ARPA
ARPA, the American Rescue Plan Act, has granted $121 million to Lexington. The Urban County Council opened a portal so that citizens could submit their ideas as to how to best fulfill community needs. More than 1500 proposals were received. After winter break, Council will continue with final decision making and consensus for allocation. Allocations are expected to be announced in February of 2022. Fully approved projects include: • $17.9 million for premium pay for LFUCG staff and first responders • $10 million for Affordable Housing • $1.4 million for a COVID-19 Winter Shelter • $1 million for VisitLex

The city’s Environmental Services office has hired a contractor to remove honeysuckle and Bradford pears from the Falling Leaves Greenway (LFUCG Greenway at Polo Club and Falling Leaves). Below are some project updates from Environmental Services: LFUCG Tree contractor is removing hazardous dead/dying trees within the greenway and stacking this wood up to create habitat for woodland creators. There will be some dead trees still standing as ‘snags’ and great habitat for the area. Greenway buffer signs will be posted indicating no-mow zones. Please do not mow these areas – the goal is to seed wildflowers for local pollinators to use. LFUCG contractors will be using some of the tree logs to create an edge along a walking trail from Polo Club/Falling Leaves down to Sunflower Street. This will be a dirt path marked with logs and greenway trail fiberglass stakes. Once completed this trail will be GPS’d and overlaid on the local map.

The American Water Charitable Foundation (AWCF) a 501(c)(3) nonprofit organization created by American Water announced it is providing grants totaling $20,000 to assist communities impacted by December’s devastating tornadoes in Kentucky and Illinois, two of the states where the company operates. “The American Water Charitable Foundation is pleased to join the many others who have contributed their time and resources to support the hundreds of thousands of people impacted by these devastating storms,” said Carrie Williams, president, American Water Charitable Foundation. “We understand how critical clean, safe drinking water is in our daily lives and in times of emergencies. We hope this contribution can provide some assistance to the residents of these affected communities.”

Walk it Off!
Lexington has signed on to the 10-Minute Walk Campaign, joining cities across the country who are pledging to make sure 100% of their residents live within a 10-minute walk of a park or green space by 2050. The campaign underscores the city’s commitment to the campaign’s goal, which promotes a vision of expanding safe and equitable access to parks and green spaces.
Where do you live?
In December, the Lexington Urban County Council unanimously approved a new Council district map proposed by Lexington’s Redistricting Committee. Redistricting is the redrawing of congressional and legislative district lines following the census to adjust to how communities grow and change. Every 10 years, local governments use new data from the Census to redraw their district lines to reflect how local populations have changed. The final district map created through this process determines the Council district boundaries for Lexington for the next 10 years.

If you live in Kingston you are now in the 12th Council District, represented by Kathy Plomin - 12th District Council Member. The 12th district lost three precincts and gained two. Lexington CARES
New Health Department mural reflects mission
T
he past few years have been especially challenging for Lexington’s health department, mid-pandemic. The department had a full slate long before COVID arrived — from flu vaccines to restaurant inspections and food safety to smoking cessation programs. The department’s vision is to “move Lexington toward being one of the healthiest communities in the nation.” A mural project celebrating the department’s core values began in 2019 but was delayed because of the pandemic. The department returned to the mural project in 2021 after Commissioner of Health Dr. Kraig Humbaugh announced his plans to retire at the end of 2021. Dr. Humbaugh recently retired as Lexington’s commissioner of health after more than five years leading the Lexington-Fayette County Health Department. Dr. Joel McCullough, who previously served 8 years as Public Health Director and Health Officer for the Spokane (Washington) Regional Health District, will serve as Lexington’s new commissioner.

It’s a beautiful way to illustrate our values of caring, accountability, respect, equity and service.” “Despite some challenges along the way, it’s a real pleasure to see this project come to fruition,” Dr. Humbaugh said. “Special thanks to our Board of Health and the selection committee who chose this outstanding design and to the artist himself for executing this work that embodies our mission and honors public health and the community’s commitment to health.”
The health department selected Burch, a Lexington artist, to paint the mural following public input from the community. “I have been doing art my whole life, from painting to music and film,” Burch said. “What I love most is creating things that evoke feelings and hearing how my art has made them feel. The piece I have created showcases bright, vibrant representation of Lexington along with its wonderful community and the LFCHD’s values that extend out to the community and not only within the LFCHD itself.” The health department partnered with LexArts throughout the project; Marrillia Design and Construction donated labor to install the mural; and Mike Burrell at Flying Armadillo signs provided studio space and assistance with the project.

