New Delhi (PTI): The number of dengue cases witnesses a sharp rise in September with more than 400 new infections being reported in the last week of the month.
Total 693 cases of den gue were reported last month till September 28, according to a report re leased by the Municipal Corporation of Delhi (MCD) on Monday. The city recorded a total of 525 dengue cases till September 21 this year while 412 fresh cases were reported in the
week that followed, tak ing the tally of the vec tor-borne disease in the city to 937 so far this

Environment Min Gopal Rai launches 24x7 air quality monitoring facility as part of winter action plan
New Delhi (PTI): Del hi Environment Minis ter Gopal Rai on Mon day launched an ad vanced Green War Room to monitor air pollution 24X7 in the na tional capital and en sure effective imple mentation of winter ac tion plan to curb it.
This war room will work from the seventh floor of Delhi Secretari at where a 12-member team comprising envi ronment scientists and other officials will be deployed, the minister said while addressing a press conference here.
We have launched an advanced Green War Room from today and it will work round the clock. It will monitor air pollution levels 24X7 and ensure that all nec essary measures are taken to curb the pollu tion in accordance with the amended GRAP. The war room will also ana lyse pollution data of
the city, Rai said.
Graded Response Ac tion Plan (GRAP) is a set of anti-air pollution measures followed in the national capital and its vicinity accord ing to the severity of the situation.
CM Arvind Kejriwal had on Friday an nounced a 15-point win ter action plan to com bat pollution in the city.
Rai said the war room will also be linked with Green Delhi App through which resi dents can send their complaints regarding pollution, such as gar bage burning, to the war room. Then the neces sary instructions to con cerned departments will be issued to address the issue, he said.

DUTA observes strike in support of ad-hoc faculty
that so far 54,156 com plaints have been re ceived on Green Delhi App by residents in dif ferent parts of the city.
Of 54,156 complaints, nearly 90 per cent have been addressed. Maxi mum 32,573 complaints are related to MCD fol lowed by PWD which have 9,118 complaints and 3,333 complaints are related to DDA, Rai said.

New Delhi (PTI): More than 30 per cent of poor students who got free coaching for engineer ing and medical en trance exams under a Delhi government scheme have been ac cepted in reputed insti tutions, including Indi an Institutes of Technol ogy, Social Welfare Min ister Rajendra Pal Gau tam said on Monday.
AQI ‘moderate’ in Delhi city, ‘poor’ in other parts of NCR
New Delhi: While Delhi’s air quality in dex (AQI) remains in the ‘moderate’ cate gory, the air quality in other parts of the NCR has begun turn ing ‘poor’. According to Central Pollution Control Board bulle tins, the air quality in Greater Noida and Ghaziabad was 220, and 207 respectively. The AQI in Delhi was 181, in the ‘moderate’ category, with PM10, PM2.5 and ozone as the main pollutants.
The AQI in Delhi has remained in the ‘moderate’ category from September 27 onwards. At most monitoring stations, the 24-hour average AQI at 9 am on Mon day was in the ‘mod
erate’ category, ex cept for Anand Vi har, where it was 378, in the ‘very poor’ category.
A forecast issued by the Air Quality Early Warning Sys tem indicates that the AQI in Delhi could remain in the upper end of the ‘moderate’ category on Tuesday and Wednesday.
It is likely to re main in the ‘moder ate’ to ‘satisfactory’ category for seven days subsequently, going by the forecast. Since the AQI is not forecasted to reach the ‘poor’ category in the next few days, measures under the Graded Response Ac tion Plan are unlikely to kick in.
Depts told to ensure timely processing of court-related issues
New Delhi (PTI): Del hi government’s Fi nance Department has directed other depart ments to ensure timely processing of court-re lated matters so that the dispensation does not suffer huge losses.
The advisory issued to departments and au tonomous bodies under the city government on September 29 said that in a matter before the HC the department had suffered a huge loss due to delayed payment incurring ‘interest of decree’.
“The department should obtain/arrange necessary budget from Finance Department/ Competent Authority timely and should point out complete ob servation of the case in one go,” the advisory stated.
It also suggested that since there is a provi sion for issuance of ad
vance from the Contin gency Fund if the Fund under the relevant budgetary head is not available, so the matter should be processed ac cordingly, it stated.
The matter of pay ment of interest on de layed payment of gra tuity to the govern ment servant due to administrative rea sons or lapses shall be dealt by the Adminis trative Department, according to the provi sion of Rule 68 of Cen tral Civil Services (Pension) Rules and applicable to the Gov ernment of India deci sions, it added.

