fleetreview Editor Alex Grant reflects on an eco-friendly month and the challenges of using public transport for unplanned business trips.

It’s not easy being green... Don’t miss out on all the latest daily news! Visit our new website fleetworld.co.uk

October shaped up to have an environmental focus. Our own MPG Marathon event aside – see page 44 of this issue – I’ve spent some time judging entries for the Fleet Heroes run by the Energy Saving Trust. It’s always fascinating to see how public and private sector organisations minimise their carbon footprint, and it seems to be becoming more popular to eschew using a car where possible. Not always easy. My wife is expecting, so by the time you read this we’ll be a family of four. It’s removed my ability to forward-plan, not knowing when I’ll need to rush into the local delivery suite. So I wound up booking a return from Cardiff to London the night before, to avoid cancelling, and was stunned to find that it costs £220 (not including the Underground or taxi to the station) to make the trip at a time that won’t leave you feeling baked for the entire day. I took the car instead. I left at 6am – when I’d normally book a taxi – parked at Terminal 5 and caught the Heathrow Express to Paddington to avoid the traffic, arriving 10 minutes after the train. Total cost, including fuel? Around half that of public transport. It’s not a journey I’d normally make by car, but that’s too large a saving to ignore. I guess we’re not at the stage, yet, where public transport is a straightforward alternative.

High Court finds Government in breach of air pollution laws High Court ruling has found that the Government broke the law by failing to tackle illegal levels of nitrogen dioxide (NO2) air pollution as "quickly as possible". Campaigners from environmental legal group ClientEarth won the case on 2 November after Mr Justice Garnham agreed that the Environment Secretary had failed to take measures that would bring the UK into compliance with the law in a timely manner, and said that ministers knew that over optimistic pollution modelling was being used. In his judgment, Mr Justice Garnham ruled that the Government’s 2015 Air Quality Plan failed to comply with the Supreme Court ruling or relevant EU Directives and said that the Government had erred in law by fixing compliance dates based on over optimistic modelling of pollution levels. Government must now submit new proposals for how it plans to meet NO2 reduction levels. The High Court judge could impose a timetable if new proposals to tackle the problem are not deemed sufficient.

Khan sets out latest ULEZ proposals ondon Mayor Sadiq Khan has launched the second phase of his air quality consultation. Following on from the initial consultation last summer, which saw 79% of Londoners support plans to bring the ULEZ forward, the latest round gives Londoners the opportunity to have their say on the preferred date for the start of an expanded Ultra Low Emission Zone – which is up to the North South circular for cars, motorcycles and vans, and in central London for buses, coaches and lorries. Options include as early as 2019 to 2021 or later. Views are also sought on proposals to introduce an Emissions Surcharge for older polluting vehicles entering the Congestion Charge zone in October 2017 and the Mayor has also called on Government to put in place a national diesel scrappage scheme to help people replace vehicles affected by the proposals. The consultation is open until 18 December. A further final consultation will take place in early 2017.

DVLA accused of ‘major failings’ in assessing fitness to drive he DVLA has been accused of major failings in assessing people’s fitness to drive, resulting in vulnerable drivers being left in limbo for years. A new report by the Parliamentary and Health Service Ombudsman (PHSO) highlights eight complaints investigated by the Ombudsman service where it says people with complex medical conditions and disabilities were unfairly left without driving licences, sometimes for several years, as a result of “flawed decisions, severe delays, and poor communication”. Oliver Morley, CEO of the DVLA, said: “We are sorry for the way we handled the customers’ cases highlighted in the report. “These eight very complex cases, however, date back to 2009 and since then the vast majority of the four million cases we’ve handled have been dealt with swiftly and correctly. “We have already made a number of improvements including more effective ways of managing cases, taking on more staff and introduced a new online service where drivers can tell us about their medical conditions.”

Vauxhall brings ‘blue-light’ in-house auxhall has opened a dedicated facility for blue light conversions at its manufacturing plant in Luton, Bedfordshire; claimed to be the largest of its kind and offering a 50% capacity increase. The site will convert 2,500 vehicles per year for use by police forces, and fire and ambulance services nationwide, with the option to increase capacity further. It’s claimed this will enable Vauxhall to enhance its blue light offering, where it says it holds a 70% market share of competitive segments. Conversions had previously taken place 30 miles away at the former GM proving ground in Millbrook, Bedforshire, remaining on-site despite the business being sold off by GM in 2013. As before, the facility will offer a one-stop shop approach covering everything from testing to converting and even remarketing decommissioned vehicles, but being based alongside the Luton plant enables the carmaker to provide a more flexible offering with increased capabilities. Dick Ellam, Vauxhall’s manager, special vehicles, said: “Obviously we’re coming into the GM world but directly what it gives us is more capacity – probably half again of what we had again at Millbrook. We were capacity constrained at the facilities Millbrook had.” Ellam also said that being in-house improved efficiencies and visibility of processes. He added: “Everything we provide to our customers is a turnkey solution; all the equipment is assembled within a GM factory, validated by GM engineers and tested to industry standards. We warrant everything on the vehicle and the customers can take our products to any Vauxhall dealers for servicing and maintenance.”

V

Vauxhalls available for conversion include the Corsa, Astra, Insignia and Mokka, as well as commercial vehicles such as the Combo, Movano and the Luton-built Vivaro vans. New additions include a Movano mini fire truck and Movano patient transport service (PTS) vehicle, both of which Ellam says target expanding market segments. “[The new facility] reinforces that they’re buying from a single invoice from GM. We take away the concerns that they may have if they took a vehicle to a third-party converter. There’s only one point of contact and that’s Vauxhall. “No one else has their total blue light production capability and engineering and test development, all in one location, all done by a vehicle manufacturer. We are totally unique in the industry; that’s our USP.”

New BMW 5 Series gets plug-in and autonomous technology he new BMW 5 Series is now available to order, complete with plug-in hybrid and autonomous technology from the latest 7 Series. Priced £36,025 on the road, the 5 Series launches as a two-trim range comprising SE and M Sport with first deliveries due in February next year. A Touring estate will be available shortly afterwards. The likely big-selling engine in fleet will be the 188bhp 520d, which now gets an eight-speed automatic gearbox as standard returning up to 68.8mpg on the combined cycle, with CO2 emissions from 108g/km. For the first time in the UK, this will also be available with xDrive four-wheel drive – at 62.7mpg and 119g/km in its most efficient form. Next year, the range will grow to include the 530e iPerformance, a petrol-powered plug-in hybrid with a 27-mile electric range, 248bhp, and 49g/km CO2 emissions. A 520d EfficientDynamics Edition will also be available, returning 72.4mpg with CO2 emissions of 102g/km.

Larger, lighter Vauxhall Insignia replacement due next year auxhall is undertaking final UK development of a larger, lighter replacement for the Insignia, due to be revealed at the Geneva Motor Show next year as the Insignia Grand Sport. Launching as a five-door hatchback – Vauxhall has not confirmed whether saloon or Sports Tourer versions will be available later on – the new car is likely to feature styling adapted from the Monza concept shown in 2013. It’s slightly longer, wider and lower than its predecessor, over a significantly lengthened wheelbase. Vauxhall is claiming a roomier interior and flagship-worthy technology on board, while lightweight materials in its construction mean it’s 175kg lighter than the outgoing Insignia. Expect engines to include the full suite of 1.6-litre ‘Whisper Diesel’ engines from the latest Astra, with the more aerodynamic shape and reduced weight contributing to economy improvements across the range.

How smart are smart motorways? Is the Government right to press ahead with All Lane Running schemes, despite being accused of ignoring safety concerns? Natalie Middleton looks at the evidence. What’s the background? Although the term ‘smart’ motorway itself is fairly new, the principle behind it was first put into use in 2006 on the M42. This introduced an ‘active traffic management’ (ATM) scheme, with technology to monitor traffic flow, vary the speed limit and open up the hard shoulder at busy times. It has since been put into effect on the M1, M4, M5, M6 and M62, which are now sometimes referred to as ‘Dynamic Hard Shoulder Running schemes’, and avoid expensive, controversial road widening. More recently the Government has looked at a particular type of smart motorway in the form of ‘All Lane Running’, where the hard shoulder is permanently converted into a running lane. England’s first All Lane Running motorway opened on 14 April 2014 between junctions 23 and 25 of the M25, and has since been joined by a further stretch on the M25 as well as on the M1 and M6 – the Government also has plans to permanently convert the hard shoulder into a running lane on around 300 miles of motorway. Like Dynamic Hard Shoulder Running schemes, these use overhead gantry schemes to display the speed limit and the ‘Red X’ symbol to denote if a lane is closed to traffic but Emergency Refuge Areas (ERAs) can be up to 2.5km (1.5 miles) apart compared to 500-800m for Hard Shoulder Running ones.

What are the concerns? Earlier this year the Transport Select Committee published a report, warning the Government not to proceed with 'All Lane Running' schemes while major safety concerns exist. In particular MPs struck a distinction between early Dynamic Hard Shoulder Running schemes and the new All Lane Running format, which it said is a “dramatic change”. The Committee also referred to significant concerns over ERAs and worryingly high levels of non-compliance with Red X signals.

What was the DfT’s response? The DfT defended the safety record of All Lane Running, saying it’s “demonstrably as safe as a standard motorway”, which “provides a simpler environment than part-time Hard Shoul-

12 / fleetworld.co.uk

der Running and avoids any potential uncertainty caused by the operation of a part-time hard shoulder leading to misuse”. It added: “A major road without a hard shoulder is not unique on the Strategic Road Network. There are some sections of conventional motorway without a hard shoulder.” Ministers did acknowledge that the public needs to learn about variable speed limits and compliance with Red X signals. The Government also announced that Highways England has committed to review ERA spacing as part of a broader approach to reduce the frequency and risk associated with live lane stops. Transport minister John Hayes said: "All Lane Running on the M25 has not only tackled congestion, it has cut collision rates by nearly a fifth and cut casualties by more than a quarter after a year of operation. "Safety of all road users is our priority and I will ensure that Highways England continues to review All Lane Running schemes and take action to improve them further."

Solution, or problem? The Transport Research Laboratory (TRL) spoke out after the original Transport Select Committee report, saying it had conducted several research projects to see how people respond to both Dynamic Hard Shoulder and All Lane Running and found both to be no less safe than other motorways, but echoed the need for sufficient ongoing evaluation. However, the RAC raised concerns, with chief engineer David Bizley saying: “The safety case for All Lane Running is not yet proven and as a result we fear that it won’t be long before there is a major tragedy that will make the Government think again. “We also believe the Government is misguided to compare the removal of the hard shoulder to that of an A-road. Motorways are the safest roads on the network, and the hard shoulder and emergency refuge play an important part in this.” He added: “We have always said Dynamic Hard Shoulder schemes, where the hard shoulder is only used as a running lane at busy times, provide the best compromise between increased capacity and keeping drivers, their passengers and roadside workers safe.”

