2010 marked the 25th anniversary of the Foundation and its goal to contribute to the economic development of Portugal with activities in which its ties to the United States has been a constant. This bond is clearly expressed in its by-laws and has oriented the strategy of the Foundation throughout the most important projects it supported in 2010, and indeed throughout the 25 years of its existence.

Em 2010 a Fundação assinalou o seu 25º ano de existência e de actividades em prol do desenvolvimento económico do País, através de acções caracterizadas pela constante ligação aos Estados Unidos da América. Com efeito, essa ligação marca o seu objecto social e a orientação estratégica da Fundação presente nos projectos mais relevantes que apoiou durante 25 anos, e também em 2010.

In keeping with this spirit, in 2010 FLAD renewed its agreements with a number of American universities and continued to foster ties with Portuguese-American communities in the US.

Testemunhando este aspecto, renovaram-se acordos com universidades americanas, e mantiveram-se relações com as comunidades lusas nos Estados Unidos da América.

As always, the Foundation supported scientific and cultural initiatives and continued to focus on promoting Portuguese language and culture in America.

Apoiaram-se projectos de natureza científica e cultural, e continuou a ser dada uma especial relevância à promoção da Língua e Cultura Portuguesas nos Estados Unidos da América.

Agreements signed with US federal agencies such as the NSF – National Science Foundation and the NIH – National Institutes of Health continued on course, while new ties were established with the National Renewable Energy Laboratory (NREL).

Mantiveram-se acordos com entidades federais, como por exemplo, a NSF – National Science Foundation e o NIH – National Institutes of Health, e foram iniciadas relações com o National Renewable Energy Laboratory (NREL).

The Azores warranted special attention in 2010 with backing provided for: the Franklin D. Roosevelt Azorean Forum, which was held on the archipelago; exchange programs; activities to encourage entrepreneurism; and cultural initiatives such as exhibitions and publications highlighting the Autonomous Region.

Os Açores foram objecto de especial atenção, nomeadamente pela realização do Fórum Roosevelt, pelos programas de mobilidade, de incentivo ao empreendedorismo, e iniciativas de natureza cultural, como sejam exposições e publicações de livros com especial relação com a Região Autónoma.

The year was also punctuated by a change in the presidency of FLAD’s Executive Council, with former president Dr. Rui Chancerelle de Machette stepping down from his post as president on April 30. Despite this change, the plan of activities previously approved by the Directive Council remained unchanged and all previously approved activities, as well as those already underway, proceeded as planned, while all commitments assumed were respected.

Este ano ficou marcado pela mudança da Presidência do Conselho Executivo da Fundação, na qual cessou funções o Dr. Rui Chancerelle de Machete, a 30 de Abril. Porém o plano de actividades previamente aprovado pelo Conselho Directivo não sofreu alterações, tendo sido dado seguimento a todas as iniciativas previstas ou em curso e respeitados os compromissos assumidos.

Financially speaking, and in keeping with the current financial environment, the year was not favorable. The first quarter of 2010 raised a few hopes, which were soon dispelled by the sovereign debt crisis. As a result, the revenue from those portfolios managed by the Foundation came to only 1,679,000 Euros, when the amount foreseen in the 2010 budget had been of 6,627,000.

Do ponto de vista financeiro o ano não foi favorável, como não foi a conjuntura que o enquadrou. O primeiro trimestre de 2010 criou algumas expectativas que foram goradas pela crise das dívidas soberanas. Por consequência, o rendimento das carteiras sob gestão cifrou-se em apenas 1.679 milhares de euros, sendo que o valor considerado no orçamento para 2010 era de 6.627 milhares de euros.

Offsetting this result, however, was the capital gain of 6,594,000 Euros obtained from divesting part of the Foundation’s shareholding in Lusenerg on February 23, 2010.

Em compensação, foi em 23 de Fevereiro de 2010 parcialmente alienada uma participação detida directamente (Lusenerg), da qual resultou uma mais-valia de 6.594 milhares de euros.

With regard to expenses, it is important to mention that, owing to the application of the new NCRF accounting standards, the amount recorded in the accounts for subsidies granted, which came to 3,968,000 Euros, comprises not only those grants paid out in 2010, but also the sum total of future commitments in this area.

Do lado das despesas, importa referir que o valor registado na conta de subsídios concedidos, no montante de 3.968 milhares de euros, engloba, por virtude da aplicação do novo normativo contabilístico (NCRF), não apenas as subvenções liquidadas no decurso do exercício de 2010, como também a totalidade dos compromissos assumidos para os anos futuros, neste capítulo. Relativamente às despesas com pessoal, cabe realçar que o seu agravamento reflecte, sobretudo, o impacto de custos não recorrentes, nomeadamente os relacionados com a redução do quadro de pessoal, na prossecução de uma política que visa economizar nos gastos fixos e estruturais da FLAD.

With regard to personnel costs, it must be mentioned that the increase noted is primarily the result of non-recurring costs stemming from the reduction of staff, seeing as the Foundation is actively pursuing a policy aimed at economizing on its fixed and structural expenses.

Finalmente, referem-se os resultados líquidos apurados no exercício de 2010, cifrando-se em 2.265 milhares de euros, para o que contribuiu especialmente a já mencionada mais-valia realizada na venda da participação na Lusenerg.

In conclusion, the net results for 2010 have been calculated at 2,265,000 Euros, an amount that is, in great part, a result of the afore-mentioned capital gains resulting from the Foundation’s divestiture of its shares in Lusenerg. Maria de Lurdes Rodrigues

The Foundation’s funding of activities continues to be divided between project proposals it receives (grant-making activities) and projects that the Foundation itself launches. Particularly worthy of mention, and illustrative of its orientation, are the projects for 2010 described below.

The Luso-American Foundation celebrated its 25th anniversary in 2010. As part of the commemorations, the Foundation released a number of publications, among which was The Luso-American Foundation: 25 Years: Testimonials, a collection of comments and reflections written by a number of notable people who have dealt with the Foundation over the years.

O ano de 2010 comemora o 25º aniversário da Fundação Luso-Americana. No âmbito das incitativas realizadas, a Fundação publicou várias obras, de que se destaca o livro “Fundação Luso-Americana – 25 anos. Depoimentos” que reúne testemunhos de várias personalidades que ao longo dos anos se foram cruzando com a Fundação. Foi também encomendada uma outra obra que pretende de forma sintética traçar um retrato histórico do percurso da Fundação e suas origens, assinalando alguns dos seus projectos. De autoria de Tiago Moreira de Sá, intitula-se “À procura de um Plano Bilateral. A Fundação LusoAmericana e o Desenvolvimento de Portugal”.

Another work has been commissioned that will briefly trace the history of the Foundation since its creation, focusing on some of its most noteworthy projects. The book, authored by Tiago Moreira de Sá, will be entitled À procura de um Plano Bilateral. A Fundação LusoAmericana e o Desenvolvimento de Portugal (The Search for a Bilateral Plan: The LusoAmerican Foundation and the Development of Portugal).

Com a presença do presidente da União Europeia, José Manuel Durão Barroso, foi apresentado o livro “Europe 2030” publicado pela Brookings Institution Press com o apoio da Fundação Luso-Americana. A obra, prefaciada pelo presidente da UE reúne contributos de vários especialistas em política internacional que expõem as suas previsões face ao futuro da Europa e à sua realidade nos próximos 20 anos, analisando diferentes vectores: economia, política, relações internacionais, entre outros.

Published by the Brookings Institution Press with support from the Luso-American Foundation, the book Europe 2030 was presented at a gathering attended by European Union President José Manuel Durão Barroso, who wrote the preface. The work is a collection of essays by several experts in international politics who analyze economic, political and international issues and discuss their views on Europe’s future and possible scenarios for the next 20 years.

Os oceanos e a sua governação foi o tema de um encontro realizado na FLAD em Outubro e que trouxe a Lisboa um conjunto de vinte e cinco especialistas das ciências do mar dos EUA, Portugal e UE, e a participação de representantes políticos de vários quadrantes. Esta iniciativa insere-se numa área a que a Fundação tem dado especial atenção e resultou de um trabalho de colaboração desenvolvido pela FLAD e pelo ISPA-IU, em conjunto com a Universidade de Maryland e a National Oceanic and Atmospheric Administration (NOAA) dos Estados Unidos da América.

Ocean governance was the main topic of a meeting held at FLAD in October, gathering 25 specialists in ocean sciences from the United States, Portugal, and the European Union. Also on hand were political representatives from a number of sectors. The initiative was in an area that has merited special attention by the Foundation and is centered on a cooperative research project spearheaded by the Foundation and ISPA-IU, in collaboration with the University of Maryland and the National Oceanic and Atmospheric Administration (NOAA) of the US.

O encontro “A Unified Approach Toward Sustainability in a Changing World: From Ocean Policy to Observations”, teve como objectivo promover uma discussão conjunta relativamente à avaliação e diagnóstico do estado actual dos oceanos e apontar caminhos para uma governação mais eficaz e sustentável dos usos dos oceanos. Desta iniciativa resultou um relatório publicado no final de Dezembro de 2010, estando previsto, para Outubro 2011, um novo encontro na FLAD de âmbito mundial com uma representação de diversos programas de investigação internacionais, com vista à criação de um mecanismo de coordenação no futuro destes programas.

The meeting, dubbed “A Unified Approach Toward Sustainability in a Changing World: From Ocean Policy to Observations,” was aimed at promoting discussion on how to assess and diagnose the current state of the oceans while determining the directions that will lead to more effective governance and sustainable use of the ocean’s resources. A report with the findings of the meeting was published in late December, 2010. Another meeting, of worldwide scope, has been scheduled for October of 2011 to discuss a range of international research programs, with the eventual aim of setting up a coordinating body for these programs in the future.

No âmbito do GEEMA – Grupo de Estudos Euro-Med-Atlântico – um think tank transatlântico criado pela Fundação Luso-Americana em finais de 2009 que visa reflectir sobre o conjunto geoestratégico e sociocultural do Mediterrâneo e a sua envolvente euroatlântica – a Fundação organizou o workshop “Mulheres Empreendedoras: um diálogo Euro-Med-Atlântico”, que reuniu participantes de vários países do Magrebe, dos EUA e de Portugal. Este workshop decorreu em Maio no auditório da FLAD e foi organizado em conjunto com o Centro Norte-Sul do Conselho da Europa, a Embaixada de Marrocos e a Associação Portuguesa de Mulheres Empresárias. Com este think tank a Fundação pretende dar visibilidade e reforçar a posição geopolítica de Portugal como pivot entre os EUA e os países do Norte de África.

The Foundation was responsible for organizing a workshop entitled “Entrepreneurial Women: A Euro-Med-Atlantic Dialogue” that was host to a number of participants from the US, Portugal, and countries in the Maghreb. The event took place under the auspices of the Euro-Med-Atlantic Research Group (GEEMA), a transatlantic think tank set up by the Luso-American Foundation in late 2009 to study the geostrategic and sociocultural realities of the Mediterranean within its Euro-Atlantic context. The workshop was held in May in FLAD’s auditorium and was organized by the Foundation in collaboration

with the North-South Center of the Council of Europe, the Moroccan Embassy, and the Portuguese Association of Women Entrepreneurs. In creating this think tank, the Foundation hopes to heighten Portugal’s visibility and bolster its geopolitical position as a pivotal point between the United States and North Africa.

No ano em que Portugal acolheu a cimeira da NATO, a Fundação Luso-Americana associou-se à cimeira paralela dos Jovens Atlanticistas organizada pelo Atlantic Council of the United States’ Young Atlanticist Program, tendo concedido um apoio financeiro para a realização do encontro “Jovens Líderes e o Futuro da NATO”.

In 2010 Portugal hosted the NATO summit. Within the framework of this event, the Luso-American Foundation lent its support to a parallel summit organized by the Atlantic Council of the United States’ Young Atlanticist Program aimed at up-and-coming leaders from both sides of the Atlantic. FLAD specifically backed the meeting entitled “Young Leaders and the Future of NATO.”

