14 DISPUTED VILLAGES REMAIN UNMOVED BY BORDER DEBATE

Residents say they enjoy benefits from both Maharashtra and Telangana Chandrapur

(PTI):

The ongoing Maharashtra-Karnataka row may have brought the border dispute between states under focus, but people living in 14 disputed villages along the Maharashtra-Telangana border appear to be unmoved by this debate. This is because they are enjoying the benefits of schemes implemented by both neighbouring states.

The residents of these villages say that they have no problem in going with any of the two states if the local government awards ownership of their farmlands to them.

All these 14 villages located in Jiwati taluka of Chandrapur district (according to Maharashtra map) figure in the voters list of both the states and people there enjoy dual identity, entitling them to take benefits of all the basic facilities including political status from both Telangana and Maharashtra.

Earlier Andhra Pradesh, and now Tel-

angana (after division) claimed that these villages fall under their territory. However, the issue has remained unresolved so far.

Waman Pawar, former sarpanch of Paramdoli gram panchayat said, “The dispute between the two states (Maharashtra and Telangana) has remained unsettled since my childhood.”

In a letter, written to the district administration last week, people residing in the four villages - Bhingara, Gomal-1, Gomal-2 and Chalistapari - in Jalgaon Jamod taluka of Buldhana, had made the demand for merger, in which they also claimed that they have been struggling to get their rights since the last 75 years. Pawar welcomes Udayanraje’s stand

First India Bureau

Mumbai: Nationalist Congress Party (NCP) chief Sharad Pawar on Friday praised Bharatiya Janata Party (BJP) MP Udayanraje Bhosale for taking an aggressive stance on the controversy over ‘insults’ against Chhatrapati Shivaji Maharaj, Mahatma Phule.

Talking to media persons, the NCP supremo said, “Udayanraje has

taken a good stand. But the role of the state and the Central government remains to be seen. People are expressing their

anger because of this (the remarks). The statement made by the governor (Bhagat Singh Koshyari) about Chhatrapati Shivaji Maharaj was wrong. I am sure, sooner or later, the Central government will have to take a decision on the same. We will see that change soon.”

Sources say, Pawar may be referring to the rumours of Governor

Koshyari’s removal from his position.

Incidentally, Udayanraje is a direct descendent of the 17th century warrior king Chhatrapati Shivaji Maharaj.

After Koshyari’s statement, Bhosale organized a programme ‘Nirdhar Shivsanmanacha’ at Raigad. He also met Prime Minister Narendra Modi and expressed his feelings on the matter.

Rly Min delaying Pune-Nashik semi high-speed rail project: Pawar

Pune: The Nationalist Congress Party (NCP) has claimed that despite all approvals the central government is simply delaying the Pune-Nashik semi highspeed railway project.

Maharashtra Opposition leader Ajit Pawar said that the Pune-Nashik high-speed railway project is important and received 200 permissions, technical clearance.

“When I was the fi-

nance minister, I had approved all funds. The only permissions remained were that from

the railway ministry and cabinet minister, however, the central government is simply

delaying the project,”Pawar said. He further added, “Chief minister Eknath

Shinde and deputy chief minister Devendra Fadnavis need to meet with the railway minister and seek approval.”

Earlier, when Fadnavis met Union Railway Minister Ashwini Vaishnav during his Delhi visit in October, questions were raised about the feasibility of the high-speed ‘atgrade’ track between Pune and Nashik.

“We do not want to bring politics in development projects. Not

just NCP, but many other parties, including the Bharatiya Janata Party (BJP) MPs have given letters to approve the project, but it is being delayed,” added Pawar.

Shirur MP Amol Kolhe who is representing these areas said, “The project has been approved at all levels except the railway ministry. For the last six months, the ministry is just sitting on it and raising various doubts that are invalid.”

CHINA’S NEW SPACE STATION OPENS FOR BUSINESS

The International Space Station is no longer the only place where humans can live in orbit

On Nov. 29, 2022, the Shenzhou 15 mission launched from China’s Gobi Desert carrying three taikonauts – the Chinese word for astronauts. Six hours later, they reached their destination, China’s recently completed space station, called Tiangong, which means “heavenly palace” in Mandarin. The three taikonauts replaced the existing crew that helped wrap up construction. With this successful mission, China has become just the third nation to operate a permanent space station.

