ASHOK GEHLOT Country’s new investment Hero!

There was a time when Rajasthan was one of the BIMARU states.

With a dilapidated economy, marginalised businesses and lack of resources at its disposal, the state struggled to meet the criteria set to be labelled a developing region. But over time things changed and development happened in Rajasthan. However, no amount of effort has had as much impact, as the one ‘commitment’, ‘delivered’ by Chief Minister Ashok Gehlot, who has single handedly enforced his ‘midas touch’ on the state and created ‘history’ by bringing in a whopping Rs 11 lakh crore investment, even before the investment summit was organised!

But it has not been ‘all words and no action’. Gehlot has ensured that under his watch, the ‘political optics’ will have to take a back seat and work on ground will have priority, a contrasting approach to the earlier government. As a result of this, over 40 percent of MoUs signed have already been realised on the ground and work on another 37 percent MoUs is ongoing, totaling 77 percent, which, if truth be told, is the most any government, in the past two decades, has been able to achieve!

So, who will be directly benefited with these investments worth Rs 11 lakh crore? While earlier

governments did not take into consideration the people of the state, Gehlot has made sure that the investment creates direct employment in Rajasthan. As a result, a whopping 10 lakh jobs will be created and new avenues will be opened in Rajasthan for earning a living.

Till a few years back, there was a feeling in investors that what Rajasthan had to offer, has reached fruition, but Gehlot has found new avenues specially in power sector with even Adani promising to invest Rs 60,000 crore in the state. Close in line are investment promises by Tata, Reliance and a host of other major corporations. Only Gehlot can manage this ‘Karishma’!

One thing that can be said with confidence for Gehlot’s ‘fiscal

management and economic push’ is that with him at helm, Rajasthan’s economy is sure to increase by leaps and bounds. Another part of the story is that inspite of an ongoing political uncertainty in the state, Gehlot has been able to give a clear message to Gandhis that a person who brings a record investment of Rs 11 Lakh crore in a single go, can’t be ignored or sidelined.

THAT CAN MAKE EDUCATION IN INDIA MORE INCLUSIVE

The potential of digital in terventions in the field of education in India is im mense: the market for on line education has grown four times since 2019 to $3 billion. A KPMG assess ment showed that India is the second largest market for online education after the US. With conducive policies and initiatives of the Government of India, such as the National Edu cation Policy (NEP) 2020 and over 5000 EdTech startups , the current education environment is potent for digital transformation.

Alongside this, learning outcomes among school children show significant scope for improvement.

The global Corona pandemic has not only made digital learning central to teaching worldwide, but it has also widened the digital divide, leaving those without devices and internet connections further behind.

According to the Unified District Information System for Education (UDISE) 2020-2021 survey, only around 41.3% of schools have access to computers, and 24.5% had access to the internet in 2020-2021.

The National Achieve ment Survey (NAS) of 2021 reported an average learn ing level of 59% in grade 3, 49% in grade 5, 42% in grade 8 and 36% in grade 10. This indicates a decline in learning levels with an increase in grade level and has far-reaching implica tions for young Indians’ readiness for the Fourth Industrial Revolution.

Furthermore, the COV ID-19 pandemic has high lighted the digital divide caused by disparate access and affordability of tech and devices varying across demographics.

ENHANCING LEARNING AND REDUCING INEQUITIES

While recognizing the huge potential of technol ogy for enhancing learn ing, as well as the need to reduce inequities in edu cational access for all girls and boys, the Education 4.0 India initiative utilizes digital and other technolo gies to address learning gaps and make education accessible to all.

A joint effort between the World Economic Fo rum, UNICEF and Yu Waah (Generation Unlim ited in India) proposes so lutions that align with, and augment and amplify, India’s NEP 2020 and the National Digital Educa tion Architecture of 2021. India’s NEP 2020 aims to improve the delivery of quality education for all learners, including through digital means. From revamping the edu cational structure to creat ing a robust digital learn ing system, the NEP 2020 is aligned with the goals of 21st-century education.

KEYS AREAS THAT REQUIRE INTERVENTION

The report identifies four focus areas for interven tions: foundational litera cy and numeracy (FLN), teachers’ capacity build ing, school-to-work transi tion and connecting the unconnected. The inter ventions are categorised under five building blocks, namely: curriculum, con tent, capacity, community

New Delhi: India could get a chunk of the Euro 300 billion fund announced by the European Union under its Global Gateway scheme aimed at expanding connectivity including in the Indo-Pacific region, French Ambassador Emmanuel Lenain said. In the run-up to the Assembly elections in his home state Gujarat, Prime Minister Narendra Modi on Sunday said the people of the state have blessed him for the last two decades and voted for him irrespective of his caste.