Showroom appeal New generation cars are increasingly being displayed in flagship showrooms which need to deliver outstanding fleet service. Curtis Hutchinson, editor of Motor Trader, reports. hatting to the development team behind the new Nissan Micra, ahead of its international unveiling at the Paris Motor Show, I was reminded just how long it takes to bring a new car to the market. From those first tentative sketches to the arrival in a showroom takes the best part of six years. In Nissan's case work began on in its much touted and possibly game-changing fifth generation model in 2010 just as the now outgoing model was going on sale. The team behind such a big project started small and grew exponentially across national borders and continents as the original designers were joined by engineers and then the marketeers. The Micra is, of course, a major car beloved by fleets and retail customers for over 30 years. The new version looks nothing like its predecessor as it has lost its short upright boxy look for something lower, wider and sleeker. It will be one of the major new car launches of 2017 with customers getting their first showroom sight of it in time for the 17-plate change in March. This development to launch scenario is pretty typical of most new cars and one thing that came across loud and clear in this conversation was the importance of the showroom, the final part of the jigsaw puzzle, in enticing and winning over customers. Franchised showrooms have undergone significant changes over the last decade with carmakers continually looking at ways to reinforce the strength of their brands. Uniformity is the name of the game as can be seen in new builds taking on an instantly recognisable brand look. Customers, as a rule, don't know or don't care that a dealer is run by an independent business, if it says Nissan, Audi, Peugeot or Ford on the side of the building then that's who they feel they are dealing with. By and large the model works with manufacturers laying down strict corporate identity programmes and rewarding dealers for delivering the highest possible levels of customer care. With every aspect of a customer's interface with a dealer now quantifiable there really is nowhere to hide. Dealers who fail to deliver lose out on customer satisfaction target payments. Repeat offenders are terminated. Those who get it form lasting relationships with their manufacturer partner with many investing multi-million sums in the new generation of flagship sites opening up around the country. Jaguar Land Rover and Kia have both recently opened new flagship sites in west London which pretty

C

18 / fleetworld.co.uk

much set the template for their respective networks. Jaguar Land Rover West London opened in October, cost £12m to build and is operated by Lookers, one of the UK's biggest and most respected dealer groups. It is the first of the new-look dual-brand retailers to open as part of a £1bn nationwide programme to bring them together under one roof or on a single site. It's also the template for over 1,800 JLR dealers across the world. The site is impressive with dedicated handover studios, where customers can see their cars unveiled, motor show style, before driving straight out of the showroom, and a large drive-in service area, unusual for a UK dealership but fairly standard across the US. As well as an airport lounge style waiting area, barista bar and kids play area. Speaking at the opening Jeremy Hicks, the UK managing director of Jaguar Land Rover, said: “With world-class additions like the new Discovery to our line-up, it’s important that all our retailers embody the spirit and quality of our vehicles.” Not far away an equally ambitious flagship Kia site has also opened. GWR Kia is situated in Brentford on London's Great West Road adjacent to both the M4 and A4 and not far from flagship Audi and Mercedes sites. Although the plot is less than an acre, three four floors add up to 41,000sq ft making it Kia's biggest site in Europe. The design is clever with a 15-bay workshop in the basement, ground-level new car showroom, a used car facility above it and, at the top, on the same level as the elevated M4 is a showcase floor, complete with a massive LCD display, for Kia to promote its wares to the occupants of the 70,000 cars driving past every day. The site is owned by Kia Motor UK and operated by Norton Way, the Chiswick-based group which is representing the brand for the first time. Paul Philpott, president and CEO of Kia Motors UK said the new outlet filled an important gap in the brand's representation in the capital and will act as a beacon for local fleet and retail customers. “With more than 27 million vehicles passing this spot every year our new flagship dealership will be seen by more potential customers than any other Kia facility in Europe,” he said. However, no amount of cutting edge steel and glass design can substitute for the need for good old fashioned customer service, especially for local businesses.

Indecent proposal New company car tax scheme considerations are a cause for concern, says The Insider. larm bells started ringing in my head this week when I read the latest little company car tax scheme under consideration by HMRC. It seems that if you offer the options of company car or cash, future tax contributions could be levied on the higher tax value of the two, even if the employee takes the one with the lower value. If you went the salary sacrifice route for tax efficiency – where the good schemes were all pre-approved by HMRC - well the proposal meddles with those too. Now of course at this stage these are just ideas, they haven’t been approved, yet. But supposing they are? What seems completely bonkers is that an employee whose company policy gives the option of cash, but chooses a company car, could pay more tax than a

A

driver whose policy doesn’t offer the money, and drives exactly the same car. I have already warned our HR Department to start looking at our current offering, because surely company policies will be the first place HMRC come looking should you choose to overlook the car versus cash scenario; which clearly would be foolish. Presumably it will be permissible to have an ‘either or’ policy. So you could determine that everyone who drives more than say, ten thousand business miles a year must take a company car, but those who drive less may only qualify for an allowance. But that scenario wouldn’t work for lower paid, low-mileage employees who can’t afford a decent car anyway, and for whom salary sacrifice provided an opportunity for a new, low-

emitting and environmentally friendly vehicle, whilst additionally reducing industry concerns about running a large grey fleet. Of the estimated 650,000 people who receive either a cash allowance or salary sacrifice vehicle, a massive three quarters are basic rate taxpayers. If the Government continually meddles with ultra low-emission vehicle incentives and tax percentages, it will further stifle their growth, and we will see a return to older, less efficient cars running on UK roads. Grey fleet is difficult to manage rigorously, and more administratively difficult whether you run it in house or pay to outsource it. I suspect that there will also be many more employees bothering to claim tax relief on the difference between the 45 pence tax-free AMAP rate, and the smaller AFR for business mileage; always assuming most companies pay the lower of the two rates. What’s worse, is that HMRC is considering implementing these changes inside of six months, giving employers little time to consider policy and budget

requirements, whilst leaving employees in existing salary sacrifice schemes completely hung out to dry, unless of course they or their employer took out early termination insurance. Finally, think also about how and when cash allowances and car grades are amended. Ours are reviewed annually, and concurrently. But cars are changed throughout the year, not all at once, and manufacturers will increase their prices, so there is scope for plenty of variables. At what point is the employee’s tax benefit calculated? Is it at the time they order the car, or when they take delivery? If cash allowances are changed annually but the employee is in the same car for three or four years, is the tax calculation checked and amended annually, or just once for the duration of the arrangement? As has been said many times before, businesses, and employees, need time to plan and budget efficiently, and have a right to expect a fair and equitable regime. These latest proposals are not providing that.

Q &A

LCVs and the start of a broader mobility solution are driving new opportunities for Nissan’s electric range, explains Gareth Dunsmore, electric vehicle director at Nissan Europe.

How has the 30kWh battery broadened the LEAF’s fleet appeal? What we’ve been trying to do is go to bigger corporates and do workplace promotions showing the car and explaining how to charge, how their staff can charge at work, so we’re looking at the company car side of it. We’ve also seen growth with taxi business – when the 30kWh (battery) launched we started to become a viable option for taxi drivers. When you look at congestion charging, and green cities appearing, Nottingham, Milton Keynes, Bristol, places like that are really developing the infrastructure so there’s a benefit to people driving. That’s starting to get people asking questions of their company manager, and asking when they can have an EV. What’s the take-up like for the e-NV200? I’m like a kid in a sweet shop in terms of answering requests and explaining to the wider team the different abilities of that vehicle. The big growth for us is postal services; we have strong deals with Austrian, German and Italian postal services, and it’s not one or two vehicles, it’s tens, twenties, hundreds. Municipalities are also changing; they’re asking how can they reduce deliveries during peak hours. They can’t put them overnight as they make noise. Silent deliveries are another benefit, enabling companies to reduce their carbon footprint and the time they take to make deliveries. Finally, really important for fleet customers, is customisation. We offer

over 90% of conversion types from our LCV range on the e-NV200, and you can have any paint colour. So if you’re looking to have a sustainable card in your window, you can have the conversion, the zero emissions element and the actual business solution is tailored to your brand. What other advantages do EVs offer? The next steps are beyond product and delivery of goods and services; it’s about intelligent mobility. We will have, as a pilot in the UK this year, vehicle-to-grid chargers at our technical centre in Cranfield, and we’re looking to partner with individual companies as well. We want to say to a business we can support all your energy needs. You can put photovoltaic panels on your roof, have Nissan’s xStorage (batteries for energy storage) embedded in your building and connect your vehicles during the day to reduce the cost of your overall energy needs. It’s that holistic solution we’re looking at, to better support businesses with vehicle fleets. What would you like to see from the government’s BiK consultation? It’s absolutely vital to differentiate on the real environmental impact of the vehicles. Not because it’ll favour one technology over the other, but because it helps customers understand that there’s a difference. They’ll understand, if they want an EV, PHEV or hybrid, that it’s their choice. But it’s a level playing field. PHEVs have their place, so do hybrids, so does petrol and diesel. All we’re asking is to make sure that there’s a clear differentiation of impact on the environment. How do the fees for the Electric Highway change things? Charging infrastructure has to have a business model behind it to ensure there’s more charging put in place and it’s easy to charge. We’re working with [Ecotricity] to see how we can look after our customers better. The 250,000 pioneers who gave us that trust, we owe them something back. Where that will go I don’t know, but we’ll keep working on it.

£7.5m support for workplace charging

Rolec EV launches expensesfriendly home charging point Rolec EV has developed an internetconnected domestic charging point, enabling remote tracking of energy use for company cars for expenses and accounting. The EV: HomeSmart range can be controlled and monitored via a smartphone app, which also provides data on usage, for businesses with electric company cars or home-based vehicles. usinesses can now claim funding support for workplace charging, as part of a new £35m government funding package supporting ultra-low emission cars. Announced by Transport Minister, John Hayes, ahead of its launch this autumn, the £7.5m workplace charging scheme is eligible to private and public sector organisations to enable them to install equipment for staff vehicles and their own fleets. Also included is a £10m funding for charging equipment where there is no offstreet parking, a £20m competition to help councils roll out infrastructure for ultralow emission taxis, and an initial £3.75 million scheme to encourage uptake of electric motorcycles and scooters. “No matter what mode of transport you need – a scooter to get to work, a car or a van to run your business – we are here to help you do it with zero emissions,” said Hayes.

UK now Europe’s biggest PHEV market he UK is Europe’s largest market for plug-in hybrids, with over a quarter of the region’s rapidly-growing volumes registered here during the three quarters of 2016. ACEA figures reveal 19,694 plug-in hybrids were registered in the UK to the end of September. That’s a 49.1% increase on the same period of 2015, and a 25.9% share of the 76,037 sold across the EU and EFTA – a figure which has also grown by 38.7% during the last year. The growth of the electric vehicle market (including hydrogen fuel cells) is much slower. Across the EU and EFTA, this grew 7.7% year-on-year, with the UK growing 16.6% at 8,107 units registered – a 12.4% share of the region’s EV volumes. Counting both sectors, the region registered 143,315 units in the first nine months of the year, a 21.8% increase on 2015. A fifth of those were registered in the UK, which at 29,195 units is close to Norway’s 33,386 units. However, 28.8% of the Norwegian market is plug-ins, compared to 1.4% in the UK.

Q &A With customers demanding faster, data-driven and always-accessible services, Manheim is leveraging the knowledge and experience of the wider Cox Automotive group to streamline its UK business, explains the company’s remarketing managing director, Tim Hudson. What advantages does Cox Automotive’s global presence offer? A lot of what we’re doing in the UK is based on ideas we’ve tried out in Australia and the US, there’s a huge amount of commonality across the group globally. One of the big things about bringing Cox Automotive to the UK is recognising, as a business and group, that we cover the entire automotive ecosystem. It has become quite important to talk about the holistic view rather than thinking about our businesses as individual solutions. How is the internet changing remarketing? Directionally we’ve been talking for years about the move to the internet and what it’ll mean. Over the last five years it has accelerated quite dramatically. If you look at in-lane and online – the Simulcast business - we’ve gone from 8% in 2010 to 13% in 2015. Trade-to-trade online dealer auctions is a relatively new business; they’ll sell over 80,000 vehicles from a pretty much standing start at the beginning of 2009. Overall what that gives us is a big shift from 12% of our inventory being sold in online channels to nearly a third over five years. You can draw a Venn diagram with the buyer base; typically it’s made up of franchised and independent dealers and there’s a crossover in those who buy at physical auctions and online. We’re giving those guys choices. You can buy 24/7, 365 through physical lane, simulcast, buy now, bid now, there’s lots of events which sit off the back of it. Culturally it’s a shift but it’s one we’re embracing because it’s what customers want. Has this meant changing processes on site? The idea that you bring a car to a site, clean it, valet it, inspect it, image it, that often didn’t work. We had vehicles going through a process when they weren’t clean. Swift [a structured, faster process for inspecting and photographing vehicles] is a Lean Six Sigma methodology; we’ve got to keep the process as slick as we can. One of our first sites was Manchester, it’s delivering amazing results. We’ve seen clear improvements in quality of imagery and processing speed, and a reduction in faults in terms of inspections. It’s things as simple as lighting; in

26 / fleetworld.co.uk

the past we would have potentially inspected in the open air. We’ve made that commitment that all vehicles are inspected under cover. Vehicle Solutions started at the beginning of this year, recognising that the industry wants to get vehicles to sale as quickly as they can in the best condition to maximise proceeds. It’s providing the capability to have the vehicle inspected, processed, valeted and either SMART repaired or wet painted. How are you utilising other parts of the group? Cox Automotive operates in lots of market segments. Through our Motors business we operate in the classifieds world, through Manheim Retail Services we have access to dealer groups, from the wholesale world of Manheim auctions, there’s that holistic view of the data. Data is great, but it needs to help inform buyers and sellers about making great decisions. We’re developing a tool which enables it to leverage that data, so when it comes to vehicle refurbishment via wholesaler it’s providing a tool which can indicate the right decision to make based on data rather than gut feel. Using NAMA grading, the tool will say what it would cost to repair against the expected outcome in terms of the improvement in value. It’ll not only tell you which vehicles are worth investing in, but that [NAMA] grade to take it to. Traditionally it was spending up to £100 on each car, and the return on investment was always a challenge. We are seeing the industry change, particularly in the fleet and leasing world where many of the big players are developing their own channels to market. As a remarketing industry we’ve got a choice; either we can fight against it and keep the status quo or we can embrace it.

