While the cutbacks in the public debt, no matter what the pain, are the only game in town, once you see the travails of some EU countries, with the various about-turns on taxation policy its has made recently, you do get the feeling that many of the Government’s other fiscal adjustments haven’t been thought through well enough. It led me to wonder if the various, slightly shabby, changes to benefit-in-kind taxation will come under review. Abolishing the 0% BiK rate on electric vehicles could well kill that market stone dead, and surely the increases in company car tax over the next few years send the wrong message about choosing greener cars, even if the hits to peoples’ pockets aren’t large enough to make a major difference to their choices. But about-turns on these and other fleetrelated taxes seem highly unlikely, because the Government is pondering hiking up VED or introducing a showroom tax, claiming it needs more revenue from motoring. The whole thing is illogical: the Government will be effectively penalising success and good intentions by trying to dredge more money out of fleets for going green, while at the same time claiming they want British business to be the leading lowcarbon sector in the world. It’s about time those in power made their mind up, but as we’ve seen in recent, scattergun, weeks, that’s not really one of their strong points. MERCEDES-BENZ PUTS FOCUS ON FLEETS Mercedes-Benz is to revise its UK product offering and marketing, positioning itself as more affordable and accessible to fleets. The manufacturer is set to launch some significant models over the next 12 months, notably an all-new A-Class aimed at netting potential 1 Series buyers and with 99g/km CO2 emissions, and a 109g/km diesel-electric E-Class Hybrid. Its core fleet model, the C-Class, will have its range adjusted for cars built from June onwards. Saloon and estate models will be sold in a choice of Executive SE, AMG Sport and AMG Sport Plus trim levels, instead of the traditional
ROADS NEED MORE WORK, SAY FLEETS Not enough of their taxes are being reinvested in improving roads, company car drivers have claimed. According to the annual RAC Report on Motoring, 85% of company car drivers do not think taxes are sufficiently reinvested in local roads. The report also highlights that one third would support more toll roads to ease rising congestion. The report found that frustration at travel delays are a key concern for company car drivers who want solutions to the issues they face on the roads. More than 70% of respondents said that congestion is getting worse and three quarters want targeted improvements to local roads to relieve bottlenecks. The report also shows that business drivers aren’t afraid to put their foot down and see speeding as a lesser crime than their private motoring counterparts. Nearly nine in ten company car drivers admit to speeding on motorways, compared with less than two thirds of private motorists.
SE, Elegance and Sport variants on sale now, putting it closer to Audi and BMW badging. An AMG Sport trim will also be added to the Coupe range. Fleet boss Nick Andrews (left) said: ‘Our strategy is to become the number one fleet manufacturer both for sales and customer experience. We also believe AMG is our best-kept secret, building cars which not only offer high performance but high efficiency too. So AMG will feature in more of our marketing.’ Future product launches would also be more closely tailored to fleet requirements, with early cars sent out to leasing companies to enable them to quote sooner. ‘We realise that the fleet industry is six months ahead of the retail market, and choose their cars earlier,’ Andrews continued. ‘Because the leasing industry supplies the majority fleet managed services, we need to get the cars to the leasing companies five to six months before launch.’
SHIRE HORSE DELIVERY GETS FLEET PLANNING SOFTWARE Paragon Software Systems is to automate the delivery planning process for 137-year-old Wadworth Brewery’s fleet – which includes shire horses – aimed at improving resource efficiency. The system will be used to plan deliveries of beer to 700 pubs across southern and western England. Initially this will review its delivery strategy model to find more efficient routes and allocate optimal loads to vehicles, smoothing workloads across the team.
AVIS TO STRIP $35 MILLION OF COST OUT OF EURO ARM The Avis Budget Group remains confident of stripping $35 million of costs out of its European division by the beginning of October. Among the cost-saving plans being implemented are a streamlining of the Avis Europe senior management team, moving to a shared service centre, and consolidating its buying power to achieve lower priced fuel, glass repair,

tyres and vehicle maintenance. It is also putting in place a €350 million pan-European financing structure to consolidate its fleet buying power. The rental giant, which bought Avis Europe on October 3, 2011, saw its European arm contribute $327 million in revenue in the first quarter of 2012, making a loss of $7 million before taxes and costs.
Ford NEWS Addison Lee orders 3,000 Galaxys EUROPE’S largest minicab firm, Addison Lee, which fulfils up to 32,000 passenger journeys per day, will take delivery of 3,000 Ford Galaxys over the next two years. It is Addison Lee’s first two-year contract with a manufacturer, rather than a 12-month deal. Most of its 3,500-strong fleet of premium minicabs is Ford, with Ford now supplying around 50 vehicles per week. Addison Lee managing director, Liam Griffin (pictured below), said: “With more than 3,000 of our Ford Galaxy vehicles on the streets of London, the Addison Lee fleet is a familiar sight in the capital. The Ford Galaxy has become synonymous with Addison Lee and representative of our professional service, so we are delighted to partner with Ford for another two years.” A major draw to the Ford Galaxy for Addison Lee is its excellent fuel economy and low emissions. “Ford’s commitment to producing cleaner, more efficient engines, has also contributed towards Addison Lee reducing CO2 emissions across our entire fleet by 10 per cent last year. This has helped the company win awards for ‘best large private sector fleet’ and ‘innovation in fleet management’ at the 2011 Energy Saving Trust Fleet Heroes Awards,” he added. Ford of Britain fleet director Kevin Griffin, said: “We are delighted that Addison Lee has again recognised the Ford Galaxy’s class-leading attributes. Addison Lee’s prestige status as a provider of premium minicabs and chauffeur-driven cars is a great compliment to Ford’s dedication to vehicle quality and reliability. “Fleet customers like Addison Lee are taking a closer look at reducing vehicle emissions and I’m delighted that Ford is helping them achieve that.”
inbrief 1.0l EcoBoost engine claims Innovation Award Fleet World’s Innovation Award is the second prize in as many months for Ford’s new 1.0-litre turbopowered EcoBoost engine. The new power unit delivers high levels of performance and refinement combined with the fuel economy advantages of downsizing. It produces 125PS and 170Nm peak torque (200Nm with overboost) between 1,400 and 4,500rpm. These output figures are achieved in combination with fuel economy of 56.5mpg – a 20 per cent improvement over the outgoing 1.6-litre 125PS unit.

Ford vans support Mountjoy’s fleet MOUNTJOY, which provides building and maintenance support across southern England, has taken delivery of 119 Transit vans, three tippers and 13 Fiesta vans. The bulk of the order is 80 short-wheelbase Transit ECOnetic 280s with 2.2-litre TDCi 100PS engines with auto stop-start system and speed limiter. “We have always been conscious of our mixed fleet, some of which was really old,” said Mountjoy managing director Dave Redman. “A recent contract win gave us the opportunity to re-evaluate our needs, but also to up our game in terms of reducing our impact on the local environment. “We were not looking only for a good deal – we needed a fleet that suited the way our maintenance teams work, which had lower carbon emissions and was more fuel-efficient. Ford came back with an ideal solution for us.”

ACFO AGM HIGHLIGHTS New board members announced The Association of Car Fleet Operators (ACFO) has confirmed two new directors to its board, following a close-run contest. John Pryor, fleet and travel manager at Arcadia Group, has been re-elected, while Caroline Sandall, fleet manager at Barclays Plc, was voted into the second role. The organisation said ongoing work this year would include benchmarking members to create links between similar fleets, developing a new best practice guide and working with HMRC to resolve tax code problems caused by recent changes in P11D pricing.
Driver profiling makes South Wales Police fleet safer South Wales Police has reduced its accident rates by 10% in the last year, with much of the improvement attributed to a detailed psychometric training process for its drivers. The system is run by Sergeant Gareth Morgan, and has had the knock-on effect of providing drivers with detailed information about their own character traits. This can then used to help to adjust behaviour and protect the organisation against Corporate Manslaughter cases. Morgan explained: ‘90% of accidents are the result of human behaviour. Behaviour affects decision making, drivers know what to do, but don’t always do what they know. This is about finding out who they are, and not just preaching.’

AUDI OFFERS A SOFT OPTION Figures from the SMMT has shown that of all the hybrids, Audi is to give buyers of the new A3 model the choice of softer suspension settings after feedback that some of its models were too uncomfortable. The new A3, which opens for ordering later this month, will have a choice of up to three suspension set-ups (Standard, Sports and S line sports) which buyers can choose from at no extra cost. On the S line model, the biggest selling trim line in the fleet sector, this means drivers can have the sporty looks of the S line but without the lowered suspension and firmer ride. Buyers of Sport trim have the choice of two suspension systems, while SE models only come with Standard suspension. Rob Morris, A3 product manager at Audi UK, said: ‘We had feedback from drivers on the firm ride in S line trim. These people want the sporty looks but not the firm ride, so we’re offering a choice of suspension on the A3 for the first time.’ For the full story on the new A3, see page 18.
FMG data to improve road safety Accident management company FMG has developed a new black box driver behaviour logger, which can provide data to flag up those who need additional training and provide detailed post-accident data to help fleets understand the cause. Paul Bandell, general manager of Ingenium Dynamics at FMG said the product was underpinning a change from accident management to risk management. The black box, which looks like a satellite navigation unit, is designed to function like a computer game and scores drivers based on their driving style, aimed at creating competition between team members.
VAUXHALL TO CONTINUE AT ELLESMERE PORT General Motors has confirmed that production of the nextgeneration Astra will be built at the company’s manufacturing plant at Ellesmere Port in Cheshire, saving more than 2,000 jobs. Ellesmere Port will be the lead plant of only two in Europe building the new model, with the decision following the conclusion of a ground-breaking new labour agreement. As part of the agreement, the plant will implement a number of operating solutions to improve flexibility and reduce fixed costs and hence significantly improve its competitiveness. As a consequence, the Ellesmere Port plant will become one of the most competitive plants in the Vauxhall/Opel manufacturing network. Assembly of the new compact car is scheduled to start in 2015.

GAP WIDENS BETWEEN CLAIMED AND OFFICIAL MPG There is an increasing gap between type-approval CO2 and fuel consumption figures and the ”real-world” results, research has claimed. According to a new report by Dr. Peter Mock, senior researcher at The International Council on Clean Transportation, the disparity between laboratory and real-time MPG figures has risen by 13 percentage points over the past nine years, to the point where drivers can expect real worlds result to be 21% worse than the claimed performance. The industry has responded to criticism by claiming that laboratory testing is not meant to provide exact figures for drivers, but to provide benchmark figures. Paul Everitt, chief executive of the Society of Motor Manufacturers and Traders, said: ‘The data as it is presented is never intended to provide people with an indication of what each and every one of their real world driving miles per gallon is going to be. What it seeks to provide – and why the European commission and national governments requires us to publish it – is some kind of comparative guide.’

