The committee was to have submitted its report in 60 days.
Pune (PTI): BJP Lok Sabha member from Pune and former state minister Girish Bapat passed away at a hospital here on Wednesday after a prolonged illness.
The 72-year-old BJP leader, ailing for the last one-and-a-half years, was admitted to the ICU of Deenanath Mangeshkar Hospital in critical condition and was on life support.
“Today is a sad day.
Senior BJP leader and MP Girish Bapat left us today. For the last one and half years, he was undergoing treatment,” said Jagdish Mulik, BJP city unit president said on Wednesday afternoon, adding that Bapat’s last rites would be performed at Vaikunth crematorium in the evening.
Bapat had served as the MLA from Kasba Peth constituency in Pune five times. He was elected to Lok Sabha in 2019.
Bapat’s last public appearance was on February 26 when he cast vote for the Kasba Peth Assembly bypoll sitting in a wheelchair with his nasal cannula on.
The Opposition then accused the BJP of playing with Bapat’s health.

No respite for farmers as onion prices fall on glut

During the Emergency, he was lodged in Nashik jail for 19 months. He became a corporator of PMC in 1983 and after 12 years he was elected as MLA from the Kasba Peth constituency. He served as the Minister for Food, Civil Supplies, Consumer Protection, Food and Drugs Administration, and Parliamentary Affairs in the then state government headed by Devendra Fadnavis.

Mumbai: Maharashtra BJP president Chandrashekhar Bawankule said Bapat’s demise is a big loss for the party.
Senior BJP leader and Maharashtra cabinet minister Chandrakant Patil said Bapat was like a guru and a father figure.
“It is like losing a father figure. His friendship across the party lines and contacts with people and party workers were unparalleled. He was dedicated to the party and its growth. His demise is a huge loss to the party,” Patil said.
Leader of Opposition Ajit Pawar said Pune district has lost a leader who believed in taking everyone along.
“In Bapat’s death, a cultured face of poli-
tics has been lost,” he said in a statement.
BJP Rajya Sabha member and former Union minister Prakash Javadekar, who hails from Pune, said Maharashtra has lost an honest party worker in Bapat.
“Bapat and I were together since our school days and today I am saddened after our companionship of 58 years ended today,” he said.
Javadekar said Bapat rose through the ranks in public life. He had served as the head of the standing committee in Pune municipal corporation (PMC) and went on to become an MLA and an MP.
“He always highlighted issues concerning Pune,” he said.
The good arrival has brought down its prices in both wholesale and retail markets. “The annual season for new onion has already begun and the largest wholesale market for potatoes arrived last week,” a trader said.

Palghar (PTI): As many as 18,869 farmers have lost their crops and agricultural produce due to unseasonal rains between March 01 and 19 in Palghar district, as per an official release. Due to the spell, winds, and dew, crops and agricultural produce across 3,502.83 hectares of land were destroyed. The destruction is more than 33% of the agricultural and horticultural produce, the release said. An assistance of Rs7,87,36,125 has been sought from the government for the farmers affected by the unseasonal rains and other calamities, it said.

Aurangabad (PTI): The process to effect a change of government in Maharashtra started on the instructions of BJP leader Devendra Fadnavis, Health Minister Tanaji Sawant has claimed.
The Uddhav Thackeray-led Shiv Sena-NCPCongress government in Maharashtra collapsed in June 2022 with the rebellion of Sena leader Eknath Shinde, who then formed the new government with BJP’s Fadnavis as deputy chief minister.
“We (Shiv Sena leaders of the Shinde camp) and Devendra ji had meetings. (Current Chief Minister) Eknath Shinde and I held 100150 meetings in two years (to bring down the Thackeray government),” Sawant told reporters in Osmanabad on Tuesday.
“On (now Deputy CM) Devendra Fadnavis’s orders, Shiv Sena and BJP came together in Osmanabad Zilla Parishad....It started from there,” Sawant said.

First India Bureau Mumbai: Police have begun the process to register an FIR (First Information Report) in an abetment case in the alleged suicide of Darshan Solanki, at the Indian Institute of Technology Bombay, officials said on Wednesday. However, they are still waiting for Solanki’s family to lodge a formal police complaint against his hostel mate who was named in his “suicide note”.
The Special Investigation Team (SIT) looking into Solanki’s death on Monday said a note, mentioning the name of an engineering student who lived on the same floor of the hostel, was recovered on March 03 from the room of the deceased.

