‘world's largest safari’ in Aravallis

Haryana will develop the world's largest jun gle safari park in the Aravalli range, the state government said in a statement on Thursday.

The 10,000-acre safari park will cover Guru gram and Nuh districts.

"This project will be the largest such project in the world," it said. At present, Sharjah is home to the largest cu rated safari park out side Africa. Opened in February 2022, the Sharjah Safari covers an area of about 2,000 acres.

"The proposed Ara valli park would be five times more this size and it would include a large herpetarium (a zoological exhibition space for reptiles and amphibians), aviary/ bird park, four zones for big cats, a large area for herbivores, an area for exotic animal birds, an underwater world, na ture trails, visitors, tourism zones, botani cal gardens, biomes, equatorial, tropical, coastal, desert, etc," the government said in the statement.

CBI leads huge operation to ‘dismantle’ drug cartels

New Delhi (PTI): The CBI has led a massive countrywide crack down on narcotics net works in coordination with the NCB, Interpol and police in multiple states, leading to the ar rest of 175 alleged drug peddlers, officials said Thursday.

As many as 127 FIRs have been filed by the agencies involved in 'Operation Garuda' which started earlier this week to "disrupt, degrade and dismantle" drug networks with in ternational linkages, CBI said in a statement.

The agencies target ed smuggling of illicit drugs and psychotropic substances, with a spe cial focus on the Indian Ocean Region, the state ment said.

"Drug trafficking net works with internation al linkages require law enforcement coopera tion across internation al jurisdiction. Opera tion GARUDA, CBI-led global operation, seeks to target drug networks with international foot prints for action against handlers, operatives, production zones and

support elements," the CBI spokesperson said.

The CBI and NCB worked with intelli gence agencies and po lice of different states for information ex change, analysis and operational informa tion. "Illicit drugs and psychotropic substanc es, including 5.125 kg heroin; 33.936 kg ganja; 3.29 kg charas; 1,365 gm Mephedrone; 33.80 gm of smack; 105.997 kg Tramadol; 10 gm hash oil; 0.9 gm Ecstacy pills, 1.150 kg opium, 30 kg poppy husk were recov ered," the CBI said.

Sources said possibilities of involvement of Sukhbir’s brother, JJP leader Rohtash Kha tana, in the murder cannot be ruled out. “We are interrogating the accused and hope some more persons’ involvement could be revealed during the interrogation,” said B Satheesh Balan, Inspector General, STF, Gurugram.

New Delhi (PTI): Three juveniles in west Delhi's Sultanpuri area stabbed to death a 30-year-old man who used to snatch their money to buy drinks and often thrashed them, police said on Thursday. On Wednes day at 8.24 pm, police got information from Sanjay Gandhi Hospital that a man had been ad mitted by his sister with serious stabs. The victim was identified as Ajay, a resident of La bour Colony, Sultanpu ri. When police went to the hospital, they found the man unconscious with several stab wounds on his chest and other parts of the body, they said.

His sister said that her neighbour's son, along with his two oth er friends (all minors), stabbed him with knives. Ajay succumbed to his injuries during treatment, police said.

Mahendru made `50 crore profit by violating policy: ED

New Delhi (PTI): Liq

uor businessman Sa meer Mahandru, arrest ed by the Enforcement Directorate in connec tion with the Delhi ex cise policy money laun dering case, earned Rs 50 crore as "proceeds of crime" in less than a year by violating the provisions of the liquor scheme, the agency told a local court.

Mahandru, the man aging director of an al coholic beverages man ufacturing company called Indospirit, was taken into custody by the federal agency around 9 am on Wednes day and the court of spe cial judge MK Nagpal later sent him to the En forcement Directorate custody till October 6.

He was questioned by the agency overnight at its headquarters in cen tral Delhi, sources said.

The agency claimed before the court that "proceeds of crime" in crores were generated and "major violations" were done by the ac cused in the case.

The agency told the court that it was "one of the major objectives of the excise policy that manufactures and re

tailers have to be differ ent persons and identi ties, but it has been al leged that the accused (Mahandru) was one of major beneficiaries of these violations as he was not only running a manufacturing unit for alcoholic beverages (In dospirit) but was also given a wholesale li

cence (L1) and some re tail licenses (L7) in the name of his relatives".

The agency said it has undertaken as may as 103 search opera tions in this case and that it wanted to con front Mahandru with "huge digital and physi cal records" seized dur ing the raids.

LIQUOR TRADERS URGE DELHI GOVT TO HELP DISPOSE 70 LAKH-BOTTLE LEFTOVER STOCK New Delhi (PTI): The alcoholic beverages industry has sought Delhi government's intervention for the disposal of leftover stock of around 70 lakh unsold liquor bottles a situation caused by the excise policy switchover.

