With Prime Minister Narendra Modi’s arrival in Ajmer on Wednesday, the ‘formal countdown’ to the 2023 Rajasthan Assembly election would begin. Although PM Modi has been frequenting Rajasthan over the past few months, having visited Dausa, Abu Road, Banswara, and Bhilwara but it is PM’s this visit to Ajmer and Pushkar, that will mark a watershed moment for the future of State’s polity.

For BJP, PM Modi has been the defining leader whose persona and personality is acceptable and loved by all. His oratory skills and his communication power make him a leader that defies the odds and brings momentum to his party. Coupled with the on-ground impact of Modi’s schemes and policies, it would not be wrong to say that not just his personality, but even the PradhanSevak’s ‘service delivery’ to the masses is beyond comprehension, a feat hith-

erto unattainable for his opponents!

Thus, in PM Modi’s visit, State BJP hopes to find a ‘revival’ against the Rajasthan Congress, more so because of what has happened in Karnataka, may happen in Rajasthan as well, i.e. a likely Muslim-vote polarisation on Karnataka pattern and mainly because of Ashok Gehlot’s massive freebies campaign like Old Pension Scheme, CM Chiranjeevi Health Scheme where health insurance upto 25 lakh is being provided, free electricity scheme upto a limit to farmers and households along with free and subsidised gas cylinders.

Modi’s visit to Rajasthan could also be viewed through the lense of not one but two more states, i.e. Madhya Pradesh and Chhattisgarh as well, which also go to poll about the same time as Rajasthan. The BJP, which is battling a defeat in Karnataka, has pinned all its hopes to the charismatic leader Modi, as traditionally, BJP has a

better hold in the Hindi-speaking states than southern-states. Thus, bringing its government in Rajasthan and Chhattisgarh and repeating the current Shivraj government in Madhya Pradesh is a paramount priority for Modi and BJP alike for which Amit Shah’s strategy is also a top priority, more so because of the absence of Vasundhara factor.

And Rajasthan, which has given all 25 MPs to BJP, both sides when Modi contested for the Premiership of the nation, has always loved the charismatic leader, simply because in Rajasthan’s stark landscape, people have built their own unique culture that celebrates life, which, in a way, has been the life story of Narendra Modi — the leader, as well. Therefore, now eagerly awaiting the arrival of the most influential and popular politician of our times who has acquired the status of a global leader, Rajasthan beckons saying, ‘Padharo Mhare Des’!

That the lone Congress MLA in West Bengal Byron Biswas has deserted the grand old party and joined the TMC, is a piece of news which any news agency would be putting out to you. However, as I have always insisted on analysing news and going behind the news to find the news, in this article we shall examine this piece of news microscopically to find out the magnitude of the lone MLA’s exit from the party which, in March 2023, created news and ripples across the political circles of the state and how closely political analysts watched the developments when he won the Sagardighi bypoll in West Bengal by upsetting the mighty TMC.

Three months after he had won on a Congress ticket from the crucial Sagardighi Assembly seat in a bypoll, and by saving the grace for Congress by giving the party its sole MLA, Byron Biswas on Monday joined the Trinamool Congress surprising one and all.

WHY SAGARDIGHI WAS BIG FOR CONG AND BAD NEWS FOR TMC?

the 2021 Assembly election, almost 90 per cent of the minority vote had gone to the TMC. However, the party was wary about the loss of some minority votes but did not expect to lose the Sagardighi seat.

Sagardighi with a 64 per cent Muslim population in the Murshidabad district of central Bengal has been a bastion of the TMC since 2011, with Subrata Saha winning three times on a trot.

Congress’ Byron Biswas, backed by the Left Front had defeated TMC’s Debashis Banerjee, a distant relative of Mamata Banerjee, by a whopping 22,980 votes. The BJP had fielded Dilip Saha. With this win, Biswas had become the only Congress MLA in the Assembly. Both Mamata and nephew Abhishek had campaigned in Sagardighi. TMC sources had admitted they were worried about the minority vote having shifted to the CongressCPI(M) alliance because almost 63% of Sagardighi population is Muslim. Tribals constitute another 10%-plus of the votes.