BAROMETER Making sense of the surveys We’ve pulled together the pertinent points from the myriad of research done in the fleet industry this month to give you a clearer view of what’s really going on...

Standards of data

Source: BVRLA

The results of the BVRLA’s annual Fleet Technology Survey reveal strong support for improved regulation of access to, and use of, vehicle and driver data. 25% of the 85 fleet managers, rental operators and leasing companies surveyed cited data concerns as the biggest threat to take-up of new technology. 54% said that in-built telematics would become the most common source for driver and vehicle data within the next five years. While 29% believe it will be through fleet management apps, and 15% through plug-in devices. Just 20% said that cost was still a barrier to uptake, compared to 34% in 2015. 54% of respondents said that they expected their budget would rise this year, with just 1% expecting a decrease.

Increasing motorway congestion “While the last five years have seen the biggest investment programme on the strategic road network for almost a generation, it is clear that we still have a long way to go,” commented Jenny Powley, corporate business sales director at RAC Business.

“We’ll work with the Information Commissioner’s Office and other authorities to keep members up-to-date regarding the key cyber security and data protection issues for our sector,” commented Gerry Keaney, BVRLA chief executive.

Source: RAC Business

The majority of company car drivers think that motorway journey times are becoming less predictable, according to the results of a new survey by RAC Business. 81% of drivers questioned agreed that motor journeys are affected by congestion and the quantity of road works. 46% stated that traffic congestion and slower journey times are some of the biggest motoring challenges they face. 15% said it is their top concern, more so than the cost of fuel, the environmental impact of motoring or the availability of parking. 53% would be willing to pay more motoring tax if the additional revenue was ring-fenced to improve roads - a significant jump from last year’s figure of 42%. 24% cited maintenance of local roads as the top priority for government investment, whilst 18% believed targeted improvements on motorways (such as reducing known bottlenecks) should be the top priority.

Grey fleet risks

Source: Lex Autolease

A new survey of more than 1,000 drivers by contract hire specialist Lex Autolease reveals that grey fleet drivers are more likely to drive without correct insurance or a valid MoT, and exhibit poor driving behaviours. 20% of grey fleet drivers questioned admitted to using a handheld mobile while driving. While 5% of grey fleet drivers have, at some stage, driven under the influence of recreational drugs. Of 300 company decision-makers that were also questioned, 33% incorrectly believe that there is no significant risk to an organisation from grey fleet drivers. 40% were not fully aware of the employer Duty of Care regulations within the Health and Safety at Work Act (1974) and how they impact the grey fleet.

Paul Coley, principal consultant at Lex Autolease, said: “It is estimated that around 2530% of road accidents involve drivers on work journeys. There are straightforward vehicle and driver checks and health and safety policies that can be put in place to better manage a grey fleet, which will ensure a company meets its Duty of Care requirements and help to reduce the road safety risk.”

SPOTLIGHT Honda Civic

Bigger & bolder Revealed at the Paris Show, the 10th Generation Honda Civic aims to be more appealing to younger drivers than its predecessor, as John Kendall explains.

Two petrol engine debuts Honda will launch two new petrol engines in the Civic, including the company’s first 1.0litre, three-cylinder VTEC turbocharged unit, generating 129hp. This engine is joined by a four-cylinder 1.5-litre VTEC turbo engine producing 182hp. Both will be offered with a choice of six-speed manual or CVT automatic transmission, offering seven fixed speeds in manual mode. The latest Euro-6 variant of Honda’s 120hp 1.6-litre diesel will also be available and is likely to be a fleet favourite. Honda has yet to publish fuel consumption or emissions figures, but with a focus on aerodynamics and weighing on average 16kg less than the current model, an improvement on the 94-99g/km CO2 emissions seems likely from the diesel. The company says the petrol engines, “Achieve highly competitive fuel economy and efficiency.” The 1.5-litre engine offers more power than the outgoing 1.8-litre VTEC engine.

Longer and wider – more space A 30mm longer wheelbase and wider platform bring more interior space. This includes 10mm more front shoulder room with 30mm more space between the front seats. Hatchback rear seat passengers can expect 20mm more shoulder room and 95mm more legroom. Honda also claims 45mm more rear knee clearance. Outboard rear passengers also get adjustable seat base cushions. With rear seats up there is 478-litres of boot space. The centre console includes a seven-inch Honda Connect colour touchscreen. Instruments are also displayed on a seven-inch colour Driver Information Interface (DII) including a large digital rev counter and speedometer. The driver can switch between displays including navigation, SMS and email text display, audio track, smartphone contacts, journey and maintenance information.

Safety as standard

What we think...

Standard Honda Sensing will bring a high level of safety equipment to all models. Equipment includes Collision Mitigation Braking, Lane Departure Warning, Road Departure Mitigation, Lane Keeping Assist, Adaptive Cruise Control, Traffic Sign Recognition and Intelligent Speed Assistance. Honda Connect now includes Apple CarPlay and Android Auto for smartphone connectivity. Initial body styles include five-door hatchback and four-door saloon, with estate and Type R models to follow in time. Other features include a new suspension system, lower centre of gravity and stiffer body shell for improved handling and ride comfort. Honda says that the outgoing generation of Civic lost some of the essence of the Civic and was too conservative for younger buyers. All new Civics for all markets including North America will be built at Honda’s Swindon plant following a £200m investment.

The new Civic has all the ingredients for a successful C-segment model. Fresh design should help to draw in new customers, while the high level of standard safety equipment and new engine range will help to raise the Civic’s fleet appeal, with a choice of low emission diesel and petrol engines. More interior space will help to make it a better family car. Upmarket brands could have a new challenger. JK

aris, France, the covers are off, and the intake of breath from the audience was, diplomatically speaking here, unspectacular. Predictable design, certainly, but when the formula’s been as successful as the Q5 you can understand why Audi’s not gone radical with its replacement. It might look the same, but underneath it’s all new, from the platform up, and it’ll be built in a new factory in Mexico which can churn out as many as 150,000 per year. Combined with local production for markets like China, the Q5 will be built in numbers its rivals can only dream of. There are plenty of them; alongside the obvious BMW X3 and Mercedes-Benz GLC, are relative newcomers like Jaguar’s F-Pace and the Porsche Macan and a bunch of non-premium contenders. If you’re after a mid-sized SUV, you’re not going to be short of choice. Buyers may be clamouring for the upright driving position and prestige of an SUV, but size and weight are this segment’s worst enemies. Even so, Audi’s contract hire and leasing manager, Tom Brennan, admits the Q5 is stronger in the SME marketplace and with owner buyers with buying power than it is in larger fleets. He does claim triple digit growth across Audi’s Q model range, the smaller Q2 certain to make an impact, here. With limited information about fuel economy and CO2 emissions for the UK market, we’re left guessing at how much it might potentially cost to run the Q5 2.0-litre TDI, but it’s inconceivable that it won’t at least match the 129g/km and 56.5mpg that is offered by a MercedesBenz GLC 220d SE. If it does it’ll be better positioned now than ever to add to Audi’s ever-growing fleet sales, and deservedly, if predictably, so.

Not only was the ‘megacity car’ clever - lightweight, space-efficient and great to drive – but the ownership experience was tailored to make electromobility a simpler choice. That’s still relevant, so BMW has put its efforts into keeping pace with the latest battery technology. Within the same dimensions and within only 50kg more weight, the new pack holds 50% more energy, offering a significant increase in range – 195 miles for the fully electric version, cautiously quoted as 125 miles under normal road conditions. Charging speeds have increased too. The AC charger is 50% faster, taking four hours to fully charge despite the capacity increase, while DC rapid charging is now standard for an 80% top-up in 40 minutes. Enough to give the fully electric version plenty of fuel-free autonomy. However, the range-extender is the bigger seller, using a 647cc bike engine as a backup generator when charge levels get low. The bigger battery means drivers should rarely need it, but the fuel tank and battery offer a combined 276mile range. It’s not the best way to use it though, with a nine-litre tank and 40mpg economy. The i3’s lightweight bodyshell and 168bhp are enough to keep pace with hot hatches, and the near 50/50 weight balance and lowmounted battery help it to live up to BMW’s renowned agility. Its cabin is a masterpiece of modern design, surprisingly flexible thanks to reverse-hinged rear doors and flat-folding rear seats, and features detailed, web-connected navigation to plan routes around charging and available range. There is also a Front Camera System, that supports High Beam Assist and the Traffic Sign Assistant. Flex7 seating remains a selling point. The styling tweaks bring Zafira Tourer into line with Astra, while improved connectivity and in-cab technology should prove equally popular with families and with fleet drivers.

YOUR COMPANY, YOUR DRIVERS AND TAX The Government is committed to reducing the UK’s carbon emissions and runs a vehicle taxation system which rewards drivers and companies opting for lower emission vehicles. This applies to company car tax, Vehicle Excise Duty, Writing Down Allowances and National Insurance Contributions. The Government is reviewing the treatment of ULEVs – ultra-low emission vehicles such as plug-in hybrids and electric vehicles – in an attempt to stimulate more demand among fleets; this could spell greater tax incentives in the future. HOW TO REDUCE TAX BILLS Quite simply, choose a vehicle with the lowest emissions. This not only spells lower company car tax bills for drivers (see the Benefit-in-Kind table in our guide), but also equates to significant financial incentives and savings for businesses. And with a degree of economic uncertainty in the UK since the Brexit vote and the looming shadow of increased inflation next year, there has never been a better time to review company purchasing policies. ONLINE TOOLS TO HELP YOU CHOOSE A LOW TAX CAR At Toyota & Lexus Fleet we offer a number of easy to use online tools to help you navigate through the confusing issues surrounding company cars and tax. Log on to www.toyotalexusfleet.co.uk/cost-calculator to access a range of tools to help you. We show you how to calculate P11D and provide links to download our specialist MyCarTax Guide app (available on the App Store and on Google Play) – this offers the latest tax, finance and company car data, as well as providing regular updates. There is also a car tax calculator which generates annual Benefit-in-Kind tax and National Insurance figures, as well as P11D price and CO2 emissions. HELP IS AT HAND One way to make company car tax calculations even easier is using our My Company Car app, available to download from the App store. This works by letting you take a photograph of a vehicle’s registration plate (or inputting it manually) and then calculating all the tax information – the vehicle’s P11D value, Benefit-in-Kind rates for the next three years as well as National Insurance Contributions. And the app will also work out actual tax bills for employees based on financial year and the driver’s income.