Addressing a rally here, Modi said, “People of Gujarat have blessed me for the last two decades without looking at my caste, without looking at my political background.”

Before becoming the prime minister, Modi was the chief minister of Gujarat between 2001 and 2014.

Assembly elections in Gujarat are slated to be held soon. The elections are crucial for the ruling Bharatiya Janata Party (BJP), which aims to retain power in PM Modi’s home state, while the Congress hopes for a win after remaining out of power for 27 years in the state.

Jaipur: A dead body of a 40-year-old man was recovered from a 15 feet deep pit near Triton Mall in Jhotwara on Sunday morning.

Police informed the deceased has been identified as Madan Das , a resident of Jamuna Puri in Murlipura area.

“The victim used to work at a sugar mill located near Triton Mall.

On Saturday night, he fell into a 15 feet deep pit filled with rain water while he was returning home. The 20 feet wide and 30 feet-long pit was dug up for construction of a pillar for elevated road,” police said. “The family members filed a missing person report when Madan did not reach home till

111 doctors awaiting posting to take charge

Jaipur: The strike of resident doctors in Jaipur continued on the 5th consecutive day on Sunday, which partially affected routine work at the hospital. Senior faculty took care of the arrangements from OPD to IPD in SMS hospital & other hospitals attached to medical college. The timing of OPD was from 9 am to 11 am on Sunday.

At the same time, residents have split into

two groups.

In-service residents want reservation in the posts of senior residents for themselves whereas Jaipur Residents Association is against any kind of reservation in SRship.

On the other hand, 111 doctors who are currently under APO (awaiting posting orders) status in the Medical Department will provide services from Monday till the end of the strike, in view of the problems.

Jaipur: Farmers will get compensation under the Pradhan Mantri Fasal Bima Yojana for the damage caused to standing crops and those lying in the field after harvesting. To claim the amount, the affected farmers will have to inform the insurance company working in district concerned within 72 hrs. Agriculture Minister Lal Chand Kataria said information can also be given through the toll free number of the insurance company or through the Crop Insurance App.

CM Gehlot to attend Bhanwar Lal Sharma’s last rites in Churu

Jaipur/Churu : The seven-time MLA, and senior congress leader who was in the Pilot camp during the political crisis in 2020, Bhanwar Lal Sharma passed away on Sunday. He was undergoing treatment at SMS Hospital owing to multiple infections. Funeral will take place at his farm house in Tara Nagar, Churu on Monday.

“My deepest condolences on the passing away of Shri Bhanwarlal Sharma, Congress MLA from Sardarshahr (Churu). He was unwell for a long time, I was in touch with his family regarding his health, reached SMS last night, took information from the doctors,” CM Gehlot tweeted on Sunday.

 With his demise, the number of Cong MLA has come down to 107 & the house of 200 now has 199.

 Sharma was born on April 17, 1945 in Jaitsisar of Sardarshahr and entered politics at the age of 17.

 He had held posts from Sarpanch to Minister in the state govt. Became MLA for first time in 1985.

 He won five consecutive terms from Sardarshahr from 8th to 12th Assembly. He had been in Janata Party too.

Jaipur : The incessant rains and a steep decline of temperature in Rajasthan has led to a spike in seasonal diseases in the state. Cases of common cough and cold are being reported in large numbers from almost every part of the state from the last two to three days. Doctors informed that children and elderly people are most-affected by sudden change of climate in Rajasthan.

Meanwhile, big private hospitals of Jaipur are filled up to capacity and most of them are refusing to admit new patients due to nonavailability of beds. Similarly, patients are unable to get beds in smaller hospitals too. Doctors have advised people to stay away from the rain.

Jodhpur: Three youths of a family drowned at Surpura Dam in Jodhpur on Sunday while they had gone for a picnic. Police informed six boys, all residents of Pratap Nagar in Jodhpur, had gone for a picnic to Surpura Dam located under Mandore Police Station area.

“Two of the boys incidentally fell into the dam, following which, the remaining four youths jumped into the dam to save them.