New Delhi (PTI): Delhi University teachers on Monday observed a strike to demand the ab sorption of ad-hoc teachers.
The strike has been called by the Delhi Uni versity Teachers’ Asso ciation (DUTA).
It comes amid reports of “displacement” of ad hoc teachers in colleges such as Deshbandhu, Ramjas and Lakshmibai as well as the Depart ment of Commerce and Psychology, a DUTA ex ecutive member said.
“Teachers of all Delhi University colleges are boycotting classes. It is a complete strike. The strike has been called by DUTA against the dis placement of ad hoc teachers,” the DUTA member said.
The DUTA executive
recently held a meeting and noted that there has been displacement of serving teachers in in terviews held in various colleges and depart ments, the member said.
“Displacement in DU of serving teachers has taken place in DBC (Deshbandhu), Ramjas and Lakshmibai colleg es as well as the Depart ment of Commerce and Psychology,” the DUTA
had said in a statement on September 30.
“The DUTA con demns the displace ments and urges the col lege administrations to review any such deci sion as it is a matter of livelihood of those who have served the institu tion,” it said.
The DUTA has de manded that those posi tions which were creat ed prior to 2019 and filled through ad hoc arrangements should not be reserved for the Economically Weaker Section category.
“DUTA reiterates its firm resolve for absorp tion of temporary/ad hoc teachers observing the constitutional provi sions for social reserva tion and DoPT 200-point roster,” the statement mentioned.
Gautam said around 13,000 students had en rolled for the “Jai Bhim Mukhyamantri Pratib ha Vikas Yojana” in the last batch and around 4,000 of them got free coaching for engineer ing and medical en trance exams. Total 1,303 students have got admission into IITs, NI ITs, Delhi Technological University, IP Universi ty and other reputed in stitutions, he said.
The Delhi government spends Rs 1.4 lakh on free coaching. Besides, each student gets Rs 2,500 to cover miscella neous expenses. Started in 2019, the scheme ini tially covered Sched ules Caste students be fore it included all chil dren who have passed classes 10 and 12 from Delhi and their annual family income is less than Rs 8 lakh.

71% reveal being sexually abused: Survey
An online survey of 160 men revealed - 71% of them had been sexually abused as children.”We have no data on adult male rape in India. Regard ing this, the last government research in India was carried out in 2007, where 53.2% of children reported having experienced some form of sexual abuse of which, 52.9% were boys,” according to Filmmaker Insia Da riwala. At least 71% men surveyed said they were abused and did not tell anyone adue to shame, con fusion, fear, and guilt.
The Delhi-based Cen tre for Civil Society found over 18% of Indian men surveyed were coerced or forced to have sex. Of those, 16% claimed a female perpetra tor and 2% claimed a male perpetrator.

‘Raising number of pvt wards at AIIMS can help bolster revenue’
New Delhi (PTI): Con verting a third of gen eral wards at all AIIMS into special wards and increasing the number of private wards can improve the revenue generating potential of the premier insti tute, according to rec ommendations made at the AIIMS Chintan Shivir.

“One-third of the general beds can be converted into special general ward, another one-third can be paying beds for above poverty line patients,” it was recommended.
The general beds are free at the AIIMS, while those getting admitted in special wards will have to pay for the bed as well as for the medi cines and tests, official sources explained.

Delhi police register UAPA case against PFI, associates
‘Even after Sept 29 notification, some members secretly conspiring to disrupt public order’
New Delhi (PTI): Delhi Police have registered an FIR against the banned outfit Popular Front of India (PFI) un der the stringent Un lawful Activities Pre vention Act (UAPA) in southeast Delhi’s Shaheen Bagh area, an official said on Monday.
The government has imposed a ban on the PFI and its associates -Rehab India Founda tion (RIF), All India Imams Council (AllC), National Confederation of Human Rights Or ganisation (NCHRO) and other organisations as unlawful associa tions for its alleged ter ror activities.
The development also comes after Delhi Po lice’s Special Cell along with district police raided in six districts in the city last week and nabbed 30 people alleg edly linked to PFI.

