New Delhi: The SC on Friday dismissed a plea seeking disclosure of the details of a collegium meeting held on December 12, 2018 under the Right to Information Act, underlining a “tentative decision” of the multi-member body cannot be brought in the public domain.
A bench of Justices MR Shah and CT Ravikumar said only resolutions drawn and signed by all Collegium mem-
bers can be said to be a final decision. Tentative resolutions drawn upon discussion and consultation among the members cannot be said to be final unless they are signed by all of them, it said. New Delhi (ANI): A special court has ordered framing of corruption and criminal conspiracy charges against Delhi Commission for Women (DCW) Chairperson Swati Maliwal and three others after finding prima facie sufficient material that the accused had abused their official position in allegedly appointing Aam Admi Party workers to different posts in the commission.
The court observed that a strong suspicion does arise against all accused and the facts do disclose prima facie sufficient material to frame charges against all four for offences U/s 120B of IPC r/w Sec. 13(1) (d)/13(2) of POC Act, as well as for the substantive offence U/s 13(2) r/w Sec. 13(1)(2) of POC Act. Charges be framed accordingly, said Special Judge Dig Vinay Singh.

New Delhi (ANI): The Delhi Police has booked two juveniles under relevant sections of the Indian Penal Code (IPC) for allegedly stabbing a 17-yearold boy in the Bhagirathi Vihar area of the national capital on Monday, it informed on Friday.
In an official statement, the police said that at around 9.30 pm on December 5, a boy aged 17 years was stabbed by two juveniles, both of around 17 years of age, in the Bhagirathi Vihar area. Both the victim and the two accused persons are schoolgoing children who hail from the same locality.
Upon receiving the information, the police immediately registered a case under sections 307 (Attempt to murder) and 34 (Acts done by several persons in furtherance of common intention) of the IPC and apprehended the two accused juveniles. Two knives have also been recovered from their possession.

Instead, the appointments were made in contravention of procedures, rules, regulations, without even advertising for the positions, in violation of
General Finance Rules and other guidelines and money was disbursed to such persons towards remuneration/ salary/ honorarium.
The court said the perusal of minutes of the meetings held on various dates by DCW, in which all four accused were signatories, was "enough to prima facie point to a strong suspicion that the appointments in question were made by the accused persons in agreement with each other".
Thus, it cannot be claimed by the accused persons that they did not abuse their position in order to obtain pecuniary advantages for other persons, i.e. the persons so appointed or that prima facie there was no dishonest intention. A public servant causing wrongful loss to the government by benefitting a third party would squarely fall within the definition of Sec. 13(1) (d), said the court.

New Delhi (ANI): Former Delhi Commission for Women chief Barkha Shukla on Friday pointed at the AAP’s involvement in the appointment of members in the body while also alleging that there was no conduct of educational checks during their recruitment.
Shukla, who is the Complainant in the case, told ANI that Maliwal's secretary Archana Arora who was an IAS officer had resigned due to inappropriate treatment accorded to her.
"Appointments in the Delhi Commission of Women after 2015 weren't done as per the rules. They recruited their own people. High salaries amounting to nearly Rs 1 lakh are paid. There has been a lot of corruption. Maliwal's secretary should be an IAS officer. Earlier there was Archana Arora but she resigned as they misbehaved with her. Then they recruited their own volunteer who did not belong to the IAS category for the post," she said.
Shukla further alleged that the "fraud" of appointments is taking place under the Aam Aadmi Party's watch.
"It's AAP's fraud. It's all happening under the Aam Aadmi Party's watch. They do what they want. The level of education and social work experience of appointees weren't checked before making a person a member. I had complained in 2015, the result has come now," she said.
AIKC farmers stage protest demanding legal guarantee for MSP
New Delhi (PTI): Scores of farmers affiliated with the All India Kisan Congress gathered at the Jantar Mantar on Friday to demand legal guarantee for MSP and compensation for the kin of farmers killed in last year's agitation against the Centre's three farm laws.
The Congress' unit for farmers also accused the central government of not cooperating with the farmers and reneging on its promises made to them following which, the year-long stir at Delhi borders was suspended.
Thousands of farmers, particularly from Punjab, Haryana and western Uttar Pradesh, protested at the borders of the national capital for over a year, demanding the repeal of the three farm laws.
Prime Minister Narendra Modi announced repealing the laws in November.
Addressing protestors amid heavy security, Senior Congress leader Randeep Surjewala criticised the Modi
government for failing to fulfil the promises it has made to the farmers last year. He called the Narendra Modi-led government "anti-farmer".
“It is because of the anti-farmer approach of the Modi government. This is one of the reasons why they find it difficult to implement MSP,” he said.
“This protest should not be limited to Jantar Mantar. We should take it forward and fight for the rights of farmers, who feed the nation,” he added.