20 MORE YEARS OF OIL-BASED FLEETS Road transport is likely to remain dependent on oil-based fuels for the next 20 years, with electromobility and hydrogen unlikely to become mainstream until before 2025. Speaking at a recent All Party Parliamentary Discussion on Peak Oil and Gas, Shell’s general manager for alternative energy and fuel development, Arthur Reijnhart, said a more diverse selection of fuels would be vital for counteracting the growth in energy demands by 2050, caused by emerging economies and population growth. Some 96% of all transport is driven by oil-based fuels. ‘It’s not easy to switch,’ he said. ‘Fuels need to compete on the availability, affordability and environmental impact, and Shell is not willing to be sacrificing any of these. It’s too early to say if there’s a fuel that does it all, until then there’ll be a combination.’ The group is already investing in biofuels, particularly sugar cane ethanol in Brazil, while ”second generation” biofuels from woodchips and biowaste are predicted to represent ”percentages of its oil business” in the future. It also said it doesn’t expect hydrogen power to be finanicailly viable before 2025. Reijnhart added: ‘The future isn’t fuelling everything from small cars to planes with oil-based fuels. We see liquid hydrocarbons as the majority of the mix, for the next two decades. The more power required the more you’re tied to liquids, including biofuels. The light duty sector will make the biggest changes.’

HM Revenue and Customs has published revised Advisory Fuel Rates for company cars. Whilst conventionally powered vehicles are catered for in the figures, newer to market electric vehicles have not yet been accounted for. Talks are currently underway between the Association of Car Fleet Operators and HMRC over the possibility of introducing reimbursement rates for electric cars. ACFO chairman Julie Jenner said: ‘HM Revenue and Customs originally indicated that the AMAP rate would apply. However, that figure bears no reality to either the cost of the fuel or the whole life cost of the vehicle. The tax office must also take into account where vehicles are recharged – at the drivers’ home or place of work. ‘ACFO has a close relationship with HMRC and dialogue is continuing with officials over what the reimbursement rates for electric cars should be. Tax officials are undertaking financial modelling to ascertain what a fair pence per mile rate is in respect of both Advisory Fuel Rates and Approved Mileage Allowance Payments.’

Real-Time Vehicle Tracking
Making sense of the surveys We've pulled together the pertinent points from the myriad of research done in the fleet industry this month to give you a clearer view of what's really going on...
60 YEARS OF MOTORING TO CELEBRATE THE QUEEN’S DIAMOND JUBILEE, THE IAM LOOKED BACK OVER HOW ROADS AND ROAD SAFETY HAVE CHANGED. • Since 1952, over 313,000 people have died on UK roads. • In 1952, 13 people a day died on our roads, compared to five a day now. • Taking increased vehicle numbers into account, roads are actually six times safer. • Vehicle numbers have steadily increased from four million to 34 million. • The first motorway was introduced in 1958, with the speed limit of 70mph set in 1967. IAM chief executive Simon Best said: ‘Road safety gets better by the year, and the technology of roads and cars improves all the time.’ ‘Last year there were 1,850 fatalities on our roads. All of them were preventable. Spending on road safety and roads must remain a priority, to keep the UK at the top of the world road safety league table.’ Source: Institute of Advanced Motorists

ROAD INVESTMENT A SURVEY OF COMPANY CAR DRIVERS’ ATTITUDES TO ROAD BUILDING AND CONGESTION: • 85% of company car drivers do not think taxes are sufficiently reinvested in local roads. • One third (33%) would support more toll roads to ease rising congestion. • More than 70% said that congestion is getting worse • Three quarters (73%) want targeted improvements to local roads to relieve bottlenecks. David Bizley, RAC Technical Director, said: ‘We recognise that company car drivers are under huge pressure to complete each journey as quickly and efficiently as possible, so the importance of maintaining roads to a high standard and speed restrictions are all key issues for those who drive for business.’ Source: RAC Report on Motoring
CARPOOLING NEARLY 1.6 MILLION COMMUTER DRIVERS IN THE UK ARE NOW CARPOOLING.
Source: Direct Line
• More than one in five (22%) drivers share their car with at least one other person. • London is the UK’s number one carpooling city with 22% sharing rides to work. • Only 43% of carpooling drivers receive monetary contributions from passengers. • 60% of those who drive to work have less disposable income because of increased costs. Steve Price, Head of Direct Line Motor Insurance, commented: ‘People across the country are looking for ways to save money and carpooling is an opportunity for commuters to save and also positively benefit the environment.’
CARBON REPORTING Source: Lex Autolease
RESEARCH INTO THE EFFECTS OF CARBON REPORTING More than a third (38%) of financial directors oppose the introduction of mandatory carbon reporting. Nearly two thirds (63%) were not even aware of the Climate Change Act 2008, which obliges the Government to introduce mandatory carbon reporting for all UK businesses. The same number of financial stakeholders (63%) also believes that mandatory carbon reporting would ‘make no difference’ to their organisation, while a quarter (25%) think it will ‘inhibit business growth’. Mark Chessman, commercial director at Lex Autolease, said: ‘For the fleet manager, it is going to be a huge task to get carbon reporting onto the boardroom table. But their message to executives is simple: act now because, like it or not, mandatory reporting is on its way in one guise or another.’

A new fleet funding option? Curtis Hutchinson Dealers are increasingly offering competitive fleet funding options, reckons Motor Trader editor Curtis Hutchinson.
‘There’s never been a better time to buy big ticket items’ 14
fleetworldgroup.co.uk
One of the few positives of the economic downturn is the availability of low interest finance. In theory there’s never been a better time to buy big ticket items, although in practice banks are still nervous about lending, a nervousness which will not be helped by the recession slipping into a double-dip. One area where cheap finance is readily available, and being used by consumers, is in the purchase of cars. The Finance & Leasing Association (FLA) has reported an increase in dealer finance sales over recent months. Even allowing for the high number of zero and low interest deals being promoted by car manufacturers to stimulate demand, there is a noticeable trend towards private car buyers – no doubt frustrated by the parsimonious attitude of their banks – to fund new cars through their local dealerships. According to Paul Harrison, FLA’s head of Motor Finance, the ability of dealers to tailor the finance they offer, and to offer it at low rates, has meant that the proportion of cars bought using finance from the dealership has grown from around 47% two years ago to almost 65% now. Finance has always been an important part of a dealers’ arsenal but until the downturn they lost a high percentage of deals to banks and online lenders, with many customers walking into showrooms with their funding already in place. For staff taking cash allowances in lieu of cars there are some good showroom deals around on new cars funded through PCP schemes. This could also fit neatly with duty of care procedures as staff will be buying vehicles which will be regularly serviced to maintain their warranties. Employees, however, will need to make sure their combined business and personal mileages are in line with the limits set by PCP schemes; this could be a deal breaker for high usage drivers.
A number of car brands are targeting local businesses and have encouraged their dealers to recruit local fleet specialists who understand the nuances of fleet funding. While some of the bigger dealer groups, notably Pendragon, JCT600 and Marshall Motors, run their own fleet funding operations enabling them to provide local businesses with a single point for acquisition, funding, SMR and disposal. So are there any opportunities for fleets, especially those run by SMEs, to benefit from the availability of locally available cheap finance? Julie Jenner, chairman of the Association of Car Fleet Operators, acknowldges dealer offerings have improved but believes the traditional way is still the best. ‘Manufacturers have gone out of their way to make it clear to SMEs that they will do business direct through their dealers, but there are also many leasing companies, some running several thousand vehicles, who are totally geared up to handling business from smaller organisations. ‘In my experience, the average fleet sales person in a dealership often does not have the same level of knowledge and understanding of fleet financial implications as leasing company employees,’ she said. However, Steve Whitmarsh, managing director of specialist SME fleet provider Run Your Fleet, believes dealers can play a role in the sourcing of funding but urged fleets to use a broker to get the best possible deal. ‘The only way a business can be sure they are getting the very best finance deal is to get a number of quotes from a number of sources – or use a reputable, experienced broker to do the job on your behalf. While dealers will never challenge traditional finance providers, they do offer a useful alternative and their appropriateness is down to how well they can cater for your specific needs.

Sometimes, sexism is a good thing The Insider Our tame fleet manager bemoans the political correctness causing a revolution in insurance.
’Historically, women have enjoyed lower motor insurance premiums’
16
fleetworldgroup.co.uk
Car insurance costs are set to be studied by the Competition Commission after the Office of Fair Trading (OFT) said the market was ”dysfunctional”, blaming credit hire charges among other things, for a hike in premiums. No surprises there then – I’ve been saying ‘I told you so’ for years, and banged on here about it enough too. No, I thought the OFT would be having a moan about the latest attempt at political correctness. I suppose the need to be politically correct means they are not allowed to. By Christmas this year, insurers will not be able to take into account gender when calculating premiums. We have the European Court of Justice to thank for this. Previously, insurance companies were allowed to differentiate based on gender when pricing insurance policies, on condition that the use of gender as a factor in the assessment of risk was based on relevant and accurate statistical data. Despite all the old jokes about women drivers, historically women have enjoyed lower motor insurance premiums than men, hence the success of insurers such as Sheila’s Wheels. And from this one can conclude that there were adequate statistics to prove that women were a less costly risk. Age is obviously an important indicator in the pricing of private motor insurance, where there is an understandable reluctance to take on the highest risks, particularly the youngest drivers who are – as a generalisation on statistics – 10 times more risky than 35 year olds. But insurers are still allowed to put age restrictions on covering young drivers for certain types of car. I would have thought that under the Equality Act this might also change but I’m relieved to see that – if I have read it right – the Act allows that ‘direct age discrimination may be permissible if the different treatment can be justified to meet a legitimate aim’.
Of course, insurance companies take account of many factors other than age and gender when calculating premiums. Things like medical record, lifestyle, geographic location, social group, and annual mileage. How long will it be before one or more of these factors also become unacceptable? If, as I have been assured in the past, a fleet’s insurance premium is set purely by focussing on the type of car on fleet, the number of accidents, and the cost of those accidents, then – provided they have their accident rate under control – fleets have rather less to worry about than retail punters, since age and gender allegedly were not taken into account anyway. However, my gut feeling is that most fleets are paying higher premiums per car overall than the average (middle-aged, family saloon driver) Joe Public, presumably on the basis that we are told two-thirds of all accidents involve someone driving for work? So from December, insurers will not be allowed to set premiums based on one of the most statistically-sound factors. And motor tends to run at a loss compared with other forms of insurance, with the cost of claims paid out often exceeding premiums paid. That’s going to make calculating premiums even more tricky, especially alongside ongoing pressure on the insurance industry to reduce the cost of claims already exacerbated by credit hire, expensive repair costs, whiplash claims and referral fees. They surely are under pressure. Will retail premiums eventually be calculated in the same manner as fleets, or will it work the other way around? Will we see further withdrawal of insurers from the market, and if premiums continue to soar, will we see more uninsured drivers, despite the best efforts of Continuous Insurance Enforcement, Motor Insurance Bureau et al? Who’d be in insurance these days?