Gurugram (PTI): An old factory collapsed while it was being de molished here on Mon day morning, leaving two labourers dead and as many injured, police said.
The deceased were identified as Guddu (35) and Pratap (24), the in jured are Ramakant (27) and Naresh (26), all resi dents of Fatehpur Chau rasi in Unnao district of UP, they said.
According to the dis trict administration, six labourers were carrying out the demolition work of the three-storey building and had been staying on the premises, they said.
Deputy Commission er Nishant Yadav said two labourers had gone out while four were in side when the incident happened around 8 in plot 257 in Phase 1 of Udyog Vihar. The build ing was closed for six years and the demoli tion work had started a month ago, police said.

New Delhi (PTI): Na tional Capital Region Transport Corporation (NCRTC) Managing Di rector Vinay Kumar Singh on Monday un veiled the new look of the organisation’s cor porate website, an offi cial statement said.
The website is dotted with commuter-centric features like Regional Rapid Transit System (RRTS) project informa tion, and an interactive map of the corridor among others, it said.
NCRTC is implement ing the country’s first RRTS, a high-speed railbased transit corridor,
between Delhi and Meerut via Ghaziabad.
The statement said as the country’s first RRTS
project has moved to ad vanced stages of imple mentation, a need for a comprehensive plat form with a modern look and feel was felt to showcase the journey and updates about the project.
Technology and com muter-centric features are the highlights of this new website, it said.
“The NCRTC has de veloped and is using some of the most ad vanced technologies in the RRTS, many of them
being used for the first time in the country. This website provides in sights into these tech nologies, it said.
It further said there is a separate section on construction updates as well as a pictorial jour ney of the RRTS sta tions. The revamped website also showcases an interactive map of the first RRTS corridor with detailed informa tion about the stations, providing an immersive experience for the users.
New Delhi (PTI): The CBI has booked Betrue Ecom Solutions Pvt Ltd and its directors for al leged involvement in on line sports betting and gambling with the con nivance of Philippinesbased Dafasports, an on line web platform, offi cials said Monday.
The probe agency said the company’s accounts saw major transactions -- withdrawal of `23.33 crore and deposits of Rs 23.37 crore -- from March 2, 2019, to May 31, 2019, during which the IPL cricket tournament was also underway, they said.
The enquiry by the agency showed the com pany was linked with dafabet.com and in volved in online betting and gambling under the guise of online trading of footwear, as men tioned by the company in
its documents submitted to the Registrar of Com panies and the bank.
“However, they transact ed a specific amount in account of www.dafabet. com but ultimately the payments were credited in the account of Betrue Ecom Solutions Private Limited, which indicates that the accused compa ny is having link with dafabet,” the FIR said.

Drawing a corollary for modern-era business execu tives, their professional ca reer can be nebulously divid ed into trainee, rapid growth, plateau, and finally retire ment phases. Though there aren’t any defined formulae the deepest worries are ob served when one’s career moves to auto mode – routine, less challenging, and conse quently negligible growth for a few years. Often this reverie is ignored until a rude shock awakens one with either get ting a pink slip or noticing peers leapfrogging ahead. New Delhi (ANI): Prime Minister Narendra Modi will visit Himachal Pradesh on October 5 where he will inaugurate the All India Institute of Medical Sciences (AIIMS) in Bilaspur as well as lay the founda tion stone of projects worth over Rs 3,650 crore.
According to Prime Minister’s Office (PMO), AIIMS Bilaspur con structed at more than Rs 1470 crore, is a state-ofthe-art hospital with 18 speciality and 17 super speciality departments, 18 modular operation theatres and 750 beds with 64 ICU beds. Spread over 247 acres, the hospi tal is equipped with 24 hours emergency and dialysis facilities, mod ern diagnostic machines like ultrasonography, CT scan, MRI etc, Amrit Pharmacy and Jan Aus hadhi Kendra and also a 30 bedded AYUSH block.
The Hospital has also set up the Centre for Digital Health to pro vide health services in the tribal and inacces sible tribal areas of Himachal Pradesh.