Road mishap cases: HC asks Police Comm to furnish SOP
New Delhi (ANI): Delhi High Court on Friday directed the Commissioner of Police to place on record the standard operating procedure (SOP), if any, followed in road accident cases.
The HC sought the information in a case of drunken driving by the driver of a rented cab in which the petitioner's son was travelling and died in the accident. Jus-
tice Prathiba M Singh sought information on the plea which alleged that the petitioner's son hired a rented cab from

The bench directed the CP to place on record the SOP within six
weeks.
Calling it an unfortunate case, the court directed the CP to place on record the SOP which is followed by the Delhi police in cases of road accidents either in cases of injuries or death.
The parents of the deceased submitted that they have been denied a fair trial as there was a delay in collecting the blood sample of the ve-
hicle driver who was allegedly drunk at the time of the accident.
The counsel for the petitioners also alleged that there was a long delay of 3 months in collecting the blood sample of the driver the Investigation Officer.
It was also alleged that the IO did not collect the CCTV footage which is required for the investigation.

Mumbai (ANI): Shraddha Walkar's father Vikas Walkar, who appeared in the media for the first time since his daughter's brutal murder, on Friday sought death penalty for Aaftab Poonawalla and also a probe against his family members and relatives.
“I expect a similar lesson for Aaftab in the way he murdered my daughter. He should be hanged. A probe should be conducted against Aftab's family members, relatives and all others included in the inci-
dent,” he said while addressing a press conference with BJP leader Kirit Somaiya here.
Vikas claimed he had a conversation with Shraddha in 2021 and Aaftab on September 26, but he did not tell him about her whereabouts.
“The last time I had a
conversation with Shraddha was in 2021. We talked about her whereabouts, she said that she was living in Bengaluru. I talked to Aaftab on September 26 when I asked him about my daughter, but he didn't give an answer on it,” Vikas said.
“I was against the relationship of Shraddha Walker and Aaftab Poonawala. I was unaware of the domestic violence Shraddha was subjected to by Aaftab. I feel, his family members knew everything about what he was doing with her,” he said.

Delhi Police assured us that we will get justice. My daughter was brutally murdered. I faced many problems because of the Vasai police, if they had helped me, my daughter would have been alive," he said.

New Delhi (PTI): Aam Aadmi Party said with numbers on its side it was confident its councillor would be elected as mayor of Municipal Corporation of Delhi .

New Delhi (ANI): In a major setback to Congress, days after the Municipal Corporation of Delhi (MCD) elections, Delhi Congress Vice President Ali Mehdi, along with two more newly elected Congress councillors, joined Aam Aadmi Party (AAP) on Friday.
AAP spokesperson in a press conference informed that Sabeela Begum from Mustafabad ward number 243, and Nazia Khatoon from ward number 245 Brij Puri, have left Congress and joined AAP.