Sagardighi loss was a big setback for the TMC, which also revealed a slide in its hold over Muslims in a constituency that was considered its bastion. The win was special for the beleaguered Congress in West Bengal and it was a huge morale booster for veteran Congress leader, Adhir Ranjan Chowdhury, as Sagardighi falls in his stronghold of Murshidabad. On Monday after Biswas quit the Congress, Chowdhury accused Biswas of betraying the people who voted for him. Accusing the TMC of using unfair means to woo Biswas, he said: “We will choose a more honest candidate in the future.”

Biswas was welcomed into the TMC by the party’s national general secretary Abhishek Banerjee, on the side lines of his Jan Sanjog Yatra, at Ghatal in West Midnapore.

Days after the Congress’ landslide victory in Karnataka, West Bengal chief minister and Trinamool Congress (TMC) supremo Mamata Banerjee hinted at supporting the Grand Old party in states where it is prominent. However, she also said Congress should reciprocate the same attitude towards the TMC if it wants her support. “Wherever Congress is strong over its respective states, they should fight and we will support them. However, Congress should also show similar support to other political parties,” she had said. “The policy cannot go like TMC supporting you in Karnataka and you go against me in Bengal. If you want to achieve something good, then you have to sacrifice in certain areas,” she further added.

THE VOTE MATRIX

l In the 2021 Assembly elections, TMC’s Subrata Saha had won by more than 50% of the votes and a huge margin of 50,000-plus votes. Its vote share as per Thursday’s results was down to 39%.

l In 2011, Saha had been the only TMC winner from Murshidabad district, long a bastion of the Congress and specifically the party’s West Bengal chief, Adhir Ranjan Chowdhury. He had also won the seat in 2016 and 2021.

l After his third win in 2021, he (Saha) was made minister of state. He, however, died of a heart attack in December 2022 and hence the bypoll was necessitated.

l The Congress’s win in Sagardighi was very significant as in 2021, it finished third here. Apart from the minority vote, the TMC was also worried as it was sceptical about the women voters who moved away despite several women-friendly schemes of the TMC government. Almost 60% of those who cast their votes were women this time.

THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL

In the 2019 Lok Sabha election, the TMC secured 42 per cent of the polled votes in this assembly segment, against BJP’s 23.4 per cent, Congress’s 22.7 per cent and CPM’s 6.8 per cent. In the 2021 Assembly election, Saha polled 51 per cent, while the BJP’s share stood at 24 per cent and the Left-backed Congress candidate secured only 19.5 per cent.

In this by-poll, the Congress candidate won by a big margin of 22,986 votes, securing 47.35 per cent of the polled votes. The TMC’s vote share dipped to 34.94 and the BJP’s to 13.94 per cent. The result reflects TMC’s loss of support in an area where Muslims dominate the demography.

In 2021, the TMC swept all such areas.

During 2019-2020, issues like the National Register of Citizens (NRC) and the Citizenship Amendment Act (CAA) helped consolidate Muslim votes in the TMC’s favour. It looks like a section of the Muslims has started feeling disenchanted with the TMC and getting out of the fear of the BJP.

This is the first electoral setback for the TMC since returning to power with a thumping majority in 2021 and political observers feel that the victory is likely to rejuvenate the Left-Congress camp ahead of the panchayat elections due in a few months.

The panchayat elections are likely to give a clearer picture of the changing political equations, if any, especially if the state is bracing for three-corner contests in the coming elections.

Love Jihad! Dalit girl raped, forced to change religion

Churu: In a suspected case of Love Jihad, a 22-year-old Dalit girl was allegedly raped and then forced to convert to religion in Taranagar town of Churu district, police said. Police informed the accused, identified as Nisar, took the girl to Jaipur on the pretext of marrying her and raped her.