Tolls on Mumbai-Pune Expressway to rise 18% from Sat
First India Bureau Mumbai: The roughly 1.5 lakh vehicles that traverse the country’s first access-controlled road will now have to shell out more for the privilege, with tolls on the Mumbai-Pune Expressway rising 18% from April 01.
According to a senior official of the Maharashtra State Road De-
velopment Corporation (MSRDC), the toll increases by 6% annually but it is implemented cumulatively at 18% after every three years, in keeping with a government notification from August 09, 2004.
The toll will not be revised in 2026, meaning the new rates will remain in place until 2030, the official added. About 95km long, the

Palghar: The illegal dredging of sand from the Vaitarna river is threatening the safety of the rail bridge between Vaitarna and Safale stations, in Palghar district, police said on Wednesday. Vaitarna and Saphale railway stations lie next to Virar on the western line of the Mumbai suburban network.
A criminal offence was registered against two persons recently at Mandvi police station under section 151 of
the Railways Act (Damage to or destruction of certain railway properties), various sections of the Indian Penal Code, and the Environment Protection Act for illegal sand mining.

Thane: On Wednesday morning, a police constable who had previously served as a bodyguard for a former state minister was discovered dead on railway tracks in Taloja, Thane district. Officials believe that the constable may have taken his own life.
Monday, police found a suction pump was pulling out sand from the Vaitarna river. The pump was found mounted on a boat in the vicinity. The sand was being collected
and heaped at the site,” he said.
Police destroyed the suction pump and the boat. No arrest has been made so far in the case, a police officer said.

NGT recalls Mumbai Coastal Road construction noise pollution orders

First India Bureau Mumbai: Hindustan Construction Company (HCC), the execution partner of the Mumbai Coastal Road (South) project, has filed a plea, leading to the National Green Tribunal (NGT) recalling its orders regarding the project’s construction.
According to the Noise Pollution Rules, the tribunal ruled in August that the maximum allowed noise lev-
el in residential areas during the day should be 55 dB and during the night it should be 45 dB.
The Maharashtra Pollution Control Board (MPCB) has been instructed by the tribunal to bring the noise pollution within permissible limits within three weeks. Failure to do so will result in the tribunal taking action against the defaulting agency. Prior to the tribunal’s ruling, AVP Partners’ counsels Ativ

adverse ruling against their client would be a violation of natural
justice as they were not given a chance to be heard.
A Joint Technical Committee (JTC) had recommended on December 20, 2011 that around 35.60 km of the coastal road be constructed, involving a cost of around Rs5,303 crore. The project is supposed to provide benefits like easy access to basic services and various products, access to improved health and education
facilities, strengthening of the economy by easy transportation of various materials of daily use, etc.
The proposed connectivity project in Mumbai is expected to reduce commuting time by 70% and fuel consumption by 34%, while also reducing carbon footprint. The Municipal Corporation of Greater Mumbai (MCGM) was allowed by the Supreme Court to proceed with the pro-
ject, which was halted by a Bombay High Court order. However, contractor HCC has expressed concern that the Board may take coercive action against it in the future. The National Green Tribunal’s Pune bench noted that the prescribed noise levels cannot be maintained due to the construction activity, but also acknowledged that higher noise levels already existed due to traffic and sea waves.

That is what all economically successful countries since the Industrial Revolution have done. India’s broken state has repeatedly avoided confronting its long-term challenges, and now, instead of overcoming fundamental development deficits, officials are seeking silver bullets. Stoking hype about an imminent Indian century will merely perpetuate the deficits, helping neither India nor the rest of the world
Indian elites are giddy about their country’s economic prospects, and that optimism is mirrored abroad. The International Monetary Fund forecasts that India’s GDP will increase by 6.1% this year and 6.8% next year, making it one of the world’s fastest-growing economies. Other international commentators have offered even more effusive forecasts, declaring the arrival of an Indian decade or even an Indian century.
In fact, India is barreling down a perilous path. All the cheerleading is based on a disingenuous numbers game. More so than other economies, India’s yo-yoed in the three calendar years from 2020 to 2022, falling sharply twice with the emergence of COVID-19 and then bouncing back to pre-pandemic levels. Its annualized growth rate over these three years was a feeble 3.5%, about the same as in the year immediately preceding the COVID crisis.
All forecasts of higher fu-
ture growth rates are extrapolating from the latest pandemic rebound. Yet, even with pandemic-related constraints largely in the rearview mirror, the economy slowed in the second half of 2022, and that weakness has persisted this year. Describing India as a booming economy is wishful thinking clothed in bad economics.
Worse, the hype is masking a problem that has grown over the 75 years since independence: anemic job creation. Over the next decade, India will need 200 million more jobs, on net, to employ those who are of working age and seeking work. But this challenge is virtually insurmountable, considering that the economy failed to add any net new jobs over the past decade, when 7-9 million additional jobseekers were entering the market each year.
This demographic pressure often boils over, fueling protests and episodic violence. In 2019, 12.5 million people applied for 35,000 job openings in the Indian railways: a job promised for every 357 people who sought one. In January 2022, the railway authorities announced that they were not ready to make the job offers. The applicants went on a rampage, burning

