Dear Community Members, Welcome to your Fairbanks North Star Borough Parks and Recreation Activity Guide for Summer 2022! The days will stretch a lot longer, the weather will warm up, our many parks will come alive with play, recreation buildings will bustle with summer programming, and the pool will fill with families splashing around. PARKS AND RECREATION PROGRAMS

CANCELLATION & REFUND POLICY
Registration for Summer 2022 Parks and Recreation Programs is now open. There are two ways to register for programs and events:
We depend on your enrollment for a successful class! Classes which do not meet minimum enrollment are subject to cancellation. If you need to cancel please contact us at (907) 459-1070.
1. Online Visit our website at parks.fnsb.gov. If you do not have an account, please follow these steps to create one: 1. Create a Household Account by clicking “New Account” 2. Enter the primary adult first. 3. Create account login and password. 4. Add other members of your household. 5. You can now make registrations and other purchases using the site navigation!
Refunds are issued: • If a class or program is cancelled. • Using the “By Request” form (available on our website).
2. Walk-In

We welcome walk-in registration at the Parks and Recreation Office, inside the Big Dipper Ice Arena (1920 Lathrop Street, Fairbanks, Alaska 99701).

Walk, don’t run. Rough horseplay, foul language and fighting are not permitted. Please put your gum in the trash. No food or drink is allowed in the locker rooms or pool deck. No resting on or swimming over the lane lines or safety ropes. Children age 5 and over, must dress in their same-sex locker room. If you would rather your child didn’t go through the locker room alone, ask a Lifeguard about alternatives. The pool is for aquatic activities only.

Harassing or unwelcome behavior that results in multiple complaints could result in loss of facility privileges. SWIMMING LESSONS AQUATICS
FNSB Parks and Recreation teaches American Red Cross lessons. American Red Cross offers a comprehensive, developmentally appropriate swimming and water safety program that teaches you, your child or other family members how to swim skillfully and safely, and think and act safely in, on and around the water. The prerequisite for each level is the successful demonstration of skills from the preceding level, except for Level 1, which has no prerequisites. Lessons are organized by level, date and location.
Sign up for swim lessons at parks.fnsb.org Create your free online account BEFORE registering your child for swim lessons to ensure you have the best chance of getting your child into the class you prefer. Registration opens on the date and time listed below. Classes are open until filled, but will close after the first day of class.
If you have more than one child to register for the same level please speak with staff about how to register the second child. Class schedule is subject to change. Please call (907)459-1086 (Hamme) or (907)488-9404 (Wescott) for information on swim lessons and registration. Registration opens on the date listed. Registration limited to one class session per student due to limited availability. Classes are open until filled but will close after the first day of class.
PARENT AND CHILD AQUATICS
Ages 6 months - 3 years
Builds basic water safety skills for both parents and children, helping infants and young children ages 6 months to about 3 years become comfortable in the water so they are willing and ready to learn to swim. These basic skills include adjusting to the water environment, showing comfort while maintaining a front or back position in the water and demonstrating breath control, including blowing bubbles or voluntarily submerging under water.

Gives young children about ages 4 and 5 a positive, developmentally appropriate aquatic learning experience that emphasizes water safety, survival and foundational swimming concepts. Skills are age-appropriate, helping participants achieve success on a regular basis while in a class environment with their peers.

INFORMATION The Parks & Recreation Adaptive Program offers community-based recreation activities and leisure services specially designed for individuals with a disability and/or special needs. Our services are designed to assist people in developing and using their leisure time in ways that enhance their health, wellbeing, and quality of life. These programs promote independent individual interaction in a supervised group setting. All individuals must be registered to participate. CARLSON CENTER
The John A. Carlson Community Activity Center is currently closed for renovations and upgrades.
On June 13, 1990, the Fairbanks North Star Borough opened the doors to the John A. Carlson Community Activity Center. Originally designed to be a hub of community activity for the residents of Fairbanks, it has operated for over 30 years as a large-event venue, a trade show/ conference space, home ice of the UAF Nanooks, and a gathering place for a variety of community uses. Since its very beginning, the Carlson Center has been owned by the Fairbanks North Star Borough and managed through a modified third-party contract. When the latest contract expired June 30, 2021, the Borough was faced with an important decision: how should the Carlson Center be managed moving forward? The Borough decided to assume the management of the facility directly, make it more of a community center in operation, and make it more affordable to the community to use and enjoy.

