With this vision in mind, PM Modi conceptualised this conference, which was held for the first time in June 2022 in Dharamshala.

‘Hitting a dog not the same as endangering human life’

Mumbai: “Pet-parents” may treat cats and dogs like family members but they are not humans, and offences related to “endangering life of a person” can not be invoked when animals are victims, the Bombay High Court has said.

A division bench of Justices Revati Mohite Dere and Prithviraj Chavan slammed Mumbai Police for registering an FIR mindlessly against a food delivery executive accused of hitting a dog while riding a two-wheeler. Quashing the FIR, it also ordered the government to pay him costs.

While the judgement was delivered on December 20, the detailed order became available this week.

“No doubt, a dog/cat is treated as a child or family member by their owners, but basic biology tells us that they

are not human beings.

Sections 279 and 337 of the Indian Penal Code pertain to acts endangering human life, or likely to cause hurt or injury to any other person,” the bench said.

Section 279 deals with rash driving, while 337 deals with “causing hurt by act endangering life or personal safety of others”.

“Thus, legally speaking the said sections will have no application to the facts in hand, this essential ingredient necessary to constitute the offences, being amiss. The said sections do not recognize and make an offence any injury caused otherwise than to human beings,” the court added.

An FIR had been registered on the complaint of a woman who was feeding stray dogs against Manas Godbole, the petitioner, after his motorbike allegedly hit a stray dog in Marine Drive area during lockdown in 2020. The petitioner, who was delivering a food order, himself was injured as the motorbike skidded.

Considering that the police had lodged the said prosecution despite no offence having been disclosed, we deem it appropriate to direct the state government to pay costs of Rs20,000 to the petitioner. The amount shall be recovered from the salary of the police officers responsible for the lodging of the FIR and subsequent filing of the charge sheet.

Centre should change attitude on co-op banks: Sharad Pawar

Pune: Nationalist Congress Party chief Sharad Pawar has said that the Union government must change its attitude towards cooperative banks and support them because they serve the common people.

There is a misconception that irregularities largely take place in cooperative banks, the former Union agriculture minister said during the closing ceremony of the golden jubilee of Vishweshwar Cooperative Bank Ltd, here on Thursday.

“Generally, there is a misconception that people in the cooperative sector are involved in wrongful practices.... there are irregularities in the cooperative sector but if you look at the overall percentage of irregularities, you will realize that the percentage of irregularities in the nationalized and scheduled banks is 92% and the percentage of irregularities in the cooperative sector is hardly 0.43%. Not even 1%,” Pawar claimed.

Mumbai: A special court issued summons to former Mumbai Mayor Kishori Pednekar’s son, a firm linked to him, and three others, observing that they were prima facie responsible for the alleged “submission of forged and false documents” and other offences under the Companies Act.

Those summoned are Kish Corporate Services Pvt Ltd; additional director Saiprasad, who is Pednekar’s son; directors Shaila Gavas and Prashant Gavas; and another additional director, Girish Revankar.

The team comprises MPs Rahul Shewale and Gajanan Kirtikar, Mumbai city guardian minister Deepak Kesarkar, deputy leaders Sheetal Mhatre and Asha Mamidi and Shewale's wife and former corporator Kamini Shewale.

The team was constituted on Wednesday, party secretary Sanjay More said.

Mumbai: A local magistrate’s court on Friday cancelled a nonbailable warrant issued against Shiv Sena MP Sanjay Raut after he appeared before it in a defamation case filed by Medha Somaiya, the wife of Bharatiya Janata Party (BJP) leader Kirit Somaiya.

Earlier in the day, Raut’s lawyer had sought exemption from personal appearance for the Rajya Sabha member. However, the Sewri metropolitan magistrate rejected the plea and issued a nonbailable warrant

against Raut for not attending the proceedings despite a previous order.

The court on Friday began recording the statement of the complainant in the case.

The court cancelled the warrant after Raut appeared before it in the post-lunch session. The next hearing would

be on January 24. Somaiya has moved the court claiming that Raut made baseless and defamatory allegations that she and her husband were involved in a Rs100 crore scam related to the construction and maintenance of public toilets in the Mira Bhayander area near Mumbai.

