fleetreview This month, editor Steve Moody reckons we should be careful what we wish for from more accurate official MPG and CO2 figures.

Be careful what you wish for...

Congratulations to our winners

There’s been a bit of a hullabaloo recently over the report from the International Council on Clean Transport (ICCT), which showed that the average discrepancy between official and real-life figures rose from less than 10% in 2001 to 25% in 2011. Various commentators have got on their high horses about the naughty car manufacturers and their sneaky underhand tactics. But sometimes, you have to be careful what you wish for. Even a cursory, back of a fag packet calculation shows that for the fleet industry, we’ll take the status quo, thanks very much. On a £28,000 diesel car officially emitting 109g/km and doing 68.9mpg on the combined cycle, you and your drivers will pay in Benefitin-Kind and National Insurance contributions of about £2,300 in this tax year. Imagine if everyone got upset and next week, all carmakers revised their official figures to make cars 10% less efficient on paper, making this car 58.5mpg, and so 125g/km. That bill would rise to about £3,000. Irrespective of what it says in black and white, that car is still using fuel at about 11p per mile in the real world, and there’s a pretty good chance most fleet managers would know the real life cost anyway, no matter what they had been told. It’s not a perfect system, but at least it is a benchmark, and when you look at the extra tax you’d be paying, it’s best to take it as it currently is, thanks.

Congratulations to all the winners in our annual Fleet World Honours, all of which are detailed later in this issue. One thing is for certain: it is getting harder and harder in almost every category to decide who is the winner. The standard just keeps on rising every year. So if you picked up a gong this year, well done, and if you didn’t, then there’s always next year and with the field so tight, it could well be you.

Anti-social driving needs the police to get out more The news that anti-social driving, such as hogging the middle or outside lane, or pushing in to queues, could be subject to new police fining powers is a welcome one. It’s a bit more nuanced than the current obsession with speed limits, and hopefully might actually wake a few drivers up. So many just plod along in a daze, clearly not concentrating or even remotely aware of anyone else around them. But because they are within a speed limit, they are seemingly immune. The question is, how on earth are the police going to manage to enforce this? They haven’t got enough cars and officers out on the road as it is. The lack of convictions for mobile phone use, when it’s clearly still endemic, illustrates there needs to be more actual police out there to interpret an act of bad driving behaviour, and less reliance on cameras. But will the Government stump up the funds? Highly unlikely.

Ford NEWS B-MAX: better by design... THE Ford B-MAX has been honoured with the Design of the Year award in the 2013 Fleet World Honours – one of five awards for Ford, and one of ten UK awards for Ford and Ford vehicles in the past few weeks. The result of fitting Ford’s pillarless door system on B-MAX “is the car is actually more practical than considerably larger MPVs – a triumph of design, packaging and engineering,” said Fleet World editor Steve Moody. The other Fleet World Honours were three for the 2013 International Van of the Year, the Transit Custom – Best New Van, Best Medium Van and the Innovation Award – and the Van Manufacturer of the Year accolade for Ford. Ford fleet director Phil Hollins said: “The number and range of awards for Ford is a great result. The excellent design, research and development that has gone into the next-generation of Ford vehicles is paying off.” B-MAX was named Best MPV and Fiesta Best Small Car in the annual Diesel Car magazine awards and there were three more accolades in the annual Honest John Awards – Fiesta was Most Popular Hatchback, Mondeo was Most Popular Large Family Car and C-MAX Most Popular MPV.

Transit for British Gas... BRITISH Gas, the UK’s largest central heating installer, has ordered 520 Ford Transit vans for its installation engineers, primarily because of Transit’s class-leading economy and the low emissions from its Dagenham-built 125PS 2.2-litre TDCi diesel engine. The choice of Transit 330 models also enabled British Gas to achieve significant cost savings by recycling the bespoke racking systems fitted to its existing Transit models. Another advantage was the superior security offered by the Transit’s large load capacity. The vans also meet the company’s sophisticated vehicle whole life cost model.

Transit24 success followed by BlueService THE successful launch of Transit24 across Ford’s nationwide network of premium CV authorised repairers has been followed by the launch of Ford BlueService which is being rolled out across Ford’s 650-strong service network. Transit24 offers commercial vehicle customers convenient appointments, while-you-wait servicing and extended-opening service appointments designed to minimise fleet customer vehicle downtime and to provide priority treatment for urgent cases, aiming to complete vehicle offroad repairs on the same working day. Every Ford Transit carries a comprehensive three year/100,000 miles manufacturer’s warranty and also ‘Ford Assistance’ premium roadside assistance package which includes ‘load continuation’, to ensure that, following a breakdown, the load can be delivered before the vehicle is taken to a repairer. Ford BlueService will transform the aftersales experience for Ford’s retail customers, including free electronic vehicle check, online service booking, Ford Assistance, Ford Accident Management and a Ford OneCall helpline.

LEADING vehicle glass repair and replacement company Autoglass® is taking delivery of 90 new Ford Transit vans for its 1,250-strong Transit fleet which serves more than 1 million motorists each year. The trend for larger windscreens means Autoglass® has increased the size of its staple Transit to Transit Custom 290 long wheelbase versions to enable its mobile technicians to carry the larger vehicle glass. “The Ford Transit has been the mainstay of our fleet for 44 years, which speaks volumes for the product,” said fleet manager Ged Raymond.

Fuel price fixing would be “national scandal”

fleetweet

A

@ LexusPR

Conservative MP has said it will be a “national scandal” if allegations of fuel price fixing are proved, adding that the Office of Fair Trading inquiry into petrol prices last year was “limp-wristed and lettuce-like”. In the middle of last month, offices of oil firms including BP and Shell were raided by European anti-trust regulators following information from an alleged whistleblower about price fixing in the oil market. Harlow MP and fuel price campaigner Robert Halfon said: ‘What really happened was the OFT carried out a limp-wristed, lettuce-like inquiry when they should have done a full 18-month inquiry into what has been going on.’ European Commission officials have also asked trading houses to answer questions related to allegations that oil companies have colluded to manipulate the price of oil and petrol for more than a decade. The price of petrol has risen by more than 80% since 2002 to about 135p a litre. Prime Minister David Cameron said: ‘It's totally unacceptable for firms to fix prices and force consumers to pay more. That’s why we are looking at how to extend this criminal offence to the energy sector to make sure that those who manipulate benchmark prices feel the full force of the law.’ Defending its report, which found nothing untoward, the OFT said: ‘The OFT asked for evidence on whether speculation or manipulation of oil spot and futures markets or inaccurate oil or wholesale road fuel price reporting could be leading to higher pump prices. ‘The OFT stated these issues could potentially raise serious concerns but no credible evidence was submitted to the OFT.’ The European Commission investigation is ongoing.

New Insignia to offer huge savings for fleets

A

heavily revised Insignia goes on sale this month, featuring new looks, segment-best CO2 emissions and dramatic price reductions aimed at broadening its appeal in its biggest European market. P11Ds – Near range-wide reductions of £3,500 mean P11d are in line with real-world discounts, helping to reduce tax costs for fleets. Tech Line versions – 20% of fleet sales – were ahead of the curve, rising £500 to reflect higher equipment levels, but an RV uplift of at least £500 should help counteract this. Engines – 85% of Insignias are diesels, and newcomers include 118bhp and 138bhp 2.0 CDTi ecoFlex versions, both emitting 99g/km CO2 with some of the highest fuel efficiency in the segment. Lower pricing contributes to significant reductions in whole-life costs. Moving upmarket – aimed at a 5% improvement in “true fleet” sales, new Insignias get lightly refreshed styling inside and out, with chassis improvements boosting ride quality and refinement. Touch screen infotainment means dashboard buttons are dramatically reduced.