The Carlson Center is operated as a subdivision of the newly created Parks and Recreation Riverside Division. In addition to the Carlson Center, the Riverside Division will include the historic 44-acre Pioneer Park. The two properties are adjacent to each other, and each will be strengthened by the other, utilizing staffing and equipment much more efficiently. The Carlson Center, under the general direction of the Parks and Recreation Director, is managed by the Riverside Superintendent, formerly the Pioneer Park Manager. This superintendent oversees the operations of both facilities. The Carlson Center has a general manager along with support staff to facilitate the public’s use of the facility. HISTORY OF THE PARK
SUMMER SEASON
In late 1960, the Pioneers of Alaska requested public land from the State of Alaska. The plan was to create a tourist attraction that showed historical Alaska exhibits. The Pioneers of Alaska formed a non-profit, Pioneer Memorial Park, Inc., for the purpose of pursuing the park project. In 1965, the Alaska 67, or A-67, committee requested that the park be used for the 100th year celebration of Alaska's purchase from Russia. A-67 requested federal funding to develop the Pioneer Memorial State Historical Park. A-67 subleased the Park from Pioneer Memorial Park Inc. and the park was opened as "Alaska 67 Centennial Exposition". In 1968 Pioneer Memorial Park Inc. quitclaimed the park to the State of Alaska. That same day the State of Alaska quitclaimed the park to the City of Fairbanks. On May 1, 1968, City of Fairbanks Mayor, Red Boucher signed a letter to the Prime Minister of Ottawa, Canada, stating that "Alaskaland" was the new name for the 40-acre Exposition resulting from the A-67 Centennial site in Fairbanks.

The park is open from 5:00 am to midnight for selfguided walking tours to explore the artifacts and buildings, all of which are marked with interpretive signage, as well as holiday lighting. Some museums may be open for limited hours, please contact the park office for details. Bear Gallery is open Tuesday-Saturday 12:00 pm 6:00 pm. Playground is open. Square Dance Hall offers scheduled events and classes. The Folk School offers classes.
In July, 1987 the City of Fairbanks quitclaimed Alaskaland to the Fairbanks North Star Borough. In 2001, the name of the park was changed to Pioneer Park to more accurately reflect the historical importance of the park and reduce the expectation of a theme park.

CENTENNIAL CENTER THEATER The Theatre in the Centennial Center is available to rent for private or public events (insurance required). Seating capacity in the Theatre is 384 fixed seating and 30 ADA seating. Use of the light/sound booth and associated equipment is included in the rental. Light/sound technician NOT included and must be operated by the user group after instruction from Park Staff. Two dressing rooms are available to rent separately if needed for performances that include lit mirrors, showers and restroom facilities.

If you are interested in using the Gazebo for a wedding, and require additional seating, chairs must be rented from Pioneer Park and requested in advance.

CHENA LAKE RECREATION AREA
Chena Lake Recreation Area is a 2,178 acre park located east of North Pole. The park offers multiple outdoor activities including camping, boating, swimming, hiking and fishing in the summer; and skiing, walking, snowshoeing, snow-machining, ice fishing, aurora viewing, and photography in the winter. Managed by the FNSB Parks and Recreation Department, in conjunction with the Army Corps of Engineers, the park consists of two distinct sections; The Lake Park and The River Park. The Lake Park features 51 campsites (summer use only), including six sites located on an island only accessible by non-motorized boat. The 259-acre Chena Lake has a sand swimming beach, two pavilions, a boat rental station, and a handicap accessible fishing dock. The River Park is a more secluded area featuring 34 campsites (summer use only), a pavilion, day use sites, summer hiking or winter skiing trails, and boat access to the Chena River.

Swim at one of the lake park’s two sandy swim beaches. Rent a pavilion for a gathering, picnic or BBQ. Ride your bike along the Mike Agbaba Bike Trail. Hike the self-guided nature trail at the river park.

Chena Lake Recreation Area is stocked with Rainbow Trout, Chinook Salmon, and Arctic Char throughout the year. Ice huts are available for rent for $30/day in the wintertime. Huts are 8'x12' and include four predrilled holes, a wood stove, and one complementary bundle of wood. Remember to bring your own fishing and warm weather gear, lighter/matches for the stove, and lantern or headlamp. May the fish bite all day for you!
BIKING
Chena Lake Recreation Area invites all non-motorized watercraft users to enjoy the lake, but we ask that you do so responsibly. No boats are to be within the buoys marking the swimming beach area. On-site boat rentals are offered through Alaska Dream Adventures. Rental Rates: $15 for one hour, $25 for two hours, or $35 for the day. Open Memorial Day through Labor Day.
PAVILION RENTALS
Chena Lake Recreation Area has 5.5 miles of paved bike trails and 3.6 miles of unpaved bike trails. With multiple parking areas and easy access on and off the trails, make Chena Lake your next biking destination! All trails are flat, with little to no elevation gain.

