Dear Community Members:

On behalf of the Fairbanks North Star Borough, I’m excited to welcome and invite you to explore the Fall 2023 Parks and Recreation Activity Guide!

Fall is a beautiful season, especially in the interior, with many enjoyable activities. Whether you are looking for outdoor adventures, seasonal events, or cozy indoor pastimes, there’s something for everyone! Engaging in community activities allows individuals to connect with others with similar interests and builds social networks.

I encourage you to engage with the community and actively participate in the activities and events outlined in this guide. Participation will enhance your personal growth and create meaningful memories that will last a lifetime!

As we wrap up another busy summer in Fairbanks, we would like to thank those of you who came out to our many events. It’s always exciting to host our regular activities as well as try out some new ones. Fall is a time of transition, where we wrap up summer projects and get a few more adventures in before the snow flies. When the snow comes, it means skiing, fat biking, snow machining, and ice fishing for some, and retreating to our indoor spaces for swimming, ice skating, gym time, and the PlayZone for others while of course some of us want it all!

The Borough Parks and Recreation Department strives to fill every season with fun community events for all ages and abilities. Throughout this guide you will find an abundance of indoor and outdoor activities. There is fun to be had throughout our parks and facilities every day of the year!

Some of the big events we have planned for this fall include Halloween Trick-orTreat Town, Spooky Trail at Tanana Lakes, the Trails Challenge, and the Downtown Winter Solstice Festival Winter Lights Walk. Our Senior, Adaptive, and Community Programs offer many smaller activities each week as well. If you haven’t already, sign up for FLiP (Fairbanks Loves its Parks) to receive our monthly e-newsletter to keep up with all the exciting programs and Parks and Rec news.

Last of all, don’t forget our facility-based programs including open swims, lap swimming, and swim lessons at Hamme, Mary Siah, and Wescott Pools; open skate, rec hockey, and stick-n-puck at the Big Dipper Ice Arena, Grandparent/Grandkid crafts at Joy Community Center, and the PlayZone at the Carlson Center. If the weather holds you might even be able to squeeze in a little pickleball or tennis. There really is so much going on that we had to create THIS amazing Activity Guide. We can’t we to see YOU!

Capitol Improvement Program: Small Park Replacement Program

“Park- A- Year” Graehl Park 2023

Graehl Park was the 2023 project under the Capital Improvement Program's (CIP) Small Park Replacement Program, an annual dedicated stream of capital funding to renovate small Borough Parks. The program is often referred to as "Park-A-Year" with the goal of renovating one small Borough park a year. The first successful "Park-A-Year" project was Bluebell Park, which was completed in two phases in 2020 and 2021.

Seeking another endeavor through this program, Graehl Park was the undisputed next candidate. Graehl Park is one of the most popular small parks, receiving heavy use due to its convenient location in downtown Fairbanks, proximity to the Chena River Walk, river views, and access to a boat launch for Chena River recreation. Additionally, the Alaska Department of Transportation and Public Facilities (AKDOT&PF) had put considerable work into the area in recent years, renovating both of the bridges adjacent to Graehl Park. In close cooperation with the FNSB Parks and Recreation Department, AKDOT&PF provided access improvements to the park as a component of the Wendell Street Bridge project. The AKDOT&PF project improved the sidewalks and parking along Front Street, including a sidewalk ramp for ease of access from the street, accessible parallel parking in front of the park, and improved parking further down Front Street. Making facilities accessible is a key goal for the Small Park Replacement Program, and the partnership with AKDOT&PF to address parking and access deficiencies along Front Street made a renovation at Graehl Park more feasible.

The FNSB Parks and Recreation Department applied for a Tier 2 Rasmuson Foundation grant, and in December 2021 the Rasmuson Foundation notified the Department that the Graehl Park Revitalization Project was awarded a $300,000 grant. As the design process progressed, the project continued to build on community partnerships. In partnership with FAST Planning, Denakkanaaga, Inc, and the Alaska Native Cultural Coalition of the Interior, an artistic tile mosaic was added to the project's scope. FAST Planning provided a $30,000 donation to catalyze the effort to add a mosaic to the proposed riverside plaza, and the Fairbanks North Star Borough Assembly appropriated an additional $40,000 for the tile mosaic. Denakkanaaga, Inc hosted a beadwork competition, soliciting nature-themed designs. A winning design was selected at the 2022 Denakkanaaga Annual Conference, and is now featured in the park's plaza accompanied by a sign with an artist biography, artist statement, and a land acknowledgement. The winning design was submitted by Denise Newman, featuring floral inspired beadwork on traditionally tanned moose hide.

The kiosk signage was developed in collaboration with the Alaska Department of Fish and Game (ADF&G), providing information and images of fish species in the Chena River. ADF&G also provided funding to execute a streambank restoration project at the park in the last several years and continues to monitor the site.

Freelance artist Shayla Sackinger with Bird Ninja Art created the custom Graehl Park triangular graphic displayed on the kiosk. The Tanana Valley Watershed Association received a grant to install pet waste stations and informational signage at riverfront parks, including Graehl Park. A long-time Fairbanks family provided a donation to the project to have a memorial bench in the park. The park's revitalization was a cooperative effort between many organizations, and the Fairbanks North Star Borough hopes to continue this synergistic effort with future Small Park Replacement Projects.

A ribbon cutting event was held on August 15, 2023, where the Parks and Recreation Department was joined by the Rasmuson Foundation, Denakkanaaga, Inc., FAST Planning, Chena Riverfront Commissioners, Fairbanks North Star Borough staff, and many more to celebrate the successful renovation of Graehl Park. We look forward to more successful park renovations!

Pioneer Park is a 44 acre Historical Theme Park located in the heart of Fairbanks, Alaska - between Airport Way and the Chena River bike path. There is no admission fee to enter Pioneer Park. Feel free to come to the Park and experience a self-guided tour of our artifacts, buildings and grounds! You can also enjoy the playground and Bear Art Gallery at no cost! Some museums and activities charge a nominal fee. Winter season is September 15 through May 15. While there are not vendors in the cabins, there is still much to enjoy at Pioneer Park!

Conveniently located just minutes from downtown Fairbanks, Tanana Lakes Recreation Area is a 750 acre multi-use recreation area. This park offers plenty of outdoor opportunities in the winter for peopleofallagesincludinghiking,skiing,snowmachining,icefishingandmore.Thenewlyremodeled RifleRangeisopen8am-10pmdaily;closedWednesdaysfrom8am-12pmformaintenance.

Tanana Lakes has trails offering opportunitiesforhikinginthefalland skiing in the winter. Enjoy the fall colorsasyouwalkaroundthelake.Or enjoy the crunch of the snow as you skithegroomedtrails.

Ice huts are available typically in December as opening dates vary according to ice thickness. The Alaska Dept. of Fish & Game stocks the lakes with Rainbow Trout and Chinook Salmon. The Tanana River has Arctic Grayling, Northern Pike, WhitefishandBurbot.

Keep an eye our for our skating loop and rink! They are put in once the ice isready. Huts are $30/day and include one bundle of wood. Huts are 8x12 and equipped with a wood stove. Additional bundles of wood are available for $5. Submit a request online at parks.fnsb.gov. Reservations are approved M-F, 8-5pm.

GOSNOWMACHINING!

Therearemulti-usetrailsforsnow machining, including trails that head out onto the Tanana River and go for miles! There are also more than five miles of groomed trails for cross-country skiing and snowshoeing! Leashed dogs are welcome on trails- please pick up petwaste.