The Confederation of Indian Alcoholic Beverage Companies (CIABC) has written to the excise department of Delhi government seeking its urgent atten tion for the disposal of the unsold stocks.

Excise dept had allowed companies to transfer stock to their new L1 li censees but per mission to sell it was not granted.

New Delhi (PTI): The National Investigation Agency (NIA) has op posed in the Delhi High Court the plea of Kash miri woman separatist leader Aasiya Andrabi, who challenged the at tachment of her moth er-in-law's house. The NIA said the house was utilised for terror ac tivities and even for cel ebrating Pakistan Day.

The agency, in its re ply, claimed that the at tached house was used as the office of pro scribed terrorist organ isation Dukhtaran-EMillat (DEM) by Aasiya Andrabi, and anti-India speeches were made and pro-Pakistani slo gans were chanted at the meetings held there.

New Delhi (PTI): A 27-year-old member of the notorious ‘Chhenu gang' who often posted his photos with fire arms on social media was arrested with ille gal guns in his posses sion, police said.

The accused has been identified as Abid, a resident of east Delhi's Maujpur area. Police had on Tuesday re ceived information about Abid's movement in the area and also that he was carrying a so phisticated pistol.

At around 10.25 pm, police saw a person with a back-pack. When he was searched, police found one semi-auto matic pistol loaded with three live cartridges, two country-made pis tols, and four live car tridges, police said.

New Delhi: The Qutub Minar was the most vis ited destination for for eign visitors between April and June, accord ing to an RTI reply.

The historic Red Fort was the second most visited destination for foreign visitors fol lowed by Humayun’s Tomb during the same period, the reply said.

places between April and June. The number of foreign visitors stood at 21,580. Qutub Minar,

The need to reform the UN Security Council cannot be denied forev er, External Affairs Minister S Jaishankar has said even as he not ed that India never be lieved that revamping the top organ of the world body will be an easy process.

India has been at the forefront of the yearslong efforts to reform the Security Council, saying it rightly de served a place as a per manent member in the United Nations.

Currently, the UN Se curity Council has five permanent members -China, France, Russia, the UK and the US. Only a permanent member has the power to veto any substantive resolu tion. India, currently a non-permanent member of the 15-nation UN Se curity Council, will com plete its two-year tenure in December this year.

Twitter handles of PFI, its leaders taken down

A day after the Union Home Ministry banned the Popular Front of In dia (PFI) for five years, Twitter on Thursday took down its profile, along with those of its leaders. Facebook and Instagram, too, withheld the PFI official accounts.

On Twitter, where the PFI had over 80,000 fol lowers, it showed that the account had been with held in India following a legal demand. A similar notice was seen on the ac counts of its chairperson OMA Salam and general secretary Anis Ahmed.

On Wednesday, after invoking the UAPA Act to effect the ban, the MHA said that the PFI and its affiliates are linked to terror groups like the ISIS, propagate “anti-national senti ments… radicalise a particular section of so ciety with the intention to create disaffection” and constitute a “major threat to internal secu rity of the country”.

New Delhi: The banned PFI has been maintaining close ties with a radical Turkish group accused of supplying arms to Al-Qaeda-affiliated terrorists in Syria and even two PFI leaders were hosted by the terror group, officials said on Thursday. The Foundation for Human Rights and Freedoms and Humanitarian Relief, commonly known as IHH, projects itself as a Turkish human rights organisation.

Kochi: The Kerala high court on Thursday directed the PFI to pay in two weeks ₹5.20 crore as damages estimated to have been caused during the bandh it called against raids on the premises of the group and people associated with it last week. The bandh was called days before the Centre on Wednesday outlawed the group and its affiliates for five years after a crackdown across several states.

Chamarajanagar: (ANI): Ahead of Bharat Jodo Yatra entering Karnataka, welcome flexes bearing pictures of Congress MP Rahul Gandhi were seen van dalized in the Gundlu pet town in the Chamarajanagar dis trict of the state on Thursday.

Four time Congress MP and first chairperson of National Commission for Women (NCW), Jayanti Patnaik passed away at a hospital in Bhubaneswar on Wednesday evening. She was 90. The wife of former Odisha CM and ex-governor of Assam JB Patnaik, Jayanti was rushed to a private hospital at around 8pm after she developed complications. She died at the hospital. New Delhi (PTI): In dia’s drug regulator has allowed the export of the first produced-inIndia vaccine against malaria, developed by scientists at the Univer sity of Oxford and man ufactured by Serum In stitute to the U.K., offi cial sources said on Thursday.

The move comes after an application was sub mitted by Prakash Ku mar Singh, director, Government and Regu latory Affairs, at Serum Institute of India (SII) to DCGI on September 27 seeking permission to export the vaccine against malaria, offi cial sources told PTI.