For PSA Peugeot Citroën that moment must have come with it's near collapse following the 2008 financial crisis. Uninspiring design and indifferent quality control had played its part in bringing the company to that point. Perhaps the financial crisis gave the company the jolt that it needed. In came new management, new designers and gradually all the things you might associate with Peugeot and Citroën began to reappear – inspired design, better build quality. Along came the new 308, the first product to be based on the company's EMP2 modular architecture, followed by the C4 Picasso and Grand Picasso. Then earlier this year the new medium vans appeared - Citroën Dispatch and Peugeot Expert, also using the EMP2 architecture. Like their car stablemates, both showed the potential to be class leaders. GREEN MILES With the toughest route and most diverse entry list yet, the 2016 MPG Marathon proved to be a gruelling test of drivers’ fuel-saving abilities with some unexpected winners.

The Route his year's MPG Marathon route took in a diverse range of roads; from winding country lanes to congested dual carriageways, steep hills and short motorway stretches. It challenged drivers' ‘real-world’ economy driving skills, with strict time penalties imposed to discourage unnaturally slow progress. Setting off from Heythrop Park Hotel in rural Oxfordshire, contestants drove to Fishmore Hall near Ludlow on the first leg of day 1, a route through picturesque but economy-draining hillsides. Lunch was served at Stone House Court Hotel near Gloucester, ahead of another challenging leg back uphill to Heythrop Park for the drinks reception and networking dinner. Day 2 dawned early for contestants as they set off for the iconic Silverstone Circuit via rural waypoints to discourage heavy use of the motorway network. Lunch was served at the historic Hatfield House, before setting off back to Heythrop Park for a final brimming by the RAC business team and an anxious wait for the results. A gruelling challenge for even the most feather-footed economy driver.

The Department for

Eco Driving The Department for Transport is keen to promote eco driver training for businesses, and even put up its Minister of State for a driving lesson to prove it works. By Steve Moody. overnments can sometimes be accused of saying a lot, promising a lot, claiming a lot, but not actually delivering on what they preach. One of the key areas of responsibility for John Hayes, recently appointed Minister of State for Transport, is promoting more efficient driving for businesses, and you could not accuse him of spouting empty platitudes. For he agreed to demonstrate just how useful eco-driving lessons could be for businesses and their employees by putting himself, and some of his key civil servants at the Department for Transport through just such a course, with Fleet World there to scrutinise his every harsh brake, overrev and unnecessary gear change. It’s worth just thinking about the commitment to do this: not only is the fuel economy of cars a political and legal hot potato at the moment but it’s the sort of story that, if Mr Hayes had done badly or not improved after his lesson, the likes of the national press would have pounced on with glee. Signs were positive, however, from the off. Clearly the Minister takes pride in his driving and gives it a lot of thought. Even before his lesson began he was quizzing experienced Energy Saving Trust trainer John Chambers with all sorts of questions about the car and technique. We’d chosen the perfect car for the trial, a Vauxhall Astra Sports Tourer 1.6 CDTi 136 SRi Nav, which is economical without being at the extreme end of efficiency, but not so fuel thirsty that it would be easy to improve its fuel consumption. The idea was that the Minister would do a circuit round the streets of Whitehall, driving as he usually does, then Chambers would score it, record the fuel economy, give some tips, then repeat the same route and see if he could improve. Not lost on us was how a senior minister would be driving among the dense London traffic, around the seat of Government, in a Vauxhall Astra, the crowds of tourists lining the streets probably oblivious, when usually he would be whisked about in the back seat of Government staff cars. I think it’s fair to call him a good sport... After the first ‘lap’, fortunately incident-free, Chambers

G

scored the Minister a very solid and respectable seven, and after several minutes in the Department for Transport car park, discussing the finer points, they set off again. When they returned a second time, collective breaths were held, as the assembled throng waited for the result. A 12% improvement in economy, thanks to improved anticipation and better use of momentum, proving that whether you are one of the most senior politicians in the country or a rep in their first job, a little training can go a long way. Mr Hayes is clearly an advocate of driver training, now both in principle and practice. He said after: “I think it is essential to encourage businesses and the public people to realise that they can save a lot of money by driver training, and get the beneficial effects on emissions, comfort and safety too. “From this training, I’ve discovered first hand it really is possible to make dramatic changes in fuel economy with the adoption of some relatively simple practices. Anticipating the road ahead, driving smoothly and using the natural momentum of the car, rather than accelerating and braking harshly are essential to driving more economically. “Promotion of this is important, and the Government is very keen to push harder on this. Training is essential, and the Energy Saving Trust’s Eco-driving training scheme has directly resulted in drivers saving money for themselves and for their businesses.” Under the Energy Saving Trust’s Eco-driving scheme, subsidised training of £25 per person up to a maximum of eight drivers trained per day is available for organisations directly from the approved training companies and independent trainers. The Energy Saving Trust has been promoting fuel efficient driving for the past decade and in that time has provided training to over 50,000 individual drivers across more than 500 organisations from both the private and public sectors. If every driver could achieve a 12% improvement in fuel economy as Mr Hayes managed, it would equate to hundreds of pounds saved a year for the driver and for their business. And thanks to the Minister agreeing to take part, we’ve done our bit to help the Government operate just that little bit more efficiently, too.

MPG MARATHON 2016 MPG marathon 2016

ince 2013, the MPG Marathon has shifted to a ‘navigational scatter’ format, with drivers able to take any route between set waypoints rather than following specific roads. This places a huge importance on accurate tracking, and the 2016 event was supported by Crystal Ball. Each of the entrants’ cars was fitted with the company’s SmartCam product. It’s an all-in one telematics device, containing a GPS tracker, forwardfacing camera with 1080p HD video recording and an accelerometer to record driver behaviour or capture and upload videos after a collision. As it’s based on the Android platform, it’s also got a function where drivers can digitally submit paperless vehicle condition checks. Neatly, all that technology is integrated into a device which clips over the rear-view mirror. This meant visitors to the MPG Marathon website had access to an incredible amount of information. Information including the location and trail of breadcrumbs from the route was updated in real time, as well as a live feed from the dashcam, via the SmartCam’s built in data connection.

Erratic driving That isn’t something set up purely as a demo. The idea behind Crystal Ball’s solution is to get instant access to critical data about how drivers are performing. Fiat Fiorino

So, what does the data tell us? There’s no one way to improve economy. Comparing Crystal Ball’s route data for the cars with the best overall economy (Mazda2), the biggest improvement over factory figures (Mustang) and the best-performing van, there are big variations despite the many waypoints over the two days. With a large engine and lots of weight, the Mustang recorded the biggest deviation on Day 1, completing most of the route from Ludlow to Gloucester on the M5 to maintain momentum, while the smaller, lighter Fiat and Mazda took the direct, cross-country roads on the A417. That’s a strategy that the Ford team stuck to on the second day, using short sections of the M1 and M40 on the way to Silverstone and Hatfield, before heading back to Oxfordshire on the M25 and M40. By comparison, the Mazda2 and Fiorino took the direct route on the final stretch, joining the M25 south of St Albans and cutting across to Heythrop Park via Aylesbury. To give some idea of strategy, the Mustang covered around 137 miles on the motorway over the two-day event, compared to 56 miles for the Mazda2 and 33 miles for the Fiorino. And it’s not an event which is necessarily won by the slowest drivers. None of the three top-performing vehicles picked up a time penalty on the route; the Ford averaged 38.6mph, the Fiat 37.4mph and the Mazda2 36.4mph, all despite spending most of the two-day event on rural roads.

Don’t second-guess the car” – I lost track of how many times I found myself saying that. But, as a driver who covers easily more than 2,000 miles per month and tends to view navigation instructions as advice not gospel, it’s quite hard to leave a machine to its own devices. Even when that machine is marketed as the world’s most intelligent executive-carrier. We’re a few years from full autonomy, but the E-Class is a showcase for how close we’re getting. So, entering the new ‘Garage 56’ class, the idea was to test how well it could perform with minimal driver input. Hypermiling might lack the exhilaration and physical exertion of a day on track, but hours of concentration are exhausting. Could the E 220 d do most of the work, and still put in a good result? The foundations are good. It’s the first car to get Daimler’s new 2.0-litre diesel engine, a replacement for the ageing 2.1litre most fleets will be familiar with, and a huge leap forward. This is engineered to suit the heavier throttling of the new homologation test cycles; in other words, it’s designed to deliver on economy and NOx emissions on the road as well as in the lab. Not that I’d have to find the best way to use it. The E 220 d gets a new nine-speed automatic gearbox with an Eco mode – something I didn’t touch. The navigation doesn’t have topo-

graphical information – something Mercedes-Benz’s hybrids use to plan regenerative braking and electric assistance – but it does have economy routing and live traffic data. So, no road atlas, which meant blindly trusting the car’s chosen route. My biggest point of difference was covering large stretches of the route with cruise control activated. That sounds counter-intuitive, but Drive Pilot is smarter than most. The E-Class uses a stereo camera and forward-facing radar to read the road ahead, monitoring road users, signs and lane markings. It practically steers itself along, adjusts its speed automatically based on traffic and local limits, and the economy gauge suggests it’s as gentle-footed as a non-hurried driver. At least, it is most of the time. Drive Pilot stops the EClass from ‘gliding’ on downhill sections – essentially, coasting with the engine decoupled from the transmission, so I switched it off when I saw opportunities to do so. It also doesn’t like to hold others up. Drive Pilot will chase aggressively-driven cars away from traffic lights like a dog after a rabbit if you’re on a national speed limit road, and it’s a little brisk coming out of 30 zones too. Fine for normal driving, but both will make you wince when you’re trying to conserve fuel – far better to switch off the Drive Pilot system and increase the speed in 5mph increments. Did I trust the car? For the most part, yes, and when we deviated from the navigation we discovered why we’d been sent the original way. But, for a large saloon taking direct routes over hills, a 60mpg result is hard to fault – especially as it’s not much more than I got without trying when I first tested the E-Class back in May. A hint that impressive realworld economy is easily achievable here, and effortless too.

o it’s mid-table mediocrity for me and the Subaru, but strangely I don’t feel disappointed with the result – actually, I’m rather impressed by our 9.57% improvement. Driving a four-wheel drive car with, according to pundits, ‘an inherently less efficient’ boxer engine (that’s cylinders opposed to each other, rather than being in line), it was always going to be a challenge to extract the best out of the XV, especially with the lack of inertia in the engine which makes maintaining speed an issue. But we persevered and did rather well by applying a few simple steps … Firstly, off went the climate control to stop it sapping power – thankfully the weather didn’t require the cabin needing heating or cooling or demisting. Secondly, the satellite navigation was programmed to select the quickest route; not necessarily the best option but I was confident these routes would give me the best chance of making decent, unhurried progress at a constant speed. Thirdly, I made some subtle tweaks to the way I drive, mostly by not accelerating as hard as normal, and also freewheeling more, especially downhill, when visibility allowed. But other than that, I was keen to see how my normal driving style would rate in a fuel economy challenge. I’ve been lucky enough to attend not only a race school but have benefitted from many hours of on-road driver training, so I like to think I make a decent fist of things behind the wheel – keeping the car smooth and balanced during acceleration, braking and cornering, read-

ing the road ahead and anticipating problems to maintain steady progress. Day 1’s jaunt through the Cotswolds soon saw this approach bearing fruit – the economy swing-o-meter in the instrument binnacle was spending most of its time in the ‘good’ half and the digital display was moving inexorably upwards from its base of 45mpg. So far, so uneventful, the morning slipping by as we trundled through the Cotswolds on the flat A44 heading towards Worcester. But, as soon as we crossed over the M5, the route became more hilly. And I mean a lot more hilly. This section soon required a change of approach, because some of these climbs were seriously sapping the credits I had amassed in the mpg bank. After a few experiments I came up with a plan – wherever possibly I would build speed going downhill and, just as the downhill stretch was coming to an end, I would accelerate to gain even more speed and then feather the throttle going back uphill. This seemed to work and the swing-o-meter was no longer buried in the red as we went uphill. The rest of the run back to base was uneventful and at the end of day 1 the on-board computer showed 60.1mpg. Day 2 saw my co-driver Simon Peevers from the RAC take over and he maintained the good work, taking in most of day 2’s driving and leaving us on 60.2mpg at the start of the final leg. My turn again – only this time I needed to get home for an appointment, so eco-driving to the max was cancelled in favour of my normal style. The result – we dipped down to 45mpg on that section, denting our overall figure. Interestingly, the car’s on-board readouts were pretty accurate (unusually) and the difference between my thrift and normal driving styles was 15mpg – so in normal driving I’m 25% less efficient than I can be.