No domínio da língua portuguesa, e com vista à divulgação da sua presença e influência na literatura norte-americana, a FLAD organizou o colóquio “Portugal na América: conversa com dois escritores luso-americanos e um historiador”, numa iniciativa do Centro de Estudos Portugueses da Universidade de Massachusetts-Dartmouth que contou com o apoio da FLAD e da Direcção Regional da Cultura dos Açores. As três edições do colóquio decorreram na FLAD, em Ponta Delgada e em Angra do Heroísmo, com a presença de Frank X. Gaspar e Katherine Vaz, os dois escritores luso-americanos mais reconhecidos da actualidade nos EUA. As sessões contaram ainda com a presença de Donald Warrin da Universidade da Califórnia, Berkeley, autor de So Ends This Day: The Portuguese in American Whaling, 1765-1927, livro que documenta mais de 150 anos de contribuição portuguesa para a baleação norte-americana, cuja edição foi apoiada pela Fundação. A sua apresentação esteve a cargo de James Russell, director do New Bedford Whaling Museum.

To highlight the presence and influence of the Portuguese language on American literature, FLAD held the colloquium “Portugal in America: A Conversation with Two Luso-American Writers and One Historian.” The gathering was an initiative of the Center for Portuguese Studies and Culture at UMass-Dartmouth and received support from FLAD and the Regional Department for Culture of the Azores. The three sessions of the colloquium took place at three different venues: at FLAD, in Lisbon, and in Ponta Delgada and Angra do Heroísmo, in the Azores. The featured speakers were Frank X. Gaspar and Katherine Vaz, the two most well-known Portuguese-American writers of today, and Donald Warrin from UC-Berkeley, author of So Ends This Day: The Portuguese in American Whaling, 1765-1927. The book, which documents Portugal’s 150-year contribution to North America’s whaling industry, was published with a grant from the Foundation. The book was presented by James Russell, director of the New Bedford Whaling Museum.

Em parceria com o Governo Regional dos Açores, a Fundação organizou a 2ª Edição do Fórum Açoriano Franklin D. Roosevelt, em Angra do Heroísmo e Praia da Vitória, Terceira. Este programa bienal tem como objectivo a promoção do debate e reflexão sobre temas prementes da agenda internacional, principalmente no que diz respeito às relações transatlânticas, à relação bilateral Portugal-EUA e à política externa portuguesa. Em ambas edições, as conferências contaram com a participação de dezenas de especialistas na área de relações internacionais e ciência política e de antigos e actuais políticos de Portugal e dos EUA.

The second edition of the Franklin D. Roosevelt Azorean Forum took place in Angra do Heroísmo and Praia da Vitória, Terceira and was jointly organized by the Luso-American Foundation and the Azores Regional Government. The Forum, which is held every two years, aims to promote reflection and discussion on the most pressing issues of today’s international agenda, especially topics dealing with transatlantic relations, the bilateral relationship between Portugal and the United States, and Portugal’s foreign policy. Both this Forum and its predecessor were attended by dozens of experts in international relations and political science, as well as former politicians and current office-holders from Portugal and the USA.

O Projecto “Cidadania e Sustentabilidade para o Século XXI – Caminhos para uma Comunidade Sustentável nos Açores” é uma iniciativa que integra a colaboração e o envolvimento de um conjunto de entidades – escolas, associações e empresas – assumindo especial relevância os apoios das escolas e respectivos professores. O projecto, coordenado pelo Conselho Nacional de Educação, é co-financiado pela Fundação Luso-Americana e conta com vinte entidades parceiras, de âmbito nacional e regional que estabeleceram um protocolo. O principal objectivo da iniciativa é promover a valorização da biodiversidade e da geodiversidade dos Açores, a preservação do seu património ambiental, assim como a capacidade de intervir na defesa deste património caracterizado pela riqueza e unicidade.

“Citizenship and Sustainability for the 21st Century: The Road to a Sustainable Community in the Azores” is an initiative that features the participation of schools, associations and businesses, with special support being lent by the schools themselves and their teaching staff.

A Embaixada dos Estados Unidos em Portugal, em parceria com a Câmara de Comércio Americana em Portugal e a FLAD, organizaram a conferência Access Africa Forum, iniciativa que teve lugar no Centro Cultural de Belém, em 16 e 17 de Junho de 2010. Pretendeu-se com este fórum promover a criação de relações comerciais entre empresas norte-americanas e portuguesas, com vista à identificação de oportunidades de negócio e investimentos nos países africanos de expressão portuguesa. Estiveram presentes mais de 200 participantes entre empresas e instituições de Portugal, dos EUA, de Angola, Cabo Verde e Moçambique, e representantes das respectivas embaixadas.

The project, which is coordinated by the National Council for Education, is co-funded by the Luso-American Foundation in association with 20 national and regional partners with whom it has signed a special protocol. The main goals of this initiative are to promote biodiversity and geodiversity in the Azores, preserve the archipelago’s environment, and bolster the population’s capacity to defend their rich and unique natural heritage. The US Embassy in Portugal, in partnership with the American Chamber of Commerce in Portugal and FLAD, was responsible for organizing the Access Africa Forum, a special gathering that took place at the Belém Cultural Center on June 16 and 17, 2010. The initiative was aimed at fostering business relations between Portuguese and American companies with the goal of pinpointing business and investment opportunities in Portuguese-speaking African countries. Attending the gathering were over 200 participants from companies and institutions in Portugal, the United States, Angola, Cape Verde, and Mozambique, as well as representatives from the respective embassies.

This area represents one of the Luso-American Foundation’s top priorities. By lending its support, FLAD hopes to make a significant contribution to the scientific development of the country’s research organizations and institutions of higher learning.

A Educação, Ciência, Tecnologia e Inovação é uma das áreas de intervenção prioritárias da Fundação contribuindo para o desenvolvimento científico das instituições de ensino superior e de investigação portuguesas.

FLAD’s strategic guidelines in this area include support for scientific research and technological development by recognizing and encouraging outstanding work and innovation. This strategy is primarily defined by three types of funding activities: individual grants, backing for projects submitted by Portuguese institutions, and support for initiatives spearheaded by the Foundation itself.

As linhas de orientação estratégica desta área compreendem o apoio ao desenvolvimento da investigação científica e ao desenvolvimento tecnológico, através da valorização e do incentivo à excelência e à inovação. A estratégia definida materializa-se sobretudo em três tipos de actividades: a concessão de bolsas individuais; o apoio a projectos institucionais apresentados por instituições portuguesas; e o desenvolvimento de projectos por iniciativa da própria Fundação.

Thus, FLAD engages in three types of strategic partnerships to enhance the efficiency and breadth of its initiatives: (1) partnerships to promote academic exchanges with US universities, involving individual grants for Portuguese researchers undertaking advanced degree work and training; (2) partnerships to strengthen ties between Portuguese research institutions and American national science research organizations; and (3) partnerships aimed at promoting official, direct, and long-term bonds between top-flight US and Portuguese university programs.

Neste contexto referem-se algumas parcerias estratégicas que visam o reforço do alcance e intensidade das suas acções, destacando-se três tipos de parcerias estratégicas: (1) parcerias que visam o reforço do intercâmbio educacional com universidades americanas através de bolsas individuais para apoio à formação avançada de investigadores portugueses; (2) parcerias que têm por objectivo o desenvolvimento das ligações entre instituições de investigação portuguesas e instituições federais americanas de investigação científica; e (3) parcerias que aspiram ao reforço de laços institucionais formais, directos e prolongados entre programas de excelência de universidades americanas e portuguesas.

Once again, the Foundation partnered with the Fulbright Commission in awarding five FLAD/Fulbright grants throughout 2010 for doctoral work in the US.

A Fundação Luso-Americana associou-se mais uma vez à Comissão Fulbright, tendo sido atribuídas durante o ano de 2010, cinco Bolsas FLAD/Fulbright para Doutoramentos nos EUA.

IPATIMUP – The Pathology and Immunology Institute at Porto University received FLAD funding for its cooperation program with scientific organizations from the US. Foundation backing enabled a number of Portuguese researchers to take part in international conferences and meetings and to carry out internships in the United States, while American speakers received funding to participate in scientific gatherings in Portugal.

O IPATIMUP – Instituto de Patologia e Imunologia Molecular da Universidade do Porto obteve apoio da Fundação para o seu programa de colaboração com instituições científicas americanas durante o ano de 2010. Este financiamento permitiu a participação de diversos investigadores em reuniões e conferências internacionais, a realização de estágios nos EUA, bem como a vinda de oradores americanos para encontros científicos em Portugal.

The goal of the program known as “Portugal – US Research Networks Program”, powered by America’s National Science Foundation (NSF), is to strengthen partnerships between researchers, research teams, and research labs in Portugal and researchers and institutions in the United States receiving NSF grants. In 2010, nine grants were awarded to seven Portuguese research institutions partnering with ten American organizations.

O programa com a NSF – National Science Foundation denominado “Portugal – US Research Networks Program” visa apoiar parcerias entre investigadores, equipas de investigação e laboratórios em Portugal e investigadores e instituições parceiras nos EUA que sejam bolseiros da NSF. Em 2010 foram atribuídas nove bolsas a sete instituições portuguesas de investigação em parceria com dez instituições americanas.

In 2010, the Foundation set up a seed fund for initial exchanges between the NRELNational Renewable Energy Laboratory of the US and Portuguese researchers or managers in the field of renewable energies. With this contribution, FLAD has taken a pioneering step toward future strategic partnerships between Portugal and the NREL and gained the distinction of having participated in the founding of this initiative.

Em 2010 a Fundação criou um seed fund para servir de apoio ao intercâmbio inicial entre investigadores do NREL – National Renewable Energy Laboratory nos EUA e investigadores ou gestores portugueses na área das energias renováveis, contribuindo assim de forma pioneira para a constituição de uma futura parceria estratégica Portugal/NREL e pondo definitivamente o nome da FLAD no momento fundacional da mesma.

A Fundação apoiou a ida de dois estudantes universitários portugueses à Universidade da Califórnia, em San Diego, para participarem no 2010 International Workshop on Environment and Energy organizado pela National Aeronautics and Space Administration (NASA) e pelo Centro para a Prevenção da Poluição (C3P).

COHiTEC received Foundation support once again in 2010. Cohitec’s aim is to stimulate technology-based, start-up businesses with high growth potential from technological knowledge generated by Portuguese universities. North Carolina State University’s TEC methodology consists of four months hands-on training involving researchers with business ideas and current and former business students and executives. The idea is to outline a business plan for the technologies being presented based on their unique features. Promoted by COTEC, with the support of Porto University’s Business School and ISCTE-IUL, a top Lisbon business school, the initiative has received FLAD backing since its first edition in 2004.

O programa COHiTEC foi novamente apoiado pela Fundação. O COHiTEC tem como objectivo principal estimular a criação de empresas de base tecnológica e elevado potencial de crescimento a partir do conhecimento gerado nas universidades portuguesas. Seguindo a metodologia TEC da North Carolina State University, esta acção de formação hands-on, com a duração de 4 meses, junta investigadores com ideias de negócio, estudantes e ex-estudantes de gestão, bem como executivos, com a finalidade de criar um esboço de plano de negócios para as tecnologias participantes, tendo por base as características únicas das mesmas. O programa, promovido pela COTEC com o apoio da Escola de Gestão do Porto – UPBS e do ISCTE-IUL, tem merecido o apoio da Fundação desde a sua primeira edição em 2004.

FLAD also awarded a grant for the implementation of a Master’s Degree Program in Clinical Research, to be developed by the Faculty of Medical Sciences of the Universidade Nova de Lisboa (New University of Lisbon) in partnership with Northeastern University in the US. This breakthrough training program is the first of its kind in Portugal and will contribute significantly to the clinical research training of health professionals, primarily when it comes to carrying out clinical trials, while also contributing to the advancement of health care and scientific and economic development in general.

A Fundação apoiou a implementação do “Mestrado em Investigação Clínica” – programa de formação em investigação clínica a desenvolver pela Faculdade de Ciências Médicas da Universidade Nova de Lisboa em parceria com a Northeastern University, EUA. Importa salientar o carácter inovador deste programa de formação no nosso país, o primeiro do seu género em Portugal, e a sua importância para a formação dos profissionais de saúde em investigação clínica, concretamente em ensaios clínicos, para os ganhos em saúde e para o desenvolvimento científico e económico em geral.

