NaMo’s VISION

MAKE INDIA A DIGITAL ‘SUPER POWER’

MODI: THE PIONEER OF GOOD GOVERNANCE AND SUSTAINABLE DEVELOPMENT IN INDIA

From faceless, transparent and non-corrupt governance to being a pioneer of sustainable development in the state, the narrator shares with us how PM Modi has been a Statesman way ahead of his times. He is a true visionary and has the power to transform the lives of his people for the better through his enterprising initiatives and farsightedness

arendra bhai would say 21st century is the century of technology. In 2009, after Deepavali, ministers, members of parliament, members of legislative assembly and members of the sangathan got together for a ‘Sneh Milan’ at a community hall at the ministers bungalow, and Narendra Bhai was part of it. As always, he would share a special message with everyone and use that platform for outreach. This time he wanted me to apprise everyone of the growing influence of social media and the importance of using it effectively through a presentation. Now this was when people had not been introduced to Whatsapp. Whatsapp came to India in 2010 if I am not wrong. Twitter and Facebook too were comparatively newer social media platforms back then. You know, 90% of the audience that day had not even heard of these tools and Narendra bhai said to me, “Social media will be the driving force of 21st century. Human life will revolve around these platforms. And the sooner we master the nuances of han-

dling these tools, the faster and more effective our way of working will become.” He also spoke about how this technology will make “maximum governance, minimum government” a reality by making governance faster, efficient and transparent. He asked everyone to ensure that they start using technology and understanding the finer tools of making e-governance the order of the day.

Post my presentation when I got down from the stage, several senior officials expressed their disbelief about this emerging phenomenon. Some were outright critical and dismissive of the fact that such technology even existed and if it did, they were convinced that politics was not the right place for its usage. They simply dismissed the idea that governance was possible using such tools and said that this was just another fad, a dream! They were of the opinion that the influence of social media was limited to just talk and nothing that was discussed that day will be implemented in practical life. Facebook and Twitter politics was akin to day dreaming at the time.

Today we are in 2023 and every single one of us is making full use of social media platforms and technology has revolutionized e-governance.

But Narendra bhai was the sole Statesman who set the narrative for social media being the driving force of politics, effective communication and governance in 2009. What’s more surprising is that usually it is the leadership of the central government that sets the agenda for states and state leadership follows the trends set by the centre. However, this was viceversa. Narendra bhai was CM then and he got about this massive change in the outlook

of politicians with regard to technology and social media tools. Although he was a state leader, people of the country started to follow him as he is indeed a true visionary. People took to using Facebook, Twitter and began to follow Narendra bhai on social media as well. You can see the reality today yourself. All those people who used to treat social media with contempt and laughed at the idea of being active on Twitter today are using the platform with gusto! Narendra bhai turned a new leaf in the chapter of Indian polity by popularizing inclusion of social media for effective communication and effective governance.

What I remember clearly is Narendra bhai telling me that faceless administration is very important for transparent governance. When the applicant and the officer responsible for resolving the applicant’s concern do not interact face-toface, it becomes faceless governance. Sometimes face-toface interaction goes awry as it digresses into areas where it should not and that’s when the applicant feels harassed and disappointed with the system. So when officers do not come to know whose file they are dealing with and the issue gets resolved, a non-corrupt and transparent administration is born. Narendra bhai has been my inspiration and based on

What I remember clearly is Narendra bhai telling me that faceless administration is very important for transparent governance. When the applicant and the officer responsible for resolving the applicant’s concern do not interact faceto-face, it becomes faceless governance. Sometimes faceto-face interaction goes awry as it digresses into areas where it should not and that’s when the applicant feels harassed and disappointed with the system.

his concept of faceless administration, I introduced several initiatives and tools to make non-corrupt governance a reality in my sector.

United Nations dedicated the period of 2015 to 2030 to sustainable goals in 2015. But Narendra bhai was the actual pioneer of sustainable development in India because in 2010, he began with development work in a place like Dang in Gujarat. I was the Director of Gujarat Tourism then. This place has a huge forest cover and had few options for earning a livelihood. You would have heard about Saputara, the only hill station in Gujarat. Narendra bhai created sustainable develop-

ment goals for Dang and Saputara when the world was yet to begin to think on these lines. He wanted development that would provide the locals better and greater means of earning their daily bread without causing any harm to the ecosystem. He chose development of the tourism industry in these hilly areas to begin the much needed work of sustainable development.