Thane: Inmates of the Thane Central Jail hav a reason to cheer this New Year, having sold baked goodies worth a whopping Rs11 lakh this Christmas season—all produced at the in-house bakery, where inmates are trained to bake for selfconsumption and sale. Each year, before the Christmas season, the jail receives a large

number of orders for cakes from several government and non-government institutions.

“Our bakery unit is functional throughout the year, and it goes back at least 20 years. However, the idea of taking up ‘special’ orders for Christmas started in 2019. We take up orders before December 17, and then bake between December 17 and December 24,” Harshad Ahirrao,

Superintendent of Police, Thane Central Jail, said.

Nearly 17-20 inmates are involved in the baking process, says Ahirrao. “All of them are trained under a special instructor and now they are skilled bak -

ers,” he added.

Ahirrao further confirms that all the bakery goodies are tested by the Food and Drug Administration (FDA) before being sold for consumption. The range of cakes—including sponge cakes and

cupcakes—were sent to several jails including Taloja Jail, Byculla women and men’s jail, Kalyan’s Adharwadi Jail and Arthur Road Jail. They were also sent to the Thane Mental Hospital, Mantralaya and several civic

Pune: City’s civic authority Pune Municipal Corporation (PMC) has hinted towards possible financial losses if ongoing construction activities under the River Front Development (RFD) project are stopped.

National Green Tribunal’s (NGT) western zone branch has allowed the works for which the orders have already been issued and the civic body has been directed not to issue new orders for any kind of construction till the Environment Clearances (EC) are obtained for the same.

The bench of Judicial Member Dinesh Kumar Singh and Expert Member Vijay Kulkarni heard activist Sarang Yadwadkar’s application in which he urged the tribunal to

direct PMC to immediately stop all construction activities undertaken for RFD of Mula, Mutha and Mula-Mutha rivers and impose a penalty on the civic body for violation of a tribunal judgment of November 11.

Mumbai (PTI): A four-member Delhi police team on Friday afternoon landed in Mumbai in search of the man, who had allegedly urinated on his female co-passenger on an Air India (AI) flight on November 26 last year, but found his home here locked, an official said.

The Delhi police have registered an FIR (First Information Report) against the man based on the complaint given by the victim to the Tata group-owned airline. The police said the accused, Shankar Mishra, is the vicepresident of the India Chapter of an American multinational financial services firm headquartered in California and is currently

absconding.

According to a Mumbai police official, the team reached the Nehru Nagar police station in the suburbs and made an entry into the station diary informing authorities there that they had come in search of Mishra.

The visiting team, without taking along any Mumbai police staff, launched a search for the accused and reached his bungalow “B 47” at Kamgar Nagar in Kurla (East) which was found to be locked, he said.

The official said the Mumbai police will help their Delhi counterparts as and when their assistance is sought.

Docs demand better security after patient attack injures 2

The Maharashtra Association of Bonded Resident Doctors (MABRD) on Thursday urged the state government and the administration of the Shri Vasantrao Naik Govt. Medical Hospital in Yavatmal to strengthen security provided to doctors there.

The demand, issued in a statement, comes a day after a resident was stabbed in the neck, by a patient, and another was injured while attempting a rescue.

“Dr Sebastian Paul, was stabbed in the neck from behind by an alleged psychiatric patient. His colleague Dr Abhishek Jha tried to save him, but sustained injuries to his hand. Another female resident who witnessed the incident is still in

shock,” the statement reads.

Earlier, “a 2019-batch (resident) was stabbed to death in his own college campus,” the statement says, adding, “We are already sacrificing our food

and sleep for the welfare of the patients. It is the primary duty of the hospital and its administration to provide security to our resident doctors and students in all situations.”

Mumbai: To prevent fatalities among people and birds during the upcoming Makar Sankranti festival, Mumbai police have banned the use, sale and storage of nylon kite strings or manja from January 12 to February 10, an official said on Friday.

As per the order, people found using, selling and storing nylon kite strings will be penalized under Section 188 (disobeying order issued by public servant) of the Indian Penal Code, the official said.