The Laboratory Clerkships at Harvard Medical School is a new initiative spearheaded by the National Association of Medical Students (Portuguese acronym ANEM) and Harvard Medical School (HMS), with the support of the HMS Portugal Program and FLAD, who provided funding for two medical students from Portuguese universities to do 4-6 week internships at the Harvard Medical School’s laboratories during the summer of 2010.

O Laboratory Clerkships at Harvard Medical School, é um novo programa desenvolvido pela Associação Nacional dos Estudantes de Medicina (ANEM) em colaboração com a Harvard Medical School (HMS) e com o apoio do programa “HMS Portugal” e da FLAD, que deu a possibilidade a dois estudantes de medicina de universidades portuguesas efectuarem estágios com a duração de quatro e seis semanas, durante o Verão de 2010, nos laboratórios da Harvard Medical School.

FLAD’s Nanotechnology Award was first attributed in 2008. In 2010, under the auspices of the award program, a six-month and a three-month scholarship were awarded to enable the respective prize-winners to carry out experimental work at US laboratories during the second year of their Master’s Degree programs. In partnership with the Portuguese Agency for Foreign Investment and Trade (Portuguese acronym AICEP), the National Association of Metallurgical and Electromechanical Companies (Portuguese acronym ANEMM), the Portuguese-American Leadership Council of the United States (PALCUS), the Portuguese-American Post-Graduate Society (PAPS), and the Plug and Play Tech Center, FLAD lent its support to the Global Strategic Innovation 2010 program. The program, which is run by Leadership Business Consulting, was held in Boston and the Silicon Valley and dealt with best practices and new ideas in the fields of innovation, strategy, and globalization, with sessions taught at MIT, Stanford and Berkeley. During the program, participants had the opportunity to visit and interact with personnel from innovation centers and companies known for their successful innovations, and also had the opportunity to introduce their companies both in Silicon Valley and in Boston.

Em 2010, os “FLAD NANOTECHNOLOGY AWARDS” (prémio instituído em 2008) atribuíram duas bolsas de seis e três meses de duração, permitindo assim aos premiados desenvolver trabalho experimental em laboratórios nos EUA durante o segundo ano do mestrado. A FLAD foi parceira institucional do programa Global Strategic Innovation 2010 juntamente com a AICEP, ANEMM, Câmara de Comércio Americana em Portugal, PALCUS, PAPS e Plug and Play Tech Center. Este programa da Leadership Business Consulting, que decorreu em Boston e Silicon Valley, pretendeu dar a conhecer as melhores práticas e novos conhecimentos na área da inovação, estratégia e globalização através de sessões de formação no MIT, Stanford e Berkeley. O programa deu a oportunidade aos participantes de visitarem empresas com experiências de sucesso e centros de inovação, bem como a possibilidade de apresentarem também as respectivas empresas/instituições em Silicon Valley e em Boston.

Also in 2010, the Foundation carried out a project aimed at analyzing the energyrelated problems and challenges that Portugal faces in the coming few years. Special attention was given to the 2009/28/CE Directive of the European Parliament and of the Council regarding the use and promotion of energy from renewable sources. The directive sets very concrete time frames, stipulating that member states are to present a Plan of Action by 2020.

A Fundação desenvolveu em 2010 um projecto centrado na análise dos problemas e desafios energéticos dos próximos anos em Portugal. Foi dado um especial enfoque à Directiva 2009/28/CE, do Parlamento Europeu e do Conselho, de 23 de Abril de 2009, relativa à promoção da utilização de energia proveniente de fontes renováveis, e que aplica metas temporais aos Estados Membros, designadamente no que respeita à apresentação de um Plano de Acção até 2020.

Under the project’s auspices, a seminar entitled “Reflecting on Energy Strategy” took place in FLAD’s auditorium in January with 15 specialists from the various energy sectors. The participants made an inventory of the principal energy issues Portugal faces and suggested ways to solve these by the year 2020. The seminar findings were presented in April at a conference at FLAD entitled “Energy Strategies 2010-2020.”

No âmbito deste projecto foi organizado o seminário “Reflexão para uma Estratégia Energética” que decorreu em Janeiro no auditório da Fundação. Reuniu 15 especialistas de diversos sectores da energia, tendo sido inventariados os principais problemas energéticos que Portugal enfrenta e lançadas algumas pistas para a resolução dos problemas até 2020. Os resultados deste seminário foram apresentados em Abril, numa conferência na FLAD intitulada “Estratégia Energética 2010-2020”.

The Foundation has always been active in initiatives aimed at increasing the efficiency of public policy and bringing about reform in public administration. It has given special attention to creating and supporting think tanks that deal with key issues and make recommendations to the country’s political leadership. By doing so, FLAD has systematically sought to provide political decision-makers with the broadest possible range of valuable information. FLAD has also focused on initiatives aimed at bolstering the role of civil society by supporting and promoting social innovation and social responsibility. A good example of this is the Program for Social Innovation (TESE) and particularly the highly successful initiative Do Something!, launched in 2010. Additionally, the Foundation sponsored the publication of Gestão de Organizações Sem Fins Lucrativos – O Desafio da Inovação Social (Managing Non-Profit Organizations: The Challenge of Social Innovation), coordinated by Carlos Azevedo, Raquel C. Franco, and João W. Meneses.

As a partner in the Forum for the Freedom of Education (Portuguese acronym FLE), the Luso-American Foundation lent funding for a lecture series called “FLE Meetings: 100 Years of the Republic and the Future of Education.” One of the talks in the series, “Information to Serve Education,” was held in FLAD’s auditorium in March.

O reforço do papel da sociedade civil tem sido outra área a que a Fundação tem dado especial atenção e nesse sentido tem apoiado e dinamizado diversas iniciativas que se prendem com a inovação social e a responsabilidade social. Entrepreneurship has also warranted special Foundation attention; thus, FLAD continues to support a number of initiatives in this field, such as the Junior Achievement program’s Annual European Fair, which hosted 50 aspiring prize winners from the US; visits to Portugal of American experts in entrepreneurship; the Global Entrepreneurship Week, organized by the Portuguese Association of Business Angels (APBA); and the establishment of a Center for Entrepreneurship Education in Portugal, a collaborative initiative involving the University of Lisbon, the Catholic University of Porto, the University of the Algarve, and ISCTE.

Em parceria com o Fórum para a Liberdade de Educação (FLE), a Fundação apoiou a realização do ciclo de conferências “Encontros FLE – 100 anos de República e o Futuro da Educação”. A conferência, intitulada “A informação ao serviço da educação”, realizou-se durante o mês de Março no auditório da Fundação Luso-Americana.

To promote sustainability, FLAD continued to support the program encouraging sustainable banking, called o Banco Ético (the Ethical Bank). This program comprises international meetings with the United Nations Environment Program and publications on topics such as sustainable consumerism, and is being carried out in cooperation with the Portuguese banks Caixa Geral de Depósitos and Banco Espírito Santo, the business college ISCTE, among others.

The OECD report International Migration Outlook 2010, an initiative of the Office of the High Commissioner for Immigration and Intercultural Dialogue (Portuguese acronym ACIDI) was presented at FLAD. Attending the session was Jean Pierre Garson, head of Non-Member Economies and the International Migration Division of the OECD, who discussed the main trends and recent developments in migratory flows, as well as existing immigration policies in the OECD member countries.

The ACIDI also received a grant for an initiative to promote social entrepreneurship. The grant was attributed by FLAD in conjunction with the Escolhas (Choices) Program.

Foi apresentado na FLAD o relatório da OCDE – International Migration Outlook 2010, uma iniciativa promovida pelo Alto Comissariado para a Imigração e Diálogo Intercultural (ACIDI, IP) e que contou com a presença de Jean Pierre Garson, head of NonMember Economies and International Migration Division da OCDE, que fez a apresentação das principais tendências e desenvolvimentos recentes dos movimentos migratórios e das políticas existentes em matéria de imigração nos países da OCDE.

As a founding member of the Immigration Platform, the Foundation has taken part in a number of the organization’s activities. These include annual Best Practice citations for city councils and the Immigrant Entrepreneur of the Year Award, co-financed by FLAD, which is aimed at distinguishing immigrants in Portugal who have made achievements in the Portuguese business world.

To honor the memory of Maria Ioannis Baganha, the distinguished researcher and migration specialist who passed away in 2010 and had a number of works published by FLAD, the Foundation joined several research and academic institutions in organizing a colloquium that took place in the FLAD auditorium. The gathering dealt with the topic “Migration in Europe and Portugal” and featured a number of national and international speakers. FLAD is planning to publish a book containing the proceedings of the colloquium.

Na qualidade de membro do Núcleo Fundador da Plataforma Imigração, a FLAD tem participado nas diversas actividades desenvolvidas por esta organização que anualmente distingue algumas Câmaras Municipais com o prémio Melhores Práticas e atribui prémios a imigrantes que se destacaram em Portugal, no âmbito da iniciativa Empreendedor Imigrante do Ano, cujo prémio a FLAD co-financiou.

Funding was provided for a project to foster responsible citizenship entitled “Let Justice be Done.” The aim of this initiative is to increase student and teacher awareness of justice and legal issues through simulated cases which the students examine and prepare throughout the academic year. Fórum Estudante (Student Forum) spearheaded the idea and set up a number of partnerships to carry out and expand the program.

Para homenagear Maria Ioannis Baganha, investigadora e especialista no estudo das migrações, com várias obras publicadas pela Fundação Luso-Americana, a FLAD associou-se ao CES-U.Coimbra, CEG-UL, CIES/ISCTE-IUL, CesNova-UNL, Socius-ISEG-UTL e U.Aberta, tendo organizado em conjunto com estas instituições um colóquio que decorreu no seu auditório. Subordinado ao tema “Migrações na Europa e em Portugal”, o colóquio contou com a participação de investigadores nacionais e internacionais, estando prevista a publicação das intervenções.

The LL.M Católica Program has enjoyed FLAD support since its inception. Support was renewed in 2010 for the three-year period of 2010-2012 and especially earmarked for the LL.M Católica and Católica Global School of Law programs. Organized by the Law Faculty of the Catholic University of Portugal, the program is host to a large number of professors from the United States and, as such, acts as a significant contribution to the internationalization of legal studies in Portugal.

In 2010, FLAD continued to lend support to the Catholic University of America’s Columbus School of Law with the aim of creating the Center for Portuguese and American Legal Dialogue.

A FLAD patrocina o programa LL.M Católica desde o seu início. Em 2010 foi renovado o apoio para o triénio 2010-2012, destinado aos programas LL.M Católica e Católica Global School of Law. Organizados pela Faculdade de Direito da UCP, estes programas registam considerável participação de professores americanos, representando um passo importante para a internacionalização do ensino do Direito em Portugal.

In partnership with the North-South Centre of the Council of Europe, a grant was given for 52 Semanas (52 Weeks), a publication of the Association for Cooperation among Peoples (Portuguese acronym ACEP), containing 52 illustrated narratives about human rights. Portugal’s Youth Foundation received support to allow students from the Arouca Secondary School to take part in the Intel ISEF 2010 – The International Science and Engineering Fair held from May 9-14 in San José, California.

Once again, FLAD lent its support to the association known as CAIS – (Support Group for the Integration of Homeless People), which held its 9th annual congress in the FLAD auditorium to discuss the topic “Justice and Law: The Role of Jurists and Law in Combating Poverty.”

Numa parceria da FLAD com o Centro Norte-Sul do Conselho da Europa foi concedido apoio à publicação da obra/agenda “52 Semanas”, projecto editorial da Associação Cooperação entre os Povos (ACEP) e que se traduz em 52 histórias contadas e ilustradas sobre direitos humanos.

For the eighth year running, the Foundation joined the financial newspaper Diário Económico and the Instituto Nacional de Administração (National Administration Institute) in attributing the Award for Best Practices in the Public Sector, an initiative headed by Deloitte & Touche. FLAD members took part in the panel to select the winning entries in a number of areas, and sponsored the event’s eighth anniversary publication containing the 16 winning projects of the Best Practices in the Public Sector Prize, which were chosen amongst the 125 entries submitted in 2010.