China’s space station is an achievement that solidifies the country’s position alongside the U.S. and Russia as one of the world’s top three space powers. As scholars of space law and space policy who lead the Indiana University Ostrom Workshop’s Space Governance Program, we have been following the development of the Chinese space station with interest.

Unlike the collaborative, U.S.-led International Space Station, Tiangong is entirely built and run by China. The successful opening of the station is the beginning of some exciting science. But the station also highlights the country’s policy of selfreliance and is an important step for China toward achieving larger space ambitions among a changing landscape of power dynamics in space.

CAPABILITIES OF A CHINESE STATION

The Tiangong space station is the culmination of three decades of work on the Chinese manned space program. The station is 180 feet (55 meters) long and is comprised of three modules that were launched separately and connected in space. These include one core module where a maximum of six taikonauts can live and two experiment modules for a total of 3,884 cubic feet (110 cubic meters) of

space, about one-fifth the size of the International Space Station. The station also has an external robotic arm, which can support activities and experiments outside the station, and three docking ports for resupply vehicles and manned spacecraft.

Like China’s aircraft carriers and other spacecraft, Tiangong is based on a Soviet-era design – it is pretty much a copy of the Soviet Mir space station from the 1980s. But the Tiangong station has been heavily modernized and improved.

The Chinese space station is slated to stay in orbit for 15 years, with plans to send two six-

month crewed missions and two cargo missions to it annually. The science experiments have already begun, with a planned study involving monkey reproduction commencing in the station’s biological test cabinets. Whether the monkeys will cooperate is an entirely different matter.

SCIENCE AND A STEPPINGSTONE

The main function of the Tiangong station is to perform research on life in space. There is a particular focus on learning about the growth and development of different types of plants, animals and microorganisms, and

there are more than 1,000 experiments planned for the next 10 years.

Tiangong is strictly Chinese made and managed, but China has an open invitation for other nations to collaborate on experiments aboard Tiangong. So far, nine projects from 17 countries have been selected.

Although the new station is small compared to the 16 modules of the International Space Station, Tiangong and the science done aboard will help support China’s future space missions. In December 2023, China is planning to launch a new space telescope called Xuntian. This telescope will map stars

Will 2023 Be a Year of Economic Crisis?

ar in Ukraine.

Protests in China and Iran. Energy shortages in Europe. Protectionism in the United States. Skyrocketing debt in developing countries. And soaring inflation and slowing growth almost everywhere. The last 12 months have piled one challenge for the global economy on top of another.

Multiple plausible scenarios may trigger what would qualify as an “economic crisis” in 2023. If the war in Ukraine escalates further, or tensions with China – for example, over Taiwan – intensify, supply chains may be affected, causing shortages and price increases. Cyberattacks can disrupt key infra-

structure at any time and anywhere, with potentially significant repercussions. And since the financial system is as fragile, dangerous, and distorted as it has ever been (perhaps even more so), a crisis there is certainly possible. Regulators have repeatedly missed opportunities to reform the system

since the 2007-2009 crisis, making it clear that “further crises will come.”

An enormous buildup of risks across the financial system – often ignored by regulators and investors, only to emerge suddenly– is concerning. Many European banks already appear quite weak. According to a

A recent report shows that there is $65 trillion in hidden US-dollar debt in foreign-exchange markets – a much larger sum than prior to 2008 – and points to other risks. 2018 study, “off-balancesheet” debt levels have grown since 2007. A recent report shows that there is $65 trillion in hidden USdollar debt in foreign-exchange markets – a much larger sum than prior to 2008 – and points to other risks. According to the World Bank, since 2000, the world’s poorest countries have been spending the highest share of their export revenues on debt-service payments to rich coun-

tries, and debt-related risks are rising in low- and middle-income economies as well. Central banks routinely intervene to calm turbulent markets, as the Bank of England recently did to prop up the government-bond (gilt) market and protect pension funds. But a crisis involving multiple jurisdictions and key institutions with unsustainable commitments may not be easily contained.

and supermassive black holes among other projects with a resolution about the same as the Hubble Space Telescope but with a wider view. The telescope will periodically dock with the station for maintenance.

