New Delhi: Ending their over 50-year-old border dispute, Assam and Arunachal Pradesh on Thursday signed an agreement in presence of Union HM Amit Shah here which will bring settlement to 123 villages located along areas the two northeastern states share. The 2 borders have been in dispute since the latter was made a union territory in 1972.

Shah said the Modi govt has withdrawn the Armed Forces (Special Powers) Act from most of places in Assam, 15 police stations in 6 districts in Manipur, all but 3 dists in Arunachal, 7 districts in Nagaland, and entire Tripura and Meghalaya. Khandu said the agreement has been possible due to the initiative and political will of PM and HM and active cooperation of the Assam government led by Sarma.

New Delhi: Prime Minister Narendra Modi highlighted the noble teachings of Gautama Buddha at the Global Buddhist Summit 2023 inaugurated in New Delhi on Thursday. Jaipur: The Rajasthan Police has busted a gang involved in stealing high-quality, imported coal during transportation from the Gujarat port to northern states via Rajasthan, officials said on Thursday. As per crime branch of State police, coal imported from the US and Russia worth over `10 cr was being stolen every day from trucks transporting to HP, Haryana, Punjab and UP. Teams of crime branch conducted raids and detained 22 people and seized over 1,850 tons of stolen coal.

Jaipur: A minor girl was allegedly gangraped in Kalwar area, police said. Police informed the incident took place in Bugaliya village of Kalwar on February 17. “The aunt of the victim pressured her to meet the accused. Later, the accused made the girl intoxicated and then gangraped her. The accused also filmed obscene videos of the victim and then blackmailed her,” police said.

“The girl later narrated the incident to her family members, following which, an FIR was filed against the accused. The prime accused, identified as Vishnu Sharma, has been arrested and is being interrogated. The matter is being investigated by ACP Pramod Swami,” police added.

WOMAN GANG RAPED BY FOUR MEN IN BHIWADI

Alwar: A woman was allegedly gang-raped by four men in Bhiwadi town of Alwar district, police said. Police informed the victim belonged to Delhi and was residing in a rented accommodation in Bhiwadi for the last three years. “Based on information through the police control room, the police team raided a flat located in Avalon Royal Park on Bhiwadi Bypass and found the girl and four boys. Two boys were arrested by the police from the spot while two managed to flee from the spot. The victim and the accused had consumed drugs and had been admitted to the hospital for treatment. An FIR has been filed, matter is being probed,” police added.

MAN DIES BY SUICIDE IN KANOTA, NAMES RAFEEK KHAN AND OTHERS IN AUDIO

Jaipur: A 49-year-old man allegedly committed suicide by hanging himself in the Kanota area in Jaipur on Wednesday. Before taking the extreme step, Sanjay Pande recorded an audio in his mobile phone in which he alleged that he was being harassed by one Shabbir Khan who has the patronage of Rafeek Khan, police said. Shabbir Khan runs a transport company in which Pande was an employee. Pande alleged in the audio that Shabbir Khan was not giving his due salary and was harassing him. “The family members gave an audio to the police in which the man is purportedly heard blaming Shabbir Khan. He also said in the audio that Shabbir Khan has the patronage of Rafiq Khan,” a police official said. Meanwhile, BJP’s Rajya Sabha MP Kirodi Lal Meena claimed in Jaipur that it was Congress MLA Rafeek Khan who was named in the audio.

Jaipur: The Jaipur Police Commissionerate on Thursday busted an illegal call centre in Chitrakoot area and arrested 32 suspects for allegedly duping people sitting in foreign countries.

Nepal’s Pokhara. Anurag was located by a team of rescuers after days of intense search efforts. Maloo was rescued from a deep crevasse,

300 metres below the 6,000-metre point.

Speaking to media, Sudhir Maloo, Anurag’s cousin, confirmed that he is “critical”.

On Wednesday, Minister of State for Youth Affairs and Sports Ashok Chandna wrote a letter to Chief Minister Ashok Gehlot informing him about the missing report of Anurag and also urged the Ministry of External Affairs to speed up the search operation for Anurag.

Much has been written and talked about these topics, including corruption, lack of sensitivity to citizens’ matters and the problems faced by the civil servants themselves, like arbitrary transfer and postings, harassment, as also political interference in day to day work. Yet there are innumerable examples and illustrations of civil servants, performing their jobs with utmost sincerity, achieving results against all odds and working day and night to fight disasters and emergencies.

Therefore it is again the time for the Civil services, to truly dedicate and rededicate themselves to the cause of the country and work in our context of democracy and rule of law, according to the enduring values of honesty, integrity, grit and determination, fairness and uprightness, but above all with concern and care for the people with a human touch

The history of administration, as also of the Civil services in India can be, and is, traced back to ancient times, especially to the Mauryan period (approximately 322 to 185 BCE) and the famous treatise Arthashastra of Kautilya/Chanakya. Many of the institutions like territorial Provinces with capitals, Mahamatyas, Council of ministers, Sachivs, Departments headed by officers, Policing and intelligence systems, a sophisticated civil service, municipal governance can be seen continuing from those days, though in a considerably modified form. The systems continued to evolve, but some new aspects were introduced during the days of the rule of the Sultans and more so during the Mughal rule from mid 16th to early 18th century. As it became an empire there were territorial Subhas or Provinces, Sarkars and Parganas, and separate Departments for various activities, Including Wazirs for land administration and revenue collection, Kotwals, Qanungoes and large number other revenue and civil officials at the ground and field level. The land measurements, records and tax system in cash or kind on agriculture and crops also developed substantially during this time, led by Raja Todar Mal. Many of the designations are there even today.

