Hemant Gera: One man ‘Army’ in Secretariat!

Rajendra Chhabra

Jaipur: It has been thirty months since IAS Hemant Kumar

Gera took over the reins of DoP as on October 5, 2020 he was appointed as Principal Secretary of the department.

Gera is the only officer in the current government who has played such a long ‘innings’ in the state secretariat. It is believed that Gera would definitely be shuffled in the next IAS transfer list. 1997 batch IAS, Gera is counted among the top two dozen senior most officials of the state government and thus, keeping in mind his seniority, it was being speculated that he would be given an important position once he is shuffled from the current position. However, Gera will have to ‘bat’ for some more time on the current position. But that is not all.

While serving in DoP, as on today, he is handling the additional charge of two more departments. For the past five months, after Sudhansh Pant left for Delhi, Gera has been handling the additional charge of DGHCM-RIPA and now the additional charge of GAD and Civil

Aviation has also fallen on him.

Jitendra Upadhyay, who was handling GAD, has gone on a leave and newly appointed Principal Secretary Dinesh Kumar is also on extended leave. Meanwhile, Gera’s hands are already full with a ‘fulltime’ job in the DoP and then he has to go out of the secretariat to HCM-RIPA and also handle the sensitive responsibility of GAD. In fact, what has felt more ‘burden’ for Gera is the transfer of Additional DG of HCM-RIPA Tikam Chand Bohra, on whose place no new appointment has been made and thus all responsibilities of RIPA have fallen on Gera’s shoulders. This means that Gera is handling three departments all alone. Perhaps Gera is the only offier in the Secretariat who is handling so many responsibilities and it is but obvious that there is a limit to how much work an officer can handle.

troversial groups, following criminals and using inflammatory and misleading material. Action will now be taken against the policemen who flout the orders.

State civic bodies in fix post Raj RERA order

First India Bureau

Jaipur: After the decree of the Real Estate Regulatory Authority, Rajasthan, civic bodies across the State, including the Jaipur Development Authority, are in a dilemma. The JDA has even written a letter to the State Government demanding its intervention in the matter.

These instructions issued by RERA Rajasthan mentioned that whether a plan has been prepared by a housing cooperative society or a body has regulated it on the basis of records presented by the development committee, it will

be the responsibility of the civic body concerned to register or get that scheme registered under RERA. If this is not done, fine or other punitive action would be taken against the body under RERA law. The civic bodies across the state are apprehen-

sive that the order may slow down the pace of Prashasan Shehron Ke Sang (PSKS) campaign. Besides, there is also a fear that ignoring the order may invite action from the authority. The authority had issued instructions on September 27, 2021.

JDA’S CASE BEFORE STATE GOVT

The State Government had set a new cut-off date for the regularisation of colonies in the PSKS campaign. The cut-off date for regularisation of illegal colonies has been increased from June 17, 1999 to December 31, 2021. The record presented by the development committee has been accepted whereas the records of the housing cooperative societies have not been considered as valid. According to instructions of the Govt, JDA takes action on the application of the development committee be it the cooperative societies or private account holders. The JDA takes suo motu action for land conversion on non-agricultural use of agricultural land. In these, neither any housing cooperative society nor any development society is willing to register with RERA. If JDA registers these schemes in accordance with the instructions of RERA, then JDA will have the responsibility of completing the development work along with completing the plan on time under the RERA Act. Besides, various provisions of RERA law will have to be followed. In cases where there is a provision for depositing the development fee, work is done in the colony according to the deposited fee. Whereas in the case of colonies built till Dec 31, 2021, exemption of external and internal development charges was given. So it will not be possible to follow the instructions of RERA.

INSTRUCTIONS OF RERA RAJASTHAN

M ay 1, 2017 when RERA law came into force in the state. Registration in RERA is not necessary for schemes where the lease of a single plot was issued, the allottees had got possession of 60% or more plots, more than 50% development fee had been deposited in the body, the schemes in which the development works had been completed and their completion certificate had been issued or was under process. Failure to do so will invite action.

EXPECTATIONS AND DISAPPOINTMENTS

One may have rejected people because they did not come up to their standards.