China also has plans to launch multiple missions to Mars and nearby comets and asteroids with the goal of bringing samples back to Earth. And perhaps most notably, China has announced plans to build a joint Moon base with Russia – though no timeline for this mission has been set.

ASTROPOLITICS

A new era in space is unfolding. The Tiangong station is beginning its life just as the International Space Station, after more than 30 years in orbit, is set to be decommissioned by 2030.

The International Space Station is the classic example of collaborative ideals in space – even at the height of the Cold War, the U.S. and the Soviet Union came together to develop and launch the beginnings of the space station in the early 1990s.

By comparison, China and the U.S. have not been so jovial in their orbital

dealings.

In the 1990s, when China was still launching U.S. satellites into orbit, concerns emerged that China was accidentally acquiring – or stealing – U.S. technology. These concern in part led to the Wolf Amendment, passed by Congress in 2011, which prohibits NASA from collaborating with China in any capacity. China’s space program was not mature enough to be part of the construction of the International Space Station in the 1990s and early 2000s. By the time China had the ability to contribute to the International Space Station, the Wolf Amendment prevented it from doing so.

It remains to be seen how the map of space collaboration will change in the coming years. The U.S.-led Artemis Program that aims to build a selfsustaining habitat on the Moon is open to all nations, and 19 countries have joined as partners so far. China has also recently opened its joint Moon mission with Russia to other nations. This was partly driven by cooling Chinese-Russian relations but also due to the fact that because of the war in Ukraine, Sweden, France and the European Space Agency canceled planned missions with Russia.

As tensions on Earth rise between China, Russia and the West, and some of that jockeying spills over into space, it remains to be seen how the decommissioning of the International Space Station and operation of the Tiangong station will influence the China-U.S. relationship.

An event like the famous handshake between U.S. astronauts and Russian cosmonauts while orbiting Earth in 1975 is a long way off, but collaboration between the U.S. and China could do much to cool tensions on and above the Earth.

Chhapra (ANI): The toll of dead in Bihar’s Chhapra Hooch tragedy has soared to 65, with more people succumbing after consuming spurious liquor in Saran district.

Masrakh Station House Officer (SHO) Ritesh Mishra and Constable Vikesh Tiwari were suspended immediately after the Tuesday night tragedy on the recommendation of Marhaura Sub-Divisional Police Officer, Yogendra Kumar. Most deaths have occurred over Wednesday and Thursday creating an uproar both at the state and national level as sale and consumption of alcohol have been banned in Bihar by the Nitish Kumar government since April 2016.

Nitish Kumar’s former ally, BJP, have come down heavily on him with MPs of the Bharatiya Janata Party from the state raising the issue in the Rajya Sabha on Thursday.

Chief Minister Nitish Kumar, when questioned regarding the Chhapra Hooch tragedy, on Thursday told media that “if someone consumes liquor, they will die”, that has not gone down well with victim families among others.

“The liquor ban has benefitted several people. A large number of people have given up alcohol...This is good. Several people have happily accepted this. But there are some troublemakers. I have told officers to identify the actual troublemakers and nab them,” Kumar told the media in Patna.

Bihar Excise Minister Sunil Kumar have also promised stringent action against the culprits responsible for the deaths. “Process of filling an FIR is underway. I have spoken over the

New Delhi: Former Deputy CM and BJP MP Sushil Kumar Modi lashed out at Nitish Kumar-led Bihar govt over the hooch tragedy in Chapra, and said the state was under ‘police raj’ and the number of deaths in the recent hooch tragedy was much higher. While speaking to a section of media, Modi said, “More than 100 people died after drinking spurious, illicit liquor. But, the numbers are being hidden. Even in Bihar, the media has put the death toll at around 50. The people are hiding the bodies of their kins fearing police inquiry. There is police raj in Bihar. This is not the first tragedy in Bihar.”