BAROMETER Making sense of the surveys

We've pulled together the pertinent points from the myriad of research done in the fleet industry this month to give you a clearer view of what's really going on...

fleet management The Alphabet Fleet Management Report (AFMR), based on a survey of 250 fleet managers, found that there is an increasing level of optimism in the industry. 81% of operators said that they expect the size of their fleet to grow over the next year, or at least remain unchanged (up from 70% in 2011). 31% anticipate an increase in their fleet budget (27% in 2011). 40% of the fleet managers surveyed have invested in hybrid vehicles (up just 3% from 2011). 37% have invested in telematics (down 7% from 2011). Paul Hollick, sales and marketing director, Alphabet, said: ‘Fleet has outperformed the private car market through the recession and the Government should carefully consider making sweeping changes to vehicle excise duty, company car tax and capital allowances; especially where it affects the market for ultra-low carbon vehicles as fleet managers have clearly stated that the cost of going green is still a concern.’

used vehicle market Used vehicle wholesaler, Manheim, has confirmed that conditions in the UK automotive market are the most positive it has seen in four years. During the first four months of 2013, Manheim claims the volume of used vehicles sold through auction has risen by nearly 20%. There was an 8.5% reported rise in the number of used vehicles sold through auction compared to the same period in 2012. 19% more cars have been sold by Manheim than during the same period in 2012. There was a 39% increase in the number of part exchange vehicles. Michael Buxton, chief operating officer of Manheim, commented on the results: ‘April surpassed January's record-breaking performance to become Manheim's best ever month. We sold the most vehicles during this month in our 65 year history.’ Source: Manheim Group

duty of care Employers are being urged to show duty of care to their staff after a new survey reveals a worryingly low number of drivers have received professional training. Of the 1,000 business drivers surveyed by ALD Automotive: Only 41% of drivers had been given any formal driver training or coaching by their employer. Less than 2% of drivers expected to receive any specific training in the next 12 months. Just 24% of employees have been asked to perform a health check to ensure that they are fit to drive for work. Mel Dawson, managing director for ALD Automotive UK, commented: ‘These statistics are concerning as they suggest a large proportion of businesses are, perhaps, still not giving this area of fleet the priority it needs to have. Besides the moral and legal obligation to do so, an effective occupational road risk policy will also lead to significant financial savings from reductions in accidents, insurance premiums and vehicle repairs.’ Source: ALD Automotive

fuel prices Source: Santander 123 Credit Cards

Figures from a recent survey into fuel prices suggest motorists are paying a significantly lower pence-per-litre (ppl) price at the pumps than they were just two months ago. UK petrol prices have decreased by an average 5% since March this year. The cost of unleaded fuel has decreased by up to 7% in some areas during the same period. Filling up is more than 5% cheaper in Carlisle than Taunton, Somerset; the towns with the cheapest and most expensive ppl for premium unleaded fuel respectively. Santander estimates that motorists driving 1,000 miles a month at an average of 35mpg will spend £172 on petrol this month, almost £10 less than in March.

motorway safety

More than one in four drivers has potentially endangered their lives by stopping on the hard shoulder in a non-emergency, according to a new report. Of the 20,073 people surveyed, a variety of reasons were cited for stopping, including: • • • •

Source: SURVIVE Report 2013

6% stopped for a toilet break. 1% pulled over for a non-emergency phone call. 4% had to stop because they ran out of fuel. 7% admitted to driving on a motorway in a car that they knew had a fault that was likely to cause it to stop.

Allan Mowatt, chairman of SURVIVE, the driving safety group, said: ‘By law, the hard shoulder is for genuine emergencies only. If you stop for any other reason, you could be fined up to £60 and receive three penalty points, as well as potentially putting your life at risk. No phone call or loo stop is worth it.’

fleetonfleet Liz Hollands talks to Sarah Dopson, fleet manager at The AA. Fleet size 8,000 – LCV, HGV, company cars and driving schools. The AA fleet must be one of the most diverse in the UK? Yes, it must be. The group fleet has four different divisions, split between LCV, HGV, cars and driving school. There are 16 business areas that have a unique vehicle build/specification within the LCV division, including Roadside Repair, Battery Assist, Fuel Assist, and others. When the AA takes on a new business, how do you tackle the integration of its fleet? I would typically be involved from the outset and provide corporate due diligence on the fleet to understand the profile, compatibility and specification. This includes looking at vehicle manufacturer, funding, fleet management, system integration, mileage, contractual constraints i.e. excess mileage, end of contract penalties, and pooling. As part of the process I would provide a cost analysis to establish whether it’s in The AA’s interests to take on or build new. What are the two biggest fleet issues for you presently? There are two legislative changes that will cause us some operational and planning issues: Whole Vehicle Type Approval and the changes to the AFRL system for processing bulk road fund licences. I am also focusing on tyres and SMR across the fleet.

which assist with the design and specification, and are also included within the first vehicle sign off to ensure what we have built is fit for purpose and fully meets their requirements. I sit on the weekly senior management meeting to share progress updates. What’s your best advice to someone just starting their first fleet manager job? Understand corporate responsibilities. Outside of work I know you are a keen runner. Any “big ones” lined up? Yes, I’ve competed in most London marathons since 2004. In 2011 I completed one of my toughest challenges yet, cycling from John O’Groats to Lands End – 870 miles in 7 days – 125 miles on average. I am trying to get my running legs back, you use different muscles for cycling so it’s amazing how unconditioned you become. If you weren’t a fleet manager, what would you do? I would be a chef. I have a natural interest in food, to eat and create!

Vehicle reliability must be key to the AA given the nature of its businesses? Vehicle downtime is hugely important to The AA. Most van servicing is scheduled on a patrol’s rest day. As we operate an O licence we service the truck fleet every eight weeks, and because we can build the servicing schedule a year in advance we can avoid rostering patrols into vehicles on these days. We try and forward plan as much as possible to avoid any unnecessary patrol time off the road and we keep a strict eye on our fleet management company to ensure SMR is completed within the day. What’s the most bizarre fleet-related issue you’ve had to deal with? A non-starting vehicle. Upon investigation we found that the air filter had been filled with acorns. The culprit was a squirrel preparing for harsh winter! Relationship management with internal and external stakeholders is obviously key. I presume you have a very structured approach to this? Yes, we engage with our customers i.e. patrol/driving instructors, early on in the process to ensure we understand the requirements of that business area. We have user groups

The new standard The International Accounting Standards Board has unveiled new lease accounting proposals that could impact on companies using leasing. Natalie Wallis look at the proposals and their potential effects. What's being changed? The new standard, called the “right of use” model, differs substantially from the current standard, which does not require operating leases to be reported in company accounts. Under the new model, a lessee would identify the right to use a leased asset on its balance sheet and incur a corresponding liability for future rental payments.

sition period before the new standard becomes mandatory in a few years’ time. Initially the new standards will only apply to publicly quoted firms that report to IASB standards. Most UK firms report to the UK’s generally accepted accounting principles (GAAP) and will be unaffected until these converge with IASB standards. There is no date set for this at present.

Why has it been changed? The new approach is being introduced due to concerns from the International Accounting Standards Board (IASB) and the US Financial Accounting Standards Board (FASB) that firms using operating leasing can gain from “structuring opportunities”, whereby they are not required to report all their assets and liabilities on the balance sheet. This is in direct contrast to financial leasing and makes it hard for external parties such as potential investors to ascertain exactly the state of the firm.

