The Minister slammed JMCH Commissioner over corporation’s budget passing
Bharat Dixit
Jaipur: Food and Civil Supplies Minister Pratap Singh Khachariyawas on Wednesday flayed JMCH Commissioner Vishram Meena over passing of the Corporation’s budget without holding discussion.
“How did you pass the budget? Who are you to pass the budget? Do you have the right? The budget is considered to be passed only if it is passed in the general assembly. Who are you? I am a member of the Municipal Corporation, so you did not even talk to me. This matter will go a long way. Listen, Vishram Meena, democracy at any cost will be upheld. No matter whether you believe it or not, but this cannot happen in the presence of Pratap Singh,” he said.
The minister also said he will soon hold a meeting in the corporation.

Jaipur: Rajasthan BJP state president CP Joshi on Wednesday targeted the Congress dispensation over the acquittal of the accused in the Jaipur serial bomb blasts case, saying it is shameful and the release of the terrorists will cost the government.
The Rajasthan High Court recently acquitted all four men accused in the case, overturning a lower court’s verdict. The trial court had sentenced all four to death in 2019. Seventy-one people were killed and over 180 injured in a series of eight bomb blasts in Jaipur on May 13, 2008.
Speaking to reporters at the BJP headquarters here, Joshi said, “The 2008 Jaipur bomb blasts were very unfortunate. To save itself, the Congress government hires big lawyers of Rajasthan by paying huge amounts of money, but the government does not care at all about the 71 people killed in the Jaipur blast.”
“The release of such terrorists due to weak lobbying is a very shameful matter for the Cong Govt,” he said.

A public perp walk into a courtroom could energize – not humiliate Trump
For many criminals, this ritual is a moment of shame and embarrassment. In my previous career as a TV journalist, I covered quite a few walks when the person accused did everything they could to avoid the cameras. It is the scarlet letter of the digital age, which is why many of Trump’s critics on social media want one so badly they’ve been photo-editing fake ones for years. Perp walks are productions put on by the press and law enforcement. Some result simply from a tip by police officers about where and when a person will appear
Former President Donald Trump exited his black SUV and waved to supporters as he walked, flanked by Secret Service agents, into a downtown Manhattan courthouse to be arrested on April 4, 2023. This brief moment could easily be called the perp walk of the century.
Hundreds of visual journalists trained their cameras on the courthouse door, and helicopters overhead captured Trump’s short walk. Trump was visible to the public a second time inside the courthouse at around 2:30 p.m. and, with a stern expression, again walked past security guards and police. As Trump’s lawyer Joe Tacopina said would happen, Trump was not handcuffed.
Trump got what he wanted, as he, according to recent media reports, wanted to be the center of attention and create a spectacle. His detractors also got what they wanted, which was a visual record of Trump officially submitting to authorities, five days after he was indicted for 34 alleged felonies related to business fraud and a hush money payment to a porn star.
But Trump and his supporters are not likely to treat this as a walk of shame. Indeed, a highprofile event like a perp walk may further fuel Trump’s run for presidency.
I have studied perp walks for more than 10 years, and I am anxious to see how court officials, the New York Police Department and the Secret Service will handle Trump’s arrival at the New York courthouse on April 4.
Normally perp walks are seen as their own kind of punishment – a media ritual that puts an alleged criminal on display
for all to see. But Trump is a master showman and will be the ultimate ringmaster of his indictment. I believe that he clearly wants to – and will be able to – spin the event to his favor.
A RELATIVELY RECENT TREND
As I described in my 2021 book, “Seeing Justice,” perp walks have been part of visual news for decades. But the term became common in popular culture relatively recently.
A search of The New York Times archives found it used for the first time in 1994 as part of a feature on the jargon of tabloid journalism. Since then, the term spread from the occupational lingo of police and journalists into the public sphere.
A perp walk happens when police officers bring a person arrested in a crime through a public area so he or she can be photographed by the media.
During a perp walk, defendants may be handcuffed or wearing prison clothing, accompanied by officers, or they might be photographed as they freely walk into court. Sometimes they run, and sometimes they put jackets over their heads.
In unusual cases, defendants try to trick the press to avoid being photographed. Former Pennsylvania State Attorney General Kathleen Kane had her twin sister Ellen Granahan Goffer act as a decoy and walk to court in her place after Kane was arrested on charge of perjury and obstruction of justice in 2015.
Photographers recorded Goffer walking by, and some of them were unable to recover and capture the moment when Kane herself walked by shortly thereafter.
Dharmendra Pradhan @dpradhanbjp
A search of The New York Times archives found it used for the first time in 1994 as part of a feature on the jargon of tabloid journalism. Since then, the term spread from the occupational lingo of police and journalists into the public sphere. A perp walk happens when police officers bring a person arrested in a crime through a public area so he or she can be photographed by the media
activity. In this case, a New York doorman arrested for alleged theft of an apartment tenant’s belongings sued New York City and the police department after he was forced to do a perp walk. He said it violated his rights.
Orchestrating a perp walk for the former president, however, is not likely to satisfy the yearnings of those who want so badly to see him punished for his alleged crime.
Trump knows how to play to the camera and create his own media events. This is why he was prepared to appear in New York as a show of defiance against criminal charges stemming from his alleged hush money payment to porn actress Stormy Daniels. A man with dark hair and a dark suit smiles. He stands against a plain gray background.

