Jaipur: Private doctors in Rajasthan on Tuesday ended their 17-day strike over the RTH Act after State govt agreed to their 8 key demands including keeping unaided private hospitals outside the ambit of the law. The decision was taken after a meeting with Chief Secretary Usha Sharma. The doctors’ bodies said that the two sides reached consensus during talks with the state government agreeing to keep private hospitals that have not availed land at subsidised rates or other benefits from it outside the ambit of the proposed law.

Jaipur: A 22-year-old youth sustained grievous bullet injuries after being shot by a couple in the Sanganer area on Saturday night. Police informed the victim has been identified as Mohan Gurjar, a resident of Dudu.

“The accused fired gunshots at the victim and fled from the spot.

Mohan sustained bullet injuries in his jaw and was rushed to Bagra Hospital in Madrampura. Owing to critical condition, he was referred to SMS Hospital,” police said.

“An FIR for an attempt to murder and Arms Act has been filed against the accused and the matter is being investigated,” police added.

Social Justice Dept bags SKOCH Award for various schemes

First India Bureau Jaipur: The Department of Social Justice was on Tuesday conferred with the SKOCH Award for the effective implementation of the Palanhar Scheme, Scholarship and Kanyadaan Scheme. The department secured one gold award for Palanhar Scheme and two silver SKOCH Awards for Scholarship and Kanyadaan Scheme.

The programme was held in New Delhi during which Department Secretary Dr Samit Sharma and Director Hari Mohan Meena were also present.

The department also got three orders of merit certificates. The award was handed over to Minister Tikaram Jully by the officials. Earlier, Rajasthan acquired third position in the country in the SKOCH State of Governance Report 2022. The State was at the 15th position in 2021.

The State under Chief Minister Ashok Gehlot earned the distinction for its responsive, transparent, and accountable governance model.

Rajasthan won 20 awards, including eight Gold and 12 Silver. The state performed very well in 23 categories.

Jaipur: Water harvesting structures will be made in Government buildings on the basis of feasibility in rural areas of 17 districts covered under Atal Bhujal Yojana.

Along with this, innovations will be promoted for ground water conservation and recharge.

The decisions were taken in a review meeting of Atal Ground Water Scheme chaired by Additional Chief Secretary, Public Health

Engineering and Ground Water, Dr Subodh Agarwal.

“Rain water harvesting and conservation structures will be built in government buildings in rural areas of 17 districts which are covered under Atal Bhujal Yojana,” he said.

The ACS asked all the departments to use the incentive amount received under the Atal Bhujal Yojana on the work of innovation in the field of water conservation and groundwater.

MICRO IRRIGATION

The move assumes significance in the light of the fact that more than 72 per cent of the water blocks in the desert state have come under the “over-exploited” category due to excessive water extraction and a limited recharge of groundwater. The situation of depleting groundwater level has also raised concerns for farmers. According to farmers, the government should shift its focus to addressing irrigation water problems, frame irrigation schemes and effectively implement projects such as the Eastern Rajasthan Canal Project (ERCP).

When we deliberate on the recent clashes in West Bengal over Ramnavami, we need to discuss at length on the recent Sagardighi bypoll this year and the forthcoming blockbuster Panchayat polls. The Sagardighi bypoll was necessitated following the death of the sitting Trinamool MLA, Subrata Saha, who had won the seat by defeating his BJP rival by 50,206 votes in 2021.

However, in 2023 the Sagardighi poll results astounded one and all and even the hardcore political analysts were stunned. In a political surprise, Congress candidate Bairon Biswas, backed by the Left, had won the Sagardighi Assembly bypoll in 2023 by a margin of 22,986 votes on Thursday, defeating Trinamool’s Debasish Banerjee in a constituency that has around 65 per cent minority population and whose support contributed to the ruling party’s stellar performance in the 2021 Assembly elections!

While Bairon became the “Lord of Polls”, his win also ensured Congress’ representation in the Bengal Assembly, as the party had failed to win a seat in the 2021 assembly polls… and mind you, the bypoll result has relegated the BJP to a distant third. Though this episode was mentioned in national media, the poll mechanics behind this new script was not quite elaborated in the national media.