There was a paragliding pilot named Roshan Thakur in Himachal Pradesh and Narendra bhai used to do paragliding in the 90’s with him. Narendra bhai asked me to get in touch with Roshan Thakur and find out what was possible in Saputara. Dang and Saputara are truly beautiful places but the four months of monsoon season would see very little footfall and hotels had less than 10% occupancy during those months. Narendra bhai decided to tap into these four months of monsoon season and develop Saputara and Dang. He initiated the Monsoon Festival in Saputara which resulted in 110-112% occupancy in hotels. Today the traffic has increased so much that there are plans to develop four-lane roads in the area!

Generating employment while protecting the environment has been Narendra bhai’s endeavour in our state and I am fortunate to have been part of such sustainable development initiatives undertaken by him.

Not just this, nobody could have dreamt of something like the Rannutsav in the White Desert. He visualized a threemonth long festival in Kutch and this he did in the 70’s when he used to visit Kutch as a karyakarta. He used to say that there was no place more beautiful than Kutch on the planet and if he ever got the opportunity, he would develop it into a thriving desert. He became CM and did exactly that! Today all big conferences are happening in Dhordo, in Kutch. Rann Utsav is a global tourist destination now, all thanks to Narendra bhai!

Prime Minister Narendra Modi was also not printed. BJP leader of Odisha and Union Minister Dharmendra Pradhan has objected to this.

Mind you, Naveen Patnaik has so far stayed away from efforts to unite the opposition against the BJP. He gave a message of equidistance from the BJP and the opposition but largely continued to provide issue-based support to the BJP central government.

Barmer farmers to get addl `229 cr as crop compensation

New Delhi/ Barmer:

In a high level meeting chaired by Union Agriculture Minister Narendra Singh Tomar on Wednesday in presence of MoS Kailash Choudhary, officials of agricultural and finance ministries and officials from agricultural insurance company, the government has directed the insurance company to release an additional amount of Rs 229 crore as crop compensation to the farmers of bordering Barmer district.

Earlier the firm has released Rs 311 crore.

With the recent announcement, the total amount will now be Rs 540 crore.

Both the Central and the State Governments

were facing strong criticism from the farmer’s organisations after the insurance firm released a nominal amount while rejecting the actual claims. Not only this, leaders of political parties like BJP, Congress and RLP were at loggerheads on the issue.

Union MoS Kailash

Choudhary said that the insurance firm has been directed to release an additional amount of Rs 229 cr to Barmer farmers. He said that After a prolonged wait, Agricultural Insurance Company had recently released the insurance claim of Kharif 2021 of Rs 311 cr. Shocking as-

pect is that many farmers have received claims of mere 2, 3 or 5 paisa.

Farmer’s organisation is claiming that the claim amount should be around Rs 600 cr, but the company had betrayed farmers. Farmers had paid the premium of Rs 411 crore to the insurance company.

During the meeting various issues related to the farmers were discussed and state authorities were directed to decide the minimum crop compensation amount like Maharashtra. State govt had betrayed farmers adding that instead of shouldering responsibilities, Cong leaders are running away.

It is unfortunate that despite holding the post of Agriculture Minister, Kailash Choudhary has totally failed in benefiting the farmers of his own region.

ANTITRUST ORDER MAY STALL ANDROID GROWTH IN INDIA: GOOGLE TO TOP COURT

New Delhi: The growth of Google’s Android ecosystem is on the brink of stalling in India due to an antitrust order that asks the company to change how it markets the platform, the US company has said in a Supreme Court challenge seen by Reuters. The Competition Commission of India (CCI) in October fined Alphabet Inc-owned Google $161 million for exploiting its dominant position in Android, which powers 97% of smartphones in India, and asked it to change restrictions imposed on smartphone makers related to pre-installing apps. Google has so far said the CCI decision will force it to change its long-standing business model, but its Supreme Court filing for the first time quantifies the impact and details the changes the company will need to make.

V-P DHANKHAR ON SC STRIKING DOWN NJAC IN 2015

UNPARALLELED IN DEMOCRATIC HISTORY OF WORLD’

Jaipur: Vice- President Jagdeep Dhankhar while addressing the 83rd All India Presiding Officers Conference here, he said that the judiciary cannot intervene in lawmaking. He again criticised the scrapping of the National Judicial Appointments Commission (NJAC) Act in 2015 by the apex court. Dhankhar said he does not subscribe to Kesavananda Bharati case ruling that Parliament can amend the Constitution but not its basic structure.

“In 1973, a wrong precedent started. “In 1973, in Kesavananda Bharati case, SC gave the idea of basic structure saying Parliament can amend the Constitution but not its basic structure. With due respect to judiciary, I can’t subscribe to this,” Dhankhar, who has been a SC lawyer, said. He asked, “Can Parliament be allowed that its verdict will be subject to any authority. The executive has to follow laws & judiciary can’t intervene in law-making.” Talking about judiciary scrapping NJAC Act, he said it was ‘a scenario perhaps unparalleled in democratic history of the world.’