hen ‘Dieselgate’ broke, and Volkswagen was left looking more than a little bit embarrassed, it didn’t come as a huge shock for many of us involved in the motor industry. Admittedly, none of us were expecting such a blatant transgression, and not from VW either, yet when it comes to MPG figures, the appetite for tax-beating CO2 figures and an ageing, soon-to-be-replaced laboratory economy test have created conditions where there’s a gap between printed economy and achievable real-world results. So, how can they pull it back and regain our trust? Granted, it’s become one of the lesser questions of 2016 – but it’s still a concern. To be honest, before I was handed the keys to the bright yellow Jeep Renegade 1.6-litre Multijet diesel, in this year’s MPG Marathon, I hadn’t given it too much thought. But here I was, on the second day of the Marathon, driving from waypoint to waypoint, trying to match, or even better, the manufacturer’s claim of 64.2mpg, and a lapse of concentration, however small, could slew what I was trying to achieve. Nonetheless, it remained a nagging thought. Why should it be left to us, the paying public, to prove or disprove the car maker’s published economy figures? Car politics would have to wait though; today I needed to focus on the job in hand and improve on the 52.1mpg the Renegade had averaged the previous day. Everyone has their own driving style and while I was actively using eco-driving techniques, it is possible to follow

the gear change recommendations found on the Renegade’s dashboard screen to stretch the distance between fuel stops, and thus save money. Having chosen the ‘eco’ route from the Jeep’s infuriatingly slow-reacting sat-nav menu, it was guiding me across country, from Heythrop Park to Silverstone via Gaydon and Byfield. I’d set off early but it was nowhere near early enough to beat the snarling rush hour traffic. The results were punishing and sent fuel consumption for this part of the trip down into the low-40s. Thankfully, as I headed off from Silverstone to Hatfield House via Milton Keynes and Shefford, a long stretch on the A5 and then a short spurt on the M1 allowed me to maintain a constant pace and helped the fuel consumption settle into a rhythm. This was the Renegade’s sweet spot; sixth gear, a steady 60mph, revs below 1,500rpm, this leg of the marathon alone improved the overall average to 61.1mpg. A little more promising. But the Renegade never bettered that figure. Not even on the 60-mile return journey back to Heythrop Park and the refuelling station, where most of the time was spent at an unimpeded 70mph on a mercifully quiet M25 and M40 – 53.9mpg, according to its trip computer. Over the two days, and after covering 442 miles, the Renegade had used 7.96 gallons (36.18 litres) of fuel, which calculated to an average of 55.54mpg. That’s a discrepancy of 8.66mpg, or 11.35%, less than the economy figures published by Jeep. A tough route, and not helped by regular driver changes on the event. We are, of course, due for a new test regime next year aimed at better reflecting ‘real-world’ conditions and, to their credit, some manufacturers have already started alluding to the results we can expect. Even for those of us familiar with regularly changing cars, that step change could throw up a large number of surprises – good and bad – for some of the most familiar cars on our roads.

Equipped with Mazda’s 1.5-litre diesel engine, it returned 88.87mpg despite a time penalty and a tough route for lower-powered vehicles. And it wasn’t the only small diesel engine to perform well. Honda, a previous winner at the MPG Marathon, returned

s with the cars, this year’s LCV competition brought together a diverse mix of vehicles. Winner of the Class 15 light van category and overall best percentage improvement by an LCV, went to Fiat’s Fiorino 1.3 MultiJet SX. Driven by Doug Powell and Tony Waddington, the pair managed to coax an already impressive combined figure of 64.20mpg up to 72.08, posting a 12.28% improvement. VAN Fleet World editor Dan Gilkes and co-driver John Challen scooped the Class 17 win, for medium vans 2,601kg to 2,800kg, in a new Citroën Berlingo Dispatch BlueHDi XS. The pair managed a 6.54% uplift in fuel economy, finishing with an overall figure of 54.76mpg after time penalties. Third place in the LCV test and top pick-up on the day,

to defend its title with a Civic and CR-V both powered by the 1.6-litre i-DTEC diesel. The former returned 80.51mpg, against a 72.4mpg official combined figure, while the latter showed a compact diesel engine isn’t problematic even with four-wheel drive and a large SUV body, averaging 62.77mpg over the two days. PSA Groupe is also a frequent strong performer in previous MPG Marathons, and it too achieved impressive results from its 1.6-litre diesels. The Peugeot 208 Active BlueHDI 75 returned 80.7mpg – matching, almost exactly, its official figures, while the newgeneration Citroën Dispatch van with the 95bhp version of the same engine recorded a 6.54% uplift on its combined economy, at 54.76mpg. However, diesel needn’t be the default choice. Suzuki entered a new Baleno, powered by the lively 1.0-litre Boosterjet turbocharged petrol engine and driven by Kevin Booker and Chris Marsh from the Brecon Beacons National Park. Light and with plenty of torque, the Suzuki averaged 65.7mpg; a 4.78% improvement on its 62.7mpg combined fuel consumption, and close to some of the hybrid and diesel entrants.

went to Isuzu’s D-Max Blade, driven by Liam Campbell and Ian Beveridge. The pair squeezed out more than 40mpg in the truck, but time penalties saw that overall figure drop to 35.24mpg, though still a very respectable 4.89% gain over the manufacturer’s figure. Title sponsor the RAC once again put forward its Patrol of the Year, as a participant in the contest. Charlie Harding cruised around the course with a highly impressive 39.84mpg in his Transit Custom, just missing out on Ford’s own figures. However he did have a full compliment of tools and spare parts on board, making this perhaps the most realistic figure of all. Our publisher Steve Moody also suffered time penalties, having swapped his plush Audi for the delights of a Vauxhall Vivaro. But for the additional marks he could have scooped the overall medium van prize, recording 51.29mpg in the silver van. All agreed that this had been one of the toughest MPG Marathon’s to date. However time challenges aside, the event once again proved that whatever the size of van, there are fuel savings to be made.

Testing the alternatives

eflecting an increasingly diverse choice for fleets, this year’s event attracted the most eclectic mix of vehicles ever to enter the MPG Marathon. A line-up not only spanning petrol and diesel cars and vans, but a motorbike, a fuel-cell vehicle and a prototype plug-in hybrid fresh from its motor show debut. Hybrids are a familiar technology for fleets, and few are better known than the Toyota Prius. The latest Prius Plug-in Hybrid made its UK debut, entered in the ‘Garage 56’ class, setting an event record of 109.14mpg via two full overnight charges and a half-hour top-up on the first day. Kia, meanwhile, entered the Niro crossover – International Fleet World editor John Kendall achieving 76.79mpg to beat the official combined figure, unfortunately dented by time penalties added for late arrival. Electrically-driven entries also included the Hyundai ix35 hydrogen fuel cell vehicle; not a demonstrator, but a working fleet car from the University of Birmingham driven by Chris Chandler of Lex Autolease. It used 6.45kg of hydrogen over a 407-mile route – a 3.61% improvement on official figures, while emitting nothing but water vapour. Of course, there’s not always a need to opt for electrification to save fuel. Jerry Clist of ALD Automotive entered a 750cc Moto Guzzi V7 Stornello motorbike; it proved to be the second most efficient non-hybrid vehicle on the event, returning 88.05mpg over the course. That’s efficient enough to come within 1mpg of the overall winner.

R

Willpower over horsepower ith no CO2 cap, entrants this year included two of the most powerful vehicles ever to take part in the MPG Marathon. The Parsimonious Performance class pitched decades-old rivals Ford and General Motors against each other, while challenging drivers not to unleash the performance of their V8 engines. In the GM corner, Vauxhall entered the Australian-built Maloo pickup – a two-seat ‘Ute’ powered by a supercharged 536bhp, 6.2-litre Corvette engine. Drivers Andrew Duerden and Lawrence Allan incurred a 7mpg time penalty but still managed a 10.67% improvement on the 18.5mpg combined cycle economy figure. Which left top honours to the Ford Mustang Fastback. Available in UK spec for the first time, and therefore also eligible for an MPG Marathon debut, the 412bhp pony car recorded an incredible 75.12% improvement on its 20.9mpg combined cycle figure, with event regulars Andy Dawson and Andrew Marriott at the wheel. FEATURE Risk Management

Out of sight... not out of mind The rise of in-cab connectivity and scheduling software means that fleet drivers are now spending longer out of the office than ever before, and often going hours or even days without returning to base. Katie Beck talks to the experts about how to keep mobile workers as safe, secure and productive as possible. raditionally, duty of care in the fleet industry has been focused on the risks associated with driving, but increasing diversification of the vehicle parc and the ‘Amazon effect’ on the booming home delivery market has led to a growing awareness of duty of care responsibilities at all stages of the working day.

T

Corporate social responsibility Socially responsible employers are now incorporating the entire period from when an employee starts work to the time they ‘clock off’ into the risk assessment process, whether the employee is inside a vehicle or not.

56 / fleetworld.co.uk

The Institute of Advanced Motorists (IAM) has a number of such policies in place that relate to mobile workers, risk assessing and safe journey planning – inside the vehicle and out. “The feeling of being cared for goes a long way to encourage safety; it’s little things like knowing you can park in the slightly more expensive car park because your employer wants you to be safe as you walk to and from a vehicle, to taking a taxi home from the station late at night – it all encourages a sense well-being and productivity,” says Rebecca Ashton, a field worker for the IAM. “Drivers will often feel more relaxed when they arrive at a delivery or meeting

if a good duty of care practice is in place, helping to improve customer service,” agrees David Richards, marketing director at driver training and risk management specialist AA Drive Tech. “Businesses want to be actively involved in risk management so that they are compliant with health and safety, but also save themselves money by reducing vehicle downtime. We can play a dual role in not only informing the driver how to be safer when they drive, but quite often reinforcing the policies and procedures of the individual company so that they are familiar with what is expected of them when they are outside of the office environment.”

FEATURE Risk Management

Reducing fatigue One area where a clear driver policy can help protect mobile workers is dealing with fatigue caused by long hours behind the wheel or jet lag from long-distance travel. “If staff are being asked to work intensively over a long period of time it is important to ensure they are not unreasonably fatigued either that day or the day after, and therefore, as part of a policy, it might say that if an employee drives for more than three hours or 150 miles from a place of work, for example, it is expected that they take an overnight stay,” says Richards. Putting this formally into an expenses policy can help workers feel clear that they know what is expected, and takes away the uncertainty about if the company will pay for an overnight stay – which could lead to longer than is appropriate time spent behind the wheel. Rest stops after two hours of driving can also be included in the health and safety policy to help combat fatigue, as well as avoiding driving early in the morning or late in the evening when the body is naturally more tired, if possible. Installing sat navs and routing technology can also help to reduce stress and make time spent behind the wheel more relaxing for the driver. Fleet management and telematics provider Microlise, meanwhile, has developed a solution that alerts the operator when a driver is either about to, or has been, driving beyond a pre-defined length of time. Reports are also available allowing driving time patterns to be scrutinised in detail, and handed to payroll so over-time can be correctly logged. This is independent of HGV tachograph systems and allows for proactive management of drivers hours to help prevent fatigue and improve safety.