À Fundação da Juventude foi atribuído apoio para viabilizar a presença de Portugal na Intel ISEF 2010 – Feira Internacional de Ciência e Engenharia / EUA, que se realizou de 9 a 14 de Maio de 2010, em S. José, Califórnia, e na qual participaram jovens alunos da Escola Secundária de Arouca. A FLAD acolheu novamente no seu auditório o 9º congresso anual da Associação CAIS – Círculo de Apoio à Integração dos Sem-Abrigo, subordinado ao tema “Justiça e Direito. O papel dos Juristas e do Direito no combate à pobreza”.

To commemorate the centennial of the Portuguese Republic, the Foundation gave the green light for a study entitled “The State of the Republic: The Status of Democracy in Portugal.” The research work will be headed by Lisbon University’s Social Science Institute, with findings to be published in 2011.

Since the Foundation’s inception, one of its key aims has been to promote Portuguese language and culture in the United States. To achieve this goal, it has continued to provide support for projects to expand Portuguese Studies departments at American universities, while sustaining its drive to award scholarships under the auspices of the numerous programs it sponsors. The Foundation continues to be extremely instrumental in setting up protocols between a number of Portuguese and American institutions.

No âmbito das comemorações do Centenário da República Portuguesa, a Fundação decidiu viabilizar a realização de um estudo sobre “O Estado da República: A Qualidade da Democracia em Portugal”, levado a cabo pelo Instituto de Ciências Sociais da Universidade de Lisboa. In keeping with this objective, FLAD renewed its protocol with Notre Dame University for another three years. The protocol provides for the development of programs in Portuguese language and culture and FLAD’s contribution is bolstered by a matching grant from Notre Dame.

The Foundation also renewed its agreement with the University of Chicago’s Division of Humanities to extend Prof. Miguel Tamen’s visiting professorship position for another four years. In addition, FLAD continues to set up its Luso-American Foundation Fund for Portuguese Studies with a view to creating a chair in Portuguese and Lusophone Literature and Culture, which will involve a full-time tenure track faculty position.

Com este propósito a Fundação renovou por mais três anos o protocolo com a Notre Dame University, com vista ao desenvolvimento dos seus programas na área do Estudo da Língua e Cultura Portuguesas, co-financiando este projecto com igual montante.

Also extended was the Michael Teague Visiting Professorship in Portuguese Studies at Brown University’s Department of Portuguese and Brazilian Studies. The agreement was first signed in August of 1993, and in 1999, upon Teague’s death, was dubbed the Michael Teague Visiting Professorship in honor of the distinguished lusophile’s contribution to FLAD and his deep fondness for everything that is Portuguese.

Foi prolongada por mais quatro anos a posição de Miguel Tamen como Visiting Professor no Division of Humanities da University of Chicago. Paralelamente, a Fundação continua a estabelecer o Luso-American Foundation Fund for Portuguese Studies, com vista à criação da cadeira Portuguese and Lusophone Literature and Culture, que compreenderá uma full-time tenure track faculty position.

UMass-Dartmouth’s Portuguese Department also received an additional three year extension of the Luso-American Foundation Distinguished Fellowship in Graduate Studies in Portuguese, which awards a grant to an M.A. or PhD student enrolled in the Portuguese graduate program. The University has also set up a matching fund in order to extend the grant to an additional post-graduate student.

Foi ainda renovado com o Department of Portuguese and Brazilian Studies da Brown University, o Michael Teague Visiting Professorship em Estudos Portugueses. Este acordo foi estabelecido em Agosto de 1993, tendo ficado conhecido a partir de 1999 como Michael Teague Visiting Professorship, em honra e memória deste lusitanista, pela contribuição que sempre deu à FLAD e pelo seu devotado apreço pelas coisas portuguesas.

Two protocols were renewed with the Department of Government at Georgetown University for funding of the FLAD Visiting Professor in the Department of Government and for the Project on New Directions in the Lusophone World. The main objective was to broaden the scope of Portuguese Studies activities the Foundation is already sponsoring. As in past years, FLAD once again sponsored the annual Meeting of Portuguese Teachers from the United States and Canada. This annual gathering allows Portuguese-asa-Foreign-Language teachers, from public and community schools in both countries, to share experiences and receive additional training.

A Fundação renovou por mais três anos académicos o apoio ao Departamento de Português da University of Massachusetts-Darmouth. Ao abrigo deste programa foi concedida bolsa para um estudante pós-graduado em português (M.A. & PhD), sob a denominação de Luso-American Foundation Distinguished Fellowship in Graduate Studies in Portuguese at UMass-Dartmouth, tendo aquela Universidade atribuído um subsídio de igual montantes para financiar outro estudante pós-graduado.

Support was also provided for the Seventh International Congress of the American Portuguese Studies Association (APSA), which took place at Brown University. FLAD also subsidized all of APSA’s previous gatherings, in a drive to foster and support academic programs dealing with Portuguese culture. This year’s subsidy aimed to garner the participation of graduate students from US universities, thus sparking the interest of young scholars in the field of Portuguese Studies.

Com o Department of Government da Georgetown University foram renovados mais dois protocolos – o FLAD Visiting Professor in the Department of Government e o Project on New Directions in the Lusophone World, cujo objectivo principal é expandir o âmbito de actividades que já apoiava na área de Estudos Lusófonos. Renovando um apoio regular ao longo dos anos, a Fundação patrocinou novamente o congresso anual da Associação de Professores de Português dos EUA e Canadá. Este encontro permite uma importante troca de experiências, assim como a formação de professores de língua portuguesa de ambos países, tanto de docentes em escolas comunitárias como em escolas públicas norte-americanas que ensinam “português como língua estrangeira”.

Foi apoiado o “7º Congresso Internacional da American Portuguese Studies Association (APSA)”, que se realizou na Brown University. Todas as anteriores reuniões foram subsidiadas pela FLAD, procurando desta forma incentivar e apoiar os programas sobre Cultura Portuguesa no âmbito académico americano. O subsídio deste ano teve como objectivo facilitar a participação de estudantes de pós-graduação em universidades americanas, contribuindo assim para a promoção do interesse de jovens estudiosos pela área dos Estudos Portugueses.

In 2010, FLAD published Language and Culture in Portuguese Foreign Policy: The Case of the United States, by Rui Chancerelle de Machette and António Luís Vicente. The work discusses the Foundation’s experience in promoting Portuguese language education in the US. The publication offers suggestions on future initiatives and contains a brief statistical overview of the current status of Portuguese education in America. The Department of Spanish and Portuguese at Ohio State University-Columbus received a FLAD grant for a symposium entitled “From the Republic to the 25th of April: The Empire as a Mirage.” Participating in the event were Profs. Sérgio Guimarães de Sousa from Minho University, Pedro Serra from the University of Salamanca, and Isabel Ferreira Gould from Notre Dame University.

Realizou-se na University of Massachusetts-Dartmouth, a 8th Annual Conference on Portuguese Language Education, organizado por Gláucia Silva, à qual a FLAD se associou. Em 2010 a Fundação editou “Língua e Cultura na Política Externa Portuguesa: O Caso dos Estados Unidos”, de Rui Chancerelle de Machete e António Luís Vicente, uma publicação que procura relatar a experiência da Fundação na promoção do ensino da língua portuguesa nos Estados Unidos, fornecendo algumas sugestões para acção futura. Inclui ainda um breve retrato estatístico da situação actual desse ensino.

The Center for Portuguese Studies at UMass-Dartmouth, with support from the Luso-American Foundation, sponsored the translation of the novel Home is an Island (rendered as Minha Ilha, Minha Casa). It is the first Portuguese-language translation of the 1950s best-seller by Luso-American author Alfred Lewis, a native of Flores island in the Azores. Minha Ilha, Minha Casa is also the first volume in a collection called “Portugal in America,” by EDEL Publishers, planned in collaboration with the University of Massachusetts-Dartmouth’s Center for Portuguese Studies and Culture. The newly-printed Portuguese edition was launched in the Foundation’s auditorium on June 17, 2010. With the support of the Azores’ Regional Department for Culture, the book was also presented in the Azores – namely in Santa Cruz, Flores island, Angra do Heroísmo, Ponta Delgada and São Jorge – by Rui Zink and Frank Sousa of UMass-Dartmouth’s Center for Portuguese Studies and Culture.

O Department of Spanish and Portuguese da Ohio State University, Columbus, recebeu um apoio para a realização de um simpósio sob o tema “Da República ao 25 de Abril: O Império como miragem”, no qual participaram os professores Sérgio Guimarães de Sousa (Universidade do Minho), Pedro Serra (Universidade de Salamanca) e Isabel Ferreira Gould (University of Notre Dame). Numa iniciativa do Centro de Estudos Portugueses da Universidade de Massachusetts-Dartmouth, que contou com o patrocínio da Fundação Luso-Americana, foi traduzido para português o romance “Minha Ilha, Minha Casa” de Alfred Lewis. Trata-se da primeira tradução portuguesa do romance Home is an Island, que foi bestseller nos EUA nos anos 50, da autoria de Alfred Lewis, natural da ilha das Flores. É também o primeiro volume da série “Portugal na América” da editora EDEL, uma colecção desenvolvida em colaboração com o Centro de Estudos Portugueses da Universidade de Massachusetts-Dartmouth. Lançado no auditório da Fundação no dia 17 de Junho, este livro foi posteriormente apresentado com o apoio da Direcção Regional da Cultura dos Açores em Santa Cruz das Flores, Angra do Heroísmo, Ponta Delgada e São Jorge, por Rui Zink e Frank Sousa, do Centro de Estudos Portugueses da Universidade de Massachusetts.

The works of Mark Twain were the central theme of an international colloquium that took place in the Foundation’s auditorium on October 8. Organized by FLAD, the Center for Anglo-American Studies of Lisbon University, and Coimbra University’s Faculty of Letters, the colloquium also served as the venue for the launch of A Viagem dos Inocentes, a translation of Twain’s The Innocents Abroad, carried out by Margarida Vale de Gato. The Portuguese edition of the book, which is considered Twain’s first major success, was printed by Tinta da China with FLAD sponsorship. At the event, the recently-printed Portuguese version was presented by Carlos Vaz Marques. The legendary Sam Clemens and his work warranted further attention at another colloquium entitled “Mark Twain – a real innocent abroad?,” an event organized by the Gaspar Frutuoso Study Center of the Department of Philosophy and Social Sciences at the University of the Azores.

A obra de Mark Twain foi o tema do colóquio internacional que teve lugar no dia 8 de Outubro no auditório da Fundação Luso-Americana. Esta iniciativa foi organizada pela FLAD, pelo Centro de Estudos Anglísticos da Universidade de Lisboa (CEAUL) e pela Faculdade de Letras da Universidade de Coimbra. O colóquio deu também o mote ao lançamento do livro “A Viagem dos Inocentes”, a tradução do original The Innocents Abroad, feita por Margarida Vale de Gato. O livro, considerado o primeiro grande sucesso da carreira de Mark Twain, foi editado na sua versão portuguesa pela Tinta da China com o patrocínio da FLAD, e foi apresentado por Carlos Vaz Marques.

A collection of essays entitled O Peso do Hífen – Ensaios sobre a experiência luso-americana (The Weight of the Hyphen: Essays on the Luso-American Experience) by Onésimo Teotónio Almeida, was also unveiled at FLAD. Published by the Imprensa de Ciências Sociais of Lisbon University, the book discusses the phenomenon of “cultural hyphenization” based on the author’s 40-plus years of experience in America of belonging to two cultures and seeing life from two perspectives.

A grant was also provided for the publication of Vamberto Freitas’ Imaginários Luso-Americanos e Açorianos: Do Outro Lado do Espelho (roughly Luso-American and Azorean Imaginings: From the Other Side of the Looking-Glass), printed by Edições Macaronésia.

American writer and composer Paul Bowles was the topic of an internal congress run by the Center for Anglo-American Studies of Lisbon University. The Foundation contributed to the event by sponsoring the trips of the US specialists invited to speak at the event.

The cooperation protocols the Foundation established with Portugal’s National Library (first signed in 1996) and the Directorate-General of Archives (initiated in 1998) were still in force in 2010. Under the terms of these protocols, candidates from the US are given grants to carry out research at both institutions.

In partnership with the History Center at Lisbon University, FLAD backed an initiative spearheaded by the National Library, namely the on-line Dictionary of Historians in Portugal (1779-1974). FLAD’s grant will go primarily toward the English translation of 200 of the dictionary’s text entries.