What happened to me shouldn't happen to anyone else. I tried to talk with my daughter but she didn't respond to me in the last two years. I was never told what was happening with my daughter," he said. Blaming the dating apps, Vikas said that his daughter came in contact with Aaftab because of it.
"Aaftab pursued Shraddha to make up her mind to leave. It was because of dating apps that Shraddha came in contact with Aaftab," he said. Speaking to ANI, Shraddha's father's lawyer, Seema Kushwaha said that the dating apps should be monitored.
"Though people have the right to use dating apps, these dating apps should be monitored.
Court extends Poonawala’s judicial custody by 14 days
New Delhi: A court here on Friday extended by 14 days the judicial custody of Aaftab Amin Poonawala, who allegedly strangled his live-in partner Shraddha Walkar and chopped her body into pieces, a source said. Poonawala was produced before the court through videoconferencing, source said. In the last hearing in the case on November 26, the court had extended the judicial custody of the accused by 13 days.

New Delhi (PTI): The MCD mayor will be from AAP and the BJP will play the role of a "strong opposition", the party's Delhi president Adesh Gupta said on Friday.
The BJP will also resist AAP if it indulges in ‘corruption’, he said.
Gupta's statement comes amid speculation that BJP will contest the mayoral polls in the newly elected Municipal Corporation of Delhi.
"We will play the role of a strong opposition in the MCD to save Delhi from the AAP, which has become synonymous
with corruption," Gupta said while thanking BJP leaders and activists for helping the party win 104 wards in the civic elections.
Earlier, the BJP had suggested that the AAP
may have won the majority in the MCD polls, but the Mayor's election is still an open game, while noting that Chandigarh, where its rival was the largest party, has a mayor from BJP.
New Delhi (PTI): MCD Commissioner Gyanesh Bharti presented the civic body's budget to MCD Special Officer, official sources said.
The annual budget has to be presented by a commissioner before December 10, as per statutory requirements.
The budget is eventually approved by the Leader of House in a special meeting of the House chaired by the mayor, they said. The budget presented includes the revised budget estimate for 2022-23 and budget estimate for 2023-24, sources said.
QR code fraud on foreign liquor bottles lands three in jail
in Greater Noida Noida (PTI): QR-code related discrepancies on foreign liquor bottles in Greater Noida landed employees of a premium alcohol store in jail, officials said.
Noida (PTI): Three men, including a South Korean, were arrested from a gaming centre in Greater Noida where alcohol was allegedly being served illegally, officials said on Friday.
A team of Excise Department along with police raided the centre in Knowledge Park area, an official said. “Excise inspectors Rahul Singh and Chandrashekhar Singh raided the gaming centre - Screen Golf Good Shot - on the first floor of Signature Tower in Knowledge Park where liquor was being served illegally," said Excise Officer RB Singh.
According to an Excise Department officer, the discrepancies were caught during a surprise inspection at the store in Gaur City area of Greater Noida (West) also known as Noida Extension.
The department had got information about same unique Quick Response (QR) codes being used on multiple liquor bottles, leading to fraud with customers and loss of revenue to the government, Ex-
cise Officer RB Singh said.
The incident was reported from a Premium Retail Shop at the Gaur City roundabout. There are 15 PRS in the district that have licenses for sale of premium for-

So I think one of the most striking qualities you realize is his ability to listen and his warmth. In a one-on-one interaction I real-
ized that this is phenomenal. Then I remember something very vividly. He took out his pen and a small notepad, and wrote something. And then that was it! I came out.

son to be super tired at 9 am who has just done so much in the past week, and here he was – as fresh an apple! Well, glowing is the word. He spent 15 minutes and I was almost feeling guilty. You are in a hurry. You have ten things to do. But he is there, sitting in front of you and telling you that he has no other work but to listen to you. You know, it is this quality that makes you feel as though you are super important. It makes you feel like he has no other work more important than actually being with you. I think it is this quality of PM Modi that is unbelievable! It is almost sage-like.

New Delhi: Union Minister of State for Home Affairs Nityanand Rai on Friday described the welfare schemes of the Narendra Modi government as a “boon” while highlighting the effectiveness of various schemes rolled out for the underprivileged.