Lone worker protection Lone workers that operate in challenging conditions such as on building sites, remote areas or in busy industrial zones require an additional focus on duty of care considerations; including the clothing and shoes they wear, adding reflective materials to clothing or vehicles, how tools are used, and how cargo is lifted. Alongside strict adherence to health and safety policy, there are a number of lone worker protection apps available to help ensure the welfare of employees, including workforce management specialist Crystal Ball's award-winning MobileLWP app. By leveraging technology that is already built into most modern smartphones, such as GPS and NFC technology, MobileLWP monitors the location and welfare status of lone workers in realtime without the need to carry an additional lone worker protection device, such as a lanyard. Company administrators can view real-time information on Crystal Ball's web-based portal, providing complete visibility of lone workers, together with detailed reports, full event history and comprehensive audit trails for reduced administrative time. The app also uses automated routine welfare check-in time periods (RWCs), these are controlled by the lone worker

and report back to the admin portal notifying administrators when a lone worker requires regular monitoring. Should a RWC expire on the handset and the lone worker does not respond, the solution activates a panic alarm automatically – notifying supervisors that there is a potential cause for concern. Panic alarms can also be discreetly activated manually in the event of an emergency or a situation where the worker feels unsafe using the phone’s hot key. Tracking technology can also be used to help ensure the security of vehicles and high-value cargo, as well as the personal safety of the driver. “If delivering high value items, tracking the vehicle can be crucial and we can provide the end customer with a log in so that they can monitor the progress in real-time,” explains Stephen Watson, director of product at Microlise. “Specific locations can be highlighted by virtually drawing ‘geofences’ so that any unauthorised door opening, outside of an expected area, can trigger a silent alarm to notify staff of unexpected activities so that action can be taken as required.”

“Lone workers that operate in challenging conditions require an additional focus on duty of care considerations.”

Dynamic Risk Assessment As well as encouraging companies to take an overview of the risks workers face when they are outside the office, AA Drive Tech advocates a Dynamic Risk Assessment procedure. “To use an analogy, if you cross the road and you look both ways, what you are doing there is a Dynamic Risk Assessment,” explains Richards. “With that action, you are judging the risk you are facing in that particular moment and in that particular environment. “What companies are starting to do is encourage employees – particularly delivery drivers, to focus on the component parts of the delivery process and to look at issues on the spot – for example trip hazards, poor visibility in car parks, obstructions or even an aggressive dog – and how they can actively minimise the risks. “Clearly, you can’t manage out all risk and you can not always determine what is going to happen. Training drivers to be able to deal with any scenario that comes their way is therefore vitally important, and employees must be fully conscious of the risks they face and how these can be minimised most effectively.” AA Drive Tech specialises in taking drivers out in their vehicles, and delivering training in a real-world scenario. “Practical driver training really is the best way to change behaviours because you can talk about real-life situations face-to-face in a dynamic environment rather than theoretically. Taking drivers to a drop-off location, for example, allows you to ask them what they can identify as concerns and what approaches they

might take to actively reduce their risk.” The boom in 24-hour deliveries also means that drivers are more likely to be on the road in the early morning or night-time hours, or riding scooters or bicycles as the vehicle parc diversifies. “This type of motoring has greater inherent risks, and if a company has a number of employees riding bicycles around London, for example, they will want to make sure they all come home safely at the end of the working day,” Richards adds. “Companies like ourselves can help them understand the risk environment and how to keep drivers and riders safe in increasingly challenging conditions.”

INTERVIEW Selwyn Cooper, VOLVO

Making connections Increased dialogue between Volvo Car UK and the price guides is a key part of the manufacturer’s attempt to continue to grow its fleet sales. And with a host of new products and connectivity technology on the way, it will also have plenty to talk to fleet managers about, discovers Julian Kirk. olvo’s renaissance under the Geely corporation shows no signs of abating – confidence is high on the back of the reception of the XC90 SUV while the core V40, S60 and V60 models continue to sell strongly to companies. In fact, the brand has recently posted a 7% increase in business sales during the first half of the year and with the justlaunched S90 and V90 executive duo, hopes are high of even further growth. But Volvo has realised it needs to be smart if it is to continue to make in-roads into the premium brands operating in the market – it won’t compete in volume terms, nor does it have any desire to. Instead, there is a strong focus on fleet within the business as a whole, not just in the company car-centric UK market. Head of business sales Selwyn Cooper is driving a refreshed approach to company cars, leveraging the expertise of the global fleet team in Sweden headed up by his predecessor, John Wallace. He is encouraging increased dialogue between the company and the price guides which offers a win-win situation – Volvo gains advice from the influential RV setters while the guides get involved with the cars even earlier in the development cycle. Cooper said: “We are getting them in the cars early and as a result we are building more fleet considered vehicles. We are integrating their opinion into the cars – an example is that they said we should offer all S/V90s with LED headlights as standard, helping to create a USP for the range. “We are doing this with all future models and will be doing it even earlier in the product cycle. It also helps them formulate their views on the cars.”

V

Overseeing this process is Graeme Oswald, who has recently moved from the leasing team to take up the new dual role of remarketing and TCO manager. Remarketing has also been a point of focus, with investment in an in-house remarketing services division offering an electronic sales platform which hosts a live auction to Volvo dealers. Cooper says that this is helping the brand make cost and efficiency savings, with about half of its fleet cars going through this channel. Elsewhere, Jonny Miller has taken up the role of southern regional leasing manager. And Cooper says this is not the end of investment in the back office functions. He added: “We are investing in resources to support our people who are dealing with the leasing companies. We are also training our dealer network, especially people new to the franchise – we want these people to have fleet in their skill set from day one.” The additional focus on dealers ties in with growing consumer interest in personal contract hire, adding another channel of sales for Volvo’s business team. But it is not just increased conversations with fleet industry players – with new technology loaded on to its cars Cooper sees a need to spend more time talking to fleet managers about just what the new breed of connected cars can do not just for drivers, but also for the business’s bottom line. “We have a big opportunity through the connectivity offered on cars such as the S/V90 – this seamless integration of devices into the car and the services it can offer, such as doing a local search for restaurants. With WiFi capability the car is constantly

Future plans... BY the end of this year Volvo will launch another variant in the 90 series – the V90 XC quasi-SUV (not to be confused with the XC90 SUV). This will follow the Cross Country format pioneered with the V70 with a raised ride height and additional plastic body cladding.

This will be followed in 2017 by the likely fleet best-seller in the 90 range, the R-Design trim featuring a lower ride height, bigger wheels and stiffer suspension. The order take for this model is currently running at 40% – helped by an attractive monthly rental proposition, according to Cooper. V90 XC

Mid-2017 will also see the launch of the T8 Twin Engine S/V90 hybrids with 44g/km CO2 and a 28mile pure electric range. While the D4 engine will be the key fleet seller, Volvo believes it may see a higher than expected take up of hybrids (while the official line is 10% of sales, experience with the XC90 suggests take up could be twice that).

them, having been invited to a special fleet test drive event held in Spain in July. This event piggy-backed on to the international media launch and saw rental and leasing firms, chauffeur fleets and some end user buyers attend. “We did same thing when we launched XC90 and V40,” added Cooper. “This new product creates great opportunities to talk to new clients –we have got lots of things to talk about with them and this is helping to change perceptions of the brand.” A fleet of S/V90 demonstrators are currently doing the rounds, and every member of the field sales team has a demonstrator model to take out and show to clients. Cooper added: “Going in to see larger businesses, the S/V90 models give us the complete range of new cars to offer – we can go in and offer a junior manager a V40 right up to the managing director with an XC90, plus the new 90 models for executives. This is creating new customers from existing customers as we are filling gaps in our range.”

CASE STUDY Wellocks

A quality collaboration Premium UK food supplier Wellocks teams up with Shell to boost its brand and cut its fleet costs For more than half a century, Wellocks has been supplying premium ingredients to some of the UK’s most prestigious hotels and restaurants. From Gleneagles in Scotland to Gidleigh Park in Devon, Emirates’ first class airlines to the five-star hospitality suites at Old Trafford, the company is part of a world where quality, efficiency and reliability go hand in hand. For Wellocks, missed or late deliveries are simply not an option. Its customers, which include many of the country’s top chefs and hoteliers, work to precise deadlines and expect seamless service – right from the time they place an order to the moment the ingredients arrive in the kitchen. As a supplier to Freemasons at Wiswell in Clitheroe, Lancashire, in the

UK, the expectation is reliability and quality at all times throughout the year. Chef Patron Steven Smith says, “When it comes to suppliers, Wellocks is really the only option. Our relationship with Wellocks, from the drivers to the managers, ensures we can deliver the ultimate gastronomic experience each time our loyal clientele dine with us, serving them the high quality, fresh food they have come to expect.” Consequently, Finance Director Michael Beech is acutely aware of the importance of maintaining an efficient and reliable fleet of delivery vehicles. “We have more than 100 vehicles making around 6,000 deliveries every week, all over the UK,” he explains. “Every single one of those deliveries needs to be on time, with the ingredients in perfect condition when they get there. Our customers are premium brands, so they expect us to provide a service to match.”

The once small family business has rapidly expanded to a countrywide establishment and currently employs over 400 people. To keep up with the demand, Wellocks operates a series of regional hubs, supplied by 4 state-ofthe-art refrigerated articulated trucks. Customer deliveries are then made by a fleet of distribution trucks and Mercedes-Benz Sprinter vans, each working in a specific area of the UK. Having access to a fuel supplier with more than 1,000 Shell service stations that could match its own nationwide network was therefore a major part of the company’s decision to switch from a small UK-based fuel company and begin a relationship with Shell. “Having Shell fuel cards is far more convenient for our drivers and costeffective for the business,” says Beech. “There are Shell service stations wherever our drivers need them, so we no longer have to factor refuelling

detours into our delivery schedules. We’ve also been able to stop storing tanked fuel at almost all our own sites.” But it’s not only a question of convenience for Wellocks. By working with Shell, the company is also benefiting from using Shell FuelSave Diesel across its entire fleet. Why? Because Shell FuelSave Diesel is scientifically formulated to help prevent deposits forming in the engine and improve fuel efficiency from the very first tank – good news for Wellocks’ vehicles and its customers. “The more reliable and efficient our vans are, the better our service is for customers and the more profitable we are as a business,” continues Beech. “Through using Shell FuelSave Diesel, we expect to see a reduction in our fuel costs, a decrease in maintenance expenditure and a fall in the number of vehicle breakdowns. With our business currently expanding, this is particularly important. The less time and money we spend on maintenance, the more we can focus on attracting and serving new customers.” In other words, when it comes to Wellocks’ business operations and profitability, the benefits of its relationship with Shell are clear. But for Beech and his fellow directors, there is also a less tangible factor to consider: the positive impact on the company’s brand reputation. “To succeed as a business and differentiate ourselves from the competition, we have to behave like a premium brand in everything we do,” says Beech. “Right from the quality of our ingredients through to the standard of our vehicles and the professionalism of our drivers. I’d much rather our customers see one of our lorries or vans refuelling on a Shell forecourt than a supermarket one!” “Besides, at Wellocks, we often talk about having a Formula One operating model: sleek, efficient and fast-paced. Given’s Shell’s heritage in developing quality fuels, as well as its longstanding technical partnership with Ferrari, working together is the perfect match for the perfect ingredient.”