“On May 20, the victim was taken to a hotel in Jaipur where she was held hostage and raped for seven days. When the girl asked the

man to marry her, the accused forced her to convert her religion,” police said. “The accused thrashed the victim and even made a casteist remark against her. The accused left the girl at Jaipur Bus Stand and fled from the spot. Later, the girl reached her hometown and narrated the incident to her sister. Following a police complaint, an FIR was registered and the matter is being investigated by Deputy Superintendent of Police Rajendra Burdak,” police added.

Ajmer: After the defeat in Karnataka, the entire focus of BJP’s central leadership is now on Rajasthan. PM Narendra Modi will hold a big meeting in Ajmer today. With this, the BJP’s assembly election campaign will begin.

The BJP is claiming to have mobilized a crowd of over 2 lakh people in the Ajmer meeting. This will be Modi’s sixth visit to Rajasthan in eight months. For this, every district executive has been given a target by the state organization to bring the workers to the public meeting. Modi will target 45 out of 64 assembly seats in 8 Lok Sabha constituencies through this meeting.

Jaipur: The Anti-Corruption Bureau (ACB) on Tuesday arrested an Assistant Sub-Inspector (ASI) while accepting a bribe of Rs 20,000. ACB officials informed the ASI, Giriraj Prasad Raigar, was posted in Mantown Police Station of Sawai Madhopur. “The accused Giriraj Prasad Raigar had demanded a bribe of Rs 40,000 from the complainant to help him in a case. In an other incident in Bharatpur, a patwari was arrested while accepting a bribe of Rs 3000. The accused Jagmohan Yadav had demanded a bribe of Rs. 3000 from the complainant to open the mutation of land in his name. ACB laid a trap during which the accused patwari was caught red-handed with Rs. 3000. Meanwhile in Barmer, a village development officer (VDO) and Assistant Secretary were arrested by the ACB while accepting a bribe of Rs 8,000 in exchange of issuing a land deed.

New Delhi (ANI): Congress leader Suresh Balu Dhanorkar (48) breathed his last at a private hospital in Delhi-NCR on Tuesday, according to Maharashtra Congress spokesperson Atul Londhe.

Dhanorkar was the lone Congress MP from Chandrapur Lok Sabha constituency in Maharashtra. He was earlier part of the Shiv Sena, winning the WaroraBhadrawati Assembly seat in 2014. He quit the party in 2019 and joined the Congress before the Lok Sabha elections.

Ahmedabad: The Gujarat High Court on Tuesday issued notices to the Ministry of Minority Affairs and the Central and state Haj committees on a plea challenging the “exorbitantly high amount” of money being collected from pilgrims embarking on Haj from Ahmedabad this year. New Delhi: The NIA has filed a supplementary charge sheet against two persons, including a Pakistan-based chief of Khalistan Liberation Force in connection with the Ludhiana Court complex bomb blast case, in which one person was killed and six others were injured on December 23, 2021, an official said here on Tuesday. Harpreet Singh, alias Happy Malaysia of Amritsar, and Lakhbir Singh, alias Rode of Moga, were charge sheeted by the NIA under UAPA.

Assam CM Sarma reallocates portfolios of his two ministers

Guwahati (PTI): Assam CM Himanta Biswa Sarma reallocated the portfolios of two ministers and took over the Department of Indigenous and Tribal Faith and Culture, except the directorates of Library and Museum and Archaeology, an official notification said.

Jogen Mohan was given the Department of Mines and Minerals along with his earlier portfolios of Revenue and Disaster Management and Hill Areas Development.

Jaipur: Chief Minister Ashok Gehlot has given financial approval of Rs 88.60 crore for the construction of 13 block offices, new Dak bungalow in Jodhpur and Centre of Excellence for Road and Building Construction in the premises of the Public Works Department in Jaipur.

The Centre will cost Rs 53.80 crore while new Dak Bungalow will be constructed in Jodhpur at a cost of Rs 14 crore.

A total of 13 new block offices will be constructed including Narayanpur, Taranagar, Basedi, Phagi, Mandrayal, Chidawa, Jayal, Sultanpur, Sujangarh, Kathumar, Ramgarh, Vair and Nathdwara in the state. It will cost Rs 20.80 crore.