14 INJURED AND OVER 20 ARRESTED AFTER RAM NAVAMI CLASH IN BIHAR

Over 20 people were arrested after a clash broke out in Nalanda district of Bihar between two groups following a Ram Navami procession on March 31, a police official said on Saturday. 14 people were injured in the incident, according to doctors at a Nalanda hospital. The clash broke out on the 10th day of Ram Navami celebrations near Gagan Diwan under the Laheri Police Station area in Biharsharif, which is the district headquarters of Nalanda. Some in the crowd pelted stones and set around half a dozen vehicles ablaze. Meanwhile, Bihar government has extended the suspension of internet services till April 4 in the Nalanda district following violence during Ram Navami festivities, an official said.

Whereas, in Maharashtra’s Jalgaon district, 56 people were arrested in connection with reported clashes over music being played outside a mosque while Namaz was going on, the police said. The police officials also arrested over 20 persons in connection to a clash that broke out between two communities in Mumbai’s Malad area.

Following the Sagardighi episode, TMC is wary of the fact that minority votes may be slipping away from its grip. In the past, during so many elections,

though it was seen that the TMC had gained seats in all minority areas where traditionally the CPI(M) and Congress were strong, a slip in the minority vote will certainly hit the TMC fortunes.

Following the loss in the minority-dominated Sagardighi bypoll – a seat TMC had held for years – Mamata has immediately shuffled the key Muslim leadership in the party and announced a separate development board for minorities. For the ruling party, the most concerning takeaway from the byelection was the fall in its vote share from 50.95 per cent in the 2021 Assembly polls to 34.94 per cent. That the vote share plummeted in an Assembly seat with almost 63 per cent of Muslims indicates that a major chunk of the minority community’s votes

went against it.

Following last year’s violence, the CPI(M) had held a peace rally in Howrah, but while local TMC leaders had visited, the senior leadership stayed away. Meanwhile, both the CPI(M) and BJP have accused the ruling party of bias after the West Bengal BJP chief, Sukanta Majumdar, was stopped from meeting victims of Shibpur violence in Howrah on Sunday. “The CM is working not for all but for only people of one religion,” he said.

CPI(M) leader Sujan Chakraborty said, “Either the violence was an intelligence failure, or the TMC and BJP are in this together to communally polarise society… But we will fight it and will not allow communal politics in Bengal.”

PM Narendra Modi calls for integrated response to disasters

New Delhi (PTI): Prime Minister Narendra Modi on Tuesday underlined the need for an integrated response to disasters, saying disaster in one region can have a big impact on a completely different region in a closely connected world. In his video address at the International Conference on Disaster Resilient Infrastructure 2023, he noted that 40 countries have become part of the Coalition for Disaster Resilient Infrastructure in a few years.

The conference has become an important platform for advanced and developing economies, large and small countries, and the global north and global south to come together on one platform, he said.

Modi said infrastructure is not merely about returns but also about reach and resilience. Infrastructure should leave none behind and should serve people, including in times of crisis, he added, stressing on having a holistic view of infrastructure.

New Delhi (ANI): The Bharatiya Janata Party (BJP) on Tuesday released the third episode of ‘Congress Files’, attacking the UPA government over the alleged coal scam worth Rs 1,86,000.

In the video, BJP came down hard on the Congress, alleging discrepancies in the allocation of coal mines during the UPA tenure. The official Twitter handle of the BJP posted the video titled, ‘Koyle ki dalali mein haath kaala’, tagging it with the message, “Watch in the third episode of Congress Files, The story of blackened ‘hand’ in coal brokerage”.

“You all must have heard the proverb ‘Koyle ki dalali mein haath kaala’. But it’s not just a proverb, it is also the truth. In the 2012 coal scam, it was not just the hands but also the face of the then UPA government that got blackened,” the BJP stated in the video.

The party alleged that coal , which is an important natural instrument in the economy, became a victim of corruption.