However, none of the youths could swim and save each other,” police said. “Of the six youths, three drowned on the spot, while three others were rescued

after a team of police and civil defence immediately reached the spot and dived into the water. Those rescued in the mishap were later admitted to Mahatma Gandhi Hospital for treatment, while the deceased bodies were handed-over to family members,” police added.

Minor ends life after being blackmailed, raped in Hanumangarh; accused threatened to make video viral

Hanumangarh: A 17-year-old minor allegedly committed suicide by consuming poison in after she was blackmailed and raped, police said on Sunday. “The victim was blackmailed on the basis of her obscene videos. The accused is yet to be identified. Victim’s father has complained that the accused blackmailed the girl by threatening her to circulate obscene videos on social media, following which, she committed suicide by consuming poison on Sept 10,” police said. “The victim’s family members were in a shock from last month, due to which they did not file an FIR that time. Now, the matter is being probed,” police added.

More flights added in winter schedule

Jaipur: In the new winter schedule starting October 30, around six new flights will start from Jaipur Airport. Cities like Jaisalmer and Amritsar will be reconnected. Air connectivity will increase for Mumbai, New Delhi. These days an average of 47 flights operate

daily from Jaipur Airport. 58 flights are expected to operate in winter schedule. Along with domestic flights, the number of international flights will also increase.

However, flights for Kolkata will decrease but those for Mumbai will increase. There will be only two flights for Kolkata in winters.

Jaipur: Despite completion of five years of deputation to Bihar govt, 2005-batch IAS officer of Rajasthan cadre Punam is still settled in Bihar. She has got stay on return to the home cadre from CAT and the centre has challenged the stay but in this entire episode, Raj is suffering due to shortage of officers. In such a situation, it is not fair to let her stay. Punam, whose family lives in Patna, went on deputation to Bihar in Aug2016.

The five year period of deputation ended in Nov 2021 but she has not yet returned to home cadre.

Jodhpur: A man was arrested for trying to disturb communal harmony by raising ‘Sar Tan Se Juda’ slogans to scare Hindus during the Barawafat procession in Jodhpur’s Pipad town.

Taking prompt action, the police arrested Roshal Ali Sindhi and 10-12 other accused who had raised the slogans along with him are absconding and being searched. Sindhi has been accused in a similar case of inciting riots in the past and was arrested by police after a man lodged a complaint on attempts to disturb communal harmony.

Three car-borne men molest woman in Jaipur

Jaipur (PTI): A 22-yearold woman was allegedly molested here by three men who also tried to force her into their car, police said on Sunday. The woman was injured in the incident, which occurred in the Kanota area on Saturday night, they said.

Four to five people have been taken into custody in connection with the incident, the police said. ACP (Kanota) Megh Chand Meena said a case has been registered against three people in the matter. Four-five suspects have been taken into custody and are being questioned, he said.

He had further said that the law and order situation has collapsed in the state. He had also flayed the state government over the incident of molestation of a girl student in Jaipur, terming it as the complete failure of the state government.

2 tigers of RTR to be shifted to Mukundra, Sariska

Jaipur (PTI): Translocation of two tigers from Rajasthan’s Ranthambore Tiger Reserve to the Mukundra and the Sariska reserves has been cleared by the technical committee of the National Tiger Conservation Authority, an official said here.

I n the last few years, the Ranthambore Tiger Reserve has seen a growth in its big cat population and the space for tigers is shrinking. At the same time, the number of tigers in other tiger reserves has to be increased. Apart from Ranthambore, Rajasthan has three more tiger reserves in Sariska, Mukundra and newly notified Ramgarh Vishdhari. In the Sariska Tiger Reserve in Alwar, the number of tigers is 27 nine male, 11 female and seven cubs. The Mukundara Hills Tiger Reserve (Kota) has one tigress, and the Ramgarh Vishdhari (Bundi) has one tiger and one tigress. Shrinking areas increase the possibility of territorial fights as well as human-animal conflicts. “The population of tigers is rising in Ranthambore and they need space. This is one of the reasons behind relocation of big cats from there,” another official of the forest department said.

Bengaluru (PTI): The Karnataka High Court has said that non-matching DNA samples would not absolve a crime accused since it is only corroborative evidence. The court rejected the petition of a 43-year-old bus conductor who is accused of raping and impregnating a 12-year-old relative.

He rushed to the High Court, seeking quashing of the case after a DNA test showed that his blood sample and that of the foetus did not match.

