New Delhi: In a bid to encourage spending during the festive season, the Centre on Wednesday decided to give Rs 3,737 crore as bonus to 30.67 lakh nongazetted central government employees.

The decision to give productivity-linked bonus and non-productivity-linked bonus for 2019-2020 was taken at the meeting of the Union Cabinet Addressing a press conference, Minister of Information and Broadcasting Prakash Javadekar said the bonus would be given in a single installment through direct benefit transfer before Vijayadashami.

The nominations of Poonam Kanwar from ward 45, Mahendra Yadav from ward 58, Raghunath Naredi from Ward 134 were rejected due to technical reasons. Further, the party candidates could not file nominations on time in ward 6 and 7.

After discussions, the party leaders have decided to support the independent candidates in these wards so as to mitigate the victory chances of the Congress candidates. “The party will support independent candidates who share the BJP’s ideology,” said a senior leader.

Jaipur: The workers of the ruling Congress and the opposit BJP showed solidarity on Wednesday by respecting each others’ sentiments during the opening of an election office for the municipal polls.

In the past 24 hours 1,810 new cases of Corona were reported from across the state along with 14 deaths.

Two deaths each were reported from Barmer, Jaipur & Jodhpur while one death each was reported from Ajmer, Bikaner, Dholpur, Karauli, Nagaur, Pali, Sikar and Udaipur.

The incident occurred in Alipur village under Bhusawar police station where 35-year old Balbeer Singh Rajput hit his wife Anita with an object leaving her dead.

After this, he killed himself by hanging, SHO Jairaj Krishna said. When no one from their room came out till late and there was no

reply to repeated calls, the family members broke open the gate and found the bodies.

A team of FSL reached the spot and collected evidences.

Anita had returned from her parents’ house a few days back, the SHO said, adding that the reasons are not clear why the man killed his wife.

“The family members said that there was no dispute between the husband and wife and they are shocked at the incident,” the SHO said, adding, that the matter was being investigated

ith Punjab Assembly clearing the state’s own farm laws, overriding the Central laws promulgated last month, a Centre versus state scenario is in the making.

The row was started by the Centre which passed three Bills on agriculture marketing reforms despite agriculture being a state subject. The Central laws were seen as an assault on the federal structure. The state list in the seventh schedule of the Constitution of India mentions agriculture as a state subject. Centre’s move also drew flak for its alleged intent of leaving farmers at the mercy of corporate houses. The Central legislation, therefore, did not go down well with farmers in Punjab who are up in arms. Sensing the mood of agriculturists, the Amarinder Singh government passed its own laws barring the sale and purchase of wheat and paddy below the MSP. Legislators of all the political parties, barring the BJP’s two members, voted in favour of the state’s four legislations.

The passing of four amendment bills on Tuesday has set the stage for a confrontation between the Centre and Punjab. The bills have to clear the hurdle of Presidential assent. If the President does not give his nod to the Bills passed unanimously by the House, the state government will take the legal recourse and the issue will get entangled in court battles for some years. Farmers may not be the gainers in the Centre-state showdown but the BJP will certainly end up earning antipathy in Punjab. To avoid losing whatever goodwill it has, the Centre has agreed to review the bills and take suitable action.

T

he Central government has opened its purse strings for 30.67 lakh of its employees. To bring smiles on their faces it has announced the payment of bonus to them. The government has decided to disburse Rs 3,737 crore in bonus to its employees expecting them to go on a spending spree during the festival season and boost consumer demand.

The amount includes productivity linked and nonproductivity linked bonus and will be disbursed in a week’s time, ahead of Dussehra and Diwali festivals. The employees form a part of the great Indian middle class and through bonus distribution, the government expects them to do the festival shopping with precautions but also after putting the Covid blues behind them.

Consumer demand is an important market sentiment for pushing the wheels of the economy. During months’ long lockdowns markets remained shut and consumers were forced to remain indoors for fear of the pandemic. Consumer demand nosedived and with it, production too came to a halt. The vicious cycle hit the economy hard with the Gross Domestic Product falling by a record 23 percent. The gradual lifting of lockdowns marginally improved the situation but the turnaround has not been good enough.

