they are vulnerable to creditors if the department goes bankrupt. Also, according to the Congressional Fire Service Institute, a federal cap established in 1996 on annual contributions into a LOSAP has never been adjusted for inflation, reducing the value of the LOSAP funds for many departments. CFSI also pointed out that LOSAPs that are treated as private plans are subject to stringent reporting requirements. Thanks to, Congressman Peter King a bill, known as the Volunteer Emergency Services Recruitment and Retention Act was introduced (H.R. 1009). The bill will clarify the tax treatment of LOSAPs. In addition, Senator Susan Collins (ME) and Senator Charles Schumer (NY) introduced S. 506, companion legislation to King's H.R. 1009. Collins and Schumer also introduced S. 501, the Volunteer Responder Incentive Protection Reauthorization Act, a distinctly separate piece of legislation. This measure would exempt from federal income tax any property tax benefit and up to $600 per year of any other type of benefit that a state or local unit of government provides to volunteer emergency responders as a recruitment or retention incentive. It is imperative that you follow the Congressional Fire Service Institutes (CFSI) coverage of these bills. You should visit www.cfsi.org on a regular basis to provide you with information and updates as CFSI works with the bill sponsors, the national fire service organizations and the relevant House and Senate committees on these important bills. RALLY FOR NEW JERSEY 2013 On Sunday, June 2, 2013, at the Brick VFW Post 8867, 373 Adamston Road, Brick, there will be a Poker Run, Concert and Motorcycle and Car show to benefit the New Jersey Fire, EMS and American Legion Posts affected by Hurricane Sandy. Four Houses Burn in Pennsauken
Around 1800 on March 24, 2013, a dwelling fire was reported in Pennsauken on the 1700 block of 41st Street. Command 1100 reported a dwelling, garage and boat heavily involved with fire extending into the exposure dwelling. The all hands box was struck. Companies secured water supplies and went into operation with multiple handlines. Command reported heavy fire conditions on the second floors of both dwellings. The truck company went into operation with the ladder pipe with fire through the roof in the rear of one of the dwellings. After an aggressive interior attack, firefighters were pulled from the buildings due to worsening conditions. Crews placed multiple 2-½ inch lines, and a deck gun in operation and knocked down the fire, placing it under control at the one hour mark. Four houses were damaged in the fire. Townhouse Complex Fire in Garfield
Shortly after 0500 on March 19, 2013, the Garfield Fire Department responded to River Road for a reported fire in a townhouse complex. First arriving companies found heavy fire on all floors of a three-story center-of-the-row townhouse. There were a total of 14 units in all and fire involved approximately seven; the entire series was still under construction. Fire quickly spread to the top floor and

Heavy Fire Conditions at Teaneck Blaze
At around 1315 on March 30, 2013, the Teaneck Fire Department responded to a Garrison Avenue house fire. On arrival heavy smoke was issuing from the eaves and chimney and a working fire was found in the basement, accompanied with heavy fire conditions and an arcing electrical panel. A second alarm was requested bringing the remaining Teaneck engine, a ladder from Hackensack and an engine from Englewood to the scene. As firefighters tried to contain the fire, conditions deteriorated rapidly forcing members to evacuate the building, and an exterior attack was set up using a deck gun from E-2 and elevated streams from TL-1 and Hackensack L-1. A special call was made for an additional engine from Bogota and MSU-1 from Hackensack along with the Box 54 rehab unit while mutual aid companies covered Teaneck fire headquarters. Strathmere Three-Story Fire
Recently, the Strathmere Volunteer Fire Company of Upper Township, along with firefighters from the Ocean City Fire Department, responded to Commonwealth Avenue in Strathmere for a report of a structure fire. Strathmere firefighters arrived to find fire on the B/C side of a three-story wood frame dwelling. Firefighters from Ocean City Engine 3 made entry into the dwelling while Strathmere firefighters began opening the exterior. Mutual aid from Sea Isle City and Marmora brought two ladders and a heavy rescue to the scene, as a steady snow storm tried to hamper firefighters efforts. The cause of the fire is believed to have started around the meter socket. A second structure fire on March 8 brought these same firefighters back to Strathmere for a structure fire one block away. Totowa Three Alarm At just after 2130 on February 22, 2013, Totowa Fire Department was dispatched to a reported house fire on Lincoln Avenue. On arrival of the chief, heavy fire was venting from a first floor window on the B side towards the rear, extending into the second floor with heavy smoke from the rest of the home. A second alarm was sounded followed by a third, as fire was in the walls and rapidly extending into the attic. As an aggressive interior attack knocked down the main body of the fire, conditions rapidly deteriorated on the second floor. A continued interior attack kept the fire in check and brought it under control in a little over an hour. Mutual aid on the scene was provided by West Paterson, Paterson, Cedar Grove, Hawthorne and Wayne operated on the scene. - Fire News photo by Peter Danzo