Under the auspices of an ongoing joint program with the Calouste Gulbenkian Foundation, seven grants were awarded to candidates in the fine arts wishing to specialize and upgrade their professional skills in the United States. An additional two candidates were selected to take part in the Artists in Residence program at Location One and the International Studio and Curatorial Program in New York.

Intermedia artist Laetitia Catherine Morais, creator of the project “Missing for Ten Years”, received the 18th Ernesto de Sousa Scholarship, a joint initiative of FLAD and the Calouste Gulbenkian Foundation designed to distinguish an original work of experimental art. The winning candidate receives a one-month internship in New York under the guidance of the Experimental Intermedia Foundation.

Prosseguindo o programa conjunto com a Fundação Calouste Gulbenkian na área das Belas-Artes foram atribuídas sete bolsas de estudo para especialização e valorização profissional nos EUA. Ainda nesta área foram contempladas duas candidatas no programa de “Residências Artísticas”, realizadas no Location One e no ISCP – International Studio and Curatorial Program, em Nova Iorque.

The exhibition “Gestures and Inscriptions: Works from the Luso-American Development Foundation Collection” was one of the events marking the inauguration of the Côa Museum. The exhibition resulted from a protocol signed by FLAD and the Institute for the Management of Portugal’s Architectural and Archeological Heritage (Portuguese acronym IGESPAR) aimed at broadening the museum’s range of initiatives to include activities involving contemporary art. The museum also features works by artists Alberto Carneiro and Ângelo de Sousa, who have been invited to create permanent pieces in the museum’s interior that forge a special link between the Paleolithic rock etchings of the Côa Valley and the architecture of the museum. The FLAD exhibition features three generations of artists using various types of techniques and media and includes works by: Michael Biberstein, Pedro Cabrita Reis, Fernando Calhau, Alberto Carneiro, José Pedro Croft, Carlos Figueiredo, Julião Sarmento, Ângelo de Sousa, and Francisco Tropa.

Two other occasions in which works from the Foundation’s collection went on loan are also worthy of note. The Serralves Contemporary Art Museum in Porto was loaned works by artist Lourdes Castro for their show entitled “Lourdes Castro and Manuel Zimbro;” and works by João Queiroz belonging to the FLAD collection went to Culturgest in Lisbon for the first retrospective of the artist’s work.

FLAD funding was provided for Kasys Varnelis of Columbia University and Mario Carpo from Georgia Tech to speak at the First International Conference on Architecture and Fiction dubbed “Once upon a Place: Haunted Houses & Imaginary Cities,” which was jointly organized by the Technical University of Lisbon’s Center for Architectural, Urbanistic and Design Research and the Center for Contemporary Urban Culture.

The publishing house Livros Horizonte received Foundation support for the Portuguese edition of Comparing Media Systems: Three Models of Media and Politics, by Daniel C. Hallin and Paolo Mancini. FLAD also subsidized the visit of Daniel Hallin, who spoke at the Third International Seminar on “Media, Journalism and Democracy,” an event held by the Center for Research and Journalism at which the aforementioned book was launched.

In keeping with its drive to promote sustainability, FLAD has stimulated the creation of initiatives and sought to strengthen ties between Portuguese and American institutions and researchers through joint projects, protocols, and grant programs.

The FLAD/IMAR Luiz Saldanha/Ken Tenore Scholarship Program provides shortmedium term grants of two to four months for Portuguese graduate students to learn more about research being carried out in the field of coastal ecology at some of America’s top universities. For the 2010/2011 program, which is funded by FLAD and organized by IMAR (Portugal’s Ocean Institute), five applicants were selected under this program to develop ideas and projects in the field of land-sea interface ecology.

Para o programa 2010/2011 foram seleccionados os cinco candidatos beneficiários deste programa de bolsas, visando desenvolver temas e projectos na área da Ecologia das Interfaces Terra-Mar.

For the eleventh consecutive year, the Foundation lent its support for the Summer Institute on Global Environmental Issues, first held in 1999 and once again in July of 2010, in the FLAD auditorium. Amongst the topics broached in this last edition were US and EU environmental policies, strategies for sustainable development, renewables and the energy agenda, biodiversity, public health policies, and media responsibility concerning environmental issues.

Na sua 11ª edição, o Summer Institute on Global Environmental Issues, que a FLAD organiza desde 1999, realizou-se novamente no auditório da FLAD em Julho de 2010. FLAD provided a grant to the Lisbon Oceanarium for the conference series Human Habit, in which speakers from the US participated. Ten lectures in a series entitled “Countdown 2010: 10 Views on Global Biodiversity” received Foundation backing. The initiative was promoted by the Environmental Biology Center of the Lisbon Faculty of Science and FLAD funding was provided to cover the travel expenses of American researchers speaking at the event.

To foster stronger ties among universities, a number of activities were undertaken involving the Law faculty of Eduardo Mondlane University (EMU) in Mozambique, with support being provided in 2010 for the 3rd Master’s Degree Program in Legal Sciences.

Funding was also given to the Faculties of Law and Engineering at the Catholic University of Mozambique for the hiring of professors, as well as to the Institute for Policy Studies of Portugal’s Catholic University for a Master’s Program in Political Science/ Governance and International Relations, an initiative of the Institute for Policy Studies of Portugal’s Catholic University, in partnership with the Catholic University of Mozambique, Cape Verde University, and the Catholic University of Angola-Benguela Regional Center.

Under the scholarship program for university study in Portugal, provided for in the protocol signed by FLAD and the Foundation for Community Development, three students were able to complete their undergraduate degrees and return to Mozambique, while the remaining grant recipients continued their degree programs.

In 2010, the Luso-American Foundation once again attributed a number of grants to cover the expenses for trainees in public administration from Portuguese-speaking African countries to study at the International Labor Organization Training Center in Italy. Grants were also awarded for trainees from Portuguese-speaking African countries to attend a specialized diploma course in development cooperation, held annually by the National Administration Institute.

The 2010 Meeting of Foundations from Portuguese-Speaking Countries, the 7th to date, was held in São Paulo and Rio de Janeiro, Brazil, from September 12 to 15. The main topic under discussion was “Transforming through diversity, or the role of foundations in social development.” The agenda included sessions on: prospects for social investment; areas in which CPLP foundations can be active; the financial sustainability of civil society organizations; relations among foundations; and government and communities. Taking part in the initiative were 120 representatives from 50 foundations in Angola, Brazil, Cape Verde, Guinea-Bissau, Mozambique, Portugal, São Tomé e Príncipe, and East Timor, plus representatives from the Group of Institutes, Foundations, and Corporations of Brazil, a number of local NGOs, and members of the Executive Secretariat of the Community of Portuguese-Speaking Countries (Portuguese acronym CPLP). Representing the Luso-American Foundation at the gathering were FLAD President Maria de Lurdes Rodrigues, Foundation Administrator Charles Buchanan, and Fátima Fonseca, Director for cooperation with Portuguese-speaking countries.

Foram também concedidas bolsas a formandos dos PALOP para a frequência do curso “Diploma de Especialização em Cooperação para o Desenvolvimento” – edição de 2010, iniciativa promovida anualmente pelo Instituto Nacional de Administração. A edição de 2010 do 7º Encontro de Fundações teve lugar no Brasil, em S. Paulo e Rio de Janeiro, entre os dias 12 e 15 de Setembro, tendo sido subordinado ao tema “Diversidade para a Transformação – o Papel das Fundações no Desenvolvimento Social”. Da agenda de trabalhos constou a análise e reflexão sobre: Perspectivas sobre o investimento social; Contexto para a actuação das fundações da CPLP; Sustentabilidade financeira das organizações da sociedade civil; e Relações entre as fundações, governo e comunidades. Participaram nesta iniciativa cerca de 120 representantes de 50 Fundações de Angola, Brasil, Cabo Verde, Guiné-Bissau, Moçambique, Portugal, São Tomé e Príncipe e Timor-Leste. Esteve ainda representado o GIFE - Grupo de Institutos, Fundações e Empresas do Brasil, várias ONG locais e o Secretariado Executivo da CPLP. A Fundação Luso-Americana esteve presente neste Encontro com a participação de Maria de Lurdes Rodrigues (Presidente), Charles Buchanan (Administrador) e Fátima Fonseca (Directora da área da Cooperação com Países de Língua Portuguesa).

The next meeting of CPLP foundations is slated to take place in Cascais, Portugal, on May 25, 2011 and will be hosted by the Portuguese Foundation Center in tandem with the annual general assembly and conference of the European Foundation Centre, thus giving CPLP foundation representatives a chance to interact with members of European foundations.

O próximo Encontro de Fundações da CPLP terá lugar em Portugal, em Cascais, no dia 25 de Maio de 2011, a convite do Centro Português de Fundações, e decorrerá associado à programação da Assembleia Geral Anual e Conferência do EFC – European Foundation Centre, proporcionando, deste modo, um contacto das fundações da CPLP com as fundações Europeias.

On April 21 and 22, 2010 the Lisbon Convention Center was the stage for a gathering called Development Days (DD). Over a hundred organizations and civil society institutions discussed topics related to citizenship and development. Among the issues broached were communication and development; knowledge, skill-building, technology transfer and development; and democracy, the rule of law, security and development. FLAD ran a booth at the event to showcase its activities in development cooperation. It also took part in a number of other activities on the DD agenda.

Nos dias 21 e 22 de Abril o Centro de Congressos de Lisboa foi palco da terceira edição de Os Dias do Desenvolvimento – ODD 2010. Sob o tema “Cidadania e Desenvolvimento” reuniram-se mais de cem organizações institucionais e da sociedade civil que ao longo de dois dias debateram as seguintes temáticas: Comunicação e Desenvolvimento; Conhecimento, Capacitação; Transferência de Tecnologia e Desenvolvimento; Democracia, Estado de Direito, Segurança e Desenvolvimento.

Further support was provided for institutions active in Lusophone Africa and for proposals submitted by entities from Portuguese-speaking African countries. Most of the applications to have received funding were for initiatives in the fields of education, culture, health, and the environment.

The Foundation collaborates with Portuguese and American universities and think tanks in a number of studies and discussion groups on relations between the United States and Europe; issues involving the enlargement of the European Union; and especially on the wider issues concerning Portuguese foreign policy. The Foundation is an active member of the principal international foundation networks. It belongs to the Legal and Audit Committees of the European Foundation Centre (EFC), headquartered in Brussels, and took part in the annual general assembly of the EFC held in Brussels in 2010. FLAD is a member of the Council on Foundations, an institution that includes American foundations or foundations operating in the United States. It continues to be a member of the Bellagio Forum for Sustainable Development, a group of foundations from the US and the EU that grant funding for environmental issues and cooperate on initiatives to further sustainable governance. Though many of FLAD’s programs involve partnering with organizations from the United States, the Foundation

also works closely with institutions from the European Union, Brazil, Portuguese-speaking Africa, and the Mediterranean Region. With the aim of promoting transatlantic relations, in 2010 FLAD again joined the German Marshall Fund and the Compagnia di San Paolo on the project called “Transatlantic Trends Survey.” The survey annually polls the public on issues of international policy and transatlantic relations and is carried out simultaneously in the United States and 12 European countries. Survey results for 2010 showed that US President Barack Obama is extremely popular in Europe, though there is less European support for the way he has handled certain foreign policy issues. Most Portuguese and their fellow Europeans think that the current economic crisis calls for greater commitment to building a stronger Europe, though they viewed the Euro as harmful to the economy.

Apesar de muitos dos seus programas contarem com a participação dos Estados Unidos, a FLAD também trabalha com outros parceiros institucionais da UE, Brasil, África Lusófona e Região Mediterrânica. No domínio das relações transatlânticas, associou-se uma vez mais ao The German Marshall Fund e à Compagnia di San Paolo no projecto “Transatlantic Trends Survey”. Trata-se de um inquérito anual à opinião pública, sobre assuntos de política internacional e sobre a relação transatlântica, que decorre simultaneamente nos Estados Unidos e em 12 países europeus.