Himachal: BJP stages walkout in Assembly

Shimla (PTI): The Himachal Assembly witnessed uproarious scenes on Tuesday as Opposition BJP raised slogans and staged a walkout after the speaker refused to allow a discussion on the alleged removal of outsourced employees in government departments. The BJP has claimed that many outsourced employees in various govt departments have been removed, but the govt has denied it. Only those whose contract expires have been removed, officials said.

As soon as the House assembled, Speaker Kuldeep Pathania said a notice for adjournment motion has been received from some BJP members demanding a debate on the issue.

26/11 Mumbai attacks terrorists should be brought to justice: Israel Speaker

el’s Knesset (parliament) Speaker Amir Ohana on Tuesday said the perpetrators who sent terrorists for 26/11 terror attacks in Mumbai should be brought to justice.

Talking to media at Nariman House, a Chabad House that witnessed a terror attack in November 2008, Ohana said terror does not differentiate between religion and race.

“We have yet to conclude this (26/11) terror event because we are still waiting for those who sent the terrorists to be brought to justice…the perpetrators,” Ohana said with-

Ten terrorists from Pakistan launched terror attacks on Mumbai on November 26, 2008, that lasted for four days, killing 166 people and injuring more than 300. Nine of the ten terrorists were also killed. Ohana also said Jews have been living in India for centuries but they never experienced hatred, or anti-semitism, which is very unique. Ohana said as the speaker of the Knesset, he chose India as a country to visit.

Kannur (ANI): National Investigation Agency (NIA) on Tuesday inspected the train coaches of Alappuzha-Kannur executive train stopped at Kannur Railway station after the recent train fire incident in Kozhikode district.

Bihar (ANI): West Bengal Police have arrested a 19-yearold for allegedly brandishing a weapon during a Ram Navami procession in Howrah. The accused identified as Sumit Shaw, who was seen in a video that is now viral on social media was arrested from Bihar’s Munger last night, Howrah police said today. According to police, the accused is a resident of Salkia in Howrah and had been absconding since the incident. “I can only say that West Bengal police arrested one person. Now after court permission, they will take on transit the arrested man,” said Munger Superintendent of Police Jagunath Reddy Jalareddy. The police official said that the accused would first be taken to the Sadar Hospital for a medical examination. Meanwhile, Kunal Ghosh, State General Secretary of the Trinamool Congress said that the violence was a plot of the Bharatiya Janta Party (BJP) to create unrest in West Bengal.

New Delhi (Agencies): The Home Ministry has sought a report from the Bengal government over the spate of violence and the deteriorating law and order situation in the state. This comes after the BJP’s Bengal chief, Sukanta, wrote to Home Minister Amit Shah about the “recent violence perpetrated on the Ram Bhaktas, general Hindu people and our leaders and workers during Ram Navami processions”.

New Delhi (ANI): At a time when PM Narendra Modi has been urging world peace, saying it is not an era of war, two Opposition-ruled states are suffering violence and chaos during festivities, Union Minister Anurag Thakur said on Tuesday, hitting out at the Bihar and Bengal governments. “Two countries in the world are involved in a military conflict currently. But that’s a different issue. In our country, it’s only in Bihar and Bengal where the situation has worsened to such levels that one can’t take out a religious procession in peace,” the minister said.

The NIA team arrived in Kozhikode’s Elathur and went to Kannur to inspect the coaches. Bogie numbers D1 and D2, inside which the incident happened, of Alappuzha - Kannur executive train halted at Kannur railway station were inspected.

After the incident, the two bogies were sealed by the police. A team of two officers inspected the train. A team from Railway Protection Force also accompanied the NIA team for the inspection.

22 per cent of the prison population are convicts while 77 per cent are ‘undertrials’ or people awaiting the completion of investigation or trial, the latest data published in the India Justice Report (IJR) 2022 has revealed.

The report found that the number of undertrials is the highest it’s been since 2010, having nearly doubled from 2.4 lakh in 2010 to 4.3 lakh in 2021: an increase of 78 per cent.

“With the exception of Andaman and Nicobar Islands, Arunachal Pradesh, Mizoram, Tripura, and Madhya Pradesh, the undertrial population of all states and Union Territories (UTs) exceeds 60 per cent,” the India Justice Report (IJR) 2022 added.

