The bridge on the Machchhu River, reportedly, had a load-bearing capacity of 100 persons but there were around 400 on it when the tragedy happened. The per son at the ticket counter must have been callously thinking of money and not the limited capacity of the bridge which was allegedly reopened after repair without a fitness cer tificate. Twenty-seven people died when an under-construction flyover collapsed in Kolkata on March 31, 2016 and the BJP blamed it on corruption in the Mamata-led West Bengal government. Whether Bengal or Gujarat, the corruption angle must be looked at.

The Supreme Court has come to the pro tection of the dignity of rape victims by banning the humili ating two-finger test also known as the virginity test, an “inva sive technique to examine rape survivors”. The Supreme Court held that “it is based on an in correct assumption that a sexu ally active woman cannot be raped. Nothing can be farther from truth” and supports the belief that a woman alleging rape cannot be believed because she is sexually active.

Justice DY Chandrchud, who headed the Bench comprising Justice Hima Kohli, said, “It in stead re-victimises and re-trau matises women. The two-finger test must not be conducted.”

The obnoxious test has gener ally been used to deny women justice and letting rape accused go scot-free. It wrongly presumes that a married or a sexually ac tive woman cannot be raped. The test is common to India, Paki stan and Bangladesh where pa triarchy is prevalent. After to day’s verdict the onus will lie on trial courts and medical officers to ensure compliance.

Ahmedabad: The death toll in Morbi bridge collapse rose to 141 on Monday, a senior Gujarat police official said, adding that the rescue operation was still underway. Police have registered an FIR on charges of culpable homicide against agencies given the task of maintenance and operation of the bridge. So far, 9 people have been arrested by Gujarat Police after interrogation in connection with the tragedy.

The more than a century-old bridge on the Machchhu river in Morbi, located around 300 km from the state capital Gandhinagar, had reopened 5 days ago after extensive repairs and renovation. It was crammed with people when it collapsed around 6.30 pm on Sunday.

The bridge was reopened after a private inaugural event and was yet to receive the municipality’s “fitness certificate,” a civic official said. More on P8

Women health workers to fast if posts in ANM hiring not increased

Jaipur: Women health workers from across the state protested outside the Swasthya Bhavan to increase the posts in ANM recruitment process alongside demand for recruitment based on meritbonus marks. State

President of Contractual ANM Association, Neetu Chaudhary and State President of Contract Nurses Association Girish Sharma said recently only 1,155 posts are being released. While a large number of people are unemployed.

In such a situation, demand of 5,500 posts has been put across. As per the association president, if the demand of women health workers

is not accepted within 48 hours, then they will start a fast along with the Mahapadav in front of the Swasthya Bhavan building.

Jaipur: After approval from CM Ashok Gehlot, the Finance department on Monday issued the order to increase dearness allowance of state employees and work-charged employees working under the 5th and 6th pay commissions. The increased DA will be payable with effect from July 1, 2022. DA at the rate of 396 percent will be payable to the state and workcharged employees and pensioners working under the 5th Pay Commission in the state instead of 381 percent.

Jaipur: PHED Minister and Govt’s Chief Whip Dr Mahesh Joshi has indicated to quit a post. “I have never been interested in any position. On my behalf, the party should withdraw one post. May withdraw both posts or not. It is for the party to decide. The post of Chief Whip is such a job in which there is no additional benefit but a double responsibility has to be taken,” Dr. Joshi said.

Talking to the media at the PCC headquarters on Monday, Dr Joshi said that the post

of Chief Whip is a dual responsibility.

“If the assembly session goes on, we cannot even go out due to floor management. I myself want that Congress should give this post to whomever it thinks fit.

It will definitely benefit that a Congress worker will get more space. Apart from this, if a minister gets the post of Chief Whip, then he does not get any additional benefit,” he said.

Jaipur: To treat accident victims, a state-ofart trauma centre will soon come up in Jaipuria Hospital. This centre would be built over an area of 500 square yards that would cost Rs 5.78 crores. For this centre administrative and financial approvals have been issued.

The budget for this centre has been released from the Road Safety Fund of the

Transport & Road Safety Department. Department will release Rs 3.78 crore for civil work and Rs 2 crore for life-

saving equipment and machines including sonography, ECG, X-ray and testing machines. The purpose of this

centre is timely treatment of injured patients. Currently, critically injured patients are referred to trauma centre of SMS Hospital.

Jaipur: A fire broke out in a jewellery showroom at city pulse mall a Narayan Singh circle late on Sunday night. The fire caused by a short circuit has caused damage worth lakhs of rupees. Bhopalgarh MLA’s daughter files dowry plea, Jalore MLA’s son held

Jalore/Jodhpur: The police have arrested Prakash Garg, son of BJP’s Jalore MLA Jogeshwar Garg, on charges of dowry har assment with his wife Mamta, who is daughter of RLP MLA from Bho palgarh, Pukhraj Garg, police said on Monday.

Prakash surrendered before the police on Sun day night and was pro duced in a court on Mon day from where he was remanded to two days police custody. They were married 15 years ago and the case was filed in 2020. MLA

From the second day of marriage, Prakash, Jogeshwar Garg and Kamla started harassing her for more dowry. “Keeping in mind the reputation of my father in the society, I kept on tolerating the torture. Rs 10 lakh were demanded from my fa ther,” she said.

