Bharat Dixit Jaipur: Ahead of the by-elections for the post of Jaipur Greater Municipal Corporation Mayor, the BJP on Thursday shifted several of its councillors to a hotel in the name of training camp. The councillors were called at the party office and later taken to the hotel in Chomu in two buses. However, over two dozen councillors, including caretaker Mayor Sheel Dhabhai, are currently away from the camp, but will soon join the camp, the party said. Both the BJP and the Congress have not yet declared their candidates. The candidates will be decided after discussion with their respective councillors. Bharti Lakhyani, Sukhpreet Bansal, Sheel Dhabai and Rashmi Saini are considered in the race for the ticket.

Jaipur: A special summary revision of the photo electoral rolls will be taken up in all 200 Assembly constituencies in the State. The draft electoral roll will be published on November 9 and the final publication of voter lists will be done on 5 January 2023. Chief Electoral Of-

ficer Praveen Gupta informed that the qualifying date for inclusion of names in the voter list has been fixed by the Election Commission of India four times in a year, January 1, April 1,

July 1 and October 1, instead of January 1. He said that the annual summary revision programme would be done with reference to January 1 of the year as the qualifying date. Those who are eligible for registration on the qualifying dates can apply in Form-6 in advance to get their name added to the voter list.

Govt to issue deeds to small landowners at `5 per sqm 

Plots situated on agricultural land in Nagar Palika areas will be given pattas at nominal rate; cut-off date relaxed for issuing lease deeds

Abhishek Shrivastva Jaipur: To provide relief to plot owners in smaller cities, the State Government has decided to regularise colonies and issue land deeds at a very nominal cost. Now, a lease deed of a plot measuring up to 120 square metres will be issued at Rs 5 per square metre. As per the notification issued by the Department of Urban Development and Housing

and Local Self Government, plots situated on agricultural land in Nagar Palika areas will be given pattas at this rate. The Government has also relaxed the cut-off date for issuing lease

deeds. The notification states that before the formation of the municipality or before the implementation of the master plan of the concerned area, whichever is earlier, the date shall

be considered as the cut-off date. Notably, a cabinetempowered committee was formed under UDH Minister Shanti Dhariwal to provide relaxations for colonies situated on agricultural land in smaller towns. Later, a proposal was prepared and sent to Chief Minister Ashok Gehlot for approval. Following the final approval, a notification was issued by UDH-LSG on Thursday.

Senior IPS Umesh Mishra took over as the 35th DGP of Rajasthan at Police Headquarters Jaipur: Senior IPS officer Umesh Mishra on Thursday took over as the new chief of the Rajasthan Police after the retirement of Rajasthan Police Chief ML Lather. Mishra, after taking over the charge, talked about changing the face of the police and rein in the mafia and gangsters. Mishra took over as the 35th DGP of Rajasthan at the Police Headquarters. Lather handed over the charge to Mishra. His family members were also present. Top officials of the police department congratulated him. Mishra was escorted from his residence to the police headquarters with a pilot vehicle and two motorcycles. He was given a guard of honour by the RAC contingent at the police headquarters. Lather retired on Thursday. His farewell ceremony was organized at RPA and Police Headquarters. During the farewell ceremony, Lather advised the policemen to work as a team.

Bikaner: The income tax department on Thursday raided the premises of three business groups in Bikaner, Nokha, Deshnok and Gangashahar. The IT raids were held at 40 locations at the premises of the Duggar group, Tayal group and Rathi group in Bikaner while in Nokha, the I-T team conducted searches on Jhavar group premises. These nine blocks will include three mining leases and six composite licenses of five major minerals. HC asks JDA to present records related to action in central park

Jaipur (FIB): Raj High Court has asked the JDA to produce all the records of removal of encroachments from the Central Park and action of taking possession. A division bench of Justice MM Srivastava and Justice VK Bharwani directed the JDA to produce the records on November 22. It was argued on behalf of the petitioner that the JDA has not yet removed the encroachments present in the park nor has it taken possession of the government land. Therefore, the possession of government land should be taken by removing encroachments from the Central Park. On the other hand, it was claimed by JDA that encroachments have been removed from the park. On contradiction, the HC order to clarify the situation by presenting the records.

