USA: THE POLICEMAN OF THE WORLD

The rising awareness amongst developing regional superpower, is challenging the role of USA as global policeman. Their argument is that US is a country and not a global government.

They do not buy the argument that USA is an impartial umpire in world affairs.

The responsibilities of restoring rule based order in the region should, best be assigned to regional alliances, with UN Security Council monitoring that globally

There is no organization or body in international forum that acts like police to enforce rule based order and bring the rogue states to behave. The United Nations is more of a Panchayat with no authority and no apparatus to enforce civilized behavior amongst the member states. Security Council comes very close to policing role in UN but it has also been hijacked by the mighty five having veto powers. The dif ference of opinion or vested na tional interests often forces powerful countries to use the veto to defang the UNSC.

After the World War II, all nation states felt the pain of war devastation and professed to start an organization for in ternational order. This is how UN was born but it was no bet ter than ‘League of Nations’. USA emerged as the most pow erful nation in the world, after the World War II and assumed for itself the role of so called ‘Global Police’. If the United States wanted to use military power, against a nation state, then it might legitimize its ac tions with tacit approval of the United Nations.

USA - SELF PROCLAIMED WORLD POLICE

The European Colonial powers declined with the World War II and the Queen was too willing to accede the position of super cop to the USA. As the sole super power, in 1940s, the United States assumed the role of world’s po

liceman, conveniently citing a moral responsibility to uphold freedom and democracy around the world. The United States felt that without US primacy and policing the world, this planet will descend into a ‘dog-eat-dog’/ ‘might-is-right’ environment.

After World War II, the United States found itself committed to a global agenda of liberty and human rights. It also assumed the role of checking crimes sans borders like terrorism and support the smaller sovereign countries against the hegemony of powerful neighbours and regional bullies. The global domi-

AMERICA’S RECORD AT KEEPING GLOBAL ORDER IS DEEPLY FLAWED

America’s record at keeping global order is deeply flawed, but no other country is prepared and capable to take on that role. In 21st Century, alliances of various countries having common interest like G7, G20, SAARC, BIMSTEC, SCO, AUKUS and QUAD are coming up. In the multipolar world, they are capable of policing duties in their region.

cal warfare. There is also need to protect the planet earth, conserve energy resources and protect the environment from pollution. With globalization, international supply chains have increased manifold and they need to be secured. Only the US has the capability and American troops are stationed across the globe to enforce rule based order. Today, the Pentagon controls around 750 bases in some 80 foreign countries and territories. Military action goes on against terrorism in 76 countries, or 40% of the world.

Global policing comes at a steep price and only a rich country like USA can afford it. Research estimates state that world policeman duties cost America about $5.6 trillion, however the Pentagon downplays it to $1.5 trillion, per year. These estimates predict that by 2050, cost of world policing duties may increase to more than $8 Trillion. No country except USA can financially sustain that effort.

Mohabbat ki dukan wale Congress! By making such an undignified comment against PM Modi, Kharge ji has made the party’s desperation in Karnataka absolutely clear. By abusing the Prime Minister, the Congress has dug its grave in the State.

SPIRITUAL SPEAK

In the dark night of all beings awakes to Light the tranquil man. But what is day to other beings is night for the sage who sees.

MULTI POLAR WORLD

After the collapse of USSR, the world almost became unipolar with USA emerging as the most powerful country. In 21st Century, the world order is changing from unipolar to multipolar where the supreme superpower status of USA is being challenged. Smaller nation states are challenging their authority to become self-styled global police. USA has also been selective in their interventions, as it suites their national interests. It would be better for United States to “decline gracefully.” America’s record at keeping global order is deeply flawed, but no other country is prepared and capable to take on that role. In 21st Century, alliances of various countries having common interest like G7, G20, SAARC, BIMSTEC, SCO, AUKUS and QUAD are coming up. In the multipolar world, they are capable of policing duties in their region.

CONCLUSION

There is a realignment of power in the 21st Century. Developing countries other than USA are also rising on the world geopolitical stage. A multipolar world and a more equitable balance of power must be the aim in 21st Century. The rising awareness amongst developing regional superpower, is challenging the role of USA as global policeman. Their argument is that US is a country and not a global government. They do not buy the argument that USA is an impartial umpire in world affairs. The responsibilities of restoring rule based order in the region should, best be assigned to regional alliances, with UN Security Council monitoring that globally. . THE

s artificial intelligence systems play a bigger role in everyday life, they’re changing the world of education, too.

For instance, researchers at the Human-Computer Interaction Institute at Carnegie Mellon University taught a system how to solve a math problem. The system can follow instructions from a human supervisor to understand mathematical rules and adapt its approach to problems it has never seen before. The system can also identify areas where it had to make multiple attempts before arriving at the correct answer, flag those for teachers as places human students may get confused, and highlight methods the system used to arrive at the right answer.

INTELLIGENT TEXTBOOKS

The educational assessment focuses on how an educator knows whether a student is learning what is being taught. Traditional assessments – essays, multiple-choice tests, short-answer questions –are little changed from a century ago. Artificial intelligence has the potential to change that by identifying patterns in learning that may not be apparent to individual teachers or administrators.

lored to each student’s individual interests.

Teachers are taught to identify the learning goals of all students in a class and adapt instruction to the specific needs of individual students. But with 20 or more students in a classroom, fully customized lessons aren’t always realistic. Everyone learns differently.

An AI system can observe how a student proceeds through an assigned task, how much time they take and whether they are successful. If the student is struggling, the system can offer help; if the student is succeeding, the system can present more difficult tasks to keep the activity challenging.

This type of real-time feedback is often difficult for an

Researchers at Stanford have been developing and testing a prototype of what’s called an “intelligent textbook,” titled “Inquire.” It is an iPad app that monitors students’ focus and attention while they read by paying attention to how students interact with the app. The interactive text includes definitions of keywords accessible by touch or click and allows students to highlight and annotate while reading.

The textbook can also suggest questions about the content and areas for future inquiry that are customized for each individual. It can change the reading level of the text and also include supplemental photos, videos and materials to help students understand what they’re studying.

These games can help parents and teachers efficiently determine whether children are reading at their appropriate grade level and get them on track if they are not.

AI adaptive learning systems can quickly identify when a student is struggling and then provide more or different support to help them succeed. As the student shows that they have mastered the content or skill, the AI tool provides more difficult tasks and materials to further challenge the learner.

Another assessment project, Reach Every Reader, staffed by the Harvard Graduate School of Education, MIT and Florida State University, creates educational games for parents to play with their children while teaching them to read. Some of the games have adults and children roleplay as characters based on real-life scenarios.Chatbots have been used to respond to typed or spoken input. Many individuals in-

teract with a chatbot when they ask Alexa or Siri a question. In education, chatbots with artificial intelligence systems can guide students with personalized, just-intime feedback or assistance. These chatbots can answer questions about course content or structure. This helps students keep track of their own learning while keeping them motivated and engaged.

Much like an automated playlist of musical or video recommendations, an AI-powered recommender system can generate tailored assessment questions, detect misunderstandings and suggest new areas for a learner to explore.

These AI technologies have the potential to help learners

PERSONALIZED LEARNING

Personalized learning occurs when the students’ interests and goals guide learning. The teacher is more of a facilitator, while the what, why and how of learning is mostly dictated by the student. Artificial intelligence systems can provide individualized instruction tai-

For instance, the language-learning company Duolingo uses AI and machine learning to create and score tests of English proficiency for universities, companies and government agencies. The tests start with a series of standard questions, but based on how the student does with those, the system will select harder or easier questions to more quickly identify a student’s exact abilities and weaknesses.