What is the likely effect? While the reporting requirements seem onerous, the BVRLA has said it is confident that its members can help fleet customers with their reporting requirements. Those firms affected will need to account for leased vehicles on their balance sheet. This would cover the finance element and fees relating to maintenance, fleet management, and other service costs are excluded. Customers renting vehicles for less than 12 months will be required to use a simple accounting model. This would keep their reporting burden to a minimum because they would not need to calculate the net present value of the rental. The BVRLA’s chief executive, Gerry Keaney, has also stated the organisation’s view that leasing and rental will remain essential forms of vehicle finance due to their inherent benefits.

When will it come into effect? The new model has been proposed in the latest Exposure Draft from the IASB, which is open for consultation until 13th September 2013. Following the current consultation the IASB should publish a final standard towards the end of 2013. There will be a tran-

T

he news that there will be a new offence of needlessly hogging the middle lane, which will attract three penalty points and a £90 fine, gladdens my heart. About time too, although I must remember to warn my mother, who once admitted not using the inside lane of the motorway because it was “too rough”. I think she meant the road surface, rather than the occupants. Use of a handheld mobile phone whilst driving will also attract an increased fine, now set at £90 rather than the previous £60. Illegal since 2007, I still see plenty of people using handheld mobiles, but not enough traffic police to pull them over and collect the fines. Increasing the fine won’t act as a deterrent unless there are more resources to catch them in the act. Also in the news I understand that dedicated traffic courts are to be set up to prosecute minor motoring offences, although I would take issue with the copywriter who suggested that jumping a traffic light is a minor indiscretion. On my regular commute there is one busy junction where frequently two, and sometimes four, cars jump the opposing lights when ours are green, and there are enough accidents that I’m surprised cameras haven’t been installed as a deterrent. It seems that jumping traffic lights is suddenly an acceptable thing to do – do these people have no sense of their own mortality? And why is it always the people who have otherwise been driving at a glacial pace who leap to warp speed at the sight of a red light? The DVLA has advised that due to a high volume of transactions, it may take longer than usual to deal with an application to purchase or transfer a cherished registration. Strange then, that the backlog of cherished registrations should have come about during the 13 plate era? Of course DVLA will say it’s due to a change in procedure as they switch all operations to Swansea and close down their local branches. Incidentally, with that thought in mind, did anyone else see that the branches are to have occasional half day closures for training in how to close down their own branch? Really? And finally this month, the recent suggestion that thousands of speeding convictions could be overturned due to a technical loophole leaves me open-mouthed in disbelief. The loophole is based on the premise that the variable speed limit numbers flashing up on motorway overhead gantries were not using the approved font. There was no suggestion the font was unreadable, or even less readable than the correct font. The fact is that all of those people were speeding, in conditions which were considered dangerous enough to request a lower limit in order to ease bunching of congested traffic and thus potentially avoid accidents. Has the world gone quite mad?

Volvo thinks locally Volvo is getting closer to small fleets through a deal with the Daily Telegraph, reports Curtis Hutchinson, editor of Motor Trader.

V

olvo has decided it needs to get closer to small business and is using its dealer network and the Daily Telegraph to do so. As a brand, with quality and quirkiness as key cornerstones, Volvo lends itself well to SMEs where entrepreneurial owners are more likely to favour something outside of the mainstream when it comes to their fleet car. Whatever else, Volvo has always been a prudent choice among discerning fleet and retail customers with its balance of safety, practicality and those dependable whole-life costs. The Volvo move involves a marketing campaign which will give the brand a high profile within the Daily Telegraph with a series of sponsored Spotlight on Business pages focusing on firms on the up and interviews with top performing SMEs. This is all part of a new Volvo strategy aimed at boosting its share of business in small SME fleets, an area many car manufacturers are targeting for growth as the UK gradually pulls out of recession. 'The SME audience represents a massive opportunity. As such we need to be innovative in our approach, positioning Volvo as expert in small business advice,' says Kay Saunders, Volvo's campaigns manager for business sales. 'It’s important for Volvo to be present in the SME market because it is a market still experiencing growth. 'We have specifically concentrated our marketing activity in order to engage with SME owners and demonstrate the offering and support that Volvo can offer them in their everyday business operations. We look forward to working with these smaller businesses.' Central to the success of the programme will be the role played by Volvo's dealers in delivering SME friendly services. In readiness last year the brand launched a Business Sales Academy to encourage dealers to develop and build relationships with small business customers. Since then hundreds of Volvo staff have successfully completed the Business Sales Consultant course to equip them with the specialist

knowledge needed to help SME customers make informed decisions. Dealers with specialist business centres will be promoted on the Daily Telegraph's online hub and have been tasked with finding local SME success stories to be profiled in the newspaper: clearly a promotional winwin for both dealer and customer. The hub will also act as a lead generator. The initiative should certainly help refocus Volvo's attention on the specific wants and needs of the local business community; many of whom will already be known to its dealers but may be in need of some dedicated time and special attention. Indeed the scheme makes a virtue out of many car dealerships also being local SMEs rather than members of big regional or national groups. 'Our dealers always look to build relationships with local businesses and continue to look after them once the cars are bought. We’re encouraging dealers to focus on the local SME community to help show business sales aren’t about leasing companies, but real businesses on their Black for Executive/SE trim or doorstep facing the same chalwhite for sports versions are both lenges and successes as a dealsafe bets for maintaining RVs. ership would,' says Saunders. Reinventing the wheel In-wheel electric motors could radically alter the way cars are designed, according to Ford and component manufacturer Schaeffler. What is it? The E-Wheel Drive project uses an electric Ford Fiesta with a revolutionary new drivetrain. Whereas electric vehicles have used a centrally mounted motor, similar to an engine in a conventional car, the E-Wheel Drive project is developing smaller motors which fit inside a wheel. How it works The E-Wheel Drive unit is cylindrical and contains a liquid-cooled motor, brakes and wheel bearing within the same housing. The wheel is bolted onto the hub,

and in the Fiesta, the motors are inside the rear wheels, supplied by a battery under the bonnet. Power is 108bhp, with torque of 516lb.ft per motor. Because both sides operate independently, the car can vary the amount of torque provided to each corner depending on available grip, without using the brakes or expensive transmission parts. The claims Schaeffler believes the project could lead to a radical rethink of the way cars are designed. Because there’s no requirement for a traditional engine bay, provided batteries are packaged under the floor, this technology would allow a four-seat car to occupy the same footprint as a current twoseater while offering additional flexibility for crumple zones. The motors can also be rotated through 90 degrees, allowing cars to drive sideways into parking spaces or rotate around its axis. Despite a substantial gain in unsprung weight – not supported by the suspension – Schaeffler says the ride quality and grip are virtually the same as in a conventional Fiesta. When will it be here? Schaeffler is broadening the project to include Continental and universities in Aachen and Regensburg, who will develop a pair of Ford-based research vehicles by 2015, focused on improved dynamics.

SPOTLIGHT Mercedes-Benz S-Class

Luxury defined Quieter, more efficient and even capable of driving itself, the latest iteration of “the world’s best car” is as much of a technological marvel as ever. By Alex Grant.

technology Previous generations of the S-Class have been a showcase of the carmaker’s most advanced technology, and the newest model is no different. Under a package Mercedes-Benz calls Intelligent Drive, the car is able to combine data from six cameras, six radars and numerous other sensors to understand its surroundings and adjust on-board systems to suit. Two cameras, fitted at the top of the windscreen, allow the S-Class to augment its headlamp-mounted radars to get a three-dimensional view of the road ahead. In turn, this allows the S-Class to distinguish between vehicles, pedestrians and stray animals, recognise direction of travel and road signs and spot potholes, adjusting the suspension accordingly. Not only does this give the S-Class an advanced accident avoidance system, but it means the car can drive itself through low speed traffic jams by following other vehicles, even taking over the steering. Interior luxury is in excess of a first class airline cabin, featuring unlimited wireless internet access, smartphone control of multimedia and comfort systems and an aircraft-style route map on rear screens. The traditional dashboard instruments are replaced by two 12.3-inch TFT displays, giving more flexibility to show data such as images from the infrared pedestrian detection camera right in front of the driver.

