to the latest edition of Source

Most of us monitor property market headlines. If you own a home, are selling a home, or trying to buy a home, you probably feel that you need to keep up to date with how the market is performing. Headlines by their very nature tend to be eye-catching, and over the last eighteen months we’ve had a fairly confusing array to take in; however, it’s pretty clear that the market has been performing very well. Prices have risen and many of us have moved to, or are hoping to move to, more rural areas.

Perhaps the most pressing question for home buyers is whether the market is stable. In the past, a period of increased transactional activity and price rises has usually been followed by a fall in both. This time, however, there is a very good argument to say that it’s different – very different. I think that the key factor is affordability. Principally, how much of your income does it take to service your mortgage? At the moment, despite price rises, the percentage of income used to pay mortgages is consistent with a stable market. Historically, every market crash in recent memory has been preceded by affordability becoming seriously compromised and unsustainable, and then of course the inevitable happens. Lessons have also been learned about irresponsible lending and stresstest measures put in place before a loan is made. Market pundits have speculated that prices could and probably will rise by another 12% but, critically, these price rises can happen without upsetting affordability ratios. We are also seeing very strong activity in the new homes market. House builders are confidently investing in land for development to try and meet demand. On page 18 we consider the market for new homes and showcase a few of the sites we are currently offering. My note of caution is that affordability is firmly connected to interest rates. Interest rates are in turn dependent on inflation rates. We are already seeing some inflationary spikes,

but thus far we are not seeing or anticipating sustained inflationary pressure and we probably won’t see sustained pressure for the next few years as the economy begins to stabilise. When we see interest rates starting to climb, we can take comfort in the mortgage stress test that requires borrowers to be able to meet their commitments even if interest rates rise 3% higher than their currently agreed rate. We have also had a new and very powerful driver in the property market. I mentioned it earlier: that desire to move for more living space, for a larger garden and for a better quality of life. As remote or hybrid working appears to be becoming embedded not just as a feature of the pandemic, but as a new way of working in an economy that is doing well, there appears to be a constant flow of people wishing to follow their pioneering friends and colleagues out of town and into the country. For those already in the country, they now have the option to move further away from transport links. So, welcome to our latest edition of Source. Supporting you through the house-moving process It is well documented that moving house can be quite stressful. Whether buying or selling, there are numerous decisions to be made and variables to take into consideration. If you are planning to sell, there are choices to be made about marketing the property, setting a guide price, the method of sale and negotiating offers. There are many, often complex legal and financial matters that need careful deliberation. There are also practical considerations; some physical preparations may be needed before marketing a property, and of course there are many practicalities in preparing for moving day. The first step towards a successful move is carefully selecting your advisors. In addition to instructing your estate agent, you will need to select your solicitor and perhaps consult with your bank manager, financial advisor and maybe a mortgage lender. Your estate agent will advise you on the method of sale. Private treaty is the most common method; however, there are alternatives which could be appropriate in some circumstances. Depending on your requirements, the nature of your property and your timeframe, a sale by either informal tender or by auction may be more suitable.

Online auctions can be incredibly successful when used in the right circumstances – you can read a little more about Fisher German’s online auctions on page 40. Setting an appropriate guide price and successfully marketing your property is paramount to achieving a successful sale.

Your agent should approach the pricing strategy using a blend of mathematical analysis of recent sales achieved, deep knowledge of the current market, and an understanding of buyer trends and the emotions that drive the desire to make an offer on a property. ways people search for a new home. Internet listings, press adverts, PR, social media and targeting specific potential purchasers are just a few strategies that should be utilised. A first-rate marketing strategy should stimulate interest, encourage viewings, and hopefully secure the very best price for your property. Pre-contract enquiries will be raised by the purchaser and a survey will take place. Throughout the legal process, your agent should carefully manage the sale progression process to ensure a smooth route to the legal exchange of contracts, keeping you informed at every stage. New Homes There is no doubt that new home sales were a significant contributor to very high transactional volumes recorded in 2020, and demand continues apace in 2021, with new homes registrations at a 14-year high in Q2 2021. Understanding Stamp Duty There is no doubt that Stamp Duty Land Tax (SDLT) is a complicated business. The initial calculation is based on a progressive format and this can then be impacted by exemptions and additions. We try to cut through the confusion so we can let people know what their tax burden is likely to be. In July 2020, in response to potential market effects of the coronavirus pandemic, the Chancellor announced a stamp duty holiday, which initially was set to run until 31st March 2021. Due to very high transactional volumes in the latter part of 2020 and early 2021, the conveyancing process was stretched nearly to breaking point, and there were also concerns that there would be a sudden dramatic drop in transactions post March when the holiday ended. As a result, the Chancellor announced as part of his March Budget that the stamp duty holiday would be extended to 30th June 2021, and also would have a tapered ending with the nil rate band set at £250,000 from July until the end of September 2021, hopefully assuaging fears of a sudden transactional drop-off.

At time of publication (September 2021), for a residential purchase that will be the only property that you own and which will complete on or before 30th September 2021, this progressive tax now starts at £250,000 as follows: ON OR BEFORE

Is working from home a more permanent fixture? Since March 2020, fluctuating lockdown restrictions have meant many people have, where feasible, adapted to working from home. It was widely anticipated that working from home would reduce productivity and threaten profit margins, and whilst this is undoubtedly correct in some circumstances, many organisations have found this not to be the case. For some businesses and for some individuals, the experience has been a positive one and productivity has been maintained or increased. In addition, the time saved by not commuting has allowed people more family time, and more time to enjoy leisure pursuits and hobbies. Where home working has proved to be a positive experience, organisations are now considering and implementing permanent flexible or hybrid working policies. The aim of this increased flexibility is to balance people’s wish to have more time at home, with some “in person” office interaction time required to maintain a healthy and productive office environment for the benefit of all stakeholders. It seems that the pandemic may have shifted working practices permanently. This long-term change in how we live day to day means there has been a huge increase in people looking to move to properties with more space, perhaps with an option to add a dedicated home office or even two.