TAXATION_FW_Nov16 04/11/2016 14:08 Page 2

Professor Colin Tourick on the arguments for fleets facing a younger workforce who see less value in company cars. f you are relatively new to fleet management you will find there is a bewildering array of products available for you to choose from when funding your fleet. If you don’t want to use your company’s own cash (outright purchase) you can borrow the money (bank loans, overdraft), buy your vehicles by making monthly payments (hire purchase, lease purchase), lease them (finance lease, contract hire [operating lease], have a hybrid product that has some of the advantages of leasing and some of the advantages of purchasing (contract purchase) or arrange for them to be provided using an Employee Car Ownership Scheme (using credit sale agreements) or salary sacrifice. For those companies that don’t use outright purchase, by far the most popular method of finance is contract hire, and it’s quite likely that as a reader of Fleet World this is way you fund your vehicles. Contract hire is the most popular method because it’s straightforward, tax-effective for most companies, widely available and is offered fully integrated with a suite of additional products you might wish to use, such as budgeted maintenance services, accident management and so on. It is likely that contract hire will continue to be the product of choice for most companies in the medium term. The benefits are so strong and the product is so well embedded that most companies will find few reasons to change. But some fleet managers may soon start to think about alternative approaches, for several reasons. First – the least important issue we will discuss here – we have the growing influence of private equity companies. This year private equity houses will invest around £4bn in the UK, mainly in medium sized companies. Private equity deals are characterised by using a lot of debt and not having lots of cash to spare, so the target companies are likely to need funding for their vehicles even if they used outright purchase in the past. Contract hire may not be the product they choose. In the private equity world, companies are traded on multiples of EBITDA – earnings before interest, tax, depreciation and amortisation. Contract hire rentals all appear ‘above the line’ in EBITDA calculations, i.e. EBITDA is reduced by contract hire rentals. Finance lease rentals however are accounted for differently; split between interest and depreciation, both of which are excluded from EBITDA calculations. So, if a private equity-owned company wants to maximise EBITDA, finance lease is usually more attractive than contract hire, even though it increases the company’s debt. Next we need to consider the change to the lease accounting rules set out in International Financial Reporting Standards 16 (IFRS). These require the capitalisation of operating leases, and will therefore mean that contract hire rentals can no longer be shown as an expense in a company’s profit and loss account. A car will have to be shown as an asset on the lessee’s balance sheet, together with a corresponding liability showing the amount of finance taken. Whilst initially this change will only apply to publicly quoted companies and those reporting under Financial Reporting

I

Standard 101 (FRS101), in due course it is likely to be absorbed into Generally Accepted Accounting Practice (UK GAAP) and apply to all companies. Few companies choose contract hire simply because it is an off balance sheet product, though for some this is an important consideration. Most choose it for its operational efficiency and because they find that a detailed post-tax financial evaluation of the relative merits of different forms of fleet financing show that contract hire is the lowest-cost option. If the tax rules changed, this might no longer be the case. Which brings us to the third thing we need to consider; the current HMRC review of the way that IFRS16 will affect the taxation of leases. The radical change in the accounting for operating leases means that the tax treatment of these assets will need to change. The deadline for submission of comments to HMRC has now passed. We don’t know when they will announce the results of their consultation but this is definitely an area to watch. To resolve problems caused by the lease accounting/lease accounting taxation changes, some people are suggesting that now might be a good time to dust off Employee Car Ownership Schemes. These are complex products but it does seem that they could be the antidote to most changes. And ECOS were given a clean bill of health by HMRC more than decade ago. And finally, we have the much discussed HMRC consultation of salary sacrifice schemes. This has created a lot of activity within the fleet sector, with the BVRLA leading the charge to try to convince HMRC that they should not change the tax regime for salary sacrifice for cars. The Chancellor will announce the result of that consultation when he delivers the autumn statement on Wednesday 23 November 2016. Whilst very few companies are using salary sacrifice to provide the main bulk of their company cars, they are certainly providing these to many employees who use them for at least some business mileage. This leaves open the question, what should happen with these drivers and these employees should the Chancellor make salary sacrifice a less appealing option? There are few options here. Companies want their employees to drive modern, reliable, safe, taxed, insured, well-maintained and properly managed cars for every business mile driven. They get this from salary sacrifice cars but won’t get this if these employees are taxed out of those cars and must drive personally-owned cars for business purposes. There are going to be changes in the market. The private equity issue is relatively minor but leasing companies have already seen a growth in demand for finance leases, for the first time in decades. And over the next few months we could well see leasing companies being asked to develop solutions to minimise the effects of lease accounting and/or tax changes. This will be an area to watch. our fleet

BMW 116d AlphaCity FOLLOWING the expansion of the office-based team and the subsequent upswing in demand for pool car access, Fleet World signed a contract with Alphabet for an AlphaCity Corporate CarSharing vehicle in early October. The vehicle was delivered to our offices by car sharing and eMobility manager Daniel St Claire and car sharing and eMobility executive Mike Bristow, who gave a short presentation on how to use the booking system and the capabilities of the software. Ahead of the visit, each qualifying team member registered with AlphaCity by providing their personal details, driving licence number and a memorable four-digit PIN. Upon arrival, Bristow and St Claire presented each team member with their personalised credit card-sized Membership Card containing an embedded ICC chip. To book the vehicle, team members simply log in to the AlphaCity intranet system using their registered email and password. From here, the user can see a complete overview of the availability of the vehicle for the coming weeks or months. When an available slot is selected, the booking is confirmed by email and can be cross-referenced with the user’s Outlook calendar for easy overview. It is not possible for these bookings to be overridden by another user by mistake, and a booking can only be cancelled by the driver that made the reservation for added security. As there is currently only one AlphaCity car on our fleet, the potential for ‘no show’ bookings is something the team are keen to avoid. Bristow explained that a reminder text message is sent 15 minutes before the start of the reservation period, and that the booking is automatically cancelled if the user has not entered the vehicle 30 minutes after the hire start time. The car is then made immediately available, reducing downtime and avoiding the frustration of a vehicle standing empty because of an unneeded booking. Vehicle access is keyless, and St Claire demonstrated how to unlock the vehicle at the start of a booking by holding the Membership Card over a small ICC chip reader on the windscreen. Once inside, the driver punches their PIN into the central infotainment screen to confirm their identity, and is required to answer a series of short quality control questions about the interior and exterior of the vehicle, with serious concerns relayed directly to the AlphaCity help centre. Once satisfied with the vehicle the rental period is activated, and with a press of the Start button the user is ready to take to the road. Katie Beck

our fleet Skoda Superb SE L Executive Greenline III Estate MY youngest son plays the double bass and there are times when I wish that like his mother, he had chosen the flute instead. These times usually coincide with the need to transport it, which is currently a weekly occurrence. He has recently graduated from a quarter-size instrument to a half size. It might not sound like much of a difference, but the half-size bass is considerably larger and poses bigger problems when it comes to transporting it. A large estate car such as the Superb is the ideal means of transport. Firstly, the rear seat backs can be lowered from the rear with the tug of a release catch. Then the instrument can be carefully lifted in and will still give room for a rear seat passenger, without intruding into the driver and front seat passenger area. Size really is important. What’s more, Skoda has thoughtfully provided

a range of luggage securing nets with the car and a variety of places that they can be attached. So the bass can be kept gently in place without sliding around. There’s probably space for the move up to a three-quarter size instrument. The fleet car for orchestral musicians? John Kendall

I’ve never counted myself as an economy driver, yet I’ve never struggled to come close to Mazda’s figures in this or in its larger, 2.2-litre diesel cars. I’m a little off the 70.6mpg combined figure, but with mainly urban usage that’s expected, and it’s hard to see the downside of over 60mpg over our months with the car. No hypermiling required. Kia Sportage 3 1.7 CRDi HAVING praised the reliability and apparent build quality of the Sportage last month, it then decided to throw a wobbly. Or at least the tyre pressure monitoring system (TPMS) did. TPMS uses sensors in each tyre valve. These transmit pressure and temperature to a central receiver, activating the light on the dash. Close inspection of the massive handbook reveals that you should check each tyre (when cold!) and then run for at least five miles, at which point the system will reset itself. Or not. Having checked all four tyres without issue along with the spare, which can have TPMS on some models, I travelled the requisite distance. In fact I did twice that, to call upon my local less than helpful Kia dealer. A disembodied voice from the service department questioned my ability to use a compressor or to read the manual and the flustered receptionist offered to book me in later in the day, possibly.

I stopped twice on the way to the office to check and nothing changed. After a third stop the light went out on it’s own. A quick scan of the internet suggests that this is far from an isolated incident. Hopefully it will be for us. Dan Gilkes

SUPPLIER DIRECTORY electric vehicle charging

A few months behind the wheel of the Kadjar and I remain pleased with the Dynamique S Nav trim level that ours is equipped in, which is an obvious one to tempt company car drivers. But there’s two features on it that I’m rather ambivalent to, the first being the automatic high/low beam included on the Visio System featured on the trim. I had no problems with this at all until the sat nav recently sent me down an unfamiliar, very windy country road late at night. Despite a lack of any other cars around, the headlights kept switching to low beam. I think the problem may have been in part due to the lights being reflected off the bridge I was going under at the time but it did lead to some frantic flicking of the lights stalk and muttered cursing on my part. The other thing that I remain non-plussed about is the hands-free keycard. I’ve got no qualms about its operation – it’s great to be

able to just lock or unlock the Kadjar with a press of the hidden door handle button if I’ve got the keycard on me. And I was also very smug recently when meeting up with friends and one suddenly had to dash off when her husband only realised at the end of the road that she still had the key – with the Kadjar I only have to step outside with the keycard and the kids tell me it’s bleeping away. The keycard needs to be very near for you to be able to lock the car too – also helping to avoid any problems. No, the only thing that bugs me about the keycard is there’s no key fob to attach my house keys to, meaning that I have to remember both of them and making the keycard that much easier to mislay round the house, which I’ve done on several occasions now. Having my jailer-style housekeys attached to it would make it far easier to find, rendering Monday mornings just a little easier. Natalie Middleton

Mercedes shows X-Class concept ercedes-Benz has shown how its pick-up range, called X-Class, will appear when it is launched next year. Aimed squarely at the premium end of the truck market, the X-Class will be powered by a range of engines including a V6 diesel, in combination with 4MATIC all-wheel drive. Based on Nissan’s Navara, the Mercedes will be a working truck, capable of hauling 1.1-tonnes in the rear or a 3.5-tonne trailer. However much of the emphasis will be on the lifestyle and leisure markets. “We will open up and change the segment of mid-size pick-ups with the world's first true premium pick-up for the modern urban lifestyle,” said Volker Morn-

M

hinweg, head of Mercedes-Benz Vans. “Our future X-Class will be a pick-up that knows no compromise. Ladder-type frame, high-torque six-cylinder engine and permanent all-wheel drive are compulsory for us. As an added value we bring safety, comfort, agility, and expressive design, in other words, everything that distinguishes vehicles bearing the Mercedes star. We will thus appeal to new customers who have not considered owning a pickup before.” The X-Class will be launched late in 2017, with vehicles for Europe, Australia and South Africa built at the Nissan plant in Barcelona. Pick-ups for the Latin American market will be assembled at the Renault plant in Cordoba, Argentina in 2018.

“The Nissan e-NV200 is already a smart, sustainable transport solution for forwardthinking businesses, making it the ideal vehicle to be used as the basis for a mobile work place,” said Gareth Dunsmore, director of electric vehicles, Nissan Europe. “With property prices in our capital cities at such a premium and the modern professional needing to be ever more mobile, businesses will need to think smart and consider what the workplace of the future looks like,” he added. “With hotdesking and remote working on the rise, it is not too big a leap to see a future where our vehicles will become connected, energy efficient, mobile workspaces and the e-NV200 WORKSPACe project could become more than just a concept.”

Firestone has updated its LCVspecific tyre with the launch of Vanhawk 2. The tread pattern has been revised to achieve EU label B grade in wet grip and a C grade in rolling resistance. Vanhawk 2 will be available in 20 popular sizes from January.

Pro status for Euro South Wales dealer Euro Commercials has been awarded MercedesBenz Van ProCenter status. The company, which has Mercedes LCV outlets in Cardiff, Newport and Swansea has invested £2m in a new 13-van showroom in Cardiff. Van ProCenter dealers have extended opening hours and meet strict requirements on sales staff numbers, training and expertise in specific models and business sectors, plus advice on bodybuilding options and the availability of demonstration vehicles for test drives.

