125 killed, 323 injured in stampede at football match after riot in Indonesia

Jakarta: At least 125 people were killed and 323 people sustained injuries at a football stadium in Indonesia after fans invaded the pitch, causing a stampede, forcing cops to respond with tear gas in East Java province. A clash broke out between supporters of Javanese clubs Arema and Persebaya Surabaya after the former were defeated at the match in Malang Regency, East Java.

East Java Deputy Governor Emil Dardak said data cross-checked from 10 hospitals in the area showed there were 125 fatalities. Earlier officials had put figure as high as 174. Residents worked wearing black bands at SMS OPD and protested against the policies of administration. A large number of residents gathered outside Dhanvantri OPD.

Three arrested for firing at jeweller in Fatehpur

Fatehpur (Sikar): Three people have been arrested by Kotwali Thana Police in connection with the attack on a jeweller in Fatehpur on Saturday.

Police informed that out of the six accused, three have been arrested. “Accused have been identified as Kishan, Phool Chand and Ankit Yadav. The accused had come to rob jeweller. However, they fled away when victim resisted & did not leave his bag. Accused were identified based on CCTV footage,” informed Rastradeep.

Rural Oly Games: Dr Poonia reviews preps for final phase

Jaipur: President of Rajasthan State Sports Council, Dr Krishna Poonia on Sunday took a meeting of officials in SMS Stadium regarding the final phase of Rajiv Gandhi Rural Olympic Games, scheduled to be held from October 10 to 13.

Dr Krishna Poonia said that the rural Olympics were held at gram panchayat, block and district level.

“Now, it will be held at the state-level. The rural Olympics have increased the interest of youths in sports. Given its popularity, the Chief Minister has also announced Olympic games for cities. Besides this, committees will be formed for the successful organisation

of the state-level competition,” said Sports Council President Dr Krishna Poonia.

She added that 3,700 players, including both men and women, will be participating in the state-level competition.

“Players from all 33 districts of the state will be participating in the

sporting event. Preparations are being made by the council to make it a memorable event,” added Dr Krishna Poonia. Rajasthan State Sports Council Secretary Rajulal Gurjar, Chief Sports Officer Virendra Poonia and others were also present at the meeting.

Jaipur: Chief Minister Ashok Gehlot on Sunday approved a customised package for 32 projects that will attract an investment of more than Rs 1.42 lakh crore, an official release said. These projects carry the potential to create at least 32,000 jobs, it said.

In the third meeting of the Board of Investment at the Chief Minister’s residence here, Gehlot said the state government is committed to removing hurdles

in investment.

Proposals approved in the meeting were mainly related to companies in the renewable energy sector, plastic, glass manufacturing, manufacturing of electric vehicles, textiles and mines. Projects pertaining to minerals, food and beverage, hospitality, cement, auto

and auto components, agriculture and agroprocessing were also approved by the board, the release said.

“The State Government is determined to set up units and increase employment opportunities in the private sector,” said Gehlot while directing the department for the prepa-

rations for the Invest Rajasthan Summit.

“This summit will play an important role in the industrial development of the state,” he said.

Chief Minister Ashok Gehlot also instructed to study the possibilities of development of the cement industry in the Jaisalmer division.

Jaipur: Bureaucratic red-tapism seems to be bulldozing the investors’ interest in the state. Rajasthan had inked MoUs with different firms for 1,680 projects aimed at netting in investments worth Rs 1.93 lakh to the desert state. However, of these, only investments worth just Rs 6,314 crore could be realised in 520 projects. The projects which initially aimed at providing employment to 2.1 lakh individuals could in the end generate a meagre 34,000 jobs. Barely over 40% realisation of the projected investments is blamed because of redtapism. The state needs to create an investorfriendly environment.

The companies that took lead in implementation of MoU/LoI by investing in the state are Sangam India Limited, Daikin Air Condition Private Limited, ARL Infratech and Marwar Cement etc.

Another 3,812 cases of dengue have been identified and a maximum of 1,311 patients have been identified in Jaipur alone.

Seasonal diseases are seeing a rise. A total of 11 people died due to swine flu. There have been 505 cases of malaria and 141 cases of chikungunya.

Udaipur (FIB): A headconstable was suspended in Udaipur for thrashing a man for not wearing a helmet. Police informed the incident took place at Bohra Ganesh Ji Chauraha on Saturday when vehicles was stopped for checking.

“Head-constable Mahaveer Prasad, posted at Pratap Nagar Police Station stopped a man for not wearing a helmet. Suddenly, an argument broke out between them,” police said. “After a video of the incident went viral, he was suspended,” said SP.

Jaipur: The Rajasthan govt has come on the back foot amid the growing agitation over OBC reservation discrepancies. On Sunday, CM Gehlot gave in-principle approval to remove the discrepancies.