A POINT OF SHAME
Perp walks are often a way to shame a criminal, even though they usually occur before a person is found guilty.
Perp walks are productions put on by the press and law enforce-

ment. Some result simply from a tip by police officers about where and when a person will appear. In some cases, as when Hollywood mogul Harvey Weinstein was arrested in 2018, perp walks are scheduled in advance with careful security plans for where photographers may or may not stand.
High-profile defendants are scrutinized for the way they walk, dress and face the cameras. In Weinstein’s case, for instance, his humble blue sweater made headlines.
Perp walks rarely occur spontaneously. They are usually tightly controlled and produced by the judicial system as a form of public relations for the criminal justice system. In 2000, the 2nd U.S. Circuit Court of Appeals ruled that this procedure is a legitimate way of informing the press and public of police
In 2014, I researched the way thenGov. Rick Perry of Texas handled his perp walk and mug shot in Travis County. Perry was charged with overstepping his powers by defunding an integrity unit.
Perry held a rally outside the courthouse before walking in and shaking hands with onlookers en route to the booking room. He then flashed an ironic smile for his mug shot. Not only did Perry not shrink from the ritual, he won the visual moment in the court of public opinion. All charges against him were eventually dismissed.
I think a politician like Trump most fears being forgotten or ignored. His opponents may want to see him humiliated, but they should keep in mind that his first courthouse appearance likely energized him.

‘Leases to be issued in camps at wards soon’

Kota: Now the residents of Kota won’t have to go to the Corporation & UIT to get the residential lease of their plot as they will be given ownership rights by setting up camps in their own wards. UDH and LSG Minister Shanti Dhariwal said this during the padyatra under the ‘Haath Se Haath Jodo’ drive on Wednesday.
He said that relief is being given to the masses by giving relaxation and exemption in the rules under the ‘Prashasan Shehron Ke
Sang’ drive. Under the rule, now the process of making ‘pattas’ will be simplified so that more and more applicants can get the ownership of their house and plot.
“For the applicants whose files are not available in the departments due to being old, relaxation has been given in the new rules, such applicants will be able to apply for lease by giving a document of their house and plot. After verification, the team of the department will make a lease and give it according to the rules,” he said.

Naari who is also called a ‘Wonder Woman’ nowadays, was highly regarded with dignity and grace in ancient times in our Vedas, Puranas and other epics written in Indian culture. Though a woman’s image has changed a lot from the Veda period till Kalyuga, the era of social media, and the cyber world, still she is a subject of discourse, hereafter, ideas are being conceived and aborted in the race of modernity; ethics are being cut and designed like modern outfits; societal norms are being doubted and effected between rise and fall; identity is being driven and misplaced amid right and duty; and re-inspection is being done with further discourse again on a woman. Now while doing the re-inspection, there are questions that arise in my mind. Does this cyber world and social media culture assist in equipping a woman to fill her inner self with vigour and audacity and emancipating her further or tarnishing the prior built-up ‘Goddess’ or ‘Devi’ image of her?
The status of women in the early times of Ramayana, Mahabharata, along with Vedas and Puranas, the Indian Epic Literature showcased women on a higher pedestal but later the image was degraded and social strata with censures and patriarchal mindset aided in differentiation and discrimination being biased in treatment towards women for own benefits. Men took the dominant role making women only slaves for fulfilling domestic responsibilities and treating them as inferior and machines to give birth to children. However, it was believed in shastras that ‘here women are worshipped, there live