But looking past the illusion created by headline GDP numbers, nothing could be further from the truth

With urban jobs scarce, tens of millions of workers returned during the pandemic to eking out meager livelihoods in agriculture, and there many have remained. India’s already distressed agriculture sector now employs 45% of the country’s workforce. Farming families suffer from stubbornly high underemployment, with many members sharing limited work on plots rendered steadily smaller through generational subdivision. The epi-
demic of farmer suicides persists. To those anxiously seeking support from rural employment-guarantee programs, the government unconscionably delays wage payments, triggering recurrent protests.
India’s heroic run with startup unicorns is also fading. The sector’s recent boom relied on cheap funding and a surge of online purchases by a small number of customers during the pandemic. But most startups have dim prospects for achieving profitability in the foreseeable future. Purchases by the small customer base have slowed, and funds are drying up – even for firms like edtech giant Byju.
Looking past the illusion created by India’s rebound from its COVID depths, the country’s economic prognosis appears bleak. As the demand for jobs continues to grow, the economy will struggle evermore to supply decent, honorable employment. Rather than indulge in wishful thinking and gimmicky industrial incentives, policymakers should aim to power economic development through investments in human capital and by bringing more women into the workforce.

Much against New Delhi’s line of thinking, Tshering told a Belgian newspaper that China has equal say like India and Bhutan in the Doklam issue. The tri-junction between India, Bhutan and China saw a military standoff between India and China about six years ago. Subsequently, there were reports of Chinese build-up on its side of the Doklam border. New Delhi sees China’s attempt to complicate the issue of border violation by its army. New Delhi believes that China has illegally occupied the high-altitude plateau and disputes Bhutan’s territorial claims over the plateau. Tshering said, “There are three of us. There is no big or small or small country, there are three equal countries, each counting for a third.” India is opposed to China’s footprints reaching Doklam, which lies close to the Siliguri corridor and would bring it closer to India.

TMC MPs staged a protest against the Centre at the Ambedkar statue in the Parliament seeking PM Narendra Modi’s reply on the Adani row among other issues.
Congress has been demanding the constitution of a Joint Parliamentary Committee over the Adani Group issue and has also been leading the charge of the protest against Rahul Gandhi’s disqualification as MP from Lok Sabha.
Meanwhile, Congress and Opposition parties are contemplating moving a no-confidence motion against Lok Sabha Speaker Om Birla next week on the ground that opposition members are not being allowed to speak, the sources said.
New Delhi (Agencies): The Forest (Conservation) Amendment Bill, 2023 was sent to a select committee, amid strong protest from the Opposition, especially senior Congress leader Jairam Ramesh, who heads the Standing Committee on Science, Technology, Environment and Forest. He called it “yet another subversion of Parliament”, accusing the government of deliberately bypassing the parliamentary panel on the subject. New Delhi: The Supreme Court rejected a petition seeking direction to the Centre to make gender and religion-neutral laws on uniform marriage age, divorce, maintenance and alimony. A bench led by Chief Justice of India DY Chandrachud noted the Centre’s submission saying that they are not inclined to entertain this plea. The Centre has submitted that the government does support uniform laws but such an intervention can only be through legislation.

“All the corrupt people have come together on a single stage. Their only objective is to derail and disturb the gov-
ernment and the new energy in the country.
Those people should remember how the country was looted during the UPA government and conspiracy was hatched to weaken the institutions,” he said. “When agencies take action against those who are deeply rooted in corruption, they attack the agencies. When courts pronounce order, questions are being raised on the judicial system,” he added.

New Delhi (ANI): National Security Advisor (NSA) Ajit Doval on Wednesday said that terrorism in all of its forms and its financing are amongst the most serious threats to international peace and security. He made the remarks at the 18th meeting of the Secretaries of Security Council of SCO member states, underlining that any act of terrorism, regardless of its motivation, is unjustifiable.

New Delhi: Gold prices fell by `110 to `58,740 per 10 grams in the national capital on Wednesday amid weak global trends, according to HDFC Securities. The yellow metal had closed at `58,850 per 10 grams in the previous trade. Silver, however, jumped by `350 to `70,100 per kg. “Spot gold prices in the Delhi markets traded at `58,740 per 10 grams, down `110 per 10 grams,” Saumil Gandhi, Senior Analyst - Commodities at HDFC Securities, said. —PTI

Mumbai (PTI): The Reserve Bank may go for a final 25 basis points increase in the current rate hike cycle next week and a reduction would come in only by the end of third quarter of FY24, economists at Axis Bank said on Wednesday.
As per reports, RBI officials met economists on Tuesday, and the latter have suggested the central bank to go for a 25 basis points hike in key rates.
The RBI has been hiking rates with an eye to tame inflation, which mostly remained beyond the upper tolerance limit of 6%.
“I am leaning towards a further and final 0.25 percentage point hike in rates,” Chief Economist at Axis Bank Saugata Bhattacharya said, adding that the hike will tame the stubbornly high core inflation.
He also said the slow-
down in growth visible in anecdotal evidence at present, coupled with some cool down in inflation, should prompt the sixmember Monetary Policy Committee to cut rates by the end of the third quarter of FY24.