Chena Lake Recreation area has two campgrounds; one at the Lake Park and one at the River Park. Each campground has two loops (totaling 80 campsites when combined) and feature sawdust tent pads, some pull-through sites, and restroom facilities. Our island has an additional six tent campsites, which are only accessible by nonmotorized boat. Campgrounds open Memorial Day weekend and close Labor Day weekend, and campsites are first come, first serve. A tent, RV, or other vehicle, must remain in the site to prove occupancy. Once you arrive in a site, please fill out the green card located in your campsite post and return it to the campsite post - a park ranger will collect your payment during your stay. Camping rules: fires allowed in fire pits only; no cutting of trees, brush, or bark; burning pallets is strictly prohibited; firewood is available for sale from the park ranger or at the Boat Rental; quiet time is from 10:00pm to 6:00am; check out time is 2:00pm. For additional assistance the park ranger on duty can be reached at (907)322-7773 at all hours.
Pavilion Rentals are available at both the Lake Park and River Park. $30 up to 4 hours; $50 over 4 hours. Choose from the Island View pavilion, Riverside pavilion, or Swim Beach pavilion. Full park reservations also available. Special event fees may apply.
TRAILS The River Park Cross Country Ski Trails are available for year-round use. Choose from seven kilometers of trails nestled along the Chena River and the flood control collection channel. Please remember to be alert to the presence of wildlife on these trails. Mike Agbaba Trail System hosts 12 miles of multipleuse trails along Chena Lake and surrounding park areas. Choose from the 3.8-mile, 5.1-mile, 6.5-mile, 9.5-mile or 12-mile loops for your activity. Trailhead is located at Lake Park near the children’s playground equipment. Please be courteous to other trail users along the way.

Conveniently located just minutes from downtown Fairbanks, Tanana Lakes Recreation Area is a 750 acre multi-use recreation area. This park offers plenty of outdoor opportunities year-round for people of all ages including boating, swimming, hiking and fishing in the summer. Come to relax. Come to exercise. Come to get away.
VISITOR INFORMATION The trail system is open to the public seven days a week. Please note that although trails may be open, conditions are not guaranteed. All trails are two-way trails and can be used in either direction. Please remain alert to oncoming traffic, and be courteous when meeting or approaching others. Pavilion may be reserved, with six picnic tables and a large BBQ grill. Non-motorized paddleboat launch at Cushman Lake—navigate on the water by canoe, kayak or paddleboard. Motorized boat launch at Tanana Lake—this lake is open-ended which allows entry to the Tanana River. Restroom facilities are located at both the picnic area and motorized boat launch. There are plenty of serene and peaceful picnic sites throughout the park. Most sites have a picnic table and permanent grill or fire ring. Two sandy swim beaches, with picnic tables and two sand volleyball courts. No shooting in the park. No fireworks allowed. Camping is not permitted. Please do not litter.

FEATURED ACTIVITIES Kayak, canoe, or stand- up paddleboard out to one of the lake islands. Rent the pavilion for a gathering, picnic or BBQ. Play at the musical playground located near the pavilion. Hike two miles around the lake by connecting Flicker, Sandpiper and Eagle Trails.
BOATING Tanana Lakes Recreation Area invites all motorized and non-motorized watercraft users to enjoy the lakes, but we ask that you do so responsibly. No motorized boats allowed on Cushman Lake. Tanana Lake, which allows entry to the Tanana River, is open to motorized boats. On-site boat rentals are offered through Alaska Dream Adventures. Rental Rates: $15 for one hour, $25 for two hours, or $35 for the day. Open Memorial Day through Labor Day.
FISHING Tanana Lakes is stocked annually by the Alaska Department of Fish and Game with Rainbow Trout and Chinook Salmon. The Tanana River has Arctic Grayling, Northern Pike, Whitefish, and Burbot. Ice Huts are available for rent for $30/day in the wintertime. Huts are 8'x12' and four holes are drilled the morning of your reservation. Wood stove and one bundle wood included. Bring own fishing & warm weather gear, lighter/matches for stove, lantern and may the fish bite all day for you!
TRAILS In the summertime, Tanana Lakes has motorized and nonmotorized trails throughout the park, as well as a section of gravel service roads. In summer, the 6.4 km loop around the park is a great option. The Sandpiper, Eagle and Overlook Trails offer shorter treks.