Our legislatures have been the forum for best quality debates and it must be our endeavour to maintain that tradition and enhance it further. Legislatures have played an important role in the positive transformation in society and therefore, everyone should work to ensure that the faith of the people, especially the youth, on democratic institutions does not waiver.

ANOTHER FEATHER IN CAP

London’s Book of Records honours RHB

In the last four years, RHB has received a total of 11

awards

CM Gehlot & UDH Minister Shanti Dhariwal have also praised the effective working style of the Board several times

Jaipur: Wednesday was the day when RHB added another jewel to its crown. London’s prestigious World Book of Records organisation has honoured the RHB with an international award for selling a record 13,583 commercial and residential projects in the last 3 years through e-bid submission. The award was presented in a function held in Indore city of MP and was accepted by Board’s Financial Advisor Sanjay Sharma on behalf of RHB Commissioner Pawan Arora.

Notably, RHB Commissioner Pawan Arora considered the RHB team oto be the real catalyst deserving of this honour. “In the last 4 years the public had completely lost faith in the RHB, the board was running into losses, but the energy and enthusiasm of the officers and personnel of the board did what has become an

example for the people,” he said.

Congratulating and expressing his best wishes to the entire team of Board for this honour, Arora said that working with the same passion and enthusiasm, we have to set many more new records in the years to come.

Interestingly, this is not the first time the board has got international recognition. In the last four years, RHB has received a total of 11 awards. These include World Book of Records in House Sales,

Skoch Award-2021, Award of Excellence, , National Housing Award, IBC and ‘Star of Governance-Gold Award’etc.

It is noteworthy that CM Ashok Gehlot and UDH Minister Shanti Dhariwal have also praised RHB’s effective working style many times. Not only this, Housing Board has become a case study for management gurus across the nation. Many states of the country are preparing to adopt the Board model.

Jaipur: RHB Commissioner Pawan Arora while chairing a review meet of works under construction in Jaipur organised at RHB HQs, said that there will be no compromise on quality & stipulated time period at any stage in the under construction works by the Board.

He discussed in detail with officials about several new schemes to be launched in City Park, Fountain Square, Coaching Hub, All India Service Residency Phase I and II, State Service Residency and Pratap Nagar and gave necessary guidelines.

cy is strong, we will have to make executive more accountable.

Don’t take me wrong... but we are governed by executive dictatorship,” Joshi said. Joshi also stressed on need for a discussion on financial autonomy to assemblies and legislatures.

He also said assembly speakers are like referee whose work is confined just to the limit of checking that House functions smoothly.

The Legislature, Executive and Judiciary all three have their functions and rights. The law which has been enacted in the Lok Sabha, is the greatest law. The courts shouldn’t interfere in legislative functioning and democracy needs to be strengthened. It should be decided that courts doesn’t interfere in functioning of MLAs.

Academia style is not unusual for us to be greeted with new trends on social media platforms like TikTok, Instagram, or Twitter every other month. City First introduces you to Gen Z aesthetics

Dark academia, in contrast, is based on murky ideas like literary tragedy, life’s purpose, escapism, and death. The desire to learn about traditional literature, music, art, and history unites the two.

People use social media as a platform for self-expression, experimenting with new ideas in hopes of impressing others who share their interest. While certain pandemic lockdown fads, may have come and gone, many aesthetics, including cottagecore, e-girl or e-boy core, and academic aesthetics, flourished throughout this unsettled period. The academic aesthetic has spawned a number of subgenres, including art academia, romantic academia and chaotic academia, and the most well-known of these are dark academia and light academia. The Vou claims that light academia encourages optimism, companionship, drive, and good outcomes over pessimism, melancholy, and sensitivity.

The distinction between light and dark academics in terms of style is made by the colour schemes used. While the light academia gravitates toward lighter and brighter varieties of browns, beiges, and pastels, the dark academia embraces deep browns, grey, and black. To achieve any academic appearance, essential items of clothing like turtlenecks, wool, tweed, or plaid jackets, pleated skirts, and stylish trousers are a must.

The aim, as always, is to appear refined and straightforward. Your allies include wool, tweed, beige, brown, and plaid. White, beige, and brown are the best colour combinations for mild academic settings. With a white shirt, pleated or checkered miniskirt, and a beige coat or cardigan for layering, you may look stylish and feminine. On the other hand, if you like a more

Many of us have struggled with sleep during the last few years due to stress and other issues brought on by the COVID-19 pandemic.

According to a study published in Sleep Medicine in November 2021 that questioned 22,330 persons from 13 nations, one in three reported clinical insomnia symptoms and over 20% had the conditions for insomnia disorder. These numbers are more than double what they were before the outbreak.