New Delhi: Wheat acreage has increased by 25% so far in the onging rabi season at 255.76 lakh hectares mainly on higher sowing area in UP and MP. The area under coverage for wheat, which is the major crop in rabi season, stood at 203.91 lakh hectares in the same period last year.
Increase in wheat sowing area augurs well for the country as the domestic production had fallen to 106.84 million tonnes (MT) in the 2021-22 crop year from 106.84 MT in the previous year. —PTI

New Delhi (PTI): Chief Economic Advisor V Anantha Nageswaran on Friday said private sector needs to increase capital expenditure as it may not be healthy for the public sector to continue to invest at the same pace as it did in the last decade.
The combined investment by Centre, states and public sector enterprises have gone up 3.5 times over the last 10 years from ` 6.8 lakh crore to ` 21.2 lakh crore currently.
"In the decade when the non-financial corporate sector and the banking system were repairing balance sheets, the public sector took over and kept up economic growth throughout the second decade of the millenium and it has continued well into the current decade as well," Nageswaran said at a CII's Global Economic Policy Summit 2022 here.

New Delhi: India’s thermal coal imports fell to the lowest levels in 10 months during Nov, data from consultancy Coalmint showed, mainly due to a rise in domestic coal production. The country imported 10.83 million tonnes of thermal coal in Nov, the data showed, compared with 12.03 million tonnes in Oct and 9.45 million tonnes in Nov 2021. Imports fell mainly due to higher production by state-run Coal India, which accounts for 80% of India’s coal output. —FIB

Mumbai (PTI): The rupee appreciated by 10 paise to close at 82.28 (provisional) against the US dollar on Friday, tracking the weakening of the American currency in the overseas market. At the interbank foreign exchange market, the local unit opened at 82.30 and touched an intra-day high of 82.08 and a low of 82.33 against the greenback. It finally settled at 82.28, registering a rise of 10 paise over its previous close of 82.38.

Inflows via MFs SIP hit fresh high at `13,306 crore
New Delhi (PTI): Flows in the mutual fund industry through systematic investment plans or SIPs route rose to an all-time high of `13,306 crore in November, reflecting the growing maturity and confidence of investors.
However, inflows in equity mutual fund schemes plunged 76% to `2,258 crore in November from ` 9,390 crore in the preceding month, data released by the Amfi showed on Friday.
This was also the 21st straight month of inflows into equity schemes.
As per the data, flows through SIP was ` 13,306 crore in November 2022, surpassing the previous high of ` 13,041 crore in October.

New Delhi: The deadline to submit preliminary bids for IDBI Bank privatisation is likely to be extended by almost a month till early January, a government official said on Friday. The government and LIC together are looking to sell a 60.72% stake in IDBI Bank, and the last date for submitting an Expression of Interest (EoI) or preliminary bids is December 16. Transaction advisors have received a few requests for an extension of the deadline. Since foreign investment bankers would not be working due to year-end holidays, the deadline would be extended, the official said. —PTI

Automobile retail sales soar to record high
New Delhi: Automobile retail sales in India clocked best-ever performance in November aided by robust registrations across segments including passenger vehicles, two-wheelers and commercial vehicles, automobile dealer’ body FADA said on Friday.
The overall automobile retail sales rose by 26% to 23,80,465 units last month, as compared with 18,93,647 units in November 2021.
“November 2022 has clocked highest retails in the history of Indian auto-
mobile Industry with March’20 as an exception when retails were higher due to BS IV to BS VI transition,” FADA said.

Besides, the approval from the Ministry of Corporate Affairs (MCA) for demerger of non-core and land assets of Shipping Corporation of India (SCI) is expected to come in this month, following which the government may invite financial bids for SCI in March or April, the official added. The arbitration was filed on Thursday under Singapore International Arbitration Centre (SIAC) rules, sources said. If relief is granted, Grover may lose his unvested shares and right to use the founder title. Grover, who BharatPe has accused of cheating and embezzlement of funds, holds about 8.5% of the company. Of this, 1.4% is not vested.