Audi A3 The new A3 is everything you’d expect a small Audi to be, which is no bad thing says Julian Kirk. SECTOR Premium lower medium PRICE From £19,205 FUEL From 50.3 – 68.9mpg CO2 106 – 130g/km There’s a temptation to view the launch of the new A3 hatchback as something of an appetiser before the main event later this year when the much bigger-selling Sportback model is unveiled. Outsold three to one by the five-door model, the A3 hatchback nevertheless is an important car for Audi (and parent company Volkswagen Group as a whole) as it debuts the new chassis architecture which will underpin just about every new group vehicle going forward, including the new Golf. And impressive it is too, offering an extra 23mm in the wheelbase for greater interior space and also providing a far more supple ride than the current, ageing A3. It still feels like an Audi, with that traditional flat cornering stance and foursquare feel, but there are subtle differences that let you know this is very much a brand new car from the wheels up, rather than an evolution of an old design – as is the case with the current A3. Subtle is a word which sits well with the new A3. The exterior styling is all new yet unmistakably an Audi thanks to the adoption of the new family face which first appeared on the A6. Even the rear light units echo those found on its bigger stablemate. The big car features have found their
18
fleetworldgroup.co.uk
way inside, too, with all models being equipped with a super-slim screen which rises from its hole in the dashboard at the touch of a button. Superb build quality is a given with Audi and the A3 cabin is a lovely place to be, with a minimum of buttons and switches thanks to the adoption of the MMI system throughout the range. Depending on which spec you choose determines what level of functionality the system gives you, from basic stereo controls on a small screen in SE versions, to all-singing full-colour navigation with Google Earth mapping. Standard equipment is decent, with entry-level SE models coming with alloy wheels, Bluetooth, voice control system, air-conditioning and the Audi Music Interface among others. Not bad when prices start at £19,205 for a 1.4 TSI SE. Pay an extra £1,225 for Sport trim and you add larger alloys, the Audi Drive Select system which alters the suspension and throttle settings, dual-zone climate control and aluminium trim. The S Line (a £2,150 increase on Sport) – which will account for 40% of sales – gains 18-inch wheels, body styling, xenon headlights and various sporty trim items inside. Engine options at launch are limited to a pair of petrols – 1.4 TFSI (122bhp, 54.3mpg,
120g/km) and 1.8 TFSI (180bhp, 50.3mpg, 130g/km) – and a new 2.0-litre TDI diesel (150bhp, 68.9mpg, 106g/km). All three are fitted with start-stop as standard. As with the current line-up, front and quattro four-wheel drive variants will be offered, as well as a choice of six-speed manual or seven-speed S tronic gearboxes. On the road, all three engines impress – the 1.4 petrol is refined and belies its capacity to deliver strong real-world acceleration while the 1.8 petrol is the most fun. This unit likes to be revved and provides sporting performance and works well with the standard S tronic semiautomatic gearbox. But spec-for spec, the 2.0 TDI is around £1,500 cheaper and with the added economy and emission benefits, its smooth, low-down power delivery and refined manners mean it is the one to go for.
verdict Audi hasn’t pulled any surprises with the new A3, and why would it when the current model is still so popular? Greener engines, a larger interior and the same high quality will boost its appeal, but the A3 will really come into its own when more engines and the Sportback come on line early next year.
Toyota Yaris Hybrid Toyota’s smallest hybrid is a thoroughly sensible buy, says Alex Grant. SECTOR Supermini PRICE £14,995 – £16,995 FUEL 76.3 – 80.7mpg CO2 79 – 85g/km It’s difficult to imagine hybrid technology without Toyota – the brand that brought hybrids to Europe. While others have since come to market with similar drivetrains it’s often the pioneering Prius that’s seen as the segment’s figurehead. So against a shift towards fully-electric vehicles Toyota has stuck to its core technology and is broadening its hybrid family. In Europe, perhaps the bravest addition is the Yaris. While rivals have sporty-looking versions as a halo, Toyota’s flagship supermini will be the Yaris Hybrid, returning up to 80.7mpg and emitting 79g/km in its most efficient, and likely biggest-selling, trim-level. Even in diesel-loving Europe this is very much a petrol segment. The percentage increase for a diesel is difficult to claw back in lower average mileage these usually cover. But superminis are ripe for electric and hybrid power, provided prices can be kept low. Petrol-electric hybrids offer the biggest efficiency benefits over conventional cars when crawling through traffic, have no diesel particulate filters to worry about and emit less smog than conventional cars. All are perfect qualities for a city-slicker. So unsurprisingly Toyota laid on a predominantly urban route at the launch, comprised mainly of low-speed roads and with only short motorway sections. But most
journalists were able to get well over 60mpg, and some were close to 75mpg without much effort, suggesting mid-60s to the gallon is realistic for urban use. Unlike the Auris Hybrid, which was a midlife conversion, the third-generation Yaris was designed to accommodate hybrid drive from its conception. The packaging is neat, too, with a downsized battery tucked under the rear bench, a 1.5-litre engine and small CVT gearbox and hybrid drive up front. Some drivetrain parts are shared with US and Japanese market compact hybrids, helping reduce development costs, which means the best-selling T4 version costs around £1,000 more than a specification-matched 1.33-litre version with a CVT gearbox. Clever packaging means there’s no sacrifice in interior or boot space compared to the conventional Yaris, which is a real achievement in this class. Because it regularly switches the engine off, Toyota said it expected two thirds of owners’ mileage could be covered on electricity. A claim backed up by the high figures achieved on the launch. Importantly it’s also cheaper and more efficient than the Honda Jazz Hybrid, its closest rival. And with a 20g/km margin between its CO2 emissions and the 100g/km threshold, it’s immune from the 2015 BiK changes should be similarly futureproof for forthcom-
ing VED and congestion charge revisions too. Looks are also in its favour. That Storm Trooper-esque front end has the sort of youthful sportiness which would’ve been welcome elsewhere in the Yaris range, while the blue-tinted dials and stitching, lightcoloured dashboard accents and LEDembellished lights add an upmarket feel. But this is a rational purchase. The Yaris Hybrid lacks the zestiness of some other super-frugal superminis, and prioritises thriftiness over thrills. The CVT gearbox makes the engine groan under load and while it’s able to keep pace with traffic it’s not a car that invites spirited driving. It is manouevrable though, with a low centre of gravity from the battery meaning minimal body roll, and steering is sharp. Drivers seeking the best bits of Yaris and Prius ownership will find few faults here, providing performance is low on their priorities.
verdict Yaris Hybrid buyers will likely be sizing it up on its rational, rather than emotional benefits. No bad thing, because it plays to its strengths well, offering uncompromised practicality, low tax and achievable frugality in real-world use. It’s a clever, if unexciting, option for the costconscious urban motorist.

Volvo V40 Volvo is up against the Germans again, and may succeed this time, says Martin Justice. SECTOR Small Hatch PRICE £19,745 – £26,795 FUEL 51.4 – 78.5mpg CO2 94 – 136g/km It’s all getting very interesting in the premium hatch class. Just as Audi and Mercedes launch new models to take on the BMW 1 Series, Volvo now enters the fray with its all-new V40. The V40 replaces the Ford Focus-based S40 saloon and V50 estate with a single five-door hatch model. In time, it will also be the car to take over the mantle of smallest car in the Volvo range when the C30 is discontinued in 2013 and not directly replaced. So the V40 has a lot riding on it. To answer this, Volvo has come up with a cabin that is classy even by its high standards. All of the materials are satisfyingly tactile and the trademark ”floating” centre console is present and correct. Volvo has introduced digital instruments with the V40, which the driver can reconfigure to his or her preferences as a £350 option. It’s a neat touch, but one we soon found we left alone. Much more to our liking is the wonderful driving position that lets any driver get comfortable for a full day at the wheel. Driver vision over the left shoulder for changing lane or parking isn’t great, but it’s no worse than most cars in this class. Driver and passenger space is excellent, on par with its best rivals, but the optional panoramic sunroof pinches headroom so taller drivers may be wise to avoid
20

putting a tick in this box. Curiously for a Volvo the boot of the V40 is not especially large, though it makes up for this to a large extent with the £100 optional cleverness of the folding floor. This lets you divide the boot into sections and helps create a flat load floor when desired. Volvo is sticking with its usual ES, SE, and SE Lux trims, with satellite navigation standard on all models. Climate control, electric windows all round, a Bluetooth connection and alloy wheels are also standard-fit. The SE trim is set to be the most popular with company buyers, and adds cruise control, keyless start and steering wheel controls for the stereo. All V40s come with Volvo’s City Safety system and the world’s first pedestrian airbag which deploys across and around the windscreen. A pair of 1.6-litre petrol engines come in 148bhp T3 spec or 178bhp for the T4. Diesels are the more compelling units, however, with a choice of 1.6-litre 113bhp D2 and five-cylinder D3 and D4 motors with 148 and 175bhp respectively. While the more potent diesels have their appeal, it’s the D2 that is the pick of the bunch and not just for its fiscal sense. Where the more powerful engines don’t quite deliver the keenness their brawn would suggest, the D2 is eager and quiet, offering perform-
ance similar to the DRIVe to be just the right side of adequate for everyday driving. Fitted with a six-speed manual gearbox and the smaller 16-inch alloy wheels of the ES model, the D2 also returns an impressive 78.5mpg average economy and 94g/km carbon dioxide emissions. Go for the more opulent SE with its 17-inch wheels and wider tyres and you’ll still see 74.3mpg and 99g/km emissions to benefit from the lowest tax brackets possible. On either size of the wheel, the V40’s ride is firm, while it’s positively harsh on the largest 18-inch alloys with sports suspension. The D2 on normal suspension is a much more relaxed drive with handling that is nimble but not as agile as a 1 Series. In every other respect, the V40’s drive is a distilled version of the V60’s to be comfortable, capable and composed without ever shining in any one area.
verdict Low running costs are not enough to set the Volvo V40 apart from its competitors, but its high quality, feel-good interior gives it an appeal missing in its German rivals. The smaller diesel is the best bet for company car users, but by happy coincidence is also the most enjoyable to drive.
Toyota GT86 Subaru-Toyota joint venture offers fun beyond its figures, says Alex Grant. SECTOR Coupe PRICE £24,995 – £26,495 FUEL 36.2 – 39.8mpg CO2 164 – 181g/km Although GT86 isn’t a core fleet proposition for Toyota, it has a vital role to play by spearheading a return to exciting products and luring potential buyers for other models into showrooms. Judging by the attention it was receiving at Toyota’s annual fleet conference last December, it
won’t have much problem doing so. The problem it faces is the classic sports car formula of a revvy naturally aspirated front engine and rear-wheel drive is disappearing from this end of the market. Sandwiched between the German premium brands and Mazda MX-5 in
pricing, GT86 instead finds itself up against the likes of the Scirocco and RCZ, which are actually very different cars. Toyota’s problem here will be convincing those used to soft-touch interior plastics and peppy turbocharged engines, even diesels, to shift over to a car which needs to be revved hard and feels solid but a bit plasticky inside. Its single, high-spec line-up may be well equipped, but some buyers will be put off by first impressions. They’re missing out, because none of its closest rivals come alive in the same way on a cross-country drive. The GT86 is impeccably well set up and easy to control, giving plentiful grip and loads of driver feedback, all accompanied by an aggressive, snarling exhaust note above 4,500rpm. It’s a thoroughly involving experience, without being too tiring and rough for daily use or too challenging for novice drivers to enjoy too. Most importantly, it’s a reminder that huge power really isn’t the base requirement for an entertaining driver’s car. And while £25,000 sounds expensive for £17,000 Renaultsport Clio on-paper figures, GT86’s simplistic thrills, Subaru/Toyota parts bin raiding and likely modern classic residuals should keep ownership costs down. Few cars are as addictive for the money.