‘NO STATE MET ALL 3 QUOTAS FOR SC, ST, OBC’

New Delhi (ANI): None of the states have been able to meet all 3 quotas for SC, ST and OBC positions in Judiciary at the subordinate/district court level, the 2022 India Justice Report informed. The report added that only 13% of subordinate court judges are women. The report mentioned that Karnataka remains the only state to consistently meet its quota for SC, ST and OBC positions, both among police officers and the constabulary. However, it pointed out that in the Judiciary, at the Subordinate/District Court level, no state met all three quotas.

New Delhi(PTI): Karnataka tops the list of states and Union Territories in providing access to justice and three other southern states figure among the best five, according to the India Justice Report 2022. The IJR, which was released here on Tuesday, said except for Delhi and Chandigarh, no state or union territory spends more than one per cent of its total annual expenditure on judiciary where the vacancy of judges in high courts stands at 30 per cent. The IJR, an initiative of the Tata Trusts was launched in 2019.

` 736 CR INTEREST SUBSIDY APPROVED FOR FARMERS

Jaipur: Chief Minister Ashok Gehlot has approved a financial proposal of Rs 736 crore for interest-free crop loans to the farmers of state.

According to a statement, Chief Minister Ashok Gehlot has approved a grant of Rs 560 crore for farmers under interest-free crop loan subsidy scheme and Rs 176 crore under compensatory interest subsidy scheme.

According to the statement, a five percent interest subsidy will be given to the farmers who repay the longterm agriculture cooperative loan on time. Gehlot has approved the grant proposal. He has also allowed permission to give subsidy on housing loans to the farmers who have built houses on their farms.

Under this, the farmers who have repaid their long-term agricultural cooperative loans on time from April 1, 2014 will get a five percent interest subsidy every year from the state government.

Help in Suffering! 43 YEARS OF

CITY FIRST

Imagine Jaipur decades ago, much smaller than today but teeming with animals on the streets.

This was the situation which greeted an eccentric English lady, Crystal ‘Mishy’ Rogers when she came here from Delhi. Not only were there thousands of animals on the streets but many of them were suffering terribly. Mishy was later to recall seeing a collapsed tonga pony having its eyes pecked by crows.

Recognising that Jaipur people are compassionate Mishy set about helping them to address this burden of unnecessary suffering.

In short order, she had enlisted the help of prominent citizens, formed a charitable trust, Help in Suffering (HIS) and persuaded H. H. Gayatri Devi the late Rajmata of Jaipur to allow a simple veterinary clinic and hospital on land she owned in Maharani Farm.

From these beginnings 43 years ago

Help in Suffering has grown into a large modern veterinary and animal welfare hub. The charity con-

tinues to rescue thousands of suffering animals every year (6018 last year alone), as it has since Mishy’s earliest efforts.

A fleet of ambulances is out on the city’s streets throughout the day responding to compassionate calls for help from Jaipurites. Rescued animals are brought to our hospital where a team of 7 veterinary surgeons and 45 compounders give the very best treatment they can. With international support, the facilities and treatments available improve all the time.

Help in Suffering, under the compassionate leadership of Mrs Timmie Kumar, recognised however that there was more to do for animal welfare than rescuing suffering animals. The region’s working camels were in need of veterinary care so HIS established mobile veterinary clinics for camels, and later built a dedicated clinic for camels at Bassi. These now give veterinary treatments to hundreds of working camels each month (over 800 in February) and importantly encourage camel owners anddrivers to adopt humane practices. Street dogs were a major welfare problem. The JMC used to poison them with strychnine, and dog

gramme using WHO guidelines to address the challenges of street dogs and public health.

By sterilising and vaccinating large numbers of street dogs the HIS ABC Programme has reduced the street dog population by about half. Human dog bite cases have fallen dramatically; human rabies has been controlled and the health and welfare of street dogs have improved.

The successes of the ABC Programme

have been recognised nationally and internationally.

As our 43rd Founder’s Day approaches, HIS has reason to be proud of the compassionate service it has given in five decades to the animals and people of Jaipur, but recognising there is more to be done and HIS hopes with the continuing support and kindness of Jaipurites to continue to improve and expand its work for the animals and people of Jaipur.