FLEET FACT Hybrid S-Class models will boast CO2 emissions of 115g/km.

30 / fleetworld.co.uk

design & luxury Traditionally, the S-Class has been engineered as a short wheelbase car and extended. But with a wider global audience, the latest model recognises the chauffeur-driven Asian markets and was engineered the opposite way. In the UK, the long wheelbase model will be the larger seller but European customers tend to drive themselves. However, there’s been a marked effort to improve the already high levels of comfort offered in the back seats. There are three different options for the rear bench, with the Executive setup only fitted to the long wheelbase car and offering a 43.5 degree recline on the two outer seats. Because these no longer pivot at the shoulder, they don’t reduce legroom as much when fully reclined, and built in airbags on the seat base stop passengers sliding under the seat belt during a crash.

engines & efficiency The new S-Class uses a stiff part-aluminium bodyshell which is one of the most aerodynamic on sale, contributing to reduced wind noise and a kerb weight which has hardly changed in 20 years. Even small details have been considered – LEDs have replaced every light bulb in the car, and MercedesBenz claims a 2.1g/km CO2 reduction just from using LED headlights instead of halogen units. Efficiency leaders from launch will both be hybrids. European cars will be available with the same diesel-electric drivetrain as the E-Class, returning 64.2mpg with CO2 emissions of 115g/km, putting it far ahead of anything else in its class. A Plug-in Hybrid will follow in 2014, offering congestion charge exempt CO2 emissions of 74g/km. But the S350 BlueTEC, with its Euro 6 compliant six-cylinder diesel, is expected to be the most popular engine with British buyers. This returns 51.3mpg on the combined cycle with CO2 emissions of 146g/km (50.44mpg and 148g/km for the long wheelbase model).

motoring editor’s view The S-Class has traditionally enjoyed long-lasting popularity, and despite being by far the oldest model in its segment the outgoing car remains a benchmark and is comfortably the biggest seller. Mercedes-Benz sold 1,800 in the UK last year, accounting for 30% of the segment’s total volume, and it’s unlikely its replacement won’t follow suit. While that still places this as a niche model, the S-Class is a brand-defining car, the pinnacle of Mercedes-Benz’s luxury carbuilding expertise and the first place where consumers can try technology which will be commonplace on future generations. orget the sub 100g/km for a moment and take a look at the styling. Different. Striking. Bold. That first one is key, as really it’s pretty difficult to get too excited by the Germanic triplets that this new Lexus IS300h is hoping to steal sales from. Faced with the reality of either the default choices of an Audi A4, BMW 3 Series or Mercedes-Benz C-Class, all with something diesely under their respective bonnets, the Lexus does rather stand out. Thank that bold styling, those overly fussy front lights and an interior that might look all hi-tech and interesting now, but will have all the appeal of an old Aiwa midi Hi-Fi system in a few years. So the interior might have the whiff of graphic equaliser about it, and a control for the optional sat nav and infotainment that will take you the life of its lease to master, but likewise you have to congratulate Lexus for daring to be different in a world dominated by Germanic efficiency and relative cabin greyness. The powertrain exemplifies this. Looked at purely as a numbers game the Lexus makes good sense, though being a contender in this marketplace it’s keen to point to the car’s dynamic appeal. Yes, it’s been Nürburgring-honed and Lexus’ engineers have dreamt up clever new ways of making it stiffer and sharper, but despite all this that drivetrain never really cuts it against what the chassis can offer. It’s difficult not to imagine at least one of the test drivers mentioning pulling the steering wheel paddles for the E-CVT transmission does nothing but change a number in the central display, either. Accept it for what it is though, bigger inside than before, and different, and the numbers might just add up. Just not for everyone though. But then, that’s the point?

uying a 3 Series used to be simple: a choice of saloon or Touring, coupe or convertible, all desirable new and used, sharing the same high dynamic abilities and powerful, efficient engines. But the latest F30-generation 3 Series is part of a much larger family. The standard saloon and Touring are still in place, the coupe, convertible and a rumoured rival to the Audi A5 Sportback will be sold as the 4 Series, the X3 SUV is about to gain a sportier X4 sibling, and buyers looking for a bit of extra luxury will be shoehorned into the 3 Series Gran Turismo. Given that the 5 Series GT hasn’t won over legions of BMW buyers in the UK, you may be wondering where this new car is going. The 3 GT isn’t a direct A5 rival, and unlike the 5 GT it’s not based on a larger platform. Instead, the 3 Series GT is based on the long wheelbase F30 saloon sold in China, but with frameless windows and a higher, raked roofline. A niche too far? Perhaps, but it does have its uses. As a result, the 318d GT is the most efficient of the range, with CO 2 emissions of 119g/km and combined fuel consumption of 62.8mpg. Although it lacks the punch of the fleet-favourite 20d engine, extra economy doesn’t completely blunt the 318d GT. There’s enough power available to make this a relaxed motorway car, only really let down by a lot of grumble at low speeds, and its 143bhp output is delivered progressively through the rev range. Despite a 140kg weight gain and the longer wheelbase, the GT feels almost as agile and fun to drive as the saloon. As good as it is, though, it’s understandably a niche model. The 3 Series Touring is a known quantity on the used market, there’s only £920 between a 320d SE GT and a 520d saloon, and the larger car is more fuel efficient. It makes this a good car, but a model with limited appeal against the already strong 3 Series range.

f I was a user chooser, and had to have a mid-level company car, I would seriously consider the new Volkswagen Golf GTI. Shock horror, it’s petrol-powered! Amazeballs, it’s a performance car! But this is a 220bhp, beautifully built, superbly comfortable and handsome, great to drive car. And it does nearly 50mpg when driven carefully and costs barely any more than the previous model. The new GTI is powered by a 2.0-litre turbocharged direct-injection petrol TSI engine, and prices are only around £195 more than the last version. Interior highlights include climate control, sports seats with the classic tartan cloth, a bespoke sports steering wheel, gear lever and instrument cluster, trim strips and stainless steel pedal caps. The standard touchscreen infotainment system also includes DAB digital radio, Bluetooth and iPod connectivity, so you are never short of little luxuries. The standard model accelerates to 62mph in 6.5 seconds, and gets the power down well: Volkswagen has never gone mad with the performance of the GTI, so it is less manic than some of its competitors, and it feels more stable too. The variable steering allows exactly the right amount of turn at any speed, and everything is just so well-considered that driving it is a pleasure, in any circumstance. There’s a DSG gearbox and a Performance

Pack which adds power and a fancy traction system but the standard manual and power output combination is just so sweet that you really don’t need to be greedy. You can drive the GTI slowly quite happily and it’s clear a lot of time and money has been spent on the suspension because it rides fantastically well over rough surfaces, which means that long distances are not the chore you think they might be. The quality can be felt, as well as touched. Efficient, fast, classy and perfectly produced: it’s time the Golf GTI was back as the king of the perk cars.

or executives immune from this age of austerity, or chauffeur fleets looking for a high luxury workhorse, there are few better choices than the new Bentley Flying Spur saloon because it is more comfortable, quieter and roomier in the back, and underpinned by the best technology Volkswagen Group can muster, so it won’t let you down either. The cabin is lined from top to tail with thick leather, 108 square feet of swirling wood and soft fleece carpets, and its

40 / fleetworld.co.uk

vast two-turbo, six-litre 12-cylinder engine just helps you along silently, like a gentle zephyr wafting a sailboat. Even the glass is extra thick to keep the world out while you catch up on reports and paperwork. Whereas the last car was more overtly sporty, this is more of a limousine and life in the back is really rather wonderful: chairs that recline, a handy fridge for drinks and a little tablet that allows you to access the internet, look at maps, heat up and cool down seats and play music on the screens ahead. Bentley really is on a roll: despite the fact the luxury car market shrank in 2012, its sales continued to grow, by nearly a quarter to more than 8,500 cars, with an operating profit of €100.5m, and a turnover of nearly €1.5bn. Unsurprisingly China and the USA are strong markets, but the UK is fairly healthy too. And should you have given the driver the day off, you can always get behind the wheel, and employ 616bhp to seismic effect. From a silent glider, it grows to a barreling roar. It is very fast for such a vast machine. It’s more expensive than the last one, at £140,000. But whereas the outgoing car was a higher-end competitor for A8s and S-Classes, this one feels more like a good value alternative for Rolls-Royces and the Bentley Mulsanne. It’s tough at the top, isn’t it?