Hyundai iX35 Hydrogen FCEV Futuristic technology is ready to take motoring into the great unknown, says Ross Durkin. SECTOR Crossover PRICE Not on sale FUEL 28.8 miles per kg (hydrogen) CO2 0g/km Depending upon your propensity to visit continental motor shows, you may or may not be familiar with the concept of a vehicle powered by electricity which is produced by passing hydrogen and oxygen over an electrode. Intrigued? Then read on… Talk of hydrogen fuel cells – not to be confused with hydrogen powered internal combustion engines – has been going since most current motoring journalists were in short trousers. Mercedes-Benz had an impressive display at the Frankfurt motor show towards the end of the last century, but the accepted view was that commercialisation of the technology was so far off that it wasn’t really worth worrying about. The technology was the realm of nutty professors and over-enthusiastic Californians for whom money was no object. Now, it seems, the day we have been waiting for is about to arrive and Hyundai is one of a number of manufacturers drawing back the dustsheets from their offerings, rather like competitors at a village fete revealing their carefully cultivated prize marrows. It’s all a far cry from the early prototypes that a number of major motor manufacturers unveiled around five years ago. The technology was already highly sophisticated, but the individual components weren’t, resulting in bulky, top-heavy vehicles with limited

practical applications and less interior space. Hyundai’s own credentials here go back to 2000 and the first Santa Fe FCEV, followed in 2004 by a Tucson with an 80kW fuel cell on board. To speed up progress, the company opened its Eco-Technology Research Institute in Korea in 2005 and is now poised to make the FCEV a serious fleet proposition. Hyundai has chosen the iX35 as the bed for its latest foray into the fuel cell market and, according to the company’s national fleet sales manager, Martin Wilson, the car is almost ready to go into production. From the outside the iX35 FCEV looks like any other modern SUV and even an underthe-bonnet inspection fails to reveal anything that looks vaguely weird. And that, perhaps, is its real appeal. It looks as normal behind the wheel. Turning the key brings about a similar experience to that of a hybrid or conventional batterypowered electric vehicle. A bleep announces that everything is in order and the lights come on, but there’s no noise from the engine. Select ”Drive” on the automatic gearbox and off you go. Like any other EV it’s a silent ride, so to give pedestrians a fair warning of your approach Hyundai’s engineers have added some engine ”sound effects” which can be turned on at the press of a button.
The 100kW fuel cell stack has been developed in-house by Hyundai and this has resulted in a significant drop in production costs. It offers a 325-mile range on an 11.3kg tankful of hydrogen – a 55% improvement over the previous fuel cell. The fuel cell is supplemented by a 21kW lithium-polymer battery pack and produces a top speed of 100mph. And, being powered by electricity, peak torque comes at zero rpm ensuring brisk acceleration from rest. Real-world testing is now taking place prior to a planned commercialisation date of 2015. But, much research has already gone into every aspect of the iX35 FCEV, including extensive crash testing from every direction and to date no leaks have been detected. And while there is a 150kg weight gain over the standard production car, there is no loss of cabin space, making it a perfectly practical vehicle for anyone with H2 on tap.
verdict The technology is quite brilliant and few would argue against FCEVs being the future of motoring. It’s hard to beat an abundant energy source (the atmosphere) and zero tailpipe emissions. Once the refuelling infrastructure is in place there will be no stopping the fuel cell.
FEATURE Fleet Management Software
A FALSE ECONOMY? Many leasing companies now offer online fleet management software for their clients, but are they of real use in running vehicles or simply a sales gimmick? Julian Kirk reports.

easing companies are continuing to add services in a bid to make their offerings stand out in a crowded and competitive market, and free fleet software is the latest focus. Most of the major funding suppliers now offer online software which enables fleet managers to gain access to data from their vehicle operations, such as carbon emissions, cost analysis and reminders of issues such as vehicle services and MoTs. All of which sounds like a good deal, but do these systems really provide fleets with meaningful data, or are they simply a gimmick to make one funder’s package look more favourable? The specialist fleet software companies obviously think they are, and point to limitations in the offerings. Ashley Sowerby, managing director at Chevin Fleet Solutions, can see some gains for some small, straightforward fleets in taking advantage of software from a leasing company, but advises weighing-up the pros and cons. He said: ‘It is my fear that many fleet operators will enter into such agreements with the assumption that all fleet software is the same when, in fact, for fleet management software to be successful it needs to be built around a specific set of operational requirements. ‘Although similarities obviously exist, no one fleet is the same and the same is true of software. Therefore expecting a nontailored ‘off the shelf’ product to deliver the same results as an application which has been designed for purpose following analysis of an individual fleet’s specific needs, is perhaps a little naive. ‘Investing in fleet management software when it appears it can be acquired as a freebie may seem a less-than-sensible decision at face value. But, speaking with more than 20 years’ experience in developing intuitive systems which automate processes and deliver a quick return on investment, I fail to see how offering software of the same standard and capabilities could be a financially viable option. Technology has the potential to optimise processes and cut significant cost from fleet management but for it to be effective it mustn’t be approached half-heartedly.’ Mycompanyfleet’s business development manager, John Tandy, also points to the ability of specialist software to be integrated
The danger in leaving fleet software to leasing companies is that you are putting the fox in control of the chickens.
into a company’s back office functions, such as payroll and HR, along with other benefits such as avoiding solus supply deals and cutting costs. As Tandy puts it: ‘Fleet software helps look after the whole chicken coop. There is a danger in leaving it all to the leasing company that you are putting the fox in control of the chickens.’ Neville Briggs, managing director of CFC Solutions, recognises that the online tools have ‘undoubtedly improved in recent years’ but still fall far short of the very advanced level of functionality offered by a 'proper' fleet management software system. He said: ‘They do tend to be pretty limited. Fleet software has been developed over something like three decades and the leading systems are now very sophisticated. They can be adapted to just about any fleet need and are proven to deliver results in terms of cost containment, risk management and environmental responsibilities. In essence, they allow you to make the fleet policy that you write a reality, and flag up to you exceptions so that you can take management action. No leasing company system is this comprehensive.’ Briggs also points out that only a relatively small number of fleets use one finance provider, so the management data offered online by the leasing company is probably only covering a section of the fleet. He added: ‘If you use three different leasing companies as a matter of course, you will find yourself having to cobble together a picture of what is happening on your fleet from three different online systems, assuming that all three of your providers offer this service at all.’ Jaama also identifies problems in terms of companies having multiple suppliers for vehicles. Martin Evans, the firm’s sales and operations director, said: ‘Although industry figures suggest that a little over 50% of fleets lease their vehicles, numerous organisations continue to outright purchase vehicles. ‘In our experience it is only a very small number of organisations that have a single supplier for all their vehicles and related services. Consequently, it is important that organisations have their own software systems in place that can take data management reports from a number of sources and

A FALSE ECONOMY? marry them together for analytical purposes and exception reporting.’ For the vehicle finance and management companies, however, the software offerings are allowing their clients to focus on their core activities. Stuart Walker, ancillary sales director at LeasePlan, believes continuously monitoring the fleet to ensure vehicles are deployed effectively is essential. He said: ‘Fleet managers want tailored information that fits their specific needs. That means not only having the right technology, but also the right personnel to analyse the resulting data. This is where leasing companies can add real value.
‘We believe that fleet management is most effective when advanced technology is combined with expert consultancy and analysis. The combination of fleet management software and human insight allows clients to understand both the internal and external factors affecting their operational costs, and also receive guidance on how to optimise their fleet.’ LeasePlan has recently redesigned its FleetReporting software interface to make it more intuitive to use, enabling customers to finely tune the information they receive in line with their requirements. It maintains the familiar ‘dashboard’ layout and delivers a high level summary of
primary fleet components such as fleet size, vehicles on order and CO2 emissions, but also now includes a new feature which allows for a breakdown of vehicles within key lifecycle stages, such as service, tax or MoT, and has included an alert to highlight overdue contracts as well as vehicles which are over or under their expected mileage parameters, or overdue for an MoT or tax disc. Another company adding increased features to its software packages is Leasedrive, which has recently upgraded its Drive:Manager system to include modules such as a fully-automated business and private mileage capture and reporting solution, and a unique car sharing feature.
CASE STUDY TRADER MEDIA GROUP Trader Media Group has been involved in the pilot scheme for Zenith’s online fleet management tool, Pulse (winner of the Fleet World Honours 2012 Internet Award), which it describes as ”a huge step forward”. The media company says the software has made the day-to-day management of the company’s vehicle fleet simpler by providing regular reports on items such as pool cars, accidents and fines. Natalie Hulbert, the company’s head of health, safety and environment, said: ‘It helps us, working closely with Zenith, to target those employees who have a higher number of fines, accidents or don’t refuel hire cars so we can prevent re-occurrence; reducing costs and improving fleet safety. Our business has a strong focus on health and safety and the accidents analysis that Pulse provides is enabling us to further review our policies and implement changes. ‘Trader Media Group is very focused on reducing our carbon footprint, therefore the CO2 emission trending analysis it provides is invaluable. It helps us to understand how changes made to our fleet are impacting emissions and decide how to evolve choice lists. ‘Pulse is enabling us to gain a full picture of every single aspect of our fleet. We can interrogate all data, specific date ranges, view tables and graphs and also export any information that we need. It also assists with our negotiations with manufacturers as we can see trends and the impact of introducing different models to our choice lists. It is a huge step forward for fleet management software and has added great value to our organisation.’

A FALSE ECONOMY? Roddy Graham, commercial director of Leasedrive Group, believes that outsourced solutions such as these allow businesses to concentrate on their core activities. He said: ‘Vehicle fleet management companies can take out all the pain and provide plenty of gain in added value to their customers through a comprehensive fleet management service provision including readily accessible fleet management online systems. ‘Leading providers should be offering totally integrated systems encompassing a wide band width of solutions.’ Leasedrive’s approach lets companies add modules which may be of use, such as Carbon:Manager, which allows company drivers to off-set their emissions. Graham added: ‘Through this modular
approach, customers can pick and choose precisely what they require. They do not have to research the market for off-theshelf solutions but benefit from cherry picking modules, which can be tailored as bespoke solutions. A complete, consolidated package allows them to concentrate on their profitability and enjoy improved fleet savings.’ An adaptable system is also offered through Ogilvie Fleet’s MiFleet Showroom, which allows fleet managers the option of having bespoke reports run on their fleet operations. The firm’s sales and marketing director, Nick Hardy, said: ‘From the moment a vehicle joins the fleet to the day it is defleeted, every necessary action or touch-
point can be studied and investigated. ‘Fleet management can be hugely timeconsuming, particularly if fleet managers are continuing to use Excel spreadsheets. All data relating to every vehicle and driver is available at the click of a mouse without the need to drill down into many report layers.’ This ability to drill down into data gives companies a helping hand when it comes to controlling costs. Ian Hughes, commercial director at Zenith, added: ‘Our Pulse system allows our customers to make fast and informed decisions – they know exactly what their fleet is costing on a day-by-day and vehicle-by-vehicle basis. It delivers significant added value, enabling cost reduction and improvement decisions to be made.’
“LEASING FIRMS COULD DO MORE”
KEY QUESTIONS TO ASK Businesses considering using software from leasing suppliers should ask the following questions: • Will I be able to capture and manage all fleet-related data or just the vehicles leased from your company? Leasing companies could be much more pro-active in a whole host of fleet management areas including vehicle recommendations, replacement cycle optimisation, whole-life costs, fleet consultancy and fleet planning, according to fleet software supplier Sofico. The firm, whose systems manage around 700,000 vehicles globally on behalf of some of the largest names in leasing, says the technology is there and that all is required is a change in mindset from some of the leasing companies. ‘These are high value activities if you do them well,’ said Roger Smith, head of Sofico UK. ‘The technology is there for leasing companies to provide this kind of high level activity, information and data, although it may need a change in mindset and organisation for some to move to this level of service. Others are much nearer to achieving this objective. ‘Modern web-delivered systems can strengthen customer relationships, increase transparency and improve efficiencies, and deliver to fleet managers the levels of service and functionality they are looking for. It is up to leasing companies to fully embrace this latest technology.’