PCC president Govind Singh Dotasara said that the youth of the state had been agitating for a long time regarding reservation discrepancies.

“We talked to the officials on this whole

matter on Friday and took the matter to the CM. Today in-principle approval has been given to remove the discrepancies,” he said.

Now after the issuance of written order,

OBC candidates will be able to get the benefit of reservation in OBC quota. Former minister Harish Chaudhary sat on a dharna in Jaipur on Friday against his own govt over OBC res-

ervation discrepancy. During this, along with Harish Chaudhary, Independent MLA Baljit Yadav and Jat Mahasabha state president Rajaram Meel warned of an agitation if discrepancy was not resolved.

Jaipur: After a long wait of almost three years, the world famous royal luxury train ‘Palace on Wheels’ is ready to chug again. The refurbishment work of the train has been done at a cost of about Rs 1.25 crore and an agreement will be signed with the Railways on October 4 for its re-operation.

The ‘Palace on Wheels’ will have a Fame Tour on October 8, which will be flagged off by CM Gehlot. A small package has been made

for the Fame Tour, which will start from Jaipur to Ranthambore, Chittor, Udaipur, Bundi, Ajmer and culminate in Jaipur.

No city has been included in the list of 20 cleanest cities in the country. Jaipur Heritage has secured a rank of 26, while Jaipur Greater has slid down to 33rd position. Rajasthan has secured an overall position as the eighth cleanest state in the country.

Rajasthan has not secured even half of the overall marks as compared to Madhya Pradesh. The overall marks of Madhya Pradesh are 4470 while that of Rajasthan is only 2150. That is why many cities of Madhya Pradesh have been included in the list of the cleanest city in the country. Indore has been ranked as the cleanest city for the sixth time in a row. IN-DEPTH CELEBRATING DURGA PUJA AFTER UNESCO’S RECOGNITION

The Government of India Act of 1935 transferred the subject of Forestry to the state list. Not only was the recruitment to the IFS stopped, but it also meant that there was in effect, little central control over forest matters. Popular ministries too oath in the states, and increased the expenditure on welfare schemes, thereby putting pressure on the Finance department to seek additional sources of revenue. At that time, the main tax base of the states comprised land revenue followed by excise and commercial taxes.

The 1865 Indian Forest Act represented the first attempt of the colonial state to bring about a comprehensive legislation on the subject. Its primary aim was to assert the monopoly of the British over the Indian forest land. It empowered the government to declare any land covered with trees, or brushwood or jungle as a government forest and make rules to manage it. As mentioned in the first article in the series, the task was to secure teak wood for railway sleepers by creating a government monopoly over teak. However, as the forest department had still not been organized, the determination of whether the land in question was under forest or not, was determined by the Revenue officials.

Over the next two decades, the Forest department became more organized, and forest officials pointed out the lacunae in the 1865 Act (from the point of view of the Forest department). Thus, the Indian Forest Act was revised in 1878, and the principal fallout was that it truncated the centuries-old traditional use by communities of their forests. The provision of this Act established a virtual State monopoly over the for-

ests in a legal sense on one hand, and on the other, asserted that the customary use of the forests by the villagers was not a ‘right’, but a ‘privilege’ that could be withdrawn at will. This was, in effect the disenfranchisement of the forest dwellers over their traditional rights over access and livelihoods.

The 1878 Act divided forests into three categories- reserved, protected and village forests. The Reserved forests were called the ‘best forests and the villagers could not take anything from these forests, even for their own use.

For house building or fuel, they could take wood from protected or village forests, but in effect they were at the mercy of the forest officials.

By one stroke of the pen, the organic relationship between the forest dweller and the forest was extinguished.

After including Durga Puja in its list of intangible cultural heritage the Unesco said, “…this inscription will offer encouragement to the local communities that celebrate Durga Puja, including all the craftspeople, designers, artists and organizers of large-scale cultural events, as well as tourists and visitors who partake in the inclusive festivity that is Durga Puja”.

The Intangible Heritage List also includes, among others, Vedic chants, Ramlila, Yoga, Chhau dance and Garhwal’s religious festival Ramman and Kalbelia of Rajasthan.

Accused Vijay Kumar and Amar Kumar are natives of Bihar and they have been arrested, police said, adding they were under the influ ence of drugs while committing the crime.

The accused and the boy’s parents were working as construction labourers. Vijay and Amar have confessed to the crime and said they killed the boy to gain “prosperity”. All of them were living in the same slum, police said.

On Saturday night the accused called him to their cooking space and killed him by first attacking on his head and then slitting his throat, the police said.