Kathy Love Named President of Saint Joseph East
K
atherine S. Love, MHA, was named president of Saint Joseph East in November. Love joined Saint Joseph in 2013 as division director for outreach and real estate, and most recently served as vice president and chief strategy officer for CHI Saint Joseph Health. “It is an honor to lead our ministry at Saint Joseph East and I am thrilled to be working with a great team and our excellent providers,” said Love. “Saint Joseph East has a great reputation and I look forward to continuing to grow our services across central Kentucky.” In her most recent role at the ministry, Love provided executive leadership and also oversaw the development of a three-year strategic plan that resulted in $120 million capital commitment for future development across the health system. As the executive sponsor for oncology across the
health system, Love negotiated and announced the clinical affiliation with the Cleveland Clinic Cancer Center for all CHI Saint Joseph Health Cancer Care Centers across Kentucky. Before joining CHI Saint Joseph Health, Love served as chief executive officer of Clark Regional Medical Center in Winchester and Bluegrass Community Hospital in Versailles. In her tenure with LifePoint Health, Love was named CEO of the year in 2011 and was recognized four times for her facilities attaining the Highest Overall Employee Satisfaction and three times for her facilities attaining the Highest Overall Patient Satisfaction.

Humbaugh Day
Lexington celebrated Dr. Kraig Humbaugh Day when Lexington Mayor Linda Gorton and the Lexington-Fayette Urban County Council honored Dr. Kraig Humbaugh, who is retiring as Lexington’s commissioner of health after more than five years leading the Lexington-Fayette County Health Department. “Dr. Humbaugh led the department to re-accreditation by the Public Health Accreditation Board, expanded the department’s harm reduction services and oversaw daily efforts to further the health department’s mission of helping Lexington be well,” said Mayor Gorton (pictured without her mask because she had just finished addressing the council). “Lexington will forever be grateful for Dr. Humbaugh’s life-saving leadership throughout the pandemic.”
Physician of the Year
Saint Joseph East recently recognized Amy Carrillo, DO, as the 2021 Physician of the Year, and Karen Hillenmeyer, PA-C, as the 2021 Advanced Practice Provider of the Year. Dr. Carrillo, of Lexington, practices at CHI Saint Joseph Medical Group – Obstetrics and Gynecology, and Hillenmeyer, of Lexington, is director of the CHI Saint Joseph Health – Center for Weight Loss Surgery. Both were recognized during a virtual ceremony. The hospital annually recognizes an outstanding Physician of the Year who works to bring wellness, healing and hope to patients and families, as well as exhibits the core values of reverence, integrity, compassion and excellence. “Dr. Carrillo consistently demonstrates compassion for both patients and staff,” said her colleague. “She does not shy away from difficult clinical situations and always stands up for what is right. She practices with integrity and excellence and stays on top of current recommendations in clinical practice. She collaborates with physician peers and the nursing staff regularly to assure patients receive excellent care and demonstrates caring and empathy to both patients and staff. She is always so kind to the nursing staff and the Women’s Hospital (at Saint Joseph East) would not be the same without her.” This year’s Advanced Practice Provider of the Year recipient, Karen Hillenmeyer, was also nominated by a colleague. “Karen has been on the medical staff at Saint Joseph East for 39 years,” said her colleague. “She has developed a vast network of colleagues and patients that respect her for her compassion, strong work ethic and relentless dedication to our mission and to her work. She has been a right arm extension of surgical teams with practices of general, vascular and bariatric surgery. Not only has she devoted time to patients, but she has shared her experience by also mentoring students in nursing, physician assistant studies and other medical fields.”

El Charro hosted their Grand Opening in Brighton Shoppes in December. Popular offerings include the margarita flights and the chori pollo. The original El Charro also remains open at Old Harrodsburg Road. El Mariachi Mexican in Hamburg is offering a round of gift card giveaways via social. A recent promotion benefited Frederick Douglass High School students on their way to a $200,000 dollar goal to put solar panels on their school. Famous Dave’s operates a “ghost kitchen” in Hamburg. Local Taco construction continues in Hamburg. Sam’s Hot Dog Stand / East Lexington has opened on Winchester Road. Natural tree collection is January 3-28. Put your natural tree on the curb and the city will take it as yard waste and turn it into mulch. Please remove all decorations and lights.
Recycling lights?
Through Jan. 16, 2022, residents can drop off broken or unwanted holiday lights, including string lights, rope lights and electric candles at partner collection sites throughout the city. Other items that can be dropped off include extension cords, timers, light sensors, power strips and other small electronics. Electronics, including holiday lights, should never go in recycling carts or recycling dumpsters. They cause damage to equipment at the Recycle Center and put employees at risk.
Donation to Habitat
A $20,000 check donation was presented to Lexington Habitat for Humanity by LexingtonBluegrass Association of REALTORS and The Realtor Community Housing Foundation to help. Funds were raised in part with the Community Housing Charity Gala, to support not-for-profit organizations working in central Kentucky who exist to support those suffering from housing insecurity.