Police ask ASI to place extra CCTV cams at Ajanta, Ellora

The police have asked the Archaeological Survey of India (ASI) to increase the number of CCTV cameras at the world heritage sites of Ajanta and Ellora Caves to increase security, a senior official said on Friday.

The Aurangabad Rural police had conducted a security audit at these sites last month and recently wrote to the ASI, Superintendent of Police Maneesh Kalwaniya said.

India has ignored the existence of Taiwan for long and carrying on with the legacy of ‘Hindi Chini, Bhai Bhai’. India has so far avoided diplomatic relations with Taiwan, just not to annoy PRC but unfortunately, China is more and more belligerent in its attitude with India.

China believes in ‘One China Theory’ and wants all nations to only recognize PRC as ‘The China’.

The links between India and Taiwan have gathered good momentum in recent years. India is set to expand its economic ties with Taiwan significantly. India has fired the warning shots, regardless of China’s reaction and It’s a welcome change. Our EAM has often stated that India is strong enough to take independent decisions in its national interest and extending a hand to Taiwan is in India’s national interest now.

TEPID RELATIONSHIP

Taiwan, officially the Republic of China (ROC), is no longer a member of the UN, having been replaced by the PRC in 1971. India is among the 179 of the 193 member states of the UN that do not maintain formal diplomatic ties with Taiwan. India and Taiwan do not have diplomatic relations so they have opened Cultural Centers, in each other’s capital in 1995. This has played a significant role in improving the people-to-people contacts, and in expansion of cultural, economic and academic relations.

India and Taiwan have recently signed a number of bilateral agreements in the field of agriculture, civil aviation, investments, customs cooperation, double taxation avoidance etc.

Going by the principle of ‘Atmanirbhar Bharat’ India also started opening up to ‘Make in India’ and manufacturing of all essentials in India. Establishing semiconductor manufacturing hubs has been a matter of priority for India in the last few years and Taiwan is a leader in semiconductor manufacturing. The central government has allocated $9 Billion for setting up its semiconductor manufacturing ecosystem. Semiconductor manufacturing will emerge as a key area for cementing India-Taiwan relations and fostering closer cooperation.

CAUTIOUS APPROACH

Taiwan has tried to reach out to India, many times. Its carefully crafted ‘New Southbound Policy’, which has served as a roadmap for greater engagement with Taiwan’s potential friends and partners

from intensifying their relationship. China’s reluctance to address India’s territorial concerns and two major Chinese territorial incursions have forced India to rethink its China policy. Consequently, India is making efforts to revamp its Taiwan policy.

India and Taiwan’s new foreign policies are aligned in expressing official determination to carry forward the present developments in of trade, economic, academic and finally diplomatic relations. India should consider some immediate changes to its policy. Firstly, it should join the US, in backing observer status for Taiwan in international bodies /groups like G-7 and G-20. Secondly, regular political interactions should be strengthened. India should firmly establish itself as a friendly and trustworthy partner to Taiwan.

CONCLUSION

Realities in the Indo-Pacific region have changed, and it’s time for New Delhi to deepen its political ties with Taipei. India also needs to build strong economic ties and Taiwan will be too glad to reciprocate with equal warmth. India’s Taiwan moment has arrived and our leaders would be wise enough to seize it. Certainly, India of 21st century, is strong enough now to ignore China’s displeasure.

“Saving lives is our first priority. Officials have been asked to shift around 600 families living in endangered houses in Joshimath to safe locations,” Dhami told reporters here after reviewing the situation in the sinking town with officials via video conference.

A bench of Chief Justice DY Chandrachud and Justices PS Narasimha and JB Pardiwala asked the Centre to file a joint reply to the petitions by February 15 and directed their listing on March 13. The bench said any petitioner, if not available to argue physically before the court or unable to engage a counsel or to travel to Delhi, can avail the facility of a virtual platform to join the hearing.

India to send platoon of women peacekeepers to Sudan

New York (ANI): India is set to deploy a platoon of Women Peacekeepers in Sudan’s Abyei region as part of the Indian Battalion in the United Nations Interim Security Force (UNISFA).