SWOTTeam This month the SWOT Team analyses the strengths, weaknesses, opportunities and threats for the new Fiat 500L against its closest rivals. Here is what they have to say...

Strengths

Weaknesses

Opportunities

Threats

AC Encapsulates the same sort of feel as the ultra-cute 500, but with much more interior space. All seats except the driver’s fold allowing loads up to 2.4m.

AC This doesn’t carry off the retro design like the 500 does, or offer anything that the competition doesn’t already offer. All of the engines lack a little power and therefore will end up being driven harder and the economy will go out the window.

AC The opportunities are there for people that want to go for something slightly different, but will potential MINI Countryman customers choose a Fiat over a MINI? The jury is out at the moment. This will appeal to some just because of the branding, so expect a customer base that is mainly female biased.

AC The main threats come from other small MPVs, but there are Compact SUVs hitting the market with similar practicality and a more rugged design which buyers are into at the moment.

MJ A true five seat car with flexible seating and a minimum 400 litres of luggage space. Good visibility plus high levels of equipment will attract interest. Extensive safety equipment means NCAP five star status. AS Not as mainstream as some. Bright, modern interior with a retro twist, and a seating layout that’s versatile and easy to change. MW Practical and flexible, with loads of internal space, Fiat says 500L will be ideal for those who have a 500 and want something bigger. Some are not so convinced.

42 / fleetworld.co.uk

MJ This is a much larger car than the 500 and inevitably not as cute, or cheap. The links between them may not be obvious enough to emulate the success of MINI. AS Fleet managers don’t automatically think of Fiat. High pricing and quirky styling will ensure these will not sell in any great numbers, and residual values are unlikely to be strong. MW The design is love or hate, and manufacturers in this sector really can’t afford to get it wrong. 4X4 should have been available at launch.

MJ Supermini-based MPVs have almost taken over from small estates, and with affordable practicality a key private consumer goal in all sectors, 500L should gain buyers. AS Dealers will welcome the up-sell opportunity this offers, it should appeal to style conscious buyers. MW It doesn’t look much like its smaller sister. Because of those 500 badges, no doubt people will at least consider one.

MJ Pricing on a par with MINI & B-Max means 500L can only really offer more standard equipment to tempt buyers. It does, but buyers may not see the brand image as comparable. AS MINI is arguably one of the most successful cars of the last decade, but didn’t mean a larger version was going to sell. Small MPVs have limited appeal against small SUVs. MW The looks will put many off, and the price and CO2 are not class-leading. Many potential customers will still remember unreliable Fiats of old.

A Miles Consultancy Feature

Five ways to master mileage expenses As concerns grow about an impending oil price spike in the next 2-3 years, Paul Jackson, Managing Director of Europe’s leading business mileage specialist, TMC, recommends key steps to greater control over fuel and mileage costs.

1. Understand the potential savings Mileage essentially drives all other fleet costs. But it’s surprising how much businesses can save by tackling it. Reducing mileage is ten times more effective at cutting fuel costs than trying to buy petrol more cheaply. And it can save three times more than if employees drive more economically. TMC’s customers, on average, see business mileage fall by nearly 25% when they move their mileage reporting to TMC’s audited mileage capture system.

2. Counter frequent fiddles

4. Set the record straight

Four common mileage expense fiddles are: (1) exaggerating mileages; (2) sharing cars and all claiming the mileage; (3) fabricating claims completely, and (4) filling jerry cans with private fuel. All told, fuel fiddles are estimated to cost UK firms over £1.5 billion a year. The strongest deterrent is the fear of detection – achieved by fleets that use proactively-audited mileage capture. TMC’s unique Micro Audit algorithm, which detects mismatches between fuel volume and mileage in real time, further increases protection.

Despite recent claims to the contrary, inaccurate mileage records do risk a run-in with the tax authorities. Settling exaggerated mileage claims is tantamount to providing private fuel. The authorities do check. They do find BIK liability. And they do pursue firms for unpaid tax plus interest. Alongside cost savings, management information and reduced administration, a key benefit of the unique audit features of TMC mileage capture is customers’ knowledge that their records are fully compliant with tax reporting requirements.

3. Tap into the latest technology

5. Deploy a full toolkit

Now that two out of three people in the UK own a smartphone there’s no real need for expensive ‘dongles’ to count car miles. Simply run a free GPS-enabled mileage app on the phone. Drivers can key in their trip details or let the phone track their route. But remember that any app is only as good as the system it connects to. The all-new app (above) connects to TMC’s powerful, awardwinning Mileage Audit system. With all-round functionality like the ability to upload fuel receipts, it also tracks road routes accurately even when the phone temporarily loses the GPS signal.

With the help of today’s apps, mileage capture systems and fuel card data, businesses can maintain full visibility over their fleet’s fuel use. TMC’s Mileage Audit system is just as much at home with grey fleet and car allowance drivers as it is with company cars and vans. Complement it with the capability of our optional 97.9% UK-accepted fuel card and you have a total service.

For further information about TMC’s range of mileage capture and fuel procurement products and services please call 01207 525212, email info@tmcuk.co.uk or visit www.tmcuk.co.uk

Fleets wise up to EVs! This year’s Fleet Show proved a great success for npower... As a market leader in electric vehicle (EV) charging infrastructure, npower is committed to working with the business community to enable electric fleet adoption for commercial and environmental gain. The Fleet Show provided an ideal opportunity to showcase cost-effective solutions for implementing EVs across fleets and npower’s proven expertise in the field. Jonathan Woodthorpe (pictured, right), head of emobility at npower comments: “The Fleet Show enabled us to demonstrate how electric vehicles can become an economical and sustainable option for fleets. “Our range of charging solutions for homes and businesses provide flexibility for fleets, so it was great to be able to demonstrate this. We also had the opportunity to excite visitors to the stand with motoring journalist and TV presenter, Jonny Smith’s Enfield 8000. npower is sponsoring Jonny’s mission to produce Europe’s fastest street legal EV and the bright yellow car was certainly a hit with intrigued delegates!” Jonny Smith was also at the show and commented: “It was great to meet with so many people from across the fleet industry. People are starting to recognise that electric vehicles really do have a place in society. Of course, not everyone suits the same solution, but they do provide a cost-effective and sustainable solution for many fleets. “My challenge is a bit of fun, but it has a serious message. I hope it raises awareness of the potential of electric

vehicles and how they can provide sustainable motoring for the future.” The Government recently announced provision of £37million funding towards the installation of new charge points at homes and railway stations, and this has been welcomed by npower. Combined with EU plans to accelerate the rollout of infrastructure to support alternative fuel vehicles, which could result in 122,000 public chargers, and clarification in the Budget around company car tax bands, it is an exciting time for EVs in the UK. With this in mind, fleet managers considering EVs for their fleet, should visit www.npower.com/ev to find out more about npower’s range of charging equipment and data management services, which help make running EVs as easy as possible. Jonathan Woodthorpe continues: “npower has recently introduced electric vehicles into its own metering fleet, so we can talk first-hand about developing effective fleet management systems to monitor and reimburse employees for charging their vehicles at home and to track charging activity at depots or office locations. “We’d encourage any fleet managers who didn’t manage to meet us at the show to get in SHOWTIME! TV presenter Jonny Smith with the npower sponsored contact and find out Enfield 8000 EV at the Show. more about what EVs can provide for their fleet.”