Jaipur: CM Gehlot has given relaxation in 13 cases of application for compassionate appointment by dependent after the death of a government employee. Gehlot has given this relaxation after sympathetically considering 10 cases of relaxation in delay period of up to 3 years after an employee’s death & 3 cases of applicant not completing 18 years of age after attaining majority.

Jaipur: Devnarayan Girls Residential Schools will be set up at Viratnagar in Jaipur district and Rawatbhata in Chittorgarh district. CM Gehlot has sanctioned Rs 37.90 crore for construction of the schools. He has also approved the proposal to create 23 new posts in new Devnarayan Girls Residential School of Chauth ka Barwara in Sawai Madhopur. The student strength of Chauth Ka Barwada Vidyalaya is 280 in classes 6 to 12. This residential school will start from the academic session 2023-24. For its operation one post each of Principal, PTI Grade-2, Librarian Grade-3, Hostel Superintendent Grade-2, Junior Asst, etc have been created.

In the shocking case of a 16-year-old girl being stabbed to death on the streets of Delhi on Sunday, the accused, a 20-year-old who was arrested, has confessed that he committed the crime in a fit of rage and has no regrets about killing the girl.

The accused Sahil Khan was arrested from Bulandshahr in UP and sent to police custody.

During his overnight interrogation, he said he had no regrets, the police said on Tuesday.

Jaipur: Jodhpur’s Amritlal Stadium Chainpura will now be developed as Sports Complex & a Wrestling Academy and Stadium will be built at Sardarpura (Nathdwara) in Rajsamand district. The CM approved Rs 36 crore for increasing sports facilities in both places. An amount of Rs 10 crore will be spent on Jodhpur’s Sports Complex. Wrestling Academy and Stadium at Sardarpura in Rajsamand will cost of Rs 26 crore.

It is worth mentioning that in the budget of the year 2023-24, Gehlot had announced regarding providing free uniforms in Madrassas as well.

z According to you, what has been Narendra Modi’s biggest contribution to the nation as a Prime Minister?

Dr Jagdeesh Chandra: Narendra Modi’s biggest contribution has been that he made ‘Bharat’ into ‘Bharat.’ He created an image of a powerful nation across the world, he reestablished the lost glory of the position of Prime Minister and across the nation, as far as good governance is concerned, people believe that a powerful government is at helm. If I have to say precisely what he did in these nine years, I can sum it up in just two sentences i.e. ‘Navnirman’ in nine years, and upliftment of the poor in these nine years. These two sentences indicate what he has done for the nation and what are his biggest contributions. So overall, a powerful ‘Bharat, ’ a governance that is not riddled with corruption, a government which is working for the poor amid many other things are PM Modi’s contribution to the nation, which will be remembered for the years to come.

z Do you think there has been a basic difference in the first five years of Modi Government and these past four years of Modi 2.0?

Basic difference is that when he held the reins of the government in 2014, he wants to bring about radical changes. So, he held brainstorming sessions with his ‘think- tanks’ and then he made up his mind what he wanted to do. So, in the first five years, he made up his mind on the schemes and policies and their roa d map. In the second tenure, he has focussed on quick execution of those schemes. So in the first tenure, he brought clarity in various schemes and now, they are being implemented at a great pace.

z So do you agree that in these past nine years ‘Brand India’ has been strengthened across the globe?

Of course. The ‘Brand India’ is immensely strengthened across the world. If we talk about the nation, then Narendra Modi is ‘RashtraNayak’. Even today, there are ten or twelve crore individuals, who are ready to even go any extent for Modi. Talking about foreign nations, he has emerged as a ‘Global Leader.’ As you saw during PM’s visit of Papua New Guinea that its PM touched PM Modi’s feet and the most powerful man in the world, the US President, is asking for Modi’s autograph. From top to bottom, it is Modi, who rules the roost & that is because ‘Brand Modi’ has become extremely strong, not only in India, but in other nations as well.

z Considering PM Modi’s achievements over the past nine years, do you think this fight is not for 2024 rather for the general elections in 2029?