This case pertains to the demand for bribes for getting approval of a proposal from the Union Ministry of Culture for setting up the Tagore Cultural Complex in Arunachal Pradesh. Accused Akila Jangru and her co-accused Rajpal Singh Arora were arrested on August 22, 2022. Special CBI judge Anil Antil of Rouse Avenue Court granted bail to Akila Jangru on furnishing a personal bond of Rs 50,000 and two sureties in the like amount.

BSF seizes Pak fishing boat from ‘Harami Nala’ creek area of Guj
New Delhi (ANI): The Border Security Force (BSF) on Monday seized one abandoned Paki stani fishing boat from ‘Harami Nala’ creek area near Bhuj in Kutch of Gujarat, along the In dia-Pakistan maritime boundary, the force said.
The boat was found from ‘Harami Nala’ around 6 am by BSF team patrolling in the area. Some ice boxes, jerry cans and fishing nets were seized by the BSF personnel. Howev
er, the men on the boat managed to flee towards the Pakistan side.
“We seized a Pakistani fishing boat from ‘Hara mi Nala’ in Kutch of Gu jarat around 6 am. A few people were seen on the
boat, but they jumped into water and swam to wards the Pakistan side. Icebox, jerry can and fishing net have been seized by the BSF person nel from the abandoned boat,” a BSF official said.

Ranchi (Agencies): In a shocking incident in Garhwa, a minor girl was kidnapped from a place of worship and gang-raped. The crime took place at Saraidohar village in the district’s Chinia police station. The victim was then released four hours later after the accused threatened her to not speak of the incident to anyone, as reported by news agency. The victim along with her parents approached the police and registered an FIR after which the two accused were arrested.

New Delhi (ANI): Congress presidential candidate Shashi Tharoor on Monday welcomed guidelines laid down by the party's Chief Election Authority asking the contestors to take "utmost care" to ensure "no malafide campaign" against the two competitors as it would bring "disgrace to the party".
The series of guidelines stated by Congress' Central Election Authority chair man Madhusudan Mistry for the party's internal polls scheduled to be held on October 17, said, "Utmost care must be taken to ensure that there is no mala-fide campaign against any candidate. The sensitivity of the election process must be upheld at any cost." Mal likarjun Kharge and Shashi Tharoor are up against each other in the polls. It was also stated that no leader of the party holding an organisational post can participate in the campaign process of the elections. It asked the party leaders to tender their resignations first "if they wish to support any candidate". "Mallikarjun Kharge and Shashi Tharoor are contesting the election of Congress President in their personal capacity," stated the guidelines.

New Delhi (PTI): Manufacturing activities in India eased marginally in September but remained in good shape amid companies hiring more workers and cooling price pressures, according to a monthly survey released on Monday.
The seasonally adjusted S&P Global India Manufacturing Purchasing Managers’ Index (PMI) indicated a strong improvement in the health of the Indian manufacturing industry, as companies stepped up production in tandem with a sustained increase in new work intakes.
The PMI at 55.1 in September continued to be in expansion mode for the 15th consecutive month but was slightly lower than 56.2 recorded in August.

New Delhi (PTI): The government will approach the capital market this month to raise around `2,500 crore to fund three road projects, a senior official said on Monday.
The money will be raised through Infrastructure Investment Trusts (InvITs), the government official added.
“We will be approaching the capital market this month to raise around ` 2,500 crore for the three road projects,” he said.

New Delhi: Maruti Suzuki India on Monday reported an over two-fold rise in its vehicle production at 1,77,468 units in September 2022. “The shortage of electronic components had a minor impact on the production of vehicles during the month,” Maruti Suzuki India said. Total passenger vehicles production was at 1,73,929 units last month. It was at 77,782 units in September 2022. Passenger cars production was up at 1,31,258 units as against 47,884 in 2021.