Khan’s assertion is based on Article 164 (1) of the Constitution which says that “Ministers shall hold office during the pleasure of the Governor.” Technically the Governor’s letter is in sync with the Constitution but legal experts argue that notwithstanding the constitutional provision, no governor in the history of post-Independence India has exercised this power unilaterally. The controversy is still simmering as Pinarayi Vijayan is refusing to sack his cabinet colleague. Khan, whom the state government calls an agent of the Centre, is not known to backtrack on a decision which he thinks is constitutionally and legally correct. Vijayan faces a challenge.

ormer Prime Minister of Pakistan Imran Khan survived a gun attack, which is being described as an assassination attempt, when his long convoy was heading towards Islamabad. The Tehreeke-Insaaf party leader’s popularity has been at its peak after his removal from office through a no-confidence vote. He has been boldly taking on the Shehbaz Sharif government, the Pakistan army and the “deep state” or the Inter-Services Intelligence (ISI) of Pakistan. His allegation that the ISI was behind the murder of a Pakistani journalist in Kenya forced the ISI chief to defend the agency in a rare public appearance. Clearly the former prime minister has made too many powerful enemies, which is always a dangerous situation for any democratically elected political leader. Last month the Election Commission of Pakistan disqualified him from contesting election for five years. But the popular cricketer-turned-politician was insistent on his demand for fresh polls in the country. Thursday’s development shows how dangerous Pakistan is for democracy.

“Why separate dates for Himachal, Gujarat polls?” New Delhi (PTI): The Congress on Thursday said the Election Commission must give an explanation to the people of the country as to why it announced the poll schedule for Himachal Pradesh and Gujarat on separate dates even though counting of votes would be held on the same day. At a cabinet meeting on Thursday in which 22 of 23 proposals tabled were passed. Rising crime: Stats show Raj tops in missing girls 9,315 missing FIRs registered between Jan 1, 2020 to Jan 31, 2022 Mahesh Sharma Jaipur: Rajasthan has the highest number of missing girls in the reported missing cases but they are rarely traced. Police are trying hard but success eludes them. In Rajasthan, from January 1, 2020 to January 31, 2022, a total of 9315 missing FIRs were registered in various police stations of the state. In these, 9608 children have gone missing. Out of these, 8866 children have been found and handed over to their parents. Police are trying to trace the remaining 742 children.

They would take money from victims by threatening to expose these obscene videos to kin and friends,’’ he said. Several transfers on, ‘ghost’ of ‘man-management’ still haunts DoP! Rajendra Chhabra Jaipur: Even after the recent shuffle of IAS in the State, the already existing dismal man-management situation has not improved as the number of officers given additional charges has not decreased. If two are removed, two more are handed the additional charge, whereas, the number of under-utilised officers is also similar. Moreover, important responsibilities have been handed to junior officers. The most interesting case is of ACS Abhay Ku-

mar, who has served as Secretary, Rural Development for ten years, and now again, he has been handed the reins of the same department along with Panchayati Raj. But handing him the responsibility of the Food Department for the first time that an ACS rank officer has been given such a small department. But perhaps justice has been done to Anand Kumar, who was the most over-burdened officer. Instead of half a dozen departments, he now has Home and Transport Departments

to lead. Reportedly, Kumar is happy with the new assignment. However, taking additional charge of a major department like Water Resources and handing it to Shikhar Agrawal can not be understood. Shikhar is already handling Forest and Environment, but this additional charge, in bureaucratic circles, is being considered as a message given by the government that old issues have been forgiven and forgotten. Among other officers, Hridesh Sharma will handle the responsibilities of Secretary, LSG

along with the additional responsibility of RUIDP and RUDSICO. Now, let us take a look at the under-utilised officers. T. Ravikant, Sreya Guha, Dinesh Kumar, Naveen Mahajan, Manju Rajpal, Naveen Jain, Sandeep Verma and Ajitabh Sharma do not have the department or responsibilities akin to

officers of their level, calibre, seniority and experience. This is T. Ravikant’s seventh transfer in this government, as till now, he has served in JDA, finance, RVPNL, RREC and Pollution Control, which are considered major postings. But now, he has been given a comparatively small depart-

ment like Medical Education whereas, the work of new Medical Colleges has been completed. Sandeep Verma, who has held the reins of Science and Technology Department, has yet again been handed the reins of this small department, even though after two months, he will be promoted to ACS rank. Handing a small department to a senior officer is nothing but underutilisation of their experience. The registrar in a Cooperative Department handles all the affairs of the department and as

such, there is not a need for a Principal Secretary level officer there. Therefore, 1994 batch IAS Sreya Guha does not have any workload in the department. An almost similar is the situation with Dinesh Kumar in Agriculture as he too is being under- utilised. Since the beginning, Agirculture and Co-operatives have been under one roof and now when the State has a dearth of capable officers, handing the responsibilities of these departments to two different officers is illogical. Naveen Jain and Man-

ju Rajpal could have been given better responsibilities instead of PR and RD since both departments are now under ACS Abhay Kumar. Similarly, Naveen Mahajan in Water Pollution and Ajitabh Sharma in JCTSL are being underutilised and they could be given more work on their current assignment. The DoP has taken a new experiment by putting comparatively junior officers Nathmal Didel as MD Roadways and Meghraj Singh Ratnu as Registrar, Co-operatives.