Shillong (PTI): The Meghalaya High Court has ordered an interim stay on physical demarcation or erection of boundary posts on the ground in connection with an interstate border pact signed by chief ministers of Assam and Meghalaya earlier this year. Meghalaya Chief Minister Conrad K Sangma and his counterpart Himanta Biswa Sarma had in March signed an MoU, demarcating the border in at least six of the 12 contested locations that often raised tensions between the two states.
Justice HS Thangkhiew ordered the interim stay till the next date of hearing on February 6, 2023, on a petition filed by four traditional chiefs’ of Meghalaya.
“It is however understood that during the intervening period, no

New Studies use Cationic Nanomaterials to Target Fat. Nanotechnology has recently sparked considerable interest in a variety of fields, including medicine. South Africa (SA) was the first African country to adopt the technology, with the goal of improving the national bioeconomy and global competitiveness through the use of innovative nanotechnology-based solutions. And as per this new invention, nanotechnology can now target lipid molecules.
Obesity prevalence has steadily increased over the last five decades, and
obesity may have a massive effect on quality-adjusted years of life. Obesity is also strongly linked to an increased risk of all-cause, cardiovascular, and cancer mortality. Despite the serious consequences of obesity, losing weight can significantly reduce the risk of the majority of these comorbid conditions. Comorbidities most closely linked to obesity must be identified in order to raise awareness of potential negative outcomes. This will enable health-care workers to identify and implement appropriate interventions to reduce patient risk and mortality.
Fat cell development, which begins with a tiny fibroblast-like precursor, not only activates the fat cells' particular genes but also causes them to enlarge by accumulating more lipids (in adipocytes and adipose tissue). In reality, lipid storage is a fat cell's defining role. However, excessive lipid storage can make fat cells unhealthy and lead to obesity.

"Our approach is unique--It departs from the pharmacological or surgical approaches," says Qiang, who specializes in obesity and adipocyte biology. "We used cationic charge to rejuvenate healthy fat cells, a technique no one has ever used to treat obesity. I think this novel strategy will open the door to a healthier and safer reduction of fat".
The researchers noticed in these two tests that the cationic substance, P-G3, could do an interesting thing to fat cells: while it assisted new fat cell development, it also uncoupled lipid storage from fat cell housekeeping tasks. Because it prevents larger fat cells from storing harmful lipids, the mice had more metabolically healthy, youthful, tiny fat cells like those found
"With P-G3, fat cells can still be fat cells, but they can't grow up," said Leong, a pioneer in using polycation to scavenge pathogens. "Our studies highlight an unexpected strategy to treat visceral adiposity and suggest a new direction of exploring cationic nanomaterials for treating metabolic diseases".
P-G3 FOR DRUG DELIVERY, GENE THERAPY, AND AESTHETICS
Leong and Qiang see various possibilities for their ability to selectively target visceral fat. The biomaterials study reveals a straightforward approach that might be employed for aesthetic objectives; similar to Botox, P-G3 can be injected locally into a specific subcutaneous fat depot. The researchers, who have filed patents, are currently modifying P-G3 to improve its efficacy, safety, and depot specificity.
"We're very excited to discover that cationic charge is the secret to targeting adipose tissue," Qiang said. "We can now shrink fat depot-specifically—anywhere we want—and safely without destroying fat cells. This is a major advance in treating obesity".
With this new technology in sight, obesity and other linked co-morbidities can be managed with ease.

Delhi-based artist Manveer Singh collects plastic waste from 25 families every 15 days and repurposes it to create thought-provoking artwork with a strong message against plastic pollution.
Friends and neighbours of Delhi-based Manveer Singh found it odd when he requested their household plastic waste. It was hard to understand when he told them it was to beautify their trash by making art installations but they agreed.
What started in 2018 as an unusual request to spread awareness about
plastic pollution in the city of Delhi, which happens to have a landfill mountain (Ghazipur), has now turned into full-fledged artwork installations. “My artistic journey began with getting inspired by nature through landscape paintings. But soon, I realised my paintings are only benefiting
me and the buyer. I wanted to do more. On researching, I was shocked to find that farmers are finding layers of plastic instead of water while digging their wells. In the past few years, my life and work have been centred on how planet Earth is transforming into a plastic planet,” Manveer stated.