Aspirations attained and hopes realized result in satisfaction. But, many of our dreams and expectations do not turn out the way we wish. Recurring disappointments in life can make one feel exasperated with oneself and even with others.

With the fast pace of life today, the more one tries to keep up, the further one seems to fall behind. Demands on one’s time and energy can be unrelenting, and when one fails to get the set task done, one can begin to feel as though one is letting others down.

“I failed again!” Often, we say this, when we are unable to accomplish what we have decided to do. How can one deal with such feelings?

Often, one has no control over adverse storm like circumstances that one encounters in life. Dwelling on constraints prevents one from seeing possibilities that are still within reach. One can stay active and happy by adjusting the way one uses one’s physical, mental and emotional resources. Being balanced in what one expects of oneself and showing consideration and appreciation for any help offered by others builds cooperation and mutual understanding

To experience happiness, one needs to cultivate reasonable expectations and a realistic view of one’s abilities and circumstances. Trying to attain unreasonably high goals can give undue tension and frustration. Also, becoming too lenient with oneself and slowing down can result in disappointments. Deteriorating health or diminished energy magnifies one’s limitations and can trigger feelings of dissatisfaction and distress. Left unchanged, such feelings cause one to believe that he or she is not appreciated by others.

If a close friend shows signs of exhaustion due to over exer-

TO EXPERIENCE HAPPINESS, ONE NEEDS TO CULTIVATE REASONABLE EXPECTATIONS AND A REALISTIC VIEW OF ONE’S ABILITIES AND CIRCUMSTANCES. TRYING TO ATTAIN UNREASONABLY HIGH GOALS CAN GIVE UNDUE TENSION AND FRUSTRATION. ALSO, BECOMING TOO LENIENT WITH ONESELF AND SLOWING DOWN CAN RESULT IN DISAPPOINTMENTS

tion, would one not try to help him / her to make some adjustments in life? Similarly, one must recognize the signs when one is going beyond one’s own limits.

To have a reasonable view of one’s condition can be challenging if one is brought up in an overly demanding family, where there is constant pressure to do more.

Getting some rest before starting any increased activities and finding a pace that fits one’s capabilities, builds up energy and preserves the right attitude toward work.

Being balanced in what one expects of oneself and showing consideration and appreciation for any help offered by others builds cooperation and mutual understanding.

The belief that one has to be absolutely perfect in everything afflicts the thinking of many. There is a big difference between the healthy pursuit of excellence and the unhealthy striving for an impossible ideal. People who strive for excel-

Sever

lence are orderly and organised and have high expectations from themselves, but they also accept their errors and have positive ways of coping with them.

Perfectionists, on the other hand, live in a constant state of stress. Such ones may avoid doing anything new or may put off doing important things because of fear of failure. The reality is, few ever succeed at being the best. And even when someone does, it’s usually just a matter of time before another one comes along who is better.

A good question to consider is, “has my excessively high standards made it easy for me to have friends? Probably not.

‘Why would people tend to avoid me because of my perfectionism?’ One may wonder. Generally, voicing high expectations even of oneself and being self-centred has a negative effect on others who struggle to keep a balance.

The closer one gets to a person, the more likely one sees his / her flaws. By overlooking minor faults and accepting them as they are and by being adaptable, one is able to work harmoniously with all sorts of people. Expecting more than what one can give or comparing two individuals prevents one to see the potential in each.

At times, we hear, “I’m an individual, there is no one like me.” A saying expresses this fact simply. “The fingers are not all of the same length.” Being willing to forgive and changing one’s course or actions as new circumstances arise, help in maintaining a wavelength with different kinds of people. Also, by being fair and rational, it is possible to be yielding when necessary.

Expecting perfection from imperfect people and in a less than ideal environment is absurd. So, one can ask, ‘Do I succeed in collaborating with others? Am I reasonable in what I expect from others?’ A rigid driving, “do more, do more, do more!” Approach may dishearten and demotivate those, who are doing all they can.

How sad it would be if one has a reputation for being “hard to please” – a far cry from reasonableness!

China poses biggest security challenge: UK PM

Gun violence is top health concern in US

New Delhi (Agencies):

Hiroshima, Japan: China represents the world's greatest challenge to security and prosperity, but other leading economies should not seek to fully decouple from it, British Prime Minister Rishi Sunak said on Sunday.