ing as a Communication Skills Teacher & Writer ever since! Do I propagate and endorse this way of life, of repeatedly changing tracks & careers? Of course not. But do I feel that in the one life we have, it is worth deeply scrutinizing & finding one’s passion and then following it, no matter what the odds are? The answer to this question is a resounding yes! We are lucky enough to live in a free country. Yet, we seldom reward ourselves with true freedom! The leeway to become actualized adults that are complete yet unique realized yet open and whole yet differentiated, is seldom granted to us, and especially today, to young students and children. Freedom to explore, and of thought & expression, to me, is the essence of individual freedom. However, in my observation, while our schools and educational institutions have ‘improved’ by

Our likes, dislikes, talents, interests and passions, makes up a delectable cauldron waiting to be sipped, tastedand savoured. Perhaps the only way of initiating this ‘exploration’ is to expose ourselves to a wide variety of experiences. In each interaction lies a unique experience. Be it listening to a particular kind of music, strolling through a park early in the morning amid the birds and the freshly awakened flowers, or watching a great Ted Talk. Each human encounter brings us rich new learnings. A chat with our auto-rikshaw driver, a discussion with an elderly uncle; so much knowledge and awareness can be imbibed.

Smart Classes to Air Conditioned rooms & buses, state-of-the-art laboratories to the lavish sporting framework. But where is the evolution in the embedded philosophy or the ethos of education? Where is the strategy behind what kind of human beings we are producing to lead us into the future? Where is the identification and manifestation of the unique passions and talents of an individual? I believe that along with all the wonderful progress that has been made by schools, and the ability of families & parents to provide greater exposure and tools to children, there must also be a very specific mandate to support, encourage and develop Exploration & Expression. But how does one do this?

Freedom to Educate: Once something piques our interest, to educate ourselves in that sphere. Research. It can begin with a simple secondary search online using Google. Let’s say Gaming has caught your fancy. You can learn about a lot of the basics of the Gaming world by reading from reliable/credible/established sources online. Maybe you’ll realize it is not for you. Maybe you will be even more convinced you’d like to know more! In the former scenario, you know you can leave this be and continue your quest of exploration. In the latter, you can then start to find out about courses that you can take outside of your set school curriculum to explore and educate yourself further in that discipline.

Freedom to Express: Too often we take things for granted. Silly things. Illogical things. ‘dogs will bite, don’t go near them’. ‘pink is for girls, boys can’t wear that colour’. Prejudices and preconceived notions, big and small, surround us. We must build, having explored and educated ourselves, the will and courage to express our own opinions, even though they sometimes might seem contrary to the status quo, against the inherited set of values and morality. We must question, we must ask, we must explore, and come to our own conclusions. Freedom is nothing if we don’t grant it to each individual. Freedom is a spirit of genuine self-discovery and thoughtful expression of that self-attainment. Without it, we are denying this great, ‘free’ country of its independence. Because without people who can think for themselves and contribute an individual perspective, we stand the greatest risk of all – being enslaved by our ‘dictated’ way of life. That, for this great young country of ours, will arguably be the greatest tragedy – if we end up with entire generations that are fed on a steady diet of pre-decided, pre-determined life paths. They will be frustrated, angry, discontented, disconnected, passionless individuals who will make up an apathetic whole!

he eyes of the spectators present at Rangayan Auditorium on Thursday became moist when they saw villagers sacrificing their lives to save trees. The occasion was to stage the play ‘Khejdi Ki Beti’. It was written and directed by senior theatre artist Ashok Rahi. The program was organised under the joint aegis of the Ministry of Culture, Government of India, JKK and Orion Greens. With this, the three-day National Panchtatva Mahotsav came to an end. The story of ‘Khejdi ki Beti’ is based on a true incident three hundred years old. 363 people of the Bishnoi community, residents of Khejadli village, went against the orders of Dewan Girdhar Das Bhandari and refused to cut the tree. Singh were the chief guests at the inaugural ceremony. Veteran Ranji trophy cricketers Dr H. Surana, Akhilesh Chaturvedy, S.P. Singh, Ranjeet Choudhary, Shabbir along with Dr Akshat Chaturvedy, Ayush Chaturvedy and Charu Datt were present at the ceremony. During the tournament, two matches took place in which the first match was played between Surana Cricket Academy v/s Disha Cricket Academy. Disha CA scored 106/7 in 20 overs (Akash 37 runs, Bharat Singh 33 runs) for Surana CA( Hemendra 30/3 wtk, Rajveer Singh 9/2wkt & Vikas 10/2wkt). Surana were able to chase this target in 13 overs at the loss of 3 wickets (Mahesh Adhikari 37 runs) for Disha (Vijay Sharma 17/2wkts). The second match was played between Jaipur Club v/s Karan Cricket Academy. Jaipur club scored 128/9 in 20 overs ( Mohd Kubeb 57 runs, Lohit 18 runs) for Karan CA( Faizan Ahmed 21/2 wkts).