TRACKER Fleet INNOVATION THAT DRIVES EFFICIENCY Two months into the rollout of its advanced fleet telematics solution, TRACKER is enjoying positive feedback from its customers. FOLLOWING a two-year redevelopment programme, TRACKER’s next-generation fleet telematics solution, TRACKER Fleet, launched to new customers at the CV Show in April and is now in the process of being rolled out to new and existing customers. Its high level of innovation and additional benefits are already being recognised by the industry. Not only has it doubled the product’s sales run rate, but the latest version won the Technology Award at the 2012 Fleet World Honours, held in the Royal Automobile Club in Pall Mall, London, in May. TRACKER was founded in 1993, and is perhaps best known for its stolen vehicle
recovery business, which helps recover an average of £2m of stolen vehicles per month. Owned by Direct Line Group since 2005, TRACKER not only offers its fleet customers the technological expertise but also financial reassurance of being part of a large organisation. While many rivals have entered, and in some case since left, the market, TRACKER has strengthened its position and boasts a
customer portfolio ranging from large corporate customers to small businesses in the UK, demonstrating this solution can be suitable for the most diverse users. Having worked with the insurance industry for 19 years, TRACKER has built good relationships with insurers, allowing it to become a leading figure in the move towards telematics-based insurance. Its first major customer, Direct Line, goes live shortly with 5,000 unit pilot, following a five-month partnership. Reliable, innovative and easy to use, TRACKER is a strong partner for those seeking an advanced telematics solution to drive efficiency into their fleet.
Stephen Doran, Managing Director of TRACKER with the VAN Fleet World Technology Award
TRACKER in numbers: TRACKER has a 19-year reputation forged with the UK’s biggest insurance companies. Its stolen vehicle recovery system has led to over 21,000 vehicles being recovered in that time, worth over £455m, and resulting in over 2,100 arrests. Over 1 million TRACKER units have been fitted to customers’ vehicles since 1993, and they last. Early units still lead to successful recoveries now.

Driving efficiency THE BENEFITS OF TRACKER FLEET Developing TRACKER Fleet involved substantial customer research, speaking with existing users to find out what they needed from a telematics solution.
SINCE the high-profile launch of TRACKER Fleet at the CV Show, the company has been steadily rolling the software out to its new and existing customers. Processes such as this can be disruptive to customers, but the range of new features and easy, cost-free update process means there’s been no complaints so far, according to Product Manager, Robin Fellows. “When you’re going out to existing customers they’re likely to be more critical,” he says. “But they’ve been really pleased with the new benefits. One of the key things was to make sure we focused on the customer, and making sure the things we were developing were the things they were looking for, and it’s eased the transition. “Most tend not to like change, but one of the points of the new platform is that it offers continued development and new features to be added in the coming months.”
A tailored solution TRACKER Fleet is a radical overhaul over its predecessor. Using the advanced Google Maps API Premier features such as layering, clustering, the overlaying of journey data and 3D Street view, it can display a plethora of information to ensure vehicles are utilised efficiently. Historical data for up to 12 months is available with a few clicks, and the back-office system can be integrated into a customer’s own software, avoiding the need to switch between packages. The latest version allows customisable ‘dashboards’ to be built, showing each user their own set of KPIs and build clear, accurate reports quickly. Managing Director, Stephen Doran, says the product will continue to become more convenient: “We’re also going increasingly mobile,” he says. “TRACKER Fleet works on iPad and a range of tablets – almost every tablet in fact. We reckon
tablets are likely to be the delivery mechanism for services and increasingly used by people on the move. I know I wouldn’t be without mine.” Reward-based driver improvements With crippling fuel and insurance costs now top of the agenda for fleets, as well as an increased focus on Duty of Care and the need to minimise vehicle downtime as much as possible, the ability to analyse driver behaviour has never been more important to fleets. TRACKER Fleet features a Driving Style feature as a no-cost update. This monitors driver behaviour through five parameters – acceleration, braking, cornering, speeding and idling – to quickly and easily identify the fleet’s most and least aggressive drivers. Although this isn’t the first to market, Driving Style offers a more comprehensive use of the information it gathers. For
We’re also going increasingly mobile. TRACKER Fleet works on iPad and a range of tablets – almost every tablet in fact.
Fleet Averages – which provides an instant overview of the driving style of an entire fleet, including focus areas and a track of improvement over time
League Table – easily identifying top performers as well as those who may require additional driver training
Individual Scoring – may be used to feedback directly to a driver (via email) showing day by day driving style analysis
example, speeding can be charted against different types of road, and different speed limits too, instead of the single set value used by some rival products. The algorithm also takes into account how long drivers have been on the road, and how far they’ve travelled, to give the clearest picture. TRACKER Fleet can then display drivers’ scores in league tables, ranking them against their coworkers across the whole fleet, or split into departments as necessary, to show improvements to insurers or identify those who potentially need extra training. Some of the savings in fuel, insurance and maintenance can be used to incentivise the best drivers over set periods, providing more of a carrot than stick approach to improving driving. “We wanted to make it as easy as we can, because fleet managers are busy people,” says Fellows. “Our feedback module sends the information back to the driver, either by email or SMS, so he can see what’s made up his score and what he can do to improve.” Because the system is used by such a large number of businesses, TRACKER has the data needed to display a fleet-wide average driving score against other businesses covering similar routes.
TRACKER Mesh > the next phase Always innovating, TRACKER’s latest product development is the new Mesh network, which bolsters its stolen vehicle recovery business. This is an update for TRACKER Plant and TRACKER Locate customers, which avoids the growing problem of theives jamming tracking devices by using the company’s existing network of units as ‘listening posts’ for passing stolen vehicles. TRACKER uses three different location technologies in its black boxes. This means even with its GPS and GSM transmitters blocked, a strong VHF signal can be detected by the Police and by other TRACKER units within 200 metres of the stolen vehicle, without either driver knowing. This information is then relayed back to headquarters, allowing an even faster recovery. Since the system launched in March, over £470,000 of stolen vehicles have already been recovered using Mesh, adding another capability to TRACKER’s strong product offering. INTERVIEW Stephen Chater BMW (GB)
Gold rush BMW’s corporate operations manager, Stephen Chater, says efficiency and performance are only parts of the firm’s success story. By Alex Grant. You don’t have to go back much more than a decade, and BMW was fairly cool about the corporate market. Previously a retail-heavy manufacturer of sporty cars, now it is able to offer vehicles in almost every fleet sector, and has become a powerhouse in the business market in the process. Offering badge desirability, driver appeal, efficiency and strong residuals with renowned customer service, it’s a force to be reckoned with. In fact, it is the force to be reckoned with, according to the fleet industry: BMW added five awards to its ever-growing trophy cabinet at the Fleet World Honours in May, including being named Fleet Manufacturer of the Year. ‘Winning Fleet Manufacturer of the Year is the jewel in the crown, because it takes account of having class-leading product but also the service level,’ says Stephen Chater, head of corporate sales at BMW UK. ‘I take a lot of pride in the quality of people in my team. Having that consistency in the offer and service is what customers really value.’ We caught up with Chater at one of the manufacturer’s corporate events. Held twice a year, these offer 600 attendees, including existing and potential corporate and leasing customers, the chance to find out what’s coming soon and familiarise themselves with the latest products. But Chater says cars are only part of it. ‘Products are the lifeblood but when you talk to businesses it's about what value you can add to their business,’ he explains. ‘Most of them are not petrolheads, so it's important to show the breadth of your offer and what they will get out of it. Plus it allows you an opportunity to interact with them in an informal environment.’ It’s all part of a consultative approach to fleet. Regular communication with customers offers feedback which can develop new products and services, and because the UK is one of BMW’s largest markets for both of its core brands, Munich responds quickly to customer responses. This has been central to the development of its newest additions. BMW replaced two of its core fleet models, the 1 Series and 3 Series, in the last 12 months, and both are set to grow to include a wider choice of drivetrains, including four-wheel drive for the 3 Series, and additional body styles during the summer. New trim levels mean drivers can choose the options they want, without making it difficult to predict residuals.

fleetworldgroup.co.uk
Vitally, the low-carbon EfficientDynamics versions of both, which have previously been so key to making BMW a viable option with new fleet customers, will be available close to launch. The 320d EfficientDynamics makes up the majority of BMW’s near 4,000-strong Olympic Games fleet – with around 100 delivered each day to venues – and de-branded cars will eventually be fed through the dealer network as demonstrators before being dripfed through the remarketing process to avoid flooding the market. MINI has experienced similar recent fleet success. Countryman is proving a key conquest model for the Volkswagen Golf, and has enabled the brand to compete for business with new customers where smaller MINI vehicles would’ve been unsuitable. The Olympic Games also presents a canvas for near-future technology. There are 200 electric vehicles on the fleet, and data collected during the Games will be used to inform the development of its i electric sub-brand late next year. Potential benefits are already being discussed with fleets. ‘There's a lot of misinformation and subjective opinions about electric vehicles,’ Chater explains. ‘People have to think differently for electric vehicle fleets. If 85% of a driver's mileage can be done in an electric car then fill in the rest with another vehicle. We're having that conversation with corporates and leasing customers.’ Chater says: ‘Across BMW and MINI we offer vehicles in all, if not almost all, sectors. From a niche, we can now be on a solus badge policy, but without diluting our offer to drivers. Instead, we're enriching it. We've got a much broader range but people still buy BMW because they say it drives better than other cars.’ New models will be backed up by fresh initiatives, showing support throughout the ownership experience. BMW will launch its aftersales charter and “repatriation” scheme, which offers a direct remarketing channel, before the end of 2012. But Chater admits much of this year’s work will be about sustaining performance. ‘This year will be challenging,’ he comments. ‘There's the challenge of the 16-year low for the corporate sector, which has affected the renewal cycle, meaning a low level of business or four-year extensions. Next year is likely to be bigger for renewals, but this year is about consistency.’
“The 320d EfficientDynamics makes up the majority of BMW’s near 4,000-strong Olympic Games fleet .”