HOW SLEEP

DEPRAVATION

AFFECTS THE BODY

Sleep deprivation impacts our cognitive and emotional abilities; therefore, insomnia is a cause for concern. According to experts, a person who does not get enough sleep is more likely to be fatigued, easily agitated, aggressive, or unable to concentrate, which reduces productivity and efficiency. If sleep-related concerns are not treated within a few days, they might lead to sleep disorders and have an impact on one's mental health.

● INCREASED USE OF ELECTRONIC DEVICES

Increased reliance on technology for amusement or leisure following the pandemic could be one of the causes of poor sleep. Being on the phone before night may be interfering with your sleep. The blue light emitted by phones interferes with the release of the sleep hormone melatonin. Melatonin is created roughly 2 hours before bedtime,

especially children. Sleeping on an irregular schedule or staying up late can interfere with getting a decent night's sleep. In the long run, it can also harm one's dayto-day activities at work or college, among other things. A regular sleep pattern is useful because it allows optimal performance and decreases stress.

● AGE-RELATED PROBLEMS

Because of age-related ailments such as Alzheimer's disease, senior individuals may have difficulty sleeping. Other causes may include chronic illness-related pain, sleeplessness, or the need to urinate frequently. Some people may find it difficult to fall asleep as they get older. As less time is spent in deep sleep, many people wake up throughout the night or much sooner in the morning. Because of frequent sleep disturbances, elderly persons may feel weary or sleep-deprived even though their total sleep time remains constant. Taking warm milk or avoiding

ping during the day, can help the elderly sleep better.

● CAFFEINE AND ALCOHOLIC BEVERAGES

Caffeine or alcohol use should be limited before going to bed. Caffeine should not be consumed six hours before bedtime since it can interfere with the duration and efficiency of sleep. Alcohol can also cause fragmented sleep because excessive consumption does not produce deep slumber that leaves one feeling rejuvenated in the morning. Alcohol drinking before bedtime also interferes with sleep by dehydrating the body.

● SLEEP PROBLEMS

Sleep disorders such as insomnia, parasomnias, and sleep apnea can all significantly contribute to sleep issues. Insomnia makes it difficult to get enough sleep or causes one to get up too

early. Insomnia can also be a sign of a mental health problem such as anxiety or despair. Parasomnias disrupt sleep by causing movements and behaviours such as sleepwalking, sleep talking, sleep terror, and sleep paralysis. Sleep apnea is frequently misdiagnosed. People with sleep apnea frequently have difficulty breathing because it stops and restarts several times during the night.

● STRESS OR MENTAL HEALTH ISSUES

Individuals suffering from mental health concerns such as depression or anxiety may struggle to sleep. They may sleep insufficiently or excessively. Anxiety and sleep are also inextricably linked. While anxiety can interfere with sleep, it is also possible to become worried simply by worrying about not getting enough sleep. Multiple life events, such as relationship or health problems, family disruptions, or professional pressure, can produce stress and make it difficult to sleep well. In response to stress, hormones are generated that increase heart rate and awareness for the body to react to danger, making sleep impossible.

psychological disorders, thyroid conditions, or cancer can interfere with sleep since the action of chemicals differs from person to person. Betablockers, which are used to treat high blood pressure or angina, may cause sleeplessness. Over-the-counter medications for colds or headaches, as well as pain relievers, can disrupt sleep and make you feel drowsy during the day. Decongestants can cause insomnia whereas anti-histamines might produce drowsiness.

● EXERCISE A strenuous workout within an hour of going to bed will make it difficult to sleep. Exercise boosts the heart rate and activates the neural system, making it difficult to relax the body. High-intensity workouts near night slow down the relaxation process even more. A 1997 study discovered that jogging in the evening resulted in delayed melatonin generation 24 hours later, influencing sleep the following day.

bedtime might disrupt the internal clock and make it difficult to fall asleep.

HOURS

● UNUSUAL WORKING

Working odd hours, such as graveyard jobs or early morning shifts, might disrupt one's circadian rhythm. Due to sleeping at strange hours, one's sleep may not be very rejuvenating. Sleeping against the clock or attempting to sleep during the day when the body expects to be up, makes it difficult to achieve a good night's sleep. A normal sleep pattern is impossible to maintain due to frequent or random shift rotations. According to research, proper shift rotation helps employees be more productive and efficient.

● PROTEIN CONSUMPTION CLOSE TO BEDTIME

Meat before night may disrupt your sleep since protein takes a long time and requires more energy to digest. The digestive process of the body slows down by up to 50% when sleeping. Carbohydrates are recommended for excellent sleep because they aid in the release of serotonin, which is proven to aid sleep.