FEATURE Taxation & Funding

Calculating company car tax You might think calculating BiK tax liability is simple, but it’s not quite as straightforward as it sometimes looks, says Professor Colin Tourick.

Most company car drivers know that company car tax is based on the list price of the car and its CO2 emissions but it’s actually a bit more complicated than that. So this month we are going to look at these calculations in detail. The starting point is normally the list price of the car including delivery, VAT and VED. If the car doesn’t have a list price, e.g. it’s a special import or left hand drive, you should use the list price the manufacturer or importer might reasonably have set. Next, add the list price of any accessories initially supplied with the car, even if these were bought for less or were subsequently removed. The cost of some special security enhancements may be ignored. You must add the full value of any accessory costing over £100 that was fitted later, for each year or part year that it was available to the employee, even if it was removed part way through the year. If an accessory is upgraded (e.g. a better sound system), add the value of the new item and deduct the value of the old one. If the car is a classic car (more than 15 years old and worth more than £15,000) with an open market value at the end of the tax year (or the last day the car was available to the employee) greater than its list price when new, you should use the later open market

86 / fleetworld.co.uk

value rather than the original list price. If a disabled driver (holding a blue badge) needs an automatic transmission car, you can use the cost (and CO2 emissions) of an equivalent manual car if this bene its the employee and you can ignore the cost of any necessary accessories, adaptations or disability equipment. If the employee pays the employer a lump sum towards the cost of the car – a “capital contribution” – you can deduct

this (maximum £5,000) from the price of the car so long as the employee forfeits it after it has been made, or only receives back a proportion of it on sale of the vehicle (no more than the proportion that the sale proceeds represent compared with list price). If the payment is simply a loan to be repaid in full on the sale of the car, or is a payment for the private use of the car, it cannot be deducted from the price.

A capital contribution cannot be carried forward to the employee’s next car, and if a car is given to another employee the recipient will not derive any tax bene it from the original capital contribution. Having determined the car price to use, after any adjustments, you must then multiply this by an “appropriate percentage” determined by the car’s CO2 emissions. In the table (left), are the appropriate percentages for cars emitting up to 144g/km of CO2 for the next four tax years. The appropriate percentages for cars with higher emissions can be found on the HMRC website. Note how the levels rise every year. The government is trying to encourage employees to choose lower-emission cars. To these percentages you should add 3% for diesel cars, up to a maximum of 35% in 2013-14 and 2014-15 and up to a maximum of 37% in total in 2015-16. The diesel supplement ends after 2015-16. So you will multiply the adjusted car price by the appropriate percentage shown in the table but that’s not the last step. You are allowed to make a reduction for any periods in the tax year when the car was unavailable for at least 30 consecutive days, e.g. when it was off the road as a result of a breakdown or accident or was inaccessible to the employee. However, if the car was parked at home because the driver was banned from

driving, ill, unable to drive or abroad for several weeks, it is still deemed to be “available” because in these cases it was the driver who was unavailable. If the employer withdrew a car because the driver was banned or ill, or because it had no road tax, MOT or car insurance, HMRC will accept that the car was genuinely unavailable so long as you can supply evidence to support this. Finally if the employee is required to pay their employer for being allowed to use their company car privately, their tax liability will be reduced by the amount

of this payment, pound for pound. However, they must have been required to pay this as a condition of the car being made available and they must actually have made the payment. If the employer charged the employee VAT on these contributions, this can be deducted too. The cost of specific items such as petrol or insurance won’t qualify as deductions even if the employer requires the employee to pay for these. So here’s an example below, that brings all these items together.

MANAGEMENT Fleet Academy

Join the Telematics will never become compulsory in private vehicles Chris McClellan, CEO and Co-Founder, RAM Tracking

Fleet World magazine’s Fleet Academy is designed to provide a forum whereby those industry consultants and professionals in possession of valuable fleet information can impart it to a select audience of fleet decision-makers. At the heart of the Fleet Academy is a network of independent fleet industry experts whose work brings them into regular contact with end-user fleet managers and other organisations playing a key role in the industry. These fleet experts provide a regular feed of information that is posted on the website forum in the form of a discussion topic. Typical areas of interest include, but are not limited to: taxation, finance and accounting, legislation, environmental issues, fleet safety, insurance, fleet management, supply issues and security. Fleet suppliers are permitted to respond to queries if it is felt that their response represents honest and impartial advice. This aspect of the service is strictly moderated in order to ensure that the quality of information provided remains of the highest standard. We have already attracted a strong network of fleet professionals, and our expert contributors have submitted a number of thought provoking discussion topics, a few of which are previewed to the right. It’s a well reported fact that the introduction of a telematics system to a motor vehicle can reduce accidents (by between 30 and 90%, depending on which stats you read). However, they will never become compulsory in British new cars as some recent reports have claimed, unless a major change in statute is made in the European Court of Human Rights. The simple reason is that without voluntary opt in, consumers will see this as a violation of their privacy and manufacturers will neither want an objection to a sale nor wish to handle the vast amounts of private data produced. Driver privacy is key here; no driver is entitled to feel as if “big brother” is watching. Vehicle tracking absolutely works for business fleets when the vehicle, rather than driver, is monitored and for opt-in insurance discounts for which the driver sees a tangible financial benefit and clearly understands why data is monitored. However, handing over all of one’s personal location data to a

Could bicycles provide a sensible fleet solution to fuel price increases? Natalie Middleton, Deputy Editor, Fleet World The Energy Saving Trust recently reported that that Scottish fleets are turning to a number of green measures to counteract rising fuel costs, including even using bicycles. Almost half (45%) of the organisations surveyed said energy costs were the biggest factor affecting them today – and a third are now using bicycles for business travel. The snapshot Scottish transport survey, conducted online between November 2012 and April 2013, also found 70% of organisations have spoken to their staff about the need to cut travel costs. It’s clear that current fuel prices and market volatility is calling for serious measures – the EST also says that almost a quarter of Scottish businesses have considered reducing

debate... commercial vehicle producer may feel a step too far for us cautious and private Brits. Motor companies may wish to install such devices at the point of manufacture, but it will always be the owner of the vehicle who determines if it is activated. As a side point to this, would the manufacturer receive the most benefit from such a device by retrieving data that they may wish to use in an attempt to invalidate a warranty claim? A similar system was introduced in Italy last year and sponsored by former Prime Minister Mario Monti, making it compulsory for new cars to carry telematics boxes as a means of halting the rising number of fraudulent whiplash claims. However, there is still only a 3% penetration rate in Italy, begging the question: can the system cope as more new cars are introduced? Similar systems have struggled to gain traction in Holland, France and South Africa where concerns over data protection have trumped its benefits, and I feel the UK is a long way from embracing such a policy. staff numbers because of the pressure of rising fuel costs. And actually, in many ways using bicycles presents a sensible option for various drivers and has been tried out by various fleets in the past, including Surrey Council. And obviously there’s the cost benefits too, including tax savings through the Cycle to Work scheme – the 1999 Finance Act introduced an annual tax exemption that allows employers to loan cycles and cyclists’ safety equipment to employees as a tax-free benefit. But on the downside there are the health and safety issues, as unfortunately highlighted by the tragic death of a cyclist in rush-hour traffic in Victoria only last month. So what do you think? Is there a place on your fleet for bicycles? Do you have any other seemingly novel but actually very shrewd fuel-saving solutions that other fleets could benefit from?