FLEET UPDATE
This month The fleet covers some huge miles, as the team travels as far afield as the West Country, Isle of Wight and Berlin...
Jaguar XF 2.2 Diesel Portfolio
I moved to the East of England five years ago, and despite being a lover of long-distance trips I’m surprised to say it’s taken until now for me to use the easy route down to Dover for some continent crossing. Particularly as we’ve got the perfect tool for these trips in the Fleet World car park. With eight gears, plenty of power and one of the most comfortable interiors in a mass-market car, the XF is a car built for road trips. It was the perfect tool for me to drive from my house in Kettering to my brother’s flat in Berlin – a near 800-mile journey. A trip like that gives you plenty of time to notice, and get annoyed by, little niggles. But after 1,705 miles, I love the XF just as much as I did when I first got behind the wheel on the launch last year. The 2.2 lacks the smoothness of the V6 diesel, but doesn’t feel much of a downgrade. It’s quiet, powerful and easily wafts up to Autobahn speeds to occupy the lane usually populated by its German rivals. Ride quality is excellent, even on 19-inch wheels, and it handles well enough to be just as much fun off the beaten track. My only nitpick would be the fuel economy, which at 40-42mpg falls behind its closest competitors’ real-world efficiency. But those who love the looks will find it’s a small price to pay for a car which satisfies so completely on an emotional level, and Autobahn cruising didn’t push it down much further. So while it’s not class-leading on paper, the XF is certainly the most characterful car in its class and arguably the best looking too – certainly enough for plenty of drivers to overlook slightly hiked fuel bills over German rivals.
Volkswagen Tiguan Sport 2.0 TDI 4Motion I’ve often wondered how many motor manufacturer press offices have tracking devices in their cars to see just how motoring journalists really treat them. Recently I began to wonder if Volkswagen had our car bugged. Returning from an overnight stay at the Belfry (third place in the Aston Villa golf day was worth celebrating) I decided it was time for a coffee break and, with an unbroken line of trucks stretching before me, I decided to pull into the nearside lane just before the one-mile sign for Northampton services. Until that point I had pretty much taken up residence in the outside lane of the M6 and M1 as I headed south with the usual throng of early morning travellers. Then ”ping”. Up on the little screen appeared a coffee cup complete with shimmering, rising aroma and the suggestion that a break was recommended. Had this graphic been accompanied by a picture of two doughnuts the car really would have read my mind. Intrigued, I called the VW press office to be told that the car had been registering my style of driving since I set off and concluded that the sudden change in speed – together with a bit of muscling my way into the microscopic gap between to 38-tonners – might be indicative of fatigue. It was probably the coincidence that impressed me more than the technology but, simple soul as I am, I was mighty impressed. Despite this little cameo moment, life with the Tiguan probably falls a little way short of a thrill a minute, but I would imagine it’s the sort of car that fleet managers love. As sports fans we are all bracing ourselves for months of commentators’ clichés, but were the Tiguan to take on a sporting personality it would be the clinically efficient ”back four” of German football teams past. Nothing too exciting, but never a mistake made.

Renault Grand Scenic dCi 110 EDC Auto With the Grand Scenic’s time on our fleet nearly at an end and a replacement vehicle ordered, I’m starting to wonder just how I’ll manage without a seven-seater. Funnily enough, with just the two kids, having those extra seats wasn’t previously a priority. It’s not as though regular work requirements make them essential either but in practice I’ve found just how handy it is to have a sevenseater for ad hoc situations. And whilst you’d always expect an MPV to be practical, I’ve been impressed by just how versatile the Grand Scenic is considering that it never feels big to drive. In fact it’s the extra height on the Grand Scenic’s roof that adds to its roominess – a look round the other cars on a recent ferry trip to the Isle of Wight made me realise how lofty it is, which adds to its spaciousness when it comes to storage. I can’t overstate how great it is to quickly stash anything in the boot without having to rearrange everything like some giant game of Tetris. Another plus lies with all those extra cubbies the Grand Scenic comes with – these are coming in increasingly handy, in particular the drawers under the front seats and the sliding centre console, or the ”snack box” as my four year old now calls it. This sits where the handbrake would normally be and instead you get an electronic park brake on the dash. Unlike some electronic park brakes, this one works really well, switching itself off quickly when you’re pulling away and easy on hill starts, which can prove a concern for some drivers. However, as a result of gaining the extra ”snack box” storage space from the relocation of the handbrake, I’m left with one more dilemma – where I’ll store the cereal bars/Capri-Suns in the next test car.

Kia Optima 2 Tech 1.7 CRDi
The pace of change at Kia is a quick one. It’s only a year since the Picanto arrived in the UK, and the subsequent Rio, Optima and a very stylish, incredibly well-built cee’d that have followed are radically transforming Kia’s forecourts. Alongside sister brand Hyundai – which is undergoing a similar renaissance – Kia is presenting a very strong case for themselves these days. You’d have to wonder what conversations are going on behind closed doors at the moment as other manufacturers consider nextgeneration cars. Certainly that’s paying dividends with the Optima, which appears to be selling well judging by the cars which are becoming a more common sight on UK roads. The limit here being a low allocation, as other markets have taken to the car very well, which hasn’t left so many for us. It’ll be interesting to see where the Optima goes from here. Having tried the new cee’d recently, which aesthetically is a generation better than the Optima inside and out, it should sew up the last remaining non-European feeling trim pieces to make an even more tempting option. In order to make it worthwhile though, Kia would likely need to see strong demand for this version, which was never originally intended for Europe, before benchmarking key D-segment rivals. But while Kia collected a Fleet World Honour for its design last month, our own Optima is still looking a little under the weather, and in the same week was collected by Kia to have both driver’s side doors, the rear wing and mirror repaired after a recent mishap. Thankfully the kind staff at Kia have replaced ours with an identical Optima to keep the Fleet World team moving, but we’ll be looking forward to our hard-working saloon returning hopefully before the next issue.

FLEET UPDATE
Audi A6 Avant 2.0 TDI SE manual
The A6 continues to chug along in its own happy, undemonstrable way. We’ve done a fair few miles in it recently with innumerable trips to the West Country to deposit children into the welcoming arms of their babysitting grandparents, and it’s a very easy car for a family to use. Like most parents, the joy of the gentle tap, tap, tap on the rear of your seat is one I just can’t get enough of, but in the Audi there is enough space to put the little darlings’ trotters out of reach. Rear space really has been improved immeasurably in this model. Bigger in every way, I found out just how much so the other week when an old lady in her Citroën Picasso, probably due a post Sunday lunch nap, drifted across a country lane and pushed me up alongside a wall. We clashed wing mirrors, which made a hell of a bang, but she carried on unabated. I stopped to survey the damage, which was surprisingly little (apart from the shards of French plastic and wing mirror on the road). Just a smallish scratch on the Audi and the mirror popped back in. Made of stern stuff, these Audis. Fully loaded up with kit, getting more than 40mpg has been fairly easy too. It’s still some way short of the claimed combined figure of 56mpg, but then what isn’t? No car comes close but as our esteemed boss Ross Durkin pointed out the other week in Fleet Academy, would you rather pay the extra tax a revised figure based on real world driving might incur, or continue with the current laboratory benchmark figure and save some tax as a result? After all, we all factor in higher than expected fuel costs given in official tables, don’t we?
Ford Mondeo Zetec 1.6 EcoBoost If I doubt that life’s been busy of late, a quick check of the mileage reading gives me a clue. Last month I said that the Mondeo had just passed 8,000 miles and by the time you read this, the clock will have turned 10,000. I’ve just checked the handbook and the first service is scheduled at 12,500 miles. At the current rate, it won’t be that much longer before it’s heading for a Ford dealer. Back in the 1990s no company car was complete without a sunroof – hand cranked in most cases. The arrival of air conditioning on the standard equipment list for many cars has made them a rarity. Just the same, the recent hot weather has reminded me how nice it is to be able to flip the lid or roll it back on a fine day and smell the blossom and fresh mown grass of May. The Mondeo’s sunroof is more or less identical to the item in my company Cavalier 18 years ago, except that it’s all done with the push of a button. For the doubters, even when the Mondeo has been standing in the sun, opening the lid with the air conditioning doing its job helped to bring the inside temperature down much quicker than without. So the Mondeo offers the best of both worlds – climate control air con for motorway cruising and a taste of open top driving for local running. On our car, the roof is bundled together with a solar reflecting windscreen and rear pull-up sun blinds into the £625 ”Summer Pack”, or the roof is listed separately at £525. I’ve just sampled Ford’s smaller Ecoboost engine in the shape of the 125hp 1.0-litre triple cylinder motor. As impressed as I am with the 1.6 Ecoboost, the one-litre engine was astonishing – smooth, and responsive with impressive performance. Ford isn’t ruling it out for the Mondeo either…

British buyers still image conscious, says VIPData Despite increased financial pressure, British car buyers have remained image conscious, which is maintaining price premiums for desirable models, according to Gavin Amos of residual value experts VIPData. Amos points out ex-fleet German saloons, such as the Audi A4 and BMW 3 Series, are maintaining high demand at auctions regardless of mileage. Some ex-rental models, with warranties, and high performance diesel hatchbacks are also in demand second hand, with high tax and fuel costs affecting take-up for traditional petrol versions. Ex-fleet stock is performing well. Following a strong first quarter, BCA and Manheim both reported continued high demand for these vehicles, while Manheim added that the compact executive and coupe segments increased 7.8% and 10.8% respectively in April. BCA communications director Tony Gannon explained: ‘There were signs in March that values would be coming under pressure, with the short-term seasonal uplift in de-fleets and part-exchange cars increasing supply and with wholesale demand reducing as dealers balanced their stock.’ ‘It was notable that demand held up best in the fleet/lease sector, where buyers continue to focus on quality and value, and competition for the best examples is intense. In the context of the wider market, good quality fleet vehicles remain in short supply and values are relatively strong.’ Rational purchases fared less well. MPV values declined 7.7% in April and mild weather was continuing to hurt SUV values, which fell 11.6%. Chris Smith, car editor at Glass’s Guide said the Range Rover Evoque was still proving to be the exception, while Amos added the similar image-friendly Audi Q5 was maintaining its two-year strong performance, potentially threatened by a forthcoming facelifted version.
Arval renews BCA and Manheim contracts Vehicle leasing and fleet management company Arval UK has renewed its relationship with remarketing giants BCA and Manheim for a further three years. As part of the deal, BCA will sell cars from its Blackbushe and Edinburgh sites, with Measham to hold auctions for its commercial vehicle stock. It will also provide a customer collection and end-of-term inspection service, as well as pre-sale conditioning and trade name deletion for commercial vehicles and live internet bidding through LiveOnline. Arval’s head of remarketing, Nick Saunders, commented: ‘BCA have a large pool of buyers and that is critical for success when dealing with the volumes of stock we sell. We look forward to BCA generating the buyer support that leads to consistently strong residual values.’ Manheim will run weekly car auctions at its Bristol, Bruntingthorpe and Leeds sites, with commercial vehicle sales at Colchester, Gloucester and Haydock every fortnight. This will be backed up by logistics, inspections, reconditioning and inlife movements services, with Simulcast simultaneous online auctions. ‘Manheim’s service provision has been designed with the objective of maximising Arval’s control of the remarketing process, whilst minimising any administrative and operational burden,’ Saunders added. ‘This focus on service efficiency will support the continuous development of a diversified remarketing strategy in the most cost and time-effective manner.’
HOT... Compact executives Compact executive cars continue to be popular choices against the mainstream options, with ex-fleet stock selling well regardless of higher mileage.
Large vans Commercial vehicles have been selling well in the first quarter. Values aren’t expected to drop even during the quiet summer period.
Audis Desirable styling is maintaining Audi residual values above its closest competitors.
NOT... Family cars Traditional large car sectors such as mainstream D-segment cars and MPVs are facing increasing pressure, likely to be caused by increasingly economical crossover models.
Car-derived vans Car-derived vans are not enjoying the same high demand as larger commercial vehicle stock. Values are static.
Autopilot options A mild winter has suppressed SUV values through their traditional strong period. Values have fallen for the first months of the year.

