On March 23, over 250 leading professionals of Northeast Florida’s commercial real estate industry gathered to celebrate some of the best and brightest achievements of our colleagues and peers for 2022. The event was held at the beautiful Prime F. Osborn III Convention Center Grand Lobby. Awards Committee Chair Jenn Jelinek, Chapter Executive Director Lauren Davis and their Awards Committee outdid themselves this year with a truly fantastic event. Awards were presented to individuals, companies and projects in recognition of their successes and contributions to the industry, chapter, and community. Categories included Office Broker of the Year, Industrial Broker of the Year, Office Lease of the Year, Office Sale of the Year, Industrial Lease of the Year, Industrial Sale of the Year, Construction Projects of the Year, Land Sale of the Year, Design of the Year and Renovation Projects of the Year.
The William “Bill” Drennon Lifetime Achievement Award was presented to the founding partners of England-Thims & Miller; Jim England, the late Bob Thims and Doug Miller. The Jesse B. Smith Award was presented to John Pappas for his years of service and commitment to the city of Jacksonville. The Klechak Award was presented to Ron Moody on behalf of the Downtown Investment Authority for his commitment to the ongoing growth and development of downtown Jacksonville.
NAIOP Northeast Florida’s membership comprises more than 250 professionals who represent all aspects of the commercial real estate industry. We have an engaged group of developers, investors, owners, brokers, engineers, architects, contractors, attorneys, bankers, and vendors. With this group, we have a great opportunity for networking that will help build strong business relationships in the future.

NAIOP of Northeast Florida comprises local business professionals and is connected to more than 20,000 members across the country through the commercial real estate industry. Each year, local NAIOP Board leaders dedicate time and effort to meet with local, state, and national officials to address the concerns of our local members with a focus on upcoming legislative policies that may have lasting impacts on the local community as well as future real estate development.
NAOIP members have been addressing the unnecessary delays of Certificate of Use issuance with our local leaders as this has been impacting the ability of owners and tenants to open their operations in a timely fashion.
In addition, NAIOP leaders are working with the city of Jacksonville to improve the permitting process as there have significant delays for permit issuance since the COVID-19 pandemic.
In Tallahassee, NAIOP representatives have been working with our state representatives during the legislative session these past several months to address impactful bills being presented including business rent tax, bidirectional antenna and EV charging installation requirements.
Business rent tax is unique to Florida and is burdensome for property owners to compete for prospective tenants, relative to other states. Due to the increased revenue the state has received from the reemployment tax, NAIOP is hopeful to advance discussion of lowering or fully eliminating it. Additionally, there are several bills presented regarding bidirectional antennas, for two-way radio enhancement, and EV charging station requirements. These bills could add significant costs to developers and further impair COU issuance. NAIOP and its representatives have been closely monitoring and providing examples of delayed active projects negatively impacted by these standards and costs.
In our nation’s capital, NAIOP representatives prepared our local team, in addition to teams across the country, with compiled data and talking points to address our respective Congressional leaders. The primary topics included: Adaptive reuse, consistency of the Waters of the U.S. (WOTUS) regulatory policy and continuation of favorable tax policy towards investment properties.
Adaptive reuse is the repurposing of underutilized structures, primarily offices vacated from the fallout effects of COVID-19, to address the shortage of housing affordability. NAIOP has proposed an idea to accomplish this win-win solution by encouraging our lawmakers to develop federal incentive conversion programs to encourage owners and developers toward this cause.
Changes in the Environmental Protection Agency, Army Corps of Engineers and recent opinions by the U.S. Supreme Court have resulted in confusion and delay of WOTUS regarding the definition and jurisdiction of protected wetlands under the Clean Water Act. NAIOP provided comments to the U.S. Securities and Exchange Commission to standardize and streamline current processes to keep consistency across the nation.
Lastly, NAIOP continues to advocate for federal tax policy to align with incentivized future investment opportunities. By supporting a lower tax rate on capital gain income, historic tax credits, as well as like-kind exchanges under Section 1031, NAIOP remains committed to keeping current incentive programs in place for our CRE partners.