One Saved, Two Die in Flanders Fire
On February 18, 2013, Mt. Olive police received a 911 call at 0411 reporting a fire on Main Street. The first arriving chief found heavy fire showing from the side of the house with a report of people inside. With the arrival of the first engine the crew stretched a line and began a search of the first floor where the fire was located. Three victims were located inside the apartment. Firefighters were able to remove a nine-year-old girl who was not breathing and were able to
revive her. Firefighters found two other victims, a boy and an adult male, in the bathroom, with the boy in the bathtub and the older man slumped over him. Rescue workers tried to revive the boy, but were not successful. An investigation into the cause and origin of the fire revealed that an improperly altered space heater was being used to warm the apartment. Three Burned in Green Knoll Fire
At 0411 on March 11, 2013, Green Knoll Firefighters along with the District 3 Fire Companies of North Branch and Country Hills were dispatched to a report of a structure fire on Bayberry Road. Green Knoll Chief James Vitale was first on scene and was greeted with a large volume of fire complicated by live electrical lines. As the lines continued to spark, firefighters quickly worked to contain the blaze. A father and two children in the home at the time suffered burns and were treated at the scene by the Green Knoll/ Martinsville Rescue and t ransported to St. Barnabas Burn Center. Firefighters remained on scene for approximately 2.5 hours. ThreeAlarm Fire in North Branch At 1500 on March 10, 2013, North Branch firefighters were dispatched to an alarm at Mid-State Lumber on Industrial Parkway. Upon arrival smoke was coming from the building and the automatic sprinkler system was activated, bringing a third alarm. First-due engine (Readington) forced entry to the warehouse and firefighters were faced with a large volume of smoke and fire. With blackout conditions, second and third crews ventilated the building to help locate the fire’s seat. Interior investigation found a tractor trailer carrying a load of synthetic decking material on fire. Firefighters sent in two attack lines and using firefighting foam, quickly extinguished the blaze, containing it to the tractor trailer. Responding units included: North Branch, Green Knoll, Readington, Whitehouse, Far Hills, East Whitehouse, Bradley Gardens and Country Hill Fire Companies. The Egg Harbor Township Fire Department and the Seaville Fire Company from Upper Township, along with the Egg Harbor Township Police spent February 9 and 10, 2013, using the former Value City Department Store at the Shore Mall in Egg Harbor Township for various training scenarios. Difficult Pin in Bridgewater MVA
March 15, 2013, at 1544, Bridgewater Police received a 911 call for a report of a woman trapped underneath the pedestrian bridge in the area of Route 22 and Bridgewater Commons Mall. Upon arrival of Bridgewater PD, a vehicle was found underneath the pedestrian walkway, east of Macy's. Green Knoll Fire Chief James Vitale was on location within minutes and found a heavily damaged car on its roof underneath the pedestrian bridge with a female heavily entrapped and seriously injured. Vitale requested the services of North Branch Fire for assistance in the rescue and Country Hills Fire to secure a safe landing zone for the NJ State Police Medevac helicopter. Firefighters, working side by side with Bridgewater Police Officers and Somerset Medical Centers Mobil Intensive Care Unit secured and cut the vehicle away from the patient. Firefighters were hampered by several obstacles including distance from truck mounted rescue tools. Green Knoll Firefighters lowered a portable hydraulic generator to run hydraulics and had the woman removed in 10 minutes. Entrapment MVA in Haddonfield
On March 26, 2013, at 1330, the Camden County Alarm Room dispatched Haddonfield BLS 1457 and Medic 44 to an MVA at Haddon and Merion Avenues where a vehicle had struck a utility pole. Engine 14-1 was also sent. All units were on the scene in a few short minutes and went right to work on stabilization and went in-service with cribbing. EMS members were able to access the driver through the sunroof and the passenger door window. They began patient assessment while the crew from Rescue Pumper 1413 went into service with their hydraulic tools and assisted EMS where necessary. The windshield was removed, and after a partial roof removal was complete, the victim was extricated. MVA in Mizpah Recently, the volunteer fire companies of Mizpah and Weymouth responded to Old Landis Avenue in the Mizpah section for a report of motor vehicle crash with poles and wires down. Also dispatched was Hamilton Township EMS and police, who shut down the road for firefighters and EMS to operate at the scene safely. Three Injured in Northfield MVA At approximately 1505 on April 3, 2013, a two-vehicle MVA in Northfield injured three people and required Northfield Fire Department for a Haz-mat cleanup. Cement Truck Overturn in Somerville