FEATURE To buy or to lease? // Part 19
LEASING USING CONTRACT HIRE
Professor Colin Tourick investigates leasing product: first up is contract hire. Having looked at the implications of buying a vehicle, or financing it using a purchase-type method such as hire purchase or lease purchase, we now need to look at lease products. First though we need to ask the question: what is a lease? Leasing is not defined in legislation. It is a contract for the hiring (or bailment) of goods or equipment – bailment being a long-established legal concept under which a person agrees to part with possession of something they will recover at a future date. There is a substantial body of law in this area, which the courts will apply in the event that the contract is silent on a particular issue. The lease agreement will refer to the Lessee, the Client or the Hirer – the person who is granted the use of the vehicle for the period of the lease, subject to payment of rentals and meeting the other contractual obligations. It will also refer to the Lessor, the Owner, the Company, Us or We
80

– the party granting the lease – which may be a contract hire company, bank, finance company, leasing company or a motor dealership that leases vehicles. The lessor might not own the vehicle. It may be an intermediary (a small contract hire company) using a funder’s vehicles and acting as their undisclosed agent. It’s worthwhile asking who owns the vehicle because if something goes wrong with the lessor’s business you may find yourself dealing with an organisation that you have not heard of before.
CONTRACT HIRE Contract hire is the most popular method of vehicle finance in the UK. ”Contract hire” is a British vehicle leasing industry expression: elsewhere in the Englishspeaking world it would be called an operating lease or a closed-end lease. Under contract hire, the supplier leases you a vehicle for a fixed period and mileage in return for a fixed rental. At the
end of the lease, so long as the vehicle has not been driven more than the agreed mileage and is in fair condition, you simply return it without further cost. In calculating the rental the supplier will estimate the likely sale proceeds of the vehicle at the end of the lease (the ”residual value” or ”RV”). If the vehicle eventually sells for more or less than this, the supplier will make a profit or loss respectively. Normally, as lessee you will have no financial interest in this profit or loss. Through this mechanism the supplier is said to take the ”residual value risk” in the vehicle. As you don’t pay the residual value, one way of viewing contract hire is to say that you are only paying for what you use – the expected diminution in the market value of the vehicle during the period when you are using it – rather than the whole price of the car. In other words, you are paying for the expected depreciation (plus, of course, interest).
If the agreement includes maintenance the supplier will pay for all standard servicing and maintenance work, a certain number of replacement tyres, and the annual tax disc, but won’t pay costs arising if the vehicle is damaged, neglected or wilfully mistreated. The rental in a maintenance-inclusive contract includes the supplier’s estimate of the cost of maintaining the vehicle. If the estimate is too low, the supplier will make a loss; if too high, it will make a profit. Through this mechanism it is said that the supplier takes the ”maintenance risk” in the vehicle.
We’ve already discussed the corporation tax and VAT rules for leased vehicles, so I won’t repeat them here. The written quote you get from the contract hire company will split the rental between finance and maintenance elements, so you can see the net cost of the car after VAT. The quote will also show the car’s CO2 emissions, so you can see whether you will get full corporation tax relief on the lease rental and your driver can calculate how much car benefit tax they will have to pay on their company car.
BUYING A SERVICE
Leasing companies are usually happy to allow you to extend a lease at the end of the contract period, so long as your payments are not in arrears and the vehicle has not already cost a great deal to maintain. You will be offered either an informal extension (for a few months, usually at the same rental as before) or a formal extension (normally for 6+ months, at a revised rental). At the end of the lease period the contract hire company will contact you to arrange to collect the vehicle from the address of your choice. On collection the agent will complete a report for both parties to sign, confirming that the vehicle has been handed over and whether there has been any damage to the vehicle. It is in both parties’ interests that this report should be as accurate as possible to avoid later disputes about the condition of the vehicle. Bear in mind that if the car is dirty, the light is poor or the weather is bad it may be difficult for the condition of the vehicle to be assessed accurately. The contract hire agreement will say that the vehicle has to be returned at the end of the lease in good condition – ‘fair wear and tear for the age and mileage excepted’. Which leaves us with the question; what is the dividing line between fair wear and tear and unfair damage? Fortunately, the BVRLA has produced Fair Wear and Tear Guides for use by the industry and clients, which carefully define this dividing line. So, should you use contract hire? It offers you a comprehensive solution that includes: • Supply of the vehicle (no need for you to go out and find it). • Low interest rates built into the rental (often lower than you would get if you searched the market for credit). • The benefit of big fleet purchasing power. • Payment of all routine maintenance and servicing bills (no need to scruti-
With contract hire you are buying more than just a financial product: you are getting a service, so you need to be sure that the supplier can deliver the service that meets your needs. You can normally choose whatever lease period you require, though many contract hire companies will refuse to lease you a vehicle for less than 12 months or more than 5 years. Almost all contract hire rentals stay fixed regardless of changes in market interest rates, unexpected service costs or fluctuations in the used car market. The lease will set out the maximum vehicle mileage allowed during the lease period. The leasing company will have based their rental calculation on this mileage. Obviously, if the vehicle is only likely to cover a low mileage its true depreciation (the loss of market value) and maintenance costs will be lower than those of a similar vehicle covering more miles, so you will pay a lower rental.
EXCESS MILEAGE If the agreed contract mileage is exceeded, you will have to pay the excess mileage charge specified in the agreement, to compensate the supplier for the additional depreciation and maintenance costs it will incur. It has become fashionable to call excess mileage charges ”penalties” but this is an unfair expression. These charges should just ensure that you pay for the mileage actually covered by the vehicle, as if the rental had been based on this mileage from the outset. If you lease several vehicles from one supplier, pooled mileage will normally be included in the agreement. This allows any under-mileage driven by one car to be credited against over-mileage in another, thus reducing the net excess mileage charge.
EXTENSIONS AND FAIR WEAR AND TEAR
nise maintenance bills or negotiate with garages). • Automatic annual vehicle excise duty renewal. • An off-balance sheet finance product (though all leases may be ”on balance sheet” soon). • No residual value risk. • No maintenance cost risk. The success of the product has been its simplicity. You get a vehicle for an agreed term and mileage and just hand it back at the end of the lease. So long as the agreed mileage has not been exceeded and the vehicle is undamaged, that’s all that needs to happen. The contract hire market is highly competitive. If you wish you can simply shop around on a car-by-car basis to find the lowest quote and take cars from a variety of suppliers, though you’ll lose out on pooled mileage, have more paperwork and will have to manage a number of supplier relationships.
EARLY TERMINATION The main disadvantage of contract hire is that it involves giving away an element of flexibility. You will feel this most acutely if you decide to early terminate the lease or if the mileage you drive exceeds the contract mileage. If you need to be able to change your vehicles at short notice or you are in a high staff-turnover business, you may find that the early termination charges become burdensome. If you own your own vehicles you can do as you wish. For some, this is crucial. Whilst early termination charges can be annoying, it’s worthwhile mentioning that these are largely designed to compensate the leasing company for the loss they suffer when they dispose of the vehicle earlier than planned. If you were to buy the vehicle outright rather than lease it, you would suffer this loss too. You wouldn’t receive an invoice for the early termination but would still have to write off the loss as additional depreciation in your books. Taxation and financial mathematics have been such a central part of this series of articles so it won’t come as a surprise when I advise you to do a full tax-based discounted cash flow analysis before choosing your financial product. Contract hire is the cheapest option for many vehicles for many organisations, but, as we saw in earlier articles, this isn’t always the case. You should seriously consider using contract hire if the financial analysis shows it is beneficial and you believe that the advantages listed above outweigh the disadvantages for your business.

MANAGEMENT Fleet Academy
Are fuel cells still under the radar? (Ross Durkin, Publisher, Fleet World Group)
Fleet World magazine’s Fleet Academy is designed to provide a forum whereby those fleet consultants and professionals in possession of valuable fleet information can impart it to a select audience of professional fleet decision-makers. At the heart of the Fleet Academy is a network of independent fleet industry experts whose work brings them regularly into contact with end-user fleet managers and other organisations playing a key role in the fleet industry. These fleet experts will provide a regular feed of information that will be posted on the website forum in the form of a discussion topic. Typical areas of interest will include, but not be limited to: taxation, finance and accounting, legislation, environmental issues, fleet safety, insurance, fleet management, supply issues, security, etc. Fleet suppliers will be permitted to respond to queries if it is felt that their response represents honest and impartial advice. This aspect of the service will be strictly moderated in order to ensure that the quality of information provided remains of the highest standard. We have already attracted a strong network of fleet professionals, and our expert contributors have submitted a number of thought provoking discussion topics, a few of which are previewed to the right. We hope you will consider joining us in this exciting new venture into the world of fleet. To find out more about Fleet Academy and request membership, please visit:

Anyone who regularly visits motor shows, or reads some of the more in-depth articles in fleet magazines will have seen reference to fuel cell electric vehicles (FCEVs). But are they making their way onto the fleet radar or still just below it? I recently attended a lecture by Prof. Kevin Kendall of Birmingham University at which he enthusiastically and comprehensively explained how FCEVs work, the benefits, infrastructure requirements and likely costs. I was greatly impressed by his presentation, but many of the others in the room seemed to be more interested in highlighting the potential problems than investigating future opportunities. Then a couple of weeks later I had an invitation to drive Hyundai’s new iX35 FCEV. My only previous FCEV experience was about six years ago in a Nissan X-Trail which was being used as a test bed at Cranfield University. To be honest, it really did feel like someone’s experiment that had been dressed up for the media and I couldn’t at the time see many company car drivers opting for this ($500,000) car over their conventional X-Trail. But Hyundai’s iX35 FCEV looks and feels like any normal car and I know that there are several other motor manufacturers in a similar stage of advancement. It drives like an EV but without the need to recharge and if I had access to a hydrogen refuelling system I’d have one as a longtermer. Sadly I haven’t. My immediate interest is in the extent to which this technology (which I am quite convinced is the future of motoring) is understood by fleet managers and those in the industry. I would be delighted to hear your views on: • Your understanding of the technology • Your attitude towards the safety of hydrogen as a road fuel • The willingness of your organisation to consider new technologies Please feel free to respond through fleetacademy.co.uk.