The Rifle Range is closed through mid-August for renovations and upgrades.
SWIMMING Tanana Lakes Recreation Area offers two sandy beaches and swim areas for visitors to enjoy, including picnic tables and two beach volleyball courts.
PAVILION RENTALS Pavilion Rentals are available at the park $30 up to 4 hours; $50 over 4 hours. Full park reservations also available. Special event fees may apply.

The Big Dipper Ice Arena is owned and operated by the Fairbanks North Star Borough for the benefit of all its residents and visitors. Once an airplane hangar in Tanacross, the structure was reassembled and repurposed as an ice arena in Fairbanks, in 1968. Commonly referred to as "The Dipper," the facility hosts public skating, youth and adult hockey, and is home of the Ice Dogs of the North American Hockey League. A walking and jogging track is free to the public during scheduled hours. Most areas of the facility, including the ice, are available for private rentals and special events.

MARY SIAH RECREATION CENTER
Mary Siah Recreation Center is temporarily closed due to staff shortages. Daytime programs are being offered at Hamme Pool. Mary Siah Recreation Center is a small facility, but for its size, offers a large variety of recreational opportunities to the Fairbanks community. Mary Siah has a balmy, 85-degree pool that has four 25-yard lanes. Mary Siah’s pool and rooms can be rented for birthday parties or other private events. The workout room at Mary Siah is a weight room complete with weight machines, free weights, exercise balls, two treadmills, a Stairmaster, a recumbent bike, and an upright bike.

TRAILS OFFICE The Trails Office is responsible for implementing the Comprehensive Recreational Trail Plan (Trail Plan), working closely with other Borough Departments and the Trails Advisory Commission. The Trail Plan is part of the Borough's Regional Comprehensive Plan and was created in 1985. The Trail Plan identifies many trails throughout the Borough that have high recreational value for the community and deserve some level of protection for public access. Trails in the Trail Plan cross many types of property and have varying degrees of public access. Public access is not guaranteed across all sections of trails in the Trail Plan. Trails in the Trail Plan receive protection across a piece a property if and when that property is ever subdivided via the Borough's Code of Ordinances, Title 17 "Subdivisions." Over the years, several new trails have been added to the Trail Plan. The latest trail, the Cranberry Trail, was added in 2006. Fairbanks residents can nominate new and existing trails to be added to the Trail Plan by making recommendations to the Trails Coordinator and the Trails Advisory Commission.
TRAILS ADVISORY COMMISSION The Trails Advisory Commission (TAC) was established by Borough Ordinance in May of 1980. The responsibilities and duties of the Commission are to: inventory and review current trails and make recommendations concerning present and future needs, review state and borough land disposals in regard to trail needs and trail routing, provide a forum for citizen input in trail assessments and needs, review and recommend adjustments needed in the Comprehensive Recreational Trails Plan, and encourage voluntary incorporation of trails where needed in subdivision plans. The Commission is comprised of 15 borough at-large residents who are appointed by the Mayor and confirmed by the Borough Assembly. Applications are available on line and through the Mayor’s office and the Parks and Rec office. The Commission is required to meet quarterly, but generally meets on the 2nd Tuesday of each month. Times, places and agendas are included in public notices and also on the Borough web site.

FAIRBANKS SUMMER TRAILS CHALLENGE

What is the Trails Challenge? The Fairbanks Trails Challenge is an all-ages, all-abilities, outdoor scavenger hunt of epic proportions! The Trails Challenge is designed to get you out with your friends and family to explore our wonderful local trails, both new and familiar. Each summer and winter season, Parks Department staff temporarily installs special signs in secret locations along a dozen or so local trails. While the signs are up, we invite everyone to visit the trails and try and find the signs. Along the way we hope you have a chance to learn new skills, see new places, and make positive memories. How do you take the Trails Challenge? Anyone is allowed to participate in the search. When you find a sign, prove you made it by taking a “selfie” photo with the sign and posting it on social media with the hashtag “#FNSBTrails” or email your photo to Parks@fnsb.gov. And of course, leave the sign to be found by the next trail challenge participant. Participants who find AT LEAST TEN signs during the event can win prizes from local sponsors and the coveted Trailblazer Award. Participants under the age of ten can find at least five signs to win the Junior Trailblazer Award! Whether you find one or find them all, challenge yourself to get outside and enjoy nature! When can we take the Trails Challenge? The Trails Office hosts two Fairbanks Trails Challenge events each year: a Summer Trails Challenge and a Winter Trails Challenge. The Summer Trails Challenge starts in June and lasts through September. Start and end dates fluctuate depending on weather and trail conditions. The signs stay in place for the season then are removed to be placed in new and different locations for the next challenge. So each season you are challenged to have a new adventure!