The couple Prakash and Mamta are in marriage since 2007 but the case was filed in 2020.

Mamta said in her com plaint that her father gave a lot of dowry and in the marriage ceremony, Prakash was drunk and abused her.

Mamta claimed that she got pregnant in 2008, 2009, 2010 and 2015, but due to the assault, she had miscarriages.

MLA Jogeshwar and his wife Kamla have got anticipatory bail in this case from HC.

But Prakash was found guilty in the CID-CB probe and on Sept 11, the High Court lifted the stay on Prakash’s arrest.

Tunnel found in Jpr Sessions’ court jail with 4 feet deep pit

Jaipur: The tunnel was found in the prisoner lockup of the Sessions Court of Jaipur on Mon day. A four feet deep pit was dug from under the wall. On the information of the court administra tion, the Sadar police station reached the spot. Police and court admin istration are probing the matter. It is believed that the tunnel was dug for the hardcore prisoners to escape.

New Delhi (Agencies): The Supreme Court on Monday agreed to examine a petition against the Central government’s decision to enable linking of electoral roll data with the Aadhaar ecosystem. Senior advocate Shyam Divan, representing the petitioner, contended that the right to vote cannot be denied on the ground of not having an Aadhaar card. A bench comprising Justices Sanjay Kishan Kaul and Abhay S. Oka queried Divan that his argument seems that for one who does not have Aadhaar, voting should not be denied to that person, or even on having Aadhaar, it should not be compul sory.

New Delhi (ANI): The Supreme Court on Monday issued notice to the Centre on a plea challenging Section 62(5) of the Rep resentation of People Act which deprives prisoners their right to vote. A bench sought response from the government and Election Commission of India. The PIL filed by one Aditya Prasanna Bhattacharya, pointed out that the wording of Section 62(5) uses ‘confinement’ as the yardstick, thereby, creating several anomalies. Bhat tacharya filing the plea in 2019 challenged 62(5) of the Representation of the People Act 1951 which deprives any person confined to a prison of the right to vote at any election.

The apex court dismissed the appeals filed by the Centre, through the Northern Railways, and others against the November 2019 verdict of the Delhi High Court that directed it to count 50 per cent of service rendered by commission vendors, prior to their absorption, as “qualifying service” for grant of pensionary bene fits.The top court noted that as far as commission vendors working in the western, eastern, southern and south-eastern railway are concerned, pursuant to different orders passed by the Central Administrative Tribunals (CAT) and the high courts, which have been confirmed by the apex court, the issue is held against the Railways.

Addressing an inter national conference of election management bodies here, Kumar said social media plat

forms do proclaim that they have content dis play policies, but they also have the “algo rithm power” in play, according to a state ment issued by the Elec tion Commission (EC).

“More early or deeper red flagging of fake news based on known modus operandi and genres is not an unfair expectation from the election management

bodies,” he underscored. Kumar said “such a proactive approach to counter fake news will facilitate credible elec

toral outcomes that will help preserve the ‘free doms’ which the social media platforms re quire to thrive”.

The CEC said free, fair, inclusive, accessi ble and inducementfree elections being a cornerstone of demo cratic polity are also a pre-condition to the peace and developmen tal dividends.

“These threshold concepts embody the understanding that sov ereignty belongs to and flows from the people of a country,” the state ment said quoting him.

Speaking on this oc casion, US Charge d’Affaires Elizabeth Jones said the India-US

relationship is most consequential.

According to the statement, she said the partnership is growing stronger to address glob al challenges and coop erate to bring peace, se curity and prosperity across the world.

She first gave him what she said was an Ayurvedic medicine and when he said it was bitter, she gave him some juice. After consuming it, Sharon started vomiting and his friend took him back from her house. Sharon was admitted to Thiruvanantha puram Medical College and died on October 25.

Morbi: Chief Minister Ashok Gehlot on Mon day, expressed grief over the loss of lives in the Morbi bridge col lapse in Gujarat and demanded a fair inves tigation into the matter.

CM Gehlot called the incident of the bridge collapse in Morbi very tragic.

Earlier, Congress president Mallikarjun Kharge also expressed grief over the loss of lives in the Morbi bridge collapse in Guja rat even as he raised questions on the col lapse of the bridge that was opened last week.

The Congress chief also demanded an in quiry into the mishap.

Kharge who took charge of the Congress Party last week said that leaders from his party will be reaching Morbi and will offer their assistance.

“Congress leaders have reached there. Ra jasthan CM Ashok Ge hlot is also there. We will try to help. We do not want to do any poli

tics in this and we do not want to blame anyone right now. When the in quiry report comes out we will see when that happens,” Kharge said.

Jaipur's multitalented ultra runner Meenu Luniya secured second position in her age category in the recently held Vedanta Delhi Half Marathon in Delhi and stunned her city, completing the 10 kilometer distance in just 52 minutes and 26 seconds. Meenu told that about 50-60 thousand runners took part in the Delhi Marathon, Meenu Lunia was self-training herself to reach this title and in the end the hard work was successful.