The annual survey, backed by the Luso-American Foundation since 2003, has allowed experts to form a better idea of how the Portuguese view political issues of an international scope. The cooperation protocol FLAD established in 2003 with the Portuguese Institute for International Relations (Portuguese acronym IPRI – an organization belonging to the New University of Lisbon) was once again extended. Under the terms of this partnership, FLAD has hosted a number of IPRI meetings and conferences in the Foundation auditorium.

Os resultados do inquérito de 2010 revelaram a extraordinária popularidade na Europa do Presidente dos EUA, Barack Obama, apesar de ser menor o apoio europeu à forma específica como o presidente tem lidado com determinados problemas de política externa. Em Portugal, como noutros países europeus, a maioria da população considera que a crise económica justifica um maior empenho na construção de uma Europa mais forte, mas vê o Euro como negativo para a economia.

A grant was awarded for the publication of O Magrebe e o Islamismo e Riscos Energéticos de Portugal (The Maghreb, Islamism, and Energy Risks for Portugal) by Catarina Mendes Leal, a researcher from the New University of Lisbon. As a partner of the Migration Policy Institute (MPI) in Washington, D.C., FLAD continues to be involved in the International Metropolis Project, an organization that comprises research centers on migration issues throughout the world. As a member of the International Metropolis Project, the Foundation took part in the organization’s annual international conference, this year held in the Hague.

Este projecto anual, apoiado pela Fundação Luso-Americana desde 2003, tem permitido também que se vá conhecendo melhor as atitudes dos portugueses sobre temas de política internacional. Foi renovado o protocolo de cooperação estabelecido com o IPRI – Instituto Português de Relações Internacionais da Universidade Nova de Lisboa, em vigor desde 2003. No âmbito da parceria existente, a FLAD tem acolhido no seu auditório encontros e conferências organizados pelo IPRI.

FLAD has a strategic partnership with the MPI aimed at studying migration in Portugal. As part of these cooperative efforts, FLAD held a conference in 2010 entitled “Updating on EU and US Migration” with Demetrios Papademetriou, President of the MPI, and António Vitorino, Coordinator of the Gulbenkian Migration Forum. At the event, speakers presented an overview of immigration issues and offered a comparative analysis of immigration policy in the US and EU. Additional speakers from Portugal and the United States also addressed the role education plays in immigrant assimilation.

As part of a cooperation agreement signed by FLAD and the National Committee to Commemorate the Centenary of the Portuguese Republic, a colloquium was held at UCBerkeley entitled “The Portuguese Republic: Its Traditions, Successes and Its Future.” The colloquium featured speakers from both the United States and Portugal.

Na área das migrações, a Fundação mantém com o Migration Policy Institute (MPI), o programa de partenariado estratégico de cooperação, cuja finalidade é o estudo da imigração em Portugal. No âmbito desta parceria, a FLAD organizou uma conferência em 2010 intitulada “Updating on E.U. and U.S. Migration”, com a presença de Demetrios Papademetriou, presidente do MPI e de António Vitorino, coordenador do Fórum Gulbenkian Migrações. Nesta conferência foi apresentado o panorama em matéria de imigração e a análise comparativa das políticas de imigração na UE e nos EUA. Além destes temas, foram ainda abordadas as questões da educação na integração dos imigrantes com a participação de outros especialistas nacionais e norte-americanos.

The centennial of the Portuguese Republic was also the major inspiration behind another colloquium organized by the Foundation, held in May in the FLAD auditorium. Dubbed “Parallel Republics: Portugal and the United States of America,” the meeting featured specialists from Portugal and the United States, and led to the publication of a book coordinated by Mário Mesquita, Paulo Zagalo e Melo and Paula Vicente, which bore the title of the colloquium and was published in both English and Portuguese. Support was provided for the activities of the Institute for Legal Cooperation of Lisbon’s Law Faculty, including a grant for the publication of the second volume of Direito Comparado. Perspectivas Luso-Americanas (Comparative Law: Portuguese-American Perspectives) and for the 9th Luso-American Conference on Portuguese and American Law, which dealt with the financial crisis, its causes and possible solutions.

2010 marked the third consecutive year of the FLAD-sponsored José Rodrigues Miguéis Program for journalists. Under the auspices of the program, ten mid-career Portuguese journalists had the opportunity to spend three weeks in Washington D. C. to attend a course run by the Committee of Concerned Journalists in which participants are exposed to new methods in the profession, how to deal with different types of media, and ways of meeting present and future challenges. In addition to their classwork, the journalists are given a chance to visit US media outlets, attend outside lectures, and visit a number of American institutions, where they are given an inside view of US life, economy, and institutions. The journalists, who were previously selected by a panel that analyzed all applications, gave the initiative the highest score in their post-program feedback.

Proporcionou-se a ida de dois conferencistas portugueses ao XVIIII Congresso de Direito Comparado, que teve lugar em Washington, D.C. de 25 de Julho a 1 de Agosto. No âmbito das actividades do Instituto de Cooperação Jurídica da Faculdade de Direito de Lisboa, apoiou-se a publicação do segundo volume da obra “Direito Comparado. Perspectivas Luso-Americanas – Comparative Law. Portuguese-American Perspectives” e a organização da “IX Conferência Luso-Americana sobre Direito Português e Americano – A Crise Financeira: causas e soluções”.

In partnership with the Regional Government of the Azores, the Luso-American Foundation held the 2nd Franklin D. Roosevelt Azorean Forum, which took place in Angra do Heroísmo and Praia da Vitória on Terceira Island in the Azores. The initiative, which is held every two years – the first having taken place in São Miguel in 2008, aims to foster discussion and reflection on strategies to deal with the most pressing issues on the international agenda, with a special emphasis on transatlantic relations, relations between Portugal and the United States, and Portugal’s foreign policy. Both editions of the Forum were attended by dozens of experts in international relations and political science, as well as former politicians and current office-holders from Portugal and the USA. The title of the Forum was designed to pay tribute to the role former President Roosevelt played in bolstering transatlantic relations and to his acute sensitivity to geostrategic issues, which of course included his recognition of the importance of the Azores’ geographic location. The first Forum was held precisely on the 90th anniversary of Roosevelt’s stopover in the Azores, when he was Assistant Secretary of the Navy, en route to Europe to visit American troops during World War I. As a form of honoring FDR’s legacy, the organizers invited one of his grandchildren, Curtis Roosevelt, to attend. Considered the family historian by the Roosevelt Library, Curtis gave a fascinating account of what it was like to grow up in the White House and shared his interesting views on the evolution of international politics since the 1940s. In addition to organizing the 2nd Forum, in 2010 the Foundation also published the proceedings from the 1st Forum in collaboration with Tinta-da-China publishers. Entitled Landmarks in Transatlantic Strategy: From Roosevelt to Obama, the book was coordinated by Mário Mesquita, Sara Pina and Susana Neves. Toward the end of 2010, the finishing touches were being put on the English version of the book, which will be launched in 2011.

Pelo terceiro ano consecutivo, ao longo de cerca de três semanas durante o mês de Julho, decorreu o Programa José Rodrigues Miguéis, em Washington, D.C., destinado a dez jornalistas portugueses mid-career, seleccionados através de concurso. O Programa, organizado pela Fundação, consiste num curso no Committee of Concerned Journalists em que se discutem novos métodos de exercício da profissão, maneiras de lidar com o multimédia e os desafios do presente e do futuro do jornalismo, e inclui visitas e reuniões em instituições norte-americanas de introdução ao sistema político, social e económico dos Estados Unidos. O Programa teve a avaliação máxima por parte dos participantes. A Fundação, em parceria com o Governo Regional dos Açores, organizou em 2010 o II Fórum Açoriano Franklin D. Roosevelt, em Angra do Heroísmo e Praia da Vitória, Terceira, Açores. Este programa bienal (a primeira edição decorreu em São Miguel, em 2008) tem como objectivo a promoção do debate e reflexão sobre temas prementes da agenda internacional, principalmente no que diz respeito às relações transatlânticas, à relação bilateral Portugal-EUA e à política externa portuguesa. Em ambas edições, as conferências contaram com a participação de dezenas de especialistas na área de relações internacionais e ciência política e de antigos e actuais políticos de Portugal e dos EUA. O nome do Fórum pretende homenagear o relevante papel do antigo presidente Roosevelt para as relações transatlânticas e a sua particular sensibilidade para questões geoestratégicas, o que incluía, naturalmente, um reconhecimento da importância da posição geográfica das ilhas açorianas. O primeiro fórum decorreu precisamente no 90º aniversário da passagem de Roosevelt, então Subsecretário de Estado da Marinha, a caminho da Europa, em plena Primeira Guerra Mundial. The initiatives to have received funding in 2010 covered a number of science-related activities ranging from simple trips and conferences, to research internships and international partnering projects for research to be carried out over several years. March 2011 will mark the end of the first three-year term of the agreement, at which time the Foundation and its various partners will assess the results with a view to stepping up the exchange of researchers and students, and eventually expanding the agreement to include other American universities.

Prosseguiu o financiamento ao Acordo de Mobilidade Antero de Quental, uma iniciativa da Fundação Luso-Americana, com o apoio da Fundação Calouste Gulbenkian. Esta linha de financiamento pode potencialmente cobrir dezenas de projectos em cada ano, destinando-se a acções específicas de mobilidade de investigadores e alunos entre a Universidade dos Açores e cinco universidades norte-americanas, a saber: a University of California – Berkeley, Brown University, University of Massachusetts-Dartmouth, University of Massachusetts-Amherst e Bristol Community College. In keeping with its long-standing efforts to disseminate the Portuguese language in the United States, the Foundation once again gave funding to an ambitious program it initiated in 2003 – namely, the Portuguese Language Initiative (PLI). The program aims to address one of the most important issues of Luso-American assimilation: Portuguese language education for second and third generation Portuguese in the United States. By stepping up Portuguese language teaching in American schools, school-age children acquire a greater pride in their heritage, as does the community as a whole. The PLI is the fruit of the experience FLAD shares with several Portuguese Studies departments at universities around the United States. Their common vision involves a broader view of language policy, which entails Portuguese language education at the pre-university level; “marketing” of the language; teacher training; cooperation with local foreign language associations; and political negotiation at the state and federal level. Close cooperation with Brazilian associations and academics has been a core component of FLAD’s strategy.

Reforçando o seu papel de divulgação da língua portuguesa nos EUA, a Fundação mantém o seu ambicioso projecto Iniciativa da Língua Portuguesa. Este programa, criado pela Fundação Luso-Americana em 2003, visa contribuir para um dos mais importantes elementos de integração da comunidade luso-americana: a promoção da aprendizagem do português entre as segundas e terceiras gerações de portugueses nos EUA. O reforço do ensino do português no sistema educacional norte-americano contribui de forma directa para milhares de luso-americanos em idade escolar e é factor de prestígio para a comunidade como um todo. O programa partiu da considerável experiência da FLAD junto de departamentos de estudos portugueses em universidades norte-americanas, privilegiando uma visão mais abrangente de “política de língua” de forma a incorporar aspectos como a oferta de aulas de português em níveis pré-universitários, o marketing da língua portuguesa, a formação de professores, a articulação com associações locais que promovem línguas estrangeiras, assim como a negociação política, tanto ao nível estadual como federal. Um aspecto importante da estratégia tem sido a estreita articulação com associações e académicos brasileiros.

Continued support was given to the Center for Portuguese Studies and Culture at UMass-Dartmouth for its 17th Portuguese Summer Course. The Boston Portuguese Festival aims to promote Portugal, the Portuguese-American community, and Portuguese culture in this major US city. Sponsored by the General Consulate of Portugal in Boston, in 2010 the Festival also received FLAD backing. In 2010, the Foundation joined other organizations in sponsoring the publication of Minutes from the 4th International Congress of the Holy Spirit. The Minutes, collated from events surrounding the Holy Spirit Festival in San José, California, act as a valuable contribution to raising awareness of this significant cultural and religious event which is so meaningful to the people of the Azores and members of the Portuguese community in the United States. Funding was once again provided for the Portuguese-American Citizenship Project, set up by FLAD in 1999. The program promotes activities encouraging Portuguese in the US to vote, to participate in the political process, and to become naturalized citizens of the US. Throughout the years, and thanks to the groundbreaking methods used, the project’s

As part of its contribution to the Marshall Memorial Fellowship of the German Marshall Fund, FLAD was once again responsible for coordinating the selection of young Portuguese leaders, as well as the Lisbon visit of young American leaders participating in the exchange program. The Marshall Memorial Fellowship Program targets prospective leaders from both sides of the Atlantic and promotes greater understanding between the populations of Europe and the United States. The Luso-American Foundation has been a partner of the program since 2000.