On April 4, 2013, at 1559, Green Knoll and North Branch Firefighters were dispatched to a report of an overturned cement truck in the area of the Somerville traffic circle. First arriving Chief 49-10 Hickson was greeted with a heavily damaged cement truck on its side on 202/206 Northbound. Knowing that this was out of the Bridgewater jurisdiction, Somerville Fire and Rescue were immediately dispatched. Green Knoll Chief 34-10 Vitale arrived shortly thereafter and started size up. One man was found on his side, partially ejected but entrapped. The two chiefs worked together to provide the incoming Somerville units with an initial patient assessment and to remove the windshield for eventual patient extrication. Somerville units worked quickly to remove the patient from the heavily damaged vehicle. On March 18, 2013, the Point Pleasant Fire Department was requested to establish a landing zone at Beaver Dam Park for a patient with a self-inflicted wound. HazMat MVA in Camden
At 1800 on March 26, 2013, an MVA was dispatched at Pine and Walnut Streets in Camden City. Squad 7 arrived and reported a twocar MVA involving a tractor trailer with a large amount of diesel fuel on the ground. Rescue 1 and Battalion 2 were added on the box. EMS
treated and transported the driver of a passenger van. Squad 7 worked to control the run off on the ground. Crews worked to secure the leak from the tank. One line was stretched and a water supply was secured for precaution. - Fire News photo by Ted Aurig

Quick Work at Hackensack MVA Recently, Hackensack Fire Department units Engine 1, Rescue 1, Deputy 2 and HUMC EMS operated at South River and Moonachie Roads at an MVA with entrapment. One person was extricated from the vehicle and transported to Hackensack UMC for evaluation. The companies completed the extrication in less than 10 minutes. Public service electric was requested to check guide wire that vehicle came in contact with after the accident. Haz-Mat MVA in Lakewood
On March 16, 2013, the Lakewood Fire Department responded to the corner of Cedar Bridge Avenue and Airport Road, for a reported tanker truck rollover. First arriving crews discovered that it was an MVA involving a Freightliner commercial truck. The Freightliner was making a wide right turn, when an SUV also making a right turn, struck the Freightliner causing it to do a 180degree spin and puncturing the fuel tanks. The tank started to seep into the storm drains. Berkeley Haz-Mat Team was dispatched to the scene to pump out the remaining fuel in the tanks and to vacuum out the fuel in the storm drains. - Fire News photos by Mike Nowacki

Even When You Use Your Cell Phone Properly
On March 4, 2013, at approximately 1430, North Branch and Green Knoll firefighters were alerted to an MVC with a stuck door on Route 22 West in the area of Milltown Road. The patient was not complaining of any injuries but unable to exit the vehicle due to damage incurred. A car had pulled to the side of Route 22 to use a
cell phone when another car travelling westbound struck the parked vehicle. Although both vehicles sustained major damaged, all drivers and passengers refused medical attention. On March 16, 2013, firefighters from South Jersey took the ice against the Flyers Alumni team to raise money for the All Hands Working Charity in the Winter Classic. While the retired Flyers were too much for the firefighters to handle, the event was a success. Firefighter and founder of the organization, Joe Gordan, organized the event which raised $17,000. Funds raised will be put towards workout equipment, survival training and used to assist firefighters affected by Hurricane Sandy. Rescue 42 Product Growth Prompts Relocation to Larger Facility New location quadruples floor - allows for huge expansion Rescue 42, Inc. recently relocated its offices and factory to accommodate the planned manufacturing expansion for both the rescue product division and the new VAULT product line. The new building, located at 370 Ryan Avenue, was once a Fleetwood Motorhome manufacturing plant. Rescue 42's portion of the facility encompasses nearly 20,000 square feet of manufacturing floor and 3,000 square feet of office space. In business since 1995, Rescue 42 has undergone numerous moves as the company continues to expand production of its popular fire/rescue tools including the TeleCrib Stabilization System and Shark Collapsible Cribbing. The last facility was custom built for the company five years ago, but was quickly outgrown. "We are astounded at how much growth Rescue 42 has experience over the years," said owner Tim O'Connell. "With every move we've doubled or tripled our space, and outgrown it within just a few years forcing us to lease secondary warehouse spaces offsite." This move, once again, brings all of Rescue 42's operations under one roof and gives everyone a bit of elbow room. "We had people and equipment piled up to the ceiling in both the factory and in the office," said O'Connell about the old building. "We had simply run out of room to increase the volume of our current rescue products and could not begin production on our new VAULT line". The expansion of the production lines will be executed in stages to minimize down time, but several upgrades to the existing system