The 20th Annual Art Exhibition of the Department of Fine Arts, IIS University (deemed to be) Abhivyakti Ek Prayas, will begin on April 6 at 5 pm at the Art Galleries of JKK. The inauguration will be done by Chief Guest Art and Culture Minister Dr BD Kalla.

Eminent senior artist Vidyasagar Upadhyay of the city will also be present on this occasion. In this art exhibition, which will continue until April 9, in the Chaturdik, Sudarshan, Sukriti, and Surekh Art Galleries of Jawahar Kala Kendra, the students of BFA and MFA Department of Visual Arts will be able to see the creativity and artworks of various dimensions of art. The camera is an instrument that teaches people how to see without a camera, and to give life to non-living photographs, City First interacted with art directotor Shaad Akhtar, who shares insights about his series of conceptual photoshoots that will highlight the creative perspective of photography.

What is the theme of your photoshoot? Describe the vi sion behind the concept.

The theme of my photoshoot was to create a different view in the viewers about conceptual or high fashion photoshoots by do ing something totally different from casual shoots and leav ing a remarkable portrait behind. Here it is based on the abstract, sym bolic, and creative.

Have you worked as an art director during a shoot?

Surely, every person in the shoot has put up their opinion for the art and creativity collective ly, as the makeup artist has some different views and the model has a

different perspective about the shoot, so we consumed everyone’s role in it along with mine. Explain the biggest obstacle you have faced while capturing the conceptual photoshoot so far. How did you overcome it?

Of course, there have been many obstacles as per the concept, but I think making the model feel confident in themselves and keeping them motivated with patience, satisfying the re-

quirements of shoots, and ex plaining the makeup that will suit the themes is the biggest factor that we have to focus on while shooting.

What is your view of sustain able fashion?

As per my thoughts, it’s impor tant to have sustainable growth in the fashion sector...and as time goes on I have to capture the audience’s thoughts, needs and expectations so it’s quite im portant to have a consistent mindset with proper working conditions. We have to de velop as per the audience’s requirements and expecta tions, and in order to do so, I have to come up with ideas that are different from those of the

Ashraya, a not-forprofit, helped Adarsh Vidya Mandir in Rajasthan’s Jaipur become India’s first digital school in the true sense.

Students now do not need to carry textbooks and heavy bags when they go to study, thanks to digital education using tablets that are distributed by Ashtraya.

The Delhi 6 Food Festival at Holiday Inn made a sputter on the first day of its opening on Saturday. This festival will run till April 9. The capital city of Delhi is a foodie’s paradise, with everything from street food to international cuisine. Hotel Holiday Inn Delhi is organising a nine-day Delhi 6 Food Festival, which will run from April 1 to April 9, so that the people of the Pink City can also enjoy Delhi’s famous delicious and spicy dishes and street food.

Teaching and learning now happen using tablets that are provided to students and teachers.

Under the digitization of classrooms, tablets have

been provided to 350 students and 25 teachers by Ashraya under the One Tablet Per Child (OTPC) and Digital Learning Ecosystem programs.

Vidya Bharti’s Adarsh Vidya Mandir, which is located in Ambabari, Jaipur, has become India’s first school where all students have access to tablets. These students, who are studying between sixth and twelfth grade, can access the entire syllabus on their tablets, allowing teachers to teach students without any requirement for textbooks

and blackboards. Special training has been given on how to carry out digital teaching and learning. Students can approach teachers whenever they come across any query and get it solved immediately, which is a distinctive and special feature of the “no bag, no textbook” exercise.

Satish Jha, chairman of Ashraya, said efforts are being made to redefine education in India through the ‘slate to screen’ journey as tablets replace textbooks.

“Our aim is to ensure every child in India gets

a world-class education, irrespective of his or her financial background. Technical knowledge is as important as school education, as it has become the voice of the world nowadays. Digital education through tablets will facilitate students getting state-of-theart education, making them ready for the future,” Jha said. With the partnership with Thimble.io, Ashraya is offering STEM Robotics & AI (Artificial Intelligence) programme that is certified by the US curriculum.