There are various options for adding office space at home. The overarching aim for all office areas is to create somewhere that offers a distinction between relaxing at home and working, and somewhere comfortable in which to feel productive. In smaller properties, clever use of space is needed to create an office nook in an underused area. This could be a corner or alcove of a room, a hallway or a landing, or other neglected space. To keep things neat and clutter-free, consider placing laptops, screens and filing in storage cupboards, where they can be easily hidden after the working day is over. Where space is a real premium, utilise floor-to-ceiling storage shelving to make the most of vertical space available. Areas with low ceilings, such as under stairs or in attic rooms, can lend themselves to an office set-up, and make use of an area that would otherwise be underutilised. If there is a little more space to work with, a small spare room obviously works well utilised as a home office, but there are other options to consider too. If a spare room is not available, but the solitude of having an office behind closed doors is important, garage and loft conversions are good options to consider. Planning permission is not usually required as long as the work is internal and does not relate to a listed building where additional consents may be required. Many people are surprised to learn that there is also usually no planning permission required when adding a small extension to the rear or side of a house, as such modifications are acceptable through government ‘permitted development rights’. For

example, a rear single-storey extension of up to 8m on detached houses is acceptable (some basic details must be submitted to the Council before development). So too is a rear twostorey extension up to 3m in length or a single-storey side extension up to half the width of the existing house! Terraced houses have smaller permitted extension sizes. Such extensions are ideal for housing a home office. Another popular option for a home office that gives a little more distinction between work and leisure time is a garden building. Similarly to the above, permitted development rights usually allow a new building in your garden curtilage which can be up to 50% of your garden area so long as it is singlestorey and not sited forward of the front elevation of the house. There are of course exceptions to permitted development rights for various reasons including listed buildings, conservation areas, Areas of Outstanding Natural Beauty and National Parks, and there may also be other restrictions and regulations that would need to be satisfied before commencing work. Therefore, irrespective of whether you are planning to convert an area of your current home, or extend your property in some way, it is always advisable to consult the local planning authority before starting any work. It’s likely that the desire for a home office is here to stay. So, whether you are looking at how to maximise interest in your property when selling, or are planning to stay put and enjoy your house for a little while longer, a designated home working space is certainly a useful addition.

Online auctions Do you remember when you first clocked eBay as a new-fangled way of buying and selling goods? From its beginnings in the UK in 1995, it very quickly gained traction and is now one of the world’s largest marketplaces with over 800 billion items for sale on the site and over 162 billion users worldwide (figures from 2019). Thinking of moving to the countryside? As Alasdair, the head of our residential sector, mentioned in his introduction to this magazine, changed working practices as a result of coronavirus and lockdowns have led to a fairly dramatic increase in the number of people looking to move away from cities to quieter countryside areas. This can be quite a big change, so there are some things to consider if you are thinking of taking the leap.

How remote? Many of our buyers are understandably drawn toward the tranquillity of a truly rural location but, of course, they need to consider the practicalities of being some distance from the nearest shop or a mobile mast and a good internet connection. These things can be easily planned for, and we are on hand to help with those considerations, but newly initiated country dwellers may find it takes a little getting used to. Perhaps you’ve set your heart on a village or small town house with amenities and just need to consider how large a range of services you need. A pub could be considered an essential component of country life, so too a tearoom, and maybe even a small supermarket. Perhaps your vision is a hamlet which may or may not have a pub. Working out what you need requires some market research and probably a number of trips to the area you’re considering to help you create your ‘must have’ lists. Perhaps most importantly, you will need advice from your friendly local estate agent!

Home practicalities One of the lures of country living is increased space, both inside and out. If you’re trading from an apartment in town to a significant

country property, it’s worth being mindful of the increased costs and time a large house takes to run. A garden is a great addition for families and land extending to several acres can provide some great opportunities so long as you accept that it will need some thought and perhaps management or investment to maintain it correctly.

The commute Naturally, moving to the country will necessitate a longer commute and so proximity to good transport links, whether fast roads or train stations, is often an important consideration. In truth, many people are surprised that they can reach towns and cities in surprisingly short times and as so many can now work from home the commute may no longer be the daily challenge it once was. It is still useful to find out the probable timings for accessing stations or main roads if you are likely to have to commute more than once a week.

Schooling If schooling is a consideration, this requires some careful research. Will you be planning to drop-off daily, are you hoping they can take advantage of a school bus, or will your children be boarding? Is the school you are

hoping for over-subscribed? Does it have a good Ofsted report? Proximity to good schools understandably effects property prices but the extra cost may well be very easy to justify.

Culture Those keen on the cultural pursuits offered by the big city may feel hesitant to give them up even if the lure of a countryside idyll is strong. However, increasingly many small towns and villages are developing their cultural offerings with literary festivals, musical events, outdoor cinemas and theatre productions. If culture is important to you, check the local events calendar of any area to which you are considering moving. Social media often provides a superb link to local groups and activities to help you understand what’s on offer.