Domestic demand for coal is estimated to reach 1,087 million tonnes in the ongoing financial year. The industry meets some parts of its requirements through imports.

However, interchange charges are only applicable for the prepaid payment instruments (PPI) merchant transactions and there is no charge to customers, NPCI clarified.
NPCI has permitted the PPI wallets to be part of interoperable UPI ecosystem and levied 1.1% charge on unified payment interface (UPI) transactions above `2,000 while using PPI.

The company, which started exports with shipments to Bangladesh and Nepal in 1986-87, said it currently exports to nearly 100 countries, including markets in Africa, Latin America, Asia, and the Middle East. INDIA’S MERCHANDISE IMPORTS TO CROSS $700 BILLION IN FY23
New Delhi (PTI): India’s merchandise imports are estimated to grow by about 16% to $710 billion in this fiscal due to a jump in inbound shipments of crude oil, coal, diamonds, chemicals and electronics, a report by economic think tank GTRI said on Wednesday. It also said that the Indian economy will be moderately impacted by weak global demand and recession in large economies.
Six product categories - petroleum, crude oil; coal, coke; diamond, precious metals; chemicals, pharma, rubber, plastics; electronics; and machinery - account for 82% of India's total merchandise imports.
Average increments to drop to 9.1% in 2023
Mumbai (PTI): Average increments are likely to drop to 9.1% this year in almost all sectors following inflation, higher interest rates and a slowdown in the economy, according to a study.
The average increment in 2022 was 9.4%, Deloitte India Talent Outlook 2023 stated on Wednesday. The study found that in 2023 increments are expected to be lower across almost all sectors, compared to 2022 actual increments.
While the Life Sciences sector is expected to witness the highest increments in
2023, the IT sector will likely witness a major drop in increments as compared to last year, the study said.
Additionally, attrition in India reached 19.7% in 2022, up from 19.4% in 2021, it stated.

Mumbai (PTI): The rupee declined 15 paise to close at 82.31 (provisional) against the US dollar on Wednesday amid a rise in crude prices and a firm greenback in the overseas market. At the interbank foreign exchange market, the domestic unit opened sharply lower at 82.26 and touched an intra-day high of 82.23 and a low of 82.37 against the greenback. It finally ended at 82.31 (provisional), registering a fall of 15 paise over its previous close of 82.16.

Mumbai: A witness who is related to an absconding accused on Wednesday became the 31st prosecution witness to turn hostile in the 2008 Malegaon blast trial, in which BJP MP from Bhopal, Pragya Singh Thakur, is one of the key accused. The witness, in his statement to the Maharashtra Anti-Terrorism Squad (ATS), had allegedly said that this absconding accused had met Pragya Thakur on multiple occasions.
Crucially, he had allegedly also told the investigative agency that he had seen the abscond-
ing accused riding a motorcycle which purportedly belonged to Thakur. The probe agency had claimed that this motorbike was found at the blast site.
However, during his deposition on Wednesday, the witness told the court that these statements were not true. Following which, the court declared him as hostile.
Earlier, during a deposition two days ago, a retired IPS officer denied that he had accorded sanction to prosecute the accused in the case under the Unlawful Activities (Prevention) Act to bolster the theory of “saffron terrorism” being behind such attacks.

But the lawyer sought adjournment for the day, stating that the defence was not ready for cross-examination.

This came a day after the BJP announced that Savarkar Gaurav Yatras would be taken out in each district to honour Savarkar's contribution to the country and to counter Congress leader Rahul Gandhi's criticism against him.
The Savarkar Gaurav Yatra in Aurangabad will commence on April 02 from Nirala Bazar where the statue of Savarkar is located, said BJP's city president Shirish Boralkar. The Yatra will go on in one constituency for two days, he said.

“The Congress has demanded that the Adani scam be investigated by a JPC. But the Modi government is scared of it. Why is the Modi government afraid of a JPC inquiry into the Adani scam?” Congress spokesperson Pawan

mal upbringing in Mumbai and living a simple life away from royalty.
The actor said, “I find it ridiculous when people think that. I don’t associate myself as a royal.” Sharing how she is very much a Mumbai girl, she added, “I’ve lived in Juhu in Mumbai most of my life with my mother. I go to Bandra to meet my dad. I holiday in Himachal Pradesh and Kedarnath and Jammu and Kashmir. Like seriously, I don’t know what royal means.”