Ao longo dos anos, e graças a uma metodologia inovadora, o projecto tem conseguido avaliar de forma bastante precisa esse grau de participação eleitoral e tem desenvolvido campanhas específicas de reforço dessa mesma participação. Desde 2010, para além de contribuições da própria comunidade e de muito trabalho voluntário, o projecto é financiado em partes iguais pela Fundação Luso-Americana e pelo Governo Regional dos Açores.

The Foundation has worked closely with the American Chamber of Commerce in Portugal and lent support for its activities, which aim to promote Portuguese economic activities worldwide, campaign for Portugal as an investment and tourist destination in the United States, and increase Portuguese exports to the US market. In addition to granting the use of its auditorium for a number of Chamber of Commerce seminars, FLAD provides backing for the publication of Meeting Point – Business Exchange, a magazine detailing the Chamber of Commerce’s activities.

No âmbito do programa Marshall Memorial Fellowship do German Marshall Fund, a Fundação coordenou a selecção de jovens líderes portugueses, bem como a visita a Lisboa de jovens líderes americanos que participam neste programa de intercâmbio dirigido a futuros líderes dos dois lados do Atlântico com o intuito de promover um maior conhecimento mútuo de ambas as regiões. A Fundação é parceira deste programa desde 2000.

This year the Portuguese-American Leadership Council of the United States (PALCUS) held its annual gala at UMass-Dartmouth, home to one of the most important Portuguese Studies departments in the United States. The gala, which received financial backing from FLAD, is the year’s most important event for PALCUS, an organization promoting the interests of the Portuguese-American community. At this year’s ceremony, the Lifetime Achievement Award was given to Rui Machete, who in 2010 ceased functions as president of FLAD’s executive council.

A Fundação mantém uma cooperação estreita com a Câmara de Comércio Americana em Portugal, nomeadamente através do apoio às suas actividades que têm como objectivo principal a internacionalização da economia portuguesa, a divulgação de Portugal nos EUA como destino de investimento e de turismo, bem como o incremento das exportações nacionais para o mercado americano. Além de ceder o seu auditório para a realização de vários seminários, a Fundação patrocina a publicação da revista Meeting Point – Business Exchange, instrumento de divulgação das actividades desta Câmara. A Fundação apoiou financeiramente a realização da Gala da PALCUS – Portuguese American Leadership Council of the United States. Trata-se do principal evento anual desta organização dedicada à promoção de iniciativas de interesse da comunidade luso-americana. Durante a cerimónia foi concedido o Lifetime Achievement Award a Rui Machete, que deixou a presidência do Conselho Executivo da Fundação durante o ano de 2010. Esta gala decorreu na University of Massachusetts-Dartmouth, local onde se encontra um dos mais importantes departamentos de estudos portugueses nos EUA.

O valor do activo da Fundação em 31 de Dezembro de 2010 foi de 144.659 milhares de Euros. Nesta verba não está incluída a reavaliação do edifício-sede, estimada em 2009, por consultores credenciados, em 13.500 milhares de Euros. O rendimento líquido das aplicações financeiras da Fundação em Portugal e no estrangeiro em 2010 foi de 9.206 milhares de Euros, sendo a variação do património líquido do exercício no valor positivo de 2.265 milhares de Euros.

The net value of the Foundation’s assets on December 31, 2010 was EUR 144,659,000. This amount does not include the revaluation of the Foundation’s headquarters, estimated by qualified consultants in 2009 to be EUR 13,500,000. The gross income on the Foundation’s financial investments in Portugal and abroad in 2010 was EUR 9,206,000. The variation in its net assets was EUR 2.265,000.

A política prudente, em matéria de pessoal, só foi possível graças à dedicação dos directores e demais colaboradores da Fundação, a quem se agradece. A proposta do Relatório e Contas de 2010 apresentada pelo Conselho Executivo da Fundação e o parecer dos auditores foram aprovados por unanimidade em reunião do Conselho Directivo no dia 2 de Maio de 2011.

The Foundation currently employs 28 people1. It is still our policy to use the services of outside consultants for specific tasks, if and when necessary, in order to meet the needs of the Foundation’s growing activities without taking on any more permanent, costly commitments. The Foundation’s prudent policy of restricting the number of personnel was only possible thanks to the dedication of its directors and other staff, to whom we would like to express our thanks. The Annual Report and Accounts proposal for 2010, presented by the Foundation’s Executive Council, and the Auditor’s Report were unanimously approved in a meeting of the Directive Council that took place on May 2, 2011.

Our audit was performed in accordance with the auditing standards (“Normas Técnicas e as Directrizes de Revisão/Auditoria”) issued by the Portuguese Institute of Statutory Auditors (“Ordem dos Revisores Oficiais de Contas”), which require the audit to be planned and performed with the objective of obtaining reasonable assurance about whether the financial statements are free of material misstatement. An audit includes verifying, on a test basis, evidence supporting the amounts and disclosures in the financial statements and assessing the significant estimates, based on judgements and criteria defined by the Executive Council used in their preparation. 1. introduction

1. nota introdutória

Fundação Luso-Americana para o Desenvolvimento (hereinafter referred to as the “Foundation”) is a Portuguese not-for-profit organisation of unlimited duration that was constituted on May 20, 1985 by Decree Law 168/85. The objective of the Foundation is to contribute to Portugal’s economic and social development by promoting cooperation between Portugal and the United States of America in scientific, technical, cultural, educational, commercial and entrepreneurial fields. The initial by-laws, which were approved by the Decree Law referred above, were partially changed by Decree-Law 45/88 dated February 11, 1998 and by Decree-Law 90/94 dated April 7, 1994.

A Fundação Luso-Americana para o Desenvolvimento (adiante designada por “Fundação”) é uma Fundação Portuguesa de duração indeterminada com fins não lucrativos, criada pelo Decreto-Lei nº 168/85, em 20 de Maio, com o objectivo de contribuir para o desenvolvimento económico e social de Portugal através da promoção da cooperação com os Estados Unidos da América nos domínios científico, técnico, cultural, educativo, comercial e empresarial. Os seus estatutos iniciais, aprovados pelo Decreto-Lei acima referido, foram parcialmente alterados pelo Decreto-Lei nº 45/88, de 11 de Fevereiro e pelo Decreto-Lei nº 90/94, de 7 de Abril.

The Foundation was established by the Portuguese Government with an initial endowment of US Dollars 38,000 thousand, resulting from the cooperation with the Government of the United States of America. The Foundation’s assets were increased by contributions from the Portuguese Government up to 1991 (see Note 10) and by the annual net difference between income and costs. The support provided by the Foundation to third parties may be in the form of loans, grants or investments in share capital.

The balance sheet as of December 31, 2009 the statements of profit and loss by nature, the statements of changes in capital fund and of cash flows for the year then ended, as well as the corresponding notes, presented for comparative purposes, were adjusted in conformity with the NCRF. The adjustments made taking effect on January 1 2009, transition date, were carried out in accordance with the accounting principles of NCRF 3 – First-time Adoption of Accounting Standards and Financial Reporting, which effect was recorded in retained earnings. Thus, the main differences in accounting policies following the adoption of the NCRF are:

A Fundação foi instituída pelo Governo Português com um fundo inicial próprio de 38.000 milhares de US Dólares, resultante da cooperação com a Administração dos Estados Unidos da América. O seu património foi acrescido com contribuições do Governo Português realizadas até ao final de 1991 (Nota 10) e com o saldo resultante da diferença entre os proveitos e os custos registados em cada exercício financeiro, coincidente com o ano de calendário.

(a) In accordance with NCRF 3 – First-time Adoption of Accounting Standards and Financial Reporting, as of transition date, the Foundation may revalue its tangible assets and designate the revalued amount as the new accounting base value for acquisition cost. In this terms, the Foundation proceeded the reevaluation of the works of art and assumed the revalued amount as the new book value. The fair value of the works of art was determined according to last available valuation from insurance company.

(b) In accordance with NCRF 27, entities might choose to adopt, regarding the accounting of financial instruments, for the International Accounting Standards, namely IAS 32, IAS 39 and IFRS 7 respectively. In accordance with IAS 39 in non-consolidated financial statements, the investments in share capital are recognized at fair value, when a reliable source is available and at cost for the remaining situations. Attending the characteristics of share capital investments, only the investment in Lusenerg qualifies to be recognized at fair value, and the Foundation has elected its classification as being “Available for sale financial assets”. This classification determines that the changes in fair value are recognized directly in capital fund under the caption “Other reserves”.

2. basis of presentation The accompanying financial statements were prepared in accordance with the accounting principles in force in Portugal, applicable for the periods beginning at January 1 2010, based on Decree-Law nr 158/2009 dated July 13, and in accordance with the conceptual framework, accounting standards and financial reporting (“NCRF”) and interpretative standards (“NI”) assigned, respectively, in the notices 15652/2009, 15655/2009 and 15653/2009, dated August 27, which together make up the “Sistema de Normalização Contabilística (“SNC”). From now on, those standards and interpretations will be designated herein as “NCRF”. Until December 31, 2009, the Foundation prepared, approved and published its financial

2. referencial contabilístico de preparação das demonstrações financeiras As demonstrações financeiras anexas foram preparadas no quadro das disposições em vigor em Portugal, efectivas para os exercícios iniciados em 1 de Janeiro de 2010, vertidos no Decreto-Lei nº 158/2009, de 13 de Julho, e de acordo com a estrutura conceptual, normas contabilísticas e de relato financeiro (“NCRF”) e normas interpretativas (“NI”) consignadas, respectivamente, nos avisos 15652/2009, 15655/2009 e 15653/2009, de 27 de Agosto de 2009, as quais no seu conjunto constituem o Sistema de Normalização Contabilística (“SNC”). De ora em diante, o conjunto daquelas normas e interpretações serão designadas genericamente por “NCRF”.

Até 31 de Dezembro de 2009, a Fundação elaborou, aprovou e publicou as demonstrações financeiras de acordo com os princípios de contabilidade geralmente aceites em Portugal até àquela data, vertidos no Plano Oficial de Contabilidade, Directrizes Contabilísticas e demais legislação complementar, os quais foram revogados pelos diplomas acima indicados. O balanço, em 31 de Dezembro de 2009, e as demonstrações dos resultados, dos fluxos de caixa e das alterações no capital próprio, bem como as respectivas notas anexas do exercício findo em 31 de Dezembro de 2009, apresentadas para efeitos comparativos, foram ajustados em conformidade com as NCRF. Os ajustamentos efectuados com efeito a 1 de Janeiro de 2009, data de transição, foram efectuados de acordo com as disposições da NCRF 3 – Adopção pela Primeira Vez das Normas Contabilísticas e de Relato Financeiro, cujo efeito foi registado em resultados transitados. Assim, as principais diferenças de políticas contabilísticas decorrentes da adopção das NCRF são as seguintes: (a) Nos termos da NCRF 3 – Adopção pela Primeira Vez das Normas Contabilísticas e de Relato Financeiro, na data de transição assiste à Fundação a possibilidade de reavaliar os seus activos tangíveis, passando a designar o valor reavaliado como nova base de custo. Neste contexto, a Fundação procedeu à reavaliação das obras de arte e assumiu este valor como a nova base de custo em SNC. O valor de mercado das obras de arte foi determinado com base na última valorização disponível das apólices de seguro. (b) De acordo com a NCRF 27, as entidades podem optar, no que respeita à contabilização de instrumentos financeiros, pela adopção das Normas Internacionais de Contabilidade aplicáveis, respectivamente, as IAS 32, IAS 39 e IFRS 7. De acordo com a IAS 39 nas demonstrações financeiras individuais os investimentos em partes de capital devem ser reconhecidos ao valor de mercado, nas situações em que exista um referencial considerado válido, de acordo com o normativo, ou ao custo nas restantes situações. Atendendo às características dos investimentos detidos em partes de capital, apenas o investimento na Lusenerg se qualifica

(c) In accordance with IAS 39, the portfolios managed and not managed by financial institutions were classified as “Financial assets at fair value through profit or loss”. Thus, in the transition date, reclassifications of those assets to this caption and the adjustment arising from the recognition of the investment in the “Fundo Nova Energia” at fair value were made. (d) In accordance with IAS 39 non-current account receivables and payables must be recognized at present value (discounted). (e) In accordance with the previous policy, multiannual subsidies were recognized only when are made available to beneficiaries. In accordance with IAS 39, entities should recognize the liability and the corresponding cost when the decision to make the subsidy contribution is taken. In this context, for the multi-annual subsidies, assuming that a commitment of the Foundation exists, the liability and the cost are recognized immediately. Liabilities are recognized at amortized cost, being the financial impact recognized as financial cost. (f) Reclassification of the amounts recorded as extraordinary income in 2009 to the respective operational captions, according to its nature.