NO COMPENSATION TO THOSE WHO DIE AFTER CONSUMING LIQUOR: BIHAR CM NITISH IN ASSEMBLY

Patna: Bihar CM Nitish Kumar on Friday said no compensation will be given if a person dies after consuming spurious liquor. The CM’s remark comes amid severe criticism from the Opposition, led by the BJP, in the wake of the rising hooch deaths in the Chhapra district. “No compensation will be provided to people who die after consuming spurious liquor. We have been appealing to you not to drink. If you drink, you will die. Those who speak against prohibition will not bring any good to the people,” the CM said in the Assembly on Friday.

The GDP growth has slowed in recent months due to global headwinds and rising interest rates globally to control spiralling inflation. This has prompted some to seek a further government push to revive the growth rate.

India has brought in a lot of facilitation and tweaking of rules to attract foreign investment into India and is also engaging with industries who want to co-locate in the country, the minister said.“As much you are preparing yourself for a longdrawn recession in the Western world, in the developed world, I think it is also the best time for you to work out strategies for drawing those manufacturers from there to India. “Even as they are headquartered there, it might be useful for them to think of sourcing many things from here and producing from here at least for markets in this part of the globe,” Sitharaman said.

India’s textile industry faces tough times

New Delhi: India’s $200 billion textile and apparel industry is facing a crisis as consumers in the United States, Europe and other big markets have cut spending on clothing following a surge in inflation after the war in Ukraine, industry officials said.

While the overall economy is relatively strong and is outperforming major economies, the textile sector is a notable exception and orders suggest the downturn will continue well into 2023, raising the

risk of layoffs.

Exports, which constitute about 22% of the industry, have fallen for five months in a row - declining over 15% year-on-year in November to $3.1 billion.

MUMBAI TO WAKE UP TO MVA’S ‘HALLA BOL’!

First India Bureau

Mumbai (PTI): The opposition Maha Vikas Aghadi (MVA) coalition will hold its ‘Halla Bol’ protest march against Chief Minister Eknath Shinde-led government in Maharashtra on Saturday. The rally is also a counter-move by the opposition to the ruling Bharatiya Janata Party’s (BJP) ‘Maafi Maango’ protest.

The MVA allies Shiv Sena – Uddhav Balasaheb Thackeray, Nationalist Congress Party (NCP) and Congress would be taking out the “morcha” (protest march) against the “injustice” meted out to Maharashtra, “insults to the state’s icons like Shivaji Maharaj and Mahatma Phule,” and “atrocities” against Marathi-speakers in border areas of Karnataka as well as industrial projects being tak-

will be expressed through the morcha.

The march will start near JJ Hospital and end at the Chhatrapati Shivaji Maharaj Terminus in south Mumbai.

The MVA protest is being seen as an attempt to rally the allies after the Uddhav Thackeray-led alliance government was toppled in June this year.

Chief Minister Eknath Shinde had said on Thursday that everyone has the right to hold a march in a democracy. He had given a clear indication about the permission (to MVA). There is anger among people regarding offensive statements made about Chhatrapati Shivaji Maharaj, Mahatma Phule, and Dr Babasaheb Ambedkar. These statements made by responsible leaders are disturbing to the common people. I believe their reaction will be seen in the march.

Mumbai: Nationalist Congress Party (NCP) state President Jayant Patil on Friday termed the Maha Vikas Aghadi (MVA) protest march to be held in Mumbai on Saturday, a threat to incumbent government. Talking to reporters in Sangli, Patil said, “The governor and Bharatiya Janata Party leaders are commenting about great men. Ministers of the state are insulting the great work done by these men. On

the other hand, there is massive unemployment in Maharashtra.” The Shinde group (Balasahebanchi Shiv Sena) and the BJP government in the state are

working towards increasing unemployment. And the MVA grand march will be a lesson for the government, warned Patil. On insults hurled at 17th century warrior king Chhatrapati Shivaji Maharaj, Patil said, “There is 100% agenda behind the statements about great men. Chhatrapati Shivaji Maharaj is our identity. These remarks are an attack on our selfrespect. Such statements are not being made by mistake or in ignorance but deliberately.”