RAC Report tells us what we already know (Steve Moody, Editor, Fleet World)
7 common myths and misconceptions about vehicle tracking
The RAC’s recent Report on Motoring showed that business drivers aren’t afraid to put their foot down and see speeding as a lesser crime than private motorists. Apparently, around 9 in 10 company car drivers admit to speeding on motorways, compared with less than two thirds of private motorists. It’s not really a surprise – if you drive anywhere at the weekend it is clear that people are driving more slowly. But what’s also clear is that people are driving terribly too, with no clue what’s going on around them. During the week, when the road is dominated by business drivers, the speeds go up, and so do the standards. Perhaps we should have higher speed limits during the week, and then drop them back on a Friday night – around 35mph on motorways would seem to be commensurate with the skill levels on display. Seriously though, the fact that drivers have little regard for speed limits is because of the utterly inconsistent way enforcement is applied. After my brush with the law the other week (stopped doing 93mph in a Mercedes-Benz SLS Roadster, which I thought was quite restrained of me) I’ve been chatting to people about their various infringements. I know three people who have accrued points on motorways doing 77, 80 and 82mph. I also discovered two people stopped doing over 100mph who got away with nothing but a telling off. From my experience of attempting to raise children, I’ve discovered that if you want positive outcomes you have to be consistent in your application of rules, or you have utter chaos (generally the state of affairs despite my 108 page rulebook). That’s just what is happening on our roads.
employer provides the benefit data on the employee’s P11D it is annoying if HMRC do not act on this. However, it should be remembered that the code is an estimate, and is corrected at the year end. It is therefore important that employees check their tax codes and appeal against this if incorrect. With this in mind I feel leasing providers should take more responsibility in ensuring individuals know what the benefit should be.

CANTER 4X4 JOINS FUSO RANGE
Fuso has introduced a 4x4 version of its 6.5-tonne Canter light truck, aimed at the building and construction sector, local authorities and customers that require regular off-road capabilities. The Canter 4x4 sits 300mm higher than the 4x2 models and comes with a choice of single or crew cabs. Power is provided by an FPT 3.0-litre engine, putting out 175hp and 430Nm of torque. Unlike Iveco installations, Fuso has opted to use BlueTec 5 technology, with both EGR and SCR, so the truck requires AdBlue to meet Euro5 and EEV. A five-speed manual gearbox transmits drive to the rear wheels, with four-wheel-drive available on the move. The rear axle comes with a limited slip differential, though manual locking front hubs are also part of the package. Fuso has gone with the more traditional technology, as the Canter will be sold in some less technically advanced markets. The truck also comes with drum brakes front and rear, though a powerful engine brake is standard on all Canter models. An extra step makes it easy to climb aboard the 4x4, which benefits from all of last year’s 4x2 cab upgrades. Manual air conditioning is standard, with an automatic climate control set-up available as an option. The cab over engine layout puts you right at the front of the truck, so forward visibility is excellent. It also provides the truck with a choice of short wheelbase or longer load bed. Fuso provides a uniform pre-drilled hole pattern on the sturdy ladder frame, making it easy for bodybuilders to fit a variety of bodies without the need for drilling. There are two factory power take-offs available, along with an external PTO rpm controller. Both cab options can be ordered on a 3,415mm or a 3,865mm wheelbase, providing overall lengths of 5,935mm or 6,685mm. The Canter 4x4 offers enough off-road capability for most business users, easily climbing loose hills and descending in complete control with the engine brake easily holding the truck. It’s not intended as a Unimog competitor, but for regular off-road use it ticks a lot of boxes.

NO TRANSPORT, NO OLYMPICS SAYS FTA The Freight Transport Association has stressed the importance of well-planned logistics throughout the Olympic and Paralympic Games. The FTA’s head of policy for London, Natalie Chapman, warned that without efficient logistics there will be no Games, adding that without an appreciation of the likely disruption, London’s business community will find it difficult to keep functioning. Speaking to the House of Commons Transport Committee inquiry into transport for the Olympics, she added that there was often a tendency not to notice freight transport until it doesn’t work. Although many companies are prepared for the disruption, she says that some FTA members are concerned about how some companies that are reliant on logistics are preparing and adapting to the challenge of the next couple of months. ‘The vast array of additional restrictions that will be implemented for the Olympics and Paralympic Games such as the Olympic Route Network, Games Lanes, banned turns and loading bans are likely to cause confusion even to drivers who know London’s streets like the back of their hands,’ said Chapman. ‘We hope that the boroughs and Transport for London will take a sensible approach to enforcement and will focus their attention on compliance and assisting drivers.’
VAUXHALL EXPANDS COMBO RANGE Vauxhall has expanded its new Combo line-up with the addition of a 1.4-litre petrol engine. The 95hp Euro5 motor will be available in the L1Hi Combo and in the L2H1 body. Equipped with Start/Stop, the engine is said to offer up to 40.3mpg on the shorter model with CO2 emissions of 163g/km. The smaller Corsavan also gets a new petrol motor, in the shape of a 1.2-litre also with Start/Stop. The Corsavan is said to deliver 55.4mpg and 119g/km, a saving of 5g/km over the standard 1.2-litre engine. ‘The inclusion of new petrol engines to the new Combo and Corsavan ranges is in response to increased customer demand,’ says brand manager Steve Bryant. ‘Certain Vauxhall customers want the option of a petrol engine, especially with respect to both current fuel prices and the operator’s specific working environment.’

Isuzu has launched the D-Max pick-up in the UK with big plans for increased market share. The firm took fourth place last year in the UK, with 2,431 Rodeo sales, but is aiming for market leadership with the new truck. ‘We want to be number one in this market, which effectively means doubling our volume,’ says managing director Paul Tunnicliffe. Isuzu has already sold its last 800 Rodeos, and with plans for up to 20% more dealers this year across the UK, should have no trouble beating 2011’s total. The D-Max line-up includes a 4x2 single cab, 4x4 single cab, plus 4x4 extended and double cab models. While the two single cab models only come in the basic working trim, there are four specification levels for the more popular extended and double cab. All D-Max models are powered by the same 2.5-litre engine, which with twin turbocharging and common rail injection develops 163hp and 400Nm of torque. That is similar to the previous 3.0-litre engine, but Isuzu claims that the truck will hit 38.2mpg, a 10% improvement over the old 2.5-litre motor. The truck’s CO2 emissions are down to just 194g/km. All D-Max pick-ups get the industry’s first five-year, 120,000 mile warranty. Service intervals are 12,000 miles or two years, and you get three years of recovery and assistance cover too. You can choose between standard six-speed manual or optional five-speed automatic gearboxes. Both work well, offering relaxed cruising while pulling well from low revs. The base D-Max comes well equipped, with air conditioning, all round electric windows, electronic shift-on-the-fly two to four-wheel drive, easy clean vinyl flooring, daytime running lights, six airbags and a radio/CD. The D-Max Eiger adds 16” alloys, body coloured bumpers, two more speakers and an Aux/USB input plus Bluetooth connectivity, carpet trim, heated and folding door mirrors,
projector headlamps and chrome door handles. Go up to the D-Max Yukon and you get 17” alloys, leather on the steering wheel and gearlever, cruise control, a chrome grille and bumper, side steps, LED rear lights, a rear load liner and a more extensive trip computer. Isuzu expects this to be the most popular spec with UK buyers. The range-topping D-Max Utah adds heated leather seats, with electric adjust for the driver, climate control, roof bars and rear parking sensors. Prices range from £14,499 for a 4x2 single cab to £21,499 for auto transmission Utah double cab 4x4. The wheelbase is 45mm up on the Rodeo, while the overall length grows by 215mm. The track has increased by 50mm, but this is no Ranger or Amarok, retaining dimensions that make it easy to use in town. Payloads range from 1,058 – 1,136kg and all 4x4 models have a 3.0-tonne towing capacity. Isuzu claims that up to 90% of its pick-ups are ordered with a tow-bar. The ride, now on double wishbones and coil springs at the front, is far superior to the Rodeo, with steering that is relatively direct and secure handling. D-Max cruises quietly on dual carriageways, with its more slippery shape contributing to lower noise levels. A decent turning circle makes manoeuvring easy and visibility over the low bodywork is good. Isuzu has 93 dealers in the UK, but is aiming to expand by 20% throughout the year. Many of these new dealers won’t be vehicle specialists though, as Isuzu will sell D-Max through agricultural and construction equipment dealers too.
verdict The D-Max range is more comprehensive than the Rodeo and gives fleet buyers more choice. Agricultural and construction equipment dealers should help broaden the customer base.

VAN OPERATIONS Short-Term Rental
Fleets look to rental in an uncertain economy It can help a eet to downsize, while some companies are launching rental services as customers shy away from long-term financial commitments, reports John Kendall. Finance is still hard to find and the current problems in the Eurozone and the length of time it is taking to resolve them is not helping businesses in the UK to re-build after the financial crisis. Vehicle rental has helped companies to work through the recession as Tony Grove, LCV manager at Arval suggests: ‘In the right circumstances, and as long as a smaller vehicle is fit for purpose, downsizing the LCVs on a fleet can provide significant benefit. However, we still see a number of fleet managers selecting vans that are larger than they need on the basis that there is an occasional requirement to carry large loads. ‘In this instance, leasing smaller vehicles but using short-term rental to ”plug any gaps” is a far more effective option. Cost reduction, improved MPG performance and lower fleet CO2 are all convincing reasons to adopt this policy. ‘When you look at the data from a whole life cost perspective, including current fuel prices, it is compelling. On average, moving from a heavy van to a medium van will save £3,465 across a four year vehicle lease, while moving from a heavy van to a light van can equate to savings of more than £10,000. When you consider that the average daily rental rate for a large van is around £30, this approach makes a lot of sense.’ And companies are being a bit more creative too, with some leasing companies moving to grab a slice of the business, as rental continues to be an attractive alternative. Grosvenor Contracts recently launched a new short and medium term rental service branded Grosvenor Rental Management. The service provides rental vans and cars specifically for fleet

operators by striking deals with established rental companies through a network of approved national suppliers. ‘For many years we have offered our customers both daily rental and EasiLease, which is our medium term solution for hires above 75 days,’ said Grosvenor Contracts managing director, Shaun Barritt, ‘However, with demand growing, we decided to expand this service into its own separate division, so that we could provide a more extensive service to both existing corporate customers, and new clients who only use us for short and medium term hires. ‘We have also looked at our pricing structure, and are offering clients a Platinum and Gold two-tiered approach. This enables them to save money by not having to pay for items such as out of hours delivery and collection, and one way drop offs, if they do not need them.’ Run Your Fleet launched a vehicle rental management service earlier this year, targeting its client base of SME and larger self-managed fleets. The service can provide vehicles for periods from one day to
12 months. Run Your Fleet reckons that its buying power can deliver the kind of cost savings normally only available to large businesses, for fleets of all sizes. The company’s rental management service is being offered on a ”Club” basis. Customers pay a monthly membership fee, which gives access to the company’s services, including the vehicle rental service. They can also access the company’s webbased rental management system. This provides online vehicle booking, driver booking authorisation, cost centre management and vehicle rental monitoring. Like Grosvenor Contracts, Run Your Fleet operates the service through rental partners. Managing director Steve Whitmarsh said: ‘Many organisations are finding it difficult to raise cash from their lenders in the current climate. Additionally, those organisations that do have credit available do not want to buy vehicles today in the knowledge they may become surplus to requirements in a few months. Similarly, organisations do not want to commit to leasing vehicles on a three, four or even five-year contract.’