The Chapter Merit Award is given by the Board to recognize and show its appreciation to a member who has provided a unique, valuable or special service to NAIOP Northeast Florida through their time, talent and efforts.
This year’s winner is Kate Clifford. The owner of Strategic Sites, she has served the chapter in many capacities including President in 2007; Director for six years including the last three years consecutively; and NAIOP of Florida Board Member in 2011 and 2012. She has served on many committees, including Awards for the past several years, providing valuable guidance and insight. Additionally, her firm, Strategic Sites, has become synonymous with one of the chapter’s most popular events, the Beach Bash, for which they have been the title sponsor since its inception.

This year’s winner is Anita Prewitt. Anita is the Director of Business Development for The NDN Companies and last year’s Golf Tournament Chair. She has held a variety of other leadership roles including PR & Communications Chair in 2019 and Downtown Tour & Tasting Chair in 2021. One of the chapter’s strongest advocates, Anita works diligently to promote the organization’s goals and help grow the chapter’s membership.

What was your first or worst job? Never had a bad job but have been bad at doing some.
If you could talk to your 17-year-old self, what advice would give them? Don’t worry about things that don’t matter.

If you won the lottery tomorrow, where would we find you and what would you be doing? If I won the lottery tomorrow, I would take my family on an extended vacation, but I would come back to work with KI because I love my job. I also would start a pet rescue because of my love of animals and especially my dogs, Lily and Goose.
What do you enjoy most about your work? I enjoy being able to completely change the look and feel of a space by installing new furniture. I get to use my passion for interior design while working with some really amazing clients to transform their space.
Where were you born? I was born in Mansfield, Massachusetts a small town about 30 miles south of Boston. We moved to Longwood, Florida, when I was nine.
Where did you go to school? After graduation from Lake Mary High School, I entered Florida State University graduating with a degree in interior design.
Tell us about your family. My boyfriend, Marc, and I own a home together with our two fur children, Lily and Goose. They go with us everywhere and on any given weekend you can most likely find us on the boat at Fort George.
How long have you been in Jacksonville? I moved to Jacksonville in 2015 and I still believe it was the best decision I ever made.
How long have you been in the real estate industry? I am not directly in the real estate industry, but working for a commercial furniture manufacturer I work closely daily with the real estate industry.
What was your first or worst job? My first job was in college working at The Polka Dot Press, a custom stationary/ gift store in Tallahassee. It was then that I realized working in sales wasn’t as scary as I thought. I got to interact with customers daily designing their custom bridal invitations and printable material for all types of events.
If you could talk to your 17-yearold self, what advice would give them? If I could talk to my 17-year-old self I would say to stay positive. I was not the strongest student in school, my parents could agree. My brother was the one that always had the perfect report card. I was the student that enjoyed lunch and cheerleading more than my core classes. A gift that my mom said I had from a young age was that I never met a stranger. She would joke that she couldn’t go to Publix without me knowing someone. I never knew that gift would lead me into sales. Looking back, just because I wasn’t a straight-A student didn’t mean that I wasn’t going to succeed within my career.
LIFETIME ACHIEVEMENT AWARD

The 2022 NAIOP Northeast Florida Lifetime Achievement Award was presented to Jim England, the late Bob Thims and Doug Miller. This award is given in honor of William “Bill” Drennon who was one of this city’s great real estate professionals and ambassadors and recognizes a commercial real estate professional who has distinguished him or herself for outstanding achievement and professionalism. His tireless efforts on behalf of the real estate industry and our city were legendary. This year’s recipients are equally legendary. As the founding members of England-Thims & Miller, their contributions to some of Northeast Florida’s largest and most pivotal developments over the past 45plus years are unmatched.
However, 45 years ago, ETM also had a different silhouette from the company we know today. When formed, it consisted of two men, Jim England, and Bob Thims, who met while working
for RS&H. They left RS&H together to become the first employees of BHR (now Arcadis) and set up shop in the garage of a house on church property. Shortly thereafter, Charlie Bassett, who owned his own surveying company, enticed them to team up with him, move out of that garage, and form Bassett, England & Thims, Inc. In 1979, Doug Miller joined the company and became an owner in 1982. The company was then renamed to England-Thims & Miller, Inc. While ETM’s contributions to our city are extensive and impressive, even more so is the culture, leadership and reputation of these three gentlemen among their employees, peers, communities and clients. They built their company with a focus on Christian principles, hard work, genuine appreciation and gratitude. In a past interview, when asked if ETM’s culture was intentional and planned, Jim England said: “Yes. A quality employee is worth every penny you pay them. You have to have a team who respects each other and works well with each other. No internal politics, no backstabbing, no negative talk. All for one, one for all. It was important to us to make sure people enjoyed coming to work. If you don’t enjoy it, do something else. Life is too short.”