Minimising the risks from jet-lag induced driver fatigue Dr Will Murray, Research Director, Interactive Driving Systems The recent death of a senior executive who fell asleep at the wheel after a transatlantic flight proves that jet-lag should be a serious duty-of-care concern for fleet managers. Jet-lag induced fatigue is a condition that most travellers experience when flying across time zones. Extremely long and segmented flights can leave travellers exhausted upon arrival and has played a part in a number of road fatalities across the world. I have included a few good practice suggestions below (for contractors and clients as well as colleagues) to consider reviewing your policies and guidelines against: 1. Does your colleague really need to make the long-haul journey? Could digital communication software, such as WebEx or conference calling, meet the client's needs? 2. Assuming the colleague absolutely has to travel, it is important to focus on the arrival time and onward journey planning. Always allow realistic travel times for the conditions. 3. Local shuttle services should be the first choice for ground transport to hotels, workplaces, home and other destinations. Taxis and vehicle rental should only be used as a last resort. 4. All colleagues travelling internationally, overnight or on flights with significant time zone adjustment or arriving late at night, should not use a rental vehicle immediately, due to jet-lag, fatigue and increased collision risks. 5. If a colleague is arriving home late from a long flight, arrange for someone to pick them up at the airport. Don’t take unnecessary risks by allowing them to drive home whilst suffering from jet-lag. For more information about jet-lag induced driver fatigue and how you can minimise the risk to your colleagues, visit: www.virtualriskmanager.net

our fleet Renault Megane Sport Tourer dCi 110

YOU only realise the worth of an estate car when you have boxes to shift or extra luggage/families to accomodate. Recently, it has been the former, with all manner of

Fleet World Group events to organise, meaning seats fully-flat, restricted rear vision and only a marginal decrease in mpg. In this role, our Megane Sport Tourer has excelled, offering a deceptive amount of space – 1,600 litres with all the seats down (compared to 1,642 litres in our cee’d below) – but combining that with excellent loading access. I say deceptive as the Sport Tourer manages to retain a subtle hatchback/coupe-like profile, while feeling much larger inside. And this extends to the driving experience too. A 500-mile round trip is a completely relaxing experience... 60+mpg, truly

excellent refinement on the motorway – both in terms of engine and wind noise – and the sort of seats you could happily sit in all day without feeling that all-too familiar lower-back twinge. The quality is noticeable too, from the soft touch plastics covering the dashboard to the complete absence of any squeaks or rattles from the cabin. In fact, the Megane is an impressive piece of kit – extremely easy to drive and live with and pretty appealing from a tax perspective too. Its looks may be a little too subtle for some but there’s no doubting its ability or fleet appeal. Luke Wikner

Kia cee’d SW 4 1.6 CRDi EcoDynamics HAVING been impressed with our last Kia long termer, the Optima 2 Tech 1.7 CRDi, I was extremely keen to get behind the wheel of its little brother. I am pleased to say that I was not disappointed. The cee’d SW boasts an extremely spacious cabin with a large boot – something we put to the test going to our recent Fleet World Fleet Show when we loaded it up with what seemed like half our registration area. It also looks incredible – very stylish and sporty especially for a small estate car. One of the main areas which impressed me with the Optima last year was how comfortable I found the driving position and the cee’d doesn’t fail here either. Long journeys don’t result in fatigue, bad backs or aching legs, which are all things I tend to experience in most cars I drive. Largely due to being hard to

90 / fleetworld.co.uk

please and partly due to a couple of old footballing injuries to my knees sustained many years ago. Whilst on my comfortable drive I am also very well entertained by Kia’s magnificent infotainment system. A large screen and easy to use controls mean my iPhone connects without any trouble and the sat nav so far hasn’t sent me down any strange routes. My only slight gripe would be that the ride is a little hard on the 4 trim’s large wheels, and some potholes will make themselves very well known to you. However, the comfort of the seats makes up for this. It really is no surprise to see why Kia is doing so well at the moment. It’s making some of the best looking cars in each sector, with good engines, all the equipment you could ever want and a long warranty too. Darren Brett

BMW 320d Touring Modern SHOCK, horror, the BMW has developed a “fault.” As summer has hit with a vengeance (well, it tiptoed up to 20 degrees on a couple of days), I have found that when you get into it when it’s been stationary, the fan is making a right old racket at full power when trying to cool down the cabin. Once it has throttled back a bit, it goes quiet again. And, that is that. There really is nothing else to complain about. I don’t know how many long-term test cars I’ve had over the years, but it’s in the dozens, and I can say that this has been up there with the very best of them. It is the complete all-rounder: fast and fun to drive when you feel the need, smooth and extremely fuel efficient when you’re in no hurry. The driving position is perfect, the boot is generally large enough without being huge, of which the same can be said about rear accommodation. I’ve been really impressed with the latest ConnectedDrive system, which is clear, simple to use and full of useful stuff such as the email and office features. I finally had the winter tyres changed, and although they have little impact on fuel economy, and didn’t seem to be wearing noticeably quickly, it was apparent that the car moved around a little more with them on, once they got hot. Because it’s so nicely balanced, it didn’t make a huge difference though. In Touring form, with blacked-out side windows and a subtle hue, it looks very elegant too. I think if I was choosing one as my company car, I might go for the auto gearbox. It’s slightly lower in emissions and about £1,500 more expensive, but I am quite lazy. Then, I think I would have my perfect car. Steve Moody

Hyundai i40 Tourer Premium Blue Drive NOT content with revolutionising the quality and styling across its range, Hyundai is a brand spearheading new technology and the future looks bright. The ix35 Fuel Cell vehicle has just entered series production in South Korea, albeit in small numbers for now, and the brand is bullish that it’ll have the technology ready for mass market volumes soon. But even now it’s hardly lagging behind. Our i40 is a sizeable car, and with no effort it’s easily returning between 50 and 55mpg across varied conditions and mileage, but without feeling strained or underpowered at motorway speeds. It bodes well for the company’s future green products. Anne Dopson

Mercedes-Benz A220 CDI Blue Efficienct Sport IN the introduction to our A-Class last month, I said I’d run through some of the options fitted and decide if they’re worthwhile or not. Our car’s standard price of £23,295 has been inflated to an impressive £32,565 thanks to a delve into the options list. Early highlights include the heated front seats at £300 (I still can’t quite accept I’m using them at the end of May as I write), while the few glimpses of summer we’ve had have brought the big panoramic sunroof into operation. This £900 option not only floods the car with fresh air, but also brings some light into the predominantly black cabin. Julian Kirk

The programme has been designed specifically for 7.5-tonne EuroCargo models and will feature tipper, box and curtainsider bodywork. ‘Critically for customers, it means the complete EuroCargo DriveAway vehicle can be purchased on one invoice with a comprehensive two year unlimited mileage warranty covering the body and chassis,’ says Iveco UK product director, Martin Flach. Votes for van speed limiters Members of the European Parliament environment committee have voted to fit speed limiters to light CVs. If adopted, all new vans sold from 1 January 2014 would need to be fitted with an electronic speed limiter set at 75mph (120km/h). The proposal, which was made in early May, still needs to be approved by EU Member States. If adopted, the European parliament reckons that fuel consumption and CO2 emissions for light CVs could be reduced by an average of 6%.