“SII has developed the vaccine against ma laria under leadership of our CEO Dr Adar C Poonawalla. We have been relentlessly work ing to make available made-in-India and world-class vaccines against malaria to our country and world at large,” an official source quoted Singh as having said in the ap plication.

Udhampur/Jammu: A blast in a bus parked at a stand in Jammu and Kashmir‘s Udhampurcity on Thursday morning, the second within a few hours, sent security agencies in a tizzy as they sounded a high alert, sources said. New Delhi (PTI): S&P Global Ratings on Thurs day said rising rates and increased European ener gy insecurity are hitting growth in almost every country, but India with an estimated 7.3% growth this fiscal, would be the ‘star’ among emerging market economies.

In a report, S&P said global macro performance over the next few quarters points towards growth slowdown with tightening financial conditions amid rate hikes by central banks.

“For the 16 emerging economies that we cover, excluding China, 2022 GDP growth will hit 5.2% this year, in our view. This fore cast is up 30 basis points from our previous round. India is the star of this group with growth of 7.3% this fiscal year (ending in March 2023),” S&P said.

Mumbai (PTI): The rupee consolidated in a narrow range and settled 13 paise higher at 81.80 against US dollar on Thursday, ahead of the RBI monetary policy decision. At the interbank forex market, the local unit opened at 81.60 against the greenback. It witnessed an intra-day high of 81.58 and a low of 81.94 during the session.It finally ended at 81.80, up 13 paise from its previous close. On Wednesday, the rupee plunged below the 82-mark for the first time in intraday trade before settling 40 paise down at 81.93 against the dollar.

Mumbai (PTI): GMR group-run Delhi Airport on Thursday said it has made its facility compliant for 5G network, which the passengers can avail once these services are rolled out by the Telecom Service Providers (TSPs).

ICRA revises outlook on Indian airport infrastructure

Mumbai (PTI): Credit rat ings agency ICRA on Thursday revised the out look on Indian airport in frastructure to ‘Stable’ from ‘Negative’ amid ex pectations that passenger traffic will surpass prepandemic level between September this year to August next year.

It also estimates that do mestic passenger traffic will reach pre-COVID lev els by the March quarter (Q4FY23 vs Q4FY2020) this fiscal year, while the inter national traffic is expected to see full recovery in the second quarter of fiscal year starting April 2023.

The overall recovery in domestic traffic remained strong and is expected to recover to 97-98% of preCOVID levels in Financial Year (FY) 2023 itself, ICRA said.

Housing sales up 49% in July-Sept across 8 cities

New Delhi (PTI): Housing sales have risen 49% yearon-year to 83,220 units in the July-September period across eight major cities on pent up demand, despite rise in interest rates and property prices, according to PropTiger.Com.

AMID TENSION WITH CHINA

ITBP OR ARMY? WHO WILL LEAD PATROLLING AT LAC

New Delhi: The govern ment is considering whether the Indo Tibet an Border Police (ITBP) or the Army should take the lead role in patrol ling borders with China.

The Ministry of Home Affairs (MHA) wants the ITBP to take a lead role but the Army is opposed to it, accord ing to media reports.

The ITBP is under the MHA’s operational con trol but works closely with the Army. All LAC patrols are carried out by a joint team of the Army and the ITBP. It is the local Army brigade which decides on the pa trolling patterns and who takes the lead role in them. In July 2020 there were reports that the government was considering a more prominent role for the ITBP in LAC manage ment with the Army taking charge of border defence. The discussion had taken a backseat but fresh media reports sug gest that the proposal is back on drawing boards.

‘Grey zones’ As per the original pro posal which was being considered, the Army will be away from grey zone areas of the 3,488 km-long LAC, especial ly since both India and China are creating buff er zones in locations where they have disen gaged. The grey zones are where forces from both countries patrol and come face to face.

ITBP BE PLACED UNDER ARMY’S OPERATIONAL CONTROL: PANEL

Following the Group of Ministers (GoM) report after the Kargil conflict that recommended ‘One Border One Force’, ITBP was assigned the entire LAC in 2004, replacing Assam Rifles in Sikkim and Arunachal Pradesh. The GoM report on LAC stated that the ITBP be placed under the operational control of the Army till such time as these portions of the border are fully demarcated. “Borders which are operation ally active should be the responsibility of the Army. Any other Forces, if deployed to guard these, owing to their special skills etc should be placed under the direct operational control of the Army,” it said. “The entire border with China should be guarded by the ITBP and it should be placed under the op erational control of the Army until such time as the border is demarcated,” the report added. The ITBP is a specialised force which trains in mountain warfare and has been look ing after the LAC since 1962. In the current stand-off with China, the ITBP has been standing shoulder to shoulder with the Army and has been involved in clashes.