Alwar: One man has been caught in connection with an alleged gang-rape of a 17-yearold girl by eight men, who also extorted money from her and later circulated her video online.

“One of the accused identified as Akram has been detained. He is being interrogated,” Circle Officer Kishangarh Bas Atul Agre said.

The FIR was registered on September 29 against eight accused who allegedly gangraped the minor thrice, police said, adding that different teams are searching for the other accused.

Shedding light on the case, SHO of the police station Amit Kumar said the 17-year-old victim received a call from one Sahil on December

31, 2021, who told her that he had some objectionable pictures of her, asking her to meet him. When she reached there, other accused from the same village raped her.

He said the girl was raped twice after that on January 3 and April 6.

“The father of the girl alleged that the accused filmed obscene videos and extorted Rs 50,000

for not circulating it,” he said. The family of the girl alleged that the accused had been demanding more money and when they failed to give, the accused circulated the video.

The SHO said all the accused are residents of the same village. They have been identified as Javed, Arbaz, Talim, Mustakim, Salman and two others named Akram.

FIGHTER RUDRA WILL BE DEPLOYED AT JODHPUR

Jodhpur: The squadron of indigenous fighter helicopter Rudra will be deployed today at Jodhpur Air Force Station, the country’s largest & most important Indian Air Force. Defence Minister Rajnath Singh and Chief of the Air Staff Air Chief Marshal VR Choudhary will attend the ceremony on the occasion. This will be the country’s first squadron of Light Combat Helicopter (SHB) to be stationed in Jodhpur. In June last, the army got its squadron. The deployment of Rudra Squadron in Jodhpur will increase the air force of the Western Front. Five years ago, the first squadron of indigenous Advanced Light Helicopter Dhruv was deployed in Jodhpur.

DoP grapples with shortage of IAS officers, more to retire soon

Jaipur: The Depart ment of Personnel is grappling with the shortage of IAS offic ers. On September 30, when two IAS officers Ravi Shankar Srivasta va and K B Pandey re tired, additional charge of their posts had to be given to another IAS of ficer. The total count of officers holding addi tional charge has in creased to more than 15.

The situation of short age of IAS officers is that in the 9 months of the

current year so far, 18 of ficers have retired while by December 3, more IAS officers will retire. The problem of DoP is that it is not in a position to re place the retiring offic ers, then the easy and simple way is to give ad ditional charge.

This year, 4 IAS offic ers have gone abroad on study leave. Finding an alternative to these of ficers has also become a problem for the DoP.

The fact is that the strength of the sanc tioned cadre of IAS of Rajasthan is basically

less. This, as on today, is 313 and 248 officers are working against this.

Last week, Rajasthan’s Principal Secretary DoP Hemant Gera raised this issue in the meeting of DoP secretaries of all the States, called by the Cen tre in New Delhi.

Prior to this, Rajya Sabha MP Kirori Lal Meena also met Union Personnel Minister Ji tendra Singh. He had demanded that the cad re strength of IAS of Rajasthan should be in creased from 313 to 365.

According to experts,

the demand of Rajasthan is justified. Rajasthan has the lowest number of IAS officers as com pared to other 5 States. In Haryana, 77 IAS officers are approved per 1 crore population. The cadre strength of IAS is 77 in Punjab, 49 in Tamil Nadu, 60 in Chhattis

garh and 52 in Madhya Pradesh whereas in Ra jasthan, only 39 IAS of ficers are sanctioned against the population of 1 crore.

Another aspect of the comparative data is that where an IAS serves an area of 206 square kilo meters in Haryana, an

IAS in Rajasthan is re sponsible for an area of 1093 square kilometers.

Another problem is that after different types of central deputa tion also lead to further shortage of IAS officers in the States.

As on today, Rajasthan has 19 IAS officers on deputation outside the State. Four officers are on study leave, three are on long leave and three are on interstate deputa tion. In this way, a total of 29 IAS officers are outside Rajasthan. The biggest problem

in Rajasthan is the lack of ACS, Principal Secre taries and Secretaries.

Today, the State has a total of 6 Additional Chief Secretaries avail able. Of these, 3 are post ed outside the Secretar iat. Experts say that there should be at least 8 or 10 Additional Chief Secretaries in the secre tariat. It is true that due to the crisis of the offic ers, it is the compulsion of the DoP to give addi tional charge but there should also be proper justification in giving additional charges.

DoP’s credibility gets dented by giving addi tional charges arbitrar ily or in a biased man ner. The latest example is that of Director Mines. Additional charge of this impor tant post has been given to Pradeep k Gawande, a very junior IAS officer of 2013 batch. He is the MD of RSMM in Udaipur. It is not hidden from anyone that this charge has been given to Gawande on political recommendation, but it has put a strain on the credibility of the DoP.