It will be India’s largest single unit of women Peacekeepers in a UN Mission since it deployed the first-ever all-women contingent in Liberia in 2007, stated the Permanent Mission of India to the UN press release. In 2007, India became the

first country to deploy an all-women contingent to a UN peacekeeping mission. The Formed Police

Unit in Liberia provided 24-hour guard duty, conducted night patrols in capital Monrovia, and

helped to build the capacity of Liberian police.

The Indian contingent, comprising two

officers and 25 Other Ranks, will form part of an Engagement platoon and specialize in Community outreach, though they will be performing extensive security-related tasks as well, added the release.

Their presence will be especially welcome in Abyei, where a recent spurt in violence has triggered a spate of challenging humanitarian concerns for women and children in the conflict zone.

“89 Rohingyas held in 2022 on India-B’desh for trans-border crime”

New Delhi (ANI): A total of 89 Rohingyas among 501 miscreants were caught in 2022 along the India-Bangladesh border with Meghalaya and Tripura on charges of their involvement in trans-border crimes, mentions an official report prepared by the BSF. Of the total 30 Rohingyas were caught from the Meghalaya border and 59 from the Tripura border with Bangladesh.

The 30 Rohingyas apprehend on Meghalaya border were among 132 miscreants including 41 Bangladeshis and 61 Indian nationals who were found involved in one or other trans-border crime. They were apprehended by BSF Megha-

laya while conducting various operations.

However, 59 Rohingyas apprehended by BSF Tripura in different operations were among 369 miscreants that included 160 Indian and 150 Bangladeshi nationals.

The Rohingyas are a stateless Indo-Aryan ethnic group who predominantly follow Islam and reside in Rakhine State, Myanmar (previously known as Burma).

Delhi cops summon crew members of Air India flight

New Delhi (ANI): Delhi police on Friday issued summons to 6-8 crew members, including the pilot of the Air India flight in the urination incident in a New YorkDelhi flight last year.

According to the complaint filed on Wednesday by the victim, the crew brought the accused to her seat and forced her to face him as he begged to be spared arrest. The woman was “stunned” when the offender was brought before her and he “started crying and profusely apologising”.

The complainant has alleged that the pilot vetoed giving her a seat in the first class after the incident. “The flight crew told me that the pilot had vetoed giving me a seat in first class,” she wrote in the complaint.

A drunk passenger urinated on a woman flyer in the business class of an Air India flight last year on November 26. The accused is identified as Shankar Mishra and is a resident of Mumbai.

UP: 200 IAS officers dream to be collectors

Lucknow: About 200 IAS officers of batches from 2006 to 2015 are hoping to become collectors in the new year in Uttar Pradesh.

It is a very difficult task to become a collector in UP because the number of IAS officers who are in the race of collector in 75 districts is 200.

In such a situation, 3 to 4 IAS officers come in the competition list in one district.

After the electoral roll revision work of the Election Commission of India is over, collectors can be transferred in UP.

There are also chances that transfers may be done after the Global Investors Summit to be

held in February.

The increasing number of IAS officers in the state is spoiling the aspirations of many IAS officers. There are 3 main reasons, one, the number of IAS officers is very high in every match, making it difficult to become a collector, second reason is that IAS officers of direct recruitment are constantly marrying IAS officers of other cadres and bringing them to UP.

The third reason is

that the Yogi government does not believe in changing the collector repeatedly. CM Yogi knows very well how to get better performance from an officer.

Out of 51 IAS officers of 2014 batch, only 10 IAS officers have been able to become collector last year, 41 IAS officers still could not become collector whereas in the year 2023, 35 IAS officers of 2015 batch are in the race to become collector.

Govt, RBI in talks with S Asian nations

New Delhi (PTI): RBI Governor Shaktikanta Das on Friday said the government and the central bank are in discussion with South Asian countries to have cross-border trade in rupee.

He also said the central bank digital currency (CBDC) is in trial phase and the RBI is moving very carefully and cautiously on digital rupee launch.