ALL MEETINGS ALONG THE BORDER ARE UNDER THE AEGIS OF THE ARMY A similar arrangement is followed by the People’s Liberation Army (PLA), as the PLA officers head the meetings attended by officers of its Border Defence Regiments (BDRs). Similarly, the existing hotlines are between the Indian Army formations and PLA forma tions. Unlike ITBP, the BDRs are an integral part of the Chinese army and not a central armed police force. These units are equipped and trained in a similar manner to that of PLA battalions, unlike the ITBP.

Experts say the ITBP cannot be brought under the Army’s operational command because it has multiple tasks. “ITBP person nel are also deployed for law and order duties, besides internal security operations. If they come under the Army, the dual capability will be gone,” a source in the MHA said. The Army will step in when they have to, but border management should ideally be done by the border forces and not the Army,” a second source said.

New Delhi (PTI): All public sector banks will begin a special drive from October 2 for fill ing up of backlog vacan cies reserved for sched uled castes, National Commission for Sched uled Castes (NCSC) Chairman Vijay Sampla said on Thursday. The decision comes after a review meeting, jointly chaired by the NCSC chairman and Fi nance Minister Nirma la Sitharaman, was held on the performance of public sector banks (PSBs) on credit and other welfare schemes for scheduled castes

(SCs). While addressing the media here, the NCSC chairman said the banks will conduct the drive from October 2 to December 31 this year for filling up the back log vacancies.

Sampla also said that the banks will send a re port on reservation pol icy, with regard to re cruitments and cover age of SC beneficiaries in all the schemes, and submit the progress of all the schemes to the NCSC, twice every year.

Armenia buys Pinaka from India in war with Azerbaijan

New Delhi: Armenia has signed a contract with India for procuring the indigenous Pinaka multi-barrel rocket launchers, unspecified missiles and ammuni tion, amid its growing tensions with Azerbai jan which is close to Tur key and Pakistan.

On Wednesday, Ar menia and Azerbaijan accused each other of violating a cease-fire agreement that ended two days of conflict this month.

Sources in the de fence and security es tablishment confirmed that the government-togovernment contract, valued at about Rs 2,000 crore, was signed earli er this month and that the supplies would be fast-tracked as per the requirement.

While the exact quan tity is not known, the order includes the in digenous Pinaka sys tem, ammunition and anti-tank rockets.

This is the first inter national order for the system, which was de veloped by the Defence Research and Develop ment Organisation (DRDO).

The multiple rocket launcher is already in service with the Army and has been deployed along the borders with China and Pakistan.

The defence sources remained tight-lipped about the exact nature of the government-togovernment contract but pointed out that Ar menia has bought Indi an defence goods in the past as well.

Azerbaijan is seen by many as part of an emerging axis with Turkey and Pakistan. It has used Turkish drones to fight the war against Arme nia and is also in talks with Pakistan to buy the JF-17 fighter aircraft. In 2017, Tur key, Azerbaijan, and Pakistan signed a Trilateral Ministers Agreement that established security cooperation and built upon previous bilateral military aid arrangements. Besides the strategic importance of the deal with Armenia, the export order is a boost for the indigenous defence industry with the Indian government keen to increase the value of Indian arms exports.

New Delhi (PTI): Un ion Minister Hardeep Singh Puri Thursday said plans to remediate over 1,000 legacy dump sites, including those in Delhi, containing 12.8 crore metric tonnes of waste, have been ap proved by his ministry with a total cost of over Rs 8,000 crore.

The Housing and Ur ban Affairs Minister said that all legacy dumpsites, having 16

crore metric tonnes of waste, and occupying around 15,000 acres of prime land, will be “re mediated” in the second phase of Swachh Bharat Mission period under the ‘Lakshya Zero Dumpsite Challenge’.

The minister was ad dressing the inaugural of ‘Swachh Shehar Samvad and Tech Exhi bition’ which is a capac ity building initiative of the SBM(U) 2.0 to equip

states and cities with an understanding of all re cent developments in waste management, the ministry said.

“I am proud to note that action plans for over 1,000 legacy dump sites including those in Delhi containing 12.8

crore metric tonnes waste have been ap proved by MoHUA, with total project cost of more than 8,000 crore rupees, of which the Centre is contribut ing almost 3,000 crore rupees,” statement quoted him as saying at

Rita Jhunjhunwala's solo show, Bheegi Lakeerein was organised at Living Traditions Centre, Bi kaner House. The coffee table book of ‘Bheegi Lakeerein’ is being published by Om Books International. Abstract in nature, the paintings for this series are mixed media on canvas. Choosing to be honest with every piece of corresponding poetry, Rita did not restrict herself to a particular medium or technique. Bilin gual in nature, with Hindi verses and also their transcreation in English, the book also features a curatorial note by Dr Alka Pande and an in-depth essay by art critic and writer Prayag Shukla.