(PTI): The National Investigation Agency (NIA) on Friday filed a charge-sheet against 11 persons in the murder case of Amravati-based pharmacist Umesh Kolhe who had shared social media posts backing Nupur Sharma.

The charge-sheet was filed before the special NIA court here.

The court had in September granted the central agency 90 days' extension to file the charge-sheet. Kolhe was killed in eastern Maharashtra's Amravati city on June 21, 2022, after sharing on social media a post supporting suspended BJP leader Nupur Sharma over her controversial remarks about Prophet Mohammad.

The NIA registered a case on July 2 on the directions of the Ministry of Home Affairs under Indian Penal Code sections 120-B (criminal conspiracy), 302 (murder), 153-A (promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc) and 153-B (imputations, assertions prejudicial to national integration), and provisions of the Unlawful Activities (Prevention) Act.

The ship would be inducted at the Naval Dockyard, Mumbai on December 18.

The event marks the ceremonial induction into the Navy of the second of four ‘Visakhapatnam’ class destroyers, which were designed in-house by the Indian Navy’s Warship Design Bureau and built by Mazagon Dock Shipbuilders Limited in Mumbai.

Named after the historic port city of Goa on the West

Elgar case: Hany Babu granted bail for cataract surgery and check-up

Mumbai: Former Delhi University professor Hany Babu, an accused in the Elgar Parishad-Maoist links case, has been granted a temporary bail of four days by the Bombay High Court, to undergo cataract surgery and a medical check-up at a city-based hospital.

Babu had moved the high court earlier this month seeking temporary bail on health grounds.

The activist, in his petition, had said that he needed bail for three months for cataract surgery and getting treatment for upper abdominal pain and osteoarthritis at the private Breach Candy Hospital.

A division bench of Justices AS Gadkari and PD

Naik, after hearing the arguments of both sides, allowed Babu to undergo treatment at the hospital in Mumbai for four days.

The court directed that Babu be taken to a hospital for the surgery and health check-up on December 20 and be brought back to the prison on December 24, his lawyer Yug Chaudhry said.

Recently we saw a clear picture of what we need for December from Ki ara Advani’s latest look. We thought dresses were hot but to load in an array of onesies could be the chicest in vestment. We were just so inculcated by the references to all sparkly and mini dresses. A little shift in style and a trustworthy lesson are all that it takes to pre-plan a very fabulous look. We see this jumpsuit as the bearer of compliments.

Does your calendar look a lot like Christmas? You could now agree with this jumpsuit in hand. To the days of heavy forethought, you may put in to create a mood board of what to wear where, this can be your dawn to dusk outfit. No inbetween change of outfit is required, just a considerable amount of pee breaks of course. This doesn’t have to be chaotic, you will manage.

MANOJ SHARMA GIVES AN INSIGHT INTO THE CASTING WORLD

as an industry person on the controversial issue of the casting couch, Manoj said that no matter what field you belong to, you will have negative and positive points, it all depends on whether one understands the signs.

It requires a person to be visionary to form an entire person in their head before you see it in reality. Such is the job of a casting director who has the difficult job of searching for the right person for the right role. Manoj Kumar Sharma has been in this business for the past ten years, building a path for actors towards the right roles. Talking to City First, Manoj Kumar Sharma shared his experience of ten years, his debut in OTT with the series Hasratein and what it means to be a casting director.

about yourself and break those boundaries and fulfil your desires,” he said, giving an idea into the theme of the show.

Sharing his experience of working for the OTT for the first time, Manoj said, “It was a bit difficult for me as it was my first-time casting for the web. The series shows intimacy, not in a cheap light but shows the aesthetic side of it. Many artists questioned our decision to make the series. But all the artists that decided to shoot for the series, including the main leads Shilpa Tulaskar, Adaa Khan, Monalisa, Sana Sayyad and Krishna Mukherjee thoroughly understood the feeling behind the show and genuinely wanted to bring out such stories into the world.”

As someone who left his MBA degree to fulfil his desire to work in the industry, Manoj has now completed ten