The government would like the employees to plough their bonus earnings back into the economy while hoping that the demand boost will get reflected across all sectors, including real estate.

Economists had been urging the government to pump in more liquidity into the system for an early and sustained economic revival. After loans to MSMEs and street vendors, employees’ bonus is a step in that direction.

Both have larger than life image and draw a larger fear factor than their actual potential.

Our generation is witnessing the onslaught of these two emperors of maladies. I am God’s selected one to try out both and conquer them. My personal experiences bring out some uncanny similarities between these two maladies.

BREAKING NEWS Arrival of Cancer and Corona both make breaking news in life. Both create an impression of near fatality in the minds, at the very first diagnosis. It’s taken as the beginning of the end. The breaking news of my first cancer diagnosis was disclosed to me by my oncologist, Brig A K Dhar in 2008. As I walked out of his office, the world looked different. Driving back home, the echo of ‘I have cancer’ got louder and louder.

All other problems of life which were major concerns till an hour ago now appeared too mundane. Cancer had dwarfed them all. The moment patient is diagnosed with Cancer or Corona, the whole family goes into mourning and the patient starts counting backward.

Let’s not live in the fear of death and live life king size till the destined date of meeting with death. I am fully in agreement to be careful and take all precautions to check the spread, but my request to all humans is not rpt NOT to stop living. “Let’s not die before death comes.”

hether we are heading for a future of cooperation or of increasing confrontation in the Arctic remains to be seen. But it is already clear that the region will command far more attention than it has in the past.

The main reason is of course climate change, which is accelerating the rate of ice melt and causing arctic temperatures to rise twice as fast as the global average. Owing to their pace and scale, these changes have obvious geographic, economic, and strategic implications. As the vast ice sheet that spans the region has melted, new fossil-fuel reserves and shipping routes have opened up, including the Northern Sea Route (NSR) along Russia’s Siberian coast and the Northwest

However, the same trend has also fueled the loss of permafrost, threatening billions of dollars’ worth of infrastructure that may soon be standing in mud instead of on firm ground.

Moreover, indigenous communities that have lived in the Arctic for millennia are increasingly voicing concerns about the growing threat to their livelihoods. Nearly half of the Arctic’s land area is in Russia, as are around 70% of the four million people who live in the region. Most live in the Kola Peninsula area near Norway and Finland, which is also home to Russia’s Northern Fleet and most of its sea-based nuclear deterrent. veloping in Siberia. Chinese and French companies each have a 20% stake in liquid natural gas extraction from the Russian-controlled Yamal gas fields, and South Korean-built tankers are shipping this LNG to Europe – and soon will be supplying East Asia.

Since 1996, the eight arctic countries – Russia, Norway, Finland, Sweden, Denmark (Greenland), Iceland, Canada, and the United States – have cooperated through the Arctic Council, mostly to address environmental issues. But now that the Arctic is becoming an increasingly important global theater, other countries are taking an interest.

In 2013, China, India, Singapore, South Korea, and Japan were granted observer status within the Council, in recognition of their scientific research commitments and interest in future shipping opportunities. The potential for trade could be massive: the arctic sea route from Yokohama, Japan, to Hamburg, Germany, is 40% shorter than the current one that runs through the Suez Canal.

Cancer hospitals and caregivers have to find ways and means to treat cancer patients in Corona times. Neglecting one for the sake of another may prove to be fatal for the same person, whom you are trying to save from one disease.

I am certain humanity will survive but corona should not adversely affect our lives. I am more worried about those who will survive the Corona but succumb to other diseases like cancer because diagnosis and treatment were delayed due to Corona’s panic. Methodologies have to be devised for the safety of caregivers and fellow patients while continuing the functioning of hospitals. Patna: The Congress party on Wednesday released its manifesto for the upcoming threephased Bihar Assembly Polls.

