Piercing Observation, Strategic Vision:

HALLMARKS OF PM MODI

WHEN THE PERSON STEERING THE COUNTRY IS A NOT JUST A VISIONARY, BUT A TECH-SAVVY VISIONARY, THE COUNTRY IS BOUND TO PROSPER AND GROW BY LEAPS AND BOUNDS. THE NARRATORS SHARE WITH US HOW PM MODI HAS COMPLETELY REVAMPED SECTORS BY INFUSING TECHNOLOGY AND HOW MAKING DREAMS COME TRUE IS ELEMENTARY PRIME MINISTER!

HERE COMES THE DIGITAL POSTMAN…

Tech Makeover for India Post

Department of Post is one department whose existence was beginning to be questioned by our generation given that the millennial given the social media revolution that has swept away our tech-savvy youth!

But PM Modi completely suffused the department with life and energy and revamped the department in an unprecedented manner.

He infused so much technology in the Department of Post that today it has transformed totally and has got a new lease of life. PM Modi made banking reach the doorstep of the common man in rural areas through the handheld device. We have received feedback from innumerable beneficiaries who say that earlier they had to commute 7 to 8 kms in order to reach a big bank whereas today they can avail all the banking facilities at home. Be it pension money, or salary money, today the postman visits the homes of the beneficiaries deep in the villages of India to enable them to access their money. Today, we have around 6 crore bank accounts in the India Post Payment Bank. Out of these, 4.5 crore bank accounts have

reached the doorsteps of the beneficiaries. PM Modi infused banking technology into the vast network of post not just transforming the Department of Post, but also the lives of people!

When Modi visited Japan as CM…

In 2012, when Modiji was the CM, he embarked on this historic visit to Japan with a great delegation accompanying him. It was probably the first time that the Chief Minister of a state was visiting another nation at such a high level.

It was a four-day visit in which the CM visited 4 provinces and was part of 44 programs. One of those days, we booked a bullet train to reach Hamamatsu. While all the delegates were at the station, Modiji stood there in an extremely sombre and observant mood. He glanced through the signboard, listened carefully to the announcements, looked at the digital display for train schedules, the dashboard, the movement of people going in and out of trains; in fact, he took in the minutest details of the station while he stood there before boarding the train. Looking at him, I approached him with questions, “Sir, why do you appear to be so overcome with seriousness?

May I know what are you observing so closely?” He said “I am looking at the bullet train.

I am looking at the station. I want this in my India.”

His dream of watching his countrymen travel in bullet trains was born there.

We then boarded the bullet train and Modiji was once again in his sombre, observant mood. His entire focus was on the technology involved, the seats, the doors, the systems running it, the methods of the TC, how the checking was being done — well, it was as if our CM had taken a mental note of every single bit of the operations running the bullet train in those few moments!

At that time, Modiji possessed a smartphone and he was absolutely adept at its usage. He made all his notes there as well. Therefore, upgradation with superior technology has always been Modiji’s passion and his dream of bringing the bullet train to India has

WHEN MODIJI POSSESSED A SMARTPHONE, HE WAS ABSOLUTELY ADEPT AT ITS USAGE. HE MADE ALL HIS NOTES THERE AS WELL. THEREFORE, UPGRADATION WITH SUPERIOR TECHNOLOGY HAS ALWAYS BEEN MODIJI’S PASSION AND HIS DREAM OF BRINGING THE BULLET TRAIN TO INDIA HAS BEEN A RESULT OF THIS PASSION!

been a result of this passion!

In Hamamatsu, we had a meeting with Mr Osamu Suzuki, Chairman of Suzuki. Modiji expressed his desire to visit the factory where the cars were being manufactured. Now this was an intuitive decision taken by Modiji. While we were headed towards the factory, I asked him “Sir, why are we going there?”

He replied, “Japan is an auto hub. All the cars are manufactured here. Very soon, it will be time for Vibrant Gujarat and we must look at engaging with Japan in a big way. The scope is huge as India has a market like none other in the world. So, I just want to go and see how cars are being made in Japan!”