New Delhi: The average prices of 11 essential food items declined 2-11% in the last one month, the government said on Monday. Food and Consumer Affairs Minister Piyush Goyal tweeted that prices of essential items have fallen, giving relief to monthly household budget. He also shared a chart showing the decline in the prices of 11 items.
The average price of palm oil fell a maximum of 11% to `118 per litre on October 2 from `132 per litre on September 2, 2022. The price of vanaspati ghee fell 6% to `143 per kg from `152 per kg. —PTI

The broader NSE Nifty fell by 207 points or 1.21% to end at 16,887.35. Among the Sensex stocks, Maruti, Hindustan Unilever, IndusInd Bank, ITC, Bajaj Finance, State Bank of India and Kotak Mahindra Bank were the major laggards. Dr Reddy’s, NTPC, Bharti Airtel and Wipro were the winners.

PROSUS CALLS OFF $4.7 BN ACQUISITION OF BILLDESK
New Delhi: Prosus NV, which owns PayU, has terminated a $4.7 billion (about `38,400 crore) deal to acquire Indian payments firm BillDesk after conditions on the deal weren’t met. In a statement, Prosus said certain conditions precedent weren’t met by the deadline at the end of September. Approval of the CCI, which was one of the conditions precedent, was received on September 5 but Prosus did not specify which other conditions were not met. —PTI
New Delhi: Vodafone Idea (Vi) CEO Akshaya Moondra on Monday has asked the government to cut the hefty levies plaguing the sector to enable operators to boost cash generation and invest in capital intensive 5G networks.
“In a country where tariffs are the lowest, India’s telecom industry has the highest levies anywhere in the world…if one includes the price of spectrum, converts it to an annuity value and calculates that as a percentage of revenue, that’s an additional 28% of industry revenue over and above the more visible 30% (of revenue) levies element, comprising GST (18%) and licence fees/ spectrum usage charges (12%),” Moondra said.

New Delhi (PTI): State-owned telecom firm BSNL will start rolling out 4G network from November onwards and gradually upgrade it to
August next year. The company has plans to roll out almost 1.25 lakh 4G mobile sites in 18 months, BSNL chairman and MD PK Purwar said.
“The first roll out (of planned 4G network) should take place in November,” Purwar said. The company is in discussion with IT major TCS and state-run C-DOT-led consortium to deploy indigenously developed 4G technology in the network. When asked about the timeline of BSNL’s plans to roll out 5G services, Purwar said the company is

Mumbai (PTI): India Inc’s credit quality showed further improvement in AprilSeptember period with the ratio of upgrades to downgrades inching higher.
The credit ratio’s improvement to 5.52 in H1FY23 as compared to 5.04 in H2FY22 was driven by leaner balance sheets led by healthy cash flows and muted investments, Crisil Ratings said.
However, the agency clarified that the data may not be fully representative as many small businesses with outstanding ratings have turned non-coopera-
tive in sharing data on a continued basis which can be driven by adverse financial health.
“India Inc has emerged stronger post-pandemic,” its managing director Gurpreet Chhatwal said, exuding confidence that the corporate India can weather the current storm caused by global events like higher inflation.

Mumbai (PTI): The rupee fell by 49 paise to close at 81.89 (provisional) against the US dollar on Monday as heavy selling pressure in the domestic equities and a spike in crude oil prices weighed on the local unit. Besides, a stronger greenback against key rivals and persistent foreign fund outflows put pressure on the domestic currency, forex dealers said. At the interbank foreign exchange market, the local currency opened weak at 81.65, fell further to 81.98 against the American currency. It finally ended at 81.89, down 49 paise over its previous close on Friday.
Nafed offloads buffer onion of 20,000 tons in different cities
New Delhi (PTI): To check the sudden spike in onion prices, cooperative Nafed has offloaded 20,000 tonnes of the bulb from the government’s reserves in the last three weeks across India, official sources said.
Onion is being disposed of at the “going market rate” in major cities like Delhi, Patna, Lucknow, Chandigarh, Chennai and Hyderabad among others, sources said.
Nafed has been creating a buffer stock of onion on behalf of the government under the Price Stabilisation Fund (PSF) for the last few years.
For 2022-23, Nafed has built a record onion reserve of 2.50 lakh tonnes to deal with a potential spike in onion prices during the lean season that runs from August to December.
States borrowing cost rises for third consecutive week
New Delhi(PTI): The average cost of market borrowing for states rose 12 basis point to 7.77% on Monday, increasing for the third consecutive week.
The cost of funds has seen a cumulative hike of 31 basis points (bps) during the past three weeks.
At the latest auction of debt, 10 states raised `19,500 cr on Monday, drawing down the full amount indicated for this week.
The weighted average cut-off of the debt rose by 12 bps to 7.77% from 7.65% in the last auction, despite the weighted average ten-