Referred to as "Badlav Patr", Congress leader Randeep Surjewala, All India Congress Committee (AICC) Bihar in-charge Shakti Sinh Gohil, presented manifesto of the party that promises loan waiver for farmers and providing 50 percent subsidy in electricity bill to the farmers upto 100 Units. The manifesto also promised that it will reject the Centre's farm laws if voted to power. Congress said its manifesto is focussed on farmers and promised to repeal the recently enacted agricultural laws like the Government of Punjab, financial assistance to farmers who cultivate up to 2 acres under the Rajiv Gandhi Krishi Nyaya Yojna.

"Our 'Badlav Patra' talks about loan waiver, electricity bill waiver and increasing irrigation facilities for farmers. If our government comes to power in Bihar, we'll reject NDA govt's Farm Laws by bringing separate state Farm Bills as we did in Punjab," Shaktisinh Gohil said during the launch of manifesto.

UP farmers forced to sell crops at less than MSP even now: Priyanka New Delhi: In her latest swipe at the Central government over the recently enacted farm laws, Congress leader Priyanka Gandhi Vadra on Wednesday said that farmers across UP are forced to sell their paddy crops at prices less than the Minimum Support Price (MSP).

The Congress leader, taking to Twitter, accused, “The BJP government is holding a government Khat Sammelan on the bills, which are against the interest of the farmers, but is not listening to the pain of the farmers.

PowerGrid topped Sensex gainers’ chart, climbing 4.13 per cent, followed by Bharti Airtel, Tata Steel, NTPC, HDFC Bank, Kotak Bank, UltraTech Cement and HDFC. HDFC twins accounted for over half of the benchmark’s gains. TCS, Reliance Industries, Nestle India, HCL Tech, Bajaj Fin were among main laggards, shedding up to 2.30%.

FAKE TRP SCAM: NAMES OF TWO MORE CHANNELS CROP UP DURING PROBE Mumbai: The names of two more TV channels have surfaced during the investigation of alleged fake Television Rating Points (TRP) scam, police said on Wednesday.

While one is a news channel, the other one is an entertainment channel, the official said.

“During the investigation, it came to light that these two channels were also involved in fixing the TRP by paying money to households for watching them,” he said.

Ahmedabad: After the Bharatiya Janata Party, now Congress has prepared a list of 30 star campaigners from the party. It also includes veteran Congress leader Ahmed Patel, who may be seen campaigning in the state for the upcoming state legislative assembly by-elections.

Senior leaders have already started campaigning in the constituencies where the election is slated to be held on November 3.

Owing to the COVID-19 pandemic, candidates have taken to reaching out to the voters through different mediums such as door-to-door campaigns, social media, among others.

The bypoll campaign planned by the opposition party is according to the taluka seat.

Meetings at the municipal level will be addressed by the party for all the eight constituencies up for by-elections on October 31.

Notably, it is for the first time that the party has appointed senior leaders as incharges for each seat.

Several meetings will be conducted by senior party leaders that will determine the issues each candidate will base their campaign on.

After the work completely stopped from March to July, now regular court is being organised since August and in the past two-anda-half months, around 1,000 cases have been disposed off and the pendency has reduced from 8,000 to 7,000.

A 1985 batch IAS and currently RAT Chairman Ravi Shankar Srivastava, who is well known for his grasp on law and legal matters, has been holding routine hearings on his bench. He has represented himself in long legal battles in High Court and CAT and therefore he knows and

understands the disputes for which civil servants approach courts. In service matters, RAT is akin to High Court and therefore Srivastava is trying hard to take the system and working of RAT to the level of HC and is taking special interest in the tribunal’s work.

Now a days, merely dates are no being given on cases, rather an attempt is being made to dispose them. System has now been rationalized in grant of arbi-

trary stay. Now, stay is granted only for limited period of 2 or 4 weeks so practice of misuse of stay by not serving the respondents has disappeared. Now, government is to be made a necessary party and not just the head of the department.