PERSPECTIVE OF BUILDING WOMEN'S IMAGE Media Lexis and Cyber World
the Gods, wherever they are not worshipped, all actions result in failure (Manusmriti 3/56), yet their condition deteriorated. If we look at newspapers, magazines, TV channels and other print or online media platforms, women of today are bold, ferocious, self-resilient, liberated, emancipated, authoritative and influential. Though they are handling the home and professional front both excellently yet treatment as a sex object is not yet abridged. They are still treated as mere bodies and some contemporary well-regarded female authors such as Meghna Pant in her book 'Boys Don’t Cry' and Meena Kandasamy in 'When I Hit You' voiced against domestic violence and worst treatment like animals towards women being brutal and savage.
Today’s woman in the lexis and expressions of media is a saviour and destroyer both; it’s up to the society and men living in it how it could be preceded with. Within her, she has the power to construct, foster and alter and moreover if Durga or Kaali inside is awakened, she can kill the demon and has the guts to win her own battles. She is no more the woman of ancient times covering herself in the veil or limiting herself to the four-walled peripheries of being submissive. She knows how to fight for her rights and utilize her energy utmost.
self to the four-walled her rights and utilize an object of entertain-
ing tarnished and more restrictions are to be imposed.
Hence journalism was men’s territory earlier based on their chauvinistic thought process, women's image conveyed by media has still not been fully improvised and men even after doing crime are portrayed as heroes and women as the cause of the act.
Current journalistic culture needs to change the course of action hence it’s still far behind the way it is expected to contribute and alter the pre-prevailing male-dominating approach of looking at women as entertainment stuff to put forward in front of the readers and spectators hence it creates a lasting impact on brains of youth of the nation not to have regard for women and girls, leading further towards more cybercrimes and day-today insecurities and loopholes in societies. In the era of netizens,
where TikTok videos, reels, Insta-Facebook stories, and Twitter should assist in creating a positive identity, it’s bringing criticism and more trolls at times. The stereotype and sexist image of women has to be overlooked focusing on and promoting her other virtues and skills and the wonders she does or can do as an entrepreneur, writer, doctor, player, teacher, homemaker, politician or actress etc. serving the family and the society. So, the image has to be constructive, not destructive and the media has to doubly crosscheck that, henceforth it will add to the perception of the world to see women grow optimistically. There should be some brainstorming and image-building taglines or punchlines. More serious problems and earthly issues should be presented so that domestic violence, rape, eve-teasing, pornography, sexu-
al harassment, and other cybercrimes related to women can be lessened. In a way, women in any society or nation play a vital role in holistic growth, therefore they have to be secured and their growth has to be taken care of well. And media can play an important role in awakening social change. Sensitizing the cases of victims, making it sensational news if any sex racket is disclosed, for more likes, comments and fan following is a trendy thing for local journalists and even for reputed news channels for TRPs though it’s morally and legally unfair to do. Whether it’s a brutal rape case of a child, teenage or college going girl or an old lady or the horrid murders and shameful crimes, the media need not spice up the news differently and should be more sensible in handling such grave issues.

On one side, the media projects woman as an object of entertainment and on the other hand, it criticizes the act itself. Like on the railway station of Patna, Bihar, porn was shown and people relished it utmost local media displayed it everywhere still women have to take all the blames and their images are be-

Although media is simultaneously addressing drives related to empowerment and equality, yet supposed to be more responsible and sensible in handling solemn subjects without diminishing the image of women and more focus should be on coverage of areas of achievements and global recognition, additionally, ensuring health and quality education. The participation and involvement of women as decisionmakers and policymakers in journalism should be a step to improvise, deal with and censor information to put forward and should be given serious positions and roles in communication technologies and media networks to strengthen the image of women and to make media policies better in handling issues related to women.