Our next destination was Kobe. It is a huge port in Japan and is one of the most successful ports of

the country. During his visit to this port, Modiji insisted on visiting the main bay area which was the hub of all the activities. So we hired a boat especially for him, and do you know what his words were while we were in riding in the boat? He said “You can take a look at this port very closely today. In the future, you will see Dholera come up better than this!” Till then, not much work had been done in the Dholera SIR project, but Modiji’s Kobe visit was to strengthen his vision with respect to this project and its planning!

Modiji is a true visionary and to have him at the helm of affairs of our country is indeed a matter of great pride for us! TO BE CONTINUED...

MP was purposely made to object to ERCP: CM

PM had stopped the work of the refinery so that his credit could not be given to the Congress. This is his own project which we are taking forward. We kept a budget of Rs 9,000 crore. We are taking his work forward. Still they are not declaring ERCP as a national project.”

Gehlot further added, “Firstly, there is only one Jal Shakti Minister who has no interest at all. On whose advice does the PM go? There is no point in what he said on ERCP in Dausa. I want, if there is any problem on ERCP, then call all of us and talk.

Talk to Madhya Pradesh, talk to Rajasthan, find one or the other solution. We know that a meeting was held here in 2005,

when the CMs of Rajasthan and MP were present. In that meeting, approval was given to MP to build a dam.” Gehlot said that on the basis of the agreement made in the meeting held in 2005, Madhya Pradesh is working, giving NOC to them, you are building big dams. “When it was our turn, we were refused. I think Madhya Pradesh was deliberately made to object. Ever since we started working on this scheme, they started objecting. I think the Jal Shakti Minister must have asked Madhya Pradesh to object. That’s why Madhya Pradesh raised the issue which should not have been raised. This is a scheme for drinking and irrigation water, how many people would have benefited from it.”

PROFIT YEAR IN RFC HISTORY, DOP SHOWS ‘HIGH-PERFORMER’ SHAKTI

DESPITE FIRST EVER

This 2010 batch promotee IAS worked laboriously for two years to improve the condition and direction of RFC

First India Bureau

Jaipur: After a two year long successful stint, IAS Shakti Singh Rathore has been transferred from the post of Managing Director of Rajasthan Financial Corporation (RFC) and has been posted on a ‘sidelined

position’ of Joint Secretary in Devasthan Department. However the responsibility of MD in RFC has not been handed to any officer by the DoP.

This 2010 batch promotee IAS worked laboriously for two years to improve the condition and direction of

SINGH THE DOOR!

RFC and has also worked wonders in face-lifting the Corporation. In his long service record, Shakti Singh has held several important responsibilities and his image is that of a capable, hard working and result oriented officer.

Shakti Singh held the reins of RFC in May 2021 and at that time this institution was going through a bad phase as four MDs

had been changed in two years. But Shakti Singh, in his two year

long innings, made immense efforts and due to his administrative capabilities, he created a new record in RFC’s history. In the financial year 2022-23, the corporation gave a profit of Rs 37 crore. This is the highest profit ever in the past 68- year history of RFC and it would not be wrong to say that since its establishment in 1955, RFC has witnessed ‘Ache Din’ for the first time.

RFC currently has a portfolio size of about Rs 7,00 crore with an employee strength of three hundred. The Corporation has thirty seven branches and five sub-offices across the state. It had huge NPA and accumulated losses over the years.

During Shakti Singh’s period, he resolved old and complicated cases of outstanding dues. Thus, a total recov -

ery of Rs 570 crore rupees was made in the last two years, while, NPAs and accumulated losses were also reduced substantially.

All DPCs were held and all promotions were done.

But the administrative experts and even the state bureaucracy is puzzled as to why has such an officer, who has achieved such a major feat, shown the door out of RFC and no

one else has been posted in his place in the Corporation?

It is also important to note that officials of the 2010 batch IAS officers, of which Shakti Singh is also a part, are serving as the District Collectors and on prime posts as HODs. But no one knows why DoP has denied Shakti Singh this position even though he has a powerful ‘claim’ to such postings!