"China poses the biggest challenge of our age to global security and prosperity. They are increasingly authoritarian at home and assertive abroad," Sunak told reporters after the G7 summit.

Gun violence is a leading cause of premature death in the US. Now, according to a new study, a quarter of Americans believe guns are the number one public health threat, Guardian reported. According to a study conducted by Axios and the Ispos American Health Index, 26% of Americans believe access to guns is the top threat to public health. Meanwhile, around 25% believe opioids and fentanyl are the top concern.

''Access to guns and firearms is now considered one of the top threats to public health, alongside opioids and fentanyl. Since Febru-

ary, the number of Americans citing guns as their top concern has increased significantly,'' the study notes. In February, only 17% of Americans cited gun access as a top concern. In 3 months, that number has increased nearly 10 percentage points from 17% to 26%.

AS PER DATA FROM THE GUN VIOLENCE ARCHIVE

New Delhi (Agencies): 49% of Black Americans, 50% of Democrats, and 31% of people cited firearm access as their number one concern. The figures come as the country has been rocked by a spate of mass shootings. So far, the US has witnessed over 200 mass shootings & over 16,000 firearm deaths.

it faces, and the actions we can take to preserve this invaluable asset for future generations.

The International Day for Biological Diversity is a momentous occasion celebrated annually on May 22 to raise awareness about the critical importance of biodiversity and to highlight the urgent need for its conservation. Recognized by the United Nations, this day serves as a reminder of our collective responsibility to protect and sustainably manage the Earth's rich and diverse ecosystems. In this article, we delve into the significance of biodiversity, the challenges

Biodiversity refers to the incredible variety of life forms on our planet, encompassing all living organisms, including plants, animals, and microorganisms, as well as the intricate networks of interactions between them and their environments. It is the foundation of ecosystem functioning and provides numerous ecological, economic, and social benefits. Biodiversity supports the provision of essential ecosystem services such as clean air and water, pollination, nutrient cycling, and climate regulation. It also contributes to cultural and aesthetic values, scientific discoveries, and potential sources of new medicines.

Unfortunately, biodiversity is under immense pressure due to various human activities. Habitat

destruction, deforestation, pollution, climate change, overexploitation of natural resources, and the introduction of invasive species have all contributed to the decline of species and ecosystems worldwide. The loss of biodiversity not only diminishes the resilience of ecosystems but also jeopardizes food security, water availability, and human well-being. It is imperative that we address these challenges and reverse the current trajectory of biodiversity loss.

Preserving biodiversity requires a collective effort involving governments, organizations, communities, and individuals. Here

are some key actions that can contribute to biodiversity conservation:

■ Protecting and restoring habitats: Preserving intact ecosystems and restoring degraded habitats are essential for safeguarding biodiversity. This includes establishing protected areas, conserving critical habitats, and promoting sustainable land-use practices.

■ Promoting sustainable agriculture and forestry: Encouraging sustainable farming practices that minimize the use of pesticides, conserve soil fertility, and protect natural habitats can help maintain biodiversity in agricultur-

UTTKARSHA SHEKHAR uttkarsha.shekhar@firstindia.co.in

The actor mentioned that while he aspires to become a superstar, he would quickly become bored if restricted to performing only one type of role. In the film, Nawazuddin portrays the character of Jogi Pratap, a juggler known for his resourcefulness. Neha Sharma, who plays a role in the film, challenges Jogi’s resourcefulness by saying, “What ‘jugaad’ will

you do when your tricks fail?”.

He expressed that after attaining superstardom, he cannot confine himself to a singular tone or style of acting. Instead, he constantly endeavours to experiment with new approaches and

believes in avoiding compromise on his acting skills to attain superstardom. Nawazuddin mentioned that he has declined offers that would have confined him to specific roles and stereotypes, as he believes that the image of a superstar can limit an actor’s versatility. He further mentioned that the story of ‘Jogira Sara Ra Ra’ is written by Ghalib Asad Bhopali, who previously worked on ‘Babumoshai Bandookbaaz.’