The accused is a resident of Mysuru. He has been charged under the Protection of Children from Sexual Offences (POCSO) Act and Indian Penal Code (IPC). The complaint was filed by the mother of the victim on February 19, 2021. The bus conductor is alleged to have sexually abused the girl due to which she became pregnant. The police filed a charge-sheet in the case while the report of the DNA test was still pending.

2nd highest rainfall since 2007 in Delhi

Incessant rains for the second consecutive day in the national capital improved the air quality on Sunday to “satisfactory” level

New Delhi: The nation al capital received the second highest rainfall since 2007 in the last 24 hours till 8.30 am, ac cording to the India Me teorological data on Sunday.

The city weathered near ceaseless rains –measuring 74mm till 8.30 am Sunday – that brought the maximum temperature on Satur day down by 10 notches, closing in the day-night temperature gap to a re cord low.

Incessant rains for the second consecutive day in the national capi tal improved the air quality on Sunday to “satisfactory” level. The air quality index record ed at 9 am was 54 which falls in the “good” cate gory, according to the Central Pollution Con trol Board data.

The minimum tem perature in the national capital settled at 23.4 de grees Celsius, a notch below the season’s aver age, a weather official said. The difference be tween minimum tem perature (20.8 degrees Celsius) on Friday and maximum temperature (23.4 degrees Celsius) on Saturday was 2.6 de grees Celsius -- the low est since 1969, the offi cial said.

corded on October 19, 1998 at 3.1 degree Celsi us, the IMD added. Rela tive humidity recorded at 8.30 was 100 per cent, he said.

The Safdarjung obser vatory, the city’s prima ry weather station, re ceived 74.3 mm rainfall in the last 24 hours. The Palam observatory re corded 64.9 mm rainfall. The Lodhi Road, Ridge, and Ayanagar weather stations received 87.2 mm, 60.1 mm, and 85.2 mm rainfall respective ly, the IMD said.

Why does one side of the ‘coin’ carry more weightage in Rajasthan administration?

Jaipur: The officers of IAS & RAS cadres have their respective Associ ations. The nature of work, existence, activi ties, and motivation is completely different. Moreover, while one is super-active, the other is 'inactive'!

Let us first focus on the RAS Association.

With a cadre strength of 900 members, this Asso ciation is extremely ac tive and vigilant and is always ready to fight for the rights of its mem

bers. If the members face any injustice or atrocity, the Association raises the issue promi nently and when the time demands, it does not shy away from cul tural and social activi ties as well.

A recent example of the 'fight for the right' came to light this week when on the post of Dep uty Commissioner of Jodhpur Development Authority, the State Gov ernment appointed an official from another service whereas this post is reserved for RAS.

Similarly, on yet another post reserved for RAS, in the Zila Parishad, a Junior Development Of ficer was posted. The Association thus, raised its voice against these appointments and call ing an emergency meet ing, registered its dis content and objection to the move.

When, in the current government, a Princi pal Secretary behaved wrongly with the Depu ty Secretary (RAS cadre officer), the Association objected before the Chief Secretary. The

matter could end only after CS's involvement.

In Nagaur, an ADM (RAS officer) came at loggerheads with the PA of the District Collector and on the Collector's complaint, the DoP sus pended the ADM. How ever, the Association

fought for the member and got the ADM rein stated. Similarly, when an RAS officer was called by ACB for inter rogation, the Associa tion objected to this and created a huge hue and cry. The matter reached the CMO and finally,

ACB had to relent.

In fact, in the issue regarding promotion to RAS from other servic es, the Association fought a legal battle.

Pawan Arora, currently serving as RHB Com missioner, was Presi dent of the Association for a long time and even got a building erected for the Association.

And, on the other end of the 'spectrum' is the IAS Association. Such is the situation that the Association does not even raise the issues pertaining to IAS, let

alone fight for its mem bers. The Association is even unable to organise a farewell function for its members. The gloomy situation came to light when a major farewell for officials who retired in 2021 and 2022, was shifted to Sep tember 22 and then can celled on September 30 owing to the political situation in the state.

The IAS officers, who return to home cadre from their deputation in Delhi, stay on APO for days on end. Secretarylevel IAS officers are

shuffled 5-6 times, with out any reason. Moreo ver, immense lobbying and whimsical deci sions are being made for giving additional charg es. Owing to political will, juniors are being posted in senior posi tions. Even IAS are be ing posted on posts re served for RAS.

But the IAS Associa tion is not concerned with all this and the As sociation has become a mere bystander. The As sociation has confined itself to tree plantations and book launching.