With the advent of the British through the East India Company from mid seventeenth century and more definitely after the Battle of Plassey and Buxar (June 1757 and 1764) and the Company gaining Diwani rights, newer systems of Government and Administration began to be set up, although the earlier institutions did provide the basic structure. More chang es took place once the British Government took over the reigns directly through the Gov ernment of India Act of 1858, after what they called the Mu tiny and what has rightly been regarded by Indians as the First war of Independence. To a large extent, the Civil ser vices of today have their origins and their background in how they evolved during British times. The East India Company had what is often called the pa tronage system, i.e. the senior civil servants were appointed on the basis of recommendations of the Court of Directors, and in fact were very young in age. They were often called Writers and that is why the Secretariat is known as the Writers Building in Kolkata, where the British first established their control. The system of Covenanted and Uncovenanted civil service was laid down by Lord Cornwallis, known as the Father of Civil ser vices in India. The senior ones, mostly British, had to sign a cov enant and were part of the pres tigious Covenanted civil ser vice. Later the exams also started being held in India from 1922 as more and more Indians started getting selected and by 1939 , ie before the outbreak of the Second world war the Percentage of Indians was almost 50%. The Federal Public Service Commission was set up as per recommendations of the Lee Commission for recruitment and the scheme of examination, papers etc were also modified. The Services were divided into All India Services and Central Services. Recruitment to the Provincial Civil Services became a regular feature with opportunities to hold senior assignments. The system of recruitment to lower level posts and promotions also began to get more set with rules and regulations in place . The advent of Gandhi, the rise of nationalism, the various Reforms Commissions and pas-

sage of the Acts of 1909, 1919, the Jallianwala massacre, the demand for dominion status changed many things for the ICS. From almost rulers, they had to work under Indian political leaders also, though in a limited way, and national issues were now dominant. This led to the growing centralisation of the decision making process and Governments at the Central level and Province level became more important. For the district officers it was no longer their full fledged Raj. In such a scenario there was a growing lack of interest amongst the Britishers to try for the ICS .

At the time of Independence, with strong support from Sardar Vallabhbhai Patel, the All India Services, based on the pattern of the ICS and the IP (Indian Police), renamed the Indian Administrative Service and Indian Police Service ,as also the Indian Forest Service, were retained and made a part of the Constitution with adequate service safeguards. The Public Service Commision became the Union Public Service Commision and carried the responsibility for recruitment interalia to the All India Services i.e. IAS, IPS and the IFS (Indian Forest Service) and the higher levels of Central services like Railways, Customs, Income tax, Audit and Accounts, Defence Accounts, Posts and Telegraphs, Information and Broadcasting and others.

Jaipur: The Rajasthan Police has busted a gang involved in stealing high-quality, imported coal during transportation from the Gujarat port to northern States via Rajasthan, officials said on Thursday.

According to the crime branch of the state police, coal imported from the US and Russia worth around Rs 10 crore was being stolen every day from trucks transporting to Himachal Pradesh, Haryana, Punjab and Uttar Pradesh.

Thirteen teams of the crime branch conducted raids at around a dozen places in five districts of Jalore, Pali, Barmer, Bikaner and Jodhpur and detained 22 people, including drivers and cleaners of the trucks on Wednesday night.

The teams also seized trucks, tractors, machines, and 1,850 tonnes of stolen coal. The action was taken

Jodhpur (PTI): A boy was beaten up, stripped and paraded naked by some traders in a vegetable market here, police said on Thursday.

Harish Solanki said Bhuvnesh (23), a vendor, had reached the market in his vehicle loaded with vegetables on Wednesday and asked Aslam (24) to move aside his loading taxi that he had parked in front of his shop.

This led to an argument during which Aslam slapped Bhuvnesh and fled the scene. However, people from near the spot caught hold of a minor who was accompanying Aslam, the Station House Officer said.

The people beat up the boy and abused him. The crowd stripped him and paraded him naked in the market in full view of the shopkeepers and visitors, Solanki said. Police initially registered cases based on the complaints from both the sides for breach of peace and arrested more than five people from both the sides.

RERA eyes RHB for incomplete projects

Jaipur: Looking at serious functioning and quality in work, the RERA has sent a proposal to RHB to finish incomplete projects. RERA takes over the responsibility of projects in which builders do not complete work on time and gives responsibility to third party firms.

The authority has now taken a decision to hand

over such projects to RHB. In lieu of this, the Board will take administrative fees. RERA at present has 5 such projects.