continues to inspire the next generation of real estate appraisers. He also is an active member of the East Florida Chapter of the Appraisal Institute, where he has achieved the Member of Appraisal Institute (MAI) and Senior Residential Appraiser (SRA) designations. Through his involvement in the Appraisal Institute, Ron has been able to contribute to the advancement of the appraisal profession and share his knowledge and expertise with others.

What was your first or worst job? My first job in high school was at Art’s BBQ. The perks were amazing. Free barbecue each shift. Still the best barbecue I have ever eaten.
If you could talk to your 17-year-old self, what advice would give them? It sounds cliché, but to enjoy the ride. Time is one of the most important commodities in life, remember to take full advantage of the present while striving to create your future. And maybe just a couple of small stock tips.
The Dr. Lew Klechak Award recognizes individuals who have made outstanding contributions resulting in a significant impact on the continued development of Downtown Jacksonville.
Dr. Lew Klechak was first honored with this award in his name for his vision and unselfish devotion for over 15 years to the revitalization of the downtown area while he was Chairman of the Downtown Development Authority (DDA). Since then, many noteworthy individuals have been awarded the same honor, given by the Downtown Investment Authority. This year, the DIA awarded Ron Moody, Moody Williams Appraisal Group, the 2023 Klechak award.
Ron Moody is a seasoned real estate appraiser and leader in the development of Downtown Jacksonville. With over 50 years of experience, Moody has appraised a wide variety of real estate properties and has developed a reputation for solving complex appraisal problems.
As the chief executive officer of the Moody Williams Appraisal Group, Ron
Ron’s expertise in real estate appraisal has also led him to a busy trial calendar for eminent domain issues and complex real estate appraisals. His ability to effectively navigate these complex issues has earned him the respect and admiration of his peers and clients.
In addition to his work in real estate appraisal, Ron also has been active in the development of Downtown Jacksonville. He served seven years on the DIA board, including one year as chair beginning in 2020. During his time as chair, the DIA leveraged performance-based public incentives to attract $170 million in private capital investment Downtown.
Under Ron’s leadership, the DIA could continue its mission of revitalizing Downtown Jacksonville, even during the heart of the COVID-19 pandemic. Through his dedication to transparency and public accessibility, the DIA remained a model for other organizations during uncertainty and challenge.
Ron’s passion for helping Downtown Jacksonville thrive is evident in his work as an appraiser and community leader. His support for the development of Downtown Jacksonville is undeniable, and his contributions to the area will be felt for years to come.
JESSE B. SMITH AWARD JOHN

NAIOP Northeast Florida recognized John Pappas with the Jesse B. Smith Award for 2022. This award recognizes a non-real estate person for outstanding service to the commercial real estate industry in Northeast Florida.
John Pappas was born in Jacksonville but grew up in Tallahassee. He graduated from the University of Florida in 1985 and moved back to Jacksonville to work as an Associate Engineer in the Department of Public Works with
the city of Jacksonville. In 1990, John received his professional engineer’s license.
John served in several different departments and positions during his tenure at the city. His most recent was as Director of Public Works, appointed by Mayor Lenny Curry in 2015. In that role, he oversaw a staff of 500 and supervised seven department divisions including Engineering/ Capital Improvement Projects; Real Estate; Right of Way and Stormwater Maintenance; Traffic Engineering; Mowing & Landscape Maintenance; Public Buildings; and Solid Waste. John held this position for seven years, before his retirement from the city in September 2022.
John now works as vice president and chief operations officer at the Eisman & Russo engineering firm. John has played a pivotal role in the development of our city and has had a hand in some of the largest projects. When asked what he reflects on as his most important accomplishment, his response was simple: He is most proud of his two daughters, Alexa and Taylor.