Of course. As far as the seat of power in Delhi is concerned, this is the reality because there is no other option before the people. There is no alternative in front of the people who could prove himself, before the people, to be a better candidate than Modi. That is almost impossible. In fact, not even 2029, I feel that for the next ten or fifteen years, there is no option to Modi. So we can safely say that the fight is not for 2024, rather of 2029 and the election battle of 2024 is merely symbolic.

For example, one constituency that has come to life is of NRI voters. Lakhs of Indians live abroad and for the first time, I have felt so, like recently in Australia and last year in America, the Indians living there have re-established their bond with the nation because of Modi. What ever happens in India, these NRI are abreast of all the developments. Those Indians who have been living abroad, they have become Indians for the first time. They have

been ‘Indianised’ for the first time because of Modi. So, there is an constituency that Modi has built, who may or may not vote, but they definitely play a huge role in taking forward the Brand Modi’s image and projection. Along with this, the premiers of these nations where these Indians vote, they are looking towards Modi. So, overall, this is a new constituency. Secondly, he has created another constituency in ‘ModiBhakts.’ I observe several developments where people say that so and so is a ‘ModiBhakt.’ This is a category of voters. Third constituency is that of ‘Direct beneficiaries,’ be it Ujjawala Scheme, Pension Scheme or in any other scheme, these people number in crores and PM’s advisors have marked them man to man and thus, this is another constituency of crores of voters that has been created. And now this new Parliament that has been erected, this too has helped in creating a new constituency.

So, under Modi’s watchful eyes, everyday a new constituency is created or born.

z Do you agree that along with being a global leader, PM Modi has also become a ‘Vishwa-Guru’?

Of course. It certainly seems so. What entails in being a ‘Vishwa-Guru?’ It means that all nations look up to him and accept his leadership. Except China and a small insignificant nation like Pakistan, by and large, majority of the nations of the world have accepted that he is a ‘Vishwa Guru,’ either he has become one or will become in days to come. In the next few years, you will see that the Bharat of yore, which was always called a ‘Vishwa Guru,’ you will see that Modi himself will become ‘Vishwa Guru’ as there is immense possibility of this happening. And when we say Modi as Vishwa Guru in the same breath as India, a Vishwa Guru, that reflects the truth of our times. Today, Modi’s name, Modi’s personality, Modi’s aura, Modi’s glamour, Modi’s thrill has perhaps grown even bigger than the nation itself, it seems so.

z How do you rate PM Modi as a Spiritual leader and a teacher?

As a PM, he is extremely powerful and decisive. Secondly, he is spiritually inclined. He goes to temples in Badrinath, Kashi etc and the concentration through which he engages in the prayers and puja, it surely appears that he is heading towards becoming a ‘Spiritual Guru.’ As such no one knows about his mood. At times, what happens is that a King leaves the power and goes away and so Modi is basically a person, who loves the mountains and more specifically, he has his faith in Lord Shiva i.e. Badrinath and Kedarnath. If some day, he feels that he has done a lot and he leaves everything then it may be so. For such a person, the position of PM would naturally become small and thus, he is seen as a ‘Spiritual Guru’ and is seen as moving towards being a ‘Global Spiritual Guru.’ Thirdly, you asked about him being a teacher. You have seen this in his ‘Mann Ki Baat’ programme how he teaches people and how he interacts with children. He likes associating with children and that is him in the role of a teacher. You can say that all the genres of humankind that exist, are

present in Modi. He is ‘All in one.’

z It is said that in these past nine years, PM Modi’s energy level has increased exponentially. Do you think so?

Of course. This is a matter of investigation.