were executed during the move. New power systems were installed to support the machinery and welding stations, while the compressed air and vacuum systems got a much needed upgrade. Future plans include adding more manufacturing machinery and expanded welding and assembly stations. Production on the new VAULT Mobile Solutions line is expected to begin shortly. As a tight-knit, family-style operation, everyone at the company pitched in to help pack, run new wiring, assemble furniture and make countless truck laden drives between the two locations (which were only about two miles apart). Despite all their hard work, the employees made sure to have fun with it too. "We had a very rainy November/December in Chico, so before the move, we set up some cones in one of the empty shops and let our kids ride their bikes for a few hours," said Sales and Marketing Manager Lydia Agurkis. "The kiddos were very disappointed when we moved a whole bunch of equipment into their race track!" Because of the enormous size of the overall property, as Rescue 42 continues to grow, more space can be acquired on site, hopefully eliminating the need for another move in the future. Collingswood Does St. Baldrick Proud On March 10, 2013, the Collingswood Fire Department hosted its 8th Annual St. Baldrick's event. The one-day event, which in the past has raised six figure donations, was not any different this year, with 26 teams made up of firefighters from throughout the area as well as private groups. A combined 389 volunteers and people willing to shave their head for the cause raised a total of $107,585. All donations went to the St. Baldrick's organization. Obituary
Chief Fire Marshal Paul E. Hartstein On March 16, 2013, hundreds of emergency service personnel turned out to pay their respects to a legend of the fire service, Chief Fire Marshal Paul E. Hartstein. Firefighters filled the church and emergency vehicles lined the parking lot of St. Vincent Polotti church. Chief Hartstein lost a battle with cancer on March 6, 2013. Chief Fire Marshal Paul E. Hartstein began his career with the Camden County Fire Marshal’s Office in December 1981, starting out as a Deputy Fire Marshal. He served in that position for 10 years. In 1991, Paul was promoted to the position of Deputy Chief Fire Marshal and served for the next four years, ultimately being promoted to the distinguished position of Chief Fire Marshal where he served out the balance of his career for the next 16 years. Paul started his career in the fire service when he joined the Audubon Volunteer Fire Department in 1966. Paul served as Lieutenant, Captain, Assistant Chief and Chief of the Department. Paul also belonged to many organizations including the New Jersey Association of County Fire Marshals, New Jersey State Firemen’s Association, the Camden County Firemen’s Association, the Camden County Fire Chief'’s and Fire Officer’s Association, New Jersey State Volunteer Firemen’s Association, the International Association of Arson Investigators, International Association of Fire Chiefs, the Burn Foundation of Philadelphia, the Camden County Hero Scholarship and the New Jersey State Fire Safety Commission. In 1994, Paul also became the Fire Protection Inspector and the Fire SubCode Official for the Borough of Audubon, a position he held until his death.
Paul also received the Roland Kandle Award from the Burn Foundation for outstanding volunteer service on October 15, 2010. In 2012 Paul was installed as a 4th Degree Knight with the Haddon Township Chapter, Knights of Columbus. On November 30, 2012, Paul received an award from the New Jersey State Juvenile Firesetters Council on behalf of the New Jersey Division of Fire Safety and the New Jersey Chapter of the International Association of Arson Investigators. The award was given to him for his tireless efforts and dedication in
support of juvenile firesetter awareness and intervention throughout the state. On February 2, 2013, Paul was presented an award by the Audubon Fire Department for his dedication and for gratefully serving the Borough of Audubon the past 40 years. Paul proudly resided in Audubon, and leaves behind his wife, Annette, and two children, Jennifer & Paul. He retired May 1st 2011 as Chief of the Camden County Fire Marshal Office following thirty years of service to the County of Camden. - Fire News photos by Ted Aurig
