Brazil is still far from achieving the access targets contained in the most recent National Education Plan, a situation that is obvious in the 2019 Census results. There are 9 million children enrolled in infant education - around 94% of the total aged between 4 and 5, and 37% between 0 and 3.

In an action designed to work towards altering this scenario, the Fundação Maria Cecilia Souto Vidigal, in partnership with the Social Economy Research and Studies Laboratory (Lepes), developed the ‘Scale for Assessment of Early Childhood Learning Environments’ (EAPI). The aim is to guide public administrators towards identifying the gaps and successes in the pedagogical processes and learning environments of Brazilian public schools.

In addition to Lepes, Itaú Social was also included in the partnership that offered an online course for 162 administrators from 74 municipalities located in the five regions of the country, as well as eight regional coordinators from Ceará. This course was