Vaccination drive to mark World Animal Day in Delhi
New Delhi (PTI): Com munity dog feeders, vet erinarians and citizens in Delhi and NCR will hold a vaccination drive for the stray canines on the occasion of World Animal Day on Tuesday.
‘Be a streetheart’ drive which started from Rajghat on the birth anniversary of Mahatma Gandhi would continue till October 9 in different areas of the national capital and Noida in which citizens, community dog feeders, and volunteering veteri narians will participate, a statement from India

“What makes this drive especially re markable is that it will not make use of wire catchers, ropes or nets. Instead, it will show the power of compassion in action,” it said.

New Delhi (PTI): A 23-year-old man was arrested from Ra jasthan for allegedly extorting money from a Delhi resident by threatening to upload his morphed porno graphic video on so cial media, police said on Monday. Three mo bile phones used in the commission of the crime were recovered from the accused, Go vind Ram, a resident of Rajasthan’s Bharat pur district, they said.

Solanki, a BJP leader from Ahmedabad who served as a party spokes person till around six months ago, has been suspended for six years with immediate effect, a statement issued by Gu jarat BJP said. Solanki on Sunday night shared a selfie with Mann on his Facebook page with the caption, “Thanks for birthday wishes @Bhag wantMann ji @CMOPb”.

Today I told my wife I was leaving for the office at 9 am and left the house. But I did not go to the office. I made a u-turn on the main road and drove straight to meet my grandson. I knew he had broken his remote-controlled car and I just had to go and fix it. When I reached Aman was very upset and begging his mother for a new toy car. I sat him down and explained to him that we must at least try to repair the broken one. I was hard at work, and Aman served as my dutiful assistant, handing me whichever tools I asked him for. On the fourth attempt, the car sprang to life, as did Aman’s smile. It was a great day at the office. That’s when I realized that writing a diary is not just some silly thing elderly people do. It is in fact, a record of each day of one’s life. I found that amazing. Ever since that day, I secretly kept a diary of my own. A simple, calendared diary where at the end of each day, I’d take five to ten minutes, and even if I was very tired or short of time, at least write down the highlights of my day. On the occasion of crossing the milestone of ten years, Rashi Anand, the founder of the well-known NGO 'Lakshyam' hosted a grand event titled “Fashion for a cause 2022” on October 2 at the Dhan Mills, Chattarpur,
New Delhi, with the initiative of annual fundraising. Various prominent personalities from fashion, Bollywood, and other individuals from diverse fields were also present during the occasion, to raise funds for the education of less-privileged children and support NGO Lak shyam’s, Fashion for a cause.
“Fashion for Cause 2022” is a one-of-its-kind fashion show in India that brings fashion and disadvantaged
children on a uniquely encour aging and celebratory platform with celebrities from the world of fashion. This year the idea behind the event is to work for the upliftment of their new center in Kirby Place wherein the majority of the population is involved in begging and sell ing toys at traffic signals. Around 10,000 people have inhabited the slum area for the last 30 years without any electricity.
While adressing the audience Rashi Anand, Founder ,Lakshy am, said "In the hope of imple menting the program successfully and raising enough resources for our beneficiaries, women, men, and children, so that they get to hold a secured future for themselves, we are hosting this show and celebrating the 10th year of hard work of the entire fami ly of Lakshyam"stated Rashi Anand.

The 50 ft poster and teaser of the film ‘Adipurush’ launched on the banks of river Saryu, on October 2. As if no stone has been left unturned to make the celebrations of the film Aadipurush grand and memorable. To introduce the teaser for their eagerly anticipated mythological drama, Prabhas and Kriti Sanon travelled to Ayodhya with the director Om Raut. Prabhas plays Lord Ram in the movie talking about Saif Ali Khan he plays the role of Ravan, the villain while Kriti essays the role of Sita.
Bollywood actress Kangana Ranaut recently visited an exhibition of mementos presented to Prime Minister Narendra Modi, at the National Gallery of Modern Art in New Delhi on Sunday.