All decisions and cause list is to be uploaded daily while the system of listing as followed in the High Court, is being followed in RAT. The Officer Incharge (OIC) and Advocates representing the government are being asked to refrain from the habit of taking a future date for hearing.

Srivastava is of clear thought that applicants should get justice soon in cases related to pension, gratuity and promotion. Notably, most

of the cases pertain to lower category of employee from police, education, revenue and rural development departments and these cause the biggest troubles.

Although a minimum strength of 1 chairman and 2 members are required for RAT, however, since the beginning 1 chairman and 4 members have been posted here. As of now, 2 posts of members is lying vacant wherein 1 member each from judiciary and administration is to be appointed. Srivastava wants that not only vacant posts be filled soon but even number of members be increased from 4 to 6 so that pendency from 2005 can be ended. As of now Jassaram (Administrative) & Shubha Mehta (Judicial) are RAT members.

Jaipur: Governor Kalraj Mishra on Wednesday, asked the state universities to prepare a vision document while keeping in mind the future requirements of higher education.

Governor Mishra called upon the vice chancellors of the universities, to study the points of the new education policy and implement it in their respective educational institutions, while adding that Rajasthan should become leading state in implementing the New Education Policy (NEP) 2020 in a practical manner.

Addressing an online meeting on the National Education Policy-2020 and unlock guidelines, Mishra said that the universities should try to make efforts to become self-

sufficient by developing their own resources.

Governor furthur added that the new policy has been formulated with the idea of making India self-reliant and the universities should work keeping this in mind.

Special attention has been given to local customs, environment, culture etc in the policy along with Hindi and regional languages, he added.

He said that it is important to focus on self-reliance from the very beginning in education and a sense of self-reliance in the mentality of the students should be inculcated.

Secretary to Governor, Subir Kumar, gave a presentation on the policy in the meeting.

an evidence of how people’s finances have been hit, the report reveals that the “2 BHK configuration and price below Rs 4,000 per sqft dominated the property search criterion.”

Simultaneously, the 3 BHK configurations had a share of 36% in the demand pie, which increased from 31% during the April-June

quarter. But even in this, a greater traction

has been observed in the affordable housing.

“It is interesting to note that while lower

priced properties witnessed price increase, properties costlier than Rs 5,000 per sq ft observed a price decline,” the report states.

Both, demand and supply had maximum concentration towards northern and western areas, especially across areas such as Chandkheda, Vaishnodevi, Gota, SG Highway, Satellite, South Bopal and Thaltej, given that they are connected via SG Highway and Sardar Patel Ring Road.

Sudhir Pai, CEO, Magicbricks, said, “Today, the shift is towards affordability as home buyers have reduced their budget but they haven’t changed their preference in terms of BHK or size.”

He claims the Gujarat Government’s nod to multi-storey buildings (70 or more floors) and redevelopment of old urban buildings are expected to help, besides the government’s new affordable rental housing policy.

Any man would have stayed for the sake of the beautiful, gorgeous and sexy ‘Chhoti Bahu’. Sahib Bibi aur Ghulam was about the Bibi- The Sahib- Rehman and the Ghulam -Guru Dutt were, for me, just supportive roles.

It was a movie beyond it’s time. It was a movie of the fight of a woman for her rightful place as a wife, as a woman. She is punished for breaching the invisible Lakshman Rekha which binds us all. The two women in SBG are a contrast to each other, each one

lovable in her own way. But I fell in love with the despair of Chhoti Bahu rather than the Chirpiness sarcasm of Waheeda Rehman. Waheeda was complicated, educated and independent she still tows the line in marriage while the uneducated Chhoti Bahu throws away the norms.

The men, Rehman and Sapru, who waste time and money on needless pursuits, the debauchery in the backdrop of the rise of Brahmo Samaj – all set under the towering haveli- it’s crumbling walls a metaphor for the crumbling feudal system and hollow male egos! The haunting chilling cinematography remains etched on the mind as do the song picturizations and brilliant performances.
