New Delhi: The CBI on Monday filed a charge sheet against former Chief Executive and Managing Director of Yes Bank Rana Kapoor as well as Avantha Group promoter Gau tam Thapar in the Rs466.51 crore bank fraud. Although Kapoor was not named a suspect in the FIR registered on June 2 last year, his role in the scam surfaced during the investiga tion. New Delhi (PTI): The Supreme Court on Monday referred to a five-judge Constitution bench a suo motu plea on framing of guidelines on how and when potential mitigat ing circumstances be considered by courts during trial in cases which entail the death penalty as the maximum punishment. A bench headed by Chief Justice Uday Umesh Lalit said it was of the opinion that this matter required a hearing by a larger bench to have clarity and uniform approach as to when an accused, facing death penalty as maximum sentence, is required to be heard with regard to mitigating circumstances. “Let matter be placed before the CJI for orders in this regard,” Justice S Ravindra Bhat said while pronouncing the verdict. A death sentence is irreversible and every opportunity should be given to the accused for consideration of mitigating circumstances so that the court concludes that capital punishment is not warranted, the bench had observed.

He however did not disclose the quantity of sugar that will be allowed for export in 2022-23 marketing year.“We will soon announce the sugar export policy for next season,” Pandey told reporters.In May, the govern ment had allowed exports of 100 lakh tonne of sugar, but later allowed another 12 lakh tonne. This took the total export quota for 2021-22 marketing year to 112 lakh tonne.India’s sugar exports stood at 70 lakh tonne in 2020-21 marketing year, 59 lakh tonne in 2019-20 and 38 lakh tonne in 2018-19.Earlier this month, sugar industry body ISMA had demanded that the government allow exports of 80 lakh tonne of sugar for 2022-23 market ing year in view of surplus production.