I think he sleeps for three or max four hours, but during his sleep time too, I guess issues like nation, development etc would be in his mind. His aura radiates energy. During the new Parliament function, the manner in which he carried and conducted himself, it appeared that this energy was radiating through his being. Someone told me that he as a being radiates energy. In UP election, he reached Delhi from UP and then flew to Ahmedabad without any rest. When he returned recently from Australia, immediately on arrival, he started holding meetings and undertook inaugurations at various places. He could have enjoyed the festivities, but rather he chose to chair the meeting with Chief Ministers and that he did for a marathon seven hours! So his energy level surely

inspires. Also, it is the God’s gift to him.

z Now that Modi Government is entering its tenth year in power, can we now address the time as ‘Pre’ and ‘Post’ Modi era?

This is a brilliant question. Don’t look at it from the angle of ‘Pre-Modi’ or ‘Post-Modi’ era. Rather these are tow separate aeons from 1947-2014 and from 2014 till today is the second era. Earlier, there were no governments that had complete strength & government formation depended on a coalition of various parties. First time a government has come to power, which was extremely fast, dynamic and would enforce the decisions properly having taken them well within time. When ever our history would be written, this would definitely be said that prior to 2014 what was the history of India in various sectors, be it political or economic, social etc & what is the history after 2014.

z With PM Modi becoming the Chairman of G-20, how much do you think has India’s honour increased globally?

Our honour has defi-

nitely increased. Everyone wants to become the Chairman of G-20 and even Manmohan Singh tried his best to become its Chairman. Appropriate ground work and home work was done, but it could not be a success. In Indira Gandhi’s tenure, international conferences used to happen but after 1989, these programmes actually dried up for about 34 years and now Modi has revived this. Moreover, Chairman is a ceremonial post and they are, generally, those who preside over meetings etc, but Modi is different as he is an ‘Active Operational Chairman’ of G- 20. People are coming over from across the world & look the honour & respect being accorded to these delegates by Modi Government. They will remember this honour and respect accorded to them throughout their lives. And just imagine what an achievement it is that he managed to get this G-20 programme done in Kashmir.

Rajasthan Technical University (RTU) has issued a notice regarding the ranking of engineering colleges of the state for the year 202223. In the Quality Index Value (QIV) issued by RTU for the ranking of colleges, the ranking of all the private colleges which were their last year has been kept intact for 2022-23 as well. Based on the notice issued by RTU, Swami Kesavanand Institute of Technology, Management and Gramothan secured the first position for the sixth consecutive year.

On the other hand, Poornima College of Engineering, and Poornima Institute of Engineering and Technology got second and third place respectively and JECRC got the fourth position.

All the colleges in the list of top 10 colleges are from Jaipur. At present, there are about 57 engineering colleges of RTU in the state.

The ranking is issued, under the Quality

Index Values and marks are given on the checkpoints of more than two dozen parameters. The marks are decided based on various parameters including NAAC Grade, NBA Accreditation, FacultyStudent Ratio, Number of First Division Students, in-Time Degree, Student Placement, Offer Letter and many more.

Jaipal Meel, Director, SKIT expressed his elation at this spectacular feat and said, “It is a very pleasant experience to get the first position in the ranking of engineering colleges in the state for the sixth consecutive year.”

A 10-day acting workshop was organised by Act to Action, Acting School at St Xavier’s School, C Scheme on Tuesday. In which children were taught acting through drama and other activities and special attention was paid to their all-round development. Children also displayed their art in Doordarshan’s Nanhi Duniya program and also stock was shot with all children.

RESEARCH WORKSHOP!

IIHMR University Jaipur with support from TDR, WHO Geneva hosted a workshop on developing online Implementation research (IR) course on Tuesday. This important workshop had the mission of finalising the peer reviewed lecture contents for online Implementation course, IR courses which are developed and disseminated by the network of universities supporting TDR’s Postgraduate Training Scheme which will be a great contribution towards improving the quality of lecture contents, standardizing the lectures, and making them available across participating Universities. The workshop had participation from more than 20 senior faculty members from 8 Universities which are part of the second phase of postgraduate training scheme. Additionally, experts working in the field of Implementation research from many other organisations also participated in the five-day workshop.

The auspicious Ganga Dashami festival was joyfully celebrated at Shri Galta ji on Tuesday.