His remarks were made in his keynote speech to the FTA Van Excellence Conference in Sheffield in May. In his speech, he left van operators in no doubt, ‘VOSA is determined to improve van operational standards and makes no secret of its intention to significantly ramp up the number of roadside inspections and other enforcement activity.’ The first-time failure rate for Class 7 light CVs between 3,000kg and 3,500kg GVW has been as high as 50% in recent years – the lowest for any vehicle submitted for MoT.

Mercedes-Benz Sprinter The revisions are subtle and the Euro-6 Sprinter is as good to drive as ever, reckons John Kendall.

V

ans that are new from the ground up tend to come around every 10 to 12 years with good reason. Firstly, leets want to transfer equipment such as racking when the vehicle is replaced with a new one. Simple economics also play a large part. Sales volumes are considerably lower than for a car, so it takes longer to sell enough to cover the cost of the initial investment. Like heavy trucks, the replacement model cycle tends to be dictated by emissions regulations, where required changes can be engineered into the vehicle structure and engine revisions can be made. Mercedes has established a loyal following for the current Sprinter range, launched in 2006. Rumours of a new model have been circulating for around two years and it seemed logical that it would be designed to meet the next round of emissions regulations in Europe – Euro 6, which depending on the complicated weight de initions applicable to a vehicle in this class will come into force between September 2014 and September 2015. The principal change which the legislation will bring is to reduce emissions of oxides of nitrogen (NOx) still further. To do so means that additional exhaust after treatment and engine cooling will be needed. In essence that is what the new Sprinter has been designed to do. The basic body structure remains unchanged and the same basic engine range from 1.8-litre petrol/natural gas engine to V6 diesel is used, but the front of the vehicle has been re-designed to improve cooling and the engines have been re-engineered to meet the Euro6 emissions limits. Mercedes was the irst manufacturer to it electronic stability control (ESC) as standard to

104 / fleetworld.co.uk

what we think The revisions should be enough to keep the Sprinter ahead, at least until the new two-tonne Transit appears next year. The additional safety features should make it more appealing to fleets.

its vans. The Sprinter was irst and it’s no great surprise that the company’s focus on safety has also been stepped up. The new Sprinter will be equipped with Crosswind Assist as standard, to help drivers maintain straight line stability in a severe crosswind. The system uses the ESC system to correct for the force of the wind and was irst introduced on the GL Class model in 2011. The Sprinter retains the same appearance from a distance, but on approach the subtle changes become more obvious. The grille is larger and more upright than before and the headlamps have also been modi ied to adopt the latest lighting technology. The bonnet is higher than before, to improve pedestrian protection. Inside, the dash moulding and interior are largely unchanged, but there is new seat trim, a new steering wheel and other subtle changes. Euro 6 diesel engines will use selective catalytic reduction (SCR) after treatment to control NOx emissions. It’s the same system used on trucks and some diesel cars and involves using the AdBlue additive that is injected into the exhaust stream. Sprinters will carry 18litres of the luid. With AdBlue consumption of around 3.5l/1,000km (807mpg) this will give a range of up to 3,200 miles on a full AdBlue tank. Operators will have to get used to topping up the tank to prevent it going into limp-home mode. BlueEf iciency models will offer combined fuel consumption as low as 6.3l/100km. On the road, the Sprinter feels like the current model, which is no bad thing, as it is one of the best vans in its class to drive. A demonstration of the Crosswind Assist, which is only activated at speeds above 50mph shows that it works effectively to keep the vehicle in lane.

Commercial Vehicle Mobility is on the Move. At Alphabet we’re always developing new, more efficient ways of operating van fleets. It’s all part of our vision for the future of commercial vehicle mobility. Existing forms of fleet management underpin this vision. But there’s certainly more to come. Van operators are under mounting pressure to condense costs, reduce fuel bills, comply with health and safety law, increase efficiency and maximise their fleet’s productivity. Whether it’s a car-derived van or something more specialist, you need a safe pair of hands – and that’s what our dedicated commercial vehicle team offer. Find out more:

FEATURE Short-term Rental

Rentals on the rise? Are rising van sales a sign of growing business confidence? New deals and new depots for rental companies suggest things may be looking up. John Kendall reports.

I

t is still dif icult to gain a clear picture of the state of the European economy. Recently, the Organisation for Economic Co-operation and Development (OECD) cut its economic growth forecasts for the area as the Eurozone continues to struggle with economic problems. But as the Financial Times recently reported, there are pockets of optimism across Europe. The paper reported that Ireland’s unemployment rate had fallen below 14% for the irst time since 2010 and that Switzerland had reported better growth in the irst quarter of the year than expected. Are we seeing similar developments in the UK? CV registrations rose by 11.8% in the January to April period compared with 2012 and by 30.9% for April compared with April 2012. In truth it is van registrations that are supporting the market, with truck registrations down 15.5% year-to-date and down 12.1% for April compared with April 2012. A rise in van sales hints at rising business con idence but it could be that some leets are outsourcing as much risk as possible by looking at short-term rental deals. That seems to be the case where Northgate Vehicle Hire and its customer Aughton Automation is concerned. The two companies have teamed up. Aughton Automation’s core business is as a control and instrumentation company, offering hire, calibration, repair and sales of a wide range of test equipment. The company’s clients include the National Grid, based in Liverpool. Under the partnership agreement, Northgate will provide Aughton Automation with a lexible leet. This will include up to 40 rental vehicles with leet services such as repair and maintenance, breakdown and recovery and a direct driver line. Aughton Automation’s demand cycle changes continually and the deal with Northgate enables them to respond to those demands without additional charges for adding vehicles when demand grows or removing them when it is quieter. ‘Our partnership with Aughton Automation is unique as the company’s require-

106 / fleetworld.co.uk

ments involve vehicle features such as itted shelving, hand wash units and ire extinguishers,’ commented Northgate North West account manager, Jane Forshaw. ‘As working vehicles it is paramount that these features are itted to the highest standards to ensure a safe and clean working environment, as a result we outsource the installation of the additional speci ications on our vehicle to national companies VanLiners and The Signbox, which ensures a consistent level of quality at all times. This is just one of many features we deliver to Aughton as part of our partnership.’ Northgate is not alone in offering such a service. Hertz’ 5,000 strong leet includes vehicles up to 3,500kg gross weight. Hertz recently launched a new service, with backing from the Freight Transport Association (FTA) for accredited members of the FTA’s Van Excellence Scheme. Hertz is a Van Excellence Industry Partner and provides preferential rates for van and car hire, as well as vehicle telematics and Hertz On Demand vehicle pooling. Hertz offers other bene its to Van Excellence members, including access to contingency vehicles, a priority service response, dedicated leet management and the Hertz/FTA online motoring shop. Van Excellence accredited members are granted free membership of Hertz Gold Plus Rewards, Nectar loyalty points with

each rental and discounted Hertz leisure rates worldwide for employees. Northgate has also been taking on more staff and opening new depots. These include a new depot at Staples Corner in north London to provide a leet service in the Brent Cross area. This is a brand new site, which Northgate says will create 11 new jobs. The half acre site will house up to 70 vehicles and there are plans to include a workshop from the third year of operation, which would add a further ive jobs. Northgate has also launched a new depot in Hudders ield at Red Doles Lane on the Leeds Road Business Trade Park. The site was formerly a Northgate vehicle sales outlet. This is also expected to create 10 new jobs. There will be space for 45 vehicles at the site and like the Brent Cross site, Northgate intends to establish a workshop from the third year of operation, which could create a further eight full-time jobs. Northgate has also appointed four national new business development managers. The appointees have been engaged to communicate Northgate’s leet management offering to customers across the UK. Northgate has also appointed four new regional business managers to cover its depots in Wales and the South West, covering Exeter, Plymouth, Cardiff, Swansea, Swindon, Gloucestershire and the South West.

Northgate has signed new partnerships and hired new staff.