“For UPI, we have already entered into agreements with countries in this region, for example, with Bhutan and other countries like Nepal and we are trying to provide the

UPI facility to make crossborder payments much easier in this region...

“The other initiative is the RBI, together with the Government of India, have initiated rupee settlement of international trade. We are already in discussion with some of the countries in this region and to facilitate rupee settlement of cross border trade in the South Asian region,” Das said.

The Governor also said that the RBI has launched a pilot project of CBDC.

New Delhi: Gold price in the national capital declined `153 to `55,650 per 10 grams on Friday amid a fall in precious metal prices globally, according to HDFC Securities. The yellow metal had ended at `55,803 per 10 grams in the previous trade. Silver also fell `7 to `68,700 per kg. “Gold price fall was extended after stronger than expected US job market data allowed US Fed to continue with higher interest rate,” said an analyst at HDFC Securities.

New Delhi (PTI): The Indian economy is estimated to grow at 7% in the 2022-23 fiscal, down from 8.7% a year ago, mainly due poor performance of mining and manufacturing sectors.

As per the first advance estimates of national income released by the National Statistical Office (NSO) on Friday, the manufacturing sector output is estimated to decelerate to 1.6% in the current fiscal from 9.9% in 2021-22.

Similarly, mining sector growth is estimated at 2.4% in the current fiscal as against 11.5% in 2021-22.

No need to visit bank to update KYC: RBI

New Delhi (PTI): Bank account holders are no longer required to visit their bank branches to update ‘know your customer’ (KYC) details provided they have already submitted valid documents and not changed their address, the RBI has said.

Instead, if there is no change in KYC information, they can submit a selfdeclaration through emailid, registered mobile number, ATMs, or any other digital channels. Following up on RBI Governor stating that banks should not insist on branch visits for KYC updation, the central bank issued guidelines for the same.

Oil cos making `10 a litre profit on petrol

New Delhi: Oil companies in India are selling petrol at a profit of Rs 10 per litre but retail prices haven’t been reduced as they recoup past losses and make up for a `6.5 a litre loss on diesel, a report said.

State-owned IOC, BPCL and Hindustan Petroleum Corporation Ltd (HPCL) have for the past 15 months not revised petrol and diesel prices in line with the cost. They have times of low oil prices to recoup losses incurred when rates were high.

At the interbank foreign exchange market, the rupee opened on a positive note at 82.52 against the greenback, but pared the gains and fell to an intra-day low of 82.75. The domestic currency finally settled at 82.71, down 9 paise over its previous close of 82.62.

Thackeray was going to hold a meeting in Nashik after a few days to keep the organization in Nashik intact, and Sanjay Raut is on a Nashik tour for the preparations. However, on Friday, as many as 30 corporators, including those from NCP also, joined the Shinde group after Raut left for Nashik. Earlier, several office bearers of the Thackeray faction had joined the Shinde group a few days ago. Now, the Shinde group has given a second blow.

CM Shinde, while welcoming the office bearers at the party induction program in Mumbai, said, “Whatever decisions were taken in the last six months, were taken for common people. From farmers to youth, women, and teachers, the problems of every class were solved. The opposition pretended that the government had committed a huge scam, but nothing was done. If the opponents had gotten the information earlier, they would not have been deceived like this. So many leaders are joining our group, which means they like our work. No matter how much anyone accuses us, we will continue to work for the people.”

Interestingly, the blow to Thackeray group has come at a time when the faction leader and MP Sanjay Raut is on a visit to Nashik for organizational

building. He had visited Nashik earlier too.

Uddhav Thackeray was going to hold a meeting in January to control damage in Nashik as well. On Friday morning, Naresh Mhaske, leader of the Shinde group and former Mayor of Thane Municipal Corporation, also tweeted on the matter.

Notably, of the Shiv Sena’spublic representatives - 40 of the 55 MLAs and 13 of 19 MPs - have shifted to the Shinde camp and thus leaving Thackeray to bank on the grass root worker for the upcoming civic polls.

This is the second such facility in a municipal-run hospital in the city after Lokmanya Tilak Municipal General Hospital, Sion, where the bank started functioning in 2000.