(e) Os subsídios plurianuais eram reconhecidos pela Fundação apenas quando da correspondente colocação à disposição dos beneficiários. De acordo com a IAS 39 a entidade deve reconhecer o passivo e o respectivo custo, quando assume a obrigação. Neste contexto, para os subsídios plurianuais, desde que exista um compromisso por parte da FLAD, o passivo e o custo passaram a ser reconhecidos de imediato. Em termos de mensuração, o passivo é reconhecido pelo seu valor descontado, sendo a actualização financeira do mesmo reconhecida como custo financeiro.

3.2 Activos fixos tangíveis Os activos fixos tangíveis são inicialmente registados ao custo de aquisição, o qual inclui o custo de compra, quaisquer custos directamente atribuíveis às actividades necessárias para colocar os activos na localização e condições necessárias a operar de forma pretendida os activos fixos tangíveis correspondentes. Posteriormente, os activos fixos tangíveis são registados ao custo de aquisição, deduzido de depreciações acumuladas e eventuais perdas por imparidade acumuladas. As depreciações são calculadas sobre o custo de aquisição, a partir do momento que os activos se encontram disponíveis para utilização, de acordo com o método de quotas constantes em conformidade com o período de vida útil estimado para cada classe de bens. and is recognized in the same accounting period which the asset transaction occur. 3.3 Impairment of tangibles fixed assets Impairment tests are made at each balance sheet date and whenever an event or change in circumstances is noted that indicates that the book value of an asset is not recoverable. If such indicators exist, the recoverable amount of the asset is estimated in order to determine the impairment loss extent (if is the case). The amount recoverable is the net selling price of the asset. The net selling price is the amount that would be obtained from selling the asset in a transaction between independent knowledgeable parties, less costs directly attributable to the sale. Whenever the book value of an asset exceeds its recoverable value, an impairment loss is recognised in the statement of profit and loss in the caption “Impairment losses” as an operating expense. Impairment losses recognised in prior periods are reversed when it is concluded that such losses no longer exist or have decreased. This review is made whenever there are indications that the impairment recognised earlier no longer exists. The reversal of impairment losses is recognised in the statement of profit and loss under the caption “Impairment reversals”. However impairment losses are only reversed up to the amount that would have been recognized (net of amortisation and depreciation) if the impairment loss had not been recognised in previous periods. 3.4 Financial assets and liabilities Financial assets and liabilities are recognized in the balance sheet when the Foundation becomes a party to the contractual arrangements of the corresponding instruments. According to NCRF 27, entities have the option to adopt the International Accounting Standards applied to the financial instruments, namely IAS 32, IAS 39 and IFRS 7. The Foundation has used this option to measure its financial instruments. Financial assets and liabilities held by the Foundation are classified in the following categories:

Activos financeiros disponíveis para venda A Fundação designa nesta categoria, no seu reconhecimento inicial, activos não correntes relativos a investimentos em partes de capital quando geridos, avaliados e analisados internamente com carácter estratégico. Estes activos são mensurados ao justo valor, por referência ao seu valor de mercado à data de balanço, com as alterações reconhecidas no capital próprio, na rubrica “Outras reservas – reserva de justo valor”, até ao investimento ser vendido, recebido ou de qualquer forma alienado. No momento da venda desses activos, a quota-parte da reserva de justo valor relativa ao investimento vendido, é transferida para resultados e incluída no apuramento do ganho (ou perda) resultante da alienação. These financial assets are in impairment when exist an objective evidence that, as a result of one or more events

As of December 31, 2010 and 2009, the deposits held in Portugal amount to, respectively, 260 thousand Euros and 307 thousand Euros. These amounts are deposited in several Portuguese financial institutions, and are essentially made up of current accounts deposits by, respectively, 196 thousand Euros and 181 thousand Euros in Caixa Geral de Depósitos and 33 thousand Euros and 81 thousands Euros in US Dollars in Millennium BCP. As of December 31, 2010 and 2009 the caption of cash amounted to 1,2 thousand Euros and 0,3 thousand Euros, respectively. During the period ending as December 31, 2010 and 2009 were paid subsidies of 3,684 thousands Euros, respectively, that explain the majority of operating cash flows registered in this caption.

In 2009, the caption “Other variations” refers to the derecognition of the investment in shares of Concentra by 424 thousand Euros, that the Foundation had and the corresponding derecognition of an impairment loss, due to the liquidation of the company. In 2008 were acquired 50,000 shares of the CiencInvest, Valorização Económica da Ciência, S.A. with a share price of 5 Euros. Only 30% of the total share capital is subscribed and recognized. During the year ended December 31, 2010 and 2009 no additional subscriptions were made, so, consequently, in the future, the Foundation may be requested to subscribe the remaining 175 thousand Euros.

Durante o exercício findo em 31 de Dezembro de 2010, foi alienada a totalidade da participação no capital da Sociedade Portuguesa de Inovação, S.A., pelo montante de 15 milhares de Euros, resultando numa mais-valia de 7 milhares de Euros. No exercício findo em 31 de Dezembro de 2009, as transferências nas participações de capital correspondem à reclassificação para investimentos financeiros de acções anteriormente registadas em activos financeiros ao justo valor, através de resultados. No exercício findo em 31 de Dezembro de 2009, as outras variações ocorridas nas participações de capital, correspondem ao desreconhecimento da participação que a Fundação detinha na sociedade Concentra no montante de 424 milhares de Euros, bem como do ajustamento do mesmo montante anteriormente reconhecido, em virtude da dissolução da sociedade. In 2010, the decrease in impairment losses in marketable securities managed by BPP – in liquidation relates to the return of an amount of 22 thousand Euros by the “Fundo de Garantia de Depósitos” include in the portfolio. The decrease in impairment losses of 286 thousand Euros, in marketable securities under custody of BPI, previously mentioned Eaton and Cadogan, is made up 7 thousand Euros regarding the capital amortization of a marketable security, and approximately, 279 thousand Euros referring to a reduction of 25% in the impairment loss estimated as of December 31, 2009, based on the payment of interest of marketable securities on the respective due dates, as well as the increase of the offer bids obtained in market rooms for the mentioned marketable securities. Finally, it has been recognized a credit of the Foundation amounting to 1,541 thousand Euros in the liquidation process of BPP. Being a contingent asset it was not recognized and considered in the balance sheet of the Foundation. In the years ended December 31, 2010 and 2009 the multi-annual subsidies granted, recorded at amortized cost, (Note 3.7), amounted to, approximately, 1,557 thousand Euros and 811 thousand Euros, respectively, and will be made available to beneficiaries, as follows (nominal value):

Supplies and services allocated to subsidies relate to fees paid to external consultants and to the incorporation of some general expenses to some projects of the Foundation. The increase in the subsidies conceded costs in 2010 compared to 2009 was related, essentiality, with the multi-annual subsidies approved in the year amounting to 1,446 thousand Euros, compared with 167 thousand Euros in 2009.

As of December 31, 2009 the caption was made up, essentially, of an amount related to the sale of half of the loans conceded to Lusenerg received from Partex Oil and Gas Corporation, of approximately 104 thousand Euros. In 2010 the Foundation concludes on its recognition, and recorded the gain under the caption “Other income and gains” (Note 19).

Em 31 de Dezembro de 2009, esta rubrica incluía um proveito diferido, no montante de 104 milhares de Euros gerado na alienação parcial da participação financeira e dos suprimentos na Lusenerg à Partex Oil and Gas Corporation quando da alienação, tendo a Fundação concluído em 2010 sobre o seu reconhecimento, registando um ganho na rubrica “Outros rendimentos e ganhos” (Nota 19).

The remunerations of the Executive Council in the years ended December 31, 2010 and 2009 were, respectively, 424 thousand Euros and 420 thousand Euros. To the Directive Council, are only distributed attendance vouchers, which in 2010 and 2009 amounted to, respectively, 28 thousand Euros and 27 thousand Euros (Note 16).

15. subsidies conceded During 2010 and 2009 the Foundation recognised subsidies of 3,968 thousand Euros and 1,529 thousand Euros, respectively, which include overhead costs to the amount of cost with subsidies, namely, personnel costs and supplies and services, which in 2010 amounted to, approximately 466 thousand Euros (in 2009 amounted to 547 thousand Euros) and 84 thousand Euros (in 2009 amounted to 93 thousand Euros), respectively.

O valor de fornecimentos e serviços externos imputados à rubrica de subsídios corresponde a honorários de consultores externos e à imputação de gastos gerais a alguns projectos da Fundação. O aumento dos custos com subsídios concedidos em 2010 face a 2009, esteve, nomeadamente, relacionado com os subsídios plurianuais aprovados no ano que foram de 1.446 milhares de Euros, montante que compara com 167 milhares de Euros em 2009.

The management of this risk, related to financial assets is supervised by banks, through guidelines of the Foundation by means of discretionary management agreements entered with each financial institution. Credit risk relates meanly with the risk of counterparts fail their contractual obligations, through which the Foundation has invested its financial assets. In order to mitigate this risk, the Foundation policy is to invest through diversified financial institutions.

Currency risk arises when an entity performs transactions in a currency different from its functional currency. The Foundation owns financial assets in foreign currency (US Dollars), being the currency Euro its functional currency. The currency risk management is performed under an investment policy that favours the enforcement of cash balances in financial assets in its functional currency.

As of December 31, 2010 and 2009, the interest and similar expenses, amounting 26 thousand Euros and 56 thousand Euros, respectively, results from the financial discount update of the liability with multi-annual subsidies granted, recorded at amortized cost.

22. activities risk and management The Foundation owns investments in financial instruments. As such, the Foundation is exposed to a variety of financial risks likely to change their asset value, comprehending mainly market risk, credit risk and currency risk. Market risk represents the eventual loss from an adverse change in the interest rates, stock prices and the market value of securities.

A gestão deste risco associado aos activos financeiros é realizada pelas diversas entidades bancárias através de directrizes da Fundação para a diversificação do tipo de investimentos e composição indicativa das carteiras por tipologia de activos, por meio de contratos de gestão discricionária celebrados com a Fundação. O risco de crédito está essencialmente relacionado com o risco das contrapartes financeiras, através das quais a Fundação tem os seus activos financeiros investidos, falharem as suas obrigações contratuais. Com o objectivo de mitigar este risco, a política da Fundação é a de investir através de instituições financeiras diversificadas. O risco cambial surge quando uma entidade realiza transacções numa moeda diferente da sua moeda funcional. A Fundação tem activos financeiros em moeda estrangeira (US Dólares), sendo o Euro a sua moeda funcional. A gestão deste risco é realizada com uma política de investimentos que privilegia a aplicação das disponibilidades monetárias em activos financeiros na moeda funcional da Fundação.

The Luso-American Development Foundation is a financially independent, Portuguese private legal entity established in 1985. Its main goal is to contribute to Portugal’s economic, social, and cultural development through financial and strategic support for innovative programs and by sparking cooperation between organizations in Portugal and the United States. Its initial assets were based on monetary transfers made by the Portuguese State, as a result of the Cooperation and Defense Agreement signed by Portugal and the United States in 1983. Subsequent to the initial endowment, and since 1992, the Foundation has been operating exclusively from the turnover of its assets. The Luso-American Foundation’s support is channeled in different ways. It awards scholarships and sponsors institutional projects, training programs, and exchanges. A substantial part of its activity involves programs that are initiated by the Foundation itself and are either managed exclusively by the Foundation, or in partnership with other institutions.