Mix targets van and car fleets iX Telematics has introduced an in-cab driver assistant for van and company car drivers. MiX DriveMate is an extension to the firm’s telematic and fleet management systems, providing an interface for the driver and reporting to fleet managers. “The van market is a big opportunity for MiX,” said marketing director Jonathan Bates.

M

“Only 5% of our UK customers are LCV users rather than trucks and DriveMate is more focused on those nonprofessional drivers.” Mounted on the dash and connected to the vehicle through an installed black box, DriveMate has graded lights, from green through to red. In addition to the lights there are audible warnings in the event of heavy braking, acceleration and speeding. The device can be linked to a driver app for Android devices, that shows the driver how they have performed and allows them to compare with other vehicle users in the company fleet. There is a button on the DriveMate unit that allows the driver to switch between private and business mileage, to assist fleet managers when assessing private mileage for taxation. The unit can also identify fleet identification cards, to assign mileage to a specific driver. “You get the best driver behaviour through driver engagement,” said MiX Telematics’ European managing director, Marc Trollet.

NV300 plugs the gap Nissan’s NV300 completes the Nissan LCV model range with 92 model variants from launch, as John Kendall explains. he NV300, Nissan’s replacement for the Primastar, will go on sale at the end of November. Since the medium panel van sector represents around 35% of the UK LCV market, the NV300 is an important launch for Nissan. “Equally 2016 is a very important year for us because we have moved from Euro 5 to Euro 6,” comments Ed Kelleher, LCV product manager for Nissan GB (pictured), “Everything has reached Euro 6 compliance, with the introduction of AdBlue across each and every model with the exception of the NV200. Euro 6 kicked in in August in NV400 and NV200. The NV200 only required marginal tweaking and slightly different hardware to comply. From launch, NV300 will need AdBlue.” The NV300 will be available as a panel van, crew van, platform cab and combi. All will be available from launch, with the exception of the L2 combi, which will probably not be available until January 2017. Combi models will be available with eight passenger seats plus the driver, or seven plus driver if the single front passenger seat option is chosen. “The default offering will be eight plus driver,” says Kelleher. With Acenta and Tekna trim options for the combi, Nissan hopes to cover a wide range of applications including airport shuttle services and short distance taxi services and potentially executive transport. For all other NV300 body styles, there will be three trim options, Visia, Acenta and Tekna, following the same naming system used for Nissan’s car range. “To give you an idea of the spec content on the Tekna derivative,” explains Kelleher, “It will have a 7-inch touch screen entertainment and navigation system, it will have 17-inch alloy wheels, cruise control, rear parking sensors, colour coordination, leather stitched steering wheel and gear knob, tyre pressure monitoring and driver airbag.” From the start, Nissan will not be directly involved in conversions for the platform cab, but Kelleher suggests that this may change in time. The platform cab will offer a 1,200kg body/payload and will be offered only with the bi-turbo 125hp and 145hp engines.

T

Across the range Nissan expects the single turbo 120hp engine to be the best selling power option, adding £500 to the price of the entry-level 95hp model. At launch Nissan will offer 6-speed manual transmission only, but there is a possibility of an automatic or automated option later. “We’re not in a position to know when, but it’s certainly something we are considering,” says Kelleher. The L1H1 model with 2,700kg gross weight (1,000kg payload), with Acenta trim is expected to be the most popular NV300 body style, powered by the 120PS engine. Kelleher expects this model to represent around 17% of the sales mix. Overall there will be 92 model variants at launch. The factory will offer ply lining and LED strip lighting for the load area as an option and Nissan is also looking into supplying Sortimo racking as a factory option. Other options will include rear parking sensors, which will be standard from Acenta upwards. Nissan expects 85% of NV300 sales to be at Acenta grade and a further 5% at range-topping Tekna. “We expect 90% of the range to have manual air conditioning and rear parking sensors,” says Kelleher. The wide-angle mirror fitted to the passenger side sun visor, first fitted to the Renault Trafic and Vauxhall Vivaro is also fitted to the NV300 to counter the nearside blind spot. In a full year, Nissan expects to sell between 1,200 and 1,300 NV300s. Most will be sold through Nissan’s 56strong business centre network, but any Nissan dealer will be able to sell or repair a NV300.

ROAD_VFW_Musso_Nov16_Layout 1 04/11/2016 10:09 Page 1

SsangYong Musso SsangYong’s pick-up gets a bigger engine, improved performance and a new name, says Dan Gilkes.

sangYong has resurrected the Musso name for its pick-up range, formerly the Korando Sport, to put some clear space between the truck and the firm’s compact Korando car. Apparently this is more important to internet search engines than actual customers, but should result in increased awareness and improving sales. The bigger news is that the old 2.0-litre diesel engine has been replaced, by a Euro 6-compliant 2.2-litre diesel. The larger engine puts out 178hp, up from 155hp on the previous model. It also musters 400Nm of torque, a rise of 40Nm over the smaller motor. Thanks to a NOx trap and a DPF it is also capable of meeting EU6 standards without having to use SCR and AdBlue. Despite the increased outputs, the 2.2litre engine promises improved economy, with a claimed 40mpg in manual form or 37mpg with this truck’s new Aisin six-speed automatic transmission. CO2 emissions are down too, to 186g/km for the manual and 202g/km for the auto EX model. The six-speed auto box replaces a fivespeed Mercedes unit in the previous model, the extra ratio no doubt contributing to that fuel saving. Over 50% of UK buyers will opt for the auto which, even sitting at the top of the Musso range, remains less expensive than many of its competitors’ manual trucks. There are two main trim levels, SE and EX, though only the EX is available with a choice of transmission. The SE gets the truck’s new look inside and out, along with silver 18” alloys and leather-look seat covers. Opt for the EX trim, as almost 90% of buyers will, and the alloys come painted

You also drive away with roof rails, LED daytime running lights, heated leather seats, automatic air con, auto lights and wipers, plus a 7-inch touchscreen radio with Bluetooth and iPod connectivity. Adding the automatic box incurs a £1,000 premium, while SsangYong will install an aftermarket sat nav if desired. The previous 2.0-litre engine was relatively refined and quiet, but the 2.2 takes this even further. There is of course some rumbling under heavy acceleration, but once cruising the Musso’s cab is commendably calm and silent. SsangYong was the first pick-up manufacturer to go with coil sprung rear suspension and this is carried through to the new truck, resulting in a comfortable ride and secure handling. The company has increased the spring strength however and the truck can now pull a full 3-tonne trailer, which though behind the market leaders is far more competitive than the previous 2.7tonne limit. The Musso can of course carry over 1-tonne in the back, allowing companies to reclaim the VAT. Service intervals are unchanged at 12,500 miles or annually and Musso gets SsangYong’s five-year/unlimited mileage warranty for real peace of mind. While actual numbers remain relatively low, SsangYong has doubled its UK sales for two years in a row and should see registrations rise by a further 50% this year. The company currently has 55 dealers, but is still looking to fill out the network, to around 65-75 outlets by the end of next year.

ROAD_VFW_Transit Custom_Nov16_Layout 1 04/11/2016 10:25 Page 1

Ford Transit Custom Ford’s EcoBlue engine boasts a healthy output in Transit Custom, finds Dan Gilkes.

ord has completely updated the engine line-up in both its large Transit range and in the popular Transit Custom. The old 2.2-litre Duratorq powerplant has been replaced, by an all-new Euro 6 motor called EcoBlue. Built at the firm’s Dagenham engine plant, EcoBlue will become a major engine platform for both Ford’s cars and vans. It promises carlike levels of noise, vibration and harshness, making EcoBlue considerably quieter and smoother than the previous van motor. Despite a smaller 2.0-litre capacity, EcoBlue delivers more power and torque at every rating, with improved fuel consumption and lower emission levels. Ford now offers Custom with 105hp, 130hp and this range-topping 170hp output. That power lift is backed up by a substantial 405Nm of torque, which leads to easy any-rev acceleration and heavyduty low down pulling power. Drive carefully and Ford predicts consumption in the low-40s should be possible, with the engine emitting just 176g/km in this iteration. To be fair, with 170hp on tap, driving carefully is easier than it might sound. Certainly the compact Custom will get up and go with surprising ease if asked, but take it easy and the mid-weight Ford makes a very comfortable long distance cruiser, covering ground rapidly and with little fuss. A six-speed automatic transmission will be offered next year on Custom, but for now all three engines drive through a six-speed manual gearbox to the front wheels. The van retains a level of handling finesse that is missing from many competitors and its comfortable cab makes a good office for the day.

In mid-range Trend trim Custom comes with electric windows and power-folding door mirrors. You also get rain-sensing wipers and automatic lights, static cornering lights and front fogs in those body coloured bumpers, with parking sensors front and rear. In the cab there is Ford’s SYNC audio system, with Bluetooth and voice control for several functions. Cruise control and a speed limiter come as part of the package along with the Quickclear heated windscreen and leathertrimmed steering wheel and gear lever. There are a host of electronic driver assistance systems available for Custom, which can be bundled together in a Premium Visibility Pack on Trend models, for £1,390. This gets you Adaptive Cruise Control, Collision Mitigation, Emergency Brake Assist, Speed Sign Recognition, Lane Keeping Alert, Auto High Beam and a rear-view camera with Trailer Hitch Assist. Even without this additional outlay, Custom remains a well equipped mid-weight, that delivers a comfortable, economical drive. In this L2H1 configuration, it also offers a considerable 1,392kg of payload, in a 6.8m3 load space. That’s despite the additional weight of the Euro 6 AdBlue tank and dosing system. That is why the model designation has changed from 330 to 340, with a correspondingly higher gross mass to retain the generous payload. The latest Custom is also burdened with a higher purchase price, to account mainly for the Euro 6 technology. However with improved fuel consumption and service intervals that now stretch to two years/36,000 miles, Ford says that total cost of ownership should fall.

FEATURE Refrigeration

TBC joins VW scheme BC Conversions of Northern Ireland has joined a list of 22 companies on the Volkswagen Commercial Vehicles Converter Recognition Programme. The company has created a range of refrigerated conversions for VW’s Caddy and Crafter vans. The insulation kits comprise of an interlocking assembly resting on a sealed waterproof tray. The panel kit, which is moulded into the shape of the van for maximum volume, is made with pressure-injected polyurethane foam. There are three temperature ranges on offer, with a variety of shelving and racking solutions available. “With both the converted Crafter and Caddy, we have created an eye-catching unit that is desirable to a broad range of customers, being easily-adaptable to suit their needs,” said David Donnell, managing director at TBC. “Both models have huge cargo space available and their long body length provides the perfect platform on which to create units fit for specification by the customer.” The VW refrigerated conversions are available from VW Van Centres, under the company’s Engineered For You programme.

Dearman gets cash boost consortium, led by clean cold and power company Dearman, has been awarded £6m by the Advanced Propulsion Centre to develop zero-emissions Dearman Engine technology and applications. The Dearman Engine aims to deliver radical improvements in fuel efficiency, cutting emissions of NOx, particulates and CO2. The project brings together Dearman, Hubbard Products, Air Products, Productiv, Wessington Cryogenics and Loughborough University. Government funding will match the consortium’s bringing total investment to £15.5m. The Dearman Engine is driven by the expansion of liquid nitrogen and can be used to produce clean cold and power for a range of applications, including temperature-controlled transportation. The most advanced application of Dearman technology is a zero emission transport refrigeration system designed and developed in conjunction with Hubbard. It is a sustainable alternative to diesel driven units, that conventionally keep refrigerated vehicles cold. The system is currently on trial with Sainsbury’s, delivering food across London, where it is already having a positive impact on air quality. Applications of Dearman Engine technology can have a significant impact on the environment. Diesel powered transport refrigeration units are lightly regulated and as a result replacing an auxiliary unit with a zero emission alternative can reduce the total engine emissions of NOx, from the entire refrigerated vehicle, by over 70%.
